WHAT THAT MEANS IS WHEN WE HAVE ENCROACHMENTS OR WHEN THERE'S BEEN ISSUES WHERE THE DISTRICT IS, IS INCURRING DAMAGE, IT GIVES US A TOOL OF ENFORCEMENT.
AND SO IT ALLOWS OUR PARK SUPERVISORS, OUR UNIT MANAGERS TO REACH OUT TO DIFFERENT ENTITIES THAT MAY BE ENCROACHING AND LET THEM KNOW, HEY, YOU'RE YOU'RE ENCROACHING AND THIS IS A VIOLATION.
AND THE RECOURSE IS FOR YOU TO IS TO REMOVE IT, TO REMEDY IT.

WE ARE GOING WE'RE PROPOSING THAT THE ADMINISTRATIVE CITATIONS AND WHAT YOU SEE ON PROBABLY AN ATTACHED LIST, THERE'S ABOUT 60% OF THE ORDINANCES THAT ARE ELIGIBLE FOR ADMINISTRATIVE CITATION.
THE MAJORITY WELL, IN BOTH COUNTIES, ALAMEDA AND CONTRA COSTA COUNTY, IF YOU WERE TO BE ISSUED AN INFRACTION AND TO GO TO COURT AND BE FOUND GUILTY, IT WOULD COST YOU $280. SO THIS WAS THE ABILITY OF THE POLICE DEPARTMENT ALSO WITH PARK OPERATIONS, TO COME UP WITH A MIDDLE GROUND WAY TO ENFORCE THESE VIOLATIONS OF THE ORDINANCE THAT WAS SOMEWHERE BETWEEN A WARNING AND INFRACTION.

IT'S SOMETHING WE CAN ALWAYS REVISIT IF WE'RE FINDING THAT THERE'S GAPS IN ENFORCEMENT THAT GIVES THE GENERAL MANAGER THE AUTHORITY TO DESIGNATE THOSE TO ISSUE CITATIONS. IF ONE OF THE THINGS ABOUT THE WAY THIS IS SET UP, AND I CAN LET THE PUBLIC SAFETY WEIGH IN ON THIS, BUT RIGHT NOW WITH ADMINISTRATIVE CITATIONS, WE'RE USING A THIRD PARTY VENDOR. WELL, THE DISTRICT CONDUCTED A HIRED A CONSULTANT TO CONDUCT A DISTRICT FEASIBILITY STUDY THAT REVIEWED THE OPTIONS OF RENOVATING OR REPLACING THE FACILITY. AND THE STUDY RECOMMENDED REPLACING THE 50 PLUS YEAR OLD BUILDING FOR THE FOLLOWING REASONS.
ONE THE BUILDING SYSTEMS HAVE REACHED THE END OF THEIR USEFUL LIFE.
THE EXTERIOR ENVELOPE IS DETERIORATING.
WHEN I SAY EXTERIOR ENVELOPE, I'M TALKING ABOUT THE EXTERIOR WALLS, THE ROOF, AND THE WINDOWS.
FOR INSTANCE, THE BUILDING IS NOT CURRENTLY SPRINKLERED.
UNFORTUNATELY, A LOT OF PEOPLE COME TO THE TILDEN NATURE AREA, AND THE MAJORITY OF THEM, WHICH IS GREAT, IS GOING TO THE TILDEN FARM, LITTLE FARM, OR MAYBE GOING ON SOME OF THE TRAILS.

YOU COME FROM THE MAJORITY OF THE PEOPLE ARRIVE FROM THE PARKING LOT, YOU COME THROUGH AND YOU PASS THROUGH OVER THE CREEK INTO THIS SORT OF OPENING IN THE WOODS. AND THAT'S THE LOCATION WHERE WE INTEND TO TO BUILD THE NEW VISITOR CENTER, BASICALLY IN THE SAME LOCATION AS THE EXISTING VISITOR CENTER FOR A NUMBER OF REASONS. IT'S A NICE LEVEL AREA.
IT'S IT'S DIRECTLY ADJACENT TO THE LITTLE FARM WHICH WE WANT TO CREATE CONNECTIONS TO.
WE THEN LOOKED AT THE PLACE AND THE EXPERIENCES.
SO ONCE AGAIN, WHEN YOU WHEN YOU COME FROM THE PARKING LOT, THERE'S THIS SENSE OF CREATING A GATEWAY AND AN ARRIVAL POINT THAT WILL, WE HOPE, WILL DIRECT YOU TO THE VISITOR CENTER.
AND HERE AT THE VISITOR CENTER, WE SEE IT BEING A PLACE FOR ORIENTATION, ORIENTATION AND DISCOVERY.
SO A LOT OF PEOPLE COME HERE WITH THEIR CHILDREN TO GO FOR A DAY HIKE.
AND CURRENTLY, IF YOU'RE NOT IN THE KNOW, YOU'RE NOT REALLY SURE WHICH PATH TO TAKE ON THE TRAIL.
AND IF THE VISITOR CENTER ISN'T OPEN, OR IF YOU DON'T REALIZE THAT THERE IS A VISITOR CENTER THERE, YOU MIGHT START TAKING YOUR CHILDREN UP WILDCAT CREEK PEAK WHEN IT ACTUALLY WOULD HAVE BEEN A BETTER EXPERIENCE TO WALK DOWN THE WILDCAT CREEK TRAIL.
SO THE IDEA IS WHEN THEY WOULD ARRIVE, THIS WOULD BE THERE WOULD BE A PLACE THERE FOR GETTING ORIENTED TO THE AMENITIES IN THE PARK AND ALSO THE PROGRAMS THAT ARE AVAILABLE AT AT THE PARK AT THAT TIME AND IN THE COMING PERIOD.
THEY STARTED TO ANALYZE THE PARK AS FAR AS THERE ARE CERTAIN PLACES WHERE THERE'S MORE IMMERSION IN NATURE, FOR INSTANCE, IN THE CREEK RIPARIAN CORRIDOR AND THEN UP IN THE WOODED HILLS THAT SURROUND.
WE LOOKED AT AREAS WHERE THERE'S INTERACTION AND EXPLORATION OVER AT THE LITTLE FARM, AND THEN STARTED TO THINK ABOUT WHAT SORT OF VIEWS WOULD WE WANT TO HAVE FROM THE VISITOR CENTER TO REINFORCE THE EXHIBITS INSIDE THE VISITOR CENTER. WE ALSO TALKED ABOUT GATHERING SPACES BEING SPREAD THROUGHOUT.
ONE OF THE CHALLENGES OF HAVING SO MANY SCHOOLCHILDREN COME THROUGH A FACILITY LIKE THIS ON DURING THE WEEK IS THAT BUSLOADS COME IN AND YOU REALLY CAN'T HAVE ALL THE STUDENTS COME IN ALL AT ONE TIME.
THEY HAVE TO BREAK THEM INTO SMALLER GROUPS.
AND THE IDEA IS TO CREATE SPACES, LITTLE NICHES AND NOOKS WHERE THEY CAN ACTUALLY HAVE FORM LITTLE SORT OF INFORMAL, ALMOST LIKE AMPHITHEATER SITUATIONS WHERE THEY CAN START THE PROGRAMS AS THEY BREAK THE STUDENTS INTO SMALLER GROUPS.
THIS IS JUST SOME OF THE ISSUES WE ARE LOOKING AT.
IF YOU LOOK AT THE DARK GRAY OR GREEN, DEPENDING ON HOW REPRESENTS A FLAT AREA THAT'S DIRECTLY ADJACENT TO THE LITTLE FARM, WE LIKE IT BECAUSE IT'S FLAT MAKES FOR A GOOD CONSTRUCTION, IT MAKES GOOD FOR A LEVEL PLAZAS, ACCESSIBLE PLAZAS.
AND IT ALSO HAS THAT GREAT CONNECTION TO THE LITTLE FARM.
WE THEN OVERLAID THAT WITH THAT RED OR ORANGE BLOB THAT REPRESENTS A FIRE SAFE ZONE.
ANOTHER ISSUE THAT HAS COME UP IS THE ACCESS TO THE FACILITY FROM THE PARKING LOT.

SO, AS YOU MAY KNOW, WHEN YOU ARRIVE AT THE PARKING LOT TO COME TO THE TILDEN NATURE AREA, YOU GO DOWN A SLOPE THAT TAKES YOU DOWN TO THE CREEK BED.
YOU CROSS THE CREEK AND THEN YOU GO BACK UP ANOTHER SLOPE, WHICH IS A CHALLENGE.
SO WE'RE LOOKING AT DIFFERENT OPTIONS ON HOW TO REMEDY THAT SITUATION.
BUT THIS IS JUST SOME OF THE FACTORS TO WEIGH IN THAT ON THE ON THE SIDE OF THE OPPOSITE SIDE FROM THE PARKING LOT, THE FACILITY SIDE.
YOU COULD CREATE A RAMP THROUGH A PLAZA THAT COULD GET YOU UP FROM THE CREEK TO THE LEVEL OF LITTLE FARM AND THE VISITOR CENTER, OR AND THEN ON THE OTHER SIDE IT BECOMES MORE CHALLENGING.
ONE IDEA THAT'S BEEN LOOKED AT IS CREATING A NEW BRIDGE ACROSS THE CREEK THAT WOULD BE AT THE SAME LEVEL UP HIGH OFF THE PARKING LOT AND UP HIGH AT THE OTHER SIDE OF WHERE LITTLE FARM IS, THEREBY ELIMINATING THIS DROPPING DOWN INTO THE CREEK.
AND ALSO HAD THE ADVANTAGE OF FOCUSING THE PEDESTRIAN TRAFFIC TOWARDS THE NEW FACILITY AND SEPARATING THE PEDESTRIAN TRAFFIC FROM A LOT OF THE SURFACE FIELD SURFACE VEHICLE TRAFFIC THAT TAKES PLACE ON THE DIRT ROADS THAT PEOPLE ARE CURRENTLY USING.
THIS REPRESENTS THE ARCHITECTURE PROGRAM.
OVER ON THE FAR LEFT IS THE PUBLIC SPACES.
IN THE MIDDLE IS A BACK OF HOUSE SPACES.
THE DARK BLUE REPRESENTS SPACE FOR ADMINISTRATION.
THE WHITE BOXES BELOW IT REPRESENT THE SPACES THAT WOULD BE INCLUDED IN THAT BLUE BLOCK.
THIS IS THE BEGINNING OF WHAT WE CALL AN ADJACENCY DIAGRAM.

WE DID PARTNER WITH ANTIOCH UNIFIED SCHOOL DISTRICT IN A PILOT PROGRAM TO REALLY PROVIDE SERVICES TO THAT COMMUNITY, BECAUSE CONTRA LOMA WAS CLOSED AND POSSIBLY WILL CONTINUE TO BE CLOSED AS WE MOVE FORWARD.
ONE OF THE THINGS THAT WE DID IN 2022 WAS PARTNERED WITH AMBROSE RECREATION AND PARK DISTRICT AND OPENED THE AMBROSE AQUATIC CENTER TO PROVIDE RECREATIONAL SWIMMING AND SWIM LESSONS.
WE DID THAT AGAIN WITH ANTIOCH UNIFIED SCHOOL DISTRICT IN OPENING ANTIOCH HIGH SCHOOL IN DEER VALLEY HIGH SCHOOL, AND WE CAN GO INTO A LITTLE BIT MORE DETAILS WHEN WE GO THROUGH SOME OF THAT PROGRAMING.
OUR JUNIOR GUARD PROGRAM AS LISTED HERE.

CADETS. AGAIN, IT'S KIND OF A CHAIN OR A STEPS OF GROWTH FOR OUR YOUNG PARTICIPANTS AND OUR AQUATIC ADVENTURE CAMP.WE SPECIALIZE IN PROVIDING THAT RECRUITMENT THROUGH THE CHERRYLAND AREA, SPECIFICALLY IN ASHLAND.
AND SO AGAIN, IT'S A SMALL PROGRAM, BUT IT'S A MIGHTY PROGRAM AND WE'RE REALLY HAPPY ABOUT IT.
AND THOSE ARE TWO SITES THAT WE USUALLY DON'T HAVE ANY TYPE OF SWIM LESSONS WHATSOEVER.
HOW ABOUT WE PROVIDE YOU A FREE SWIM LESSON WITH THE FEE OF THAT 3:00 COME GET A SWIM LESSON.
WE STARTED TO WORK OUT SOME OF THE HICCUPS IN 2022 WITH UNDER 100 PARTICIPATION 100 PARTICIPANTS.

SO AGAIN HOW DO WE REALLY SERVE THAT 240,000 VISITORS THAT COME TO OUR PARK AND THEN GOING INTO OUR BAY ADVENTURE PROGRAM. OUR BAY ADVENTURE PROGRAM AT CROWN WAS A PILOT THIS YEAR AND IT'S BASED OFF OF THE AQUATIC ADVENTURE.
CAN WE PROVIDE AN OPPORTUNITY FOR MEMBERS OF THE COMMUNITY THAT CANNOT SWIM ACCESS TO THE WATER AND TEACH THEM SAFELY HOW TO RECREATE IN AND AROUND THE WATER AT ANY OF THE BODIES OF WATER THAT WE HAVE IN THE REGIONAL PARKS? AND THE IDEA IS, WE'LL TEACH YOU HOW TO SWIM, WE'LL TEACH YOU HOW TO RAFT, WE'LL TEACH YOU HOW TO DO A STAND UP PADDLE BOARD.
WE'LL TEACH YOU HOW TO DO WATER POLO.
DO YOU KNOW HOW TO SWIM? NOT AT ALL. THAT'S OKAY.
WE'RE FINDING THAT A LOT OF OUR YOUNG CHILDREN AND TEENAGERS REALLY ARE STRUGGLING TO GO BEYOND THEIR NEIGHBORHOOD AND UNDERSTAND THAT THERE IS A PARK THAT IS THEIR PARK.
THERE'S OPEN SPACE, THAT IS THEIR OPEN SPACE.
AND AGAIN, CAN WE PROVIDE THAT SUPPORT AND ENCOURAGE THEM TO COME? I HAD A RECENT CONVERSATION WITH A BUNCH OF 8 TO 10 YEAR OLDS OUT OF LINCOLN SQUARE THROUGH OAKLAND PARKS AND RECREATION, AND I TOOK THEM DOWN TO CROWN BEACH.
AND ONE INDIVIDUAL, I ASKED HIM, HOW MANY TIMES HAVE YOU BEEN TO THE CROWN BEACH? AND HE SAID, THIS IS THE FIRST TIME I'VE EVER BEEN THERE.
AND THIS WAS CROWN WAS THE SECOND TIME.
AND WHEN I ASKED HIM ABOUT WHOSE PARK THIS WAS, THEY DIDN'T HAVE AN IDEA.
AND SO WE WENT THROUGH A QUICK TUTORIAL ABOUT THIS IDEA THAT YOUR FAMILY, YOUR PARENTS, YOUR AUNTS, UNCLES, NIECES, GRANDPARENTS AND NEIGHBORS HAVE PAID THROUGH TAXES TO SUPPORT THIS PARK.
AND IN ESSENCE, THIS IS YOUR PARK.
AND THEN THAT MEANS YOU HAVE ACCESS TO THE WATER, TO THE OPEN SPACE.
AND FOR THEM, IT WAS THAT FIRST TIME EVER HAVING THAT DISCUSSION.

SO AGAIN, SOME OF THE OTHER TALKS WE'VE HAD ON HOW TO GET MORE PARTICIPANTS AND WHAT THEY WANT.
WE'VE HAD NEEDS ASSESSMENTS AT TASSAFARONGA RECREATIONAL CENTER, AND WE'VE ALSO DONE THOSE WITH ALAMEDA FAMILY SERVICES AND ALSO WITH OAKLAND HOUSING AUTHORITY.
SO AGAIN, WHAT WE ARE REALLY TRYING TO DO IS WORK WITH GROUPS THAT WE'VE NEVER WORKED BEFORE WITH.
AND THEN AGAIN, AS WE DEVELOP THOSE TYPES OF PARTNERSHIPS FOR ROBERTS, WE'RE REALLY TRYING TO DO A NEEDS ASSESSMENT OF WHAT THEY NEED AS OPPOSED TO US TELLING THEM WHAT WE'RE GOING TO DO.

WE'RE GOING TO ADD WATER SAFETY TO THAT, INCLUDING SWIM LESSONS.
AND THEN THE HOPES IS THIS IS SOMETHING THAT YOU HAVE WHEN IT COMES TO MIND.
AND SO THAT'S KIND OF WHERE OUR POOL ADVENTURE PROGRAM IS.
AGAIN, WE DID NOT REALIZE THE COMMITMENT THAT WE NEED TO DO TO REALLY MAKE A COMMUNITY WATER SAFE.

AND THEN ON THE FOLLOWING DAY, I WENT TO MIKE REEVES RETIREMENT RECOGNITION EVENT HERE IN THIS ROOM AND SAD TO SEE HIM GO, BUT IT'S TIME TO MOVE ON FOR HIM.
AND THEN LATER THAT DAY I WENT TO CAL STATE EAST BAY FOR THE MOUNT DIABLO BEACON LIGHTING CEREMONY, WHICH THEY HOLD THERE EVERY YEAR, EVERY DECEMBER 7TH.

AND THERE WAS A GREAT SPEAKER THERE.
