AND THE RECOURSE IS FOR YOU TO IS TO REMOVE IT, TO REMEDY IT. AND THEN AGAIN, THIS TOOL ALLOWS US TO HAVE SOME TEETH SO THAT WE ARE ABLE TO FOLLOW UP WITH A FINE AND THEN ALSO BE ABLE TO RECOUP THE COSTS FOR WHAT IT COSTS TO REMEDIATE. GOOD AFTERNOON, BOARD MEMBERS. MY PLEASURE TO BE HERE TO PRESENT OR INTRODUCE JIM DEVLIN, WHO WILL MAKE A PRESENTATION ON THIS ITEM. THIS ITEM IS ABOUT THE EEC PROJECT, AND WE'RE LOOKING TO REPLACE IT. AND WHAT HAPPENED IN THE LAST WE BROUGHT TO THE LAST BOARD EXEC MEETING A SUGGESTED SCHEDULE ABOUT HOW WE WOULD ENGAGE WITH THE PUBLIC ENGAGEMENT PROCESS FOR THE ENVIRONMENTAL EDUCATION CENTER REPLACEMENT PROJECT. AND SO WE ARE HERE TODAY TO PROVIDE AN INFORMATIONAL UPDATE. WE ARE EXCITED TO KICK OFF THE PUBLIC ENGAGEMENT PROCESS, AND WE'LL ENGAGE IN THAT IN NEXT YEAR. AS PART OF THAT PRESENTATION TO THE EXEC TEAM, WE PROPOSED WHEN WE WOULD GO TO THE PUBLIC AND WHEN WE WOULD GO TO THE BOARD. SO THIS IS ONE OF THE FIRST TOUCH POINTS WITH THE BOARD. WHAT WILL BE PRESENTED TODAY WILL BE THE INFORMATION THAT WILL BE SHARED AT THE FIRST PUBLIC MEETING, WHICH IS SCHEDULED TO BE AT THE END OF JANUARY. SO WE HAVE THREE OF THESE, THIS IS THE FIRST ONE, AS I SAID, IN THIS PROCESS. SO WE HAVE THE FIRST EXCUSE ME COUPLE SCHEDULED OUT. AND THIS AGAIN IS A PROCESS FOR REACHING OUT TO OUR CONSTITUENTS AND GETTING INPUT AS TO WHAT THE NEEDS AND DESIRES ARE FOR THE REPLACEMENT OF THE EEC FACILITY. SO WITH THAT, I WILL TURN IT OVER TO JIM DEVLIN, WHO'S OUR DISTRICT ARCHITECT AND MANAGING THIS PROJECT TO RUN US THROUGH THE PRESENTATION THAT, AGAIN, WILL BE SHARED AT THE FIRST COMMUNITY OUTREACH MEETING. THANK YOU. THANK YOU REN. GOOD AFTERNOON, BOARD MEMBERS. I'M JIM DEVLIN, ARCHITECT AND PROJECT MANAGER IN THE DESIGN AND CONSTRUCTION DEPARTMENT HERE AT THE PARK DISTRICT. AND I WILL PRESENT BE PRESENTING TO YOU THE COMMUNITY OUTREACH PRESENTATION NUMBER ONE FOR THE TILDEN ENVIRONMENTAL EDUCATION REPLACEMENT PROJECT. SO WHAT IS THIS PROJECT? WELL, THIS IS A PROJECT TO REPLACE THE EXISTING TILDEN ENVIRONMENTAL EDUCATION FACILITY. [INAUDIBLE] AN EXHIBIT WITH THE NEW FACILITY. THE GOALS OF THIS PROJECT IS A BUILDING COMPLEX FULLY INTEGRATED WITH ITS SURROUNDING NATURAL AND CULTURAL LANDSCAPE. [00:40:05] A STATE OF THE ART EDUCATION AND EXHIBIT EXPERIENCE THAT IS INVITING AND ACCESSIBLE, AND ALSO TO CREATE A FACILITY THAT REFLECTS THE DISTRICT'S COMMITMENT TO SUSTAINABLE AND RESILIENT DESIGN PRACTICES. SO WHAT IS THE WHAT IS THE PROJECT? WELL, HERE IS A PICTURE OF THE TILDEN ENVIRONMENTAL EDUCATION CENTER, ALSO OFTEN REFERRED TO AS THE TILDEN EEC. IT WAS BUILT IN THE 1970S. OKAY. IT'S ADJACENT TO THE LITTLE TILDEN LITTLE FARM, WHICH IS RIGHT NEXT DOOR AS YOU CAN SEE IN THIS. I'M SORRY. I'M NOT AS. WELL IN THE PHOTO UP IN THE UPPER RIGHT HAND CORNER IS THE EEC AERIAL PHOTO SHOWING THE BUILDING, THE CENTER AND TO THE LEFT IS THE SECURITY RESIDENCE THAT'S ASSOCIATED WITH THE PROJECT. AND THE LITTLE FARM IS UP AT THE TOP OF THAT AERIAL PHOTO. THERE WILL NOT BE ANY WORK DONE TO THE TILDEN LITTLE FARM AS PART OF THIS PROJECT. I JUST WANT EVERYONE TO BE CLEAR THAT IT'S THIS PROJECT IS SOLELY DEALING WITH THE TILDEN ENVIRONMENTAL EDUCATION CENTER AND THE ASSOCIATED SECURITY RESIDENTS. SO WHERE IS THIS PROJECT LOCATED? THE TILDEN EEC IS LOCATED IN CONTRA COSTA COUNTY, RIGHT THERE ON ITS WESTERN BORDER WITH ALAMEDA COUNTY. IT'S LOCATED IN THE MAYBE THE MOST WESTERN PORTION OF THE COASTAL RANGE IN A CANYON. HERE'S A LITTLE CLOSER LOOK. IT'S IT'S LOCATED IN THE TILDEN NATURE AREA, WHICH IS A PARK THAT'S JUST NORTH OF THE TILDEN REGIONAL PARK AND JUST SOUTH OF THE WILDCAT REGIONAL PARK. AND IT'S LOCATED IN THE HILLS JUST EAST OF KENSINGTON, THE COMMUNITIES OF KENSINGTON AND AND BERKELEY. SO ANOTHER QUESTION THAT WILL COME UP IS WHY ARE WE REPLACING THE TILDEN EEC? WELL, THE DISTRICT CONDUCTED A HIRED A CONSULTANT TO CONDUCT A DISTRICT FEASIBILITY STUDY THAT REVIEWED THE OPTIONS OF RENOVATING OR REPLACING THE FACILITY. AND THE STUDY RECOMMENDED REPLACING THE 50 PLUS YEAR OLD BUILDING FOR THE FOLLOWING REASONS. ONE THE BUILDING SYSTEMS HAVE REACHED THE END OF THEIR USEFUL LIFE. THE EXTERIOR ENVELOPE IS DETERIORATING. WHEN I SAY EXTERIOR ENVELOPE, I'M TALKING ABOUT THE EXTERIOR WALLS, THE ROOF, AND THE WINDOWS. THE BUILDING CURRENTLY DOES NOT MEET BUILDING AND ACCESSIBILITY CODES, AND THERE'S A DEFINITE NEED FOR FIRE PROTECTION UPGRADES AT THE FACILITY. FOR INSTANCE, THE BUILDING IS NOT CURRENTLY SPRINKLERED. MAYBE MOST IMPORTANTLY, THE NEW FACILITY WILL ALLOW FOR IMPROVED CONNECTIONS TO THE TILDEN NATURE AREAS NATURAL AND CULTURAL RESOURCES, WHICH INCLUDE I'LL GO IN MORE DETAIL. THE VISIBILITY AND WELCOMING. UNFORTUNATELY, A LOT OF PEOPLE COME TO THE TILDEN NATURE AREA, AND THE MAJORITY OF THEM, WHICH IS GREAT, IS GOING TO THE TILDEN FARM, LITTLE FARM, OR MAYBE GOING ON SOME OF THE TRAILS. WELL, MANY OF THOSE PEOPLE DON'T EVEN REALIZE THAT THERE IS A VISITOR CENTER, ENVIRONMENTAL CENTER OPEN TO THE PUBLIC, LOCATED IN THE PARK. THEY'LL GO TO THE LITTLE FARM AND LEAVE THERE. MANY PEOPLE THAT'S BEEN INTERVIEWED THEIR IMPRESSION IS THAT IT'S A PRIVATE OR INSTITUTIONAL OFFICE BUILDING. THE ENTRY DOOR IS TURNED AWAY FROM LITTLE FARM. AND SO ONE OF THE KEY OF THIS PROJECT IS TO BETTER INTEGRATE THE VISITOR CENTER EXPERIENCE WITH THE TILDEN LITTLE FARM AND THE OTHER AMENITIES OF THE PARK. DAYLIGHT AND CONNECTION TO SITE. BESIDES THE ROTUNDA, THERE'S VERY LITTLE WINDOWS OPENING OUT TO THE PARK, WHICH THE VISITOR CENTER IS TRYING TO PROMOTE THIS OPEN SPACE, AND IT ACTUALLY SORT OF CLOSES IT OFF. IMPROVED BUILDING PERFORMANCE. THIS IS GETTING BACK TO THE BUILDING ENVELOPE. IT'S A WOOD SHINGLE BUILDING, NOT IDEAL FOR FIRE PROTECTION, BUT ALSO IT'S REALLY REACHED THE END OF ITS LIFE AND WOULD HAVE TO BE COMPLETELY TO BE COMPLETELY REMOVED. MOVING DOWN TO INVITING AND ACCESSIBLE TO ALL. THAT'S ONE OF OUR GOALS HERE AT THE PARK DISTRICT. WHEN YOU ENTER THE BUILDING, YOU'RE GREETED WITH THE STAIRS. UNFORTUNATELY, THIS BUILDING WAS WAS DESIGNED WELL 20 YEARS BEFORE THE AMERICAN DISABILITY ACT WAS PASSED IN 1990S. SO THOUGH THERE HAS BEEN MODIFICATIONS MADE TO THE BUILDING WITH RAMPS AND LIFTS SOMEONE COMING INTO THIS [00:45:06] FACILITY HAS TO FIND THOSE RAMPS. IT'S NOT REALLY CLEAR WHERE THEY ARE. IT'S A LITTLE BIT AWKWARD FOR SOMEONE IN A WHEELCHAIR TO HAVE TO THEN ONCE THEY GET UP TO THE ROTUNDA LEVEL, THEN THEY HAVE TO GO DOWN TO GET TO THE MULTI-PURPOSE ROOM OR THE RESTROOMS. THEN FINALLY THEY IMPROVED BUILDING SYSTEMS. THE MECHANICAL, ELECTRICAL AND PLUMBING SYSTEMS HAVE ALL REACHED THEIR END OF THEIR LIFESPANS AND WILL NEED TO BE REPLACED. SO GIVE YOU A LITTLE BIT PROGRESS ON THE PROJECT. COMPLETED TO DATE IS THE FEASIBILITY STUDY THAT I JUST DISCUSSED. THE DISTRICT IS ALSO CONTRACTED THE FOLLOWING DESIGN CONSULTANTS. THE ARCHITECTURAL DESIGN TEAM IS EHDD AND CMG LANDSCAPE AND THE ASSOCIATED ENGINEERS. EHDD IS A NATIONALLY RECOGNIZED ARCHITECTURAL FIRM HERE IN THE BAY AREA THAT'S DONE SUCH PROJECTS AS THE EXPLORATORIUM, LANDS END AND THE RECENTLY COMPLETED TUNNEL TOPS VISITOR CENTER AT THE PRESIDIO, WHICH THEY DID IN WITH THE GROUP CMG LANDSCAPE. WE'VE ALSO HIRED THE EXHIBIT DESIGN TEAM OF ALDRICH PEAR AND ASSOCIATES, AND THEY'RE AN INTERNATIONALLY RECOGNIZED EXHIBIT TEAM THAT YOU MAY KNOW OF THEIR TURTLE BAY PROJECT EXPERIENCE AT IN REDDING. AND THEY ALSO DID THE MOUNTAIN OR SORRY, DENALI NATIONAL PARK IN ALASKA. SO CURRENTLY IN PROGRESS RIGHT NOW, WHAT WE'RE INVOLVED IN IS THE PRE-DESIGN PHASE FOR THE EXHIBIT DESIGN, WHICH WE'LL TOUCH ON A LITTLE BIT. EXCUSE ME, I MISSED ONE. AS FAR AS WORK THAT'S COMPLETED, WE'VE COMPLETED THE PRE-DESIGN PHASE FOR THE BUILDING AND THE SITE, AND I'LL GO INTO THAT SHORTLY. SO IT'S IN PROCESS NOW IS THE PRE-DESIGN PHASE FOR EXHIBIT DESIGN. ALSO IN PROCESS NOW IS THE COMMUNITY OUTREACH. NUMBER ONE THAT INCLUDES THIS PRESENTATION I'M SHARING WITH YOU. IT WILL ALSO INCLUDE AN ON SITE EXHIBIT THAT WILL BE LOCATED AT THE TILDEN EEC LOBBY, AND THERE'LL BE AN ONLINE SURVEY AND COMMENTS ON A WEB PAGE AND ALL THAT WILL BE COMING UP, COMING UP IN JANUARY. AND THEN PLANNED AFTER THIS PRE-DESIGN PHASE IS ENTIRELY COMPLETE, IS THE SCHEMATIC DESIGN PHASE FOR BOTH BUILDING SITE AND EXHIBITS, AND I'LL EXPLAIN THAT A LITTLE BIT MORE DETAIL LATER. SO THIS IS THE THE PRE DESIGN FOR THE BUILDING AND SITE. I'M GOING TO DESCRIBE THE PROCESS THAT WE WENT THROUGH WITH OUR DESIGN CONSULTANTS. THE FIRST THING IS THE DESIGN CONSULTANTS VISITED THE SITE THEY CAME OUT AND FAMILIARIZED THEMSELVES WITH THE EXISTING CONTEXT AND LOCAL ENVIRONMENT. THEY ALSO VISITED THE FACILITY TO GET AN UNDERSTANDING OF HOW IT OPERATES WITH THE PUBLIC AND WITH STAFF. THIS WAS FOLLOWED BY NUMEROUS MEETINGS WITH THE STAFF WHERE WE. EXCUSE ME. I THINK AT THIS POINT, I'D ALSO LIKE TO SHARE SOME OF THE STAFF MEMBERS THAT HAVE BEEN REALLY INVOLVED IN THIS PROJECT. MIKE MORAN AND SARAH FETTERLY FROM INTERPRETIVE AND RECREATION DEPARTMENT HAVE BEEN INVOLVED, AND THEY'VE BEEN BRINGING IN A LOT OF THEIR NATURALISTS FROM THE FACILITY TO HELP US WITH THIS PROCESS. AND I ALSO WANT TO THANK TODD SALERNO AND JEN WEBER FROM PUBLIC AFFAIRS AND THE CREATIVE DESIGN GROUP, WHO HAVE BEEN HELPING US COORDINATE THE EXHIBIT PROCESS. BUT WE'VE HAD THESE MEETINGS WHERE WE'VE DISCUSSED THE EXISTING FACILITY, THE PROS AND CONS, WHAT WORKS, WHAT DOESN'T WORK. BUT ALSO WE'VE BEEN DISCUSSING ABOUT WHAT CAN WE DO TO MAKE THE PROGRAMS THAT FUNCTION AT THAT FACILITY BE EVEN BETTER? I THINK WE ALL KNOW ABOUT THE VERY ROBUST PROGRAMS THEY HAVE DURING THE WEEK. HUNDREDS OF SCHOOL CHILDREN COME THROUGH THAT FACILITY, AND THEN ON THE WEEKENDS, THERE'S ALSO PROGRAMS, NUMEROUS PROGRAMS FOR THE GENERAL PUBLIC AND THEIR FAMILIES. THEN FINAL PHOTO, THE THIRD PHOTO THERE TO THE TO THE RIGHT THAT REPRESENTS US DEVELOPING THE BUILDING PROGRAM. AND THE BUILDING PROGRAM IS WHERE WE'RE TRYING TO DECIDE WHAT SPACES DO YOU NEED FOR THIS FACILITY? AND WE KIND OF CREATE A LIST OF ALL THE ROOMS AND SPACES THAT ARE NEEDED AND START TO GET AN IDEA OF THE SIZE OF THEM. AND WE JUST NOW STARTING TO TALK ABOUT WHAT RELATIONSHIPS CERTAIN SPACES SHOULD HAVE TO OTHER SPACES. NOW, COMING OUT OF THIS PROCESS WE REITERATED THE PROJECT GOALS OF BUILDING A COMPLEX THAT'S FULLY INTEGRATED WITH THE SURROUNDING NATURAL AND CULTURAL LANDSCAPE, [00:50:05] STATE OF THE ART EDUCATION AND EXHIBIT EXPERIENCE THAT IS INVITING, AND ACCESSIBLE, AND A FACILITY THAT REFLECTS THE DISTRICT'S COMMITMENT TO SUSTAINABLE AND RESILIENT DESIGN PRACTICES. BUT SOME OTHER THINGS CAME UP DURING THE PROCESS. ONE IS THAT THAT THIS IS GOING TO BE THE EXPERIENTIAL AND CULTURAL HUB OF THE TILDEN NATURE AREA AND THE DISTRICT, AND IT ALSO WILL PROBABLY BE THE DISTRICT'S FLAGSHIP VISITOR SERVING FACILITY. WE ALSO THINK IT'S IT SHOULD BE A MODEL OF STEWARDSHIP OF THE WILDLAND URBAN INTERFACE, WHICH HAS BECOME SUCH A CRITICAL ISSUE HERE IN THE EAST BAY, AND A PLACE OF BELONGING THAT PROVIDES THE OPPORTUNITY FOR A GROWING AND DIVERSE COMMUNITY TO EXPERIENCE THE NATURE NEARBY. SO, AS I DISCUSSED BEFORE, THE CONSULTANTS CAME OUT AND VISITED THE SITE AND MADE OBSERVATIONS. YOU KNOW, ON THIS DRAWING HERE YOU CAN SEE THE EEC AND THE ASSOCIATED SERVICE YARD THERE SORT OF IN THE ALMOST IN THE CENTER OF THE PHOTO. AND THEY SORT OF LOOKED AT HOW PEOPLE EXPERIENCE THIS. YOU COME FROM THE MAJORITY OF THE PEOPLE ARRIVE FROM THE PARKING LOT, YOU COME THROUGH AND YOU PASS THROUGH OVER THE CREEK INTO THIS SORT OF OPENING IN THE WOODS. AND THAT'S THE LOCATION WHERE WE INTEND TO TO BUILD THE NEW VISITOR CENTER, BASICALLY IN THE SAME LOCATION AS THE EXISTING VISITOR CENTER FOR A NUMBER OF REASONS. IT'S A NICE LEVEL AREA. IT'S IT'S DIRECTLY ADJACENT TO THE LITTLE FARM WHICH WE WANT TO CREATE CONNECTIONS TO. AND IT'S ALSO HAS THIS OPENING IN THE WOODS SO WE CAN MINIMIZE THE NUMBER OF MINIMIZE THE AMOUNT OF VEGETATION THAT WOULD BE IMPACTED BY THE PROJECT. WE THEN LOOKED AT THE PLACE AND THE EXPERIENCES. SO ONCE AGAIN, WHEN YOU WHEN YOU COME FROM THE PARKING LOT, THERE'S THIS SENSE OF CREATING A GATEWAY AND AN ARRIVAL POINT THAT WILL, WE HOPE, WILL DIRECT YOU TO THE VISITOR CENTER. AND HERE AT THE VISITOR CENTER, WE SEE IT BEING A PLACE FOR ORIENTATION, ORIENTATION AND DISCOVERY. SO A LOT OF PEOPLE COME HERE WITH THEIR CHILDREN TO GO FOR A DAY HIKE. AND CURRENTLY, IF YOU'RE NOT IN THE KNOW, YOU'RE NOT REALLY SURE WHICH PATH TO TAKE ON THE TRAIL. AND IF THE VISITOR CENTER ISN'T OPEN, OR IF YOU DON'T REALIZE THAT THERE IS A VISITOR CENTER THERE, YOU MIGHT START TAKING YOUR CHILDREN UP WILDCAT CREEK PEAK WHEN IT ACTUALLY WOULD HAVE BEEN A BETTER EXPERIENCE TO WALK DOWN THE WILDCAT CREEK TRAIL. SO THE IDEA IS WHEN THEY WOULD ARRIVE, THIS WOULD BE THERE WOULD BE A PLACE THERE FOR GETTING ORIENTED TO THE AMENITIES IN THE PARK AND ALSO THE PROGRAMS THAT ARE AVAILABLE AT AT THE PARK AT THAT TIME AND IN THE COMING PERIOD. THEY STARTED TO ANALYZE THE PARK AS FAR AS THERE ARE CERTAIN PLACES WHERE THERE'S MORE IMMERSION IN NATURE, FOR INSTANCE, IN THE CREEK RIPARIAN CORRIDOR AND THEN UP IN THE WOODED HILLS THAT SURROUND. WE LOOKED AT AREAS WHERE THERE'S INTERACTION AND EXPLORATION OVER AT THE LITTLE FARM, AND THEN STARTED TO THINK ABOUT WHAT SORT OF VIEWS WOULD WE WANT TO HAVE FROM THE VISITOR CENTER TO REINFORCE THE EXHIBITS INSIDE THE VISITOR CENTER. WE ALSO TALKED ABOUT GATHERING SPACES BEING SPREAD THROUGHOUT. ONE OF THE CHALLENGES OF HAVING SO MANY SCHOOLCHILDREN COME THROUGH A FACILITY LIKE THIS ON DURING THE WEEK IS THAT BUSLOADS COME IN AND YOU REALLY CAN'T HAVE ALL THE STUDENTS COME IN ALL AT ONE TIME. THEY HAVE TO BREAK THEM INTO SMALLER GROUPS. AND THE IDEA IS TO CREATE SPACES, LITTLE NICHES AND NOOKS WHERE THEY CAN ACTUALLY HAVE FORM LITTLE SORT OF INFORMAL, ALMOST LIKE AMPHITHEATER SITUATIONS WHERE THEY CAN START THE PROGRAMS AS THEY BREAK THE STUDENTS INTO SMALLER GROUPS. DRIVERS AND CONSTRAINTS. THIS IS JUST SOME OF THE ISSUES WE ARE LOOKING AT. IF YOU LOOK AT THE DARK GRAY OR GREEN, DEPENDING ON HOW REPRESENTS A FLAT AREA THAT'S DIRECTLY ADJACENT TO THE LITTLE FARM, WE LIKE IT BECAUSE IT'S FLAT MAKES FOR A GOOD CONSTRUCTION, IT MAKES GOOD FOR A LEVEL PLAZAS, ACCESSIBLE PLAZAS. AND IT ALSO HAS THAT GREAT CONNECTION TO THE LITTLE FARM. WE THEN OVERLAID THAT WITH THAT RED OR ORANGE BLOB THAT REPRESENTS A FIRE SAFE ZONE. WE'RE STARTING TO LOOK TO SEE HOW WE CAN SITUATE THE BUILDING SO IT HAS THAT THAT FIRE FREE ZONE AROUND THE PERIMETER OF THE BUILDING. ANOTHER ISSUE THAT HAS COME UP IS THE ACCESS TO THE FACILITY FROM THE PARKING LOT. [00:55:05] AND SO THEY STARTED TO ANALYZE THAT. I'M GOING TO GO INTO A LITTLE BIT MORE DETAIL ON THAT WITH THIS NEXT SLIDE. SO, AS YOU MAY KNOW, WHEN YOU ARRIVE AT THE PARKING LOT TO COME TO THE TILDEN NATURE AREA, YOU GO DOWN A SLOPE THAT TAKES YOU DOWN TO THE CREEK BED. YOU CROSS THE CREEK AND THEN YOU GO BACK UP ANOTHER SLOPE, WHICH IS A CHALLENGE. SO WE'RE LOOKING AT DIFFERENT OPTIONS ON HOW TO REMEDY THAT SITUATION. THIS IS JUST SORT OF WE HAVEN'T WE DON'T PROPOSE A SOLUTION AT THIS POINT THAT WILL BE DEVELOPED IN SCHEMATIC DESIGN. BUT THIS IS JUST SOME OF THE FACTORS TO WEIGH IN THAT ON THE ON THE SIDE OF THE OPPOSITE SIDE FROM THE PARKING LOT, THE FACILITY SIDE. YOU COULD CREATE A RAMP THROUGH A PLAZA THAT COULD GET YOU UP FROM THE CREEK TO THE LEVEL OF LITTLE FARM AND THE VISITOR CENTER, OR AND THEN ON THE OTHER SIDE IT BECOMES MORE CHALLENGING. AND ALSO HAD THE ADVANTAGE OF FOCUSING THE PEDESTRIAN TRAFFIC TOWARDS THE NEW FACILITY AND SEPARATING THE PEDESTRIAN TRAFFIC FROM A LOT OF THE SURFACE FIELD SURFACE VEHICLE TRAFFIC THAT TAKES PLACE ON THE DIRT ROADS THAT PEOPLE ARE CURRENTLY USING. THIS REPRESENTS THE ARCHITECTURE PROGRAM. AS I DESCRIBED BEFORE IT'S JUST A LIST OF SPACES AND THE ESTIMATED SIZES THAT THEY NEED TO BE IN ORDER TO CREATE THE FACILITY THAT WE WANT. SO JUST AS THE PROJECT IS IN PRE-DESIGN, WE'RE IN PRE-CAMPAIGN PLANNING, WHICH JUST MEANS GETTING OUR STEWARDSHIP AND CULTIVATION, WORKING WITH OUR DONORS, TRYING TO IDENTIFY FOLKS WHO MIGHT BE INTERESTED IN FUNDING THIS. AND JUST KIND OF GETTING OUR FUNDRAISING MACHINE UP AND RUNNING SO THAT WE CAN BE READY WHEN THE PRE-DESIGN PHASE IS OVER. IT'S GOING TO BE A LITTLE BIT BRIEFER OF A REVIEW OF THE BUDGET. BUT I WANT TO SAY THANK YOU TO EVERYONE WHO'S PROVIDED FEEDBACK. IT'S BEEN VERY HELPFUL. SO TO SUMMARIZE, OUR 2024 PROPOSED BUDGET IS BALANCED WITH PLANNED EXPENDITURES, TRANSFERS, AND USE OF FUND BALANCE FROM ALL FUNDS OF 351.8 MILLION. AND THIS IS JUST A PICTORIAL REPRESENTATION OF REVENUE BY TYPES. YOU CAN SEE THE VAST MAJORITY OF OUR REVENUE COMES FROM TAXES AND ASSESSMENTS, MOSTLY PROPERTY TAXES. AND THE NEXT LARGEST REVENUE TYPE IS OUR CHARGES FOR SERVICES, WHICH IS ABOUT 15% OF THE BUDGET. EVERYTHING ELSE IS JUST TINY SLIVERS A 0.8% PROPERTY USAGE. THE MISCELLANEOUS 1.3% IS ACTUALLY US DRAWING DOWN FROM A PENSION TRUST THAT WE FUNDED IN PRIOR YEARS, AND THEN 0.2% INTERAGENCY AGREEMENTS. AND NOW LOOKING AT THE EXPENDITURES BY TYPE, YOU CAN SEE THAT ABOUT HALF OF OUR BUDGET IS PERSONNEL COSTS. SO SALARIES AND BENEFITS. ABOUT 22% IS SUPPLIES AND SERVICES. AND THEN AFTER THAT OUR NEXT LARGEST CHUNK IS ACTUALLY DEBT SERVICE. SO THAT'S PAYING FOR THE BONDS THAT WE'VE SOLD FOR OUR MEASURE WW IN PRIOR YEARS. SO WE'RE PAYING THE DEBT SERVICE ON THAT AT 12.4%. INTERDISTRICT CHARGES AND THEN CAPITAL OUTLAY 4.1%. AND THEN INTERAGENCY AGREEMENTS A SMALL 0.6%. ONE OF THE THINGS THAT WE DID IN 2022 WAS PARTNERED WITH AMBROSE RECREATION AND PARK DISTRICT AND OPENED THE AMBROSE AQUATIC CENTER TO PROVIDE RECREATIONAL SWIMMING AND SWIM LESSONS. WE DID THAT AGAIN WITH ANTIOCH UNIFIED SCHOOL DISTRICT IN OPENING ANTIOCH HIGH SCHOOL IN DEER VALLEY HIGH SCHOOL, AND WE CAN GO INTO A LITTLE BIT MORE DETAILS WHEN WE GO THROUGH SOME OF THAT PROGRAMING. OUR JUNIOR GUARD PROGRAM AS LISTED HERE. AND ONE INDIVIDUAL, I ASKED HIM, HOW MANY TIMES HAVE YOU BEEN TO THE CROWN BEACH? AND HE SAID, THIS IS THE FIRST TIME I'VE EVER BEEN THERE. I'VE BEEN TO THE BEACH TWICE. AND THIS WAS CROWN WAS THE SECOND TIME. AND WHEN I ASKED HIM ABOUT WHOSE PARK THIS WAS, THEY DIDN'T HAVE AN IDEA. AND SO WE WENT THROUGH A QUICK TUTORIAL ABOUT THIS IDEA THAT YOUR FAMILY, YOUR PARENTS, YOUR AUNTS, UNCLES, NIECES, GRANDPARENTS AND NEIGHBORS HAVE PAID THROUGH TAXES TO SUPPORT THIS PARK. WHAT WE FOUND WHEN WE WORKED WITH ANTIOCH UNIFIED SCHOOL DISTRICT IS THAT THEY HAVE GREAT POOLS, MULTIMILLION DOLLAR POOLS, BUT A MAJORITY OF THEIR STUDENT BODY, WHICH IS OUR HIGH SCHOOL STUDENTS AND THEIR MIDDLE SCHOOL, DO NOT HAVE THE ABILITY TO SWIM. AND SO IF WE ARE WORKING ON THIS DIVERSITY AND EQUITY AND INCLUSION LENS, WE ALSO HAVE TO CONSIDER CLASS AS AN ISSUE. THEY MAYBE THEY DIDN'T HAVE AN OPPORTUNITY TO SWIM, MAYBE THEY DIDN'T HAVE ACCESS OR THE FINANCIAL MEANS. AND SO WE STARTED PROVIDING AGAIN, LET'S PROVIDE YOU A CAMP, GET YOU ENTICED IN THE IDEA THAT AQUATIC RECREATION IS A GREAT THING. WE'RE GOING TO ADD WATER SAFETY TO THAT, INCLUDING SWIM LESSONS. AND THEN THE HOPES IS THIS IS SOMETHING THAT YOU HAVE WHEN IT COMES TO MIND. WHEN YOU GO TO OTHER PLACES AND YOU THINK ABOUT US IN THE LONG TERM WHEN IT COMES TO JOB OPPORTUNITIES IN SEASONAL, IN OUR SEASONAL WORKFORCE. IT'S ALSO EXPLAINING THE USE OF WHY THOSE ARM FLOATS ARE NOT COAST GUARD APPROVED, AND WHY YOU SHOULDN'T BE TAKING THOSE OUT. WE'VE ALSO DONE PLENTY OF PREVENTATIVE ACTIONS OF EXPLAINING TO AN ADULT WHY IT'S SO IMPORTANT THAT THEY PROVIDE CHILD SUPERVISION TO THEIR [01:55:08] CHILD. AND I KNOW I'VE SPOKEN ABOUT THIS BEFORE, WORK WITH SOME HIGH SCHOOL INTERNS TO TEST THE WATER QUALITY AT DEL VALLE SHADOW CLIFFS AND QUARRY LAKES IN TERMS OF WHETHER OR NOT THOSE BODIES OF WATER ARE OKAY FOR SWIMMING. AND I KNOW THAT THE DAY THAT WE WENT TO QUARRY LAKES, IT WAS CLOSED BECAUSE OF THE WATER QUALITY TESTING. AND I KNOW THAT THAT CAN BE VERY DIFFICULT FOR LIFEGUARD SERVICES BECAUSE WE WERE THERE AND, YOU KNOW, NO ONE WAS ABLE TO ENJOY THE WATER. AND THE LIFEGUARD CHAIRS WERE EMPTY. AND I KNOW THAT, YOU KNOW, I THINK WHEN WE WERE THERE, WE WERE MAYBE TWO WEEKS OUT FROM THE POSSIBILITY OF QUARRY LAKES REOPENING AND JUST THINKING ABOUT HOW YOUR GROUP HAS TO THEN REMOBILIZE AND GET STAFFING IN PLACE FOR THE MOMENT THAT THE WATER QUALITY TESTS COME BACK AND SHOW THAT IT'S OKAY TO SWIM THERE. AND SO I THINK THAT THAT'S SOMETHING ELSE TO CONSIDER IN REGARDS TO OUR LIFEGUARD SERVICES PROGRAM, IS THAT THERE IS A LOT OF UNCERTAINTY, EVEN THOUGH WE'RE, YOU KNOW, WE'VE MOVED OUT OF THIS PANDEMIC PHASE. THERE'S STILL A LOT OF YOU KNOW, DIFFERENT WATER CONCERNS IN TERMS OF THE QUALITY. YOU KNOW, THE OTHER THING I'LL SHARE IS, YOU KNOW, IN TERMS OF MY OWN EXPERIENCE, I WORKED AS A LIFEGUARD AND WATER SAFETY INSTRUCTOR. BUT BEFORE THAT, THE PROGRAM I WAS APART OF THROUGH THE CITY OF PLEASANTON, WHEN YOU WERE, I THINK, 14, YOU COULD BE A WATER SAFETY AIDE. AND WE WERE VOLUNTEERS AND WE WERE ABLE TO HELP, YOU KNOW, TEACH THE SWIM LESSONS AND BE AT THE POOL. AND IT WAS JUST A REALLY FUN TIME TO BE THERE. AND THEN THAT'S HOW THEY GOT YOU TO, YOU KNOW, JOIN AND BECOME A LIFEGUARD AND WATER SAFETY INSTRUCTOR ONCE YOU WERE OLD ENOUGH. SO, YOU KNOW, IT MIGHT BE 3 TO 5 YEARS DOWN THE ROAD, BUT THERE MIGHT BE AN OPPORTUNITY TO EVEN BRING IN SOME OF THE YOUNGER FOLKS, AS YOU KNOW, VOLUNTEERS. AND THEY COULD BE WATER SAFETY AIDES. AND, YOU KNOW, ESPECIALLY WHEN YOU'RE TALKING ABOUT SOME OF THE AQUATIC ADVENTURE CAMPS AND SOME OF THE DIFFERENT WATER SAFETY PROGRAMS THAT AREN'T HAPPENING IN THE WATER, MAYBE THAT COULD BE AN OPPORTUNITY FOR THOSE TEENAGERS WHO AREN'T QUITE YET OLD ENOUGH TO BE A LIFEGUARD, BUT MAYBE HAVE AN INTEREST, AND THAT'S A WAY TO BRING THEM INTO THE PROGRAMS. OH, ABSOLUTELY. WE WORK HARD AT TRYING TO IDENTIFY YOUNG PEOPLE AT THE AGE THE EARLIEST AGE IS I THINK WE START LOOKING WHEN THEY START SWIM LESSONS. SO IT COULD BE 5 OR 6. AND DEPENDING ON THE TRAJECTORY, THE TRAJECTORY OF HOW THEY'RE GOING, WE WILL MOVE THEM INTO A JUNIOR GUARD PROGRAM OR AN AQUATIC ADVENTURE CAMP, THEN INTO AN AIDE PROGRAM AND INTO A CADET PROGRAM. AND AGAIN, WHAT WE'VE WE'VE LOOKED QUITE VIGOROUSLY IN REGARDS TO VOLUNTEER PROGRAMS. THE CHALLENGE IS THAT WE HAVE WITH THAT ARE AS IT PUTS US IN A DIFFERENT TYPE OF HOURS AND LABOR LAWS. SO IF THEY ARE A PAID PROGRAM, THEN THEY CAN BE THERE A LOT LONGER AND THEY CAN PARTICIPATE IN A LOT OF DIFFERENT WAYS THAT OUR VOLUNTEERS DON'T NECESSARILY HAVE ACCESS TO. AND SO THAT'S KIND OF HOW THE ROUTE WE GO. BUT AGAIN, I ALWAYS APPRECIATE THE OBSERVATIONS THAT YOU PROVIDE IN REGARDS TO THE FLEXIBILITY THAT WE MUST HAVE [02:00:10] WITHIN THE LIFEGUARD SERVICE AT TIMES. AND THEN ON THE FOLLOWING DAY, I WENT TO MIKE REEVES RETIREMENT RECOGNITION EVENT HERE IN THIS ROOM AND SAD TO SEE HIM GO, BUT IT'S TIME TO MOVE ON FOR HIM. AND THEN LATER THAT DAY I WENT TO CAL STATE EAST BAY FOR THE MOUNT DIABLO BEACON LIGHTING CEREMONY, WHICH THEY HOLD THERE EVERY YEAR, EVERY DECEMBER 7TH. AND THAT WAS A VERY MOVING EXPERIENCE. HE LOVED HIS CHILDREN, GRANDCHILDREN AND OLD WESTERNS, PHYSICAL FITNESS, LONG WALKS IN THE REGIONAL PARKS. HE WAS A PRIVATE MAN BUT LOVED BY HIS FAMILY, AND HE WAS A LOVER OF NATURE.
