SO THE THE THE CITY COUNCIL HAS ADOPTED THIS PLAN.
THIS WAS DEVELOPED OVER THE COURSE OF THE PAST COUPLE OF YEARS.
PARK DISTRICT STAFF DID PARTICIPATE IN THE DEVELOPMENT OF THIS PLAN.
SO WE MET WITH CITY STAFF AND CONSULTANTS A COUPLE TIMES TO BE ABLE TO PROVIDE OUR INPUT.
YOU CAN SEE WHAT THE LAND USES ARE THAT ARE LAID OUT HERE.
FOR BOTH CITY LANDS, WHICH IS THE MARINA AND THE PARKING AREA AROUND THERE, AND THEN AREAS THAT ARE LEASED BY THE CITY FROM THE EAST BAY REGIONAL PARK DISTRICT, WHICH INCLUDES THE SPORTS FIELDS AND SOME OF THE WATERSHED LANDS OVER ON THE I GUESS IT WOULD BE THE EASTERN SIDE OF THE PROPERTY.

SO SO WHAT IS PROPOSED IS SOME IMPROVEMENTS TO THE EXISTING SPORTS FIELDS.OF COURSE, THE BOCCE BALL COURTS THERE ARE BELOVED AND IMPROVEMENTS TO THOSE AREAS.
LOOKING AT IMPROVING THE MARINA AREA AND PROVIDING SOME LEVEL OF AN EVENT CENTER.
PROVIDING SOME WATER ACCESS FOR, SAY, KITE SURFING OR KAYAKING AND THEN INCLUDING SOME SOME RESTAURANT OPTIONS, COFFEE STANDS, OTHER THINGS THERE.
THIS HAS BEEN A A TOPIC OF LONG STANDING INTEREST BOTH TO THE CITY AND TO THE PARK DISTRICT.
IF YOU'VE BEEN DOWN TO THE MARINA AREA DOWN THERE.
IT'S LONG BEEN A MAINTENANCE CHALLENGE FOR THE CITY TO TO DREDGE THAT MARINA.
I THINK IT'S FAIR TO SAY THAT SITE IS UNDERUTILIZED CURRENTLY AND CAN BE RELATIVELY.
YEAH, IT'S FOR FOR THAT THAT SITE ON THE WATERFRONT, A LOT OF OPPORTUNITIES THERE.
I SHOULD SAY AT THIS TIME, I DON'T KNOW THAT THAT ANY FUNDING HAS BEEN IDENTIFIED TO IMPLEMENT THIS OR THAT ANY PARTNERS HAVE BEEN IDENTIFIED TO SAY, TO SAY, DO SOME OF THE EVENT CENTER OR OR, OR RESTAURANT SITES.
ANOTHER VERY LONG STANDING ITEM THE ORINDA CITY COUNCIL REVIEWING ANOTHER DEVELOPMENT AGREEMENT.
ACTUALLY, THIS DATE IS THIS IS A LITTLE DATED IN THAT IT ACTUALLY JUST A NEW DEVELOPMENT AGREEMENT.
JUST WENT TO THE PLANNING COMMISSION LAST WEEK, AND WE EXPECT IT TO GO TO THE CITY COUNCIL HERE SOON, WHICH IS TO EVALUATE THE THE DEVELOPER OG PROPERTY OWNERS LLC REGARDING THE THEIR PROGRESS IN MEETING THE VARIOUS COMMITMENTS THAT THEY'VE HAD UNDER THE DEVELOPMENT AGREEMENT FOR FOR THE CITY AS WELL AS THE EAST BAY REGIONAL PARK DISTRICT.
SO IF YOU'RE FAMILIAR WITH THE SITE AS YOU GO OVER HIGHWAY 24 AND THE WILDER DEVELOPMENT IS ON THE SOUTH SIDE OF 24, THE WILDER DEVELOPMENT IS LARGELY COMPLETE.
THE DEVELOPER HAS BEEN RESPONSIBLE FOR COMPLETING SOME IMPROVEMENTS FOR THE CITY.
AND IN ADDITION, THERE'S A COUPLE ITEMS THAT THE PARK DISTRICT HAS INTEREST, HAS HAD INTEREST IN.
AND MOST NOTABLY IS THE WESTERN HILLS OPEN SPACE.
SO WE CONTINUE TO WORK WITH THE CITY OF ORINDA AND THE CALIFORNIA DEPARTMENT OF FISH AND WILDLIFE TO TO ENSURE WHATEVER IMPROVEMENTS ARE NEEDED TO BE MADE IN THE WESTERN HILLS OPEN SPACE TO GET IT TO A POINT THAT THE PARK WILL PARK DISTRICT IS IS ABLE TO ACCEPT THAT PROPERTY.
SO THAT'S THINGS LIKE FENCING AND GRAZING INFRASTRUCTURE.
THERE WAS SOME INCLUDED IN THERE, SOME EXPANDED PARK ACCESS, TRAIL ACCESS AND PARKING THAT THAT WE CONTINUE TO WORK WITH THE CITY OF ORINDA ON TO MAKE SURE THAT THAT THE PUBLIC HAS ACCESS TO SIBLEY AND WESTERN HILLS OPEN SPACE THROUGH THE WILDER DEVELOPMENT. SO THOSE DISCUSSIONS ARE ONGOING.
AND AND WE'LL KEEP YOU POSTED AS WE GO THERE.
VERY ILLUSTRATIVE NAME, BECAUSE THAT'S EXACTLY WHAT THEY'RE DOING, IS DE-PAVING AN AREA OF THE FORMER ALAMEDA POINT NAVAL AIR STATION TO TO BRING IN TO RESTORE SOME WETLANDS, I BELIEVE, BOTH TIDAL AND UPLAND WETLANDS AND CREATING SOME BOARDWALKS AND MAKING IT ACCESSIBLE FOR THE PUBLIC.
SO AGAIN THIS IS A PROJECT THAT THAT WE HAVE INTEREST IN FOR FOR VARIOUS REASONS.
THE PARK DISTRICT IS SET TO RECEIVE APPROXIMATELY 150 OR SO ACRES OF WHAT HAS TENTATIVELY BEEN REFERRED TO AS THE NORTHWEST TERRITORIES REGIONAL SHORELINE, BUT WE ALSO HAVE AN INTEREST IN EXPANDING THE BAY TRAIL ACCESS AROUND THE FORMER NAVAL AIR STATION, WHICH WOULD GO THROUGH OR ADJACENT TO THIS DE-PAVED PARK AREA, WHICH IS SHOWN SHOWN IN THE CIRCLE HERE.

IF YOU'VE BEEN OUT TO ALAMEDA POINT RECENTLY, YOU'VE NOTICED THERE'S A LOT OF NEW DEVELOPMENT THAT'S ACTUALLY HAPPENING ALONG SEAPLANE LAGOON.SO THAT'S BEEN A LONG TIME COMING.
THERE'S BEEN SOME PARK IMPROVEMENTS ALONG THE WATER FRONTAGE HERE.
AND THEN NOW THE CITY IS LOOKING AT DE-PAVE PARK AREA.
SO WE HAVE COORDINATED WITH THE CITY AND THE DESIGN OF THIS AND HAVE SHARED OUR THOUGHTS ON THE LARGER OPEN SPACE VISION FOR THE FORMER ALAMEDA NAVAL AIR STATION.
AND WE'LL CONTINUE TO COORDINATE WITH THEM AS THEY WORK TO BUILD THIS.
BUT YOU CAN SORT OF SEE THE CONCEPTUAL DESIGN HERE, WHICH AGAIN, IS REALLY DE-PAVING A BIG PORTION OF THE AREA BRINGING IN SOME TIDAL INFLUENCE. THERE IS SOME, SOME UPLAND WETLANDS THAT WOULD BE CREATED.
THESE WOULD BE POSSIBLY MITIGATION AREAS FOR CITY OF NAVY ACTIVITY OR CITY OF NAVY NAVY ACTIVITIES ELSEWHERE ON THE BASE WHERE THEY NEED TO CREATE SOME WETLANDS.
AND THEN I BELIEVE LASTLY IS A PARK IMPROVEMENT PROJECT BY THE CITY OF FREMONT.
THIS WOULD BE NEAR VARGAS PLATEAU AND NEAR AN AREA THAT STAFF HAS BEEN WORKING ON EXPANDING THE BAY AREA RIDGE TRAIL THROUGH WHAT'S REFERRED TO AS THE [INAUDIBLE] PROPERTY TO CONNECT TO TO NILES CANYON AND MISSION BOULEVARD AND ACROSS TO VARGAS PLATEAU. SO YOU CAN SORT OF SEE THAT ALIGNMENT HERE ON THE MAP ON THE LEFT.
WE'VE BEEN WORKING ON THIS FOR A WHILE.
SO THIS PROJECT IS ONE THAT WE'RE LOOKING TO MOVE FORWARD IN THE NEXT YEAR OR SO.
BUT IF YOU'RE FAMILIAR WITH VALLEJO MILLS HISTORICAL PARK, IT'S A CITY PARK HAS LONG BEEN AGAIN, UNDERUTILIZED OR PERHAPS OVER UTILIZED BY BY THOSE EXPERIENCING HOMELESSNESS.
SO THE EFFORT HERE IS TO DEVELOP FOUR PICKLEBALL COURTS WITHIN THE PARK.
AND TO PROVIDE SOME TO PROVIDE SOME EXPANDED PARKING.
AS WELL AS DEVELOPING A DOG PARK IN HERE.
AND I KNOW BOTH OF THESE PROJECTS WERE RECENTLY DISCUSSED AT THE FREMONT LIAISON COMMITTEE MEETING WHERE STAFF WAS ABLE TO GET SOME INPUT, AND WE'RE, WE'RE WE'RE TAKING A LOOK AT THAT AND, AND CONTINUING TO COORDINATE WITH THE CITY OF FREMONT ON, ON THEIR PLANS IN THAT AREA FOR THAT.
SO WITH THAT, THOSE ARE THE ITEMS THAT I HAVE TO SHARE AT THIS POINT.

AND AND THEN, OF COURSE, AS YOU ALL KNOW, I WAS PREVIOUSLY ON THE ZONE SEVEN BOARD OF DIRECTORS.
AND WHEN I WAS SPEAKING TO ONE OF MY COLLEAGUES FROM ZONE SEVEN, THERE'S A LOT OF CURIOSITY AT THIS MEETING YESTERDAY WITH ACWD SINCE ONE OF THE MAIN TOPICS WAS DELVAL. AND SO AS WE WERE CATCHING UP, THE THING THAT CAME UP A LOT LAST NIGHT IN THAT REVIEW OF THE ACWD MEETING WAS LOS VAQUEROS AND WHAT'S HAPPENING AT CCWD, AND I BELIEVE THERE WAS A CONTRA COSTA WATER DISTRICT LIAISON MEETING RECENTLY.
IS THAT CORRECT? I HAD HEARD THAT THERE HAD BEEN WELL, THERE WAS ONE, BUT IT WASN'T REALLY RECENTLY.
IT WAS DURING THE SUMMER, I BELIEVE IT WAS.

AND THERE'S A THERE'S DIFFERENT PHILOSOPHIES IN REGARDS TO DEVELOPMENT FROM THE CITY OF DUBLIN VERSUS THE CITY OF LIVERMORE AND SOME OF THE THINGS THAT I'VE FOUND THAT'S BEEN REALLY HELPFUL IN THIS.

AND THE RESULTS OF THIS WORKSHOP WERE VERY POSITIVE.
ONE OF OUR GOALS WAS TO HAVE ABOUT 30 STAFF IN ATTENDANCE, AND WE EXCEEDED THAT GOAL WITH ABOUT 40 STAFF MEMBERS FROM 12 DIFFERENT DEPARTMENTS. ONE ATTENDEE SAID THAT THEY LEARNED MORE ABOUT WHAT OTHER DEPARTMENTS DO AND HOW WE CAN WORK TOGETHER TO ACHIEVE OUR GOALS.
AND ONE OF THE ONE OF THE MOST POINTS OF FEEDBACK WE GOT WAS TO MAKE THE WORKSHOP LONGER.
I THINK IT WAS MAYBE TWO HOURS LONG AND THEY WANTED IT TO BE EVEN LONGER, SO IT WAS GREAT.
WE COLLECTED A FEEDBACK SURVEY TO HELP INFORM US FOR NEXT YEAR AND MEASURE OUR SUCCESS.

AND THEN IT ALSO CREATES A COUNTY STEWARDSHIP FUND.
THIS COULD BE VERY IMPORTANT TO THE PARK DISTRICT OPERATING IN TWO DIFFERENT COUNTIES.
WE REALLY DO ARE, FOR THE MOST PART, ONE OF THE LEADING AGENCIES IN THE WILDFIRE RESILIENCE SPACE.
NUMBER FOUR IS THE RESPONSIBLE WILDLAND RECOVERY ACT.
AND THIS SIMPLY GIVES THE SECRETARY OF AGRICULTURE THE ABILITY TO WAIVE THE COST SHARE REQUIREMENTS, IF THERE IS, WHEN DOING RESTORATION PROJECTS IN COMMUNITIES ADJACENT TO FEDERAL PROPERTIES, IF THERE IS A RESTORATION THAT NEEDS TO BE DONE USUALLY THERE IS A COST SHARE FOR THE LOCAL COMMUNITY TO PAY INTO UNDER CERTAIN CERTAIN CIRCUMSTANCES.
THIS WOULD GIVE THE SECRETARY THE AUTHORITY TO WAIVE THOSE COST AGREEMENTS.
HISTORICALLY, THAT WOULD REALLY WORK IN THE CLIMATE RESILIENCE, ADAPTATION AND CLEAN ENERGY SPACE.
IT PROPOSES TO PROVIDE $1.5 MILLION JOBS THROUGHOUT THE COUNTRY.
SO DEFINITELY IT IS ALIGNMENT WITH OUR GREEN JOBS OBJECTIVE IN OUR LEGISLATIVE PROGRAM.
THE SIXTH BILL IS THE BREAK BREAK FREE FROM PLASTIC ACT, AND SIGNIFICANT TO THIS ACT WOULD ESTABLISH A NATIONAL BOTTLE BILL OF $0.10 PER CONTAINER BEVERAGE CONTAINER, AND THE REVENUE COLLECTED FROM THAT THAT ISN'T RETURNED TO PATRONS WHO RETURN THEIR CANS AND BOTTLES WOULD GO TOWARD A FUND THAT WOULD ESTABLISH RESOURCES FOR WATER BOTTLE FILLING STATIONS, WHICH IS AN EFFORT THAT OUR COMMUNITY SURVEY WORK REALLY SEEMS TO INDICATE OUR PUBLIC SUPPORTS.
AND SO THIS WOULD HELP MAKE A DENT INTO THAT EFFORT.
AND THEN IN ADDITION, IT DOES BAN THE USE OF A NUMBER OF SINGLE USE PLASTIC ELEMENTS SUCH AS PLASTIC UTENSILS, THINGS YOU GET WHEN YOU ORDER CARRYOUT FOOD FOR THE MOST PART.
