SO, AS YOU MAY BE FAMILIAR, THE THE PARK DISTRICT. OH. I'M SORRY. SO AGAIN, FIRST ITEM WE WILL DISCUSS HERE IS THE CITY OF MARTINEZ DRAFT WATERFRONT MARINA TRUST LAND USE PLAN. SO AGAIN THIS IS AN AREA OF THE TED AND CATHY RADKE MARTINEZ REGIONAL SHORELINE. A PORTION OF THE PROPERTY HELD BY THE CITY OF MARTINEZ IS A PORTION OWNED BY THE EAST BAY REGIONAL PARK DISTRICT AND AND SOME, SOME ARRANGEMENT THERE. SO THE THE THE CITY COUNCIL HAS ADOPTED THIS PLAN. THIS WAS DEVELOPED OVER THE COURSE OF THE PAST COUPLE OF YEARS. PARK DISTRICT STAFF DID PARTICIPATE IN THE DEVELOPMENT OF THIS PLAN. SO WE MET WITH CITY STAFF AND CONSULTANTS A COUPLE TIMES TO BE ABLE TO PROVIDE OUR INPUT. YOU CAN SEE WHAT THE LAND USES ARE THAT ARE LAID OUT HERE. FOR BOTH CITY LANDS, WHICH IS THE MARINA AND THE PARKING AREA AROUND THERE, AND THEN AREAS THAT ARE LEASED BY THE CITY FROM THE EAST BAY REGIONAL PARK DISTRICT, WHICH INCLUDES THE SPORTS FIELDS AND SOME OF THE WATERSHED LANDS OVER ON THE I GUESS IT WOULD BE THE EASTERN SIDE OF THE PROPERTY. [00:05:05] SO SO WHAT IS PROPOSED IS SOME IMPROVEMENTS TO THE EXISTING SPORTS FIELDS. OF COURSE, THE BOCCE BALL COURTS THERE ARE BELOVED AND IMPROVEMENTS TO THOSE AREAS. SOME ADDITIONAL PARKING. LOOKING AT IMPROVING THE MARINA AREA AND PROVIDING SOME LEVEL OF AN EVENT CENTER. EXPANDING THE YACHT CLUB. PROVIDING SOME WATER ACCESS FOR, SAY, KITE SURFING OR KAYAKING AND THEN INCLUDING SOME SOME RESTAURANT OPTIONS, COFFEE STANDS, OTHER THINGS THERE. AND THEN ON THE EASTERN SIDE OF THE PROPERTY, LOOKING AT SOME, SOME RESTORATION OF SOME OF THE THE TIDAL INFLUENCED LANDS THAT ARE IN THERE. THIS HAS BEEN A A TOPIC OF LONG STANDING INTEREST BOTH TO THE CITY AND TO THE PARK DISTRICT. IF YOU'VE BEEN DOWN TO THE MARINA AREA DOWN THERE. IT'S LONG BEEN A MAINTENANCE CHALLENGE FOR THE CITY TO TO DREDGE THAT MARINA. I THINK IT'S FAIR TO SAY THAT SITE IS UNDERUTILIZED CURRENTLY AND CAN BE RELATIVELY. YEAH, IT'S FOR FOR THAT THAT SITE ON THE WATERFRONT, A LOT OF OPPORTUNITIES THERE. SO, SO THIS IS A PLAN THAT WAS DEVELOPED PARTLY REQUIRED BY THE STATE, BUT ALSO TO HELP GUIDE THE CITY'S FUTURE LAND USES OUT THERE. I SHOULD SAY AT THIS TIME, I DON'T KNOW THAT THAT ANY FUNDING HAS BEEN IDENTIFIED TO IMPLEMENT THIS OR THAT ANY PARTNERS HAVE BEEN IDENTIFIED TO SAY, TO SAY, DO SOME OF THE EVENT CENTER OR OR, OR RESTAURANT SITES. BUT WE'LL CONTINUE TO COORDINATE WITH THE CITY OF MARTINEZ AS, AS THIS MOVES FORWARD TO TO ENSURE OUR INTERESTS ARE THERE AND TO HELP ACTIVATE THAT WATERFRONT. THE NEXT ITEM. ANOTHER VERY LONG STANDING ITEM THE ORINDA CITY COUNCIL REVIEWING ANOTHER DEVELOPMENT AGREEMENT. ACTUALLY, THIS DATE IS THIS IS A LITTLE DATED IN THAT IT ACTUALLY JUST A NEW DEVELOPMENT AGREEMENT. JUST WENT TO THE PLANNING COMMISSION LAST WEEK, AND WE EXPECT IT TO GO TO THE CITY COUNCIL HERE SOON, WHICH IS TO EVALUATE THE THE DEVELOPER OG PROPERTY OWNERS LLC REGARDING THE THEIR PROGRESS IN MEETING THE VARIOUS COMMITMENTS THAT THEY'VE HAD UNDER THE DEVELOPMENT AGREEMENT FOR FOR THE CITY AS WELL AS THE EAST BAY REGIONAL PARK DISTRICT. SO IF YOU'RE FAMILIAR WITH THE SITE AS YOU GO OVER HIGHWAY 24 AND THE WILDER DEVELOPMENT IS ON THE SOUTH SIDE OF 24, THE WILDER DEVELOPMENT IS LARGELY COMPLETE. THE DEVELOPER HAS BEEN RESPONSIBLE FOR COMPLETING SOME IMPROVEMENTS FOR THE CITY. AND IN ADDITION, THERE'S A COUPLE ITEMS THAT THE PARK DISTRICT HAS INTEREST, HAS HAD INTEREST IN. AND MOST NOTABLY IS THE WESTERN HILLS OPEN SPACE. SO WE CONTINUE TO WORK WITH THE CITY OF ORINDA AND THE CALIFORNIA DEPARTMENT OF FISH AND WILDLIFE TO TO ENSURE WHATEVER IMPROVEMENTS ARE NEEDED TO BE MADE IN THE WESTERN HILLS OPEN SPACE TO GET IT TO A POINT THAT THE PARK WILL PARK DISTRICT IS IS ABLE TO ACCEPT THAT PROPERTY. SO THAT'S THINGS LIKE FENCING AND GRAZING INFRASTRUCTURE. THERE WAS SOME INCLUDED IN THERE, SOME EXPANDED PARK ACCESS, TRAIL ACCESS AND PARKING THAT THAT WE CONTINUE TO WORK WITH THE CITY OF ORINDA ON TO MAKE SURE THAT THAT THE PUBLIC HAS ACCESS TO SIBLEY AND WESTERN HILLS OPEN SPACE THROUGH THE WILDER DEVELOPMENT. SO THOSE DISCUSSIONS ARE ONGOING. AND AND WE'LL KEEP YOU POSTED AS WE GO THERE. CITY OF ALAMEDA. THIS IS AT ALAMEDA POINT, HAS STARTED TO HOLD WORKSHOPS ON A PROJECT THAT THEY'RE CALLING DE-PAVE PARK. VERY ILLUSTRATIVE NAME, BECAUSE THAT'S EXACTLY WHAT THEY'RE DOING, IS DE-PAVING AN AREA OF THE FORMER ALAMEDA POINT NAVAL AIR STATION TO TO BRING IN TO RESTORE SOME WETLANDS, I BELIEVE, BOTH TIDAL AND UPLAND WETLANDS AND CREATING SOME BOARDWALKS AND MAKING IT ACCESSIBLE FOR THE PUBLIC. SO AGAIN THIS IS A PROJECT THAT THAT WE HAVE INTEREST IN FOR FOR VARIOUS REASONS. OF COURSE, YOU'RE FAMILIAR WITH THE I GUESS IT WOULD BE THE NORTHERN SIDE OF THE FORMER NAVAL AIR STATION. THE PARK DISTRICT IS SET TO RECEIVE APPROXIMATELY 150 OR SO ACRES OF WHAT HAS TENTATIVELY BEEN REFERRED TO AS THE NORTHWEST TERRITORIES REGIONAL SHORELINE, BUT WE ALSO HAVE AN INTEREST IN EXPANDING THE BAY TRAIL ACCESS AROUND THE FORMER NAVAL AIR STATION, WHICH WOULD GO THROUGH OR ADJACENT TO THIS DE-PAVED PARK AREA, WHICH IS SHOWN SHOWN IN THE CIRCLE HERE. [00:10:01] IF YOU'VE BEEN OUT TO ALAMEDA POINT RECENTLY, YOU'VE NOTICED THERE'S A LOT OF NEW DEVELOPMENT THAT'S ACTUALLY HAPPENING ALONG SEAPLANE LAGOON. SO THAT'S BEEN A LONG TIME COMING. THERE'S BEEN SOME PARK IMPROVEMENTS ALONG THE WATER FRONTAGE HERE. AND THEN NOW THE CITY IS LOOKING AT DE-PAVE PARK AREA. SO WE HAVE COORDINATED WITH THE CITY AND THE DESIGN OF THIS AND HAVE SHARED OUR THOUGHTS ON THE LARGER OPEN SPACE VISION FOR THE FORMER ALAMEDA NAVAL AIR STATION. AND WE'LL CONTINUE TO COORDINATE WITH THEM AS THEY WORK TO BUILD THIS. BUT YOU CAN SORT OF SEE THE CONCEPTUAL DESIGN HERE, WHICH AGAIN, IS REALLY DE-PAVING A BIG PORTION OF THE AREA BRINGING IN SOME TIDAL INFLUENCE. THERE IS SOME, SOME UPLAND WETLANDS THAT WOULD BE CREATED. THESE WOULD BE POSSIBLY MITIGATION AREAS FOR CITY OF NAVY ACTIVITY OR CITY OF NAVY NAVY ACTIVITIES ELSEWHERE ON THE BASE WHERE THEY NEED TO CREATE SOME WETLANDS. AND AND THEN AGAIN INCORPORATING THE TRAILS AND PROVIDING SOME FISHING AREAS AND A PARKING LOT TO PROVIDE ACCESS THROUGH HERE. AND THEN I BELIEVE LASTLY IS A PARK IMPROVEMENT PROJECT BY THE CITY OF FREMONT. THIS WOULD BE NEAR VARGAS PLATEAU AND NEAR AN AREA THAT STAFF HAS BEEN WORKING ON EXPANDING THE BAY AREA RIDGE TRAIL THROUGH WHAT'S REFERRED TO AS THE [INAUDIBLE] PROPERTY TO CONNECT TO TO NILES CANYON AND MISSION BOULEVARD AND ACROSS TO VARGAS PLATEAU. SO YOU CAN SORT OF SEE THAT ALIGNMENT HERE ON THE MAP ON THE LEFT. WE'VE BEEN WORKING ON THIS FOR A WHILE. SEAN DOUGAN, TRAILS PROGRAM MANAGER, HAS BEEN ABLE TO SECURE A LOT OF THE THE APPROVALS THAT ARE NECESSARY FOR THAT. SO THIS PROJECT IS ONE THAT WE'RE LOOKING TO MOVE FORWARD IN THE NEXT YEAR OR SO. BUT IF YOU'RE FAMILIAR WITH VALLEJO MILLS HISTORICAL PARK, IT'S A CITY PARK HAS LONG BEEN AGAIN, UNDERUTILIZED OR PERHAPS OVER UTILIZED BY BY THOSE EXPERIENCING HOMELESSNESS. AND THERE'S BEEN VARIOUS EFFORTS TO TRY TO ACTIVATE THAT SPACE TO, TO MAKE IT AGAIN AVAILABLE TO THE GENERAL PUBLIC. SO THE EFFORT HERE IS TO DEVELOP FOUR PICKLEBALL COURTS WITHIN THE PARK. AND TO PROVIDE SOME TO PROVIDE SOME EXPANDED PARKING. AS WELL AS DEVELOPING A DOG PARK IN HERE. AND I KNOW BOTH OF THESE PROJECTS WERE RECENTLY DISCUSSED AT THE FREMONT LIAISON COMMITTEE MEETING WHERE STAFF WAS ABLE TO GET SOME INPUT, AND WE'RE, WE'RE WE'RE TAKING A LOOK AT THAT AND, AND CONTINUING TO COORDINATE WITH THE CITY OF FREMONT ON, ON THEIR PLANS IN THAT AREA FOR THAT. AND WHEN I WAS SPEAKING TO ONE OF MY COLLEAGUES FROM ZONE SEVEN, THERE'S A LOT OF CURIOSITY AT THIS MEETING YESTERDAY WITH ACWD SINCE ONE OF THE MAIN TOPICS WAS DELVAL. AND SO AS WE WERE CATCHING UP, THE THING THAT CAME UP A LOT LAST NIGHT IN THAT REVIEW OF THE ACWD MEETING WAS LOS VAQUEROS AND WHAT'S HAPPENING AT CCWD, AND I BELIEVE THERE WAS A CONTRA COSTA WATER DISTRICT LIAISON MEETING RECENTLY. IS THAT CORRECT? I HAD HEARD THAT THERE HAD BEEN WELL, THERE WAS ONE, BUT IT WASN'T REALLY RECENTLY. IT WAS DURING THE SUMMER, I BELIEVE IT WAS. YEAH, MAYBE JULY OR SOMETHING LIKE THAT. YEAH. SO CERTAINLY IT'S A TOPIC TO BE, YOU KNOW, CONTINUING TO FOLLOW. AND I KNOW THAT BOTH THE CITIES OF LIVERMORE AND DUBLIN HAVE EACH DONE SOME POLLING AND HAVE GATHERED SOME INSIGHTS FROM A REPRESENTATIVE SAMPLE OF THEIR PUBLIC. AND I THINK IT WOULD BE HELPFUL. IT IS THROUGH THESE VISITS THAT WE HAVE THAT ESSENTIAL FACE TO FACE TIME AND CAN SET THE TONE FOR FUTURE ADVOCACY. ALSO WANTED TO HIGHLIGHT IN MAY 22ND AND 23RD, ALONG WITH THE BOARD GENERAL MANAGER AND DEPUTY GENERAL MANAGER AS WELL. WE CONDUCTED THE ANNUAL FEDERAL ADVOCACY CONFERENCE, AND DURING THESE MEETINGS WE WERE ABLE TO PRESENT ON OUR NEED FOR FEMA FUNDING AFTER THE PAST WINTER STORMS AND ENGAGE WITH OUR DELEGATION ON OUR APPLICATION TO THE DEPARTMENT OF TRANSPORTATION'S RAISE GRANT, WHICH I WILL DISCUSS A LITTLE BIT MORE LATER ON IN THIS PRESENTATION. AND JUST AS A REMINDER, WANTED TO JUST SHOW Y'ALL OUR SEVEN ADVOCACY GOALS THAT GUIDE OUR WORK. HOWEVER, WE ARE GRATEFUL TO OUR PARTNERS DURING THIS PROCESS, WHO PROVIDED A TOTAL OF 34 LETTERS OF SUPPORT FROM LOCAL, STATE AND FEDERAL ELECTED OFFICIALS, REGIONAL AGENCIES, AND ENVIRONMENTAL ORGANIZATIONS. NEXT IS OUR COMMUNITY HEALTH ADVOCACY GOAL. SO LASTLY, I MENTIONED THE OUR FIRST GOVERNMENT AND LEGISLATIVE AFFAIRS STAFF WORKSHOP. SO THIS WAS THE GOAL OF THIS WORKSHOP WAS TO HAVE ALL STAFF ACROSS THE PARK DISTRICT COME TOGETHER TO DISCUSS OPPORTUNITIES THAT THEY SEE IN EACH OF OUR ADVOCACY GOALS AND HOW WE CAN BEST SUPPORT THAT WORK AND THEIR WORK. AND THE RESULTS OF THIS WORKSHOP WERE VERY POSITIVE. ONE OF OUR GOALS WAS TO HAVE ABOUT 30 STAFF IN ATTENDANCE, AND WE EXCEEDED THAT GOAL WITH ABOUT 40 STAFF MEMBERS FROM 12 DIFFERENT DEPARTMENTS. OF THE PROPOSED OBJECTIVES, WE BALANCE THEM ON THE DIFFERENT AREAS OF OUR PROGRAM. 33% ARE STRATEGIC ENGAGEMENT OPPORTUNITIES. SO THIS IS OUR WALK AND TALKS, VOLUNTEER EVENTS AND CREATING SPACE FOR ELECTED OFFICIALS, THEIR OFFICES, OUR AGENCY PARTNERS AND THE PUBLIC TO CONNECT ON THE ISSUES OF PRIORITY FOR THE PARK DISTRICT. 29% FOCUSED ON ADVOCATING FOR EITHER DIRECT FUNDING OR COMPETITIVE FUNDING GRANTS WHICH BENEFIT THE PARK DISTRICT. SO, BY WAY OF EXAMPLE, AS WE'RE SEEING THAT THE BUDGET MAY BE IN SHORTFALL NEXT YEAR, REALLY ADVOCATING TO PROTECT THE COMPETITIVE GRANT PROGRAMS THAT THE PARK DISTRICT BENEFITS FROM WITHIN THE STATE BUDGET. AND THEN 30% OF OUR PROPOSED OBJECTIVES ARE FOCUSED ON LEGISLATION, POLICY OR REGULATION CHANGE. SO WE DO HAVE TWO PIECES OF PROPOSED LEGISLATION FOR NEXT YEAR. ONE IS FOCUSED ON THE STATUTORY EXEMPTION FOR RESTORATION PERMITTING, WHICH SUNSETS IN 2025. THAT'S A STATUTORY EXEMPTION WITHIN CEQA. AND WE'RE LOOKING TO EXTEND THAT AND REFINE THE LANGUAGE AROUND PUBLIC ACCESS. AND THE SECOND PIECE OF LEGISLATION IS TO WORK TOWARDS PROVIDING A STATUTORY EXEMPTION FOR EXISTING ROADS AND TRAILS ON LAND ACQUIRED BY THE PARK DISTRICT TO ALLOW FOR PUBLIC ACCESS AT A MORE EXPEDITED RATE, IN ALIGNMENT WITH OUR MISSION, WHILE TRUSTING IN US AS A RESOURCE CONSERVATION AGENCY TO PROTECT THE RESOURCES THAT NEED TO BE PROTECTED. AND SO WE'RE HERE TODAY TO REQUEST THE LEGISLATIVE COMMITTEES SUPPORT ON THE PROPOSED OBJECTIVES. WITHIN YOUR PACKET. WE HAD PREVIOUSLY DISCUSSED ADVOCATING FOR FUNDING FOR THE HAYWARD MARSH PROJECT. HOWEVER, WITH STAFF FEEDBACK AT THE WORKSHOP, WE WERE ABLE TO IDENTIFY THAT THAT PROJECT WASN'T QUITE READY FOR DIRECT STATE FUNDING. AND SO WE SHIFTED OUR PRIORITY FOCUS TO THE TIDEWATER PROJECT, WHICH IS WITHIN A DISADVANTAGED COMMUNITY AND WILL SERVE THE SHORELINE COMMUNITY OF OAKLAND. I THINK THAT'S GOOD. THE MAJORITY OF THE OTHER CHANGES WERE FURTHER REFINEMENT OF THE LANGUAGE. SO, FOR EXAMPLE, UNDER THE GREEN JOBS, EXPANDING CONNECTION WITH COLLEGES AND EDUCATIONAL PROGRAMS AND OTHERS AS WE HEARD FROM THE BOARD. [01:15:06] ALL RIGHT. IN FACT, AT A COUPLE OF DIFFERENT OCCASIONS, SUPPORTED DIRECT FEDERAL FUNDING FOR THAT AND ALSO WAS A HUGE SUPPORTER OF THE SAN FRANCISCO BAY RESTORATION AUTHORITY AND GETTING THAT MEASURE ON THE BALLOT, AS WELL AS THE SAN FRANCISCO BAY PROGRAM OF THE ENVIRONMENTAL PROTECTION AGENCY, WHICH WE CELEBRATED EARLIER THIS YEAR. AND RECEIVED SOME GRANT FUNDING FOR SOME OF OUR WORK IN THE BAY. SO VERY, VERY IMPORTANT CHAMPION FOR THE STATE, FOR THE NATION, AND ALSO FOR FRANKLY, THE PARK DISTRICT. THE SECOND BILL ON YOUR LIST IS DEALING WITH REDUCING WASTE IN THE NATIONAL PARKS ACT. THIS HAS COME BEFORE YOU SEVERAL TIMES OVER THE YEARS, AND IT'S KIND OF A TYPICAL EXAMPLE OF WHAT HAPPENS WHEN ADMINISTRATIONS INTERPRET RULES DIFFERENTLY. AND SO THIS BILL WOULD CODIFY THE ELIMINATION OR THE BANNING OF PLASTIC WATER BOTTLES IN NATIONAL PARKS. CURRENTLY THE STATUS IS THEY ARE BANNED. BUT THAT WAS NOT THE POSITION OF THE PREVIOUS ADMINISTRATION. AND SO UNTIL IT'S RECOGNIZED AND CODIFIED INTO LAW, IT'LL BE BASED ON THE INTERPRETATION OF WHO'S EVER IN THE EXECUTIVE BRANCH. AND WE HAVE SUPPORTED THAT THAT BILL IN THE PAST. THE THIRD BILL ON YOUR LIST IS THE WILDFIRE RESILIENT COMMUNITIES ACT. THE SIGNIFICANT PIECE OF THIS IS THE $3 MILLION LOCAL GRANT PROGRAM, I'M SORRY, THE $3 BILLION LOCAL GRANT PROGRAM THAT WOULD ASSIST SOME OF THE WORK WE DO IN THE WILDFIRE RESILIENT SPACE. THE BIGGER TICKET ITEM IN THIS BILL IS ACTUALLY AT THE FEDERAL LEVEL. [01:30:01] IT'S A $30 BILLION PROGRAM FOR VEGETATION MANAGEMENT IN NATIONAL AND FEDERAL LANDS. THE BILL ALSO CREATES A RESTORATION LANDSCAPE RESTORATION PROJECTS. AGAIN, THOSE ARE LARGELY GOING TO BE FEDERAL, BUT A VERY GOOD PRECEDENT FOR SOME OF THE WORK THAT WE'RE DOING IN THE ECOLOGICALLY SENSITIVE VEGETATION MANAGEMENT SPACE. AND THEN IT ALSO CREATES A COUNTY STEWARDSHIP FUND. THIS COULD BE VERY IMPORTANT TO THE PARK DISTRICT OPERATING IN TWO DIFFERENT COUNTIES. WE REALLY DO ARE, FOR THE MOST PART, ONE OF THE LEADING AGENCIES IN THE WILDFIRE RESILIENCE SPACE. BUT HAVING A COUNTYWIDE PLAN IN EACH COUNTY COULD HELP IN TERMS OF UNIFORMITY OF INTERPRETATION OF OF OUR WORK. NUMBER FOUR IS THE RESPONSIBLE WILDLAND RECOVERY ACT. AND THIS SIMPLY GIVES THE SECRETARY OF AGRICULTURE THE ABILITY TO WAIVE THE COST SHARE REQUIREMENTS, IF THERE IS, WHEN DOING RESTORATION PROJECTS IN COMMUNITIES ADJACENT TO FEDERAL PROPERTIES, IF THERE IS A RESTORATION THAT NEEDS TO BE DONE USUALLY THERE IS A COST SHARE FOR THE LOCAL COMMUNITY TO PAY INTO UNDER CERTAIN CERTAIN CIRCUMSTANCES. THIS WOULD GIVE THE SECRETARY THE AUTHORITY TO WAIVE THOSE COST AGREEMENTS. THE FIFTH ON YOUR LIST IS THE SOMETHING THAT I BELIEVE IS ACTUALLY IN THE LEGISLATIVE PROGRAM THAT WAS JUST OUTLINED TO YOU WAS THE CIVILIAN CLIMATE CORPS. THIS IS AN EXTENSION OF THE CONSERVATION CORPS AND WORKS PROGRESS ADMINISTRATION EFFORTS IN NATIONAL SERVICE PROGRAMS AT THE FEDERAL LEVEL. HISTORICALLY, THAT WOULD REALLY WORK IN THE CLIMATE RESILIENCE, ADAPTATION AND CLEAN ENERGY SPACE. IT PROPOSES TO PROVIDE $1.5 MILLION JOBS THROUGHOUT THE COUNTRY. SO DEFINITELY IT IS ALIGNMENT WITH OUR GREEN JOBS OBJECTIVE IN OUR LEGISLATIVE PROGRAM. THE SIXTH BILL IS THE BREAK BREAK FREE FROM PLASTIC ACT, AND SIGNIFICANT TO THIS ACT WOULD ESTABLISH A NATIONAL BOTTLE BILL OF $0.10 PER CONTAINER BEVERAGE CONTAINER, AND THE REVENUE COLLECTED FROM THAT THAT ISN'T RETURNED TO PATRONS WHO RETURN THEIR CANS AND BOTTLES WOULD GO TOWARD A FUND THAT WOULD ESTABLISH RESOURCES FOR WATER BOTTLE FILLING STATIONS, WHICH IS AN EFFORT THAT OUR COMMUNITY SURVEY WORK REALLY SEEMS TO INDICATE OUR PUBLIC SUPPORTS. IN ADDITION TO THAT, IT WOULD ALSO BAN THE EXPORT OF PLASTICS OR CERTAIN PLASTICS TO DEVELOPING COUNTRIES. AND IF YOU'RE READING THE THE NEWS, THE OCEAN IS FILLED WITH PLASTIC BECAUSE THERE'S JUST NOT A WAY FOR A LOT OF COUNTRIES TO DEAL WITH IT. AND SO THIS WOULD HELP MAKE A DENT INTO THAT EFFORT. AND THEN IN ADDITION, IT DOES BAN THE USE OF A NUMBER OF SINGLE USE PLASTIC ELEMENTS SUCH AS PLASTIC UTENSILS, THINGS YOU GET WHEN YOU ORDER CARRYOUT FOOD FOR THE MOST PART. SEVEN SEVENTH BILL ON YOUR LIST IS THE NATIONAL COORDINATION ON ADAPTATION AND RESILIENCE SECURITY ACT. SO IN IN ADDITION TO DEVELOPING A STRATEGY, IT WOULD LITERALLY CREATE A POSITION IN THE WHITE HOUSE TO FOCUS ON RESILIENCY AND WOULD ALSO CREATE AN INTERAGENCY WORKING GROUP AS WELL AS ESTABLISHING A COMMUNICATION HUB NATIONWIDE ABOUT THE STRATEGY. AND THEN THE EIGHTH BILL ON YOUR LIST. SOMETHING A LITTLE BIT CLOSER TO HOME WOULD ESTABLISH THE BLACK PANTHER PARTY NATIONAL HISTORIC PARK. WHILE THE BILL ITSELF SIMPLY STATES THAT THE PARK SHOULD BE ESTABLISHED IN THE STATE OF CALIFORNIA, IT DOES CALL FOR A POTENTIAL FOR AN AGREEMENT WITH THE CITY OF OAKLAND TO ENTER INTO A CONVERSATION WITH THE NATIONAL PARK SERVICE ABOUT POTENTIALLY HAVING THE HISTORIC SITE LOCATED IN THE CITY OF OAKLAND. AND THEN ON THE NUMBER, THE NINTH BILL ON YOUR LIST IS A STUDY TO ABOUT SOIL ON FEDERAL LANDS. AND THIS WOULD REALLY HELP INFORM OUR STEWARDSHIP DEPARTMENT AND PARTICULARLY HOW WE APPLY CERTAIN THINGS LIKE BIOCHAR AND OTHER ELEMENTS TO OUR LANDS, UNDERSTANDING THE CONCERNS ABOUT NATIVE PLANTS AND HISTORICAL TOPOGRAPHY. BUT GLEANING INFORMATION FROM THE FEDERAL STUDY WOULD BE VERY HELPFUL FOR OUR TEAM'S EFFORTS IN THE FUTURE.
