THESE INCLUDE SITES WHERE THE DISTRICT HAS IDENTIFIED A NEED FOR AN ONGOING YEAR ROUND SECURITY PRESENCE TO PROTECT VALUABLE NATURAL AND CULTURAL RESOURCES. FOR EXAMPLE, BROOKS ISLAND HAS VULNERABLE NESTING SITES FOR 18 BIRD SPECIES AND VASCO CAVES HAS TRIBAL CULTURAL RESOURCES AND IS ALSO HOME TO SEVERAL THREATENED OR ENDANGERED SPECIES SUCH AS RED LEGGED FROGS, TIGER SALAMANDERS, AND FAIRY SHRIMP. RESIDENCES AT THESE SITES ARE TYPICALLY MAINTAINED BY THE DISTRICT CARETAKER RESIDENCES. EXCUSE ME. CARETAKER RESIDENCE SITES ALSO INCLUDE WHAT I INFORMALLY CALL TRANSITIONAL CARETAKERS THAT REMAIN ON SITE FOLLOWING A DISTRICT LAND ACQUISITION. AND WHAT WE WANTED A WAY AS STAFF TO BE TRANSPARENT AND QUANTIFY HOW WE'RE MAKING THOSE DECISIONS. AND, AND SO WE DEVELOPED THIS ASSESSMENT TOOL WORKING WITH MAST AND PARK OPERATIONS TO JUST BASICALLY TAKE THE GOALS OF THE PROGRAM THROUGH THE BOARD APPROVED PROGRAM AND ASSIGN SOME A QUANTIFIABLE SCORE. WE'RE RESPONSIBLE FOR MANAGING BOTH THE MAJOR INFRASTRUCTURE RENOVATION AND REPLACEMENT PROGRAMS AND THE DISTRICT'S UTILITY OPERATIONS ACROSS THE PARK DISTRICT. THE UNIT IS MADE UP OF THREE FUNCTIONAL GROUPS, THE RENOVATION AND REPLACEMENT UNIT, THE SANITATION UNIT AND THE WATER UTILITIES UNIT. START WITH THE RENOVATION AND REPLACEMENT UNIT. IT'S STAFFED WITH FOUR PROJECT COORDINATORS AND TWO PROJECT MANAGERS THAT OVERSEE MAJOR INFRASTRUCTURE REHABILITATION AND REPLACEMENT. [00:35:02] NEXT, WE HAVE THE SANITATION GROUP. IT'S MADE UP OF FOUR SANITATION SYSTEM MAINTENANCE WORKERS, ONE LEAD SANITATION SYSTEM MAINTENANCE WORKER AND TWO RECYCLING AND SANITATION COORDINATORS AND OF COURSE, ONE SUPERVISOR. THE TEAM MANAGES DISTRICT SANITARY SEWER SYSTEMS AND SOLID WASTE SERVICES TO SUPPORT DAILY OPERATIONS ENVIRONMENTAL COMPLIANCE. THE WATER UTILITIES GROUP CONSISTS OF ONE SUPERVISOR, TWO TECHNICIANS, ONE PUMP MECHANIC AND ONE ELECTRICIAN. THE TEAM IS RESPONSIBLE FOR OPERATING AND MAINTAINING THE DISTRICT'S WATER INFRASTRUCTURE SYSTEMS AND SEWER LIFT STATIONS. TOGETHER, THESE GROUPS SUPPORT SAFE, RELIABLE AND SUSTAINABLE INFRASTRUCTURE ACROSS THE DISTRICT. NOW I WANT TO GO A LITTLE MORE DETAIL OF EACH ONE. START WITH THE RENOVATION. REPLACEMENT UNIT FOCUSES ON LARGE SCALE INFRASTRUCTURE RENEWAL PROJECTS THAT EXTEND BEYOND ROUTINE MAINTENANCE ACTIVITIES. THESE PROJECTS OFTEN INVOLVE SPECIALIZED EXPERTISE, CONTRACTED SERVICES AND PLANNED DOWNTIME AND ARE DISTINCT FROM BOTH ROUTINE TRADES WORK AND NEW CONSTRUCTION. THAT'S MANAGED BY DESIGN AND CONSTRUCTION. THE PROJECTS ARE PRELIMINARILY FUNDED OR PRIMARILY FUNDED THROUGH THE MAJOR INFRASTRUCTURE RENOVATION AND REPLACEMENT PROGRAM, AS WE CALL IT MIR MIRR AND THIS IS IN ACCORDANCE WITH FINANCE POLICY 6.1. THE PROJECT PRIORITIZATION IS GUIDED BY CONDITION ASSET TOOLS SUCH AS THE FACILITY CONDITION INDEX OR FCI THAT'S BUILT ON BFA SOFTWARE OR THE PAVING CONDITION INDEX OR PCI THAT'S BUILT USING STREETSAVER SOFTWARE. NOW WE'LL GO INTO SANITATION. SANITATION IS RESPONSIBLE FOR THE OPERATION AND MAINTENANCE OF THE DISTRICT SANITARY SEWER SYSTEMS AND THE SOLID WASTE SERVICES. THIS INCLUDES PIPELINES, HOLDING TANKS, VOLT TOILETS AND CHEMICAL TOILETS, SEPTIC SYSTEMS, AND OF COURSE ON THE SOLID WASTE SIDE, CONTRACTS THAT ARE MANAGED FOR SOLID WASTE COLLECTION AND RECYCLING AND COMPLIANCE. NEXT, WE HAVE WATER UTILITIES. THEY MANAGE WATER INFRASTRUCTURE SYSTEMS. THIS INCLUDES PUMPS CONTROL SYSTEMS, SWIMMING POOL PUMPS AND CONTROLS, DRINKING WATER WELL SYSTEMS, WATER TREATMENT OPERATIONS, AND OF COURSE, THE T2 WATER TREATMENT PLANT OUT AT DELVAL. THE UNIT ALSO MAINTAINS THE SEWER LIFT STATIONS THAT SUPPORT THE SANITARY SEWER SYSTEM. ONE OF THE LARGEST PROJECTS THAT BOTH THE WATER UTILITIES AND THE SANITATION DEPARTMENTS HAVE BEEN WORKING ON THE LAST SIX MONTHS IS THE UPDATE OF THE SSMP. AND I'M GOING TO HAND IT OVER TO SPENCER HORMOLA, THE SANITATION SUPERVISOR, TELL YOU MORE ABOUT IT. GOOD AFTERNOON, EVERYBODY. TODAY WE'RE PRESENTING THE 2026 UPDATE OF THE DISTRICT SEWER SYSTEM MANAGEMENT PLAN, OR SSMP. THIS PLAN COVERS THE DISTRICT'S FIVE REGULATED SEWER SYSTEMS LOCATED AT ANTHONY CHABOT, COYOTE HILLS, DELVAL, GARREN, AND MOST RECENTLY ADDED DUMBARTON QUARRY. THE UPDATE ENSURES THE DISTRICT REMAINS COMPLIANT WITH STATE WATER RESOURCES CONTROL BOARD REQUIREMENTS WHILE CONTINUING TO PROVIDE A FRAMEWORK FOR MANAGING, OPERATING AND MAINTAINING THESE SYSTEMS EFFICIENTLY. TO ASSIST WITH THIS UPDATE, I'D LIKE TO INTRODUCE PAUL CAUSEY. WE PARTNERED WITH PAUL CAUSEY AND PAUL CAUSEY CONSULTING. PAUL IS A CALIFORNIA REGISTERED CIVIL ENGINEER WITH EXTENSIVE EXPERIENCE HELPING PUBLIC AGENCIES COMPLY WITH STATE WASTEWATER REGULATIONS. HE HAS WORKED WITH OVER 200 PUBLIC AGENCIES THROUGHOUT CALIFORNIA AND HAS BEEN INVOLVED STATEWIDE EFFORTS RELATED WITH WASTE DISCHARGE REQUIREMENT COMPLIANCE. HIS EXPERTISE HAS HELPED ENSURE THIS UPDATE REFLECTS CURRENT REGULATORY REQUIREMENTS AND INDUSTRY BEST PRACTICES. PAUL? THANK YOU, SPENCER. THERE WE GO. WE'RE GOING TO TALK A LITTLE BIT TODAY ABOUT HOW WE GOT HERE. AND UNTIL ABOUT 2006, IN THE STATE OF CALIFORNIA, THERE WERE NO REAL REGULATIONS OTHER THAN INDIVIDUAL REGIONAL BOARDS FOR THE ADMINISTRATION AND OPERATION OF SEWER SYSTEMS, SEWER COLLECTION SYSTEMS. IN 2006, AS A RESULT OF SOME LARGE SPILLS AND OVERFLOWS, THE STATE STARTED TO REALIZE THEY NEEDED TO PUT TOGETHER SOME KIND OF A REGULATION THAT WAS CONSISTENT ACROSS THE ENTIRE STATE. SO IN 2006, THEY APPROVED, THE STATE WATER RESOURCE CONTROL BOARD APPROVED THE [00:40:01] WASTE DISCHARGE REQUIREMENTS FOR SANITARY SEWER SYSTEMS. AND THESE ARE FOR SEWER SYSTEMS THAT ARE GREATER THAN 1 MILE IN LENGTH THAT ARE DISCHARGING TO A PUBLICLY OWNED SEWAGE TREATMENT PLANT OR HAS THEIR OWN SEWAGE TREATMENT PLANT, AS IS THE CASE AT DELVAL. THOSE REGULATIONS WENT ALONG AND IN 2013, THERE WERE SOME MINOR REVISIONS TO THAT. A NEW CATEGORY OF OVERFLOW WAS DESIGNED AND THE REGULATIONS BASICALLY STAYED THE SAME UNTIL PROBABLY AROUND 2019 WHEN THE STATE BOARD STARTED TO REALIZE THAT THEY NEEDED TO UPDATE AND EXPAND THE REGULATIONS BECAUSE THEY WERE SEEING A LOT OF INFORMATION IN THEIR DATABASE WITH REGARD TO OVERFLOWS AND SPILL TO WATERS AT THE STATE OF CALIFORNIA. SO STARTING IN 2019, WE NEGOTIATED WITH THE STATE OF CALIFORNIA OVER REVISIONS TO THE WASTE DISCHARGE REQUIREMENTS LEADING TO A BOARD DECISION AND APPROVAL OF A REISSUED WDR IN 2022 DECEMBER. THAT NEW REISSUED WDR SIGNIFICANTLY EXPANDED INFORMATION THAT WAS REQUIRED IN THE SSMPS FOR EACH AGENCY. IN ADDITION, THEY ALSO CHANGED AND MODIFIED THE NORMAL COMPLIANCE REQUIREMENTS FOR REGULAR AUDITS AND FOR UPDATES TO THE SSMP'S. AND ONE ADDITIONAL ITEM WITH REGARD TO THE AUDIT REPORTS, THEY HAVE DETERMINED THAT MANY AGENCIES WERE NOT DOING THE AUDIT REPORTS AS TIMELY REQUIRED ON A TWO YEAR BASIS. AND SO THE NEW REGULATIONS NOW REQUIRE THAT THE AUDIT REPORTS BE COMPLETED AND UPDATED TO THE STATE BOARD WEBPAGE SO THAT THE STATE BOARD STAFF CAN SEE HOW THE AGENCY IS DOING. SO WHAT HAPPENED? WHAT CHANGED? WELL, THERE WERE A LOT OF NEW TERMS THAT WENT INTO EFFECT. WE NO LONGER HAVE AN SSMP. WE HAVE A PLAN SPILL. WE HAVE SPILLS NOW, NOT SSOS OR OVERFLOWS. WE HAVE A NEW REQUIREMENT. ELEMENT 7 NOW IS A SEWAGE PIPE BLOCKAGE CONTROL PROGRAM, NOT FAT SOILS IN GREECE. WE HAVE A NEW RENAMED SPILL EMERGENCY RESPONSE PLAN REPLACING THE OLD OVERFLOW EMERGENCY RESPONSE. AND PROBABLY THE SINGLE LARGEST THING WHICH SHOULD BE A CONCERN TO THE BOARD OF DIRECTORS HERE IS THAT THE PLAN, THE SSMP IS NOW A COMPLETELY ENFORCEABLE DOCUMENT JUST AS IF IT WAS A WRITTEN REGULATION ADOPTED BY THE STATE OF CALIFORNIA. AND SO THAT DOCUMENT NOW MUST BE ADOPTED REGULARLY WHEN MAJOR CHANGES ARE MADE OR WHEN MAJOR CHANGES ARE MADE BY THE BOARD OF DIRECTORS OF THE DISTRICT. THERE ARE SOME OTHER MINOR CHANGES THAT TOOK PLACE. THERE NOW IS AN ANNUAL REPORT THAT REQUIRES A 10 YEAR SPILL PERFORMANCE INFORMATION. THERE'S A NEW SPILL CATEGORY, CATEGORY FOUR, WHICH IS FOR SPILLS LESS THAN 50 GALLONS THAT DON'T REACH WATERS OF THE SPRING. NOW YOU ASK WHAT'S A WATER OF THE STATE? WELL, A WATER OF THE STATE IS JUST ABOUT ANYTHING WHERE WATER WAS RUNNING, IS RUNNING OR CAN RUN. AND THAT MEANS THE BANKS OF A CREEK ALL THE WAY UP TO THE TOP. SO THEY'VE REDEFINED WATERS OF THE STATE. AND WATERS OF THE STATE ARE MUCH MORE BROADLY INTERPRETED THAN WATERS OF THE US WHICH IS WHAT'S IN THE EPA REQUIREMENTS. FINALLY, THEY ALSO WE TALKED ABOUT THE CHANGES IN SCHEDULE, BUT THEY NOW REQUIRE THAT THERE BE A CHANGE LOG ADOPTED AND AMENDED TO THE SSMP WHICH ALLOWS TO BE ABLE FOR THE AGENCY TO BE ABLE TO SHOW HOW IT'S IMPLEMENTING ITS OVERALL PROGRAM AS THE PROGRAM MOVES FORWARD. THE EXPECTATION FOR THE STATE OF CALIFORNIA IS THAT THIS WILL SHOW ANY MINOR OR CHANGES THAT ARE MADE TO THE SSMP BETWEEN READOPTIONS BY THE BOARD OF DIRECTORS. AND FINALLY, AS SPENCER INDICATED, WE ENROLLED DUMBARTON CREEK AS OF APRIL 2026. SO YOU NOW HAVE FIVE PARKS INSTEAD OF FOUR. AND AS SPENCER INDICATED THESE ARE THE PARKS THAT ARE COVERED. ANTHONY CHABOT GARREN, COYOTE HILLS AND DELVAL. BRAND NEW PARK IS DUMBARTON QUARRY. ALL OF THESE PARKS DISCHARGED TO PUBLICLY OWNED TREATMENT WORKS WITH THE EXCEPTION OF DELVAL, WHICH HAS ITS OWN TREATMENT WORKS ON SITE. AND SO IT'S A PUBLICLY OWNED TREATMENT WORKS ON SITE. AND THEREFORE THE COLLECTION SYSTEM THAT DISCHARGES TO DELVAL RECOGNIZES THE RULE OF MORE THAN ONE MILE OF PIPE AND DISCHARGING TO A PUBLICLY OWNED TREATMENT WORKS. ONE OTHER THING TO NOTE IS THAT SEWAGE COLLECTION SYSTEMS INCLUDE ALL THE LATERALS, ALL THE FORCE MAINS AND, AND ALL THE COLLECTION SYSTEM GRAVITY PIPES. YOU HAVE EVERY LATERAL IN ALL OF YOUR PARKS ARE NOW INCLUDED INSIDE THE DEFINITION OF SEWER SYSTEM. AND SO ALL OF THOSE THINGS AND ANY SEWAGE [00:45:01] THAT GETS OUT OF THEM WOULD CONSTITUTE A DISCHARGE OR SPILL THAT HAS TO BE REPORTED INTO THE STATE DATABASE. OKAY. OH, TOO QUICK. SO WHAT'S THE PURPOSE OF THE SEWER SYSTEM MANAGEMENT PLAN? WELL, THE SEWER SYSTEM MANAGEMENT PLAN IS A PLAN AND A SCHEDULE ABOUT HOW THE DISTRICT IS GOING TO PROPERLY MANAGE, OPERATE AND MAINTAIN ALL OF ITS SEWER SYSTEM. PUMP STATIONS, LATERAL LINES, MAIN COLLECTIONS LINES, FORCE MAINS, HOW THEY'RE GOING TO MAINTAIN THOSE THINGS, AND THEY'RE GOING TO MAINTAIN THEM TO REDUCE AND PREVENT SPILLS, AND THEY'RE GOING TO DO THE BEST THEY CAN TO CONTAIN AND MANAGE AND MITIGATE SPILLS THAT DO OCCUR WHETHER THEY REACH WATERS OF THE STATE OR NOT. AND SO WHAT YOU HAVE HERE IS A COPY OF THE SERVICE AREA BOUNDARY MAPS FOR THE FIVE PARKS THAT ARE NOW REQUIRED TO BE INCLUDED IN THE SSMP, WHICH WEREN'T THERE BEFORE. AND SO THESE WILL BE INCLUDED IN AN APPENDIX OF THE SSMP. SO WITH THAT, I'M GOING TO TURN IT BACK TO SPENCER TO TALK A LITTLE BIT ABOUT THE COMPLIANCE DEADLINE. COMPLIANCE DEADLINE. THE DISTRICT ORIGINALLY ADOPTED ITS SANITARY SEWER MANAGEMENT PLAN IN 2012, AND THE LAST UPDATE WAS IN 2020. UNDER THE REVISED STATE REQUIREMENTS, WE ARE REQUIRED TO COMPLETE THIS UPDATE AND OBTAIN CERTIFICATION BY JULY 31, 2026. BOARD ADOPTION IS REQUIRED STEP IN THAT PROCESS. ONCE ADOPTED, THE LRO LEGAL RESPONSIBLE OFFICIAL WILL CERTIFY THE PLAN AND STAFF WILL SUBMIT THE FINAL DOCUMENTS TO THE STATE AND MAKE IT A PUBLICLY AVAILABLE DOCUMENT. KEY ISSUES IDENTIFIED AND RESOLVED SINCE THE 2020 UPDATE, STAFF HAVE COMPLETED SEVERAL SIGNIFICANT IMPROVEMENTS TO STRENGTHEN THE PROGRAM. THESE INCLUDE COMPLETING A COMPREHENSIVE SEWER ASSET INVENTORY AND CONDITION ASSESSMENT, CORRECTING SEWER MAPPING IN INFRASTRUCTURE LOCATIONS, AND DEVELOPING EMERGENCY RESPONSE WORKBOOKS AS WELL AS FIELD SIGNAGE TO IMPROVE SPILL RESPONSE PREPAREDNESS. THESE EFFORTS HAVE IMPROVED BOTH REGULATORY COMPLIANCE AND DAY TO DAY OPERATIONAL READINESS. WHY ARE WE HERE? THE PRIMARY REASON FOR BRINGING THIS ITEM FORWARD IN THE STATE'S UPDATED WASTE DISCHARGE REQUIREMENT THAT BECAME EFFECTIVE IN 2023. AS PART OF OUR 2025 INTERNAL AUDIT PROCESS, 16 CORRECTIVE ACTION ITEMS WERE IDENTIFIED TO ALIGN OUR PROGRAM WITH A WITH REVISED REQUIREMENTS. MANY OF THOSE ACTIONS HAVE ALREADY BEEN COMPLETED WHILE OTHERS REMAIN IN PROGRESS AND WILL CONTINUE AS PART OF AN ONGOING PROGRAM IMPROVEMENTS. TODAY'S ACTIONS ALLOW THE DISTRICT TO FORMALLY ADOPT THE UPDATED SSMP AND REMAIN IN COMPLIANCE WITH STATE'S REQUIREMENTS. TO GET HERE, THIS UPDATE HAS BEEN A COLLABORATIVE EFFORT BETWEEN DISTRICT STAFF AND OUR CONSULTANT TEAM. OVER THE LAST SEVERAL YEARS WE'VE UPDATED MAPPING, CLARIFIED ORGANIZATIONAL RESPONSIBILITIES, COMPLETED STAFF TRAINING, ENROLLED DUMBARTON CORY INTO THE PROGRAM AND ESTABLISHED DESIGNATED OFFICIALS RESPONSIBLE FOR COMPLIANCE, REPORTING AND CERTIFICATION. ALL OF THIS WORK HAS HELPED POSITION THE DISTRICT TO SUCCESSFULLY IMPLEMENT THE UPDATED PLAN AND MAINTAIN COMPLIANCE MOVING FORWARD. GOING TO HAND IT OFF TO YOU PAUL SO LET'S TALK A LITTLE BIT ABOUT THE SPECIFICS OF THE PLAN THAT IS GOING TO BE BEFORE THE BOARD NEXT WEEK FOR ADOPTION AND APPROVAL. THE SEWER SYSTEM MANAGEMENT PLAN IS REQUIRED TO HAVE 11 SPECIFIC ELEMENTS THAT YOU SEE HERE IN THE LIST. IT'S ALSO REQUIRED TO HAVE AN APPENDICES AND THAT APPENDICES HAS TO BE ATTACHED TO THE DOCUMENT AND IT MUST INCLUDE A CHANGE LOG THAT IDENTIFIES ALL THE CHANGES THAT ARE MADE SPECIFIC TO AREAS INSIDE THE SSMP OVER THE SIX YEAR PERIOD FROM NOW UNTIL THE NEXT SSMP IS ADOPTED IN 2032. AND SO THE IMPORTANT ITEMS THAT YOU SEE IN THE LIST HERE THERE WERE SIGNIFICANT CHANGES IN ELEMENT ONE, THE INTRODUCTION AND GOALS. WE REQUIRED NOW TO HAVE THE SERVICE AREA BOUNDARY MAPS IN THERE ALONG WITH INFORMATION ABOUT EACH ONE ONE OF THE FIVE PARKS INCLUDING THE DUMBARTON CREEK OR DUMBARTON QUERY. I DON'T KNOW WHY I WANT THAT TO BE A CREEK, BUT IT'S A DUMBARTON QUERY SO THAT'S BEEN ADDED. THE OPERATIONS AND MAINTENANCE PROGRAMS. WE WENT THROUGH AND REVIEWED THE EXISTING PROGRAM THAT WAS IDENTIFIED IN 2020 AND WE'VE MADE SOME CHANGES TO THAT. THERE WERE SOME THINGS THAT WERE MOVED OUT OF ELEMENT 04, THE CAPITAL IMPROVEMENT PROGRAM AND THE MIR PROGRAM MOVED INTO ELEMENT EIGHT. AND THEN WE HAVE A WHOLE NEW SPILL EMERGENCY RESPONSE PLAN WHICH TALKS ABOUT THE FOUR CATEGORIES OF SPILLS THAT EXIST IN THE WORLD RANGING FROM CATEGORY ONE WHICH IS A SPILL THAT REACHES WATERS OF THE STATE OF ANY SIZE. CATEGORY TWO ARE SPILLS UP TO 01,000 GALLONS OR NO LARGER THAN 01,000 GALLONS. CATEGORY THREE [00:50:02] OR SPILLS BETWEEN FEEDBACK 50 GALLONS AND 1,000 AND THEN CATEGORY FOUR OR UNDER 50 GALLONS EACH. SO THOSE ARE THE MAJOR CHANGES IN ELEMENT NUMBER SEVEN, IT INCLUDES SOME ADDITIONAL REPORTING REQUIREMENTS INTO THE CWIC SYSTEM OR THE CALIFORNIA INTEGRATED WASTE MANAGEMENT SYSTEM. ELEMENT EIGHT HAS BEEN REVISED TO INCLUDE AND MOVE THE INFORMATION ABOUT CONDITION ASSESSMENT OF YOUR PIPELINES INTO THAT ELEMENT. IT ALSO REQUIRES AND TALKS ABOUT ABOUT BOTH THE CAPITAL IMPROVEMENT PROGRAM DONE BY DCO AS WELL AS THE IMPROVEMENTS FOR RENEWAL AND REPLACEMENT THAT ARE GOING TO BE DONE UNDER THE MIR FUND. AND SO WE'VE OUTLINED THOSE. ELEMENT NINE, WHILE IT DIDN'T CHANGE MUCH, IT INCLUDED AN IDENTIFIED MEASURE ASSOCIATED WITH HOW TO IDENTIFY THE EFFECTIVENESS OF YOUR PROGRAM THAT COULD LEAD TO MODIFICATIONS OR CHANGES GOING FORWARD THAT WOULD BE INCLUDED IN THE SSMP CHANGE LOG. ELEMENT 10, INTERNAL AUDITS. A WHOLE LOT OF EMPHASIS BY THE STATE ON THE INTERNAL AUDITS BECAUSE THEY WERE NOT BEING DONE APPROPRIATELY, THEY WEREN'T EFFECTIVE ENOUGH AND MOST AGENCIES WERE NOT, WELL, MOST, MANY AGENCIES WERE NOT COMPLETING THEM ON TIME AS THEY WERE SUPPOSED TO. SO A LOT OF CHANGES THERE. WE'RE GOING TO TALK ABOUT THE CHANGES THAT WE FOUND IN JUST A SECOND. BUT THESE INTERNAL AUDITS NOW HAVE TO BE DONE EVERY THREE YEARS ON A FIXED SCHEDULE. FIXED SCHEDULE. SO IT'S NO LONGER KIND OF A FLOATING SCHEDULE BASED ON WHEN YOU JOINED FINALLY COMMUNICATIONS. TRAINING. WE'RE ALSO WORKING ON A COMPREHENSIVE TRAINING PROGRAM GOING FORWARD. WE OVERSEE 125 MILES OF REGIONAL TRAIL AND WE HAVE THE LARGEST DEDICATED TRAILS CREW WITHIN PARK OPS. THERE ARE THREE BOARD MEMBERS THAT COVER UNIT SIX. DIRECTOR MERCURIO COVERS MOST OF IT, BUT HE SHARES A SMALL PIECE OF THAT WITH TORTURE DECHAMBEAU AND BRIONIS AND DIRECTOR COFFEY COVERS BAY POINT SHORELINE IN 2025 AND 2026. PARK STAFF HAS CONTINUED TO ADJUST OUR PARK ROUTINE MAINTENANCE RESPONSIBILITIES AND PROJECT WORK TO COMPLY WITH THE EVER CHANGING GUIDELINES OF DEFENSIBLE SPACE BOUNDARIES, INFRASTRUCTURE REPAIRS AND HABITAT PROTECTION. BRIONES PARK COVERS OVER 6,400 ACRES. IT BORDERS MARTINEZ, ORINDA, LAFAYETTE AND PLEASANT HILL. CONTRA COSTA COUNTY FIRE BEGAN HEAVY ENFORCEMENT OF THE FUEL MITIGATION AND HAZARD ABATEMENT OR DEFENSIBLE SPACE ORDINANCE THAT WAS PASSED BY THE CONTRA COSTA COUNTY SUPERVISORS IN APRIL OF 2023. MANY PARKS HAVE BEEN REQUIRED TO COMPLETE NEW DEFENSIBLE SPACE HAZARD ABATEMENT PROJECTS. MOST OF THESE AREAS WERE AREAS THAT HAD NOT PREVIOUSLY BEEN REQUIRED, SO WORK WASN'T BEING DONE IN THOSE AREAS. BRIONES WAS NO EXCEPTION OR NO EXCEPTION. WE HAD TWO PROJECTS THIS LAST YEAR AND FROM HERE ON OUT THESE WILL BE THINGS THAT WE NEED TO ADDRESS EVERY YEAR. AS THESE REQUIREMENTS CONTINUE TO CHANGE, IT'S IMPORTANT TO NOTE THAT THIS THEY DO IMPACT HEAVILY WHAT OPERATIONS IS ABLE TO DO WITHIN OUR PARKS. THIS CURRENT SLIDE SHOWS THE BEFORE AND AFTER OF A FIRE HAZARD ABATEMENT PROJECT ALONG STAGECOACH DRIVE IN LAFAYETTE. IN ORDER TO COMPLETE THIS PROJECT, PARK STAFF UTILIZED MULTIPLE LARGE PIECES OF EQUIPMENT SUCH AS A GREEN CLIMBER BRUSH MOWER, A SKID STEER BRUSH MOWER, A BRUSH CHIPPER, AS WELL AS MANY OTHER SMALL TOOLS LIKE POLE SAWS, HANDSHELL CHAINSAWS, AND LINE TRIMMERS. STAFF WAS REQUIRED TO STOP ALL OF THEIR OTHER REGULAR WORK AND FOCUS ON THESE TYPES OF PROJECTS DUE TO THE VOLUME OF CITATIONS THAT THE FIRE [01:15:03] DISTRICTS WERE HANDING OUT. AS I SAID, THIS WAS A NEW LOCATION. THIS WAS NOT AN AREA WE HAD BEEN DEALING WITH BEFORE, BUT IT IS AN AREA WE WILL NOW BE DEALING WITH FROM HERE ON OUT. QUESTION ABOUT THAT. BEFORE YOU GO ON, I'M JUST WONDERING ABOUT THE. EACH SIDE OF THE PARCEL LINE. WHAT DOES THAT. WHAT DO YOU MEAN BY THAT? THE BRIONI'S OFFICE, IF YOU'RE NOT FAMILIAR WITH IT, IS LOCATED IN A VERY HEAVILY WOODED AREA OF THE PARK. AND IT WAS A LOT OF WORK TO CLEAR THAT. AS YOU MIGHT IMAGINE, THE 25FT OF IT WAS VERY, VERY CLEAR. THE REMAINING 75FT OF IT, I DON'T THINK IT HAD BEEN TOUCHED EVER. SO THEREFORE, THERE WAS AN ENORMOUS AMOUNT OF WORK THAT NEEDED TO BE DONE. IT TOOK PARK STAFF, ALL SEVEN OF THEM, PLUS AN ADDITIONAL CREW FROM CIVICORPS, WELL OVER TWO WEEKS TO COMPLETE THE REMOVAL OF THE DENSE VEGETATION IN THIS AREA. AND AS YOU CAN SEE NOW, IT SHOULD BE VERY SIMPLE TO MAINTAIN FROM HERE ON OUT. BUT THERE ARE MANY AREAS WHERE WE'RE BEING ASKED TO DO WORK LIKE THIS IN AREAS THAT NEVER HAS BEEN DONE BEFORE. ANOTHER PROJECT COMPLETED BY THE BRIONI STAFF THIS LAST YEAR WAS THE REESTABLISHMENT OF THE FEEDER TRAIL NUMBER ONE. THIS TRAIL IS A HISTORICAL TRAIL THAT FOLLOWS THE MARTINEZ RICHMOND STAGECOACH ROUTE. THESE STAGECOACHES RAN ALONG THIS TRAIL DURING THE 1850S BETWEEN FRANKLIN CANYON AND THE ALHAMBRA VALLEY. THE TRAIL CURRENTLY IS OPEN FROM THE JOHN MUIR LAND TRUST'S DUTRA RANCH OVER IN MARTINEZ TO FERNDALE ROAD OFF OF ALHAMBRA WHERE IT ENDS THROUGH AN EASEMENT THAT WE HAVE WITH THE OWNER THERE. AT THIS TIME, FERNDALE ROAD IS THE CURRENT END OF THE TRAIL. THE TRAIL DOES CONTINUE SOUTH TO PERERA ROAD. IT IS ON PRIVATE PROPERTY. DUE TO OUR EASEMENT AND THE WAY IT WAS WRITTEN, WE STILL HAVE TO MAINTAIN THAT TRAIL EVEN THOUGH IT'S NOT OPEN TO THE PUBLIC. IT HAD NOT BEEN DONE FOR A VERY LONG TIME AND WE WERE ABLE TO UTILIZE CIVICOR AS WELL AS PARK STAFF. AND AS YOU CAN SEE IN THE AFTER PICTURE THERE, OVER 600FT OF THAT TRAIL IS NOW CLEAR AND OPEN. AND WE'RE WORKING WITH OUR TRAILS DEPARTMENT TO SECURE AN EASEMENT WHICH HOPEFULLY WILL ALLOW US AT SOME POINT TO OPEN THE REMAINING SECTION OF THAT TRAIL. CONTRA COSTA REGIONAL TRAILS CREW IS RESPONSIBLE FOR 10 REGIONAL TRAILS, INCLUDING THREE OF THE LARGER PAVED REGIONAL TRAILS IN CONTRA COSTA COUNTY. THESE ARE THE IRON HORSE REGIONAL TRAIL, THE CONTRA COSTA CANAL REGIONAL TRAIL, AND THE LAFAYETTE MORAGA REGIONAL TRAIL. THESE TRAILS MAKE UP THE CENTRAL CONTRA COSTA COUNTY PORTION OF THE COMMUTER CONNECTIONS BETWEEN EAST CONTRA COSTA COUNTY AND ALAMEDA CREEK COUNTY OR ALAMEDA KEY TRAILS. ADDITIONALLY, THERE ARE SEVERAL OTHER TRAILS THAT ARE USED FOR HIKING, BIKING, WALKING, SKATING AND EQUESTRIAN PURPOSES. SOME OF THEM ARE THE CALIFORNIA RIDING AND HIKING TRAIL, THE DELTA DE ANZA TRAIL, THE GREEN VALLEY TRAIL, THE OLD MORAGA RANCH TRAIL. I THINK ALL OF THEM ARE LISTED ON THE SLIDE. WE ALSO HAVE SEVERAL OTHER MUNICIPAL TRAILS THAT PROVIDE CONNECTIONS TO AND FROM CITY AREAS INTO ONTO THE TRAIL. SORRY, TOO FAR. JUST ANOTHER QUESTION. WHEN ONE OF THESE REGIONAL TRAILERS TRAILS GOES THROUGH A CITY PARK LIKE FOR INSTANCE, HEATHER FARM HAS BRION USED TO MOUNT DIABLO TRAIL TRAVERSING IT, ARE WE RESPONSIBLE FOR MAINTAINING THE TRAIL IN THOSE SPACES LIKE, SAY, [01:20:01] THE PAVEMENT? CERTAIN PORTIONS OF IT, YES. CERTAIN PORTIONS OF IT, NO. AND I'LL GET INTO THAT. OKAY. ALL RIGHT. THIS CREW CONSISTS OF ONE SUPERVISOR WHO IS CARLOS LEHRMASTER, A PARK CRAFT SPECIALIST, AND SIX PARK RANGERS. ALL TOTAL, THEY MANAGE 433 ACRES AND OVER 100 MILES OF TRAIL. I MADE THE MISTAKE OF ADDING THIS UP THE OTHER DAY AND THERE'S ALMOST A THOUSAND DIFFERENT TRAIL ENTRANCES THAT THEY TAKE CARE OF. NOW, GRANTED, THEY MIGHT BE ACROSS THE STREET, BUT IT'S STILL AN ENTRANCE AND IT'S STILL SOMETHING THAT THEY HAVE TO TAKE CARE OF. I COULDN'T BELIEVE THE NUMBER. UNLIKE MOST OF OUR PARKLANDS, THE REGIONAL TRAILS PRIMARILY OPERATE ON OTHER PEOPLE PROPERTY. AS A RESULT, THERE ARE LITERALLY DOZENS OF MAINTENANCE AGREEMENTS THAT AFFECT TRAIL OPERATION RESPONSIBILITIES. THIS INCLUDES 10 DIFFERENT CITIES, SEVERAL DIFFERENT COUNTY AGENCIES AND EVEN SOME FEDERAL AGENCIES. BUT IT ALSO INCLUDES SPECIAL AGENCIES SUCH AS THE CONTRA COSTA WATER DISTRICT, BUCHANAN AIRPORT, COUNTY FLOOD CONTROL, BOR BUREAU OF RECLAMATION. IT EVEN INCLUDES SOME SHOPPING CENTERS, A COUPLE HOTELS, MANY INDIVIDUAL STORES AND MANY, MANY, MANY HOMEOWNERS. I WAS BEHIND. SORRY. OKAY. THE COUNTRY CROSS THE TRAIL STAFF IS SUPPORTING OUR PUBLIC SAFETY DEPARTMENT IN THEIR ENFORCEMENT OF OUR E BIKE SLOW YOUW ROLL CAMPAIGN. OUR ROLE IN DOING THIS IS TO PROVIDE SOLAR SIGNBOARDS TO HELP WITH THE INFORMATION PORTION OF THE CAMPAIGN ON WHAT THE SPEEDS ACTUALLY ARE, WHAT THE RULE IS AND AS WELL AS WHAT PEOPLE ARE ACTUALLY DOING. THAT IS 325 ACRES BEING DIVIDED BY CAMINO TASSAJARA. MCGEE PRESERVE IS OWNED BY THE WIDEMAN RANCH GEOLOGIC HAZARD ABATEMENT DISTRICT. GAD. THIS AREA HAS NOW BEEN CONNECTED TO SYCAMORE VALLEY REGIONAL PRESERVE VIA A 3 1/2 MILE TRAIL EASEMENT ON EXISTING RANCH ROADS. THIS WILL BE USED FOR HIKING, BIKING AND HORSE RIDING. THERE ARE ADDITIONAL TRAILS THAT HAVE BEEN CONSTRUCTED BY SAVE MOUNT DIABLO AND THE CITY OF DANVILLE, BUT THEIR TRAILS ARE ONLY FOR BIKING AND HIKING. THE DISTRICT HOLDS A VOLUNTARY CONSERVATION EASEMENT OVER THE NORTHERN 264 ACRES OF THE MCGEE PROPERTY. AND JOHN MUIR LAND TRUST HOLDS A CONSERVATION EASEMENT OVER THE SOUTHERN 99 ACRES OF THAT PROPERTY. TO OPEN THIS PROPERTY AND TO GAIN ACCESS TO IT, STAFF WAS INVOLVED IN [01:25:01] INSTALLING A NEW PEDESTRIAN GATE AND A NEW ROLLOVER GATE. THIS INTERSECTION. THIS WAY THEY COULD BEGIN AND END THEIR DAYS IN THE PARK. THIS IS A LONG TERM TEMPORARY SOLUTION, BUT IT GIVES US A SEVEN DAY A WEEK ON SITE PRESENCE IN THE PARK, WHICH WE'VE NEVER HAD BEFORE. AS I'M SURE YOU KNOW, INTERNET IS IMPORTANT FOR EVERY OFFICE THESE DAYS AND INTERNET OUT HERE HAS BEEN A BIG CHALLENGE. I'M EXCITED TO ANNOUNCE THAT HOPEFULLY BY THE END OF THE MONTH THAT PROJECT WILL BE COMPLETE. WE WILL NOW HAVE A SOLID INTERNET CONNECTION FOR THE STAFF IN WORKING OUT OF THAT OFFICE. THURGOOD MARSHALL WAS FULLY STAFFED AND MOVED ON SITE AS OF SPRING OF 2025. BEING ON SITE SEVEN DAYS A WEEK HAS PROVIDED BIG BENEFITS. OVER THE LAST 12 MONTHS, PARK STAFF HAS BEEN FOCUSED ON TRYING TO GET CAUGHT UP ON A BUNCH OF DEFERRED FENCIBLE SPACE MAINTENANCE WORK. THE FIRST ORDER OF BUSINESS WE WERE TO DEAL WITH WAS WORKING WITH CONTRA COSTA FIRE, FIGURING OUT WHAT WE WERE RESPONSIBLE FOR AND WHAT WE WEREN'T RESPONSIBLE FOR. TURNS OUT WE'RE RESPONSIBLE FOR A LOT OF IT. THE BENEFIT IS THAT BY WORKING WITH CIVICORPS AND PARK STAFF, THEY'VE BEEN ABLE TO GET SO MUCH DONE THAT EVEN THE NAVY IS NOTICED. AND IT'S THE NAVY DID A VERY POOR JOB MAINTAINING IT OVER THE LAST 30 YEARS AND AS YOU CAN IMAGINE, IT KIND OF TURNED INTO A JUNGLE. WITH HELP FROM CIVICOR SOME HELP FROM CONCERT CLASSIFIER AS WELL, WE WERE ABLE TO CLEAR THAT AREA FROM WILLOW PASS ALL THE WAY THROUGH TO BAILEY ROAD NOW SO THAT THE DISCER WHO IS RESPONSIBLE FOR THAT AREA CAN DO HIS WORK EFFECTIVELY. NEXT ON OUR LIST WAS TO REPAIR THE GOLDEN EAGLE FENCING EXCLUSION AREA. THE CATTLE IN THE AREA HAD MADE A MESS OF IT AND BECAUSE WE DIDN'T HAVE STAFF ON SITE, WE HAD NOT BEEN ABLE TO REACH IT.
