AND A LITTLE BIT LATER, WE ARE EXPECTING OUR GUEST, THE CURRENT CONCESSIONAIRE, JUDY MARTIN, TO JOIN US.
SO, THIS IS A PREVIEW OF WHAT THE RECOMMENDATION IS FOR TODAY, AND THEN I'LL GIVE SOME BACKGROUND.
WE'RE RECOMMENDING THAT THE BOARD OPERATIONS COMMITTEE RECOMMEND TO THE FULL BOARD AN APPROVAL OF AN AMENDMENT TO THE CONCESSION AGREEMENT FOR THE EQUESTRIAN CONCESSION AT PIEDMONT STABLES AND TO EXTEND THE TERM TO DECEMBER 31, 2027 WITH A CONCESSION FEE OF 1% AND A CONCESSION MAINTENANCE FEE OF 4%.
HERE'S AN OVERVIEW OF TODAY'S PRESENTATION, INCLUDING SOME PHOTOS OF THE HORSES OUT IN THEIR PADDOCK.
AS I MENTIONED, THE PIEDMONT STABLES IS LOCATED IN REINHARDT REDWOOD REGIONAL PARK, AND THIS IS THE PARK MAP FOR REINHARDT REDWOOD SHOWING WHERE PIEDMONT STABLES IS SITUATED WITHIN THE PARK.

IT'S A 42-STALL EQUESTRIAN CONCESSION WITH A SMALL INDOOR ARENA, OUTDOOR ARENA.
IT INCLUDES A CARETAKER RESIDENCE AS WELL AS...
THE REDWOOD ARENA, WHICH I MENTIONED EARLIER.
JUDY MARTIN, WHO HAS JOINED US, IS THE CURRENT CONCESSIONAIRE DOING BUSINESS AT SKYLINE EQUESTRIAN CENTER.
AND JUDY AND SKYLINE EQUESTRIAN CENTER HAVE BEEN THE CONCESSIONAIRE AT PIEDMONT STABLES SINCE 2016.
THE CONCESSION AGREEMENT IS FOR 10 YEARS, EXPIRING THIS OCTOBER.
RELATED TO THIS, OR I GUESS SEPARATELY, BUT WHY WE'RE RECOMMENDING THE EXTENSION IS THAT THE ANTHONY CHABOT SKYLINE RANCH CONCESSION EXPIRES A YEAR LATER, OCTOBER 31ST, 2027.
SO, A LITTLE BIT MORE ABOUT PIEDMONT STABLES, SOME PHOTOS AND HIGHLIGHTS OF RECENTLY COMPLETED PROJECTS.

THIS IS A RECOMMENDATION ITEM.THE EXTENSION TERMS THAT STAFF IS RECOMMENDING IS TO EXTEND THE AGREEMENT FOR JUST OVER ONE YEAR SO THAT THE ENDING DATE WILL COINCIDE WITH THE OTHER CONCESSION AGREEMENT FOR SKYLINE RANCH THAT IS SET TO EXPIRE IN 2027.
FURTHERMORE, THE PROPOSAL FOR THE AMENDMENT IS TO DO ABOUT A 5% FEE REDUCTION IN ORDER TO FUND EFFORTS TO BUILD THE BUSINESS BACK UP FULL TENANCY.
FOR FISCAL IMPACT, AS I MENTIONED, WE'VE HAD THESE MILESTONES OF SEVERAL REALLY IMPORTANT PROJECTS COMPLETED THAT SUPPORT THE OPERATIONS OF THE CONCESSION AND WHILE WE'RE HAPPY THAT THEY'RE COMPLETED, THE PROJECTS DURING CONSTRUCTION DID IMPACT THE OCCUPANCY, WHICH IS ONE OF THE REASONS WE'RE RECOMMENDING A ONE-YEAR EXTENSION.
WE CAN SEE HERE A TREND, THE GROSS RECEIPTS ARE INCREASING AND THEY'RE NOT QUITE BACK TO PRE-CONSTRUCTION LEVELS.
THEY'RE STILL ABOUT 20, THE OCCUPANCY IS STILL ABOUT 32% LOWER THAN PRIOR TO ALL OF THESE PROJECTS.
AND AS A REMINDER, AS WITH ALL OF OUR CONCESSIONAIRE AGREEMENTS, THE PAYMENTS ARE A PERCENTAGE OF THE GROSS RECEIPTS.
WITH OUR CONCESSION AGREEMENTS, WE REALLY WANT TO HIGHLIGHT YOU WITH THE COMMITTEE AND THE BOARD, JUST THE FINANCIAL RESPONSIBILITY AT A GLANCE TO MAKE SURE WE'RE SHOWING THE FULL PICTURE.
SO, THE CONCESSIONAIRE FINANCIAL RESPONSIBILITY IS FOR THE DAY-TO-DAY OPERATIONS, THE OPERATIONAL MAINTENANCE, AND ALL THE UTILITIES FOR THIS LOCATION, WHICH INCLUDE GAS, ELECTRICITY, ALARMS, AND GARBAGE SERVICE.
AND THEN THE PARK DISTRICT'S FINANCIAL RESPONSIBILITY UNDER THIS AGREEMENT ARE FOR THE WATER TREATMENT AND THE CONVEYANCE FROM THE ON-SITE SPRING.
ADDITIONALLY, AT THIS TIME, THE PARK DISTRICT IS SUPPLYING BOTTLED WATER FOR HUMAN CONSUMPTION DUE TO A BOIL WATER NOTICE BEING PLACED AT THE SPRING.
AND THIS IS BOTTLED WATER, BULK BOTTLED WATER, NOT SINGLE-USE PLASTIC BOTTLES, BUT JUST LIKE BULK DELIVERY OF THOSE BIG REFILLABLE BOTTLES FOR THE HUMAN CONSUMPTION ON SITE, WHICH INCLUDES THE RESIDENTS AND THEN ANY BOARDERS AND VISITORS.
AND THE PARK DISTRICT IS ALSO RESPONSIBLE FOR THE CAPITAL MAINTENANCE AND INFRASTRUCTURE COSTS. SO, JUST TO RECAP WHAT THE RECOMMENDATION IS IS AS STAFF IS RECOMMENDING TO THE BOARD OPERATIONS COMMITTEE THE APPROVAL OF AN AMENDMENT TO THE CURRENT CONCESSION AGREEMENT FOR PIEDMONT STABLES TO EXTEND THE TERM THROUGH 2027 JUST OVER A YEAR AND THAT WITH A NEW CONCESSION FEE OF ONE PERCENT AND A CONCESSION MAINTENANCE FEE OF FOUR PERCENT. BOIL NOTICE, WHAT IS IT COLIFORM? WHAT'S IN THE WATER DO WE KNOW? AND WE RAISED $130,000 TO REBUILD THE EXTERIOR OF THE BARN IN 2004.
AND THAT TOOK 14 YEARS TO COMPLETE.
AND A LOT OF OUR FOUNDERS ACTUALLY DIED IN THE TIME THAT WE RAISED THE MONEY AND THE WORK WAS COMPLETED.
