I'M THE BUSINESS SERVICES MANAGER AND I'LL HAVE THREE PRESENTATIONS TODAY, STARTING WITH THE RECOMMENDATION TO EXECUTE A SPECIAL USE AGREEMENT WITH THE SOCIETY FOR THE PRESERVATION OF THE CARTER RAILROAD AT ARDENWOOD HISTORIC FARM.

SO FOR THE OVERALL RECOMMENDATION, WE'LL BE. STAFF IS RECOMMENDING TO THE BOARD OPERATIONS COMMITTEE TO RECOMMEND TO THE FULL BOARD TO AUTHORIZE SPCRR INTO A SPECIAL USE AGREEMENT FOR A ONE-YEAR TERM WITH UP TO TWO ONE-YEAR EXTENSIONS, AND THEY OPERATE A STEAM AND DIESEL RAILROAD FROM THEIR CAR BARN IN ARDENWOOD.
AND THERE ARE PAYMENTS ASSOCIATED WITH THIS AGREEMENT NOT TO EXCEED $115,000 A YEAR.
AND THEN I'LL RECAP THE RECOMMENDATION AT THE END.
SO HERE ARE SOME KEY POINTS AT A GLANCE. BUT IN A NUTSHELL, THE CONCESSIONS ARE PRIVATE BUSINESSES.

SO THAT'S PART OF WHY WE'RE HERE TODAY. WE ALSO FOLLOW THE SPECIAL USE AND CONCESSIONS POLICY, WHICH IS FROM THE MID 90S. THE IDEA BEHIND THE SPECIAL USE AGREEMENTS IS THAT THEY ARE AN ONGOING RECREATION OR ACTIVITY

THAT'S PROVIDED FOR THE PUBLIC BENEFIT. THAT MIGHT BE THAT'S RUN BY A CLUB OR NON-PROFIT.THIS IS IN YOUR PACKET. SO JUST TO GIVE YOU A SAMPLE OF ALL OF THE 28 AGREEMENTS THAT WE CURRENTLY HAVE, IT'S QUITE A VARIETY. IT'S A LOT OF FUN. IT'S A SLIDING SCALE, FLAT FEE.
THERE ARE ONLY TWO AGREEMENTS WHERE THE PARK DISTRICT PAYS THE ENTITY.
THEY'RE BOTH AT ARDENWOOD. SO TODAY WE'LL LEARN A LITTLE BIT MORE ABOUT THAT.
SO MOVING OVER TO ARDENWOOD HISTORIC FARM, HERE'S A GRAPHIC OVERVIEW OF THE LAYOUT OF ARDENWOOD AND SPCRR IS LINEAR ASSETS. OF COURSE, THEY HAVE THEIR TRAIN STATION AT THE ENTRANCE.
AND THEN HERE'S ANOTHER VIEW OF IT SHOWING THE MILE AND A HALF OF TRACK.
AND SO THIS IS JUST GIVING YOU A SENSE OF WHERE THE USE AGREEMENT IS WITHIN ARDENWOOD.
SPCRR IS A 501C3 NON-PROFIT. THEY HAVE A STAFF AND A BOARD OF DIRECTORS.
THEY ARE VERY ORGANIZED. LIKE I SAID, IT'S A MILE AND A HALF OF TRACK.
THEY'RE RECREATING THE CENTERVILLE BRANCH OF THE SOUTH PACIFIC COAST RAILROAD.
NICK CORRECTED ME, THE SLIDE SAYS NORTH PACIFIC.
SO AND IT RELATES TO THE INTERPRETIVE THEMES IN ARDENWOOD.
THE VERY BEGINNING OF THIS AGREEMENT WAS WITH A HORSE.
THE OPERATING SCHEDULE FOR THE TRAIN IS APRIL THROUGH MID NOVEMBER.
THIS IS KNOWN AS THE HISTORIC SEASON. THEY ALSO OPERATE ON THURSDAYS, FRIDAYS AND SATURDAYS, WHICH ARE THE HISTORIC DAYS. AND SO THE ARDENWOOD ENTRY FEE IS HIGHER DURING THIS TIME.
AND THE ORIGINAL CONCEPT AT THE INCEPTION OF ARDENWOOD WAS TO CHARGE A HIGHER ENTRY FEE ON THESE HISTORIC DAYS TO FUND THE COST OF SERVICES FOR THE SPCRR TRAIN, AS WELL AS FOR THE PATTERSON HOUSE TOURS PROVIDED BY THE CITY OF FREMONT.
SO IT'S AN ADDITIONAL $2 ON THESE HISTORIC DAYS FOR ENTRY.
AND THE IDEA WAS THAT $1 FOR EACH CONTRACT WOULD FUND THESE AGREEMENTS.
THIS IS JUST SHOWING WHAT THE FEES ARE, THAT IT'S AN ADDITIONAL $2 ON THESE SPECIFIC TIMES OF YEAR.
THE CAR BARN CONSTRUCTION IN 2012. IT'S SHOWN HERE IN THIS PICTURE.
IT'S A VERY IMPRESSIVE STRUCTURE. THAT'S WHERE A LOT OF THE STORAGE HAPPENS AS WELL AS TRAINS.
THEY'VE ALSO UNDERTAKEN A TRACK EXPANSION. AS YOU SAW IN THE EARLIER SLIDE.
THE TRACK HAS TWO STATIONS, ONE AT THE ENTRY AND THEN ONE AT THE DEER PARK AREA.
AND THEN THEY ALSO HAVE A NEW LOCOMOTIVE AS OF LAST YEAR, SHOWN IN THEIR SOCIAL MEDIA POST HERE.
THE RAIL FARE IS A SIGNATURE EVENT PUT ON BY SPCRR.
QUITE A LOT OF ATTENDANCE. AND PART OF THIS AGREEMENT IS THAT 75% OF THE PROCEEDS TAKEN IN FROM THE RAIL FARE ARE PART OF SPCRR PAYMENT. THIS IS SHOWING THAT WE'VE REALLY HAD A LONG-TERM RELATIONSHIP WITH THIS GROUP SINCE THE INITIAL DEVELOPMENT OF ARDENWOOD. GOING BACK TO 1983 WE HAD A FIRST AGREEMENT, A SECOND AGREEMENT THAT WE'RE IN RIGHT NOW GOING BACK TO 2010.
AGAIN, WE REALLY THINK STAFF REALLY APPRECIATES AND THANKS NICK LOEY AND SPCRR IN REALIZING THAT SINCE THIS AGREEMENT HAD GONE BACK TO 2010, THERE WERE A NUMBER OF THINGS WE WANTED TO UPDATE.
SO RATHER THAN DOING THE FINAL FIVE-YEAR EXTENSION THAT HAD BEEN AUTHORIZED, WE'VE BEEN WORKING TOGETHER TO COME UP WITH SOME CHANGES TO KIND OF ALIGN BETTER WITH WHAT THE CURRENT CIRCUMSTANCES ARE. SO A FEW KEY THINGS WE'RE WORKING ON AS PART OF THIS TRANSITION

FOR THIS UPCOMING UP TO THREE YEAR AGREEMENT IS JUST TO BASICALLY ALIGN OUR LANGUAGE TO OTHER CURRENT PARK DISTRICT SPECIAL USE AGREEMENTS.ALSO JUST CLARIFY THE USE AREA WITH AN UPDATED MAP.
OUR OLDER AGREEMENTS DON'T REALLY SOMETIMES HAVE CLEAR BOUNDARIES, WHICH IS THE CASE HERE.
AND SO BOTH PARTIES WOULD LIKE TO UNDERSTAND BETTER.
WHERE STORAGE CAN HAPPEN, WHAT AREAS ARE ON LIMITS, OFF LIMITS.
AND THEN ALSO THE, A BIG CHANGE THAT'S RELATIVELY RECENT IS THAT THE STATE OF CALIFORNIA HAS A PERMANENT AMUSEMENT RIDE UNIT NOW CALLED PAR, AND THEY ARE A REGULATOR AND INSPECTOR OF AMUSEMENT RIDES, INCLUDING THIS ONE. AND SO WE'RE CLARIFYING THAT THE RESPONSIBILITY FOR THE PAR COMPLIANCE IS WITH SPCRR AND THEY'RE RESPONSIBLE FOR THOSE ASSOCIATED COSTS. AND THIS IS JUST HELPING US WITH A CLEAR SPAN OF CONTROL SO THAT THEY CAN FEEL COMFORTABLE THAT THEY HAVE THE AREA TO DO WHAT THEY NEED TO DO TO BE COMPLIANT.
AND THEN AS STAFF, WE KNOW, YOU KNOW WHAT THEIR AREA OF RESPONSIBILITY IS.
AS I MENTIONED, WE ARE DOING THIS ON ONE YEAR INCREMENTS FOR UP TO THREE YEARS.
WE REALLY WANT TO HAVE CONTINUITY OF SERVICE.
WE WANT TO CONTINUE HAVING THIS SERVICE AND ELEMENT AT ARDENWOOD.
WE BOTH HAVE SOME IDEAS ON POSSIBLE TRANSITION TO A DIFFERENT AGREEMENT STRUCTURE IN THE FUTURE, WHERE POSSIBLY WE WOULD LOOK AT HAVING SPCRR, YOU KNOW, DO THEIR OWN TICKET SALES AND BE A LITTLE, YOU KNOW, HAVE A DIFFERENT RELATIONSHIP, BUT THERE'S A LOT TO KIND OF TEASE OUT IN THAT.
SO HERE'S THE SUMMARY OF THE FISCAL IMPACT FOR PAYMENT AND UTILITIES.
IT'S AN 8 MONTH OF ANNUAL SERVICE APRIL THROUGH NOVEMBER.
IT'S A $64,000 OR PROPOSING A $64,000 BASE LICENSE FEE AND THEN $50,000 FOR THE RAIL FARE, WHICH IS 75% OF REVENUE WITH A CAP OF $50,000 AND THEN A $1,000 BUDGET FOR ADDITIONAL SERVICES UPON REQUEST.
THIS USUALLY HAPPENS WHEN IT'S BEEN A VERY BUSY DAY AND PEOPLE HAVE BEEN WAITING IN LINE.
AND MAYBE IT'S THE. THE TRAIN NEEDS TO DO, YOU KNOW, 1 OR 2 MORE RUNS AT THE END OF THE DAY TO YOU KNOW, HELP GET EVERYONE A RIDE WHO HAD BEEN WAITING.
SO THIS IS THE FIRST TIME WE'VE COMBINED ALL THESE SERVICES INTO ONE AGREEMENT.
PREVIOUSLY THEY HAD BEEN PARSED OUT INTO SOME SMALLER AGREEMENTS.
AND SO THE AMOUNT WOULD NOT EXCEED $115,000. AND THE FUNDS ARE ALL BUDGETED IN THE ARDENWOOD INTERPRETATION AND RECREATION BUDGET. JUST OF NOTE, THE PARK DISTRICT ALSO PROVIDES WATER AND GARBAGE SERVICE.
AND THEN THE CAR BARN BUILDING, WHICH YOU SAW IN THE PHOTO IS ON ITS OWN METER.
AND SO SPCRR PAYS FOR THAT. THIS IS TAKING A LITTLE BIT OF A DEEPER DIVE.
SO YOU CAN SEE IN THE SECOND TO LAST COLUMN THAT IN THE PAST WE HAD BEEN REIMBURSING FOR PAR, THAT'S THE STATE AMUSEMENT RIDE REGULATOR. WE'RE NO LONGER GOING TO BE REIMBURSING, BUT WE DID SINCE WE DID HAVE SOME FUNDS BUDGETED FOR THAT, WE USED THAT TO BUMP UP THE MONTHLY BASE FEE FOR THE GROUP AND THEN THE ADDITIONAL AND THEN THE RAIL FARE REVENUE HAS BEEN FOR SEVERAL YEARS NOW, 75% OF THE REVENUE FOR THAT EVENT IS PAID TO SPCRR.
WE JUST NEEDED TO CREATE A CAP FOR PLANNING PURPOSES OF $50,000.
SO AS I MENTIONED A FEW SLIDES AGO, THE ORIGINAL CONCEPT BEHIND THIS AGREEMENT AND ALSO THE CITY OF FREEMAN'S PATTERSON HOUSE, WAS THAT THE ADDITIONAL $2 WOULD FULLY FUND THIS AGREEMENT AND THE PATTERSON HOUSE AGREEMENT.
AND SO WE JUST WANT TO BE TRANSPARENT THAT THAT HASN'T KEPT PACE TODAY.
SO CURRENTLY THE SPCRR PAYMENT IS ABOUT 34% OF IRONWOOD'S TOTAL ANNUAL REVENUE.

WE ARE DOING IT ONE YEAR AT A TIME FOR UP TO THREE YEARS, JUST KIND OF SPECIFIC TO THIS SITUATION.
WHILE WE'RE EXPLORING IT A LITTLE MORE, IT WAS A VERY LONG TERM AGREEMENT THAT HADN'T BEEN AMENDED AND HADN'T REALLY BEEN REFRESHED OVER AMOUNT OF TIME, SO WE DIDN'T FEEL LIKE WE COULD DO ALL THE CHANGES WE WANTED TO DO JUST IN ONE GO.

SO THE REASON WE'RE HERE TODAY IS MORE ABOUT THE LICENSE TO HAVE A SPECIAL USE AGREEMENT AND NOT AS MUCH ABOUT THE MONEY, ALTHOUGH WE NEED AUTHORIZATION FOR THAT ALSO.
I KIND OF WENT THROUGH THAT QUICKLY. YES. SO THE OPTIONS THAT WE WOULD WANT TO EXPLORE OVER THE NEXT 1 TO 3 YEARS WOULD BE, YOU KNOW, THERE MIGHT BE A COMBINATION OF LEVERS THAT WE'RE GOING TO CONSIDER.
ONE WOULD BE OF COURSE, RAISING ENTRY FEES TO ARDENWOOD.
ANOTHER ONE WOULD BE LOOKING AT MOVING TO A MODEL WHERE SPCRR IS NOT RECEIVING A PAYMENT FROM THE DISTRICT, BUT IS MORE AUTHORIZED TO COLLECT THEIR OWN TICKET SALES AND TO TAKE THEIR OWN DONATIONS ON SITE. CURRENTLY, THAT'S NOT ALLOWED BECAUSE THE PARK DISTRICT TAKES IN THE MONEY AT THE ENTRANCE.
AND THEN WE MORE OR LESS, YOU KNOW, PASS THROUGH THAT REVENUE IN A PAYMENT TO SPCRR. SO THOSE ARE SOME OPTIONS. THEY, THEY ARE NOT YOU KNOW, THERE'S NOT LIKE INTUITIVELY JUST LIKE ONE THAT'S REALLY OBVIOUSLY THE RIGHT WAY TO GO. THE PROGRAM REGISTRATION SIDE AND THE CAMPING RESERVATION SIDE.
SO THAT'S HOW WE HAD KIND OF ENDED UP WITH THOSE TWO DIFFERENT SYSTEMS ALL THIS TIME.
AND NOW, OF COURSE, WE ALL KNOW TECHNOLOGY HAS EVOLVED SINCE THEN.
AND SO WE'RE LOOKING TO CONSOLIDATE OUR SYSTEMS SO THAT WE CAN HAVE A BETTER CUSTOMER EXPERIENCE EASIER STREAMLINE FOR STAFF TO JUST HAVE TO LEARN ONE SYSTEM HAVE BETTER REPORTING. SO WE'RE NOT HAVING TO PULL FROM DIFFERENT PLACES AND JUST REDUCE DUPLICATE WORK.
SO AS YOU MAY REMEMBER, WE HAVE BEEN DOING OUR RESERVATIONS NEEDS ASSESSMENT.
WE ENGAGED WITH NEWPORT TECHNICAL CONSULTING.
THEY ARE A CONSULTING FIRM THAT HAS SUPPORTED THESE TYPES OF RESERVATION TECHNOLOGY PROJECTS.
AND FROM MARCH TO JUNE 2025, THEY HELPED US FACILITATE OUR NEEDS ASSESSMENT.
WE HAD FOCUS GROUPS. I THINK IT WAS LIKE 18 TO 20 DIFFERENT FOCUS GROUPS WITH STAFF FROM ALL DIFFERENT AREAS THAT USE THE SYSTEM IN DIFFERENT WAYS. SO IT WAS REALLY COMPREHENSIVE TO UNDERSTAND HOW, YOU KNOW, LIFE.
SO THEN WE TOOK ALL OF THAT INFORMATION ABOUT WHAT WAS WORKING WELL, WHAT WASN'T WORKING? WHAT WE WANT. AND IN SEPTEMBER, WE PUBLISHED A REQUEST FOR PROPOSALS FOR VENDORS.
WE'VE HAD TWO QUESTION AND ANSWER SESSIONS. WE'VE HAD A LOT OF INTEREST.
AND CURRENTLY THE STAGE WE'RE IN IS THAT WE HAVE RECEIVED PROPOSALS AND WE'RE DOING AN EVALUATION.
SO WE WILL HAVE MORE INFORMATION COMING SOON.
TENTATIVELY AS SOON AS MAY TO HOPEFULLY BRING A RECOMMENDATION AND AUTHORIZE AN AGREEMENT WITH A NEW PROVIDER. THIS IS A VERY TENTATIVE HIGH-LEVEL TIMELINE.

WE HAVE 24 FIELD FEE COLLECTION LOCATIONS, 19 PARKING, 7 SWIMMING.
IT'S ABOUT $3 MILLION IN REVENUE A YEAR. AND OUR GOALS IN THIS PROJECT AND KIND OF MANY, WE'VE HAD MANY PILOTS THAT ARE NOW KIND OF ALL COMING TOGETHER IN A LARGER PROJECT ARE TO ALIGN WITH OUR ADOPTED FEE PRINCIPLES, ESPECIALLY AROUND EFFICIENCY AND SIMPLICITY IN COLLECTING FEES. WE'RE ALSO TRYING TO REDUCE OPPORTUNITY FOR THEFT AND ERRORS AND THEN MONITOR CHANGES IN VISITOR EXPERIENCE.

I THINK THESE ARE HOPEFULLY MOSTLY FAMILIAR. THE CASHLESS KIOSK PILOT WAS VERY SUCCESSFUL.
SO WHAT WE HAVE IN PROGRESS RIGHT NOW IS THE ADDITIONAL WE'RE CONTINUING SELF-SERVICE OPTIONS.
AND IN 2026, OUR PLAN IS TO LAUNCH SIX ADDITIONAL CASHLESS SITES.
AND I'M GOING TO READ THEM. THEY'RE ARDENWOOD, COAL CANYON, DON CASTRO, DIABLO FOOTHILLS, TEMESCAL AND LAKE CHABOT. AND THEY WERE STILL TENTATIVE AT THE TIME.

OVER THE COURSE OF 2025, WE REALLY DID A FEE COLLECTION DATA REVIEW WHERE WE'RE LOOKING, TRYING TO TIE ALL THESE DIFFERENT PILOTS AND DATA SETS TOGETHER. WHAT IS THE REVENUE? WHAT ARE OUR VISITATION NUMBERS? WHAT'S OUR COST RECOVERY BY SITE? THERE'S SOME SITES WHERE IT MIGHT, IT LOOKS LIKE IT'S COSTING US MORE TO COLLECT A FEE THAN WE'RE BRINGING IN.
KIND OF SIMILAR TO HOW DEL VALLE AND SHADOW CLIFFS DON'T CHARGE AN ADDITIONAL FEE FOR SWIMMING.
SO WE LOOKED AT PARKING LOTS AND WE HAVE NOW A TOOL WHERE WE'RE ABLE TO SAY, OKAY, IF WE CHANGE THIS, WHAT HAPPENS? SO I THINK WE'RE IN A GOOD POSITION TO CONTINUE TO MAKE MORE DATA INFORMED DECISIONS.

YEAH? MAY 16TH, 2026. AND SO WE ARE WORKING TO HAVE A MONETARY SPONSORSHIP WITH THE NISEI GROUP SO THAT THEY CAN ACTUALLY HAVE CHAIRS DELIVERED AND ALSO HAVE A PODIUM.
SO THERE'S NOT SO MUCH A LABOR DEMAND ON OUR PARK OPERATIONS GROUP.
AND THEN THE SECOND ANNOUNCEMENT IS THAT WE ACTUALLY HAVE THE SPECIAL OLYMPICS COMING TO CROWN BEACH FOR THE POLAR PLUNGE, AND THAT'S HAPPENING ON MARCH 21ST.
AND SO THIS IS OUR SECOND YEAR HOSTING THE SPECIAL OLYMPICS.

ALAMEDA FIRE WILL HAVE A RESCUE BOAT OUT ON THE WATER.
