CONCESSIONS ARE PRIVATELY OPERATED PUBLICLY OWNED FACILITIES GENERALLY AND THE MODEL IS THAT THEIR PAYMENT IS BASED ON A PERCENTAGE OF THEIR GROSS REVENUE, SO THE CONCESSIONAIRE SUCCESS IS OUR SUCCESS AND THAT WE HAVE ALIGNED INCENTIVES. GENERALLY, THOSE CONCESSIONAIRES ARE SELECTED THROUGH REQUEST FOR PROPOSAL PROCESS. JUST AS A REMINDER, THEY ARE DIFFERENT FROM SPECIAL USE AGREEMENTS, WHICH WE ALSO BRING BEFORE BOARD OPERATIONS COMMITTEE. THOSE ARE GENERALLY THE CLUBS AND NON-PROFIT ORGANIZATIONS. BOTH THE CONCESSIONAIRES AND SPECIAL USE COMMITTEES ARE PART OF THE SCOPE OF THE BOARD OPERATIONS COMMITTEE IN THE BOARD OPERATING GUIDELINES. AS SUCH, WE BRING THEM FORWARD FOR REVIEW. ONE OF THE THINGS THAT DENIS DESIGNED, AND IMPLEMENTED, [00:15:03] AND WE MANDATED BUT WITH THIS CLIENT WAS THAT THEY HAD TO HAVE A TIMED TICKETING LOGISTIC TO PLAN AND SUPPORT CONTROLLED ENTRY, ON SITE MOVEMENT, AND STAFFING COORDINATION, AND IT WORKED REALLY WELL FOR US THIS YEAR. IT'S STILL IN DEVELOPMENT, AND WE WILL HAVE MARCHE AGAIN IN 2026 TO PRACTICE WITH. FOR OUR REALLY BIG EVENTS, 2,000 OR MORE, WE DO MANDATE RIDE SHARE ONLY FOR SOME OF THEM DEPENDING IF THEY SHUTTLE PEOPLE IN, BUT WE MANDATE A RIDE SHARE ONLY MODEL. BUT TIFFANY COULD POTENTIALLY SPEAK TO WHAT WERE SOME OF THE INTENTIONAL PLANS THAT MAY STILL BE IN CONVERSATION? >> BECAUSE AS A PERSON WHO'S ATTENDED MANY EVENTS THERE, AND THESE ARE EVENTS THAT ARE MORE GALAS. THE ISSUES I'VE ENCOUNTERED IS JUST AS FAR AS THE TIMING OF THE FOOD, WHICH LED ME TO THINK THERE WASN'T A COMMERCIAL KITCHEN OR SOME TYPE OF SETUP THERE. SOMETIMES THE TIMING CAN BE LATE AND DELAYED. THEN ALSO, IF THE MAKING OF COFFEE, AS FAR AS WHEN DIFFERENT GROUPS HAVE HAD EVENTS THERE, MAYBE I FELT LIKE THERE MIGHT NOT HAVE BEEN AS FAR AS THE VENDORS AS PREPARED, AS FAR AS THIS ISN'T NECESSARILY ON OUR SITE SIDE. I'VE SEEN OVER TIME JUST THE DELAYS IN FOOD. SOMETIMES, HEATING AND THE TEMPO OF THE BUILDING. BUT WE ARE GOING TO BE MOVING TO A PREFERRED VENDOR MODEL IN 2026, WHERE WE WILL HAVE A VERY DIVERSE GROUP OF VENDORS WHO ARE WELL VERSED IN THE BRIDGE YARD AND HER NUANCES, AND LIMITATIONS FOR FIRE, AND FOR HEAT AND RULES AROUND FIRE, AND COOKING AND WHO HAVE HAD THE OPPORTUNITY TO WORK NUMEROUS TIMES IN THE BUILDING, SO THAT THEY'VE FIGURED OUT HOW TO KEEP IT HOT AND MAKE IT HOT AND SERVE IT HOT, ETC. WE KNOW THAT WE HAVE A NUMBER OF ANTICIPATED OUTCOMES WITH THIS. IT'LL BE UPDATED PROTOCOLS, ARTICULATED PROTOCOLS IN SOME CASES, NEW STAFF TRAININGS, WE THINK ARE GOING TO COME OUT OF THIS, PERHAPS TRAININGS FOR VOLUNTEERS AS WELL, AND UPDATED GOALS FOR JESSICA. I WANT TO TAKE A STEP BACK AND TALK ABOUT STAFFING FOR VOLUNTEERS. WE STAFF VOLUNTEER WORK IN A VARIETY OF WAYS HERE AT THE DISTRICT. WE HAVE DEDICATED STAFF AS WELL AS STAFF FROM OTHER WORK GROUPS. JESSICA IS OUR VOLUNTEER PROGRAM SUPERVISOR. SHE HAS TWO DEDICATED RECREATION ASSISTANTS, CAMERON CELESTIA AND NATALIE HERTADO, AS WELL AS DARIA SCHWARTZ CHILD, WHO IS OUR SENIOR ADMIN SPECIALIST. IN ADDITION, PUBLIC SAFETY HAS A VOLUNTEER COORDINATOR. THESE ARE OUR DEDICATED STAFF. THESE FULL TIME STAFF ARE INVOLVED IN VERY DETAILED DAY TO DAY LOGISTICS IN ADDITION TO THE HIGH LEVEL STRATEGIC PLANNING FOR VOLUNTEER PROGRAMS. ONE EXAMPLE IS OUR RECREATION ASSISTANTS, PARTICULARLY, HAVE SUPPORTED 76 DIFFERENT PROJECTS THIS YEAR THROUGHOUT THE DISTRICT QUITE A BIT. IN ADDITION TO VERY DEDICATED STAFF, WE ALSO HAVE STAFF SUCH AS OUR DOCENT COORDINATORS. THESE ARE GENERALLY NATURALISTS AT OUR VISITOR CENTERS, AND THEY RECEIVE A 6% PAY PREMIUM SO THAT THEY CAN SPEND UP TO 50% OF THEIR TIME COORDINATING OUR DOCENTS THAT ARE WORK OUT OF OUR VISITOR CENTERS. IN ADDITION, FOLKS LIKE RANGERS CAN GET ACTING PAY IF THEY'RE RUNNING AN EVENT THAT DAY. WE HAVE RANGERS, WE HAVE NATURALISTS, WE HAVE DEDICATED STAFF, BUT THAT'S NOT ALL. THIS INCLUDES SPECIALIZED VOLUNTEERS, WHICH I'M GOING TO TALK ABOUT IN A MINUTE AT COMMUNITY VOLUNTEERS. COMMUNITY VOLUNTEERS ARE PEOPLE THAT ARE NOT SPECIALIZED, BUT THEY ARE IN OUR DATABASE. FOLKS LIKE MY SON THAT ARE GOING TO SHOW UP TO CLEAN UPS ONCE OR TWICE A YEAR, HAVE A GREAT DAY AND THEN BE ON THEIR WAY. THEY USE BURLAP TO HELP WITH EROSION CONTROL AND PLANTED AND MAINTAINED NEW NATIVE PLANTS TO HELP STABILIZE THE HILL SLOPE AND RETURN THE AREA TO A MORE NATIVE FOCUSED HABITAT. THEY WORK PRIMARILY WITH PARK RANGER JULIA HERNEZ WITH STRONG COLLABORATION FROM STEWARDSHIP. THIS IS ONE OF OUR SCOUT TROOPS, AND THIS IS A PICTURE OF A BROOM POLE THEY DID AT SIBLEY. WE PARTNER WITH GROUPS LIKE SCOUTS WHO ARE LOOKING FOR SPECIALIZED CURATED PROJECTS FOR THEIR GROUP AND THEY CAN SUBMIT A SERVICE PROPOSAL. WE THEN WORK WITH PARK STAFF TO TRY TO GET THEM THE PROJECT THEY ARE INTERESTED IN, AS WELL AS A PROJECT THAT MEETS THE NEEDS OF OUR PARKS AND IS APPROVED BY STEWARDSHIP. THIS YEAR, WE HAD NINE OF THESE TYPES OF PROGRAMS COMPLETED WITH 980 VOLUNTEERS THAT CONTRIBUTED 3,000 HOURS OF SERVICE. NOW ON TO OUR SPECIALIZED VOLUNTEERS, SPECIALIZED VOLUNTEERS, WELL, THEY'RE SPECIAL. THEY ARE SPECIAL BECAUSE THEY'VE ATTENDED TRAINING AND THEY'RE PLACED INTO THE PROGRAMS WHERE THEY CONTRIBUTE. THIS INCLUDES AMBASSADORS WHO ARE FOLKS OUT IN THE COMMUNITY DOING TABLEING, ARCHIVE SPECIALISTS THAT WORK WITH BRENDA, DOCS THAT I MENTIONED EARLIER THAT WORK OUT OF THE VISITOR CENTERS, FARM VOLUNTEERS, VOLUNTEERS AT THE TILDEN BOTANIC GARDEN. OUR VOLUNTEER TRAIL SAFETY PATROL, [00:45:02] AND THIS IS FIVE DIFFERENT PROGRAMS WITHIN A PROGRAM, THE MOUNTED PATROL, THE CANINE PATROL, HIKING, PATROL, BIKING PATROL, AND SEARCH AND RESCUE, AS WELL AS OUR WILDLIFE INSIGHTS VOLUNTEERS, AND THESE ARE VOLUNTEERS THAT GO THROUGH WILDLIFE CAMERA PHOTOS AND HELP IDENTIFY WHAT ANIMALS ARE IN OUR PARKS. BUT SOUTH PARK DRIVE IS A TWO-LANE ROAD, WHICH THE PARK DISTRICT MAINTAINS. IT IS THE MAIN ACCESS ROUTE THROUGH THE SOUTHERN PORTION OF TILDEN PARK. IT'S ABOUT A HALF A MILE LONG, AND IT HAS MANY PARK ATTRACTIONS ON IT, WHICH INCLUDE EIGHT PICNIC AREAS, TWO TRAILHEADS, AND THE GILLESPIE GROUP CAMP, A VERY POPULAR GROUP CAMP IN TILDEN. IT ALSO CARRIES THROUGH TRAFFIC, WHICH GOES ACROSS THE PARK, TO THE BOTANIC GARDEN, TO THE STEAM TRAINS, BRAZILIAN ROOM, AND OTHER LOCATIONS. OBVIOUSLY, VERY IMPORTANT TRAVEL CORRIDOR FOR US. IT ALSO CARRIES PARK DISTRICT MAINTENANCE VEHICLES AND EMERGENCY ACCESS VEHICLES THROUGHOUT THE PARK. OUR DAILY PARK PATROLS HAVE BEEN MAKING OBSERVATIONS ABOUT HOW THE ROAD IS USED. IN 2022, THEY IDENTIFIED THAT IT WASN'T NECESSARILY BEING USED AS WE ORIGINALLY ENVISIONED IT. WHAT WE WERE SEEING WAS THAT SOUTH PARK DRIVE WAS INCREASINGLY BEING USED AS A COMMUTE ROUTE FOR PEOPLE WHO WERE TRYING TO TRAVEL BETWEEN ORINDA AND BERKELEY AREAS AND TRYING TO AVOID HIGHWAY 24 AND THE CALDECOTT TUNNEL, UNDERSTANDABLE, BUT IT ADDED MORE TRAFFIC TO THE ROAD. IT'S ALSO BEING USED AS A PAVED TRAIL. YOU CAN SEE SOME PICTURES OF PEOPLE WHO ARE OUT USING IT NOT ONLY FOR DRIVING, BUT PEDESTRIANS GETTING TO THEIR TRAILHEADS AND CYCLISTS. WE PARTICULARLY SAW THIS HIGHLIGHTED DURING THE PANDEMIC WHEN THE ROAD WAS CLOSED FOR LONG PERIODS OF TIME, AND ALSO ANNUALLY, WE SEE IT DURING THE SEASONAL ROAD CLOSURES FOR THE NEWT MIGRATION. THEN FINALLY, WHAT WE NOTICED WAS THAT DUE TO THE FACT THAT THERE ARE STEEP GRADES ON SOUTH PARK DRIVE, AND IT'S A RELATIVELY REMOTE LOCATION, THAT ENCOURAGES PEOPLE TO JUST GO A LITTLE BIT FASTER THAN THEY SHOULD. WE DECIDED WE SHOULD SEEK SOME PROFESSIONAL ADVICE ON HOW TO PROPERLY EVALUATE THE ROAD, AND TO TAKE AN APPROACH SIMILAR TO WHAT WE DO WITH OUR OTHER SAFETY ISSUES ON OUR TRAILS, WHICH WOULD BE ASKING WHAT PRACTICAL STEPS CAN WE TAKE AS A PARK STAFF TO REDUCE POTENTIAL HAZARDS, AND HOW CAN WE RAISE AWARENESS AMONG OUR ROAD USERS TO SHARE THE ROAD AND USE IT SAFELY. IN 2022, THE PARK DISTRICT HIRED A TRAFFIC CONSULTANT, [01:15:01] FEHR & PEERS, AND WE ASKED THEM TO STUDY THE ROAD FOR US AND OFFER SUGGESTIONS. THEY LOOKED AT THE EXISTING CONDITIONS ON THE ROAD TO START WITH AND THE FACTORS THAT WERE AFFECTING IT. WHAT THEY IDENTIFIED FOR US WAS WHAT WE SHOULD BE WORKING ON, WOULD BE FIRST OF ALL, THERE'S A HEAVY TREE CANOPY ON SOUTH PARK DRIVE, WHICH IS WELL ILLUSTRATED IN THIS PICTURE ON THE TOP LEFT. ALSO, IT'S CURVY, WHICH MEANS THAT WITH THE HEAVY TREE COVER IN THE CURVES, IT'S HARDER TO SEE ONCOMING TRAFFIC. THE ROAD STRIPING LINES HAD BECOME OLD AND WERE FADING. SOME OF OUR SIGNS WERE INSTALLED LONG AGO AND THEY AREN'T UP TO MODERN SCIENCE STANDARDS. FEHR & PEERS TOOK MEASUREMENTS ALONG THE ROAD TO EVALUATE IT. THIS IS AN ILLUSTRATION OF ONE OF THEM FIGURES IN THE REPORT, WHICH WERE REALLY HELPFUL IN SEEING WHERE THE ISSUES WERE. THEY GATHERED DATA ON THE STEEPNESS OF THE ROAD, THE RADIUS OF THE CURVES OR ROAD SIGNS, AND THEY OBSERVED SPEEDS ON THE ROAD, AND WHICH CONFIRMED OUR OBSERVATIONS. THEY DISCOVERED THAT 73% OF THE DRIVERS DURING THEIR STUDY WERE EXCEEDING THE POSTED 25 MILE PER HOUR SPEED LIMIT. SEVENTY THREE PERCENT OF THE DRIVERS WERE GOING FASTER THAN THEY SHOULD, AND THAT INCLUDE BICYCLES, WHICH WERE GOING OVER 30 MILES PER HOUR. THAT WAS INTERESTING PIECE OF INFORMATION TO FIND OUT. ANOTHER IMPORTANT PIECE OF INFORMATION WAS THAT THE STEEPNESS OF THE ROAD IS GOING TO LIMIT WHAT WE CAN DO ON THE ROAD. FOR EXAMPLE, SPEED BUMPS CAN'T BE USED BECAUSE A LARGE PROPORTION OF THIS ROAD IS OVER 8% GRADE. YOU CAN'T PUT IN SPEED BUMPS DUE TO THE SAFETY HAZARD. WHAT WE DID DO WAS WE ASKED FEHR & PEERS, AS I SAID, FOR RECOMMENDATIONS, WHAT CAN WE BE DOING HERE? BASED ON THEIR RECOMMENDATIONS, WE MADE A ONE-TIME BUDGET REQUEST FOR $20,000 TO BE APPROPRIATED INTO OUR PARK OPERATING BUDGET, AND THAT WAS IN 2024. AGAIN, THANK YOU FOR THAT. THE TILDEN PARK STAFF WAS ABLE TO PUT SEVERAL SAFETY MEASURES IN PLACE WHILE THE ROAD WAS CLOSED BETWEEN NOVEMBER OF 2024 AND THIS APRIL OF 2025. WHAT YOU'LL SEE, IF YOU GO OUT THERE NOW, YOU'LL SEE TWO-RADAR SPEED FEEDBACK SIGNS, WHICH ARE THOSE SIGNS THAT WILL TELL YOU HOW FAST YOU'RE GOING AND REMIND YOU YOU'RE GOING FASTER THAN YOU SHOULD. WE WERE ABLE TO GET NEW SIGNS AND STRIPING ON THE ROAD. THE TREES AND THE BRUSH WERE CUT BACK. THIS WAS ACTUALLY WORKED REALLY WELL BECAUSE THE FIRE DEPARTMENT WAS DOING FIELD MANAGEMENT WORK UNTIL AT THE SAME TIME, AND SO WE WERE REALLY ABLE TO WORK TOGETHER ON BRINGING THE VEGETATION BACK AND OPENING UP THE ROAD. YOU CAN SEE A LOT BETTER ALONG THE ROAD NOW. WE WILL CONTINUE TO MONITOR HOW TRAFFIC IS USING THE ROAD IN THE FUTURE. WE DO MONTHLY MEETINGS WITH OUR PUBLIC SAFETY STAFF AND TO CHECK IN AND SHARE THE INFORMATION AND OBSERVATIONS WE'RE HAVING. >> SECONDLY, THE SECOND PROJECT I WANTED TO HIGHLIGHT TODAY IS THAT WILDCAT CANYON PARK. THIS IS A PHOTO ON THE BOTTOM LEFT THERE IS THE INTERSECTION OF SAN PABLO DAM ROAD AND CLARK ROAD. THIS IS IN THE EL SIBRONTO AREA, SO IN THE NORTHEAST CORNER OF WILDCAT CANYON PARK. CLARK ROAD IS THE ACCESS ROAD TO GET FROM SAN PABLO DAM ROAD, WHICH IS AT THE TOP OF THE MAP ON THE SCREEN HERE DOWN TO THE CLARK BOAZ TRAILHEAD, WHICH IS A SMALL FIVE-CAR PARKING LOT, IN THE MIDDLE OF THE SCREEN THERE. THEN FROM THAT POINT ON, IN ORDER TO GET INTO WILDCAT CANYON PARK, THERE'S A TRAIL EASEMENT CALLED THE CLARK BOAZ TRAIL, AND THAT CONNECTS YOU INTO WILDCAT CANYON PARK. NOW, OF COURSE, SAN PABLO DAM ROAD IS A MAJOR THOROUGHFARE IN THIS PART OF THE CONTRA COSTA COUNTY, AND IT'S WELL MAINTAINED BY THE COUNTY FOR THAT REASON. THEN THE EASTERN PORTION OF CLARK ROAD, WHICH IS VISIBLE AT THE TOP SIDE OF YOUR SCREEN, IS SIMILARLY OWNED AND MAINTAINED BY CONTRA COSTA COUNTY. HOWEVER, FOR THE PARK OF CLARK ROAD WEST OF FABLE COURT, WHICH LEADS UP TO OUR TRAILHEAD, THE COUNTY OWNERSHIP ENDED, AND THERE WAS NO JURISDICTION THAT HAD ANY RESPONSIBILITY FOR THE MAINTENANCE. THAT IS WHERE THESE CONDITIONS CAME FROM BECAUSE THERE WAS A 900-FOOT SECTION OF THE ROAD THAT HAD SEVERE PAVEMENT DETERIORATION. AS YOU CAN SEE IN THE PICTURE HERE, LARGE POTHOLES AND DRAINAGE PROBLEMS. OUR LAND DEPARTMENT RESEARCH THE OWNERSHIP AND THEY DISCOVERED THAT, [01:20:01] AS I SAID, WEST OF FABLE COURT, THE ROAD WAS NOT IN ANY CITY OR COUNTY'S JURISDICTION AND IT WASN'T PART DISTRICTS RESPONSIBILITY, EITHER. IT HAD WHAT WE FOUND OUT WAS THAT WHEN ELSA BRANE WAS BEING DEVELOPED, SEVERAL DECADES AGO, THE CITY OF RICHMOND GRANTED THE ROAD TO CONTRA COSTA COUNTY, BUT THEY HAD NEVER ACCEPTED IT. THUS HAD FALLEN INTO AN AREA WHERE NOBODY HAD THAT RESPONSIBILITY. WE KNEW THAT CLARK ROAD WAS IMPORTANT TO US IN THE PARK DISTRICT. IT'S ALSO IMPORTANT TO SEVERAL NEIGHBORS THAT HAVE PROPERTY IN THE AREA AS WELL AS THE EAST BAY WALDORF SCHOOL. THE COUNTY PULLED TOGETHER A GROUP TO TRY TO FIGURE OUT WHAT COULD BE DONE. THEY CALLED SEVERAL MEETINGS BETWEEN 2020-2023. WE HAD DISCUSSED ABOUT WHAT COULD WE DO TO DEAL WITH THE ISSUES? AS I MENTIONED, THE LARGE POTHOLES, DRAINAGE ISSUES, AND THEN REPAVING THE TRAIL OR THE ROAD. CONTRA COSTA COUNTY PROPOSED THAT THEY COULD TAKE THIS ON AS PART OF THEIR ANNUAL PAVING PROJECT IN 2025, BUT THEY WOULD WANT THE PARK DISTRICT'S COOPERATION WITH CONTRIBUTING FUNDS. IN DECEMBER 24, 2024, YOUR BOARD APPROVED A CONTRIBUTION OF $113,000, WHICH AMOUNTED TO ROUGHLY ONE THIRD OF THE TOTAL COST TO THE PROJECT SO THAT WE COULD ENSURE THAT WE WOULD CONTINUE TO HAVE GOOD ACCESS INTO THE PARK FOR EMERGENCY VEHICLES IN THE PUBLIC. THE COUNTY WOULD PAY FOR THE OTHER 1/3 OF THE PROJECT, AND THEY INDICATED THAT ONCE THAT WAS DONE, THE ROAD WOULD BE IN A CONDITION THAT THEY COULD TAKE IT ON AND TAKE CARE OF THE FUTURE MAINTENANCE IN PERPETUITY. A GOOD RESULT FOR ALL OF US. THAT WORK WAS COMPLETED THIS SUMMER, AND THE COUNTY HAS NOW ADDED THE ROAD SECTION ONTO THEIR ROAD INVENTORY. THIS IS WHAT YOU SEE NOW OUT AT CLARK ROAD. THE DRAINAGE ON THE ROAD HAS BEEN IMPROVED. THE EDGE THEY'VE ACTUALLY ADDED SOME ASPHALT CURB, AND THEY'VE REPLACED THE PAVEMENT, SURFACE HAS BEEN TOTALLY REPAVED, AND THE POT HOLES HAVE BEEN REPAIRED. THAT IS A QUICK OVERVIEW OF SOME THINGS WE'RE DOING IN UNIT 5. DO WE EVER BUILD THAT IN SPECIFICALLY AT LAKE CHABOT? WE SAY YOU NEED TO HAVE A COOK ON STAFF IN CERTAIN HOURS DURING THE DAY, TRADITIONALLY.
