THE FIRST ONE IS THE RECOMMENDATION TO AWARD AND EXECUTE A POOL USE LICENSED WITH MONTCLAIR SWIM TEAM ASSOCIATION AT ROBERTS REGIONAL RECREATION AREA.

MY NAME IS TIFFANY MARGOT LEASEE, BUSINESS SERVICES MANAGER.

I'M EXCITED FOR TODAY'S COMMITTEE MEETING.

WE HAVE SOME GROUPS.

THIS ITEM AS WELL AS THE ITEM AFTER IT.

GROUPS THAT WORK IN OUR COMMUNITY TO KEEP YOUTH VERY ACTIVE, ACTIVE RECREATION AND OUR PARKS, WHICH IS ONE OF MY THINGS I GET VERY EXCITED ABOUT.

I WILL BE PRESENTING THE ROBERTS POOL USE LICENSE APPROVAL RECOMMENDATION.

BEFORE WE LAUNCH INTO THE FORMAL PRESENTATION, I WANTED TO JUST RECALL IF YOU WERE AT THE BOARD SITE VISIT.

I THINK IT WAS IN IT WAS TRYING TO REMEMBER IN SEPTEMBER WAS A BEAUTIFUL DAY.

WE WALKED OR DROVE FROM THE RED WOOD BOWL AREA, ROBERTS, OVER TO THE POOL.

WE GOT TO LOOK OUT AT THE NEW COMPLEX, A VERY SANDY AND EVERYONE I THINK WISHED THEY WERE IN THE POOL.

I WANTED TO RECALL BACK TO THAT VISIT BECAUSE AS WE SHARED AT THE BOARD SITE VISIT, LIFEGUARD SERVICES AND BUSINESS SERVICES, ALONG WITH PARK OPERATIONS AND THE OFFICE OF EQUITY, HAVE TEAMED UP ON SOME ONGOING CONVERSATIONS ABOUT HOW WE CAN REALLY A PROGRAM AND MAXIMIZE USE AT ROBERTS.

THE FORMAL PRESENTATION TODAY IS A BIT MORE FOCUSED ON THE SPECIFIC APPROVAL OF THE LICENSE WITH MONTCLAIR SWIM TEAM, BUT THERE'LL BE ELEMENTS THAT I WANT TO SHARE THAT ARE MORE ABOUT WHERE WE'VE COME FROM, WHERE WE ARE AT, AND WHERE WE'RE GOING WITH HOW TO CONTINUE TO REALLY FULLY HAVE THIS AMAZING RESOURCE UTILIZED AND PROGRAMMED BY MANY GROUPS.

I JUST WANTED TO SAY THAT AS A PREAMBLE.

THIS IS THE SPECIFIC RECOMMENDATION WILL BE SEEKING TODAY, WHICH IS THAT THE BOARD OPERATIONS COMMITTEE WOULD RECOMMEND TO THE FULL BOARD THE AUTHORIZATION TO HAVE A POOL USE LICENSE WITH THE MONTCLAIR SWIM TEAM ASSOCIATION FOR A TERM OF ONE YEAR, WE WOULD HAVE THE OPPORTUNITY FOR TWO ADDITIONAL ONE-YEAR LICENSES AND THEY WOULD BE OPERATING THE POOL OR NOT OPERATING THE POOL, UTILIZING ROBERTS POOL FOR THEIR TRAINING AND PROGRAMMING.

I LIKE TO TAKE US THROUGH A STRUCTURED OVERVIEW OF THESE TYPES OF LICENSES OR USE AGREEMENTS.

TALK ABOUT THE LOCATION, THE BACKGROUND,

WHAT WE DID IN TERMS OF REQUESTS FOR PROPOSALS, THE FEES AND REVENUE, AND THEN I'LL RECAP THE STAFF RECOMMENDATION.

I ALSO WANT TO INTRODUCE.

WE HAVE SUSANNE RUBLEIN, WHO IS THE MONTCLAIR SWIM TEAM PRESIDENT TODAY, AND I'LL BE WELCOMING HER AFTER MY PRESENTATION TO SAY A FEW WORDS.AS I MENTIONED, THIS IS AT ROBERTS REGIONAL RECREATION AREAS IN THE OAKLAND HILLS.

THE THE POOL WAS BUILT IN 1967 AND IT WAS AT THE END OF ITS SERVICE LIFE.

THE POOL, AS WE LOOKED AT AT THE BOARD SITE VISIT WAS COMPLETELY RENOVATED.

IT WAS THE GOAL WAS TO EXPAND AND UPGRADE POOL AND IT'S ACCESSED.

NOW IT HAS SIX COMPETITION LANES TO COOL DOWN LANES.

IT OPENED IN APRIL 2024.

IT HAS BEEN AND WILL CONTINUE TO BE THE POOL USE HAS BEEN A COMBINATION OF PARK DISTRICT PROGRAMMING AND THEN SPECIAL USE AGREEMENTS OR LICENSES, DEPENDING ON THE SEASON.

WE'RE THROWING IN SOME PICTURES HERE SHOWING OUR MIX OF PROGRAMMING.

PART OF WHAT WE INTENDED TO DO AS STAFF IN RECOGNIZING THAT WE HAD A NEW POOL WAS TO SAY LIKE, LET'S TAKE A STEP BACK AND REALLY THINK ABOUT WHAT ARE OUR INNER DEPARTMENTAL GOALS FOR SERVING THE PUBLIC WITH THIS POOL.

WE SET SOME OPERATIONAL GOALS AND WE SET SOME USAGE GOALS.

THOSE ARE BOTH IN THE STAFF REPORT.

HERE ON THE SLIDE FOR THE OPERATIONAL GOALS AND THE RECOMMENDATION FOR THE MONTCLAIR SWIM TEAM POOL LICENSE IS IN LINE WITH ALL OF THESE GOALS.

WE'LL ALSO CONTINUE TO STRIVE TO MEET FULLY REALIZED ALL OF THESE GOALS IN OTHER IN OTHER POOL USE AS WELL.

I WON'T READ THEM, BUT THEY'RE HERE AND I WILL HIGHLIGHT A LITTLE BIT MORE THE USAGE GOALS, WHICH IS WE TOOK THESE TO TRANSLATE THESE INTO THE REQUESTS FOR PROPOSALS TO HAVE AN OPEN SOLICITATION.

OUR GOALS HERE THAT THE POOL EXPERIENCE BE ACCESSIBLE, SAFE, AND WELCOMING NO MATTER WHAT TIME OR WHAT METHOD YOU'RE USING THE POOL AND POOL USE WILL BE FOR DIFFERENT ABILITIES.

ONE OF OUR GOALS AS A REGIONAL AGENCY IS TO HAVE POOL USE THAT CAN SUPPORT WATER SAFETY AND WATER LEARNINGS TO HELP SUPPORT OUR DIFFERENT OPEN WATER SWIMMING AND LAKES.

FOSTERING HEALTH AND WELLNESS, DOING WHAT WE CAN TO IMPROVE ACCESS FOR UNDERREPRESENTED COMMUNITIES, FOR AQUATIC EXPERIENCES.

THEN PROVIDE, LIKE I SAID, A LIFETIME OF WATER SAFETY SKILLS.

WE HAD NOT DONE THIS IN THE PAST, BUT AS, AS ONCE WE HAD SET THE GOALS, WE WANTED TO SHARE THE GOALS AND JUST BE OPEN AND TRANSPARENT AND PUT OUT A REQUEST FOR PROPOSALS TO THE COMMUNITY.

THE REQUESTS FOR PROPOSALS, THIS IS THE FIRST TIME WE HAD DONE THIS FOR THIS TYPE OF USE.

WE HIGHLIGHTED WHAT WE WERE LOOKING FOR ARE ALSO EXPLAINED WHAT THE WHAT THE LOGISTICAL REQUIREMENTS WOULD BE, WHAT THE INSURANCE IS THAT THEY WOULD NEED TO BE OPENING AND CLOSING THE FACILITY.

WE ASK THAT THEY BRING THEIR OWN LIFEGUARDS, THEIR OWN SAFETY PLAN BECAUSE THIS IS HAPPENING OUTSIDE OF OUR LIFEGUARD SERVICES STAFFING SEASON.

WE DID ALL OUR RFP THINGS.

WE PUT IT ON OUR WEBSITE, WE PUT ON OUR SOCIAL MEDIA CHANNELS, WE DIRECT MAIL.

WE USE LIFEGUARD SERVICES.

THEY HAVE A LOT OF CONTACTS WITHIN THIS SPACE AND THEY SHARED IT WITHIN THEIR NETWORKS.

WE HAD AN INFORMATIONAL MEETING TO ANSWER QUESTIONS WE HAD FOR INTERESTED ENTITIES, AND WE RECEIVED ONE PROPOSAL.

AGAIN, THIS IS JUST THE STEPS TO SHOW YOU THE LENGTH OF TIME IT WAS OPEN.

THAT WE DID EXTEND THE DEADLINE ONCE IN ORDER TO GIVE PEOPLE ADDITIONAL TIME TO KNOW ABOUT IT AND ALSO RESPOND.

FOR THE PROPOSAL WE RECEIVED, WHICH IS THE MONTCLAIR SWIM TEAM ASSOCIATION.

THEY HAVE BEEN UTILIZING ROBERTS POOLS SINCE 2006.

TT'S BEEN A VERY LONG TERM RELATIONSHIP OVER SUCCESSIVE SPECIAL USE AGREEMENTS, WHICH I LISTED OUT IN THE STAFF REPORT.

MONTCLAIR SWIM TEAM, THEY ARE A NON-PROFIT AND THEY ARE NAMED MONTCLAIR SWIM TEAM, BUT THEY ARE OPEN.

THEY DON'T HAVE ANY GEOGRAPHICAL RESTRICTIONS.

THEY ARE OPEN TO MEMBERS FROM ALL OVER OAKLAND AND THEY ALSO PRACTICED IN ARENAS.

I THINK THEY HAVE A FAIRLY BROAD GEOGRAPHICAL REACH.

THEY USUALLY HAVE ABOUT 50 YOUTH.

THERE ARE MANY DIFFERENT KINDS OF SOME TEAMS OUT THERE.

I THINK ONE THING SUZANNE HAS SHARED WITH ME AND WE SAW IN THEIR PROPOSAL IS MONTCLAIR SWIM TEAM IS REALLY FOCUSED ON MOTIVATING KIDS TO LEARN AND LOVE TO SWIM, SO THEY DO COMPETITIONS.

BUT MY UNDERSTANDING IS THE COMPETITION IS NOT THE NECESSARILY HIGHEST EMPHASIS.

IT'S MORE LIKE, LET'S HAVE FUN, LET'S PRACTICE TOGETHER AND HOPEFULLY DEVELOP A LIFELONG LOVE OF SWIMMING.

AS I MENTIONED EARLIER, THE PROPOSAL DOES ALIGN WITH THE POOL USE AND OPERATIONAL GOALS THAT ARE INTERDEPARTMENTAL TEAM WITH THE OFFICE OF EQUITY MARKUPS AND LIFEGUARD SERVICES HAD DEVELOPED.

IN TERMS OF REVENUE, WE ARE LOOKING AT A SLIGHTLY TIERED FEES STRUCTURE OVER THE NEXT THREE YEARS.

MONTCLAIR SWIM TEAM TYPICALLY USES ABOUT 650 HOURS A YEAR AND HAD HAD A SIMILAR RATE FOR MANY YEARS.

WE'RE LOOKING TO DO A GRADUAL INCREASE.

WE DID DO SOME MARKET COMPARISONS TO OTHER SIMILAR TYPES OF SERVICES.

IT IS A LITTLE CHALLENGING TO FIND, OF COURSE, APPLES TO APPLES BECAUSE WHEN YOU LOOK, IF YOU WERE TO DO SOME QUICK GOOGLE SEARCHING OF POOL RATES, YOU MAY SOMETIMES SEE RATES THAT ARE A BIT HIGHER.

BUT KEEPING IN MIND THAT THOSE TYPICALLY INCLUDE LIFEGUARD SERVICES STAFFING OR LIFEGUARD STAFFING.

WHERE IN THIS CASE, WITH THIS MODEL WITH MONTCLAIR SWIM TEAM, WE'RE ASKING GROUP THE GROUP TO BRING THEIR OWN LIFEGUARD SERVICE AND SAFETY PLAN.

AGAIN, THIS IS TO RECAP THE RECOMMENDATION OF WHAT WE ARE PROPOSING.

BEFORE I INTRODUCE SUZANNE, I JUST WANTED TO PREVIEW A LITTLE BIT ABOUT WHAT WE'RE THINKING IN TERMS OF NEXT STEPS BEYOND THIS SOLICITATION.

WE REALLY WANT TO THANK PARK OPERATIONS FOR TAKING A REALLY DEEP LOOK AT THE SCHEDULE TO SEE WHEN WE MAY BE ABLE TO HAVE AN ADDITIONAL GROUP BECAUSE WE ARE VERY EXCITED TO BE RECOMMENDING MONTCLAIR SWIM TEAM.

IDEALLY, WE WOULD BE SEEING WE WOULD HAVE AT LEAST ONE OTHER GROUP, POSSIBLY IN THE MORNING TIMES DURING THIS NONPARK DISTRICT PROGRAMMED PART OF THE YEAR, WHICH IS I DON'T KNOW IF I SAID THAT, BUT IT'S TYPICALLY LIKE OCTOBER THROUGH APRIL.

I DO PLAN ON DOING A SUPPLEMENTAL AS SOLICITATION.

WE HAD INITIALLY HOW DID IT START TIME OF 9:00 AM.

WE AMENDED IT TO 8:00 AM.

I THINK THOSE MASTERS THE MASTERS SWIM GROUPS, LET US KNOW THAT 8:00 AM IS STILL TOO LATE FOR THEM BECAUSE THEY REALLY WANT US TO HIM EARLIER.

PARK OPERATIONS TOOK A DEEP DIVE AND LOOKED AND THEY SAID WE COULD HAVE A 7:00 AM START, BUT THAT INFORMATION WASN'T AVAILABLE IN TIME FOR THE RFP, SO WE'RE GOING TO DO A SUPPLEMENTAL WITH THE 7:00 AM.

START TIME. MY GOAL WOULD BE TO RETURN TO THIS PODIUM AND THIS COMMITTEE AND BE RECOMMENDING AN ADDITIONAL GROUP SOMETIME EARLY NEXT YEAR.

I DON'T KNOW IF IT THAT IF YOU WANT TO HAVE ANY ANSWER QUESTIONS OR I COULD INTRODUCE SUZANNE FOR A BRIEF COMMENT BEFORE WE GO TO QUESTIONS.

ON OUR TEAM WEBSITE, I WAS LISTENING TO TIFFANY SPEAK AND ON OUR TEAM WEBSITE WE HAVE A SORT OF AN INTRODUCTORY PARAGRAPH THAT WAS WRITTEN BY OUR COACH, BILL ADEN, WHO'S BEEN THE MONTCLAIR SWIM TEAM COACH FOR MANY YEARS.

THE FIRST SENTENCE IS THAT SWIMMING IS A SPORT THAT LASTS A LIFETIME.

I CAN SAY THAT FOR ME PERSONALLY, THAT IS TRUE.

MY HUSBAND AS WELL, WHERE BOTH LIFELONG COMPETITIVE SWIMMERS AND WE MET IN A POOL.

OUR FIRST DATE WAS AN OPEN WATER SWIM.

WHEN IT CAME TIME TO LOOK FOR A MONTCLAIR SWIM TEAM FOR OUR SON, WE WERE VERY PARTICULAR AND WE WANTED SOMETHING THAT WOULD OFFERED THAT EXPERIENCE FOR HIM THE OPPORTUNITY TO DEVELOP A LIFETIME RELATIONSHIP WITH THE WATER AND WITH SWIMMING.

WE HAVE REALLY FOUND THAT WITH THIS TEAM, OUR COACH IS VERY FOCUSED ON TECHNIQUE AND MAKING SURE THAT THE KIDS ARE HAVING A GOOD TIME AND LEARNING TO SWIM PROPERLY.

IF THEY SWIM WELL IN COMPETITION, THAT'S WONDERFUL.

WE ALL LOVE TO SEE THAT OF COURSE, BUT WE'RE LOOKING FOR JUST A LOVE OF SWIMMING AND A LOVE OF THE WATER.

I WANT TO ADD THAT WE REALLY CHERISH OUR RELATIONSHIP WITH THE PARK DISTRICT AND OUR USE OF ROBERTS POOL.

ONE OF THE THINGS THAT ARE COACH HAS DONE IS WHEN WE FIRST MOVED INTO THE NEW FACILITY, HE MADE A BIG WHITEBOARD AND IT IS STILL OUT EVERY SINGLE DAY AT PRACTICE THAT SAYS THAT THIS PLACE IS A GIFT TO US AND WE NEED TO TREASURE IT AND TAKE CARE OF IT.

I THINK ABOUT WITHIN THE LAST FIVE YEARS, WE DID A REVISE OF THE REQUIREMENTS FOR THE EMERGENCY ACTION PLAN FOR THE TEAM.

ANY MONTCLAIR SWIM TEAM, OR ANY OTHER GROUPS IN THE FUTURE HAVING A LICENSE IN THIS WAY, ARE REQUIRED TO DEVELOP AN EMERGENCY ACTION PLAN THAT IS REVIEWED BY OUR LIFEGUARD SERVICES, AND WE ALSO WORK CLOSELY WITH LEGAL, WHO HAS IDENTIFIED WHAT THE REQUIREMENTS ARE FOR US UNDER THE CALIFORNIA HEALTH AND SAFETY CODE AND MONTCLAIR SWIM TEAM, HAS MET THOSE REQUIREMENTS IN THE PAST AND WILL CONTINUE TO DO SO IN THIS NEW AGREEMENT.

WE HAVE SWIM LESSONS THAT HAVE THE CAMPER SHIP THROUGH THE REGIONAL PARKS FOUNDATION.

LIFEGUARD SERVICES ENTERS INTO SPECIFIC PARTNERSHIP PROGRAMS, ONE OF WHICH YOU MAY HEAR ABOUT IN THE NEXT PRESENTATION, WITH OAKLAND STROKES TO USE THE POOL FOR WATER SAFETY TRAINING.

CURRENTLY, THE MAJORITY OF THOSE TYPES OF INITIATIVES HAVE BEEN HAPPENING THROUGH PROGRAMS DEVELOPED BY LIFEGUARD SERVICES.

I KNOW THEY'RE ALWAYS LOOKING TO EXPAND AND IMPROVE THOSE, AND FOR THIS TIME SLOT, FROM THE MORE LIKE OCTOBER THROUGH APRIL TIMEFRAME.

THE FIRST ONE IS COMMUNITY DISCOVERY AND ENGAGEMENT, WHICH IS AN EDUCATIONAL PIECE SO THAT'S US GOING OUT INTO THE COMMUNITY OR BRINGING MEMBERS OF THE COMMUNITY DOWN TO THE BOAT HOUSE FOR A ONE-DAY PROGRAM OR A TWO-DAY PROGRAM.

THE GOAL IS TO GET AS MANY PEOPLE AS WE POSSIBLY CAN TO TRY TO EDUCATE ABOUT THE POSSIBILITIES OF ROWING.

THE SECOND GROUP OF PROGRAMS, OR WHAT WE CALL OUR PARTICIPATORY PROGRAMS. THESE ARE ONGOING PROGRAMS WHERE STUDENTS CAN COME IN ROW FOR A SEMESTER OR A YEAR OR SOMETHING LIKE THAT AND THEN THESE ARE OPPORTUNITIES FOR US TO ONBOARD ATHLETES INTO OUR CORE HIGH SCHOOL AND MIDDLE SCHOOL PROGRAMS SO THEY CAN PURSUE ROLLING IN A MORE ROBUST NATURE AND MAYBE YOU CAN EVEN GO TO COLLEGE.

THE SECOND PART OF THIS, OUR UPPER PARTICIPATORY PROGRAMS WHERE KIDS FROM AREA SCHOOLS COME AND SPEND TIME WITH US.

RISE IS PROBABLY OUR LONGEST RELATIONSHIP OF THAT NATURE AND IT'S AN ENRICHMENT PROGRAM.

THE KIDS COME DOWN ONCE A WEEK.

THEY SPEND 2-3 HOURS WITH US AND THEY JUST GET TO SPEND TIME WITH THEIR CLASSMATES ROWING SO THIS IS LESS OF A TEAM NATURE THING, BUT WE GET THEM INTRODUCED TO THE SPORT AND THEN HOPEFULLY GET THEM INTERESTED AND WILLING WITH THIS AS AN AFTER-SCHOOL ENDEAVOR.

EAST OAKLAND YOUTH DEVELOPMENT CENTER IS ALSO AN ENRICHMENT PROGRAM SO THOSE KIDS ARE COMING DOWN, THEY'RE PART OF AN AFTER-SCHOOL GROUP THAT IS INTERESTED IN DOING THE FITNESS COMPONENT AND SO THEY COME DOWN NOT EVERY WEEK, BUT I'D SAY TWO OR THREE TIMES A MONTH.

BUT THEY ALSO ARE DOING AND ON-SITE, WE HAVE SOME HERBS THAT THEY'RE BUILDING AND SO WE GO

WE PROVIDE TRANSPORTATION, PRE WORKOUT SNACKS, SWIMMING, OR IN WATER SAFETY INSTRUCTION, WHICH HAS BEEN HUGE AND SWIM LESSONS THE SUMMER CAMP THAT WE STARTED, I THINK LAST YEAR WAS IN COLLABORATION ALSO WITH THE EAST BAY REGIONAL PARKS AND IT STARTED OUT JUST AS A SWIM PROGRAM, BUT THEN WE DECIDED THAT IT'S REALLY MORE IMPORTANT FOR KIDS TO BE SAFE IN THE WATER.

IN WORKING WITH PETE DE QUINCY, WE CAME UP WITH A CURRICULUM THAT TAUGHT KIDS WHAT TO DO IN CASE OF AN EMERGENCY AND THAT'S PROVED TO BE A HUGE IMPROVEMENT OVER JUST TEACHING THEM HOW TO SWIM OVER FIVE WEEKS.

WE'VE ADOPTED THAT MODEL INTO OUR REGULAR STEMLESS DOING PROGRAMMING SO THE KIDS NOW DO WATER SAFETY.

INSTEAD OF JUST LEARNING TO SWIM.

THEY DO LEARN SAFETY STROKES, BUT THIS HAS BEEN HUGE FOR THEM AND SO THAT'S SOMETHING THAT WE ARE DOING IT ROBERTS PART ACTUALLY.

THEN THIS LAST SUMMER, WE PARTNERED WITH BURSTY GOLF AND CREATED A GIRLS ONLY SUMMER CAMP.

HISTORICALLY, MIDDLE-SCHOOL GIRLS GET DROPPED OFF IN SPORTS AND SO WE WANTED TO CREATE A SPACE JUST FOR THEM AND WE DECIDED TO NEW SPORTS. WHY NOT? IT WAS A HUGE DEAL.

WE HAD TWO WEEKS, WE WERE SPONSORED BY A LOT OF INTERESTED BUSINESSES AND IT WAS SUPER SUCCESSFUL.

A LOT OF THE KIDS WHO JOINED US IN THAT CAMP JOINED OUR SCHOOL YEAR ROLLING IN THE FALL.

WHEN DID YOU SEE THE REALLY BIG, STEEP RAMP UP IN OUR VOLUNTEER HOURS? ONCE WE HIT OUR STRIDE AND FIGURED OUT WHICH PROGRAMS WE'RE RUNNING REALLY WELL.

WE WERE ABLE TO FIND SOME EFFICIENCIES AND LOWER THOSE HOURS.

BUT THEN THOSE PROGRAMS STARTED BEING SUCCESSFUL, WHICH INCREASED OUR HOURS AGAIN.

YOU SEE IT A LITTLE BIT OF A ROLLER COASTER THERE, BUT I THINK THAT WHAT YOU SEE IS LEARNING AND THEN NOW SUCCESS.

WE'RE REALLY EXCITED ABOUT THAT.

THE CHART BELOW IS OUR SCHOLARSHIPS AND FINANCIAL AID OVER TIME AND IT SHOWS NOT ONLY THE NUMBER OF PEOPLE IN OUR PROGRAMS THAT KARLA TALKED ABOUT, BUT THE NUMBER OF PEOPLE THAT CONTINUE ON AND GO INTO OUR CORE MIDDLE SCHOOL AND HIGH SCHOOL PROGRAMS WHERE WE CONTINUE TO PROVIDE SCHOLARSHIP SUPPORT FOR THEM SO THAT THAT NUMBER HAS INCREASED OVER TIME.

I DID WANT TO ASK THOUGH, HAVE THERE BEEN DIFFERENT MORE ENGAGEMENT EFFORTS WITHIN THE FRUIT FELL NEIGHBORHOOD WITH MAYBE SOME OF THE ORGANIZATIONS LIKE SPANISH-SPEAKING CITIZEN FOUNDATION? DIFFERENT ORGANIZATIONS THAT WOULD BE EQUIVALENT FOR THAT COMMUNITY AS EAST OAKLAND YOUTH DEVELOPMENT CENTER.

OUR SWIM PARKS ARE OPERATING AT FULL CAPACITY MONDAY THROUGH SUNDAY FOR MOST OF THOSE TWO MONTHS.

JUST WITH THE BETTER WEATHER OUTSIDE, WE JUST SEE A LARGE INCREASE IN PARK USAGE DURING THOSE MONTHS.

CALLS FOR SERVICE MADE UP APPROXIMATELY 60% OF THE INCIDENTS WHILE OFFICER INITIATE ACTIVITY MAKE UP THE OTHER 40%.

THE HIGH NUMBER OF OFFICER INITIATED INCIDENTS AND THE NUMBERS YOU SEE BELOW HIGHLIGHT OUR OFFICERS PRODUCTIVITY IN THE DISTRICT AND OUR GOAL OF KEEPING OUR PARK DISTRICT SAFE AND HEALTHY PLACE FOR OUR PATRONS.

IT INCLUDES THE FOLLOWING PARK LANDS AND LAND-BANKED AREAS, MISSION PEAK, VARGAS PLATEAU, SUNOL AND OHLONE WILDERNESS, DEL VALLE, SHADOW CLIFFS, CAMP ARROYO, DOOLAN CANYON, PLEASANTON RIDGE AND DUBLIN HILLS.

IT COVERS 36,330 ACRES, 07,509 OF THOSE ARE LAND BANK STATUS AND 48 FIELD STAFF COVER THAT WHOLE ENTIRE AREA.

THIS IS A CORRECTION FROM THE STAFF REPORT WHICH ACTUALLY ONLY ADDED UP TO 45 FIELD STAFF.

PICTURED HERE YOU CAN SEE 26 MEMBERS OF THE 50 TOTAL.

MAYBE SWIMMING OR PICNICKING AT SHADOW CLIFFS.

A LOT OF PEOPLE EXPERIENCED THE FIRST CAMPING TRIP AT DEL VALLE, MYSELF AND ALL OF MY SIBLINGS INCLUDED.

THERE'S ALSO A LOT OF FISHING, OPEN WATER, SWIMMING, AND KAYAKING AT DEL VALLE.

OR MAYBE YOU WANT TO GET AWAY FROM THE BUSY BAY AREA AND YOU WANT TO HIKE TO A REMOTE PART OF PLEASANTON RIDGE OR THE NEWLY-OPENED TYLER STAGING AREA AND THE ROBERTSON PREVIOUSLY KNOWN AS ROBERTSON LAND BANK AREA, WHICH IS NOW OPEN TO THE PUBLIC.

UNIT 1 SERVES THE LOCAL COMMUNITY BY PROVIDING ACCESS TO A WIDE BREADTH OF RECREATIONAL ACTIVITIES ACROSS ALL 36,330 ACRES.

THESE FOLKS MAKE IT HAPPEN.

THE NEXT TWO SLIDES ARE GOING TO HIGHLIGHT SOME OF THE CREWS DISTRIBUTED THROUGHOUT UNIT 1.

HERE WE HAVE THE SUNOL COVERED DUMPSTER AND RAMP IMPROVEMENT PROJECT.

IN 2020 FOR THE COUNTY IDENTIFIED THAT A COVERED DUMPSTER WAS REQUIRED FOR SUNOL.

PICTURED ABOVE YOU CAN SEE THE NEW COVERED DUMPSTER.

STEWARDSHIP IS ACTUALLY VERY EXCITED ABOUT THIS BECAUSE THEY ARE GOING TO BE MONITORING TO SEE HOW THIS CAN HELP REDUCE IMPACTS TO WILDLIFE.

THERE ARE SEVERAL DIFFERENT TYPES OF COVERED DUMPSTERS THROUGHOUT THE DISTRICT AND THIS ONE IS A NEW STYLE AND SO WE'RE HOPING TO SEE AN IMPROVEMENT, ESPECIALLY WHEN IT COMES TO GROUND SQUIRREL ISSUES THAT WE HAVE WHERE THEY ARE ATTRACTED TO SOME OF THESE PLACES.

HOPEFULLY THIS IS A SUCCESS AND WE CAN EXPAND THIS STYLE OF COVERED DUMPSTER TO THE REST OF THE DISTRICT.

THE RAMP THAT YOU CAN SEE UP PICTURED PREVIOUSLY HAD A RETAINING WALL WITH RAILROAD TIES.

THOSE RAILROAD TIES HAVE BEEN REMOVED AND WE'RE DISPOSED OFF WITH THE HELP OF OUR RISK DEPARTMENT.

THEY ARE NOW GOING TO BE REPLACED WITH TWO ROWS OF CONCRETE BLOCKS WHICH YOU CAN SEE BEING UNLOADED BY OUR ROADS AND TRAILS CREW ALONG WITH PARK STAFF.

AT DEL VALLE, NOW, DURING THE INFAMOUS 2023 STORMS,

YOU PROBABLY ARE VERY AWARE THAT THERE WAS A FLOOD AND THAT FLOOD EXTENDED WELL INTO THE CAMPGROUND, ESPECIALLY LOWER PHASE 2.

THE STORM RUNOFF BROUGHT WITH IT SIGNIFICANT DEBRIS LOAD THAT DAMAGE SEVERAL CAMPSITES AND LOWER PHASE 2 OF THE CAMPGROUND.

11 OF THESE CREEKSIDE CAMP SITES WERE RENOVATED AND REOPENED FOR THE 2025 CAMPING SEASON WITH NEW CONCRETE TABLES AND NEW FIRE RINGS.

WE WERE VERY EXCITED TO PROVIDE ACCESS TO THESE CAMPSITES WHICH HAD BEEN CLOSED FOR THE LAST TWO SEASONS.

WHEN I WORKED THERE AS A GATE ATTENDANT, TWO OF MY FAVORITE CAMPSITES THAT IF AVAILABLE, I LIKE TO ASSIGN TO PEOPLE, ARE PART OF THIS GROUP.

HERE WE HAVE THE FINAL APPROVED BUDGET ITEM FOR 2025, AND THAT IS THAT SHADOW CLIFFS.

I UNFORTUNATELY DO NOT HAVE BEFORE PICTURES OF THESE CONCRETE TABLES.

NOW WE WILL BE MOVING INTO A PROJECT FUNDED BY THE 30X30 MINI GRANT PROGRAM.

IN MAY OF 2024 THE BOOTLEG RESTORATION PROJECT AT PLEASANTON RIDGE WAS SELECTED FOR FUNDING BY THE 30X30 MINI GRANT PROGRAM.

THE FOLLOWING TWO SLIDES WILL ACTUALLY BE COVERING THE PROJECT PROGRESS.

AFTER SOME DELAYS IN FUNDING DISTRIBUTION THE PROJECT BEGAN IN EARNEST IN SEPTEMBER OF 2024 AND WAS COMPLETED IN JULY OF 2025 WITH SUPPLEMENTAL PARK FUNDS.

THE PROJECT CONSISTED OF TWO SITES TO RESTORE HEAVILY USED AND LONGSTANDING BOOTLEG TRAILS.

SOME OF THESE TRAILS ARE SO ESTABLISHED THAT UNFORTUNATELY THEY WERE GRADED AND/OR IMPROVED BY PARK VISITORS.

THESE TRAILS WERE ALONG WOODLAND TRAIL AND RIDGELINE TRAILS AT PLEASANTON RIDGE.

THE GRASSLAND RESTORATION AREA COVERED APPROXIMATELY 20,000 SQUARE FEET ARE ABOUT A HALF AN ACRE AND STAFF WORKED WITH STEWARDSHIP TO ENSURE THAT THE PROPER NATIVE SEED MIX WAS OBTAINED FOR GRASSLAND RESTORATION.

$8,800 WERE PROVIDED BY THE MINI GRANT, 08,040 OF WHICH WAS SPENT BY THE END OF 2024 FOR SEED, MULCH, FENCING AND EROSION CONTROL SUPPLIES.

AN ADDITIONAL $3,500 WAS COVERED BY THE PARK BUDGET IN 2025 TO CONTRACT THE HYDROSEEDING IN APRIL.

AS YOU CAN SEE IN THE AFTER PHOTOS, WERE THERE IS SOME BARBED WIRE FENCE BEHIND THE ORIGINAL SPLIT RAIL AND THAT IS BECAUSE STAFF DISCOVERED THAT SPLIT RAIL DOES NOT SUFFICIENTLY DETER USE OF THE BOOTLEGS.

THEY ADDED BARBED WIRE THAT WAS READILY AVAILABLE ACTUALLY AT THE PARK.

THE LEFTMOST PHOTO IS FROM OCTOBER OF THIS YEAR.

YOU CAN BARELY TELL THAT THERE WAS A NEARLY 12 FOOT WIDE ROAD THERE BEFORE.

NOW, I'M GOING TO BE FOCUSING ON SOME OF THE PARKS PROJECTS, AND THESE ARE PROJECTS FUNDED BY REGULAR OPERATIONS AND MAINTENANCE PARK FUNDS.

THE FIRST ONE IS THE ADA VISITOR DOCK AT DEL VALLE.

THEY WERE DAMAGED IN THE SAME INFAMOUS 2023 STORMS AND CLOSED IN THE FLOODING EVENT DURING THOSE STORMS. THE WELDED COLOR PIECE PICTURED ON THE RIGHT HAD BROKEN OFF AND BEEN JAMMED UNDER THE DOCK BY THE QUICKLY RISING WATERS.

WHEN THE WATER RECEDED, THE PIECE REMAIN JAMMED UNDER THE DOCK UNTIL THE SUMMER OF 2024 WHEN IT FLOATED UP AND STAFF WAS ABLE TO PULL IT OUT FROM UNDER THE DOCK.

IN OCTOBER 2024, THE BROKEN PIECES WERE WELDED BACK ON AND THE PLATE BETWEEN THE RAMP AND THE CONCRETE LANDING WERE REINSTALLED IN MARCH OF THIS YEAR.

AFTER A GOOD, NICE CLEANING AND SHINING, THEY WERE REOPENED FOR PUBLIC USE.

THE MOST RECENT PICTURE IS FROM JULY OF THIS YEAR.

CAMP ARROYO, ONCE AGAIN, IT'S NEW TO UNIT 1.

I REACHED OUT AND ASKED ABOUT SOME OF THEIR MOST RECENT PROJECTS.

ONE THAT THEY HIGHLIGHTED WAS THE ARCHERY RANGE RENOVATIONS THAT AT CAMP ARROYO.

AT THE END OF THE 2024 SUMMER SEASON, IT WAS IDENTIFIED THAT THE SHOOTING AREA WAS UNEVEN AND THERE WAS JUST A GENERAL LACK OF ACCESS AND LOW QUALITY TARGETS LEADING TO LOW USE.

OVER THE SPRING AND EARLY SUMMER OF THIS YEAR, STAFF BORROWED A DINGO MINI SKID TO LEVEL THE AREA, ADDED MULCH TO THE TARGET AREA AND ADDED GRAVEL TO THE SHOOTING AREA.

THIS, ALONG WITH IMPROVED TARGETS AND REDUCE VEGETATION MAINTENANCE NEEDS, LEAD TO AN INCREASE IN USE BY CAMPERS OVER THE SUMMER.

I WOULD ALSO LIKE TO HIGHLIGHT THE WIDE BREADTH OF PROJECTS THAT RESULTS AS HAVING CAMP ARROYO ADDED TO OUR UNIT.

THE NEXT AND FINAL CAMP ARROYO PROJECT IS ACTUALLY AN INFIRMARY EXTERIOR IMPROVEMENT PROJECT.

THE INFIRMARY AT CAMP ARROYO WAS FUNDED BY A DONATION FROM A FAMILY IN GERMANY IN NAME OF ONE OF THEIR FAMILY MEMBERS IN EARLY 2000S AT THE TIME WHEN THE TAYLOR FAMILY FOUNDATION WAS STILL AT CAMP ARROYO.

IT WAS DEDICATED TO A FAMILY MEMBER OF THEIRS, WHICH YOU CAN SEE PICTURED ON THE ROCK THERE.

SARAH. THE FAMILY HAD ACTUALLY NEVER VISITED THE SITE.

THEY MADE A DONATION MANY YEARS AGO, AND THEY PLAN TO VISIT IN THE FALL OF 2024.

STAFF IDENTIFIED THAT THE BUILDING NEEDED A LITTLE SPRUCING UP AND SO THEY PRESSURED WASH TO BUILD THING, TRIMMED THE VEGETATION, ADDED NEW PLANTS.

THE MOST VISIBLE IMPROVEMENTS WERE ON THE WALKWAY WHICH RECEIVED NEW WOOD HANDRAILS AND FRESHLY PAINTED MESH PANELS.

THE FAMILY ENJOYED THEIR VISIT AND LUNCH, AS WELL AS A TOUR AROUND THE CAMP.

THE CAMP IS 138 ACRES.

HERE WE HAVE THE PLEASANTON RIDGE STAGING AREA IMPROVEMENTS.

THESE HAPPENED OVER THE SPAN OF MANY MONTHS.

IF YOU VISITED PLEASANTON RIDGE VIA THE FOOTHILL STAGING AREA, YOU PROBABLY NOTICE THE ICONIC OAK, THAT HAS BEEN FENCED OFF FOR QUITE SOME TIME.

THIS TREE HAS BEEN ON THE HAZARDOUS TREE PROGRAM DUE TO ITS LOCATION FOR THE ENTIRE TIME THAT THIS AREA HAS BEEN OPENED.

BUT IT HAS SEEN A STEADY DECLINE OVER THE LAST 20 YEARS WITH SEVERAL ATTEMPTS TO SAVE IT AND TO PROLONG ITS LIFE, WHICH INCLUDED SOME PRUNING AND OTHER ITEMS, WEIGHT REDUCTION, THINGS LIKE THAT.

IN 2024, WE HIRED AN ARBORIST AFTER ANOTHER FAILURE HAPPENED AND THEY RECOMMENDED THE REMOVAL OF THIS TREE.

KNOWING HOW ICONIC THIS TREE IS TO THE STAGING AREA WE WORKED WITH OUR PARTNERS OVER AT INTRAPRENEUR RECREATION AT THE SINGLE VISITOR CENTER.

WE DEVELOPED A SIGN TO INFORM THE PUBLIC OF THE EMINENT REMOVAL.

THE SIGN WAS POSTED FOR APPROXIMATELY TWO WEEKS AT THE TREE AND MAIN ENTRY GATES THAT FOOTHILL.

THE SUPERVISING NATURALISTS REPORTED RECEIVING NO PHONE CALLS RELATED TO THE TREE.

ONLY A FEW REQUESTS FOR DIRECTIONS.

IN DECEMBER OF 2024, A CONTRACTOR WAS HIRED TO REMOVE THE TREE AND THE SIGN WAS LEFT THERE FOR AN ADDITIONAL TWO WEEKS IN CASE FOLKS HAD QUESTIONS.

THE FENCED AREA WILL BE RENOVATED AT A FUTURE DATE.

IN JULY OF 2025 MOVING ON TO THE PARK ENTRY SIGN, IT WAS REPLACED TO MATCH CURRENT DISTRICT ENTRY SCIENCE STANDARDS DUE TO EXPANDING ENTRY OPTIONS TO THE PARK.

WHILE AT ONE POINT, PLEASANTON RIDGE ONLY HAD ONE STAGING AREA, THERE ARE NOW TWO ADDITIONAL STAGING AREAS WHICH LEAD TO SOME CONFUSION FOR FOLKS TRYING TO REACH THE FOOTHILL STAGING AREA AS THE PREVIOUS SIGN ONLY STATED, PLEASANTON RIDGE REGIONAL PARK.

THEN IN JUNE 2024, THE STORAGE LOCKER BEHIND THE CXC WAS REPLACED AND WRAP TO MATCH THE BUILDING, AS WELL AS AN AUGUST 2025, THE INTERIOR OF THE RESTAURANTS WAS GIVEN A REFRESH AND WE'VE RECEIVED A LOT OF POSITIVE COMMENTS.

THE FINAL PROJECT I'D LIKE TO HIGHLIGHT TODAY IS THE MISSION PEAK HELICOPTER LANDING ZONE.

IN NOVEMBER OF 2024, IT WAS IDENTIFIED BY PUBLIC SAFETY THAT THERE WAS AN INADEQUATE HELICOPTER LANDING ZONE ON A MISSION PEAK.

PARK STAFF WORKED WITH PUBLIC SAFETY TO IDENTIFY AN APPROPRIATE LOCATION NEAR MISSION PEAK TO DEVELOP A LANDING ZONE.

THEN THE WORK BEGAN IN FEBRUARY OF THIS YEAR.

CONSTRUCTION CONTINUED UNTIL MARCH WITH LEVELING THE AREA WHERE THEY WERE ALLOWED AND THEN IN MAY OF 2025, CONTINUED WITH THE ADDITION OF SIGNAGE, GRAVEL, AND EROSION CONTROL MEASURES SUCH AS WATTLE SEEN BELOW.

IN AUGUST OF 2025, A ROCK AND MORTAR CURB WAS ADDED IN PLACE OF THE WATTLES TO CONTAIN THE GRAVEL AND TO FURTHER DIFFERENTIATE THE AREA FROM THE SURROUNDING GRASSLAND.

THIS IS NOT A NEW CONCEPT, BUT THE WAYS WE GO ABOUT DOING IT ARE ALWAYS GROWING AND EVOLVING BUT AGAIN, WE ALWAYS COME BACK EVEN AFTER ALL THESE DECADES TO THIS SAME MESSAGE.

WHAT IS IT YOU WOULD LIKE US? HOW DO WE BEST INTERPRET INDIGENOUS CULTURES, HISTORY, THEIR PRESENCE, THEIR FUTURE, THEIR MESSAGES? WE GET THE SAME THING OVER AND OVER AND OVER AGAIN.

THEY'VE HAD A LOT OF INTERACTIONS AND PROFESSIONAL HISTORY WITH FIRST NATIONS PEOPLE UP IN CANADA.

THEY'RE BASED OUT OF VANCOUVER, BRITISH COLUMBIA, AND WITH TRIBES IN THE LOWER 48 AND UP IN ALASKA.

THEY WERE VERY COMFORTABLE WITH STARTING THE PROJECT WITHOUT HAVING NATIVE FOLKS UNDER CONTRACT AT THAT TIME.

THEY BUILT WE BUILT IN WITH APA, HOW IS IT THAT WE CAN INCORPORATE THE TRIBAL INPUT AS WE PROGRESS ALONG HERE? THEY'VE DONE AN AMAZING JOB WITH THAT.

WE'VE ALREADY HAD SEVERAL MEETINGS WITH THE TRIBES FOR THAT INPUT.

COYOTE HILLS OVER ON THE RIGHT, LITTLE DIFFERENT STORY.

HER JOB, HER EXPERTISE IS GATHERING INFORMATION FROM TRIBES BASED UPON TRUSTED, LONG-STANDING RELATIONSHIPS.

SHE'S ORGANIZING THREE DIFFERENT TRIBES WHO MAY HAVE VERY DIFFERENT AND SOMETIMES DISPARATE VIEWS OF HOW TO GO FORTH TO THESE PROJECTS.

SHE'S A GREAT FACILITATOR.

ONE OF THE NICE THINGS ABOUT IT IS SHE'S ALSO A CERTIFIED INTERPRETIVE PLANNER, WHICH IS A PROFESSIONAL ACCREDITATION WITH THE NATIONAL ASSOCIATION FOR INTERPRETATION; ONE OF OUR LEAD PROFESSIONAL ORGANIZATIONS.

HAVING THAT INTERPRETIVE LENS IS REALLY INVALUABLE WHEN YOU'RE TAKING INFORMATION.

FILTERING THAT THROUGH, FOCUSING IT INTO ACTUAL INTERPRETIVE DISPLAYS OR INTERPRETIVE SERVICES.

AS I MENTIONED, SHE'S HAD LONG-TERM AND TRUSTING RELATIONSHIPS AND THAT'S A GREAT MODEL FOR US.

BUT IT'S A BIGGER JOB THOUGH OVER COYOTE HILLS BECAUSE WE'RE STARTING OUT FROM SQUARE ONE AND AT THIS POINT IN TIME, WE'RE NOT USING AN OUTSIDE CONSULTANT FOR THE EXHIBITS, SO WE DON'T HAVE THAT APA THAT ALDRICH PAIRS AND ASSOCIATES PRESENCE.

WE'RE PUTTING PUTTING A LOT MORE OF THIS ON THESE LIAISON CONSULTANTS, SO THE PRICE IS GOING TO BE A LITTLE HIGHER.
