WE ALSO LOOKED AT SOME OF THE FEE COLLECTION PROJECTS DURING THE BOARD TOURS, BOTH AT QUARRY LAKES AND AT ROBERTS, BUT THERE ARE 24 FIELD FEE COLLECTION LOCATIONS CURRENTLY 19 FOR PARKING, 7 FOR SWIMMING. AND IN TERMS OF THE FEE COLLECTION SIDE OF THE PROCESS, WE REALLY WANT TO IMPROVE EFFICIENCY, REDUCE OPPORTUNITY FOR THEFT AND ERRORS. AND THEN WE'VE BEEN ITERATING TO MONITOR HOW VISITORS, WHAT IMPACTS IT HAS TO THE VISITOR EXPERIENCE. THIS HAS BEEN A VERY ORGANIC GROWING PROCESS GOING BACK TO 2022 WHEN THE VISITOR CENTERS WENT CASHLESS 2024 CROWN BEACH. WE HAVE THESE FEE MACHINES. THEY'RE SHOWN IN THE PICTURE ON THE LEFT HAND SIDE. THEY GO BY VENTEK. THAT'S THE BRAND. WE HAD THEM KIND OF SPRINKLED THROUGHOUT THE PARKS, BUT WE DIDN'T HAVE A REAL OVERALL LOOK AT WHERE THEY WERE. SO WE'VE REALLY TAKEN AN INVENTORY OF THOSE, CENTRALIZED THE ACCOUNTS. AND THEN 2024 AND NOW INTO THIS YEAR WORKING ON THE CASHLESS KIOSK PILOTS, WHICH WE VISITED DURING THE BOARD TOURS AT QUARRY LAKES. AND ROBERTS. AND I JUST WANTED TO REPORT BACK THAT THOSE HAVE BEEN GOING VERY WELL. WE RECEIVED REALLY POSITIVE FEEDBACK FROM PARK OPERATIONS THAT IT NOT HAVING TO COUNT THE CASH AND PROCESS IT AND HAVE IT ON SITE. DOES REDUCE OPPORTUNITY FOR THEFT AND ERROR. AND IS MEETING THE EFFICIENCY GOALS AND WE HAVEN'T SEEN ANY EMERGING OR CONCERNING EQUITY CONCERNS. AND WE'VE BEEN WORKING WITH THE OFFICE OF EQUITY TO IF WE HAD IDENTIFIED SOMETHING THAT WAS A CONCERN TO BE ABLE TO ADDRESS IT, ONE WAY WE ADDRESSED IT WAS THROUGH DOING BILINGUAL SIGNAGE AND USING ICONOGRAPHIC SIGNAGE SO THAT PEOPLE CAN JUST SEE THE TAP TO PAY ICON. SO WE ARE KEEPING GOING WITH THESE DIFFERENT IMPROVEMENTS. AND WE ARE OVER THE COURSE OF THIS YEAR AND NEXT YEAR WE'RE LOOKING ON MORE SELF-SERVICE OPTIONS. THAT'S A REAL TREND TO PROVIDE INCREASED SECURITY. PEOPLE ARE USED TO SCANNING SOMETHING, GENERALLY WITH THE QR CODE HAVING AN OPTION TO PROCESS IT THEMSELVES ON THEIR OWN DEVICE SO WE DON'T HAVE TO HAVE ACCESS TO THEIR INFORMATION. SO WE ADDED ANOTHER FEE MACHINE AT DON CASTRO. WE DO HAVE THE FISHING ACCESS PERMIT ONLINE. IT'S HASN'T REALLY BEEN ANNOUNCED YET BECAUSE WE'RE WORKING ON OUR SIGNS. BUT THAT WILL BE AN OPPORTUNITY TO REALLY ELIMINATE THE IN PHASE OUT THE IRON RANGERS OVER THE COURSE OF 2026. AND IRON RANGERS ARE DIFFERENT FROM THE FEE MACHINES. WHAT WE LOOKED AT WITH THE RESULTS OF THOSE COMPLAINTS WAS THAT IT WAS PEOPLE WHO HAD A CASH PREFERENCE, NOT WE HAVEN'T HAD ANY REPORT OR CONCERN OF ANYONE WHO DID NOT HAVE AN ABILITY TO HAVE A CREDIT CARD. ANOTHER WAY TO AS WE WORK TOWARDS OUR MORE COMPREHENSIVE FEE COLLECTION PLAN OVER THE NEXT YEAR WE'LL ALSO BE PULLING IN WHAT THE FOUNDATION DOES IN TERMS OF THEIR OUTREACH PASSES AND MAKING SURE THOSE ARE GETTING DISTRIBUTED. SO THAT'S THE FOUNDATION HAS HAD A PRACTICE OF GIVING OUT FREE ANNUAL PASSES TO CERTAIN GROUPS. THE PROCESS FOR RECEIVING INTEREST IN A NEW TELECOMMUNICATIONS LEASE OR RENEWAL OF AN EXISTING TELECOMMUNICATIONS LEASE DOES NOT CURRENTLY INCLUDE AN APPLICATION. [00:20:05] LEASE FEES ARE AUTHORIZED SEPARATELY BY THE BOARD OF DIRECTORS WHEN THE LEASE IS APPROVED. WE DO HAVE A FORM FOR EXPRESSING INTEREST IN A NEW OR RENEWED NEW TELECOMMUNICATION SITE, BUT IT IS NOT A FULL BLOWN APPLICATION AS IS IMPLIED HERE. NEXT UP IS THE MISCELLANEOUS FEE CHANGE PROPOSAL. OPERATIONS RECOMMENDS ADDING THE OPTION FOR A SECOND PLAQUE TO BE ATTACHED TO A MEMORIAL BENCH, WITH A MAXIMUM OF TWO PLAQUES PER BENCH. THE SECOND PLAQUE OPTION WOULD BE AVAILABLE IN THE INITIAL BENCH SPONSOR REQUEST, OR ADDED LATER BY REQUEST FROM AN EXISTING BENCH SPONSOR. THE INCREASE TO BOAT INSPECTION FEES IS INTENDED TO IMPROVE COST RECOVERY. FOR BOTH THE ARDENWOOD HISTORIC FARMS ENTRANCE FEE AND THE BLACK DIAMOND MINES MINING MUSEUM STAFF IS PROPOSING A STANDARD EXEMPTION FOR IN DISTRICT PUBLIC SCHOOLS QUALIFYING FOR 50% OR MORE FREE OR REDUCED LUNCH. SO THIS WOULD JUST AUTOMATICALLY APPLY. THEY'D STILL HAVE TO OF COURSE, EXPRESS INTEREST AND WE'D CHECK ON THAT, BUT IT WOULD BE AUTOMATIC. OKAY. STAFF PROPOSES ELIMINATING THE OHLONE WILDERNESS REGIONAL TRAIL PERMIT. THE PERMIT HAS NOT BEEN ENFORCED FOR A NUMBER OF YEARS AND IS NO LONGER SERVING THE FUNCTIONS ORIGINALLY INTENDED, WHICH NOW HAVE OTHER METHODS, AND THE COST TO ADMINISTER THE PERMIT IS GREATER THAN THE FEES COLLECTED. SO ON A DAY TO DAY LEVEL, WE HAVE CITATIONS ISSUED ALL THE TIME, AND SOME PARKS EXPERIENCE A LARGE GROUP OF PEOPLE COMING AT CERTAIN TIMES OF THE YEAR. WILDFLOWER BLOOMS. EVERYONE WANTS TO SEE THE PARK. WELL, UNFORTUNATELY, IF YOU'RE ON VARGAS, LET'S SAY. AND YOU COME THERE AND THERE'S NO MORE PARKING. PEOPLE SOMETIMES PARK 50 ON THE ROADWAY AND IT'S A PUBLIC SAFETY HAZARD. SO WE GO THERE AND DO EDUCATION AND ENFORCEMENT. UNFORTUNATELY CITES THE PARKING CITATION, BUT IT DOES GET THE WORD OUT. ONE IS AN INFIELD CITE AND RELEASE, TYPICALLY FOR MISDEMEANOR CHARGE. THE OFFICER HAS DISCRETION TO TAKE SOMEONE TO JAIL, PHYSICAL CUSTODY, OR WRITE THEM A CITATION FOR A COURT DATE TO COME LATER ON. SO IF WE TAKE THEIR PAINT CANS, THEIR BACKPACK, WE CAN GIVE THEM A CITATION. AND WE'VE SOLVED THE PROBLEM. DOES THAT PERSON NEED TO GO TO JAIL WHEN WE FIX THE PROBLEM? PROBABLY NOT. YOU HAVE SOMEONE OTHERWISE, THOUGH, WHO HAS A, WE'LL SAY IT'S IN A DIFFERENT CATEGORY HERE, BUT A DUI AND YOU STOP THEM. IF YOU JUST GIVE THEM A CITATION, THEY MIGHT REOFFEND. TRY TO DRIVE THEIR CAR. GET A DIFFERENT CAR AND DRIVE OFF. SO THAT WOULD BE A SEPARATE ONE WHERE YOU HAVE A CUSTODIAL ARREST THAT YOU HAVE A VIOLATION. SO WE HAVE THE IN-FIELD CITE AND RELEASE. FOR THIS QUARTER TWO 2025, WE HAD A TOTAL OF 99 ARRESTS. OF THOSE 60 RELATED TO MISDEMEANORS, 39 WERE RELATED TO FELONIES. AND WE HAD ABOUT 46 THE TOTAL NUMBER RELATED TO WARRANTS. SOME OF THOSE WARRANTS ARE INTERNAL TO US. SOME OF THEM ARE FOR EXTERNAL FOR OTHER AGENCIES THAT PUT IN THE STATE SYSTEM THAT WE LOCATE, JUST ANY CONTACT WITH SOMEBODY, THEIR NAME GETS RUN OUT FOR A DIFFERENT VIOLATION. THE WARRANT POPS UP AND THAT SHOWS UP IN THE SYSTEM. HERE'S OUR CASES. WE SAID BEFORE, EVERYTHING'S AN INCIDENT. NOT EVERYTHING IS A CASE. TO DEFINE A CASE IT'S A REPORT WRITTEN BY AN OFFICER OR PUBLIC SAFETY TECHNICIAN TO DOCUMENT AN EVENT. IT ALSO INCLUDES DOCUMENTATION OF A CRIME USED BY THE DISTRICT ATTORNEY TO PROSECUTE A SUSPECT. OF THOSE CASES, 109 WERE RELATED TO FELONY CRIMES OR FELONY EVENTS. 107 WERE MISDEMEANOR CASES AND SEVEN WERE ACCIDENT REPORTS. OF THOSE FELONY AND MISDEMEANOR CASES, THAT DOESN'T MEAN PEOPLE ARRESTED THAT MEANS THAT WE TOOK WHAT WE CALL IT. WE TOOK PAPER ON THAT. WE WROTE IT. SOME OF THEM WERE SOMEONE WHO WAS ARRESTED SOMETIMES THEY'RE FOR A CRIME THAT WAS REPORTED THAT WE HAD TO GO DOCUMENT THAT REQUIRED FURTHER FOLLOW UP LATER ON. SOME SIGNIFICANT CASE HIGHLIGHTS FOR QUARTER TWO. WE HAD THREE FIREARMS TAKEN OFF THE STREET. TWO ARRESTS FOR RESIDENTIAL BURGLARY TO DISTRICT RESIDENCES, IS TWO ARREST FOR POSSESSING DANGEROUS WEAPONS OTHER THAN FIREARMS. TEN ARRESTS FOR DRIVING UNDER THE INFLUENCE, WHICH, AGAIN, AS THE SUMMER KIND OF COMES IN. WE HAVE MORE ALCOHOL IN THE PARK SOMETIMES AND THE PARKS ARE OPEN LATER. SO WE DO FIND WE HAVE MORE DUIS AS IT COMES, MORE IN THE SUMMERTIME. WE HAD ONE ARREST FOR FLEEING FROM THE POLICE IN A MOTOR VEHICLE, TWO ARRESTS FOR SEX CRIMES OR FAILING TO REGISTER AS A SEX OFFENDER, THREE ARRESTS FOR POSSESSION OF DRUGS FOR SALES AND ONE ARREST FOR ARSON. A COUPLE OF HIGHLIGHTS ON THESE CASES ARE THE ONES I JUST MENTIONED. ONE SUSPECT WAS LOCATED, IDENTIFIED AND CONFESSED TO VARIOUS ARSONS. OUR INVESTIGATION UNIT HAVE IDENTIFIED SUSPECTS FROM TWO DIFFERENT AUTO BURGLARY CASES AND WARRANTS HAVE BEEN ISSUED. LAST I CHECKED, THEY HAVE NOT BEEN ARRESTED YET, BUT THE WARRANTS ARE IN THE SYSTEM. SO IF WE LOCATE THESE SUSPECTS OR SOMEONE ELSE DOES, THEY'LL BE ARRESTED AND QUESTIONED AT THAT POINT IN TIME. ONE SUSPECT WAS ARRESTED WHO HAD BROKEN INTO A VACANT PARK RESIDENCE SEVERAL TIMES AT BLACK DIAMOND. WE WERE ABLE TO LOCATE HIM AND ARREST HIM, AND THEN ONE SUSPECT WAS ARRESTED FOR ASSAULT WITH A DEADLY WEAPON BY USE OF A VEHICLE. AND THAT WAS IN TILDEN. THE DON CASTRO BRIDGE BUILD PROJECT LED IN PARTNERSHIP WITH THE SMALL TRAILS CREW. THE PATTERSON RANCH PROJECT AT COYOTE HILLS, AND THE PILOT PROJECT, A COMMUNITY ENGAGEMENT INITIATIVE. THE DON CASTRO BRIDGE BUILD WAS A COLLABORATIVE EFFORT WITH THE SMALL TRAILS CREW. WE BUILT TWO BRIDGES, ONE 16 FOOT LONG AND THE OTHER 20FT ALONG THE WHISPERING CREEK TRAIL, WHICH IS PART OF THE TRAILS, CREEKS AND PONDS LIST. AFTER THE 2023 STORM, SEVERAL TRAIL SECTIONS BECAME IMPASSABLE. THESE BRIDGES HAVE REOPENED ACCESS NOT ONLY FOR STAFF BUT ALSO FOR PARK USERS, RESTORING A CRITICAL ROUTE THAT HAD BEEN WASHED OUT. THESE BRIDGES NOW ALLOW STAFF TO TRAVEL FROM THE COURTYARD TO THE SWIM LAGOON WITHOUT NEEDING TO USE PUBLIC ROADS, [01:45:06] WHICH IS A BIG IMPROVEMENT IN BOTH EFFICIENCY AND SAFETY. HERE YOU CAN SEE THE PROGRESSION OF THE DON CASTRO BRIDGE PROJECT STEP BY STEP. THE TEAM WORKED THROUGH DESIGN, SITE PREPARATION AND CONSTRUCTION TO COMPLETE THIS ESSENTIAL IMPROVEMENT. AND HERE IS THE FINISHED BRIDGES. A GREAT EXAMPLE OF TEAMWORK AND FIELD EXECUTION. WE'RE PROUD. I'M PROUD OF THE RESULTS AND THE BENEFITS THIS BRINGS TO BOTH STAFF AND THE PUBLIC. IT'S AN AWESOME IMPROVEMENT TO DON CASTRO. MOVING OVER TO COYOTE HILLS, THE PATTERSON RANCH PROJECT HAS BEEN A MAJOR FOCUS. THE DESIGN PORTION STARTED IN 2017 AND CONSTRUCTION KICKED OFF IN 2022. WE'RE NOW CLOSE, REALLY, REALLY CLOSE TO COMPLETING THE PROJECT AND PREPARING FOR PUBLIC ACCESS. ONCE OPENED, THE AREA WILL INCLUDE ONE RESTROOM COMPLEX WITH A TOTAL OF FOUR RESTROOMS, THREE OBSERVATION DECKS, TWO PICNIC SITES, 100 PARKING STALLS, TWO VENTEK PAY STATIONS, CHARGING STATIONS, AND A ONE MILE ADA COMPLIANT TRAIL. 10,000 NEW NATIVE PLANTS AND TREES AND A NEW KIOSK IN THE CONCESSIONAIRE AGRICULTURE AREA. THIS PROJECT WILL BE SIGNIFICANT ENHANCEMENTS TO THE PARK'S OFFERINGS. THE PROJECT IS A PILOT PROGRAM FUNDED BY A $40,000 GRANT FROM THE REGIONAL PARKS FOUNDATION. THIS INITIATIVE IS A PARTNERSHIP WITH LATINO OUTDOORS, A TRUSTED COMMUNITY ORGANIZATION WITH STRONG TIES TO THE LOCAL LATINO COMMUNITY. THE GOAL OF THE PROJECT IS TO ENGAGE COMMUNITY MEMBERS, PARTICULARLY FROM THE LATINO COMMUNITY, AND PROVIDE THEM WITH WELCOMING, POSITIVE EXPERIENCE IN OUR PARKS, ENCOURAGING THEM TO RETURN IN THE FUTURE. THIS PILOT PROJECT IS STRENGTHENING OUR PARTNERSHIPS WITH COMMUNITY GROUPS. SO FAR, LATINO OUTDOORS HAS ORGANIZED THREE EVENTS AT QUARRY LAKES, AND WE'RE EXCITED TO CONTINUE GROWING THIS PARTNERSHIP. AS WITH ANY ESTABLISHED PARK SYSTEM, WE'RE FACING ONGOING CHALLENGES, PARTICULARLY WITH AGING INFRASTRUCTURE AND STORM IMPACTS. ONE OPPORTUNITY WE HAVE IS THE REMOVAL OF SEDIMENT AND DEBRIS FROM NORTH DRY CREEK IN GARIN. WE NOW HAVE PERMIT APPROVAL TO CLEAR THREE KEY SECTIONS OF THE CREEK NEAR THE BARN AREA, WHICH WILL HELP IMPROVE DRAINAGE AND REDUCE FLOOD RISK. ANOTHER CURRENT PROJECT IS THE INSTALLATION OF THE BRIDGE AT ZIELE CREEK TRAIL. THIS WILL BE A LARGER SCALE PROJECT SIMILAR TO THE DON CASTRO BRIDGE PROJECT. THIS BRIDGE WILL SPAN 24FT, RESTORING ACCESS TO THE ZIELE CREEK TRAIL, WHICH WAS DAMAGED IN THE 2023 STORMS. THE TRAILHEAD ENTRANCE WAS COMPROMISED AND THIS BRIDGE WILL PROVIDE A SAFE ENTRY POINT FOR PARK USERS. IT ALSO CONNECTS GARIN WOODS LOOP TRAIL. THIS WILL BE ANOTHER UNIT PROJECT FOR A UNIT TWO.
