THE PROBLEM IS THAT WHEN YOU HAVE ALL THIS DATA, SEARCHING THROUGH IT, FIND WHAT'S VALUABLE.

TAKES TIME. IT TAKES STAFF TIME. IT TAKES RESOURCES.

GENERALLY, WE'LL GET THOSE TO THE DEPARTMENT. WE'LL LOOK AT THOSE. AND MOST DEPARTMENTS ARE HOPING THAT WHOEVER SEES THAT THE OTHER AGENCY IS GOING TO REFER TO THEIR DETECTIVE UNIT AND THEN LOOK AT THEIR RECORDS AND THEN SEND SOMETHING BACK SAYING, OH, YEAH, WE HAVE THAT SAME SUSPECT VEHICLE. WE HAD THAT SAME GUY IN THE RED HAT, BUT THAT'S RELYING A LOT UPON. WILL YOU DO THAT WORK ON THE OTHER DEPARTMENTS ON THE RECEIVING END? WE HAVE A LOT OF INCIDENTS AND FORMS FOR THE PD.

THAT'S ALL IN PEREGRINE. SO INSTEAD OF SEARCHING EACH ONE OF THESE INDIVIDUALLY, WHICH YOU CAN IMAGINE IS TIME CONSUMING, AND SOME OF THESE ARE SLOW SYSTEMS. I'VE SEARCHED RIMS BEFORE. SOMETIMES IT TAKES A LONG TIME TO GET EXACTLY WHAT YOU'RE LOOKING FOR.

SO WE ARE NOT THE FIRST, BUT WE'RE NOT THE LAST. WE'D LIKE TO BE PART OF THE SYSTEM TO MAKE OUR POLICING MORE EFFICIENT.

OUR PROPOSAL IS TO WORK WITH PEREGRINE TO REPRESENT A STRATEGIC INVESTMENT IN MODERNIZING OUR PUBLIC SAFETY OPERATIONS.

AND BY LEVERAGING PEREGRINE'S SECURE DATA INTEGRATION PLATFORM, THE DEPARTMENT CAN ENHANCE INVESTED CAPABILITIES, IMPROVE REAL TIME SITUATIONAL AWARENESS, AND FOSTER CROSS JURISDICTIONAL COLLABORATION, ULTIMATELY SUPPORTING OUR MISSION TO PROTECT THE COMMUNITY AND ENSURE EFFICIENT USE OF RESOURCES. AN OVERVIEW OF OUR PROPOSED CONTRACT IS GOING TO BE $97,000 FOR THREE YEARS OF EACH OF THOSE YEARS.

THAT'S ALL COMING FROM THE PD BUDGET. WE ALREADY HAVE THAT ALLOTTED INTERNALLY.

IT'S OUR OWN FUNDS, AND WE'RE JUST GOING TO ALLOCATE TO PEREGRINE FOR THAT 97 FOR EACH YEAR IS GOING TO INCLUDE THE SOFTWARE ACCESS, THE INTEGRATION SUPPORT. BECAUSE WE HAVE TO INTEGRATE ALL OF OUR CURRENT DATA, OUR RMS SYSTEM APB.

SO IN 2020, WE ABOUT FIVE YEARS AGO, WE STARTED WITH OUR TREE DIE OFF CHALLENGE THAT WE WERE DEALING WITH AT THE DISTRICT WHERE WE WERE AFFECTED BY DROUGHT AND CLIMATE CHANGE, AND OUR TREES WERE DYING OFF IN THE AREA.

TO NAVIGATE THROUGH THAT, WE WERE ABLE TO NETWORK WITH FORESTERS FROM THROUGHOUT CALIFORNIA.

WE'RE ALSO TO GET ABLE TO GET SCIENTISTS FROM PLACES LIKE UC BERKELEY, AND WE WERE ABLE TO GET INPUT ON WHAT THE PROBLEM WAS. THERE'S A LOT OF HARD WORK FROM THE TEAM TO APPLY FOR ALL THESE GRANTS.

BUT TO DO THIS WORK, YOU NEED MONEY. AND SOME PEOPLE HAD CONCERNS OF APPLYING FOR TOO MANY GRANTS, BUT WE KNEW THAT WE NEEDED TO GET THIS FUNDING SO THAT WE COULD DO THE WORK AND MITIGATE THE ISSUES THAT ARE OUT THERE.

FORTUNATELY FOR US, I'LL SHOW SOME OF THE HISTORY HERE.

2020 WE'RE DEALING WITH AROUND 2.3 MILLION FUNDING, VERY GENEROUS.

AND IN 2024 WE HAD ABOUT $11.8 MILLION, $10 MILLION OF THAT WE HAD RECEIVED MONEY FROM A DIRECT ASK, WORK OF THE GOVERNMENT AFFAIRS DEPARTMENT, AND OTHER FUNDING WAS FROM VARIOUS GRANTS AND DISTRICT FUNDING. IN 2025, TOTAL FUNDING THAT WE HAD RECEIVED IS $13.54 MILLION. DOLLARS. THERE IS NO AGENCY THERE IS NO GROUP OR COALITION OR ANYBODY ELSE WHO'S BEEN ABLE TO DO WHAT WE'RE DOING RIGHT NOW.

ONE STRATEGICALLY FIGURE OUT WHAT THE PROBLEM WAS COME UP WITH A PLAN.

SEEK THE FUNDING. GET THE FUNDING AND EXECUTE THE WORK.

THAT'S WHAT THE DISTRICT HAS BEEN DOING. AND WE'RE EXAMPLE FOR ANYBODY ELSE ON HOW TO SOLVE THIS PROBLEM.

AND SO WE WERE ABLE TO TAKE THAT MONEY AND DO NEW WORK THAT HAD NOT BEEN DONE BEFORE, AND ALSO DO WORK OUT IN TILDEN PARK NEAR THE THE LITTLE FARM AREA OVER IN TILDEN. AND ADDITIONALLY, WE GOT MONEY FOR RESTORATION FOR OUT IN CARQUINEZ TO DO OAK RESTORATION IN THE AREA THAT HAD EUCALYPTUS TREES WORK BEING DONE THROUGH STEWARDSHIP.

AND WE WERE ABLE TO GET FUNDING FOR A STUDY TO FIGURE OUT THE EFFECTIVENESS OF THE HERBICIDE TREATMENT THAT WE'RE USING FOR MAINTENANCE WITH THE EUCALYPTUS TREATMENT. AND LASTLY, WE'RE ABLE TO GET FUNDING FOR EQUIPMENT FOR OUR FUELS CREW.

BUT YOU'LL ACTUALLY BE COMING BACK TO THE BOARD SEPTEMBER 2ND FOR APPROVAL TO UTILIZE THOSE FUNDS.

WE WERE ABLE TO GET JUST EQUIPMENT THAT CAN MAKE THAT WORK MORE EFFICIENT AND MORE EFFECTIVE FOR THE CREW.

AND THAT ALL CAME OUT OF THE MEETING PITCHING A CONCEPT, AND THEY FUNDED IT.

SO WE HAD ONE CONTINUOUS FUEL BREAK UP IN GRIZZLY PEAK AREA, WHERE WE HAVE A LOT OF FIRE ACTIVITY AND POTENTIAL PROBLEM.

AND THEN PARTNERS LIKE BERKELEY PUT TOGETHER A PROPOSAL THAT ALLOWED FOR DEFENSIBLE SPACE AND FUNDING FOR THE COMMUNITY SO THAT THEY COULD DO THEIR PORTION, BECAUSE IT'S BOTH THAT ARE REQUIRED.

AND SOME OF THE LATEST INFORMATION OUT OF THE PALISADES FIRE WAS THAT DEFENSIBLE SPACE AND ZONE ZERO CLEARANCE IN YOUR HOME DRASTICALLY REDUCES THE THE RISK OF CATASTROPHIC WILDFIRE.

WE CAN WE'LL ALWAYS CONTINUE TO DO OUR PART AS A DISTRICT BUT WHEN WINDS HIT CERTAIN SPEEDS, YOU'RE ALWAYS GOING TO HAVE EMBERS. AND THE WAY THE PUBLIC CAN DO THEIR PART IS DEFENSIBLE SPACE AND ZONE ZERO.

AS YOU ALL KNOW, DURING OCTOBER, THAT'S WHEN WE WERE FACING SOME OF OUR HIGHEST WILDFIRE DANGER AND WILDFIRE RISK PERIODS.

NOT ONLY IS IT THE NORTH WINDS THAT, YOU KNOW, MOVE FIRE RAPIDLY AND CAUSE A LOT OF, YOU KNOW, CATASTROPHIC FIRES AS WELL AS, YOU KNOW, THE PHONE WINDS THAT THAT DO FEED AND FUEL, THOSE FIRES THAT CAN AT TIMES BE CATASTROPHIC. BUT IT WAS AT NIGHTTIME, AND IT WAS A BIT OF AN EXTENDED RESPONSE FOR RESOURCES TO GET TO THAT FIRE.

THIS FIRE WAS ON REDWOOD ROAD AT THE SKYLINE STABLES, JUST DIRECTLY BELOW THE STABLES.

IT WAS A VEHICLE THAT WAS INTENTIONALLY SET ON FIRE, WHICH SPREAD TO THE VEGETATION AS WELL AS CAUSED SOME TORCHING.

THAT NIGHT WAS VERY LOW RELATIVE HUMIDITIES IN THE SINGLE DIGITS, WHICH FROM A FIRE BEHAVIOR STANDARD THAT YOU KNOW, IS LEVEL TWO RESTRICTIONS UP INTO RED FLAG AS WELL AS WIND WASN'T SO MUCH OF A FACTOR, BUT THE VEGETATION WAS DRY. THE FUEL MOISTURE CONTENT EXTREMELY LOW.

A LARGE RISK FOR FIRES TO, YOU KNOW, SPREAD EMBER CAST ALSO SPAWNING IN ADJACENT COMMUNITIES AND HOMES RIGHT UP FROM THE STABLES. SO THIS AREA HERE ALONE IS ONE OF OUR RECOMMENDED TREATMENT AREAS.

THAT REALLY IS A GOOD EXAMPLE AND PROOF OF THE EFFECTIVENESS OF OUR FUELS TREATMENT WORK WHEN DONE STRATEGICALLY IN THE RIGHT LOCATIONS, AN DONE WITH THE EXPERTISE THAT OUR FUELS PROGRAM BRINGS TO OUR FUELS PROJECTS.

SO IN 2018, WE'D DONE A FUELS TREATMENT PROJECT IN THERE AND REMOVED SOME OF THE EUCALYPTUS TO REDUCE SOME OF THE VOLUME OF FUELS IN THERE. AND WE FOLLOWED UP WITH OUR FUELS CREW AND CONTINUED TO MAINTAIN THAT WORK.

AND THEN LATER ON, WE'RE ABLE TO FOLLOW UP AND GET FURTHER GRANT FUNDING TO EXPAND UPON THAT INITIALLY DONE WORK SO THAT IN THE EVENT OF THIS FIRE, THERE WAS NO EXTREME FUEL LOADING THAT THERE WAS BEFORE, YOU WOULDN'T HAVE BEEN ABLE TO SEE THROUGH FROM THE ROAD UP TO WHERE THAT LIGHT SHINING PRIOR TO OUR FUEL TREATMENT WORK. SO A VERY GOOD EXAMPLE OF THE EFFECTIVENESS OF OUR FUELS TREATMENT, AS WELL AS HOW A COORDINATED, ORGANIZED RESPONSE, ALONG WITH FUELS TREATMENT AND PRIOR MANAGEMENT AND FIELD REDUCTION ACTIVITIES CAN HELP TO PREVENT THESE FIRES FROM ESCAPING FROM THAT INITIAL START.

OTHER EXAMPLES, EVEN ONE THAT WAS USED BY CALFIRE, WAS ALONG GRIZZLY PEAK BOULEVARD, WHERE WE HAD A FIREWORK START ON HIGH FIRE DANGER DAY, AND IT WAS KEPT TO ABOUT A 4X4 SIZED FIRE, WHICH, BASED ON ITS LOCATION, THERE WAS PLENTY MORE POTENTIAL HAD THAT AREA NOT BEEN TREATED AN OUR FIREFIGHTERS YOU KNOW, THE THREE PRONGS OF OUR OUR WORK WERE ABLE TO RAPIDLY RESPOND TO THAT FIRE AND WERE THE ONES THAT ACTUALLY CAUGHT THAT FIRE.

ONE OTHER PORTION OF OUR, FUELS MANAGEMENT PROGRAM OR NOT SO MUCH OF A PORTION, BUT OF, OUR STAFF AND OUR OVERALL STRATEGY IS OUR DIABLO FUELS CREW.

OUR DIABLO FUELS CREW IS 14 AT THIS POINT. THEY ARE A FORCE TO BE RECKONED WITH.

SORRY TO JUST HAVE TO SAY THAT. AND IN SUCH A KIND OF OFF THE CUFF KIND OF WAY, BUT THEY REALLY ARE A FORCE MULTIPLIER.

WHEN YOU GET EQUIPMENT INTO THEIR HANDS, THEY HELP WITH SUPPRESSION.

THERE'S SO WE HAVE OUR FUELS CREW WORKING RIGHT NOW IN LEONA CANYON, AND THAT'S THE PERFECT KIND OF PROJECT TO REALLY DISPLAY HOW A CREW THAT HAS THIS SPECIFIC CAPABILITIES THEY HAVE CAN GET WORK DONE IN AREAS THAT AREN'T REALLY WHERE WE WOULD LIKE TO PUT CONTRACTORS IN TO DO THE WORK. IT'S RELATIVELY DIFFICULT TO ACCESS.

IT'S ALONG THE HOMES ON THE WEST FACING ASPECT OF LEONA CANYON BELOW SKYLINE BOULEVARD, AN AREA THAT WE HAD NOT DONE FUELS TREATMENT WORK IN MULTIPLE YEARS, AND SO PROBABLY ABOUT EIGHT YEARS OR SO SINCE WE'VE DONE ANY WORK IN THERE.

AND THE CREW HAS BEEN IN THERE FOR ABOUT SIX WEEKS NOW, AND THEY HAVE THREE MORE WEEKS WORTH OF WORK, AND THEY'RE GOING IN THERE ON A REGULAR, ALMOST DAILY BASIS.

TO GIVE AN IDEA HOW MUCH THEY'VE ACCOMPLISHED.

THAT PROJECT OR THAT CREW WORK IS DIRECTLY DISTRICT FUNDED.

WE'RE USING MEASURE FUNDS AS WELL AS THE DISTRICT GENERAL FUNDS TO PAY FOR THAT WORK.

ANOTHER PROJECT I WOULD WANT TO HIGHLIGHT AS WELL, TOO, YOU CAN SEE THE PICTURES OF THE BEFORE AND AFTER.

ON THE RIGHT IS IN CLAREMONT CANYON. THIS PROJECT IS ACTUALLY A GRANT FUNDED PROJECT, WHICH IS THE FIRST OF THE FEMA 2019 GRANT THAT WE RECEIVED. WE APPLIED FOR IT IN 2019.

DIDN'T RECEIVE IT UNTIL THIS PAST YEAR. THE FIRST PROJECT IS YOU KNOW, OF MANY OF THE IDENTIFIED AREAS THAT THAT GRANT WILL TREAT WITHIN CLAREMONT CANYON AND TILDEN PARKS.

SO THIS AREA IS ALONG DRURY ROAD. WE PRACTICED OUR STANDARD FUELS TREATMENT WORK ALONG THE HOMES, BASICALLY TO IMPROVE UPON WORK THAT'S ALREADY BEEN DONE BY OUR FUELS CREW.

THE CALIFORNIA CONSERVATION CORPS CREWS HAVE DONE WORK IN THERE AS WELL AS WE'VE WORKED WITH THE CIVICORP IN THAT AREA.

BUT THE CREWS CAN ONLY DO SO MUCH. AND SOMETIMES YOU HAVE TO COME IN AND BRING CONTRACTORS IN TO DO THE LARGER SCALE WORK AND THE LARGE TREE REMOVALS, AS YOU SEE, THERE'S THE EUCALYPTUS GROUPING THERE THAT WAS REMOVED.

WE CAN'T DO THAT WITH OUR FUELS CREW. WE HAVE TO BRING IN LARGE CONTRACTS TO DO THAT WORK.

SO THAT PROJECT OVERALL HIGHLY IMPACTFUL. IT WAS OR IS IN AN AREA WHERE THE OAKLAND HILLS FIRE, 91, ACTUALLY BURNT HOMES ALONG THAT PARK BOUNDARY.

THE NEIGHBORS ARE VERY MUCH THANKFUL, AS WELL AS WE BELIEVE IT TO BE A SUCCESSFUL PROJECT THAT REALLY HIGHLIGHTS HOW OUR FUELS TREATMENT WORK CARRIED OUT BY OUR FUELS REDUCTION COORDINATORS.

ADMINISTERING THE CONTRACTORS AND ADMINISTERING THE CONTRACTS REALLY DOES HAVE LASTING IMPACT.

SO ANOTHER PROJECT TO HIGHLIGHT THAT'S CURRENTLY UNDERWAY IS IN TILDEN TILDEN PARK SURROUNDING THE EEC, THE ENVIRONMENTAL EDUCATION CENTER. THIS PROJECT IS FUNDED BY THE COASTAL CONSERVANCY, AND IT REALLY IS A GOOD EXAMPLE OF HOW MUCH THOUGHT AND HOW MUCH PLANNING GOES INTO THESE PROJECTS AND INTO OUR FIELD TREATMENT WORK.

THIS RECOMMENDED TREATMENT AREA. IT'S TILDEN TO A IT'S ABOUT 64 ACRES.

OVER THE YEARS WE'VE DONE MULTIPLE SMALLER PROJECTS.

WE'VE WORKED ON THE EVACUATION ROUTE FOR ALONG LOOP ROAD USING A PREVIOUS COASTAL CONSERVANCY GRANT AS WELL AS WE'VE HELD CHAINSAW

TRAININGS. WE'VE DONE FUELS WORK WITH OUR CREW ALONG THAT AREA.

AND THEN NOW IT'S TIME TO COME IN WITH A CONTRACTOR AND EXPAND UPON THAT PREVIOUS WORK AND GAIN FURTHER DEPTH INTO THE RECOMMENDED TREATMENT AREA.

WE DO NOT HAVE THE THE CURRENT FUNDS TO TREAT ALL 64 ACRES, BUT WE'VE IDENTIFIED 30 ACRES OF THE HIGHEST PRIORITY IN THERE, WHICH WERE CURRENTLY TREATING THROUGH THINNING.

AND IT'S A REALLY GOOD EXAMPLE OF USING DIFFERENT METHODS FOR OUR FUELS TREATMENT.

SO THIS AREA WE'RE ACTUALLY WORKING IN A SLIGHTLY DIFFERENT WAY THAN WE NORMALLY DO WITHIN EUCALYPTUS.

AND DOING IT IN A PHASED APPROACH WHERE THE CONTRACTOR WILL COME IN AND DO THE THINNING OF THE THINNING FROM BELOW THE SMALLER DIAMETER TREES MAKE PILES WHICH WILL COME BACK AND WILL BURN THOSE PILES IN THE FALL OR THE SPRING WHEN WE DO OUR PILE BURNING.

AND THEN WE'LL COME BACK IN AFTER THE PILE BURNING, AND THEN REMOVE SOME OF THE LARGER TREES AFTER THE FACT.

WE WANT TO USE THIS AS A GOOD EXAMPLE OF FUELS MANAGEMENT STRATEGIES AND FUELS MANAGEMENT METHODOLOGIES THAT OUR NATURALIST PROGRAM COULD ACTUALLY TAKE TOURS INTO AND SHOW YOU KNOW, SCHOOL GROUPS AND STUDENTS WHAT EFFECTIVE FUELS MANAGEMENT AND FUELS TREATMENT WORK CAN ACCOMPLISH.

SO I'LL MOVE ALONG TO THE ANTHONY CHABOT PARK THAT CHIEF, PROJECT CHIEF PREVIOUSLY MENTIONED.

SO THE ANTHONY CHABOT FUELS MANAGEMENT PROJECT AS IT WAS IDENTIFIED FOR FUELS TREATMENT WORK PRIOR, WHEN OUR EIR, OUR WILDFIRE HAZARD REDUCTION MANAGEMENT PLAN WAS PUT INTO PLACE, BUT THEN FURTHERMORE WAS HIGHLIGHTED AND IDENTIFIED AS AN AREA OF SIGNIFICANT FUEL LOADING, SOME UNMANAGED FOREST OR PREVIOUSLY MANAGED AND THEN NOT MAINTAINED EUCALYPTUS FOREST THAT WAS IN POOR HEALTH AND WAS A CONSIDERABLE FIRE ISSUE ADJACENT TO TO OAKLAND.

SO IN 2020 THE ISSUE WAS IDENTIFIED. SO IN AROUND 21 22, WE WERE ABLE TO SECURE FUNDING FROM THE CALIFORNIA COASTAL CONSERVANCY TO DO A PILOT PROJECT, PART OF OUR PART OF A LARGER SCALE RFP THAT YOU THAT WAS APPROVED YEARS BACK IN ORDER TO TAKE ON OUR FUELS MANAGEMENT WORK IN ANTHONY CHABOT.

THAT PILOT PROJECT TREATED 80 ACRES, AND THAT WAS OUR OPPORTUNITY TO USE THE METHODOLOGIES AND REALLY EXPLORE NEW WAYS OF TREATING THE BIOMASS, WHICH RESULTED IN THE USE OF THE CARBONIZER TO PROCESS THE BIOMASS.

THAT 80 ACRE PILOT PROJECT PROVED TO BE A SUCCESS.

SO FOLLOWING THAT, WE ENDED UP TREATING OVERALL OVER THREE YEARS, 650 ACRES WITHIN THAT EUCALYPTUS STAND.

WE CONTINUE TO USE NEW IN INCOMING FUNDING TO EXPAND UPON THAT TREATMENT WORK THAT WE PERFORMED AS PART OF THE STATE FUNDED PROJECT. THAT 9.3 MILLION STATE FUNDED PROJECT WE WERE ABLE TO CLOSE OUT THIS PAST YEAR, AND NOW WE'RE WORKING TOWARDS UTILIZING THE ADDITIONAL FUNDING THAT WE'VE RECEIVED FROM FEMA THROUGH THE PDM GRANTS, THE DIRECT ALLOCATIONS. SO RIGHT NOW WE'RE IN THE PROCESS AND WE WILL BE COMING TO THE BOARD ON IN SEPTEMBER FOR THE APPROVAL OF TO AWARD TWO DIFFERENT CONTRACTORS ADDITIONAL WORK IN ANTHONY CHABOT, BOTH SURROUNDING THE THE CAMPGROUND. WHAT'S THE CAMPGROUND WHERE WE HAVEN'T DONE WORK YET AND HAVEN'T BEEN ABLE TO FUND. ALSO, TO EXPAND UPON THE FUEL BREAK ALONG SKYLINE BOULEVARD, CLYDE WOOLRIDGE IN GRASS VALLEY.

THAT IS ALL GOING TO BE. YEAH, 32 ACRES ALONG SKYLINE BOULEVARD.

A VERY DIFFICULT TERRAIN, DIFFICULT TO ACCESS TREES, AS WELL AS 22 ACRES THAT IS WEST OF THE CAMPGROUND.

AND I'LL MOVE TO THE NEXT SLIDE. SO ONE OF THE, YOU KNOW, LARGE SUCCESSES THAT WE'VE BEEN ABLE TO PULL OFF OVER THE LAST COUPLE OF YEARS AS A TEAM IS TO GET THE BIOCHAR PRODUCED OUT INTO THE PARK.

SO OVER THE MULTIPLE YEARS OF THAT PROJECT BEING UNDERWAY, WE WERE ABLE TO DISTRIBUTE 745 TONS OF BIOCHAR THROUGHOUT 35 LOCATIONS. THESE LOCATIONS WERE BOTH ON PARK DISTRICT LAND, AND SOME OF THEM WENT OUTSIDE OF PARK DISTRICT LAND BASED ON AN AGREEMENT WE WERE ABLE TO COME INTO WITH OUR OUR GRANTOR,

THE USES OF BIOCHAR WE REALIZED OUR IMMENSE WE KNEW THAT GOING INTO THE PROJECT AND AS OUR STAFF, PARTICULARLY FRC PABLO [INAUDIBLE] WHO TOOK ON THAT THAT PROJECT IN THAT TASK WAS ABLE TO NETWORK, WORK TOGETHER WITH THE DIFFERENT DEPARTMENTS IN DIFFERENT DIFFERENT PARKS AND COME UP WITH SOME REALLY GREAT SOLUTIONS ON WHERE BIOCHAR CAN BE PUT BACK INTO OUR PARKS FOR BENEFICIAL USES. SO IN THE EVENT OF A FIRE IN ANTHONY CHABOT. WE SHOULD AND WE WOULD HAVE A LOT LESS INTENSE FIRE, SO THE FIRE INTENSITY WOULD BE A LOT LOWER. THERE WOULD HOPEFULLY NOT BE ANY STAND REPLACING FIRE, BUT ALL OF THAT MATERIAL THAT WAS CONVERTED, ALL THAT BIOMASS FROM OUR THINNING PROJECT THAT WAS CONVERTED INTO BIOCHAR, IS NOW SEQUESTERED AND WOULD NOT BE RELEASED INTO THE ATMOSPHERE IN UP INTO OUR ATMOSPHERE, HAVE THE IMPACTS ON OUR COMMUNITY WITHIN AND WITH THROUGHOUT THE STATE IF THERE WERE TO BE A LARGE SCALE FIRE IN THAT AREA.

SO IT'S IT'S MULTIPLE FOLD BENEFITS. AND THIS DOES REALLY, YOU KNOW, HAS PROVED TO BE A METHOD THAT WE'D LIKE TO MOVE FORWARD WITH IN FUTURE PROJECTS AS WELL TOO, IS THAT OPPORTUNITY LENDS ITSELF.

WE ATTENDED A WILDFIRE SAFETY EVENT WITH ASSEMBLYMEMBER BUFFY WICKS AND ALL THE DIFFERENT DEPARTMENTS WERE THERE, AND WE HAD OUR OWN QUESTION. THE PARK DISTRICT, YOU KNOW, BASICALLY WILDFIRE FORESTED AREAS.

WHAT WE ARE DOING, BECAUSE WE RECEIVED A LOT OF FUNDING THAT WE'LL BE MAKING USE OF IN THE NEXT TWO AND A HALF YEARS, AND WE'VE ALSO RECEIVED A LOT OF FUNDING OVER THE PAST FIVE YEARS AND ALL THOSE PROJECTS THAT WE'VE BEEN DOING, WHAT WE CALL INITIAL TREATMENT, IT MEANS THAT IT'S THE FIRST TIME TREATING THAT AREA.

A LOT OF THESE GRANTS COME WITH AGREEMENTS THAT YOU HAVE TO MAINTAIN THOSE AREAS, AND THAT COMES WITH A COST TO IT.

SO WE'RE AT A POINT RIGHT NOW WHERE WE'RE FOCUSED AS AN AGENCY TO MAKE SURE THAT WE CAN SECURE THE CURRENT, THE CURRENT WORK THAT WE'VE ACCOMPLISHED AND DOING STRATEGIES TO FOCUS ON THE MAINTAINING AND BEING ABLE TO CONTINUE THE ENHANCEMENT OF THE TREATED AREAS THAT WE'RE GOING TO BE DOING.

I THINK THAT WAS GOING TO BE TAKEN AWAY AND PUT TO COVER THE DEFICIT, WHICH WE'VE SENT LETTERS OF PROTEST. AND I HAVE BEEN WORKING WITH CALIFORNIA ASSOCIATION RECREATION PARK DISTRICT.

SO THAT'S A BEAUTIFUL PARTNERSHIP WE HAVE AS AN AGENCY WHEN IT COMES TO WHAT WAS THE SECOND.

IN EARLY OCTOBER OF 2014 THE BOARD ADOPTED THE STRATEGIC ENERGY PLAN AND APPROPRIATED 8.7 MILLION TO LAUNCH THE PLAN.

THIS INCLUDED $7.5 MILLION FOR THE SOLAR ARRAY PROJECT AT SHADOW CLIFFS, AS WELL AS 1.2 MILLION FOR ENERGY EFFICIENCY UPGRADES THROUGHOUT THE PARK DISTRICT. AGAIN IN 2021, THE BOARD APPROPRIATED AN ADDITIONAL $850,000 TO REPLACE THE SOLAR INFRASTRUCTURE HERE AT PERALTA OAKS AND ALSO CREATE A MICROGRID AT TRUDEAU. SINCE THEN, THIS PLAN HAS EVOLVED INTO A BROADER FRAMEWORK, INCLUDING WORK ACROSS SOLAR EV CHARGING INFRASTRUCTURE AS WELL AS ENERGY EFFICIENCY PROJECTS.

SO TODAY I'M GOING TO WALK THROUGH EACH OF THESE PILLARS, GIVE YOU AN UPDATE ON THOSE PROJECTS, THE FINANCIAL IMPACTS AND FUTURE OPPORTUNITIES.

SO FIRST OFF, AS I MENTIONED IN 2018, THE PARK DISTRICT COMPLETED THE SOLAR POWER ARRAY AT SHADOW CLIFFS, AND IT NOW SERVES AS OUR LARGEST SOLAR ENERGY CONTRIBUTOR, GENERATING OVER 1.9 MEGAWATT HOURS ANNUALLY.

THE TOTAL PROJECT COST WAS $6 MILLION. OF THIS, $5.5 MILLION WENT TOWARDS THE ARRAY ITSELF, AND THEN $500,000 WAS FOR THE EV CHARGING STATION, AS WELL AS REPAVING THE PARKING LOT AND INSTALLING STORMWATER MANAGEMENT BASINS THROUGHOUT THE PARK AREA. SO FAR OVER THE PAST THREE YEARS, THE SOLAR ARRAY AT SHADOW CLIFFS HAS AVERAGED 94.1% OF ITS DESIGNED 1.9MW PRODUCTION CAPACITY, AND OUR ANNUAL SOLAR CREDITS HAVE BEEN CONSISTENT, RANGING IN FOR FISCAL YEAR 2024 AT ABOUT $307,000, THEN IN 2023 AT $292,000, AND THEN 2022 AT $295,000. TO DATE, THE SYSTEM HAS GENERATED APPROXIMATELY $2.4 MILLION IN BILL CREDITS THROUGH PG AND EAST RENEWABLE ENERGY SELF GENERATION BILL CREDIT TRANSFER PROGRAM, WHICH IS CALLED RESGBCT. ANNUAL OPERATING AND MAINTENANCE COSTS ARE AROUND $28,000.

AT TRUDEAU, WE INSTALLED A MICROGRID SYSTEM IN 2023 WITH A SOLAR ARRAY AND BACKUP BATTERY SYSTEM, WHICH PRODUCES ELECTRICITY ON SITE, STORES EXCESS ELECTRICITY FOR USE AT NIGHT, AND THEN POWERS THE FACILITY WHEN WE HAVE POWER OUTAGES.

AT BIG BREAK VISITOR CENTER IN OAKLEY, WE HAVE A TEN KILOWATT SYSTEM WITH THREE SOLAR ARRAYS.

WHILE THE SYSTEM DOES NOT FULLY OFFSET THE SITE'S ENERGY USE, IT SUPPORTS OUR LOCALIZED SUSTAINABILITY GOALS.

THEN, AT DEER VALLEY AT THE FORMER RODDY RANCH GOLF COURSE, WE HAVE A 44 KILOWATT SYSTEM.

THIS SYSTEM IS ENROLLED IN PG&E 'S NET ENERGY METERING PROGRAM, AND SINCE THE CURRENT USAGE OF THE SITE IS VERY MINIMAL, WE RECEIVE AN ANNUAL CREDIT FOR THIS GENERATION IN SEPTEMBER.

WE ALSO HAVE SOLAR PANELS INSTALLED AT OUR RESIDENCE AT VASCO CAVES AND BROOKS ISLAND, WHICH SERVE AS A PRIMARY ENERGY SOURCE SINCE THESE ARE OFF GRID FACILITIES.

WE CURRENTLY HAVE 17 ELECTRIC VEHICLES AND 31 HYBRID VEHICLES, AND AS WE CONTINUE TO EXPAND OUR FLEET, WE ARE GOING TO REQUIRE ADDITIONAL CHARGING STATIONS.

ON THE PUBLIC SIDE, WE HAVE 14 STATIONS TOTAL, AND THEY'RE CURRENTLY LOCATED AT DUMBARTON QUARRY, MCLAUGHLIN EAST SHORE AND SHADOW CLIFFS. ADDITIONAL PUBLIC ELECTRIC VEHICLE CHARGING STATIONS ARE PLANNED FOR COYOTE HILLS, AS WELL AS EASTPORT STAGING AREA AT SIBLEY, AND THE NEW PROJECT AT TILDEN TIDEWATER DAY USE AREA.

IN 2022, DECO PERFORMED AN ANALYSIS OF EV CHARGING OPTIONS AND ASSESSED POTENTIAL SITES AND LOCATIONS.

THESE RECOMMENDATIONS HAVE BEEN INCORPORATED INTO OUR NEW PROJECT DESIGNS.

FEES FOR PUBLIC ELECTRIC VEHICLE CHARGING USE HAS REMAINED AT ABOUT $0.25 PER KILOWATT HOUR SINCE 2017.

IN ADDITION TO ELECTRICAL INFRASTRUCTURE UPGRADES, PUBLIC ELECTRIC CHARGING STATIONS REQUIRE NETWORK CONNECTIVITY TO BE ABLE TO TAKE PAYMENT FOR THOSE CHARGEPOINT STATIONS. AND THIS SLIDE JUST KIND OF GIVES YOU A SNAPSHOT OF WHAT IT HAS BEEN COSTING THE DISTRICT TO RUN THESE PUBLIC EV CHARGING STATIONS. THERE'S AN ANNUAL SERVICE CHARGE WE'RE ASSESSED FROM AT CHARGEPOINT, AS WELL AS SOME PERMIT FEES THAT WE'RE REQUIRED TO PAY FOR MAINTENANCE AND SUPPORT SERVICES.

HISTORICALLY, THE DISTRICT HAS BEEN SUBSIDIZING THIS COST.

HOWEVER, IN 2024, AS KILOWATT USAGE INCREASED, AT 80%, WE STARTED TO RECOGNIZE A REVENUE OF ABOUT $400.

SO THE NEXT PILLAR IS THE ENERGY EFFICIENCY PROJECTS.

AS PART OF THE 2014 STRATEGIC ENERGY PLAN, OVER 500 PROJECTS WERE IDENTIFIED TO IMPROVE THE DISTRICT'S ENERGY EFFICIENCY.

THE BOARD APPROPRIATED $1.2 MILLION FOR THESE PROJECTS.

AS OF JULY 2025, ABOUT $1 MILLION HAS BEEN SPENT AND WE HAVE ABOUT $154,000 REMAINING.

OF THE 500, 496 PROJECTS HAVE BEEN COMPLETED, AND THESE WERE MAINLY LIGHTING PROJECTS WHERE WE REPLACED THE FIXTURES AND MOVED TO MORE EFFICIENT, NEWER GENERATION LAMPS AND LED. WE ALSO INSTALLED SIX VARIABLE FREQUENCY DRIVES AT OUR SWIMMING FACILITIES TO HELP MONITOR AND CONTROL THE PUMPS. HERE'S A COUPLE SNAPSHOTS AND PICTURES OF OLD VERSUS NEW INSTALLATIONS THAT WE'VE DONE ON THE ENERGY EFFICIENCY FRONT, CHANGING OUT THE LIGHT FIXTURES.

SO WHAT DO WE HAVE PLANNED FOR THE FUTURE? RIGHT NOW WE HAVE OUR PERALTA OAKS NORTH PROJECT, WHICH IS CURRENTLY UNDER CONSTRUCTION, AND IT INCLUDES THE INSTALLATION OF SOLAR PANELS THAT ARE DESIGNED TO OFFSET 100% OF THE BUILDING'S ELECTRICAL REQUIREMENTS.

WE ALSO HAVE PLANS FOR 12 DOUBLE EV CHARGING STATIONS.

AND WE'RE BUILDING IN THE INFRASTRUCTURE TO SUPPORT ADDITIONAL 12 STATIONS IN THE FUTURE.

IN TERMS OF NEXT STEPS WITH THE PLAN, WE CONTINUE TO SEE AN INCREASE OF OUR ELECTRICITY COST, DESPITE THESE EFFORTS THAT WE'VE MADE OVER THE LAST SEVERAL YEARS.

AND FROM 2020 TO 2024, OUR ELECTRICITY COST HAS ALMOST DOUBLED FROM $845,000 TO $1.6 MILLION.

SO WE'RE IN THE PROCESS OF ANALYZING OUR CONSUMPTION DATA AT SOME OF OUR SITES THAT HAVE HAD SIGNIFICANT USAGE INCREASES, SUCH AS DEL VALLE, CONTRA LOMA AND DUMBARTON QUARRY, AND TRYING TO ASSESS WHERE THERE MIGHT BE ADDITIONAL OPPORTUNITIES FOR ENERGY EFFICIENCY PROJECTS THAT WE SHOULD IMPLEMENT GOING FORWARD.

WE INTEGRATE MORE OF A PREVENTATIVE MAINTENANCE APPROACH, AND THIS IS USING OUR DATA DRIVEN TECHNOLOGIES.

AND WE FOCUS ON THINGS SUCH AS AGING INFRASTRUCTURE WITH ROOFS, WINDOWS, ELECTRICAL SYSTEMS, PAVEMENT THAT IT'S TRIGGERED IN THE SYSTEM SAYING THAT IT'S END OF LIFE.

SO WE CAN HAVE A MAPPING SOFTWARE THAT SHOWS US WHERE ALL THE HOTSPOTS ARE FOR PAVEMENT.

AND HERE IS SOME EXAMPLES OF WHAT WE JUST COMPLETED.

ON THE TOP YOU HAVE BULL VALLEY UP IN THE CARQUINEZ STRAIT.
