I'M HERE TO HONOR A MAN WHOSE LEGACY IS ETCHED INTO THE SOUL OF OUR COMMUNITY AND THE FABRIC OF PORT CHICAGO, CALIFORNIA'S JUSTICE WORK SUPERVISOR FEDERAL GLOVER.

I WOULD LIKE TO THANK SUPERVISOR GLOVER FOR HIS MANY CONTRIBUTIONS TO THE PORT CHICAGO EFFORTS OVER THE YEARS.

HIS COMMITMENT TO TRUTH, JUSTICE, AND THE DIGNITY OF BLACK SERVICEMEN AND SAILORS THAT HELPED KEEP THE STORY OF THE PORT CHICAGO 50 ALIVE AND DID NOT LET IT FADE INTO HISTORY. THEY DON'T MAKE THEM LIKE HIM ANYMORE.

THE WORK TO EXONERATE THE PORT CHICAGO SAILORS REQUIRED THE CONTRIBUTIONS OF SO MANY.

THIS WASN'T JUST A CAMPAIGN, IT WAS A MOVEMENT.

AND WHEN YOU TAKE THE TIME TO DO YOUR RESEARCH, TO TRACE THE TIMELINE AND CONNECT THE DOTS, YOU WILL FIND THAT SUPERVISOR GLOVER WAS A GREAT PART OF THAT WORK.

HE SHOWED UP NOT JUST IN WORD, BUT IN ACTION.

HE LENT HIS VOICE, HIS PLATFORM AND HIS HEART TO THE FIGHT.

UNDER THE PARK DISTRICT STEWARDSHIP, THE PROPERTY WILL PROVIDE OPPORTUNITIES FOR EXPANSION OF RECREATIONAL TRAIL USES AND, AS WITH ALL PROPERTIES PURCHASED IN PARTNERSHIP WITH THE CONSERVANCY, SUBSEQUENT TO ACQUISITION AND TO SATISFY CERTAIN REQUIREMENTS OF THE HABITAT CONSERVATION PLAN NATURAL COMMUNITY CONSERVATION PLAN. AND IN THE LAST SIX MONTHS, WE'VE OBTAINED NEW FUNDING FROM FEMA, STATE COASTAL CONSERVANCY AND CALIFORNIA FIRE SAFE COUNCIL COOPERATIVE FIRE PROGRAM OF THE US FIRE SERVICES FOR SERVICES, SORRY. SO NOW BEAR WITH ME WHILE I GO INTO A LITTLE BIT MORE DETAIL ON EACH OF THESE GRANTS AWARDED AND THE ASSOCIATED TIMELINES. SO IN MARCH OF 2022, THE PARK DISTRICT APPLIED FOR FEMA PRE-DISASTER MITIGATION FUNDING TO COMPLETE HAZARDOUS FUELS REDUCTION OF APPROXIMATELY 85 ACRES IN ANTHONY CHABOT. THIS WAS CONGRESSIONALLY DIRECTED SPENDING APPROPRIATION REQUESTED FROM SENATOR PADILLA'S OFFICE.

THESE FUNDS WERE AWARDED IN NOVEMBER OF 2024, AND THE FINAL GRANT AGREEMENT WAS EXECUTED IN JANUARY.

THE TOTAL PROJECT AMOUNT IS $2,000,016, WITH A 25% MATCH OF $500,016.

MEASURE FF FUNDS WERE APPROPRIATED IN MARCH OF 2023 TO MEET THE THE REQUIRED MATCH.

THE PARK DISTRICT HAS UNTIL SEPTEMBER OF 2026 TO COMPLETE THIS PROJECT.

THE TOTAL PROJECT AMOUNT IS $1,844,092, WITH A REQUIRED MATCHING FUNDS OF $465,020.

THIS PROJECT HAS UNTIL AUGUST OF 2027 FOR US TO COMPLETE.

IN SEPTEMBER OF 2018 THE PARK DISTRICT APPLIED FOR HAZARD MITIGATION GRANT PROGRAM FUNDING FOR HAZARDOUS FUELS REDUCTION WORK IN 13 RECOMMENDED TREATMENT AREAS WITHIN TILDEN REGIONAL PARK, AND 9 RECOMMENDED TREATMENT AREAS IN CLAREMONT CANYON.

THESE FUNDS WERE AWARDED OVER 6 YEARS AFTER WE APPLIED FOR THIS GRANT.

THE TOTAL PROJECT AMOUNT OF THE SLIDE HAS BEEN UPDATED TO $4,286,761 TO REFLECT THE ADDITIONAL $15,000 ALLOCATED FOR GRANT MANAGEMENT COST.

THE REQUIRED MATCH IS $1,067,941, AND CURRENTLY THE PARK DISTRICT HAS UNTIL JANUARY 2026 TO COMPLETE THIS WORK, BUT WE'VE REQUESTED AN EXTENSION WHICH IS CURRENTLY PENDING TO OCTOBER 2027.

IN JANUARY OF 2023, WE APPLIED FOR FUNDING FROM STATE COASTAL CONSERVANCY FOR VEGETATIVE TREATMENT TO REDUCE FUELS ACROSS 130 ACRES IN TILDEN, ANTHONY CHABOT AND CARQUINEZ STRAIT. ALSO, FOR A 34 ACRE SHADED FUEL BREAK ALONG SOUTHERN THE SOUTHERN BORDER OF LAKE CHABOT AND FUNDING TO PURCHASE VEGETATION MANAGEMENT EQUIPMENT.

THE FINAL GRANT AGREEMENT WAS RECEIVED IN FEBRUARY.

THE TOTAL PROJECT AMOUNT IS $2,575,000, OF THAT MATCH, FUNDING OF $250,000 IS REQUIRED AND THEN $250,000 IN IN STAFF TIME. THE PARK DISTRICT IS SCHEDULED TO COMPLETE THIS PROJECT BY DECEMBER OF 2026.

IN MARCH OF 2024, THE PARK DISTRICT APPLIED FOR STATE FIRE COUNCIL FOR FUELS REDUCTION WORK OF OVER 58 ACRES IN WILDCAT CANYON.

THE GRANT AGREEMENT WAS RECEIVED IN OCTOBER OF 2024, AND THE PROJECT AMOUNT IS $200,300, WITH A MATCH FUNDING OF A LITTLE OVER $100,000.

WE'RE SCHEDULED TO COMPLETE THIS WORK BY AUGUST OF 2026.

WE ALSO HAVE TWO HAZARD MITIGATION GRANT PROJECTS THAT ARE PENDING AWARD NOTIFICATION FOR ADDRESSING 173 ACRES IN TILDEN, SIBLEY PARKS AND 114 ACRES IN ACROSS SIBLEY, HUCKLEBERRY, REINHARDT, REDWOOD, AND WILDCAT CANYON.

THE TOTAL OF BOTH OF THESE PROJECTS AMOUNT TO OVER $6.1 MILLION, AND IF AWARDED, FUNDS WILL BE REQUIRED TO PROVIDE A GRANT MATCH OF $1,541,633. IF WE ARE AWARDED THESE FUNDS, WE'LL COME BACK TO THE BOARD ASKING FOR APPROPRIATION OF THE MATCHING FUNDING.

SO WHAT WE'RE PROPOSING TODAY IS TO ALLOCATE MEASURE FF CONTINGENCY FUNDING TO FUND THIS MATCH REQUIREMENT.

SO JUST A LITTLE BIT OF RECAP ON MEASURE FF FUNDING.

THE COMMUNITY FACILITIES DISTRICT INCLUDES BOTH ALAMEDA AND CONTRA COSTA COUNTY AND PROVIDED THE MAP SO YOU'RE AWARE OF WHAT THE FACILITIES DISTRICT ENCOMPASSES.

IN NOVEMBER OF 2018, OVER 85% OF THE VOTERS APPROVED AN EXTENSION FOR THE CONTINUATION OF MEASURE CC AS MEASURE FF.

THE TAX LEVY BEGAN IN 2020 AND IS ESTIMATED TO GENERATE ABOUT $3.3 MILLION OF FUNDING PER YEAR UNTIL 2040.

OVER $59 MILLION IS ALLOCATED FOR PUBLIC SAFETY AND WILDFIRE PROTECTION, ENVIRONMENTAL CONSERVATION, IMPROVING VISITOR USE FACILITIES AND PUBLIC ACCESS ENVIRONMENTAL EDUCATION, AND ALSO FUNDING STAFF.

$6.6 MILLION OF THE ESTIMATED PROCEEDS ARE ALLOCATED FOR CONTINGENCY AND TO DATE, WE HAVE YET TO APPROPRIATE ANY OF THAT CONTINGENCY FUNDING.

AS OF THE END OF 2024, $15 MILLION IN MEASURE FF PARCEL TAX REVENUE HAS BEEN COLLECTED AND WE'VE APPROPRIATED $12.95 MILLION, LEAVING AN ESTIMATED FUND BALANCE OF OVER $2.1 MILLION.

SO OF THE PROJECTS THAT I'VE COVERED, THE ONLY PROJECT THAT CURRENTLY HAS MATCHING FUNDS APPROPRIATED IS THE FEMA PRE-DISASTER MITIGATION 2023.

THE FOUR PROJECTS LISTED BELOW THAT I'VE HIGHLIGHTED IN THE EARLIER SLIDES REQUIRE MATCH FUNDING TOTALING $1,883,261.

SOME CONTEXT BACKGROUND, MGT , ALSO KNOWN AS AMS.NET PROVIDES A PARK DISTRICT WITH NETWORK CABLING, BUILD OUT EQUIPMENT AND OTHER SUPPORT SERVICES RELATING TO MAINTAINING OUR NETWORK AND THE COMMUNICATIONS ACROSS IT.

WE'VE USED THEM FOR PREVIOUS PURCHASES. I WAS HERE AT THE BOARD IN DECEMBER OF LAST YEAR, GETTING APPROVAL TO AGAIN EXTEND THE TOTAL CONTRACT AMOUNT.

AND SO THEY AGAIN DO A LOT OF THINGS. SOME EXAMPLES OF THIS OUR CISCO NETWORKING EQUIPMENT, OUR PHONE SYSTEMS, SUBSCRIPTIONS FOR MAINTENANCE SUPPORT, THOSE SORTS OF THINGS.

SOME CONTEXT AS WELL UNDER THE GUIDANCE OF LEGAL OR CONTRACT, WHENEVER WE DO A CONTRACT WE DO THE TOTAL AMOUNT.

WE JUST KEEP ADDING TO IT AND WE BRING THAT TO THE BOARD AS IT'S EXTENDED.

SO YOU CAN SEE THE TOTAL AMOUNT SPENT FOR THE LIFETIME WITH THAT VENDOR.

MGT USES A COMPETITIVELY BID CONTRACT VEHICLE BY THE COUNTY OF MERCED, IT'S CALLED THE FOCUS PROGRAM, IT STANDS FOR FAST OPEN CONTRACT UTILIZATION SERVICES.

SO BASICALLY IT'S COMPETITIVELY BID AND SO THAT THAT WAY LOCAL GOVERNMENTS CAN USE THAT FOR PROCURING DIFFERENT SYSTEMS. SO IN LAST DECEMBER, THE BOARD APPROVED THE EXTENSION TO $1.8 MILLION FOR THE PROJECT TO INCLUDE THE PROJECT SLATED FOR 2025.

AND THAT'S THE HISTORICAL SPEND, PLUS WHAT WE THOUGHT WE'D SPEND THIS YEAR.

SOME THINGS HAVE COME UP SINCE THEN THAT REQUIRE US TO COME BACK TO YOU FOR REQUESTED EXTENSION.

THE FIRST PIECE OF IT IS THAT EVERY YEAR WE DO A BLANKET PURCHASE ORDER FOR THE CONTRACT.

SO WHEN THE BOARD EXTENDS IT, THAT GETS THE TOTAL AMOUNT OF SPEND GETS EXTENDED FURTHER.

IN APRIL, WE FOUND OUT THERE WAS A DISCREPANCY IN THE PREVIOUS BLANKET ORDER OF $300,000, SO WE HAD BUDGETED FOR IT.

WE HAD IT IN OUR BUDGET WE WERE READY TO SPEND IT, BUT IT WAS NOT CORRECTLY DONE BACK IN 2023.

AND SO FINANCE SAID YOU SHOULD COME BACK TO THE BOARD AND GET APPROVAL FOR THE FULL AMOUNT.

FAIR ENOUGH. THE OTHER THING THAT HAS ARISEN IS THAT EVERY FIVE YEARS WE DO THE MAINTENANCE FOR OUR PHONE SYSTEM.

SO ALL THE PHONES THAT ARE ON DESKS AND THE COMMUNICATION FOR THEM, THAT RUNS ABOUT $55,000 A YEAR, BUT IT GETS RENEWED ON A FIVE YEAR CYCLE. THE PRICE IS LOCKED IN FOR THOSE FIVE YEARS.

SO WE DON'T PAY IT UPFRONT, BUT WE AGREE TO IT AND THEN WE PAY THE EACH OF THE FIVE YEARS.

SO THAT CREATES A CONTRACT OF $270,000 THAT WE NEED TO COME TO THE BOARD TO GET APPROVAL TO SPEND, EVEN IF WE'RE ONLY SPENDING THE $54,000 EACH YEAR.

THAT CONTRACT EXPIRES THIS YEAR SO WE'RE IN THE FINAL YEAR SO NEXT YEAR WOULD BE YEAR ONE OF THE FIVE YEAR CONTRACT.

AND THEN WE'VE HAD SOME UNEXPECTED MAINTENANCE ISSUES.

SOME CHALLENGES OF OUR INFRASTRUCTURE THAT HAD SOME FAILURES, SO WE'RE WORKING TO REPAIR THEM.

MGT DOES THAT WORK FOR US, THEY'LL GO OUT AND REPAIR IT, CABLE IT, AND FIX IT FOR US.

AND WE'VE HAD A FEW MORE THAN WE EXPECTED THIS YEAR.

SO WE'RE ADDING THAT ABOUT $30 K OF THAT INTO THIS.

AND THAT BRINGS IT TO A TOTAL OF $2.4 MILLION.

AND WHY WE'RE ASKING FOR THIS EXTENSION OF THE $600,000 FOR THE CONTRACT.

IT WAS INITIALLY DONE FOR I THINK FIVE YEARS AND IT'S BEEN EXTENDED SUBSEQUENT, I THINK TWO YEAR CYCLES.

I CAN FOLLOW UP ON THAT FOR YOU, BUT THEY BASICALLY RENEW IT EACH TIME.

AND IT'S ALL ALL THE VENDORS THAT USE IT HAVE TO COMPLY WITH THE BEST PRICING FOR THE VENDORS THAT THEY COVER.

SO FOR EXAMPLE, CISCO, WHICH DOES OUR NETWORK SWITCHES, PALO ALTO, WHICH DOES OUR FIREWALLS, THOSE ALL GO THROUGH MGT BECAUSE THEY HAVE AGREEMENTS WITH THOSE MANUFACTURERS FOR CERTAIN DISCOUNTED RATE.

SO THE SKYLINE NATIONAL TRAIL IS A PART OF THE BAY AREA RIDGE TRAIL, AND IT'S VERY HEAVILY USED YEAR ROUND BY HIKERS, DOG WALKERS, BICYCLISTS, YOU NAME IT.

BUT THERE'S A SECTION OF THE TRAIL THAT BECOMES VERY MUDDY AND SATURATED OVER THE WINTER MONTHS.

AND SO THE IDEA HERE IS HOPING THAT THIS $20,000 CAN HELP US PURCHASE THE RIGHT EQUIPMENT TO FIX THE ISSUE MOVING FORWARD.

AND IN 1996, 78.5% OF VOTERS APPROVED FOR THE CONTINUATION OF ACC-1 LLD MEETING PROPOSITION 218 REQUIREMENTS, AS WELL AS SOLIDIFYING COMMUNITY SUPPORT AS WELL.

AND PUBLIC UTILITY AND CHURCH OWNED PROPERTIES ARE EXEMPT FROM THIS ASSESSMENT.

AND WE DO HAVE A SENIOR DISCOUNT PROGRAM. SO ELIGIBLE SENIORS WITH AN ANNUAL INCOME BELOW THE POVERTY LEVEL ARE ENTITLED TO A 50% REDUCTION ON THEIR ASSESSMENT. SO THE FUNDING WILL HELP SUPPORT THE MAINTENANCE, IMPROVEMENT AND SERVICING OF PARKLANDS, TRAILS AND RELATED ACCESS, INCLUDING BOTH EXISTING AND FUTURE PAVED AND UNPAVED TRAILS IN PARK DISTRICT LANDS, AS WELL AS REGIONAL TRAILS OUTLINED IN THE CURRENT MASTER PLAN.

ON THE STAFFING SIDE OF THINGS THIS WILL HELP FUND ROUGHLY 34 FULL TIME STAFF, INCLUDING THE ROADS AND TRAILS CREW AND DEDICATED TRAILS CREWS IN ALAMEDA AND CONTRA COSTA COUNTIES. SO HERE'S A MAP OF THE TWO COUNTY TRAILS ASSESSMENT DISTRICT ACC-1 I KNOW IS A LITTLE SMALL TO READ, BUT I JUST WANTED TO CALL OUT A COUPLE OF THE TRAILS WITHIN THIS DISTRICT.

SO WE HAVE THE ALAMEDA CREEK TRAIL, JUAN BAUTISTA, MARSH CREEK AND THE SAN FRANCISCO BAY TRAILS.

AND THEN ON TO THE ZONES OF BENEFITS, WHICH INCLUDES FIVE CANYONS, DUBLIN HILLS, WOLCOTT RIDGE, SAN RAMON HILLS, STONE VALLEY, AND SIBLEY VOLCANIC.

SO THE SIX ZONES OF BENEFIT ARE A PART OF THE TWO COUNTY LLD, AND THEY WERE ESTABLISHED IN THE LATE 90S AND EARLY 2000 AS PART OF A HOUSING MITIGATION STRATEGY, ESSENTIALLY ENSURING THAT PARKS AND TRAILS ARE CREATED AND MAINTAINED ALONGSIDE HOMES.

BUT UNLIKE THE TWO COUNTY RATES THAT HAVE BEEN FIXED THROUGHOUT THE YEARS, THE ZONE OF BENEFIT ASSESSMENT RATES ARE ADJUSTED ANNUALLY BASED ON THE CONSUMER PRICE INDEX. SO HERE'S A LIST OF THE NUMBER OF ASSESSABLE UNITS AND RATES BY ZONES OF BENEFIT FOR FISCAL YEAR 25 TO 26 AND YEAR OVER YEAR, WE'RE LOOKING AT APPROXIMATELY 2% INCREASE TO ACCOUNT FOR THE CPI.

AND THEN HERE'S A QUICK OVERVIEW OF THE ANNUAL APPROVAL PROCESS FOR ACC-1 AND ZOBS.

THOSE TWO FACILITIES WILL BE REMOVED AND THE AREA, THE LAND JUST ADJACENT TO IT WILL BE IMPACTED.

AND SOME OF THE REASONS WERE THE BUILDING SYSTEMS, SUCH AS HEATING AND COOLING, PLUMBING AND ELECTRICAL SYSTEMS, HAVE REACHED THE END OF THEIR USEFUL LIFE. THE EXTERIOR ENVELOPE, WHICH INCLUDES THE WINDOWS, DOORS, AND EXTERIOR SIDING, IS DETERIORATING.

THE BUILDING DOES NOT MEET CURRENT BUILDING AND ACCESSIBILITY CODES.

IT'S IN NEED OF FOR FIRE PROTECTION UPGRADES.

AND IN ADDITION, THE NEW FACILITY WILL ALLOW FOR IMPROVED CONNECTIONS TO THE TILDEN NATURE AREA NATURAL AND CULTURAL RESOURCES.

IT'S LOCATED IN THE TILDEN NATURE AREA, WHICH IS A PARK JUST NORTH OF TILDEN REGIONAL PARK AND JUST SOUTH OF THE WILDCAT CANYON REGIONAL PARK. HERE, I'M GOING TO BRING YOU UP TO DATE ON WHAT'S BEEN DONE ON THE PROJECT.

FIRST OF ALL, DONE WITH THE FEASIBILITY, WHICH I DISCUSSED PREVIOUSLY.

WE ALSO CONTRACTED DESIGN CONSULTANTS. WE HIRED EHDD, A SAN FRANCISCO FIRM. YOU MAY KNOW THEM FOR WORK. THEY'VE DONE THE EXPLORATORIUM IN SAN FRANCISCO AND THE RECENT COMPLETED TUNNEL TOP FIELD STATION AT THE PRESIDIO PARK. A SUB CONSULTANT TO THEM THAT WE ALSO HIRED AT THAT TIME IS ALDRICH PERRIN ASSOCIATES.

THEY'RE AN EXHIBIT DESIGNER, INTERNATIONALLY KNOWN.

THEY'VE WORKED ON DENALI NATIONAL PARK VISITOR CENTER.

AND MAYBE, YOU KNOW, THE IN READING IS THE TURTLE BAY VISITOR CENTER.

THEY WERE INVOLVED WITH THOSE EXHIBITS. WE THEN MOVED INTO THE PRE-DESIGN PHASE FOR THE BUILDING, THE SITE AND THE EXHIBITS. WE'RE DOING EVERYTHING TOGETHER BECAUSE IT'S IMPORTANT THAT THE DESIGN, THE EXHIBITS WORK WITH THE BUILDING, AND THE BUILDING WORKS WITH THE EXHIBITS.

AT THE END OF THE PRE-DESIGN PHASE, WE HAD A COMMUNITY OUTREACH MEETING NUMBER ONE, AND THEN FOLLOWED THAT WITH AN ON SITE EXHIBIT AT THE TILDEN EEC WHERE WE SHOWCASE THE PRE-DESIGN PHASE WORK THAT WAS DONE.

WE THEN MOVED INTO THE SCHEMATIC DESIGN PHASE, WHERE WE DEVELOPED THREE SCHEMES FOR THE BUILDING AND SITE PLAN OPTIONS, AND WE ALSO CONTINUE TO DEVELOP THE THE DESIGN CONCEPTS.

WE THEN HAD OUR COMMUNITY OUTREACH MEETING NUMBER TWO AND, AND AN ASSOCIATE ASSOCIATED ON SITE EXHIBIT WHERE WE DISCUSS THOSE PROJECT DESIGN OPTIONS.

THE DISTRICT THEN SELECTED THE PREFERRED DESIGN OPTION.

AND THEN WE HAD OUR COMMUNITY MEETING NUMBER THREE AND ON SITE EXHIBIT, WHERE WE SHOWCASED THAT SELECTED DESIGN THAT BROUGHT US TO THE END OF THE SCHEMATIC DESIGN AND WHICH WAS PRESENTED TO THE THIS THE BOARD HERE.

THE NEXT STEP IS THE DESIGN DEVELOPMENT AND CONSTRUCTION DOCUMENT PHASE.

THE DESIGN DEVELOPMENT PHASE IS WHERE WE TAKE THAT SCHEMATIC DESIGN AND REFINE THE DESIGN IDEAS AND CONCEPTS, AND START TO FLESH THEM OUT WITH SOME OF THE LOCAL JURISDICTIONS AND AGENCIES THAT WE HAVE TO DEAL WITH.

THEN WE WOULD MOVE INTO THE CONSTRUCTION DOCUMENT PHASE, WHICH IS WHERE WE PRODUCE THE DOCUMENTS THAT ARE USED FOR BOTH PERMITTING AND ALSO FOR PUTTING OUT TO BID FOR CONSTRUCTION. AND I WANT TO BE CLEAR, THIS IS FOR BOTH THE BUILDING THE SITE WORK AND THE EXHIBIT WORK IS ALL ENCOMPASSED IN THIS THIS REQUEST AND SCOPE OF WORK. THIS HERE IS A SITE PLAN OF THE PROPOSED SCHEME. UP IN THE UPPER RIGHT HAND CORNER IS THE TURNAROUND WHICH MOST OF YOU MAY BE FAMILIAR WITH.

IT WAS WAS AT THE END OF THE PARK, THE PUBLIC PARKING LOT AT THE TILDEN PARK.

IF YOU EXISTING NOW IS A ROAD SORT OF FIRE ROAD SLASH TRAIL THAT TAKES YOU TO WILDCAT CANYON THAT IS WILL REMAIN AT THAT LOCATION AND THAT'S SORT OF THE I'LL CALL IT MAYBE THE WESTERN BOUNDARY OF THE SITE.

THERE'S ALSO CURRENTLY A FOOTPATH THAT LEADS FROM THE ROUNDABOUT TO THE VISITOR CENTER AND LITTLE FARM.

THE PROBLEM WITH THAT EXISTING PATH IS YOU START AT THE TOP, WHICH IS THE ROUNDABOUT YOU GO DOWN TO THE CREEK, ACROSS THE CREEK, THEN YOU GO BACK UP TO THE VISITOR CENTER.

AND IT'S AN UNFORTUNATE OBSTACLE FOR ACCESSIBILITY.

SO WHAT WE'VE PROPOSED IS A NEW BRIDGE THAT SPANS THE CREEK THAT WOULD LEAD YOU FROM THE ROUNDABOUT STRAIGHT TO THE NEW ENTRY PLAZA.

AND THAT WOULD CREATE A LEVEL WALKING EXPERIENCE BECAUSE THEY'RE BOTH AT THE SAME ELEVATIONS.

THIS NEW PLAZA THAT WE'VE CREATED, THE IDEA BEHIND THE PLAZA IS THAT IT IS DIRECTLY.

I'M SORRY, I HAVE PROBLEMS WITH THE. [INAUDIBLE] THE PLAZA IS DIRECTLY OPPOSITE THE LITTLE FARM EXISTING LITTLE FARM. AND ONE OF THE KEY REASONS FOR LOCATING THE PLAZA THERE IS THAT WE WANT THE WE WANT THE PEOPLE VISITING TILDEN LITTLE FARM TO BE AWARE THAT THERE'S A PUBLIC FACILITY AND VISITOR CENTER HERE FOR THE PUBLIC.

CURRENTLY, THAT'S NOT THE CASE MANY PEOPLE VISIT WITHOUT EVEN KNOWING THAT THERE'S A FACILITY AT THAT LOCATION.

THERE'S A SO HERE'S THE PLAZA AND HERE'S THE LITTLE FARM.

HERE'S THE NEW BUILDING THAT WE'RE PROPOSING.

LOCATED HERE IS THE EXISTING SECURITY RESIDENTS, AND IN THIS SCHEME, THE PLAN IS TO RENOVATE THAT EXISTING RESIDENCE.

I'LL JUST OVERVIEW THE. RIGHT NOW IN THIS LOCATION IS WHERE IS STAFF PARKING AND DUMPSTERS, WHICH IS RIGHT ON THE WILDCAT TRAIL.

SO WE'RE PROPOSING TO RELOCATE THAT OVER TO THIS AREA AND TO INTEGRATE IT WITH A NEW FIRE TRUCK TURNAROUND THAT WILL BE REQUIRED BY THE FIRE DEPARTMENT. AND THAT WAY, THIS AREA THAT USED TO BE PAVING AND FENCES AND DUMPSTERS WILL NOW BECOME NATURAL LANDSCAPES TO IMPROVE THAT EXPERIENCE COMING DOWN WILDCAT CREEK, TO HAVE NATURE ON BOTH SIDES. COMING OUT OF THE PUBLIC MEETING, ONE OF THE THINGS THAT PEOPLE WERE REALLY ADAMANT ABOUT WAS NATIVE PLANTS. AND SO WE PROPOSE ALL NEW PLANTING TO BE NATIVE, WITH THE EXCEPTION OF SOME LAWN AREAS, BECAUSE THE LAWN AREAS WERE ALSO VERY POPULAR WITH THE PUBLIC FOR VARIOUS SUNBATHING, TODDLERS USE IT, AND ALSO THE DISTRICT USES IT SOMETIMES ONE OF OUR LARGER EVENTS, LIKE THE FUNGUS FESTIVAL TO EXHIBITS EXPAND OUT INTO THOSE AREAS.

BUT WHAT WE'VE DONE IS WE'VE BEEN VERY STRATEGIC WITH LOCATING THE TURF AREAS IN LOCATIONS THAT HAVE VERY SPECIFIC FUNCTIONAL USES AND ARE NOT JUST THERE FOR ESTHETIC REASONS. SO WE HAVE THE LAWN AREA HERE DIRECTLY ACROSS FROM TILDEN LITTLE FARM, TO TRACK THE YOUNG CHILDREN TO TODDLERS TO PLAY IN.

WE ALSO HAVE THE LAWN HERE AT THE REAR OF THE BUILDING THAT FUNCTIONS IN ADJACENT TO THE THE REAR DECK HERE OFF OF THE THE NEW VISITOR CENTER WHERE PERFORMANCES CAN TAKE PLACE AND PROGRAMS CAN BE RUN OUT OF THAT AREA AND ALSO USE THAT LAWN AREA.

THE BUILDING BASICALLY HAS A NORTH SOUTH AXIS THIS WAY, WHERE YOU GO FROM THE ENTRY IN AND WHERE YOU COME TO A CROSS AXIS EAST WEST, WHICH IS THE EXHIBITS AND STAFF AND BACK OF HOUSE SPACES ARE HERE TOWARDS THE REAR OF THE BUILDING, ADJACENT TO THE STAFF PARKING AND TRUCK ACCESS.

WE ALSO HAVE LOCATED. THESE TWO SPACES ARE PUBLIC CLASSROOMS AND MULTI-PURPOSE SPACE.

THE IDEA WAS TO MULTI IS THEY HAVE THOSE ENTRIES TO THOSE FACILITIES AT THE FRONT.

AND ALSO WE BY THE WAY WE'VE BROKEN THE MASSING DOWN OF THE BUILDING THE, THE BUILDING MASSES ARE MORE IN SCALE WITH THE LITTLE FARM THAT IT'S ADJACENT TO. HERE'S A FLOOR PLAN OF THE FACILITY YOU BASICALLY ENTER HERE AT THE ENTRY,

AND THE THEMES WOULD BE ABOUT THOSE WOODLANDS.

THE REFLECTION SPACE HERE WAS ALSO A RESULT OF THE PUBLIC COMMENT.

THE PUBLIC HAD NUMEROUS COMMENTS FROM BOTH PARENTS AND TEACHERS, REQUESTING A SPACE FOR INDIVIDUALS WHO MAYBE CAN'T HANDLE SO MUCH HIGH ACTIVITY ZONES AND NEED A PLACE TO GO TO REGROUP THEMSELVES.

AND SO WE'VE CREATED A ZONE WHERE THERE'S GOING TO BE PLACES, A LITTLE LIBRARY AND READING LOCATION.

PEOPLE CAN DO JOURNALING AND DRAWING AND ART PROJECTS.

AND THEN THERE'LL BE COMFORTABLE FURNITURE THAT PARENTS CAN TAKE THESE CHILDREN'S TO, AND ALSO THAT FURNITURE CAN BE REARRANGED FOR STORYTELLING.

RIGHT HERE AT THE END OF THE ENTRY AXIS IS THE INFORMATION.

AND ONCE AGAIN THIS IS STAFF AND BACK OF THE HOUSE IN THE SECURITY RESIDENCE.

ANOTHER IDEA HERE IS THAT THE WE HAVE THE RESTROOM BLOCK HERE THAT CAN BE ENTERED FROM THE EXTERIOR OR FROM THE INTERIOR OF THE VISITOR CENTER.

THIS ALLOWS US TO LOCK DOWN THE VISITOR CENTER WHEN IT'S NOT IN USE.

BUT THESE TWO PUBLIC SPACES, THE MULTI-PURPOSE IN THE CLASSROOM CAN REMAIN OPEN WHEN THE VISITOR CENTER IS CLOSED AND STILL HAVE ACCESS TO THE RESTROOMS. THIS IMAGE I APOLOGIZE IT WAS NOT INCLUDED IN YOUR PACKAGE, I BELIEVE.

BUT THIS IS THE MAIN ENTRY. THE VIEW YOU'RE LOOKING AT IS IF YOU WERE STANDING AT LITTLE FARM, THIS STRUCTURE TO YOUR RIGHT THAT YOU CAN JUST SEE FADING OUT OF THE PICTURE IS THE COW BARN.

SO WHAT WE FOUND, THOUGH, IS THAT WE HAVE A BIG THE PROJECT ITSELF, BECAUSE WE'VE INTEGRATED EVERYTHING TO HAVE THIS TURNKEY NEW FACILITY THAT'S GOING TO ADDRESS ADA SORT OF THE ACCESS ISSUES THAN THE FAILING FACILITY ITSELF IS COMING IN AT AROUND $35 MILLION.

AND SO WE ARE SHORT OF THAT. AND I JUST WANT TO BE EXPLICIT AGAIN TO THE BOARD THAT THIS MONEY THAT WE HAVE WILL GET US THROUGH TO CONSTRUCTION DOCUMENTS OR CONTRACT DOCUMENTS.

AND SO AT THAT POINT, I WOULD I'M NOT A FUNDRAISER, BUT THE RATIONALE FOR DOING THIS NOW IS THAT THIS GIVES US THEN A DELIVERABLE PROJECT THAT'S BEEN PERMITTED. WHEREAS IF WE SORT OF STOP NOW AND THERE'S MOMENTUM TO A PROJECT.

AND SO LAST YEAR THE BOARD WAS VERY SUPPORTIVE IN CONCEPTUAL DEVELOPMENT, BEING PART OF THOSE MEETINGS.

FOR THOSE THAT WEREN'T HERE, WE DID HAVE WE CAME TO THE BOARD THREE TIMES AFTER EACH OF THOSE PUBLIC MEETINGS TO DISCUSS WITH THE BOARD TO GET TO THIS SCHEMATIC PLAN.

AND SO AT THIS POINT, TAKING THAT SCHEMATIC PLAN TO A PROJECT THAT'S DELIVERABLE SUCH THAT WE HAVE CONTRACT DOCUMENTS AND WE CAN THEN ACTUALLY HAVE IT PERMITTED AS WELL, I WOULD SUGGEST OR POSIT IS THAT THAT'S MORE DELIVERABLE IN TERMS OF FUNDRAISING.

I'M NOT SPEAKING MY I DON'T KNOW ALL KNOW ABOUT FUNDRAISING, BUT IT SEEMS TO ME IF WE HAD A WILLING DONOR TO SAY, HERE'S $10 MILLION, AND WE SAID, OH, IT'S GOING TO TAKE US TWO YEARS TO DESIGN AND PERMIT THIS, THAT MIGHT BE A DRAWBACK. WE SUGGEST MAKING THE RECOMMENDATION TO STAFF TO TAKE THOSE FUNDS AND MOVE THIS PROJECT FORWARD WITH THE ACKNOWLEDGMENT AND KNOWLEDGE THAT WE DON'T HAVE FULL FUNDING.

SO WITH THAT SAID, THE RECOMMENDATION BEFORE THE BOARD IS TO AUTHORIZE AN AMENDMENT TO THE CONTRACT THAT'S EXISTING WITH HDD TO CONTINUE DEVELOPMENT.

WITH THAT AND TO JUST TO CLARIFY THIS AS WELL, WHEN WE WENT TO RFP, WE SOUGHT SERVICES TO TAKE US FROM CONCEPT PLANNING ALL THE WAY THROUGH CONSTRUCTION ADMINISTRATION. AND SO WE'RE COVERED THROUGH THAT RFP PROCESS FOR ALL THIS SCOPE OF WORK AS PART OF THAT SELECTION PROCESS.

SO WE'RE JUST AMENDING SCOPE THAT'S ALREADY BEEN VETTED AGAIN, FUNDED THROUGH THE BOARD BUDGET ACTION.

AND SO WE ARE NOW TRYING TO AMEND THE CONTRACT TO MOVE THIS FORWARD TO THE NEXT STEP.

SO I THINK WHAT WE'VE LEARNED IS THAT WE CAN ALWAYS SAY, YEAH, IT'S GREAT TO HAVE THESE SHINY NEW THINGS AND WE LOVE THIS.

AND IT'S EASY FOR SOMEONE TO COMMIT TO IT WHEN IT'S IN THEORY AND SORT OF FUTURE LOOKING, NOT KNOWING THAT IT'S GOING TO TAKE A LOT OF TIME.

SO THIS TO ME IS A HIGHLIGHT FOR THE DISTRICT FIND ITSELF IN AND THAT WE HAVE FAILING INFRASTRUCTURE THAT'S WELL USED, WELL NEEDED AND THAT WE REALLY WANT TO REPLACE.

BUT WE'RE GOING TO HAVE TO BE VERY THOUGHTFUL ABOUT HOW WE MAKE THOSE DECISIONS AND WHERE WE'RE GOING TO APPLY THAT MONEY.

BUT TRYING TO WORK ON FUTURE PROJECTS TO MAKE SURE THAT WE DON'T GET QUITE SO FAR DOWN THE ROAD WHERE WE HAVEN'T YET IDENTIFIED HOW WE'RE GOING TO PAY FOR THESE THINGS.

SO THIS IS A LITTLE BIT ONE OF THOSE, YOU KNOW, THAT IS KIND OF IN THE OLD GRANDFATHERED IN OR GRANDFATHERED IN, WHATEVER YOU WANT TO CALL IT PROCESS. BUT IN THE FUTURE REALLY WANT TO GET TO THE POINT WHERE WE HAVE THE DISCIPLINE ON THE FRONT END TO, TO IDENTIFY AND HAVE A FUNDING STRATEGY BEFORE WE GET THIS FAR DOWN.

5/14, LEARNED MORE ABOUT THE DISTRICT PLAN FROM BRIAN HOLT.

5/14, ATTENDED THE MAYOR'S CONFERENCE IN ALAMEDA AND 5/19 ATTENDED THE PARK ADVISORY COMMITTEE. SO LAST NIGHT I DID AN UPDATE ON WARD FOUR.

AND I ALSO HAD AN OPPORTUNITY TO INTRODUCE THOMAS ZAMOLO, WHO IS THE NEW APPOINTEE TO THE PAC FROM WARD FOUR. THANK YOU. ON MAY 7TH, I ATTENDED THE BOARD LEGISLATIVE COMMITTEE MEETING AND THEN WAS ABLE TO GO TO THE EMPLOYEE APPRECIATION LUNCHEON. IT WAS A GREAT LUNCHEON, REALLY WELL ATTENDED.

I'M AMAZED THAT THAT MANY FOLKS GOT TOGETHER AND HAD A WONDERFUL, WONDERFUL AFTERNOON.

AND EVERYBODY WAS AMAZED THAT THEY HEY, THIS IS METAL.

AND THE REGIONAL PARK DISTRICT HAD A TEAM THAT OF 32 TWO AX THROWING TEAMS. THESE FOUR GOOFY LOOKING PEOPLE TOOK THIRD PLACE AND ALL THE HONOR THAT CAME WITH THAT TO THE REGIONAL PARK DISTRICT. SO I WENT TO ON THE 13TH, I WENT TO THE PUBLIC SAFETY ALL HANDS EVENT.

THEY DID A GREAT JOB OF SHOWING OFF THEIR FACILITY, AND WE ALSO ELECTED AN ALTERNATE MEMBER OF LAFCO FROM THE SPECIAL DISTRICTS AND THAT WOULD BE PETER ROSEN FROM HARD. SO I THINK HE'LL BE A GREAT NEW MEMBER.

ON MAY 15TH, THEY HAD A MEETING WITH BRIAN HOLT OVER THE DISTRICT PLAN MEETING.

HE CLEARED UP A LOT OF THINGS AND REALLY EXPLAINED WHAT A GREAT EVENT THAT'S GOING TO BE OR ENDEAVOR IT'S GOING TO BE.

AND HE'S GOING TO RIDE HIS BIKE ALL ALONG THE ROUTE AND MAKE A DOCUMENTARY ABOUT IT.

HE'S GOT A THING GOING. SO I'M IN THE PROCESS OF TALKING TO HIM AND SEEING IF MAYBE THE DISTRICT COULD HELP HIM.

AND THEN THE PRE BOARD MEETING WAS THAT SAME DAY A LITTLE LATER ON THE FOLLOWING DAY, ON THE 17TH, THIS PAST SATURDAY I FILLED IN FOR DIRECTOR DESHAMBAULT IN ROBERTS RECREATION AREA FOR THE 442ND REGIMENTAL COMBAT UNIT MEMORIAL.

AND THAT'S THE UNIT IN THE ARMY DURING WORLD WAR TWO.

THAT WAS ALL JAPANESE AMERICANS. AND IT WAS SO INSPIRATIONAL.

AND THEN YES SUNDAY, THE BAY AREA OPEN ROADS STORY WAS FOCUSED MOSTLY ON THE EAST BAY REGIONAL PARK DISTRICT, AND WE GOT TO SEE THE HAYWARD MARSH AND FILL IN IF I MISS ANYTHING, WE GOT TO LEARN ABOUT A HIKING GROUP. I BELIEVE IT'S SENIOR CITIZENS THAT HIKES ALL OVER THE EAST BAY.

THIS HAPPENED TO BE FILMED IN POINT PINOLE, BUT THEY WERE TALKING ABOUT HOW EXCITED THEY ARE ABOUT BEING ABLE TO HIKE IN THE DISTRICT.

THERE WAS ANOTHER INDIVIDUAL WITH A DOG, JOHN GRAVES, WHO WAS ALSO IN THERE AND HE WAS, WAS TALKING ABOUT AND IT WAS THE TRAIL'S CHALLENGE.

AND SO AND THEN THE BOARD PRESIDENT WAS INCLUDED BECAUSE HE'S THE BOARD PRESIDENT, I GUESS, I DON'T KNOW. AND I TALKED ABOUT THE, THE WHAT THE KIND OF INTRODUCED IN A GENERAL WAY, WHAT THE TRAILS CHALLENGE IS.
