SO WE'RE CALLED THE LAND ACQUISITION DEPARTMENT, BUT IT'S MORE ACCURATE TO CALL IT PROPERTY RIGHT ACQUISITION DEPARTMENT IN A WAY, BECAUSE WHEN WE ACQUIRE LAND, WE'RE ACTUALLY ACQUIRING CERTAIN RIGHTS TO ACCESS, USE, POSSESS, CONTROL AND OWN LAND. THESE ARE THE TYPES OF REAL ESTATE OR REAL PROPERTY INTERESTS THAT WE ACQUIRE, RANKED FROM THE MOST DURABLE AND ENDURING DOWN TO THE WEAKEST AND SHORTEST IN DURATION.

THE TRAIL AND LAND PROVIDE PERMANENT PUBLIC ACCESS TO KELLER BEACH, AND AS A RESULT OF A SETTLEMENT OF A SUIT WITH BNSF REGARDING THE PROPERTY.

HERE, LAND PROVIDED OUR EXPERTISE WITH ESCROW PROPERTY RIGHTS, RECORDATION TO SUPPORT THE IMPORTANT WORK LEGAL WAS DOING TO OBTAIN THESE NECESSARY RIGHTS. SO IN THIS ONE, WE KIND OF SWOOPED IN AT THE END TO SUPPORT LEGAL AND LEGAL CARRIED THE DAY.

OUR RESTORATION PROJECT TEAM IS UNDERTAKING A SIGNIFICANT PROJECT TO RESTORE HAYWARD MARSH PROJECT.

AND AS WE WERE LOOKING TO KIND OF UPDATE VARIOUS AGREEMENTS, KIND OF UPDATE WHAT TYPES OF THINGS WE NEEDED TO DO IN THIS SECTION, AND WE WERE WORKING ON THAT WITH HARD. I THINK ANOTHER THING TO REALIZE IS THE TYPES OF APPRAISALS THAT WE GET ARE NOT SOMETHING THAT YOU WOULD SEE WHEN YOU GET AN APPRAISAL FOR YOUR HOUSE, FOR EXAMPLE, THESE ARE FULL NARRATIVE APPRAISALS.

THEY CAN'T SELL OFF TO MAKE THE MONEY THAT THEY WANT.

AND I THINK THIS IS GOING TO BE, UNFORTUNATELY, A GOLDEN OPPORTUNITY TO ACQUIRE POTENTIAL PARCELS THAT DEVELOPERS WOULD WANT TO DEVELOP BUT WON'T BE ABLE TO BECAUSE THEY KNOW THAT THERE WON'T BE ANY MORTGAGE INSURANCE AVAILABLE FOR THEM.

SO PLEASE KEEP THAT IN MIND. IN TERMS OF THE YOU KNOW, THE MURRAY TOWNSHIP AND THE PARK DISTRICT HAS USED A SUBSTANTIAL SUMS IN THAT FOR IN [INAUDIBLE] FOR ACQUISITION.

AND IT'S ALSO THE MOST CRITICAL LINKAGE DOWN TO THE DIABLO RANGE.

THE ALTAMONT OPEN SPACE FUND IS AVAILABLE FOR THOSE PURPOSES.

IT'S GOT 20 OR $25 MILLION IN IT RIGHT NOW, AND THEY'RE LOOKING FOR THINGS TO FUND.

BUT WE ALSO JUST PASSED THE BIGGEST INVESTMENT IN CLIMATE, IN VOTER HISTORY AND FOR ANY STATE.

BUT JUST TO GIVE A LITTLE PREVIEW ON ALL OF THESE OTHER PARTNERSHIPS, WE ARE.

THERE WAS A LOT OF EXCITEMENT AROUND HAVING A LARGER CONVERSATION AROUND THOSE TYPES OF PARTNERSHIPS.

SO IT'S GOING TO SHOW UP IN SOME OTHER FUTURE FORUM, MAYBE LIKE A COMMITTEE MEETING OR SOMETHING LIKE THAT.

SO HOLD ON TO THAT. TODAY IS WE'RE GOING TO FOCUS ON THE HCP.

SO JUST WHAT WE'RE HOPING TO TOUCH ON ARE GIVING AN OVERVIEW OF WHAT THE PARTNERSHIP IS.

WE'RE GOING TO TOUCH ON THE PARK DISTRICT S CONSERVATION LANDS PROGRAM AND ITS IMPACT ACROSS THE AREA AND TOUCHING ON KIND OF THE OVERLAP OF THE MISSION BETWEEN THE PARK DISTRICT AND ALSO THE HCP.

WE'RE GOING TO SHOW YOU HOW THIS PARTNERSHIP WHAT IT'S DONE IN ACTION AND THE REALITIES ON THE GROUND THAT WE'VE HAD.

AND FINALLY, WE'LL TOUCH ON SORT OF THE FUNDING POTS AND UNDERSTANDING SORT OF THE OVERALL ACHIEVEMENTS OF THE HCP.

SO LET ME START WITH THE BASICS. THE HABITAT CONSERVATION PLAN THE HCP IS A REGIONAL CONSERVATION PLAN.

THESE REGIONAL HABITAT CONSERVATION PLANS. THEY ESSENTIALLY ESTABLISH, I WOULD SAY, A COORDINATED PROCESS TO PERMIT DEVELOPMENT AND INFRASTRUCTURE PROJECTS. THEY LOOK HOLISTICALLY OVER A REGION AND WHAT THOSE CONSERVATION PRIORITIES ARE FOR THAT REGION.

SO THERE'S A BENEFIT IN DOING THIS TO LOOK MORE HOLISTICALLY VERSUS TAKING A PROJECT BY PROJECT APPROACH.

THE HABITAT CONSERVANCY IS THE AGENCY THAT IS CHARGED WITH IMPLEMENTING THE HABITAT CONSERVATION PLAN.

SO THE PLAN WAS DEVELOPED IN THE EARLY 2000 BECAUSE EAST CONTRA COSTA COUNTY HAD SUBSTANTIAL UNDEVELOPED LAND THAT WAS GETTING DEVELOPED VERY QUICKLY. PLUS, IT HAS A SEVERAL RARE AND ENDANGERED SPECIES.

SO IT'S THE KIND OF THE HEART OF CREATING THIS PRESERVE SYSTEM STRATEGY WAS TO PROTECT THESE LANDS AND THE SPECIES THAT ARE ON THEM AND THE ASSOCIATED HABITATS. SO FAST FORWARD AND GLOSSING OVER AN INCREDIBLE AMOUNT OF WORK.

TEN PLUS YEARS LATER, THE PARK DISTRICT WAS WHICH THE PARK DISTRICT WAS ULTIMATELY INTIMATELY INVOLVED WITH WAS IN 2007 THE HCP EIR AND WAS CERTIFIED AND APPROVED, AND THE IMPLEMENTING AGREEMENT AND JOINT EXERCISE OF POWERS AGREEMENT WAS IN PLACE.

SO WHAT THAT LOOKS LIKE IS THESE ARE THE PARTNERS THAT FORM THAT CAME TOGETHER FOR THE CONSERVATION PLAN.

I JUST WANT TO POINT OUT THAT THE CITY OF ANTIOCH IS NOT A PARTICIPANT IN THIS.

WHAT THIS MAP SHOWS IS THE BOUNDARY OF THE PRESERVE AREA IN BLACK.

I'LL GO TO THE NEXT MAP, WHICH IS THE HCP ESTABLISHED A DESIGNATED PRESERVE AREA THAT COVERS JUST OVER 30,000 ACRES, AND IT'S A DEDICATED 30 YEAR PERMIT, HAS A 30 YEAR PERMIT TERM.

SO THE BLACK AGAIN, THE BLACK LINE OUTLINES THE LOCATION OF THE PRESERVE AREA.

AND THIS IS A SNAPSHOT OF A MAP FROM 2007. SO WHEN THE HCP WENT INTO PLACE THIS NEXT SLIDE SHOWS WHERE WE ARE TODAY.

SO THIS IS WHAT THE CONSERVATION LANDSCAPE IN THIS AREA LOOKS LIKE NOW.

I MEAN, YOU CAN REALLY SEE THE IMPACT THAT THE HCP HAS HAD IN THE LAST 17 YEARS.

IT'S VERY SIGNIFICANT. THE PARK DISTRICT AND THE CONSERVANCY JOINTLY PURCHASES PROPERTY TO ASSEMBLE THIS PRESERVE SYSTEM.

THESE NOT ALL OF THESE PROPERTIES IN THE PRESERVE SYSTEM ARE OWNED BY US BY THE PARK DISTRICT , BUT THOSE THAT WE DO OWN ARE SUBJECT TO THE HCP RESTRICTIONS THAT ARE GRANTED BY US FISH AND WILDLIFE SERVICE AND CDFW.

SO TOGETHER IN THE LAST 17 YEARS, 42 PROPERTIES HAVE BEEN PURCHASED.

IT'S CONSERVED OVER 14,000 ACRES OF CONSERVATION LAND AND IT CREATED FIVE NEW PARKS IN OUR DISTRICT.

THEN I'M GOING TO TURN IT OVER TO MY COLLEAGUE NEOMA.

YEAH. OH I JUST OH, SORRY. JUST ONE QUICK QUESTION ABOUT THE PARTNERS.

SO CONTRA COSTA WATER DISTRICT IS NOT ONE OF THE HCP PARTNERS, IS THAT CORRECT?

YEAH, WE'VE HAD MANY CONVERSATIONS WITH CCPD AND THE CONSERVANCY, SO I'M GOING TO GO INTO JUST A LITTLE MORE DETAILS OF SORT OF THE PARTNERSHIP AND ACTION.

AND REALLY A LOT OF THAT IS ROOTED IN OUR THE GOALS OF EACH AGENCY.

OBVIOUSLY, THE CONSERVANCY IS VERY FOCUSED ON IMPLEMENTING THE HCP ITSELF, WHICH IS IN ADDITION TO STREAMLINING PERMITTING FOR DEVELOPMENT THAT'S REALLY WHAT THE CONSERVANCY DOES. IT ISSUES, PERMITS AND THEN USES FUNDING, EITHER FROM DEVELOPER FEES OR OTHER SOURCES TO FOCUS ON ECOLOGICAL DIVERSITY, FUNCTIONALITY, YOU KNOW, BENEFITING THREATENED ENDANGERED SPECIES, ESPECIALLY THE 28 COVERED SPECIES THAT ARE COVERED UNDER THE PLAN, AND THEN PROTECTING, ENHANCING AND RESTORING HABITAT.

SO RESTORATION PROJECTS ARE ALSO A LARGE PART OF THE MISSION FOR THE HABITAT CONSERVANCY.

NOW THE PARK DISTRICT , WHEN WE LOOK AT THE HCP, OUR GOALS ARE REALLY TO KIND OF FOCUS ON OUR MISSION.

WE'RE HERE TO PRESERVE A RICH HERITAGE OF NATURAL AND CULTURAL RESOURCES WHILE PROVIDING OPEN SPACE AND PARKS AND TRAILS AND SAFE AND HEALTHFUL RECREATION IN EAST CONTRA COSTA COUNTY. THE PARTNERSHIP WITH THE CONSERVANCY REALLY ALLOWS US TO EXPAND PUBLIC ACCESS AND THE PROTECTION OF RESOURCES, ESPECIALLY BECAUSE OF OUR FUNDING PARTNERSHIP.

AND THEN ULTIMATELY, WE WANT TO MEET THE MASTER PLANS MISSION OF CONSERVATION, WHICH IS VERY MUCH IN LINE WITH THE CONSERVANCY'S GOALS.

AND THAT MAKES OUR PARTNERSHIP VERY NATURAL. AND OF COURSE, WE WANT TO PROVIDE PASSIVE RECREATION OPPORTUNITIES ON THESE LANDS.

I'M GOING TO STEP BACK JUST A MOMENT AND TALK ABOUT THE CONSERVATION LANDS PROGRAM.

SO THE CONSERVATION LANDS PROGRAM IN GENERAL AT THE PARK DISTRICT IS CHARGED WITH MANAGING AND OVERSEEING AND REALLY NEGOTIATING NEW CONSERVATION LANDS.

SO EVERYTHING YOU SEE HERE IN RED IS A CONSERVATION EASEMENT, DEED RESTRICTION, SOME SORT OF INSTRUMENT THAT ADDS AN EXTRA LAYER OF PROTECTION TO THESE LANDS ABOVE AND BEYOND JUST OUR REGULAR CONSERVATION THROUGH ACQUISITION PROTECTION.

THESE CONSERVATION INSTRUMENTS ALSO WERE NEGOTIATING NEW ONES.

WE'RE MANAGING FUNDING THAT COMES WITH THESE INSTRUMENTS.

OFTENTIMES IN THE FORM OF ENDOWMENTS BUT SOMETIMES OTHER MECHANISMS AS WELL.

AND WE ARE CHARGED WITH MONITORING POTENTIALLY RESTORING, ENFORCING COORDINATING WITH VARIOUS DEPARTMENTS ACROSS THE PARK DISTRICT . AND THEN WE HAVE TO WRITE REPORTS.

SO WE DO THAT ACROSS ALL OF THE LANDS THAT YOU SEE IN RED.

BUT THE HCP IS REALLY A VERY LARGE COMPONENT THAT FALLS UNDER THE CONSERVATION LANDS PROGRAM.

AND I'LL BREAK IT DOWN A LITTLE BIT MORE. ABOUT 20% OF THE PARK DISTRICT 'S TOTAL PARK LANDS FALL UNDER THE CONSERVATION LANDS PROGRAM.

THAT'S A HUGE AMOUNT. IT'S NOT INSIGNIFICANT.

THAT MEANS THERE ARE LANDS WITH AN EXTRA LAYER OF PROTECTION.

AND OFTENTIMES, IF YOU THINK OF THAT BUNDLE OF STICKS THAT OUR LAND ACQUISITION STAFF TALKED ABOUT SO WELL, IT SORT OF MEANS THAT WHILE WE ARE AT THE FEE TITLE OWNER AND MANY OF THESE CASES, SOMEBODY ELSE OWNS A LITTLE STICK OF OURS, THEN THAT IS THE CONSERVATION INSTRUMENT. AND THAT'S SORT OF OUT WITH SOMEBODY ELSE.

AND SO WE'VE YOU KNOW, AND SO WE HAVE TO KIND OF PAY DEFERENCE TO THAT AND UNDERSTAND WHAT THAT MEANS WHEN IT COMES TO MANAGING OUR LANDS, PLANNING ON OUR LANDS, RECREATING ON THOSE LANDS.

AND OF COURSE, THE MANAGEMENT FOCUS OFTEN IS FOCUSED ON THE THINGS THAT WE LOOKED AT BEFORE RESOURCE PROTECTION, MAINTENANCE, MONITORING. WHILE PUBLIC ACCESS IS ALLOWED ON MANY OF THESE LANDS, IT OFTEN LOOKS JUST A LITTLE BIT DIFFERENT THAN REGULAR, UNRESTRICTED PARKLANDS. AND IN THIS KIND OF BREAKDOWN, 25,000 ACRES UNDER THE CONSERVATION LANDS KIND OF CATEGORY.

WE HAVE MITIGATION LANDS. SO THOSE ARE LANDS THAT ARE SERVING FOR PROTECTION BECAUSE OF IMPACTS TO IN ANOTHER LOCATION.

AND THEN THERE'S VOLUNTARY CONSERVATION EASEMENTS. SO THOSE ARE ONES THAT HAVE BEEN PUT IN PLACE BECAUSE SOMEBODY WANTED TO MAKE TO MAKE SURE THAT [INAUDIBLE] WAS PROTECTED OR THAT LAND WAS PROTECTED IN SOME WAY. BUT IF YOU KIND OF GO ALL THE WAY DOWN TO THE BOTTOM, THE HCP MAKES UP OVER 14,000 ACRES OF THAT TOTAL OF OUR CONSERVATION LANDS PROGRAM, WHICH IS QUITE A LOT. AND IF YOU LOOK OVER AT THE PENDING, WELL, WE STILL HAVE MORE COMING TO US THAT'S SORT OF IN THE WORKS.

THAT'S IN THAT NEGOTIATION PHASE THAT LAND AND PLANNING SORT OF WORKS THROUGH A LITTLE OVER ABOUT 5500 ACRES.

THE HCP IS ALMOST 16,000 ACRES OF THAT TOTAL, 30,000 ACRE PRESERVE THAT POTENTIALLY COULD COME TO THE PARK DISTRICT DOESN'T NECESSARILY NEED TO COME TO THE PARK DISTRICT IN ALL CASES, BUT WE HAVE BEEN THE KIND OF PRIMARY PARTNER WITH THE CONSERVANCY IN TERMS OF BEING THE LANDOWNER PRESERVE MANAGER. AND THEN FINALLY, I'M JUST GOING TO MENTION THE REGULATORY AGENCY INVOLVEMENT IN THE VAST MAJORITY OF THESE

CONSERVATION LANDS THAT HAVE INSTRUMENTS THAT ARE RECORDED, THE REGULATORY AGENCIES HAVE SOME LEVEL OF INVOLVEMENT.

SO WE SEND REPORTS TO THEM AND IN MANY CASES THEY HAVE SOME SAY THEY OWN THE STICK.

IN MANY CASES, ON WHAT WE CAN AND CANNOT DO ON THOSE LANDS.

AND THOSE ARE THAT'S DETAILED IN WHAT WE CALL A LONG TERM MANAGEMENT PLAN.

AND FOR THE CONSERVANCY LANDS, THE PRESERVE LANDS, IT'S A PRESERVE MANAGEMENT PLAN.

SO WE'VE BEEN INCREDIBLY SUCCESSFUL IN OUR PARTNERSHIP WITH THE CONSERVANCY WHEN IT COMES TO ACQUISITION.

WE ACQUIRE THEM IN PARTNERSHIP. THE PARK DISTRICT IS THE FEE TITLE OWNER WITH MAYBE ONE LITTLE STICK HELD.

AND THAT'S REALLY IN THE FORM OF THE RESTRICTED COVENANTS THAT COME WITH EACH PROPERTY THAT'S RECORDED.

AND THAT IS ALL TO SAY THAT MANY OF THESE RESTRICTIONS ARE ALSO ON OUR OTHER CONSERVATION LANDS AND CONSERVATION INSTRUMENTS.

SO IT'S NOT JUST UNIQUE TO THE HCP. IN TERMS OF WHAT WE HAVE TO THINK ABOUT, ESPECIALLY FOR PLANNING.

WHEN WE'RE COORDINATING PROJECTS IN THE HCP, PLANNING IS WORKING ACROSS THE BOARD WITH FINANCE, WITH PARK OPERATIONS OBVIOUSLY WITHIN ASD WITH OUR STEWARDSHIP DEPARTMENT DECO.

YOU KNOW, AND WE HAVE TO CONSIDER THE RECREATION GUIDELINES, BUT THERE'S ALSO A LOT OF LAND MANAGEMENT GUIDELINES, AND IT REQUIRES A HIGH LEVEL OF COORDINATION.

FEEL RELIEVED. SO THE CONSERVATION MEASURES JUST FOR EXAMPLE.

YOU KNOW, IN TERMS OF ALAMEDA WHIPSNAKE HABITAT, CORE HABITAT, AS WELL AS KIND OF RECREATION WITHIN THAT CORE HABITAT, THERE ARE GUIDELINES PERTAINING TO THAT. THERE'S A LOT OF WETLAND AVOIDANCE IN THE GUIDELINES SO THAT CAN HAVE THAT CAN PERTAIN TO RECREATION, BUT IT CAN ALSO PERTAIN TO YOU KNOW NEW FACILITIES FOR STAFF OR, YOU KNOW, OPERATIONAL CONCERNS THAT WE HAVE? WE JUST HAVE TO BE SENSITIVE TO THE WETLANDS AND THEN RECREATIONAL AMENITIES.

LIKE I MENTIONED BEFORE, STAGING AREAS AND BACKPACK CAMPS AND NEW TRAILS.

AND THEN WE ALSO HAVE GUIDELINES AS THEY PERTAIN TO, YOU KNOW, EVEN STAFF FACILITIES AND INFRASTRUCTURE AND KIND OF A MANDATE TO REMOVE UNNEEDED BUILDINGS IF NECESSARY. AND REALLY, ALL AGAIN, ALL OF IT IS TOWARDS MINIMIZING THE IMPACTS TO THE PROTECTED SPECIES THAT KIND OF FALL UNDER THE GOALS OF THE HCP ITSELF. SO WHEN IT COMES TO LAND MANAGEMENT, OF COURSE, WE'RE THE LANDOWNER AND WE'RE THE LAND PRESERVE MANAGER.

WE ARE TASKED WITH MAINTAINING THESE LANDS, PROTECTING THEM.

AND A LOT OF WHAT WE CAN DO ARE IN THE GUIDELINES AND THE HCP ITSELF.

BUT THE HCP SPELLS OUT THE NEED TO DEVELOP PRESERVE MANAGEMENT PLANS FOR EACH KIND OF PARKLAND AREA, BECAUSE MANAGING AN AREA THAT'S HIGH IN GRASSLANDS, LIKE VASCO HILLS, IS VERY DIFFERENT FROM MANAGING DIFFERENT HABITATS THAT YOU MIGHT FIND

IN CLAYTON RANCH. SO THE PRESERVE MANAGEMENT PLANS ARE MEANT TO TAILOR THOSE GUIDELINES AND SORT OF, YOU KNOW, YOU DON'T HAVE TO PAY ATTENTION TO THE STUFF THAT REALLY DOESN'T APPLY. AND THEN, OF COURSE, PASSIVE RECREATION, INTEGRATING PASSIVE RECREATION INTO THE LAND MANAGEMENT, INTO THE PLANS ITSELF, SO THAT WE KNOW WHERE WE WANT RECREATION, WHERE MAYBE IT'S THE PRIORITY IS MORE FOR THE CONSERVATION.

AND THEN THERE'S SHARED RESPONSIBILITIES. SO AGAIN, THIS IS THAT PARTNERSHIP BETWEEN US AND THE CONSERVANCY DURING THE PERMIT TERM.

PARK DISTRICT IS REALLY MANDATED WITH THE ROUTINE OPERATIONS.

WE MEET THE OUR INTERNAL MANAGEMENT STANDARDS AND WE PAY DEFERENCE TO WHAT ARE THE STANDARDS THAT ARE IN THE HCP AND THEIR GUIDELINES. AND THE CONSERVANCY IS REALLY RESPONSIBLE FOR ADDITIONAL BIOLOGICAL MONITORING.

SO, YOU KNOW, WE MIGHT MONITOR PONDS ON A CERTAIN SCHEDULE AND THEY MIGHT HAVE MORE FREQUENT MONITORING.

THEY MANAGE THOSE CONTRACTS AND THAT MONITORING.

AND WE SHARE DATA BACK AND FORTH. THERE'S ALSO LAND MANAGEMENT, GRAZING MANAGEMENT.

ALL OF THOSE THINGS ARE SORT OF DONE IN COLLABORATION.

BUT OFTENTIMES THE CONSERVANCY WILL LEAD THE FUNDING OR ASSIST OUR TEAMS IN MOVING PROJECTS FORWARD.

AND THEN THE CONSERVANCY HAS THEIR OWN RESTORATION PROJECTS AND GOALS THAT THEY ARE IMPLEMENTING ON THESE LANDS.

SO LIKE THE HORSE VALLEY WETLAND RESTORATION THAT HAPPENED A FEW YEARS AGO, AS WELL AS THE RODDY RANCH GOLF COURSE THAT WE'RE DOING IN COLLABORATION WITH THE CONSERVANCY. ALL RIGHT. I'M HANDING IT BACK TO BECKY.

OKAY. WE ARE ALMOST TO THE END, BUT ONE OF THE THINGS THAT I REALLY WANT TO HIGHLIGHT WITH HCP IS THE FUNDING PIECE OF IT.

SO WHAT THIS SLIDE SHOWS ON THE LEFT HAND SIDE IS KIND OF DURING THIS PERMITTING TERM THAT THERE'S FUNDING BOTH FOR LAND MANAGEMENT AND FOR ACQUISITION.

I'M GOING TO FOCUS ON THE ACQUISITION PIECE JUST TO REPORT OUT AS TO WHERE WE ARE TODAY.

SO THE CONSERVANCY HAS CONTRIBUTED 75% OF OUR ACQUISITION FUNDING FOR THOSE PROPERTIES THAT HAVE BEEN ACQUIRED.

THAT'S NEARLY $87 MILLION. WE HAVE COME TO THE TABLE WITH THE OTHER 25%, WHICH MEANS THAT WE PUT IN ABOUT OVER 29 MILLION.

SO IT IS A BIG CHUNK OF MONEY ON THE ACQUISITION SIDE OF THINGS.

WHEN I SAY OUR MATCHING 25%, IT'S COMING FROM THESE BUCKETS UNDER THAT ACQUISITION SIDE.

SO AFTER THE PERMIT TERM ON THE RIGHT HAND SIDE IS WHERE HOW THE LAND MANAGEMENT FUNDING IS GOING TO BE HANDLED.

AND THEN I REALLY WANT TO ALSO SHARE MY PERSPECTIVE ON JUST THE PARTNERSHIP THAT WE HAVE WITH THE CONSERVANCY THAT I DON'T THINK GETS HIGHLIGHTED AS OFTEN AS IT SHOULD.

I REALLY DO LOOK AT THE CONSERVANCY AS ALMOST AN EXTENSION OF OUR STAFF AND THE FACT THAT THEY BRING SO MUCH VALUE TO THE WORK THAT WE DO, AT LEAST ON THE LAND ACQUISITION SIDE. I MEAN, BESIDES BRINGING HUGE CHUNKS OF MONEY, THEY'RE ALSO WRITING THE GRANTS THAT ARE SUBMITTING APPLICATIONS TO THESE REALLY COMPETITIVE GRANTS, WHETHER IT'S FEDERAL MONEY OR STATE MONEY, AND BRINGING SOME OF THESE INCREDIBLE FUNDING PARTNERS TO THE TABLE THAT WE CAN LEVERAGE AND PARTNER WITH.

IT PUTS I MEAN, IT HELPS US WITH OUR 30 BY 30 INITIATIVE GOALS AS WELL, BRINGING IN THOSE FUNDING PARTNERS.

SO EVERYTHING THAT GETS ACCOMPLISHED IN THE HCP FURTHERS THAT 30 BY 30 INITIATIVE.

ANOTHER THING, BESIDES BEING ABLE TO REALLY TAP SOME OF THESE HIGHLY COMPETITIVE OUTSIDE FUNDING SOURCES THAT THEY BRING TO THE TABLE AND AGAIN, DO NEARLY ALL THE HEAVY LIFTING ON FOR US AND TO DO THOSE ACQUISITIONS IN PARTNERSHIP.

THE HCP HABITAT CONSERVATION PLANS ARE ACROSS THE UNITED STATES.

BUT THE ONE THAT WE HAVE IN OUR PARK DISTRICT IS ONE THAT'S REALLY LOOKED AT AS HIGHLY SUCCESSFUL.

SO WHEN THERE ARE MODELS OF HCP'S THAT NEED TO BE CREATED, THEY LOOK AT OURS.

WE ARE SETTING THE GOAL. WE'RE SETTING THE BAR, FRANKLY, AS TO HOW THESE HCP'S ARE TO BE DONE ACROSS THE UNITED STATES.

SO IT'S JUST SOMETHING I THINK THAT WE SHOULD BE CELEBRATING WHEN WE TALK ABOUT WHAT WE NEED TO CELEBRATE IS THIS PARTNERSHIP AND WHAT'S BEEN ACCOMPLISHED, AND THAT THERE ARE A LOT OF ENTITIES IN THE OUTSIDE WORLD LOOKING AT HOW WE'RE DOING THIS, BECAUSE IT IS TRULY BEEN A HUGE SUCCESS NOW THAT WE'RE OVER HALFWAY IN.
