I'M ONE OF TWO PATROL OPERATIONS LIEUTENANTS.

HE WAS HERE IN SEPTEMBER PROVIDING YOU THE QUARTER TWO UPDATE FOR OUR ENFORCEMENT ACTIVITY FOR THE POLICE DEPARTMENT.

MY PRESENTATION GOAL IS TO SHARE WITH YOU THE GREAT WORK OUR OFFICERS HAVE DONE IN THE LAST QUARTER.

WE STRIVE TO BE ACCESSIBLE, TRANSPARENT, AND A FUNDAMENTAL PART OF THE COMMUNITY.

IT'S OUR INTENT TO USE THIS PLATFORM TO EXPRESS OUR STEADFAST DEDICATION TO THE SAFETY AND WELL-BEING OF OUR VISITORS, AS WELL AS SHARE WITH YOU THE WORK THAT WE HAVE DONE AND GAIN A BETTER UNDERSTANDING OF FUTURE DEPARTMENT NEEDS AS THEY COME UP.

THIS PRESENTATION IS THE SECOND IN A SERIES OF ONGOING QUARTERLY UPDATES, AND IS A SUPPLEMENTAL OR PROGRESS REPORT LEADING INTO OUR ANNUAL REPORT, WHICH WE PROVIDE IN FEBRUARY OR MARCH.

THIS IS A HIGH LEVEL OVERVIEW TO SUPPLEMENT THE MONTHLY WARD REPORTS THAT YOU ALREADY RECEIVE ON THE BOARD.

WITH THESE UPDATES, WE HOPE TO BRING CLARITY TO THE POLICE DEPARTMENT'S ACTIVITIES AND OFFER TRANSPARENCY TO THE PUBLIC AS TO THE WORK THAT WE'RE DOING.

THIS PRESENTATION WAS DEVELOPED BASED ON OUR COMPUTER AIDED DISPATCH, WHICH IS PART OF OUR TOTAL RECORDS INFORMATION SYSTEM, WHICH WE CALL RIMS.

USING THE COMPUTER AIDED SYSTEM ALLOWS US TO AUTOMATICALLY DOCUMENT CALLS FOR SERVICE, DEVELOP AND IMPLEMENT CRIME ANALYSIS, SEND INFORMATION TO OFFICERS IN THE FIELD USING THEIR MOBILE DATA TERMINALS AND MAP INCIDENTS AND LOCATIONS.

TRACK EVIDENCE, PROPERTY AND CASES AS THEY PROGRESS THROUGH OUR DEPARTMENT AND THROUGH THE JUSTICE SYSTEM.

AS I WORK THROUGH THIS PRESENTATION, I'M GOING TO PAUSE BRIEFLY TO GIVE YOU A FEW BRIEF DEFINITIONS THE MOST THE FIRST OF THOSE WOULD BE WHAT IS AN INCIDENT? WE DEFINE AN INCIDENT AS ANY EVENT THAT REQUIRES THE DISPATCH OF A POLICE OR FIRE UNIT, AND THEY ALSO REFER TO OFFICER INITIATED PROVISIONS OF POLICE SERVICE LIKE A PERSON CONTACT OR A TRAFFIC STOP.

THEY ALSO SOMETIMES ARE GENERATED TO RECORD EVENTS FOR INFORMATIONAL PURPOSES.

BASICALLY, EVERYTHING IS AN INCIDENT, BUT ONLY ABOUT 10% OF THOSE TURN INTO CASES.

SO FROM JULY THROUGH SEPTEMBER, WE HAD APPROXIMATELY 6300 INCIDENTS.

THROUGH THE ANALYSIS OF THOSE INCIDENTS, WE CAN SEE THAT 33% OF THOSE OCCUR ON SATURDAY AND SUNDAY AS OPPOSED TO WEEKDAYS.

THE MAJORITY OF THOSE HAPPEN BETWEEN NOON AND 8 P.M., AND 15 OR 16% OF THOSE OCCUR DURING THE CURFEW HOURS WHEN OUR PARKS ARE CLOSED.

10 P.M. TO 5 A.M..

HERE'S A BREAKDOWN OF THOSE DISPATCH INCIDENTS.

I'LL LET YOU REVIEW THE SLIDE THERE FOR SOME DATA.

OF THOSE 6000 INCIDENTS, APPROXIMATELY 2200 WERE OFFICER INITIATED, AND THOSE ARE AGAIN TRAFFIC STOPS, VEHICLE CONTACTS, PEDESTRIAN CONTACTS OR SPECIAL SECURITY PATROLS OR SPECIAL PATROL PARTIES, WHICH WE CREATE BASED ON INFORMATION WE GET FROM PARK STAFF OR IDENTIFIED CRIME TRENDS. HERE'S ANOTHER DEFINITION FOR YOU.

A CITATION OR A TICKET IS AN OFFICIAL NOTICE TO APPEAR AT COURT RELATED TO AN ALLEGED STATUTORY CODE VIOLATION.

MOST COMMONLY, THESE ARE ASSOCIATED WITH INFRACTION VIOLATIONS AND ARE USUALLY ISSUED BY A PEACE OFFICER.

WE DO HAVE PST'S PUBLIC SAFETY TECHS THAT DO ISSUE PARKING TICKETS FROM TIME TO TIME.

IN TOTAL, OVER THE LAST THREE MONTHS, WE'VE ISSUED APPROXIMATELY A THOUSAND CITATIONS.

APPROXIMATELY 300 OF THOSE WERE FOR INFRACTIONS.

MAJORITY FOR ORDINANCE AND 174 FOR OTHER VEHICLE CODE PENAL CODE.

OTHER VIOLATIONS FOR THE STATE.

BEFORE WE GET TO ARRESTS, I'D LIKE TO DEFINE WHAT THAT IS.

THERE ARE BASICALLY AN ARREST IS A SEIZURE OF A PERSON BY LEGAL RESTRAINT IN RESPONSE TO A CRIMINAL CHARGE, AND THERE ARE THREE DIFFERENT TYPES OF ARRESTS. WE HAVE IN-FIELD CITE RELEASE.

THESE ARE TYPICALLY FOR MISDEMEANOR CHARGES, WHERE AN OFFICER CONTACTS A PERSON IN THE FIELD AND RELEASE THEM ON A MISDEMEANOR CITATION.

SECOND, WE HAVE A CUSTODIAL ARREST WITHOUT A WARRANT.

THESE ARE TYPICALLY A RESPONSE TO A CALL OR AN OFFICER ON VIEWS AN INCIDENT AND MAKES AN ARREST IN THE FIELD AND TRANSPORTS THAT PERSON TO A FACILITY AND THEN A CUSTODIAL ARREST PURSUANT TO AN OUTSTANDING WARRANT.

THESE ARE INSTANCES WHERE AN OFFICER ENCOUNTERS SOMEBODY WHO HAS ALREADY HAD A JUDGE OR MAGISTRATE ISSUE A WARRANT FOR THEIR ARREST BASED ON A PRIOR EVENT.

IN TOTAL, OVER THOSE THREE MONTHS IN QUARTER THREE, WE MADE 98 ARRESTS.

38 WERE FOR MISDEMEANORS, 39 WERE FOR FELONIES AND 21 FOR WARRANTS.

BEFORE WE REVIEW CASES, A CASE IS A WRITTEN REPORT BY AN OFFICER OF PUBLIC SAFETY TECHNICIAN, AND THEY'RE USED TO DOCUMENT AN EVENT.

TYPICALLY USED TO DOCUMENT A MISDEMEANOR OR FELONY CRIME USED BY THE DISTRICT ATTORNEY TO PROSECUTE A SUSPECT.

THEY'RE ALSO USED TO REPORT CRIME DATA TO THE DEPARTMENT OF JUSTICE AND FBI.

BASED ON STATUTORY REQUIREMENTS.

AND THEY'RE USED TO DOCUMENT COLLISIONS OR OTHER SIGNIFICANT EVENTS THAT WE HAVE.

LIKE WE SAID BEFORE, WE HAD 6300 INCIDENTS, BUT ONLY 519 OF THOSE, APPROXIMATELY 10% CONVERTED INTO CASES.

APPROXIMATELY 90 WERE FOR FELONY CASES, 88 FOR MISDEMEANORS, AND 30 ACCIDENT REPORTS.

THE MOST FREQUENT OR THE MOST FREQUENT CRIME TYPE CASE THAT WE TOOK WERE FOR BURGLARY THEFTS OR ROBBERY.

36 OF THOSE OVER A THREE MONTH PERIOD, AND HERE ARE SOME OTHER STATISTICAL HIGHLIGHTS FROM QUARTER THREE.

OVER THAT THREE MONTH PERIOD, OUR OFFICERS TOOK 11 FIREARMS OFF THE STREET, MADE 15 ARRESTS RELATED TO THE POSSESSION OR SALES OF DANGEROUS DRUGS, MADE FIVE ARRESTS FOR SEX CRIMES OR SEX OFFENDER REGISTRATION VIOLATIONS, MADE EIGHT ARRESTS FOR ARSON AND SEVEN ARRESTS FOR WEAPONS VIOLATIONS, AND LEAVE THAT SLIDE UP FOR A MOMENT SO YOU CAN REVIEW THAT DATA.

HERE ARE JUST A COUPLE OF CASE HIGHLIGHTS THAT I'D LIKE TO BRING TO YOUR ATTENTION.

ONE OF OUR SWING SHIFT OFFICERS CONDUCTED A PROACTIVE ENFORCEMENT STOP ON A VEHICLE AND MADE A FELONY ARREST FOR LEWD ACTS AGAINST A FOR LEWD ACTS AGAINST A MINOR. THE DA CHARGED THAT SUSPECT WITH SIX FELONY CHARGES AS A RESULT OF THAT INVESTIGATION.

OFFICERS ALSO MADE AN ARREST FOR A QUARRY LAKES ROBBERY, WHICH OCCURRED AT THE KIOSK THERE.

AS WELL AS A SUSPECT FOR A SEPARATE SEXUAL BATTERY AGAINST A MINOR.

THESE CASES BOTH REQUIRED THOROUGH INVESTIGATION BY PATROL AND INVESTIGATIONS, AND REALLY HIGHLIGHT THE COOPERATIVE EFFORT BETWEEN BOTH OF THOSE TEAMS. SO FAR, I'VE SHARED WITH YOU A LOT ABOUT THE TICKETS AND ARRESTS THAT WE'VE MADE, BUT I'VE ALSO I WANT TO SHARE WITH YOU SOMETHING THAT WE HAVEN'T SHARED BEFORE OR REALLY BROUGHT TO ATTENTION AS PEACE OFFICERS, CUTTING CITATIONS AND MAKING ARRESTS IS NOT ALL THAT WE DO.

AS A FULL SERVICE POLICE DEPARTMENT AND PROVIDING POLICE SERVICE IN THE PARK DISTRICT ALSO DEMANDS A MORE HOLISTIC APPROACH TO PUBLIC SAFETY AND HOW WE EVALUATE OUR SUCCESS IN THE PARKS. SO I'D LIKE TO BRING TO YOUR ATTENTION SOME OF THE MORE POSITIVE INTERACTIONS OUR OFFICERS HAVE HAD IN QUARTER THREE.

THESE TYPES OF INCIDENTS GENERALLY GO UNRECOGNIZED BECAUSE NO CASE OR CITATION IS ATTACHED TO THEM.

SO YOUR OFFICERS CONTACTED 479 CITIZENS OR CIVILIANS IN THE PARKS.

THESE INTERACTIONS RESULTED IN EDUCATION OR ASSISTANCE FOR SOME SORT OF ORDINANCE VIOLATION OR ASSISTANCE THAT WAS NEEDED IN THE PARKS.

THEY MAY HAVE PROVIDED A WARNING ABOUT A CODE VIOLATION OR EDUCATION THAT THEY MAY NOT HAVE BEEN AWARE OF, AND WE CAN KIND OF PREVENT THE CRIME BEFORE IT OCCURS.

THESE ALSO INCLUDE ASSISTANCE FOR THINGS THAT RANGE FROM STRANDED MOTORISTS TO PARK USERS WITH A LOOSE ANIMAL, OR MEDIATING A DISPUTE SUCCESSFULLY WITHOUT AN ARREST OR CITATION. YOU'LL SEE UP THERE WELFARE CHECKS ARE INCLUDED.

WELFARE CHECKS ARE OCCURRENCES WHERE AN OFFICER OR CIVILIAN BECOMES CONCERNED FOR A PERSON'S WELL-BEING, AND AN OFFICER PROVIDES THE NECESSARY ASSISTANCE IF WARRANTED OR REQUESTED.

BECAUSE THE NATURE OF OUR UNIQUE JOB IN THE PARKS AND THE RESOURCES THAT WE HAVE.

WE ALSO RESPONDED TO 111 PERSONAL INJURIES OR MEDICALS, ASSISTED 26 PERSONS WHO WERE REPORTED TO BE LOST OR OVERDUE IN THE PARKS, AND OUR OFFICERS HOSTED OR ATTENDED 15 SPECIAL EVENTS.

CAN THEY CATEGORIZE IT AS A BIKE ACCIDENT VERSUS AN EQUESTRIAN ACCIDENT VERSUS A DOG BITE VERSUS SOMETHING.

YES, WE DO HAVE DIFFERENT CALL TYPES FOR DIFFERENT TYPES OF INJURIES.

IT DEPENDS ON HOW THEY'RE RECEIVED, AND HOW THEY ACTUALLY LOOK ON SCENE MAY BE DIFFERENT.

SO YOU COULD BE DISPATCHED TO A PERSONAL INJURY, AND THAT'S HOW THAT CALL TYPE IS GOING TO LIVE IN AN INCIDENT RECORD.

WHEN AN OFFICER GETS ON SCENE DETERMINES IT WAS A HORSE OR A BIKE ACCIDENT.

IT WOULD THAT INFORMATION WOULDN'T BE READILY AVAILABLE ON A STATISTICAL POLL FROM OUR SYSTEM.

OKAY. SO THEY'RE NOT ALWAYS 100% ACCURATE, BUT THEY CAN BE REPORTED IN THAT WAY.

ONE WAS AN OFFICER AFTER HOURS WAS FOLLOWING A CAR AND NOTICED THAT THE TAIL LIGHT WAS FLASHING OFF AND ON AND PULLED THAT CAR OVER, AND IT TURNED OUT AS SOON AS HE MADE THAT STOP HE HEARD A THUMPING IN THE TRUNK.

AND IT TURNED OUT THERE WAS A WOMAN ABDUCTED IN THE CAR, AND SHE HAD THE PRESENCE OF MIND TO KICK THE TAIL LIGHT, AND THEN ANOTHER INCIDENT WAS AT REDWOOD THAT INCIDENT WAS AT ANTHONY CHABOT.

THIS ONE WAS AT THE ENTRANCE TO REDWOOD, REINHARDT REDWOOD CAR WAS PARKED ILLEGALLY OFF OFF THE OFF THE OFF THE DIRT, AND OFFICER STOPPED AND ASKED THE PASSENGER WHAT WAS GOING ON, AND HE ASKED HAD HER EXIT THE CAR BECAUSE HE SENSED SOMETHING WAS WRONG, AND IT TURNS OUT SHE HAD BEEN CARJACKED AND ABDUCTED, AND SO I REALLY APPRECIATE THE OFFICERS, AND THEY'RE ATTENTIVE TO DETAILS BECAUSE THAT'S WHAT IT TAKES, REALLY, AND YOUR GUT INSTINCT SOMETIMES, AND SO REALLY APPRECIATE YOUR SERVICE OUT THERE, AND I REALLY APPRECIATE US COLLECTING ALL THE DATA, TOO.

SO I DID LOOK INTO THAT A LITTLE BIT.

OVER QUARTER BETWEEN QUARTER TWO AND THREE, AS I WAS PREPARING FOR THIS WE RECEIVED, I BELIEVE, THREE REPORTS OF TRAIL CONFLICT.

NONE OF THOSE RESULTED IN ANY INJURY, AND ON ONE OF THOSE, OUR OFFICERS WERE ABLE TO MAKE CONTACT WITH THE REPORTING PARTY AND PROVIDE SOME EDUCATION THERE.

YEAH, AND IN BRIONES, THERE WERE MAYBE TWO BIKE ACCIDENTS AND 3 OR 4 HORSE INJURY OR HORSE RELATED INJURIES, BUT THEY WEREN'T A RESULT OF CONFLICT.

SO AND IF YOU'D LIKE MORE DATA, I'M ALWAYS AVAILABLE.

I CAN'T REMEMBER EXACTLY HOW MANY RANGERS WERE ON SITE, BUT THEY CAME FROM ALL AROUND THE NATION, AND THERE WERE ACTUALLY SOME INTERNATIONAL RANGERS THAT CAME IN, AND IT WAS A

ANOTHER HIGH PRIORITY FOR IMPROVING OPERATIONS AT THE BRIDGE YARD WAS IMPROVING THE PARKING LOT USE, AND I DON'T KNOW IF YOU HAD HAD AN OPPORTUNITY AT THE HOLIDAY PARTY OBM THROUGH THE CONCESSION MAINTENANCE FUND.

I THINK NATE WAS THE LEAD ON THAT, GOT STRIPING INTO THAT WEST OVERFLOW AREA, AND SO THAT IS A HUGE OPERATIONAL BENEFIT.

GOOD BANG FOR OUR BUCK, I GUESS, AND SO WE ARE KIND OF WORKING ON ON THOSE THINGS THAT WOULD IMPROVE THE IMMEDIATE OPERATIONS.

SO THERE'S JUST CHANGING MARKET CONDITIONS THAT MAKE CERTAIN LOCATIONS NOT AS SUCCESSFUL ECONOMIC OPPORTUNITIES AS THEY WERE IN THE PAST. I'M GOING TO CIRCLE BACK TO SOME OF THESE THINGS.

I ALSO WANTED TO HIGHLIGHT THAT THE DEL VALLE MARINA AND DEL VALLE, THIS ENTIRE DEL VALLE CONCESSION CONTINUES TO BE IN A BIT OF TRANSITION, RECOVERING FROM THE FLOODS OF 2023, AND SO THE EAST SIDE FOOD CONCESSION MAJOR, THE MAJOR MAINTENANCE GROUP AND THE MASKED DEPARTMENT IS WORKING ON GETTING THAT BUILDING REPAIRED AND UP TO CODE, WORKING WITH INSURANCE FUNDING.

WE CONTINUE TO HAVE AN INTERIM DOCK THAT WAS PUT IN BY THE CONCESSIONAIRE, WHICH HAS BEEN VERY SUCCESSFUL.

AND THEN WE'RE ALSO DOING SOME CAMP STORE REPAIRS.

SO THERE'S A LOT OF DIFFERENT POSSIBILITIES.

SO ONCE WE GET INTO THE PROCUREMENT, WE'RE LOOKING AT A FLEET SIZE OF ABOUT 1100 ITEMS RIGHT NOW TO INCLUDE TRAILERS, ATVS, POLICE MOTORCYCLES, A COUPLE OF BOATS.

AND WE PRIMARILY PURCHASED THE VEHICLES, EQUIPMENT AND PARTS THROUGH CALIFORNIA STATE CONTRACTS, CMS CONTRACTS, SOURCEWELL AND OMNIA, WHICH ARE COMPETITIVE BID CONTRACT CONSORTIUMS THAT ARE SPECIFIC FOR GOVERNMENT FLEETS, AND OF COURSE, WE ALSO HAVE VEHICLES AND EQUIPMENT THAT ARE ADDED THROUGH THE ANNUAL BUDGET.

THOSE ARE THE ONES THAT ARE ADDED TO SPECIFIC PARKS, WHETHER IT BE THROUGH OUR PIPELINE, IF I'M NOT MISTAKEN, AND ALSO SEPARATE INDIVIDUAL REQUESTS THAT INCREASES THE FLEET IN A CERTAIN LOCATION BECAUSE OF ADDITIONAL PARK LANDS THAT THEY'RE NEEDING TO MAINTAIN.

WE HAVE VEHICLES THAT ARE BEING REPLACED EITHER TO AGE, DECLINING CONDITION, MILEAGE, OR UNFORTUNATELY, ACCIDENTS AND THEFT, WHICH DOES OCCUR FROM TIME TO TIME.

SO THERE ARE SOME FOLKS THAT DO MODIFY THEM, BUT AT A COST OF 150% OF THE COST OF THE VEHICLE.

SO IT GETS A LITTLE PRICEY, BUT WE WILL HAVE TO DO THAT WHERE WE HAVE TO AND WHEN WE CAN.

WE LOOK AT DIFFERENT THINGS, OF COURSE, LIKE HYBRIDS THAT WE'RE ALREADY GETTING PLUG IN HYBRIDS, ALL ELECTRIC SMALLER VEHICLES THAT YOU'VE SEEN HERE AT THE MAIN OFFICE, AND WE ALSO USE RENEWABLE DIESEL, WHICH IS 100% NON-PETROLEUM.

SO ALL OF OUR DIESEL EQUIPMENT IN THE FIELD IS POWERED BY NON-PETROLEUM FUEL, AND OF COURSE WE ALWAYS PURCHASE NEWER TECHNOLOGIES THAT ARE AVAILABLE.

ALL THE NEW VEHICLES, OF COURSE, ARE GOING TO BE REPLACING OLDER VEHICLES AND THE LIKE FOR LIKE IT'S GENERALLY 5 TO 10 MILES TO THE GALLON MORE EFFICIENT THAN THE PREVIOUS ONE.

THIS IS A LIST OF ALL THE DIFFERENT VENDORS THAT WE USE.

ON THE LEFT SIDE IS ALL THE STATE BID CONTRACTS AND CMS CONTRACT DEALERS THAT WE USE, AND ON THE RIGHT, IT'S ALL THE SOURCEWELL CONTRACT DEALERS THAT WE USE TO INCLUDE AN OMNIA DEALER AT THE BOTTOM AND TURF STAR.

WE HAVE APPROXIMATELY 36 VEHICLES DUE FOR REPLACEMENT.

I'M CONSTANTLY ADJUSTING THAT LIST AND RIGHT NOW IT'S UPWARDS OF PURCHASE 45 VEHICLES STILL WITHIN THE SAME DOLLAR AMOUNT, AND WE HAVE 17 PIECES OF CAPITAL EQUIPMENT, WHICH IS ALL EQUIPMENT VALUED AT GREATER THAN 50,000 OR MORE.

WE'VE GOT ROUGHLY 2.5 MILLION FOR THAT, AND THEN WE HAVE NINE ADDITIONS TO THE FLEET, AND THAT'S APPROXIMATELY $400,000.

EXCUSE ME. SO SOME OF THE THINGS WE DO ON AN ANNUAL BASIS, OF COURSE, WE'RE BUYING ANNUAL FLEET PURCHASES ABOARD.

AS LISA MENTIONED, WE GO MULTIPLE TIMES A YEAR, AND AS COSTS HAVE INCREASED, I'VE SEEN UPWARDS OF 50% COST INCREASE TO THE BASE PRICE OF A VEHICLE. SO WHAT WOULD IT COST US? $36,000 BEFORE IS NOW $50,000 PLUS.

SO EVEN A SINGLE VEHICLE THAT NORMALLY WOULD HAVE BEEN ABLE TO PURCHASE WITHOUT BOARD APPROVAL IS NOW COMING TO COMING TO YOU GUYS, AND THIS PROCESS THAT WE'RE PROPOSING WOULD REDUCE THAT DOWN TO THE SINGLE BOARD ACTION, AND WE WILL BE UTILIZING UP TO RESOLUTION WITH ALL POSSIBLE VENDORS, UP TO A TOTAL BUDGET LIMIT, AND INITIATE AN ANNUAL FLEET PURCHASE REPORT TO THE BOARD OPS COMMITTEE.

FIRE WENT OVER THE TOP AND IT BURNED OVER, AND YOU COULD SEE THE ORIGINAL THIS ORIGINAL VISOR WAS MELTED AND ALL THESE FIRE SCARS ARE FROM THAT, AND MY COAT HAD HOLES IN IT FROM SO BASICALLY HELPED SAVE HIS LIFE THERE.
