JUST A FEW ITEMS. THE FIRST ONE ARE TWO RESOLUTIONS HONORING THE 15TH ANNIVERSARY OF OUTDOOR AFRO.
THEY HAVE 150,000 PARTICIPANTS.
THEY'VE ELEVATED 1000 LEADERS AND ALSO APPROVED 1,950 SWIMMER SHIPS.
SO THE SENATOR ANGUS KING FROM MAINE, AND REPRESENTATIVE THOMPSON FROM THE NAPA AREA HAVE INTRODUCED RESOLUTIONS TO HONOR THEIR 15TH ANNIVERSARY.
REPRESENTATIVE DESAULNIER, OUR EAST BAY'S REPRESENTATIVE, HAS INTRODUCED A LEGISLATION THAT WOULD CREATE A DOT GRANT PROGRAM FOR LOW CARBON CORRIDORS.
SO THIS WOULD BE SOMETHING SIMILAR TO THE IRON HORSE TRAIL, WHICH TRAVERSES OVER 30 MILES, WHICH IS ADJACENT TO THE I-680 CORRIDOR. SO IT PROVIDES AN ALTERNATIVE THAT'S LOW CARBON.
IT WOULD BE UP TO THE DOT TO SET THE RULES AND PROCEDURES AND GUIDELINES FOR THE GRANT PROGRAM.
H.R. 9702 DOES CREATE A WILDFIRE SCIENCE AND TECHNOLOGY COMMITTEE ADVISORY BOARD, AND IT'S A PERMANENT BOARD THAT WOULD MEET ANNUALLY, AND IT'S COMPRISED OF 18 INDIVIDUALS, SOME OF WHICH CAN BE PUBLIC EMPLOYEES OR MEMBERS OF THE PUBLIC, AND THEY WOULD CONTINUE TO MONITOR THINGS LIKE MAPPING AND OTHER WAYS OF PREDICTING PROBABILITY AND POSSIBILITY OF WILDFIRES, AND THE LAST BILL, FEDERAL BILL, IS BY REPRESENTATIVE HUFFMAN FROM THE NORTH BAY.

DIRECTOR MERCURIO WAS NOT ON THE BOARD, BUT THE OTHER BOARD MEMBERS WERE INSTRUMENTAL IN HELPING US DEVELOP THE LEGISLATIVE PROGRAM BACK IN 2021, WITH THE SUPPORT OF LEGISLATIVE AND MANAGEMENT ANALYST LISA BALDINGER AND THE GENERAL MANAGER, WE WERE ABLE TO PUT TOGETHER OVERARCHING PRINCIPLES AND SEVEN ADVOCACY GOALS TO GUIDE OUR WORK, AND MOST 99% OF ANYTHING THAT WE'RE WORKING ON DOES FALL INTO THE PROGRAM, AND AFTER SEVERAL YEARS OF WORKING WITH THESE ADVOCACY GOALS, WE HAVE FOUND THAT TO BE THE CASE.
WE DO HAVE SORT OF AREAS OF EMPHASIS.

THOSE TWO INDIVIDUALS HAVE BEEN CHAMPIONS OF THE PARK DISTRICT FOR MANY YEARS, AND IT WAS GREAT TO HAVE THEIR PRESENCE, BUT THAT LEADERSHIP FOR THE PARK DISTRICT HAS COME OVER TIME WITH CONTINUED ENGAGEMENT WITH THEIR OFFICES AND THEM PERSONALLY.
WE ALSO HOST A NUMBER OF SITE VISITS THROUGHOUT THE YEAR FOR ELECTED OFFICE STAFF.
SO THIS MORNING, ONE OF THE STAFF MEMBERS FROM ASSEMBLY MEMBER BUFFY WICKS WAS IN ATTENDANCE AND SHE HAS BEEN TO ALMOST EVERY SITE VISIT WE'VE HAD IN THE LAST YEAR, YEAR AND A HALF.

I BELIEVE DOCTOR MERCURIO WAS AS WELL, AND REALLY EXPLORING HOW WE CAN PARTNER ON LEGISLATION AT THE STATE AND FEDERAL LEVEL THAT NOT ONLY BENEFITS CIVICORE BUT ALSO THE WORK OF THE PARK DISTRICT AND THE VERY STRONG CAREER LADDER THAT WE'RE ABLE TO PARTNER ON.

SO SORT OF EXPANDING THE PURVIEW, REALLY MAKING SURE THAT WE HAVE A PLACE THAT CLEARLY STATES LAKE HEALTH AS PART OF OUR WATERSHED MANAGEMENT GOALS.

FOR EQUITABLE PARK ACCESS, FORMERLY REFERRED TO AS COMMUNITY HEALTH AT THE LOCAL LEVEL, THIS IS REALLY STRIVING TO BE ACTIVATED THROUGH OUR LOCAL GOVERNMENT PROGRAM, BUT EXPLORING WAYS IN WHICH WE CAN EXPAND EQUITABLE PARK ACCESS THROUGH UNDERSTANDING THE UNIQUE NEEDS OF THE 36 CITIES AND MULTIPLE UNINCORPORATED COMMUNITIES ACROSS THE EAST BAY.
WE'RE ALSO LOOKING TO TRACK LOCAL TAX MEASURES A BIT MORE TO UNDERSTAND AS DIFFERENT CITIES ARE MOVING TAX MEASURES FORWARD, HOW CAN THE PARK DISTRICT ENGAGE TO BOTH SUPPORT THAT FUNDING MEASURE AS WELL AS POTENTIALLY BENEFIT FROM IT? AT THE STATE LEVEL WE'RE EXPLORING WAYS THAT THE OUTDOORS FOR ALL REPORT BY THE CALIFORNIA NATURAL RESOURCES AGENCY CAN BE FORMALLY ACTIVATED, INCLUDING EXPANDING THE CURRENT EQUITABLE EXCUSE ME OUTDOOR EQUITY GRANTS PROGRAM, WHICH IS MANAGED BY CALIFORNIA STATE PARKS, TO BE MANAGED IN PARTNERSHIPS WITH PARKS CALIFORNIA, WHICH COULD ADD TO THE FLEXIBILITY AND ADAPTATION OF THIS PROGRAM TO SUPPORT MORE COMPETITIVE GRANTS FOR THE PARK DISTRICT, THE REGIONAL PARK FOUNDATION, AS WELL AS OUR PARTNERS WHO HOST PROGRAMS AND ACTIVITIES HERE IN THE EAST BAY WHO HAVE BEEN HAVING CHALLENGES WITH THIS PROGRAM HISTORICALLY, AND THEN AT THE FEDERAL LEVEL THIS CAME UP IN CONVERSATIONS WITH NATIONAL PARK SERVICE WHEN WE WERE IN D.C.

THERE WILL BE AN EMPHASIS MOST LIKELY ON THE CAP AND TRADE REVENUE.
THERE'S AN EXPENDITURE PROGRAM FOR THAT GETS REVISED EVERY 3 TO 4 YEARS.
THERE'S A THERE'S A A FEELING THAT NEXT YEAR IS THE YEAR TO BEGIN THOSE DISCUSSIONS.
SO WE WILL BE ENGAGING AT THE STATE LEVEL IN THAT WITH REGARD TO WITH AN EYE TOWARD SOME OF OUR ECOSYSTEM CHALLENGES IN THE FACE OF EXTREME WEATHER, AND THEN WE WILL ALSO BE FOCUSING AT THE FEDERAL LEVEL.

IN ADDITION, ARMY CORPS OF ENGINEERS IS ALSO AN AGENCY THAT USUALLY IS FULLY FUNDED, AND SO WE'LL BE CONTINUING TO WORK WITH THOSE TWO AGENCIES ON EFFORTS TO THINK ABOUT THE BAY REGIONALLY, AS WE ALL, ALL THE COMMUNITIES AROUND THE BAY AREA AND FRANKLY, THROUGHOUT THE COUNTRY ARE DEALING WITH EXTREME WEATHER.
FOR GREEN JOBS, WE, AS LISA INDICATED, WE HAD A LOT OF WORK IN COLLABORATION LAST YEAR WITH THE CIVICORPS LOCALLY AND THEN THE CONSERVATION CORPS AND AMERICORPS AT THE STATE AND FEDERAL LEVEL.
WE'LL CONTINUE TO WORK WITH CIVICORPS LOCALLY AND PURSUING AN ELECTED OFFICE SITE VISIT TO HELP SUPPORT NOT ONLY THEIR WORK IN OAKLAND, BUT ALSO AT THEIR FACILITIES IN PITTSBURGH, TO CONTINUE TO SEE IF WE CAN HELP GROW THAT PROGRAM.

SO I CAN GUARANTEE I CAN'T GUARANTEE ANYTHING, BUT, YOU KNOW, YOU WOULD THINK THAT IF THERE WAS A DEDICATED, DEPENDABLE SOURCE THAT CAME IN LIKE JUST LIKE WHAT THE, YOU KNOW, CITIES AND COUNTIES GET FOR MAINTAINING ROADS IF IT WAS STABLE, THEY WOULD PROBABLY BE ENCOURAGED TO GO SEEK CAPITAL MONEY TO BUILD MORE TRAILS, MORE ACTIVE TRANSPORTATION.

SO IT BECAME A REALLY, REALLY BIG PROBLEM, AND THERE WERE SUBSIDIES FOR FOR TAKING CARE OF THAT.
IT MIGHT HAVE BEEN THROUGH STOP WASTE AND BUT THEY ALSO SUGGESTED THAT PLACES LIKE IT'S HARD TO IMAGINE, BUT OLD LAKE SHORE ROAD, BETWEEN 2 OR 3 VERY LARGE CITIES IS IN FACT A RURAL ROAD OR OR REDWOOD ROAD.
HAVE YOU HEARD ANYTHING LIKE THAT, OR IS THERE ANY WAY TO INVESTIGATE THAT OR WE CAN LOOK INTO IT? I'VE NOT HEARD OF THAT. I THINK DIFFERENT IDEAS THAT CAME UP WERE LOOKING AT TRACKING WHERE THE ILLEGAL DUMPING HAPPENING IS HAPPENING AND LOOKING AT HOTSPOTS AND THEN MEETING WITH OUR JURISDICTIONAL PARTNERS.

SO SITTING DOWN AND HAVING A CONVERSATION, I THINK THERE'S RESOURCES LIKE CIVICORPS WHO DO WASTE MANAGEMENT, AND HOW COULD WE LIFT UP CIVICORPS THROUGH GRANT PROGRAMS TO INVEST IN CIVICORPS TO HELP WHEN THE JURISDICTIONS ARE NECESSARILY BLURRED AND THEN, OF COURSE, THERE'S STOPPING THE WASTE BEFORE IT HAPPENS.
SO ADVOCATING ON A STATE LEVEL TO SEE CHANGES IN, SAY, PLASTIC WATER BOTTLES, KEEPING THE TOP ATTACHED SO IT DOESN'T GET DISPERSED INTO OUR ENVIRONMENT OR OTHER CHANGES LIKE THAT AND HOW WE CAN ENGAGE ON THEM.

WE HAD GOTTEN, AND PART OF THE REASON WHY WE BROUGHT THIS ON HERE IS WE HAD GOTTEN SOME QUESTIONS ON WHETHER THE PARK DISTRICT SUPPORTED PERMANENT CLOSURE OF THE ROAD.
IF WE IF WE HAD ANY CONCERNS ABOUT THAT, AND FRANKLY, WE KIND OF SAW IT AS A A LITTLE BIT OF A NON-ISSUE IN THAT IT'S REALLY NOT UP TO THE CITY OF SAN LEANDRO TO CLOSE THAT ROAD.
THE MAJORITY OF THE ROAD IS THROUGH ALAMEDA COUNTY.

WE TOOK A CLOSE LOOK AT ALL THE LOCAL TAX MEASURES, AND I WAS ACTUALLY QUITE SURPRISED TO SEE THAT 80%, BOTH IN CONTRA COSTA AND ALAMEDA COUNTY, WERE PASSING AS OF NOVEMBER 8TH.
SOME OF THE NOTABLE ONES, JUST TO KIND OF KEEP AN EYE ON PLEASANT HILL PARK AND REC.
WAS UNABLE TO GET TWO THIRDS VOTE FOR THEIR BALLOT MEASURE.
BERKELEY MEASURE Y, WHICH WAS, I THINK, REFERENCED EARLIER, DOES PROVIDE FUNDING FOR PARKS.
DUBLIN MEASURE I BELIEVE IT'S II WAS PASSING.
THIS IS FOR I BELIEVE IT'S ESSENTIALLY FOR DUBLIN BOULEVARD EXPANSION, BUT IT ADDS 100 ACRES OF OPEN SPACE, AND THEN OAKLAND WILDFIRE PREVENTION ZONE WAS ALSO PASSING WITH 71% OF THE VOTE.
SO THOSE ARE JUST A COUPLE OF THE THINGS WE WANTED TO SORT OF HIGHLIGHT.
SO WE JUST WANTED TO KIND OF RECOGNIZE AN ELECTION HAPPENED AND SHARE SOME LOCAL PERSPECTIVES ON IT.
