CHANGES TO THE FEE SCHEDULE THAT ARE APPROVED BY THE BOARD OF DIRECTORS GO INTO EFFECT ON JANUARY 1ST, 2025. AND BEFORE WE REVIEW THE PROPOSED FEE CHANGES, HERE'S A LITTLE BACKGROUND. THE FEE SCHEDULE PROVIDES INFORMATION ON FEES CHARGED TO THE PUBLIC OR OCCASIONALLY TO OTHER PUBLIC AGENCIES. IT INCLUDES ADMINISTRATIVE FEES SUCH AS ENCROACHMENT PERMITS, CONCESSION FEES FOR A VARIETY OF CONCESSIONS OPERATED THROUGHOUT THE PARK DISTRICT, AND PARK USE. WE WILL START WITH THE 12 CONCESSION FEE CHANGE PROPOSALS. THESE ARE GROUPED TOGETHER BY TYPE. WHEN GIVING REASONS FOR PROPOSING FEE CHANGE. EXCUSE ME, FEE INCREASES. CONCESSIONAIRES CITED THE RISE IN THE COST OF LABOR, INSURANCE, GOODS AND SUPPLIES, FUEL AND OTHER SERVICES. THESE FEES WERE LAST CHANGED IN 2022, AND THE PROPOSED FEES ARE STILL WELL WITHIN MARKET COMPARISONS AND ASSUMING FEE CHANGES ARE APPROVED, ROCKY MOUNTAIN RECREATION AT DEL VALLE WOULD BE AMONG THE MIDDLE TO UPPER RANGE OF OPTIONS AVAILABLE FOR THESE TYPES OF WATERCRAFT RENTALS. MOVING ON TO SHADOW CLIFFS. THIS IS THE SAME CONCESSIONAIRE ROCKY MOUNTAIN RECREATION PROPOSES INCREASES TO WATERCRAFT RENTALS HERE AS WELL. SIMILARLY, THESE FEES WERE LAST CHANGED IN 2022 AND THE PROPOSED FEES ARE STILL, WELL WITHIN MARKET COMPARISONS AND AGAIN ASSUMING FEE CHANGES ARE APPROVED. ROCKY MOUNTAIN RECREATION AT SHADOW CLIFFS WOULD BE AMONG THE MIDDLE TO UPPER RANGE OF OPTIONS AVAILABLE FOR THESE TYPE OF WATERCRAFT RENTALS. THE LAST WATERCRAFT LOCATION IS THE MARINA AT LAKE CHABOT, WHERE THE CONCESSIONAIRE PROPOSES A DECREASE IN THE SENIOR DISCOUNTS SO SENIORS WOULD HAVE LESS OF A DISCOUNT, AS WELL AS A DECREASE IN THE ROWBOAT RENTALS AND AN INCREASE IN SOME OTHER WATERCRAFT RENTALS. THEY ARE ALSO PROPOSING TO REMOVE THE ONE HOUR BASED BASS RENTAL OPTION ON THE PONTOON BOAT JUST WASN'T FEASIBLE TO HAVE ANYBODY RENT THAT FOR ONE HOUR. AND AGAIN, ASSUMING FEE CHANGES ARE APPROVED, THE MARINA AT LAKE CHABOT WOULD BE AMONG THE MIDDLE TO UPPER RANGE OF OPTIONS AVAILABLE FOR THESE TYPES OF WATERCRAFT RENTALS. AND AT THE LOWER END FOR LONGER RENTALS. IN OTHER WORDS, THE LONGER THE RENTALS GO, THE LESS EXPENSIVE IN COMPARISON. LAKE CHABOT IS. I SHOULD NOTE THAT THE MARKET COMPARISON FOR ALL LAKE WATERCRAFT RENTALS IS CHALLENGING, DUE TO THE VERY SMALL NUMBER OF SIMILAR FACILITIES IN THE AREA. MANY COMPARISONS ARE AGAINST OTHER DISTRICT LOCATIONS OR WE'RE COMPARING AGAINST OURSELVES IN MANY CASES. THE NOTABLE LOW END OUTLIER IS AT LAKE MERRITT, WHERE THE CITY OF OAKLAND STAFF OPERATES THE RENTALS RATHER THAN A PRIVATE ENTITY OPERATING THEM AS WITH THE DISTRICT FACILITIES. ALL RIGHT. NEXT UP, WE HAVE CAMP ARROYO, WHERE THE CONCESSIONAIRE IS PROPOSING AN INCREASE TO THEIR OVERNIGHT OUTDOOR ENVIRONMENTAL EDUCATION CAMPS FOR 2026. AGAIN, THAT'S 2026. THE FEES FOR 2025 WERE ALREADY APPROVED, PROPOSED AND APPROVED LAST YEAR DURING THIS PROCESS. THE PERCENTAGE CHANGE SHOWN HERE IS RELATIVE TO THOSE ALREADY APPROVED 2025 FEES, AND THIS ALLOWS THEM TO [00:10:01] SCHEDULE ORGANIZATIONS PEOPLE USING THEIR CAMP IN WELL IN ADVANCE WITH ANTICIPATED PRICE CHANGES. THE CONCESSIONAIRE IS ALSO PROPOSING INCREASES TO OVERNIGHT CONFERENCE RENTAL RATES FOR BOTH 2025 AND 2026. THE CURRENT 2025 RATES WERE PROPOSED AND APPROVED LAST YEAR, BUT THE CONCESSIONAIRE HAS PROPOSED A SLIGHT, VERY SLIGHT INCREASE TO THOSE AS WELL. THE PERCENTAGE CHANGE SHOWN HERE IS RELATIVE TO THE ALREADY APPROVED 2025 RATES, ASSUMING FEE CHANGES ARE APPROVED, CAMP ARROYO WOULD BE AMONG THE LOW RANGE OF OPTIONS AVAILABLE FOR OVERNIGHT OUTDOOR EDUCATION, ENVIRONMENTAL EDUCATION CAMPS AND AMONG THE MIDDLE RANGE OF OPTIONS AVAILABLE FOR CAMP STYLE OVERNIGHT CONFERENCE RENTALS. ALMOST ALL PRIVATELY OWNED AND OPERATED FACILITIES ARE SLIGHTLY TO SIGNIFICANTLY MORE EXPENSIVE THAN PARK DISTRICT EQUESTRIAN FACILITIES. ALL RIGHT. THE FINAL CONCESSION GROUP IS GOLF, AND WE START WITH LAKE CHABOT'S REDWOOD CANYON GOLF COURSE, WHERE THE CONCESSIONAIRE IS PROPOSING BOTH AN INCREASE AND DYNAMIC PRICING MODEL FOR MOST GREENS FEES AND CART RENTAL FEES. THEY ARE ALSO PROPOSING TO ADD THE OPTION FOR A SINGLE CART, AS WELL AS A SPECTATOR FEE FOR THOSE WHO ARE NOT ACTIVELY GOLFING, BUT JOINING THOSE WHO ARE. THIS IS A RELATIVELY COMMON FEE AT OTHER GOLFING LOCATIONS. THE CONCESSIONAIRE NOTES THAT A GROWING NUMBER OF GOLF COURSES ARE ADOPTING THE DYNAMIC PRICING MODEL, WHICH ALLOWS THEM TO ADJUST PRICES IN REAL TIME BASED ON A RANGE OF FACTORS, INCLUDING TIME OF DAY, DAY OF THE WEEK, AND GOLFER DEMAND. THE PROPOSED RANGE IS 15% LESS TO 10% MORE THAN THE BASELINE. SO AGAIN, THEY'RE INCREASING THAT BASELINE. AND THEN APPLYING THE DYNAMIC PRICING WHICH YOU SEE THAT FINAL PROPOSED. WE ESTABLISHED A STEERING COMMITTEE AND THAT IS ACROSS DIVISIONAL TEAM FROM MEMBERS OF HR, THE PLANNING GROUP, OUR INAUGURAL OFFICE OF EQUITY, OF COURSE, THE OPERATIONS DIVISION AS WELL, AND REFINED OUR SCHEDULE AND ROLES AND RESPONSIBILITIES. AND THOSE ARE ALL LISTED ON THE SLIDE THAT TYPES OF THINGS THEY LOOKED AT. SO IT WAS ACTUALLY A VERY IN-DEPTH ANALYSIS OF WHAT IS ALREADY OUT THERE AND WHAT WE WERE DOING. AND I THINK AS A NEW CHIEF, IT WAS ACTUALLY KIND OF A GREAT WAY FOR ME TO LEARN, TOO, BECAUSE SOME OF THE THINGS SHE LEARNED ABOUT I DIDN'T KNOW ABOUT. SO THAT WAS GREAT FOR ME TO LEARN AND KIND OF LEARN FROM HER. SO NOT A SMALL QUESTION, BUT THIS IS WHERE SHE STARTED AS ONE OF THE CURRENT PRACTICES OF GATHERING AND USING DEMOGRAPHIC DATA. SO MAYBE A SMALL QUESTION IN A SMALL DISTRICT, BUT NOT A SMALL QUESTION HERE AT EAST BAY REGIONAL PARKS. WE ARE GATHERING DATA IN A LOT OF DIFFERENT WAYS. A LOT OF DIFFERENT TYPES OF DATA AND IN A LOT OF DIFFERENT SYSTEMS. IT'S REALLY, I THINK, QUITE REMARKABLE. I'VE LOOKED AT THE TABLE A COUPLE OF TIMES. I'M NOT SURE I'VE COMPLETELY CRACKED IT, BUT I THINK IT'S WORTH TAKING A LOOK AT AND JUST THINKING ABOUT IN TERMS OF A SYSTEM THAT THERE IS QUITE A BIT OF INFORMATION BEING GATHERED IN QUITE A VARIETY OF PLATFORMS. WE CURRENTLY HAVE THREE RESERVATION SYSTEMS, ALTHOUGH MAYBE IN 2 OR 3 YEARS THAT MAY NOT BE THE CASE. WE HAVE SURVEYS AND THEN WE'RE ALSO STILL UTILIZING CENSUS DATA TO LEARN MORE ABOUT OUR COMMUNITY AND BE ABLE TO KIND OF TRIANGULATE WHAT WE'RE GATHERING IN OTHER WAYS. SO IT'S REALLY A MYRIAD OF DATA COLLECTION METHODOLOGIES, AND IT CERTAINLY SPEAKS TO THE FACT THAT FROM WHAT I CAN TELL, OUR ORGANIZATION HAS REALLY VERY MUCH GROWN ORGANICALLY, AND FOLKS HAVE PROBLEM SOLVED TO SOLVE THEIR PROBLEMS. WE LOOK AT THEIR FREE AND REDUCED STATUS AT THEIR SCHOOL. SO THAT'S VERY DIRECT. YOU HAVE TO BE A CERTAIN LEVEL TO BE ABLE TO GET A REDUCED PRICE BUS. BUT WE'RE NOT USING THAT INFORMATION THAT'S GATHERED IN OTHER WAYS. LIKE YOU CAN KIND OF GO THROUGH A LITTLE BRAIN EXERCISE AND THINK, OH, WELL, WE COULD GO AHEAD AND LOOK AT, SAY, A TILDEN AND FIGURE OUT, WELL, WHAT SCHOOLS ARE COMING TO TILDEN, WHICH ONES ARE FREE AND REDUCED PRICE LUNCH, WHAT MIGHT THAT MEAN FOR THE FUTURE VISITOR CENTER THERE? WHAT MIGHT THAT MEAN FOR OTHER TYPES OF PROGRAMS WE HAVE? SO WE'RE USING THAT DATA TO ANSWER A SPECIFIC QUESTION. BUT THAT DATA CERTAINLY COULD INFLUENCE A LOT OF DIFFERENT THINGS THAT WE MIGHT WANT TO DO PROGRAMMATICALLY, OR EVEN IN THE PLANNING REALM, OR EVEN WITH DECO. ONE OF THE THINGS WE ARE REALLY, I HAVE TO SAY, I CAN'T THINK OF ANOTHER WORD, BUT BLESSED WITH IS WE HAVE AN INCREDIBLE GIS CAPABILITY HERE AT THE DISTRICT. I HAVE TO SAY, COMING FROM OUTSIDE THE DISTRICT, I WAS LIKE, KIND OF I GOT REALLY BIG EYES WHEN I REALIZED WHAT OUR GIS DEPARTMENT COULD DO. I LEARNED ABOUT THEM THROUGH THIS REPORT, WHICH IS REALLY FUNNY BECAUSE MY STAFF DON'T KNOW ABOUT THEM. A LOT OF THEM DON'T KNOW ABOUT THEM EITHER. SO OFTEN WHEN WE'RE COMPARING WHAT WE'RE DOING, WE WANT TO LOOK AT EITHER THE WAY THE CENSUS IS DEFINING GROUPS OR THE WAY THE DEPARTMENT OF EDUCATION IS DEFINING GROUPS. IT'S NOT ALWAYS I DON'T ALWAYS LIKE IT THE WAY THEY DO IT. I THINK IT'S WEIRD, BUT I ALSO UNDERSTAND THE IMPORTANCE OF NOT COMPARING APPLES TO ORANGES. SO IF THAT'S HOW THE DEPARTMENT OF ED IS DESCRIBING IT, OKAY, LET'S GO WITH THAT. I MEAN, THERE'S A BIGGER PROBLEM OF, WELL, IS THAT THE WAY THEY SHOULD BE DOING IT? PROBABLY NOT. IT'S ALSO THE CENSUS DOES KIND OF A WEIRD THING TOO WITH HISPANICS. NOT IT'S VERY STRANGE. AND YOU KNOW, YEAH, WHEN IT COMES TO THOSE. ASIAN IS SUCH A HUGE CATEGORY. I KNOW, I KNOW. YEAH, IT'S WEIRD BUT IT'S DEPARTMENT OF ED CATEGORIES. IT'S KIND OF COOL. SO THE SCHOOLS IF AND THE SCHOOLS WILL BE USING THOSE DEMOGRAPHIC CATEGORIES DIRECTOR ROSARIO. SO WE DON'T WANT TO MAKE UP OUR OWN THAT DON'T ALIGN WITH THAT, BECAUSE THEN WE HAVE A WHOLE OTHER SET OF PROBLEMS. RIGHT. SO THE DATA ALSO HIGHLIGHTED THAT WE HAVE LOTS OF WAYS WE CAN UNDERSTAND OUR DEMOGRAPHICS. AND I DO FEEL LIKE WE HAVE AN OPPORTUNITY TO THINK ABOUT SETTING UP A REGULAR CADENCE OF MAKING OUR DATA AVAILABLE AND COLLECTING DATA IN A SIMILAR WAY. ONE THING I THINK THAT IS KIND OF A OUTCOME OF THIS IS THINKING ABOUT HOW WE CAN REGULARLY RUN REPORTS AND HAVE THOSE AVAILABLE TO STAFF AND OUR LEADERSHIP, OUR SUPERVISING NATURALIST AND OUR REC SUPERVISORS TO HELP INFORM WHAT THEY'RE DOING. SO YOU CAN IMAGINE WHERE IF WE'RE RUNNING REPORTS AND WE'RE SAYING, OH, THESE ARE THE FOLKS COMING, AND THIS IS WHERE THEY'RE COMING FROM, MAYBE CERTAIN PARKS NOW BECOME MORE ATTRACTIVE TO RUN PROGRAMS BECAUSE IT'S LIKE, WELL, WE HAVE BEEN GOING TO THIS PARK BECAUSE, AS YOU KNOW, OUR SUPERVISING NATURALIST COVER A MYRIAD OF PARKS. AND SO WE DO REALLY WANT TO THINK ABOUT HOW CAN WE CONSOLIDATE. BECAUSE IT'S MY PERCEPTION THAT, YOU KNOW, A LOT OF THIS ORGANIZATION HAS PROBABLY BEEN HAPPENING FOR MANY YEARS, AND THEN IT KIND OF GETS A LITTLE BIT LOST AS PEOPLE RETIRE OR, YOU KNOW, MOVE ON TO THE NEXT ACTIVITY. AND THEN EVEN WITHIN THOSE PARTNERS, THEY'LL HAVE THE SAME PHENOMENON, RIGHT? PEOPLE WILL RETIRE OR MOVE ON TO THEIR, YOU KNOW, NEXT AREA OF OPPORTUNITY. AND SO I THINK THAT YOU KNOW, BEING ABLE TO MANAGE THIS MORE CENTRALLY CAN ALSO BE HELPFUL. SO I THINK THIS IS REALLY EXCITING. AND I WOULD, I WOULD REALLY LIKE TO SEE PERHAPS WHENEVER AND MAYBE THIS MIGHT BE AN ITEM TO SHARE WITH OUR CFO. THAT WHEN WE DO, WHENEVER WE DO GET THE INFORMATION SERVICES PLAN, I THINK WHAT WE'VE FOUND HERE COULD ALSO BE INTEGRATED, MAYBE JUST IN ONE SLIDE SHOWING THAT THERE'S THAT NEED FOR THIS DISTRICT WIDE CRM IN REGARDS TO PROGRAMING. BUT I'M DEFINITELY AN INTERNAL ADVOCATE AND I KNOW THERE'S OTHERS AS WELL. SO I AM DEFINITELY PART OF THE INTERNAL CONVERSATION ABOUT WHAT THIS COULD MEAN IN TERMS OF OUR POINT OF VIEW AND PROGRAMING, AND ESPECIALLY WHEN WE LOOK AT PRIORITY AUDIENCES. SO I'M IN THE LOOP AS FAR AS ALL THAT GOES. SO, YOU KNOW, I HAVE HAD SOME JUST, I GUESS WE'LL SAY, CASUAL CONVERSATION WITH SOME OF OUR VISITOR CENTER STAFF JUST ASKING ABOUT ADVERTISING THE PROGRAMS, YOU KNOW, AND I THINK OUR VISITOR CENTER STAFF PUTS A LOT OF TIME AND EFFORT INTO THE PROGRAMS AND HOW THEY ARE ABLE TO COMMUNICATE. AND CERTAINLY, YOU KNOW, OUR YOU KNOW, WE HAVE THAT EMAIL THAT GOES OUT, AS I MENTIONED EARLIER, AS WELL AS OUR RIN OUR REGIONAL IN NATURE PRINTED. I GUESS BROCHURE, BUT IT'S NOT REALLY A BROCHURE. IT'S MORE LIKE NEWSPAPER MATERIAL AND IT'S INSERTED IN A LOT OF LOCAL NEWSPAPERS. BUT THERE'S SOME OTHER PROGRAMS THAT DON'T MAYBE DON'T MAKE IT INTO THE EMAIL OR INTO THE RIN, BUT STILL WILL GO OUT AND STILL BE CONDUCTED AT THE VISITOR CENTER. AND FROM WHAT I UNDERSTAND, EACH VISITOR CENTER IS ABLE TO HAVE THEIR OWN FACEBOOK PAGE, AND THAT'S USED AS ONE METHOD FOR PROMOTING ACTIVITIES. BUT I THINK THAT THERE MIGHT BE A THERE MIGHT BE SOME SORT OF I'M TRYING TO THINK OF THE BEST WORDS, I GUESS, IN TERMS OF INSTAGRAM. OUR VISITOR CENTERS AT THE PRESENT MOMENT AREN'T ABLE TO HAVE THEIR OWN INSTAGRAM ACCOUNT. SO THAT'S NOT BEING UTILIZED BY VISITOR CENTERS. IS THAT CORRECT? I BELIEVE THAT IS CORRECT. AND SO IT'S INTERESTING WITH PROGRAM OUTREACH BECAUSE I THINK THERE'S A CERTAIN AMOUNT THAT IS DONE VERY I ALWAYS TRIED TO REMEMBER THE VISITOR CENTERS. I MEAN, WE'RE 90 YEARS OLD. SOME OF OUR VISITOR CENTERS ARE PROBABLY CLOSE TO THAT. AND I THINK OF CONSOLIDATION AND BRINGING THINGS TOGETHER. BUT I HAVE TO REMEMBER, LIKE 30 YEARS AGO, YOU HAD TO CALL THE OTHER VISITOR CENTER ON A PHONE WITH A LARGE CURLY WIRE. AND SO THE AMOUNT OF CONSOLIDATION WOULD HAVE BEEN MINIMAL BECAUSE WE WERE GEOGRAPHICALLY ISOLATED. AND SO WHAT I WOULD SAY IS THERE'S A CERTAIN AMOUNT OF OUTREACH THAT HAPPENS AT THE VISITOR CENTER, AND THEN THERE'S A CERTAIN AMOUNT OF OUTREACH THAT'S HAPPENING THROUGH PUBLIC AFFAIRS. AND I THINK WE'RE JUST NOW REALLY GETTING TO THAT LIKE MORE, I DON'T WANT TO SAY SOPHISTICATED, BUT A LITTLE BIT OF A HYBRID WHERE WE'RE WHERE CAN WE WORK IN A MORE SEGMENTED WAY WITH PUBLIC AFFAIRS. AND OF COURSE, THIS TIES IN WITH THAT EXACTLY. BECAUSE IF WE DON'T HAVE INFORMATION AND DATA ABOUT HOW TO SEGMENT, HOW TO HAVE A LITTLE BIT MORE OF A NUANCE, THEN WE'RE KIND OF FLYING BLIND. SO I THINK THIS TYPE OF REPORT HELPS GUIDE US INTO WHAT TYPE OF DATA WE HAVE AVAILABLE, WHAT WE CAN LOOK AT, WHERE WE CAN MAYBE TWEAK THINGS AND THEN WORK MORE EFFECTIVELY WITH PUBLIC AFFAIRS. AND SO THAT'S SOMETHING WHERE WE WANT TO BE PARTNERING VERY CLOSELY WITH PUBLIC AFFAIRS TO MAKE SURE, FIRST OF ALL, WE'RE IN COMPLIANCE WITH THE LAW AND GATHERING PERSONAL INFORMATION AND THEN SEND THINGS OUT. BUT I AM AGAIN, BACK TO THE REPORT, LIKE HOPING THAT AS WE GATHER DATA, WE WERE ABLE TO SORT OF MARCH TOGETHER IN A WAY THAT WE CAN MORE EFFECTIVELY CONDUCT OUTREACH.
