IT'S AWARDED BY THE PARK DISTRICT AND HISTORICALLY, THE REGIONAL PARK FOUNDATION TO AN ADVOCACY CHAMPION, SOMEONE WHO ADVANCES STATE FEDERAL SUPPORT FOR THE PARK DISTRICT.

IT'S NAMED FOR THE LATE TED RADKE, A MEMBER OF THE BOARD WHO SERVED FOR 36 YEARS, AND PREVIOUS RECIPIENTS INCLUDE REPRESENTATIVE MARK DESAULNIER, ASSEMBLYMEMBER REBECCA BAUER-KAHAN, AND SENATOR NANCY SKINNER.

THIS YEAR, WE ARE ALSO, OF COURSE, CONSIDERING UNIQUE AWARDS AND RECOGNITIONS FOR DIRECTOR ELLEN CORBETT THROUGH ASSEMBLY AND STATE SENATE RESOLUTIONS TO HONOR HER AND HER LEGACY.

HE SECURED $3 MILLION IN STATE FUNDING FOR THE DEVELOPMENT OF THE SOUTH OF BAILEY ROAD STAGING AREA AT THURGOOD MARSHALL REGIONAL PARK, HOME OF THE PORT CHICAGO 50, WHICH IS WHERE THE PHOTO BELOW WAS TAKEN, AND HE AUTHORED AB 2091, WHICH IS PARK DISTRICT SPONSORED LEGISLATION.

THE EXISTING TRAILS FOR NATURE ACCESS.

REPRESENTATIVE JOHN GARAMENDI IS ALSO NOMINATED FOR IS AN OPTION TO NOMINATE FOR THE RADKE AWARD.

HE SECURED $900,000 FOR THE MARTINEZ SAN FRANCISCO BAY TRAIL GAP CLOSURE PROJECT.

HE IS CURRENTLY ADVANCING 1.5 MILLION AS A COMMUNITY BENEFIT PROJECT REQUEST FOR THE RICHMOND BAY TRAIL GAP CLOSURE PROJECT, AND HE STRONGLY SUPPORTED AND PROVIDED LEADERSHIP FOR THE SUCCESSFUL 10,000,000.2 TIGER TWO GRANT FUNDING REQUEST IN 2010.

US SENATOR ALEX PADILLA HAS BEEN A CHAMPION OF POLICIES THAT PROMOTE SUSTAINABILITY AND PROTECTING THE ENVIRONMENT HE AND MITIGATING HARMFUL EFFECTS OF CLIMATE CHANGE.

HE SECURED $1.5 MILLION IN DIRECT FUNDING FOR THE PARK DISTRICT FOR WILDFIRE MITIGATION IN 2022 AND CHAMPIONED THE LAND WATER CONSERVATION FUND, AUTHORING SENATE BILL 448 OUTDOORS FOR ALL.

HE ALSO SECURED LANGUAGE IN THE NATIONAL DEFENSE AUTHORIZATION ACT TO EXPEDITE THE ENVIRONMENTAL REMEDIATION AND TRANSFER OF THE PROPERTY AT THE FORMER OAKLAND ARMY BASE. ALL THESE FOLKS HAVE BEEN FABULOUS PARTNERS OF THE PARK DISTRICT AND EXTREMELY SUPPORTIVE, AND OF COURSE, IN HONOR OF DIRECTOR TED RADKE, WE LOOK FORWARD TO RECEIVING YOUR NOMINATION FOR THIS AWARD.

SO THE IDEA THAT WE'RE NOT THERE'S NOTHING FURTHER MORE THAN ALL THE RECOGNITIONS THAT HAVE BEEN ACCOMPLISHED TO DATE.

AND, YOU KNOW, IT WAS ONE OF THESE DIFFICULT DECISIONS IN TERMS OF DEALING WITH PEOPLE WHO HAD IN RECENT YEARS, ACCOMPLISHED A LOT IN PARTNERSHIP WITH THIS PARK DISTRICT, AND I THINK WHOMEVER OF US WERE HERE, CHAIR WAESPI SUGGESTED LAST YEAR THAT IT WOULD BE APPROPRIATE TO FOLLOW UP THE AWARD LAST YEAR WITH AN AWARD TO ASSEMBLYMEMBER GRAYSON THIS YEAR, SO I SUPPORT THAT RECOMMENDATION FOR ALL THE REASONS SET FORTH. I SAW MEMBER GRAYSON LAST THURSDAY AND THE BILL HAD JUST BEEN CHAPTERED.

I THINK THE DAY BEFORE, AND I LOOKED AT HIM AND MENTIONED I JUST SAW THE BILL WAS CHAP, AND HE HAD A BIG GRIN AND WE HIGH FIVED.

HE WAS VERY PROUD OF THAT.

HE WAS VERY PROUD OF HIS ABILITY TO SUPPORT THIS ENDEAVOR OF THE DISTRICT TO SERIOUSLY SPEED UP OUR OPPORTUNITIES TO OPEN TRAILS TO THE PUBLIC, AND I THANKED HIM ONCE AGAIN FOR THAT, AND LASTLY, HE DID, AS HE OFTEN DOES WHEN I RUN INTO HIM, ESPECIALLY THIS TIME OF YEAR, ELECTION IN THE ELECTION CYCLE, HE'S GOING TO BE I GUESS IT'S MY SPECULATION, BUT HE IS GOING TO BE THE NEW STATE SENATOR REPRESENTING CENTRAL AND EASTERN CONTRA COSTA COUNTY, AND EVEN A PIECE GOING DOWN INTO ALAMEDA, AND HE HAS EXPRESSED AN INTEREST IN CONTINUING TO WORK WITH THE PARK DISTRICT ON LEGISLATIVE ENDEAVORS OF OURS, ON FUNDING ENDEAVORS OF OURS AND GENERAL SUPPORT OF THE PARK DISTRICT.

SO HE IS LIKELY TO BE A STATE SENATOR AFTER THIS ELECTION, AND CONTINUES TO BE A STRONG CHAMPION FOR THE EAST BAY REGIONAL PARK DISTRICT.

JUST A COMMENT THAT THE CONGRESS HAS ADJOURNED FOR THE YEAR, OR AT LEAST UNTIL AFTER THE ELECTION.

THEY DID PASS A BUDGET RESOLUTION THAT EXTENDS FUNDING UNTIL MID-DECEMBER.

SO THEY'LL BE BACK LATER IN THE YEAR TO DETERMINE FUNDING LEVELS FOR NEXT YEAR, OR AT LEAST MOVE IT INTO NEXT YEAR, BUT UP UNTIL THEN, WE HAD A COUPLE BILLS THAT WERE INTRODUCED SINCE WE LAST MET, THAT WE WANTED TO BRING TO YOUR ATTENTION AND HOPEFULLY GET SOME SUPPORT FOR IT.

FIRST, BILL IS ACTUALLY MODELED AFTER THE BUILD GRANT PROGRAM.

PARK DISTRICT HAS APPLIED TO THAT PROGRAM TWICE.

HAVE GOTTEN PRETTY FAR IN THE PROCESS, BUT STILL HAD A LITTLE HICCUP WITH SOME DATA THAT WE NEED TO COLLECT FOR NEXT YEAR IF WE DO REAPPLY, BUT THIS LEGISLATION WOULD BE MODELED ON THE EXISTING BUILD PROGRAM, AND THE FUNDING WOULD GO TOWARD GREENING THE FLEET, PARTICULARLY FOR TRANSIT FLEETS, BUT IT WOULD ALSO APPLY TO THE PARK DISTRICT.

SO ELECTRIC VEHICLES, CHARGING STATIONS, THAT KIND OF THAT KIND OF INFRASTRUCTURE COULD BE FUNDED THROUGH THIS GRANT PROGRAM, AND IT ALSO HAS A LINE ITEM THAT TALKS ABOUT CONTRIBUTING ANY, ANY INFRASTRUCTURE ACTION THAT CONTRIBUTES TO THE REDUCTION OF GHG.

SO WE BELIEVE THAT INCLUDES ACTIVE TRANSPORTATION, PAVED TRAILS.

SECOND BILL IS BY OUR SENATOR AND IT DEALS WITH FEMA PRE-DISASTER FUNDING.

IT WOULD ALLOW ADDITIONAL COMPONENTS TO BE CONSIDERED FOR FUNDING, INCLUDING MAPPING AND EMERGENCY PREPAREDNESS.

MAKING PLANS FOR EVACUATION SHOULD SHOULD AN EMERGENCY STRIKE.

HR 6492 IS A PRETTY BROAD REACHING, OUTDOOR, INDUSTRY SPONSORED PIECE OF LEGISLATION.

IT DOES EXTEND THE OUTDOOR LEGACY RECREATION GRANT PROGRAM THAT'S FUNDED THROUGH LAND WATER CONSERVATION FUND DOLLARS.

WE HAVE HAD SUCCESS IN APPLYING TO THAT GRANT FOR THE TIDEWATER FACILITY AT MARTIN LUTHER KING JUNIOR REGIONAL SHORELINE, AND IT IS A CURRENTLY PENDING IN THE SENATE.

IT IS A PRIORITY FOR SENATOR JOE MANCHIN, WHO IS RETIRING THIS YEAR AND HAS BEEN CHAIR OF THE COMMITTEE.

SO OUR ADVOCATE IN D.C.

GIVES IT A BETTER THAN 50/50 PERCENT CHANCE FOR IT TO PASS.

HR 9150 ALSO REPRESENTATIVE OF CALIFORNIA WOULD ACTUALLY EXTEND THE DISASTER DESIGNATIONS TO SMOKE WHEN IT GETS TO UNHEALTHY LEVELS DURING WILDFIRES.

SO WOULD EXTEND SOME FEMA BENEFITS TO FOR PEOPLE RECUPERATING FROM SMOKE.

SO THAT'S THE LIST OF LEGISLATION FOR FEDERAL LEGISLATION FOR SUPPORT.

SO WE'D ASK FOR A SUPPORT RECOMMENDATION FOR THE FOUR BILLS PRESENTED OR ANY QUESTIONS.

THANK YOU, AND THE TITLE PRETTY MUCH SAYS IT ALL BUT JUST TO BE SPECIFIC ABOUT THE BILL, IT WOULD ALLOW A BOND BONDING AUTHORITY FOR INFRASTRUCTURE TO PASS BY 55% OF THE VOTE IN THE LOCAL COMMUNITY, AND THAT IS SIMILAR TO WHAT SCHOOL DISTRICTS HAVE FOR INFRASTRUCTURE ALREADY.

IT WOULD NOT FUND STAFFING.

WE DO BELIEVE IT WOULD FUND LAND ACQUISITION IF WE CAN DEMONSTRATE THAT IT IS FOR PUBLIC INFRASTRUCTURE.

SO FOR PUBLIC PURPOSES, PUBLIC USE, IN WHICH CASE WE THINK MEASURE WW, IF IT WERE TO BE EXTENDED, MIGHT BE ABLE TO BENEFIT FROM THIS 55% THRESHOLD.

SO GOING TO BE ON THE NOVEMBER BALLOT THIS FALL.

THE BOARD HAS SUPPORTED THE LEGISLATION.

THIS BILL UNFORTUNATELY DID NOT PASS AND WAS ALSO HELD IN THE APPROPRIATIONS COMMITTEE, THIS TIME IN THE SENATE.

SB 1159 BY SENATOR DODD WOULD HAVE REQUIRED THE NATURAL RESOURCES AGENCY TO CONSIDER PROVIDING A CEQA SEQUEL EXEMPTION FOR WILDFIRE PREVENTION PROJECTS ALONG CERTAIN TYPES OF ROADSIDES.

SO THAT CONCLUDES THE OUTCOMES OF ALL OF THE SUPPORTED BILLS FROM THIS LEGISLATIVE SESSION, AND I'LL JUST CLOSE WITH A COMMENT.

SO IT'S AN ONGOING DISCUSSION BUT PART OF THE REASON THAT I BELIEVE THIS BILL HAD TROUBLE GETTING OUT OF THE LOCAL GOVERNMENT COMMITTEE IS BECAUSE WITH NEW LEADERSHIP IN THE COMMITTEE, MANY TIMES WITH A BILL THAT THERE'S SOME CONTENTION AROUND, THEY'LL WANT TO WAIT UNTIL IT'S REINTRODUCED AS A FRESH VEHICLE TO MOVE THROUGH THEIR COMMITTEE AGAIN, TO BE ABLE TO ENGAGE FROM THE BEGINNING AND WORK ON THE BILL WITH THEIR CURRENT CHAIR, THEIR CURRENT MEMBERSHIP, AND TRY AGAIN.

SO I DO KNOW THERE'S ONGOING DISCUSSIONS AROUND THIS.

I DO EXPECT IT TO BE REINTRODUCED IN 2025, BUT UNFORTUNATELY IT'S ONE OF THOSE THOSE TOPICS THAT THEY WERE NOT ABLE TO REACH A CONSENSUS ON BEFORE THE BEFORE THE LEGISLATIVE DEADLINE THIS YEAR.

THIS IS A STANDARD PROCESS THAT THE LAFCOS, BOTH IN CONTRA COSTA COUNTY AND ALAMEDA COUNTY GO THROUGH.

ON A I WANT TO SAY IT'S A FIVE YEAR BASIS OR SO EVALUATING THE MUNICIPAL SERVICE AREAS.

THERE WAS A REQUEST FROM THE LARPD BOARD TO HAVE LAFCO EVALUATE JUST THE FEE STRUCTURE WITHIN THAT AREA. THE IT WAS GOING TO GO TO LAFCO.

I BELIEVE LAST WEEK THAT MEETING WAS CANCELED.

SO I BELIEVE OCTOBER 12TH THE MUNICIPAL SERVICE REVIEW WILL GO BACK AND I BELIEVE THERE'LL BE SOME INFORMATION JUST AROUND THE AROUND THE FEE STRUCTURE IN THOSE AREAS, AND THAT'S LARGELY RELATED TO, TO FEES RECEIVED BY EAST BAY REGIONAL PARK DISTRICT IN THIS AREA VERSUS FEES RECEIVED BY LARPD IN THIS AREA.

SAY WHAT COMES TO MY MIND WHEN I'VE BEEN VIEWING THIS, AND IT COMES FROM A CLOSE TO 40 YEAR CAREER OF REPRESENTING SPECIAL DISTRICTS, MANY OF WHOM WENT THROUGH MSRS AT VARIOUS POINTS IN MY WORK FOR THESE SPECIAL DISTRICTS IN THE STATE OF CALIFORNIA, AND WHAT IS COMING OUT OF THE LARPD LEADERSHIP, AT LEAST THE ELECTED LEADERSHIP.

THE STAFF HAS BEEN KIND OF SHY IN IN VOICING ANY CONCERNS THEY HAVE ABOUT EAST BAY REGIONAL PARK REVENUES THAT HAVE COME TO US BY REASON OF AN AGREEMENT THAT DISTRICT IN LIVERMORE MADE WITH THE PARK DISTRICT, I THINK, BACK IN 1992.

ANYWAY, THAT SMALL PARK DISTRICT IN LIVERMORE IS GOING IS UNDERTAKING AND BEING RESPONSIVE TO AN MSR BY THE ALAMEDA LAFCO, AND TO ME BY IT JUST IT REMINDS ME IT SUGGESTS TO ME FROM EXPERIENCE THAT THIS IS A SMALL SPECIAL DISTRICT IN THE MIDST OF AN MSR THAT IS GOING TO BE OR HAS ALREADY RESULTED IN MSR, THE STAFF CONDUCTING THAT, SUGGESTING THAT THE EXISTENCE OF THAT SMALL SPECIAL DISTRICT IS IN QUESTION, BECAUSE THAT IS ONE OF THE FUNCTIONS OF THE LAFCO WHEN IT UNDERTAKES AN MSR REVIEW, IS DOES A DOES A SPECIAL DISTRICT MEET THE MISSION THAT IT IS ASSIGNED BY REASON OF ITS EXISTENCE AND DOES IT DO IT EFFICIENTLY AND THERE'S A WHOLE LONG CHECKLIST THAT MSR REVIEWS GO THROUGH, AND I'M JUST GUESSING THAT THIS DISTRICT'S EXISTENCE IS IN QUESTION

THE LOCAL ELECTEDS WHO ARE THREATENED, WHOSE EXISTENCE IS THREATENED TO LASH OUT AT, IN PARTICULAR DEALS MADE BY PRIOR BOARDS, PRIOR ELECTEDS OF THE DISTRICT THAT MAY BE SEEM SUSPECT TO THE CURRENT BOARD BECAUSE IT'S IMPACTED THEIR REVENUES AND THEIR REVENUES, AND COMPARED TO WHAT THE EXPENSE OF THEIR OPERATIONS ARE, IS CALLING THEIR EXISTENCE INTO QUESTION.

SO TO THE EXTENT WE GET ENGAGED IN THIS PROCESS I WOULD LIKE OUR LEGAL STAFF AND PLANNING STAFF TO CLOSELY LOOK AT WHAT THE MSR REVIEW IS SUGGESTING ABOUT THAT DISTRICT AND WE BEING VERY RESOURCEFUL CAN OFFER ASSISTANCE IN SUGGESTIONS ABOUT HOW PARK AND REC NEEDS OF THE RESIDENTS OF OF THAT COMMUNITY IN LIVERMORE CAN BEST BE SERVED, AND IT MIGHT BE THAT WHAT THAT DISTRICT DOES BE UNDERTAKEN BY THE CITY OF LIVERMORE, AS IS THE COMMON PRACTICE IN CALIFORNIA OF HAVING MUNICIPAL PARK AND REC DEPARTMENTS.

MANY OF THE STAFF HERE AT THE PARK DISTRICT HAVE BEEN ENGAGED ON VARIOUS LEVELS.

I'VE SERVED ON THE TECHNICAL ADVISORY GROUP FOR THIS FOR SOME TIME NOW.

THIS IS AGAIN SORT OF A LARGE REGIONAL PLAN THAT PROVIDES SOME POLICY DIRECTION TO ADDRESS SOME OF THE ITEMS THAT ARE SHOWN ON THIS SLIDE REGARDING ECOSYSTEM CONNECTIVITY, DISPLACEMENT, GROWTH ACROSS EMERGENCY SERVICES, SHORELINE ACCESS, MOVEMENT OF GOODS, ENVIRONMENTAL JUSTICE AND FLOODING AROUND THE BAY, AND SORT OF SOME STRATEGIES AND PRIORITIES FOR FOR HOW ADAPTATION PLANS WILL BE GOVERNED, FINANCED AND IMPLEMENTED INTO THE FUTURE.

SO DON'T NECESSARILY EXPECT TO READ THIS SLIDE.

I BELIEVE THEY'RE ACCEPTING COMMENTS ON IT THROUGH OCTOBER 18TH, AND THEN IT WILL COME BACK TO THE COMMISSION FOR FOR ADOPTION, WHICH WILL BE AGAIN AMENDING THE BAY PLAN TO INCORPORATE THESE SHORELINE ADAPTATION STRATEGIES.

THERE IS A PIECE OF PROPERTY, PRIVATE PROPERTY LOCATED TO THE TO THE EAST OF SUMMERSVILLE ROAD THERE; IT'S ACTUALLY A FORMER LANDFILL.

A DEVELOPMENT PROPOSAL CAME IN THERE.

WE'VE MONITORED VARIOUS PROPOSALS ON THIS PROPERTY OVER THE YEARS.

A DEVELOPMENT PROPOSAL CAME FORWARD THAT ACTUALLY MOVED THROUGH THE PLANNING COMMISSION FOR SOME 13 RESIDENTIAL UNITS.

WE HAD MET WITH THE APPLICANTS.

WE HAVE SOME ROADWAY INTERESTS THERE.

SUMMERSVILLE ROAD THERE IS ACTUALLY HALF OWNED BY THIS PROPERTY OWNER AND HALF OWNED BY THE CITY OF ANTIOCH.

SO WE HAVE SOME RIGHT OF WAY CLEANUP THAT WE NEED TO DO ALONG HERE.

SO SORT OF PRESENTED AN OPPORTUNITY FOR US TO KIND OF ENGAGE IN THAT DISCUSSION.

WE DID HAVE SOME CONCERNS ABOUT THE DEVELOPMENT PROPOSAL AND HOW THEY WERE GOING TO MANAGE THE LANDFILL ON THE PROPERTY. IN TERMS OF DEVELOPMENT OF THAT DID GO THROUGH THE PLANNING COMMISSION.

WENT ON TO THE CITY COUNCIL, WHICH ALSO RECOMMENDED DENIAL OF THE DEVELOPMENT PLAN, AND I BELIEVE, ACTUALLY SUGGESTED THAT IT MIGHT BE A PROPERTY THAT THE PARK DISTRICT WANTS TO LOOK AT, WHICH, OF COURSE, WE WOULD HAVE SOME CONCERNS WITH, GIVEN THE FORMER USE OF THE PROPERTY AS A LANDFILL AND HOW THAT'S ULTIMATELY CLEANED UP AND ALL THAT SORT OF STUFF.

SO ONGOING SORT OF LEGACY LAND USE KIND OF CONVERSATION OUT IN ANTIOCH AT THE ENTRANCE TO BLACK DIAMOND MINES.

SO I WAS THERE, AND THEN ABBY FATEMAN FROM THE EAST, CONTRA COSTA COUNTY HABITAT CONSERVANCY WAS ALSO THERE, GAVE PUBLIC COMMENT, AND THEIR BOARD WERE THEY WERE VERY EXCITED ABOUT BOTH PROJECTS.
