WE JUST RECENTLY GOT A LARGE GRANT FROM THE STATE, AND ALAMEDA POINT IS ON HOLD UNTIL WE HEAR FROM THE VETERANS ADMINISTRATION.

YOU KNOW THAT ONCE THE IT'S THE VETERANS ADMINISTRATION HOLDS THE LAND, ONCE THEY OPEN, WE CAN TART WORKING ON THE BAY TRAIL PORTION OF THAT, AND THEN MCKAY STREET IS GETTING CLOSER TO COMPLETION.

I DON'T KNOW IF YOU KNOW THE WATER.

ALL THE UTILITIES GO UNDER MCKAY STREET AND WE'RE WORKING.

WE'VE BEEN HAVING TO DO REDO THE WATER LINE, THE ELECTRICAL SEWER AND ALL IN COORDINATION WITH THE NAVIGATION CENTER THERE, AND SO

THAT'S COMING VERY CLOSE TO COMPLETION, AND WITH THAT, ONCE THAT'S DONE, WE'LL HAVE RESTROOMS AGAIN AT KRAB COVE AND THEN AND THEN THE RESTROOM AT GRANT STREET.

LAST MEETING, WE APPROVED AN ADDITIONAL 400,000 TO HAVE THAT COMPLETED.

LAFAYETTE-MORAGA TRAIL AT THE CANYON.

AT THE CANYON BRIDGE IS BEING WORKED ON, AND WE HOPE TO HAVE THAT POSSIBLY OPEN BY THE END OF OCTOBER AND ALSO, THERE'S ANOTHER SLIDE ON THE LAFAYETTE-MORAGA TRAIL BETWEEN SECOND AND THIRD STREET.

THEY WERE SUPPOSED TO START A TEMPORARY FIX, AND REN BATES AND I MET WITH THE LAFAYETTE CREEKS COMMISSION A LITTLE BIT BACK, AND IT'S A GOOD THING WE DID, BECAUSE THEY DIDN'T REALIZE WE WERE GOING TO BE WORKING FROM THE OPPOSITE BANK, AND THEY WERE GOING TO DO A MAJOR RESTORATION THERE.

SO WE GOT THAT STRAIGHTENED OUT.

SO THERE'LL BE A TEMPORARY FIX, AND THEN WITHIN 90 DAYS OF THAT TEMPORARY FIX, WE HAVE TO WE HAVE TO FINISH A PERMANENT FIX.

SO THAT'S ALL JUST WAITING FOR PERMITS.

WESTERN HILLS IS, AS YOU KNOW, IS THAT LAND MASS JUST ABOVE MCCOSKER CONTRACTOR THERE DEFAULTED, AND WE'RE WAITING TO SEE WHAT'S GOING TO HAPPEN WITH WHETHER WE GET A STAGING AREA OR NOT, BUT ONCE ALL THAT IS COMPLETE, WE WILL ADOPT THE WESTERN HILLS INTO THE INTO SIBLEY, AND WE'LL HAVE A NICE CONTIGUOUS PARKLAND BETWEEN SIBLEY AND LAFAYETTE AND ORINDA AND THEN ANTHONY CHABOT.

THE GUN RANGE IS BASICALLY ON HOLD AS FAR AS CLEANUP.

WE HAVE TO WAIT TILL WE HAVE TO FIGURE OUT WHAT WE WANT TO DO WITH THE GUN RANGE AS FAR AS USE, AND THAT WILL DETERMINE HOW MUCH CLEANUP IS INVOLVED, AND RIGHT NOW THE FUEL BREAK MITIGATION IS HAPPENING THERE.

SO IT'S BEING USED AND THEN THERE'S A SEWER REALIGNMENT SCHEDULED FOR ANTHONY CHABOT.

WE WANT THEM TO GO AHEAD AND DO THAT, AND THAT'S WHAT WE'VE BEEN ADVOCATING FOR THE LAST SEVERAL YEARS NOW AND THEN, BUT IT'S THE CLEANUP ALONG THE WATER, AND SO ONCE THAT GETS THAT, ONCE THAT DISPUTE GETS GETS RESOLVED, THEN WE CAN GET BOTH THE UPLAND AND THE SHORELINE CLEANED UP AND WE CAN OPEN THAT UP. WE WOULD DOUBLE THE SIZE OF THE PARK BASICALLY.

I'LL BE PROVIDING A QUICK UPDATE ON THE MEASURE WW LOCAL GRANT PROGRAM, SINCE THAT IS ADMINISTERED THROUGH THE GRANTS DEPARTMENT.

SO TODAY'S PRESENT.

OH, THERE WE GO. TODAY'S PRESENTATION.

SO I'LL BE COVERING JUST A VERY BRIEF BACKGROUND ON THE PROGRAM ITSELF, THE CURRENT STATUS OF THE PROGRAM, AN OVERVIEW OF THE AGENCIES WITH THEIR REMAINING FUNDS AND INCOMPLETE PROJECTS, AND THEN AN UPDATE ON THE WW URBAN CREEKS FUNDING FOR LOCAL AGENCIES.

SO AS A WAY OF BACKGROUND.

SO IN 2008, VOTERS APPROVED MEASURE WW OF THE $500 MILLION BOND EXTENSION, 125 WAS ALLOCATED SPECIFICALLY TO THE LOCAL GRANT PROGRAM.

THIS ENDED UP GETTING DIVVIED OUT TO APPROXIMATELY 46 CITIES, EIGHT COMMUNITIES, LOCAL PARK DISTRICTS, VARIOUS AGENCIES.

CURRENTLY WE ARE AT 240 APPROVED PROJECTS OF VARIOUS KINDS, WHETHER THAT'S PARK CREATION, EXPANSION POOLS, TRAILS, SOME RESTORATION.

SO OUR CURRENT STATUS.

SO CURRENTLY THE PROGRAM IS SET TO EXPIRE IN DECEMBER OF 2027.

WE WENT TO THE BOARD, THE FULL BOARD OF DIRECTORS EARLIER THIS YEAR FOR A THREE YEAR EXTENSION BECAUSE THERE WERE SEVERAL PROJECTS THAT HAD NOT BEEN COMPLETED YET.

SO THE BOARD APPROVED THAT, AND WE NOW HAVE AN ADDITIONAL THREE YEARS FOR THOSE AGENCIES.

OF THE 125 THAT'S BEEN FROM THE BOND A LITTLE OVER OR JUST ABOUT ALL OF IT, LIKE 99% HAS BEEN APPROPRIATED.

OF THAT 125, 117 MILLION HAS BEEN REIMBURSED TO DATE.

SO 8 MILLION WAS ALLOCATED TO URBAN CREEK PROJECTS OUT OF THE BOND MEASURE.

IN 2017, THE BOARD APPROVED THE PROCEDURAL GUIDELINES AND SET UP THE POLICIES FOR HOW WE WOULD REIMBURSE THOSE AGENCIES AND FOR NON PARK DISTRICT PROJECTS.

WE SPECIFICALLY ALLOCATED 1.6 OF THAT 8 MILLION FOR THOSE OUTSIDE AGENCIES.

IN APRIL 2018, THREE AGENCIES APPLIED AND WERE AWARDED AND APPROVED GRANT CONTRACTS TOTALING JUST SHY OF THAT 1.6, AND THIS PROGRAM EXPIRES AT THE END OF NEXT YEAR.

THOSE THREE AGENCIES ARE LISTED HERE AND THEIR APPROVED AMOUNT.

THE CITY OF SAN PABLO AND CITY OF LAFAYETTE HAVE BOTH COMPLETED THEIR PROJECTS AND HAVE BEEN FULLY REIMBURSED.

AS YOU CAN SEE HERE, WE COMPLETED CEQA SEVERAL YEARS AGO.

WE'VE BEEN WORKING ON THIS PROJECT FOR ABOUT TEN YEARS COMPLETING A PAVED SF BAY TRAIL CONNECTION FROM THE RICHMOND SAN RAFAEL BRIDGE 2.5 MILES NORTH TO THE WINEHAVEN HISTORIC DISTRICT.

THEN IT WAS RECEIVED SOME FEDERAL FUNDING, SO WE HAD TO CERTIFY NEPA FOR THAT.

WE COMPLETED THE DESIGN JUST BACK IN PROBABLY APRIL AND MAY, AND FINALLY RECEIVED PERMITS IN THE SUMMER, AND WE PUT IT OUT TO BID, AND WE WERE ABOUT $4.2 MILLION SHORT AND WE HAD TO REJECT.

WE BROUGHT A RECOMMENDATION TO THE BOARD TO REJECT ALL THOSE BIDS, NOT NOT JUST BECAUSE WE WERE QUITE SHORT, YOU KNOW, WE COULDN'T THERE ARE WAYS THAT WE COULD COME UP WITH $4.2 MILLION, BUT DURING THE BIDDING PROCESS, THE PARK DISTRICT SIGNED A LETTER OF INTENT TO PURCHASE MANY OF THE PROPERTIES OUT OR PORTIONS OF THE PROPERTY OUT THERE, WHICH CHANGED THE SITUATION A LITTLE BIT.

WE ARE PARTNERING WITH RICHMOND ON THIS PROJECT, AND THEY THEY HAVE SOME PORTIONS OF THEIR PROJECT THAT ARE UNDERFUNDED, AND SO IT WAS WE FEEL IT WAS THE BEST RECOMMENDATION AT THIS POINT TO REJECT ALL BIDS.

APPLY FOR REGIONAL MEASURE THREE FUNDING, WHICH IS A GRANT PROGRAM THAT'S OUT RIGHT NOW.

IT'S BEEN BUILDING MONEY FOR SEVERAL YEARS WHILE LAWSUITS ARE PENDING AND NOW SO THERE'S LIKE I THINK THERE'S A TOTAL OF SOMEWHERE AROUND 65 MILLION FOR THE WHOLE NINE BAY AREA COUNTIES BUT WHAT'S AVAILABLE FOR PROJECTS LIKE THIS IS ABOUT 50 MILLION.

WE THINK THAT IF WE PUT THIS, IF WE APPLY FOR THAT AND WE PUT IT BACK OUT TO BID WITH SOME ALSO VALUE ENGINEERING ON THE PROJECT, THAT WE CAN COVER THIS SHORTFALL AND ACTUALLY WIND UP WITH A BETTER PROJECT IN THE END.

IT'S ABOUT 1200FT LONG, PLUS THREE OTHERS THAT ARE A LITTLE SMALLER.

THIS IS JUST AN ESTIMATE, BUT I WANTED TO GIVE YOU SOME CONTEXT.

THIS IS A LONG TERM PROJECT FOR THE PARK DISTRICT, BUT WE WERE SUCCESSFUL IN CONVINCING THE COUNTY TO INCLUDE A SEGMENT OF THE IRON HORSE TRAIL TO GET TO THE WEST SIDE OF WALNUT CREEK IN THE LAST FIVE YEARS AND BUT A PART OF THAT DEAL WAS THAT CALTRANS REQUIRES US TO EXTEND THE IRONHORSE TRAIL TO SOME LOGICAL TERMINUS IN THE NEXT WITHIN FIVE YEARS OF THE BRIDGE BEING COMPLETED.

SO THAT'S THAT IN YELLOW, THEIR PROPOSED ALIGNMENT.

WE'RE WE JUST APPROVED.

THE BOARD JUST APPROVED A CONTRACT FOR BKF ENGINEERS TO DESIGN THIS PROJECT FULLY AND AND CONNECT TO IMHOFF DRIVE.

THE REASON WE CHOSE IMHOFF IS BECAUSE THERE'S BIKE LANES AND IT'S PART OF THE COUNTY'S BIKE AND PEDESTRIAN PLAN, AND WE HOPE TO CONSTRUCT THIS IN THE NEXT PROBABLY 2027 WOULD BE THE SOONEST THAT WE CAN CONSTRUCT THIS PENDING ADDITIONAL FUNDING.

WE HAVE SOME FUNDING FROM A TOSCO REMEDIATION FUND THAT WE'RE USING FOR THIS.

IT'S ABOUT $1.6 MILLION AND SOME MEASURE WW MONEY, AND IT'S ONLY ABOUT A QUARTER OF A MILE, BUT BUT EVERY QUARTER MILE COUNTS.

WHOOPS. THIS IS THE WE CALL THE RICHMOND GAP CLOSURE AT THIS POINT, BUT IT STRETCHES FROM POINT PINOLE REGIONAL SHORELINE TO WILSON POINT, AND IT IS THE LAST REMAINING 0.9 MILE GAP IN THE SAN FRANCISCO BAY TRAIL FROM RODEO BASICALLY TO OAKLAND, AND THEN YOU COULD SAY TREASURE ISLAND AT THAT POINT.

WE ARE WORKING WITH UNION PACIFIC RAILROAD AND THE COUNTY TO ACQUIRE THE RIGHT OF WAY FOR THIS.

OAKLEY ALREADY BUILT AN AMAZON DISTRIBUTION CENTER ON THE FORMER DUPONT PROPERTY.

OUR BUDGET BOOK ITSELF IS REALLY FULL OF HISTORICAL AND PROSPECTIVE INFORMATION ABOUT THE DISTRICT.

SO THIS IS A SNAPSHOT OF OF WHERE WE ARE TODAY.

SO WE HAVE A PRETTY DETAILED BUDGET CALENDAR THAT'S ON OUR PUBLIC DRIVE IN THE FOR FINANCE STAFF TO LOOK AT, BUT YOU CAN SEE RIGHT NOW WE'RE IN SEPTEMBER, SO ALL THE STAFF HAVE PUT IN THEIR BUDGET REQUESTS, AND WE'RE IN THIS PROCESS OF MEETING WITH THE GENERAL MANAGER AND GETTING HER FEEDBACK ABOUT WHAT SHOULD GO INTO THE BUDGET AND TRYING TO FIGURE OUT WHAT WE CAN FIT IN, AND I TALKED A LITTLE BIT ABOUT OUR CURRENT REVENUE AND EXPENDITURE SITUATION IN THE REPORT, AND IT IS GOING TO BE A SOMEWHAT LEAN YEAR THIS YEAR, JUST RELATED TO PROPERTY TAXES NOT BEING AS SIGNIFICANT GROWTH AS WE'VE HAD IN THE PAST, AND THEN WE ALSO HAVE SOME SOME NEW EXPENDITURES THAT WE HAVE TO FIT INTO THE BUDGET THIS YEAR, BUT SO LOOKING AT OUR 2024 REVENUES AND EXPENDITURES NO SURPRISE, PROPERTY TAXES ARE FAR AND AWAY OUR LARGEST REVENUE SOURCE, AND THE NEXT LARGEST SOURCE OF REVENUE IS CHARGES FOR SERVICES, BUT YOU CAN SEE IT'S A MUCH SMALLER SLICE OF THE PIE.

THIS IS COMING OUT RATHER SMALL, BUT FOR THOSE OF YOU WHO CAN SEE IT SO IN THE 2024 BUDGET, 196.1 MILLION IS THE PROPERTY TAX REVENUE THAT WE RECEIVE, AND THEN DOWN, I'VE HIGHLIGHTED A DIFFERENT LINE A LITTLE BIT LOWER THERE, WHICH IS PARKING FEES.

YOU MIGHT THINK LIKE, OH, YOU GUYS GET A LOT OF REVENUES FROM CHARGING FOR PARKING.

TOTALLY SMALL COMPARED TO HOW MUCH WE'RE GETTING FROM THIS VERY PASSIVE SOURCE.

THE PROPERTY TAXES THAT WE RECEIVE AND PROBABLY GETTING INTO THIS MORE THAN YOU EVEN CARE ABOUT.

SO HERE'S A TYPICAL PROPERTY TAX BILL, AND THERE'S ACTUALLY FOUR DIFFERENT WAYS THAT WE RECEIVE REVENUE ON THIS PROPERTY TAX BILL.

THE LARGEST ONE IS THAT WE GET A SMALL PERCENT OF THE 1%.

SO THAT VERY FIRST LINE YOU CAN SEE THERE COUNTYWIDE TAX 1%, WE GET TYPICALLY LIKE, YOU KNOW, 3 TO 4% OF THAT 1%, BUT IT'S ACROSS THE WHOLE TWO COUNTIES.

SO WHEN YOU ADD UP ALL THOSE TINY LITTLE DOLLARS ACROSS THOSE HUNDREDS OF THOUSANDS OF PARCELS, THAT'S WHAT GETS US TO THE 196 MILLION, AND THEN WE HAVE SOME SPECIAL ASSESSMENTS IN THERE, AND IT CAN BE KIND OF HARD TO SEE THE PARK DISTRICT'S NAME, DEPENDING ON YOU CAN SEE AT THE BOTTOM, ON THE LEFT THERE'S OUR MEASURE WW BOND TAX ASSESSMENT, AND THEN WE HAVE SOME OF OUR SPECIAL REVENUE FUNDS ON THE RIGHT SIDE.

NOW FLIPPING OVER TO THE EXPENDITURE SIDE AGAIN THIS IS 2024, BUT IT'S GOING TO BE VERY SIMILAR FOR 2025.

SO PERSONNEL COSTS ARE OUR LARGEST EXPENSE BY TYPE, AND THEN THE OPERATIONS DIVISION HAS THE LARGEST BUDGET AND THEY'RE THE LARGEST DIVISION.

SO OF COURSE THEY HAVE THE BIGGEST BUDGET, AND SO NOW I'M GOING TO GIVE YOU A SNEAK PREVIEW OF WHAT'S COMING IN 2025. I'M JUST LOOKING AT THE REVENUE SIDE.

SO WE USE THIS FIRM CALLED BEACON ECONOMICS.

SOME OF YOU MAY HAVE HEARD OF THEM OR WORKED WITH THEM.

THEY DO A LOT OF REVENUE PROJECTIONS AND ECONOMIC PROJECTIONS FOR THE WHOLE STATE OF CALIFORNIA.

WE STARTED WORKING WITH THEM BACK WHEN WE PASSED OUR MEASURE WW BONDS, AND WE HAD TO FIGURE OUT HOW ASSESSED VALUE WAS GOING TO RESPOND TO THE GREAT RECESSION, BECAUSE WE HAD PROMISED VOTERS WE WERE GOING TO KEEP THAT TAX LEVY TO BE UNDER $10 PER $100 OF ASSESSED VALUATION, AND WE WERE TRYING TO FIGURE OUT YOU CAN SEE THIS WAS THEIR FIRST PROJECTION THEY GAVE US.

IT'S MUCH ROSIER TODAY, BUT YOU CAN SEE, YOU KNOW, SUDDENLY OUR PROPERTY TAXES WERE DROPPING AND WE HAD NOT DEALT WITH THAT BEFORE, AND WE WERE STRUGGLING TO TRY TO FIGURE OUT HOW TO FIT IT IN. SO THAT WAS OUR FIRST FORECAST, AND I'LL SHOW YOU IN A SECOND WHAT IT IS TODAY, BUT SO SO THEY GAVE US THE 2025 FORECAST, AND THEY'RE TALKING ABOUT CALIFORNIA BEING IN A BETTER SITUATION THAN MANY PEOPLE BELIEVE.

WE'RE CONTINUING TO GROW.

THE STATE'S ECONOMY IS STILL EXPANDING.

IT'S SLIGHTLY BELOW WHAT IT'S BEEN HISTORICALLY AND IT'S SLIGHTLY BELOW THE CURRENT NATIONAL PACE, BUT STILL GROWING, AND MOST IMPORTANTLY FOR US, THEY'RE PROJECTING THAT HOME SALES ARE ACTUALLY STARTING TO THEY'RE IN POSITIVE TERRITORY, AND THAT THEY'RE GOING TO START TO INCREASE SLIGHTLY IN THE COMING

YEARS AND SO THAT'S RELATED TO THE FACT THAT THERE'S LIMITED SUPPLY OF HOMES, AND SO THAT REDUCED THE SUPPLY AND DEMAND. SO REDUCED SUPPLY THEN THERE'S GREATER DEMAND.

SO PRICES GO UP A LITTLE BIT, AND I THINK I HAVE A FEW OTHER QUOTES IN THE, IN THE ACTUAL REPORT, AND SO HERE'S THEIR FORECAST.

THE THEY GIVE US THREE, YOU KNOW, SCENARIOS.

THE LOW THE BASELINE WHICH IS THEIR MOST LIKELY SCENARIO AND THE HIGH, AND SO THE PROJECTION FOR THIS COMING THIS.

SO WE KNOW OUR WHAT OUR RATES ARE GOING TO BE FOR THE FIRST HALF OF THE YEAR BECAUSE WE'RE ON A CALENDAR YEAR BASIS.

ALMOST EVERY OTHER AGENCY IS ON A FISCAL YEAR BASIS.

SO WE KNOW FROM THE TWO COUNTIES WHAT OUR RATES ARE GOING TO BE FOR THE FIRST HALF OF THE YEAR, AND THE PROJECTION WE'RE GETTING FROM BEACON IS FOR THE SECOND HALF OF THE YEAR.

SO WE PUT THAT TOGETHER AND IT LOOKS LIKE IT'S GOING TO BE A ROUGHLY 4.5% INCREASE IN PROPERTY TAX FORECASTS, AND I ALSO MENTIONED IN THE REPORT THAT OUR SALARIES ARE GOING UP ROUGHLY 4.5% AS WELL.

SO IT'S TOUGH TO FIT NEW STUFF IN THERE WHEN WHEN THEY'RE BOTH INCREASING AT THAT SAME RATE, BUT WE ARE GOING TO TRY, AND SO NEXT STEPS THE PAC WILL RECEIVE THE PROPOSED BUDGET NOVEMBER 25TH, AND WE WILL ASK FOR YOU TO RECOMMEND APPROVAL TO THE FULL BOARD AND THEN THE BOARD GETS IT.

THIS WEEKEND HAD OVER 120 PEOPLE AT MIDDLE HARBOR SHORELINE PARK, SO THAT WAS VERY GREAT TO WORK WITH YOU AND ALL THE SKILLS HE BROUGHT AS A NATURALIST, AND THEN TO THE BAY AREA RIDGE TRAIL IS HAVING THEIR ANNUAL TRAIL SERVICE DAY, AND WE'RE GOING TO HAVE AS FAR AS ON NOVEMBER 2ND THROUGHOUT THE RIDGE TRAIL AREA, THERE'S GOING TO BE DIFFERENT SERVICE PROJECTS.

THEY'RE NOT ALL UP YET, BUT THERE WILL BE ONE IN THE EAST BAY REGIONAL PARK DISTRICT.

WE HAD 65 HIKERS WHO JOINED FOR PARTS OR ALL OF THE FIVE DAYS OF HIKING, ALONG WITH 34 EQUESTRIANS, HALF OF WHOM RODE FOR THE ENTIRE FIVE DAYS.

THE EVENT CENTERS ON THE BAY AREA RIDGE TRAIL SECTIONS FROM WILDCAT TO CHABOT, WITH CAMPING IN TILDEN, JOAQUIN, MILLER, AND ANTHONY CHABOT PARKS, AND IS ENTIRELY STAFFED BY VOLUNTEERS, WHICH MAKES POSSIBLE LARGE DONATIONS TO THE RIDGE TRAIL.

VOLUNTEERS FOR OUTDOOR CALIFORNIA METROPOLITAN HORSEMAN AND THE VOLUNTEER TRAIL WORK PROGRAMS OF THE PARK DISTRICT.

THIS YEAR, THE EVENT RAISED $35,000, BRINGING US CLOSE TO HALF $1 MILLION RAISED SINCE THE EVENT BEGAN.

IN ADDITION TO THE HIKES AND RIDING, THERE WERE EVENING PROGRAMS BY THE EAST BAY PARK DISTRICT NATURALIST MARTHA CERDA SPEAKING ON THE ECOLOGY AND HISTORY OF THE EAST BAY REDWOODS.

A TRIP TO CHABOT SPACE AND SCIENCE ON THEIR PUBLIC VIEWING NIGHT.

EAST BAY TRAILS DEVELOPMENT CAME IN BARBEQUE DINNER ONE NIGHT.

DIRECTORS COLIN COFFEY AND JOHN MERCURIO JOINED US ONE EVENING, AND THIS YEAR WE HAD TWO EIGHT YEAR OLDS AND A FIVE YEAR OLD RIDING THEIR HORSES. SO NEXT YEAR, COME TAKE TAKE PART.

WE HAVE STAFF FROM ALL OVER THE DISTRICT THAT HELPS ON THIS SPECIAL DAY, AND TO MAKE IT JUST EVEN MORE SPECIAL THAT WE ALL ENJOY THE DAY, AND , YOU KNOW, THANK YOU FOR ALL THE STAFF THAT COMES TO HELP WITH THAT AND THE LAST TIME, THE LAST TWO TIMES, IT'S BEEN REALLY SPECIAL WHEN WE INTRODUCED EACH OTHER, WHEN WE START THE PROGRAM, A LOT OF THE STAFF STARTS.
