ACCESS TO THIS PARTICULAR SITE IN MISSION PEAK IS USUALLY TWICE A MONTH. AGAIN, THEY WALK UP THERE FROM WHEREVER THEY PARK, AND THEY USE THE PEAK MEADOWS TRAIL, USUALLY IN GOOD WEATHER. IN THE EVENING. 28% OF THESE INCIDENTS OCCURRED BETWEEN 10 P.M. AND 5 A.M., WHEN IN GENERAL, THE PARKS ARE SUPPOSED TO BE CLOSED. OF THESE, OVER 6000 DISPATCH INCIDENTS, 4381 WERE CALLS FOR SERVICE, AND THESE ALSO INCLUDED 2680 OFFICER INITIATED INCIDENTS. OF THESE TOTAL INCIDENTS, WE HAD 217 TRAFFIC STOPS. THAT'S WHAT YOU ROUTINELY THINK OF AN OFFICER PULLING A CAR OVER THAT'S IN MOTION WITH LIGHTS AND SIREN. OF THESE INCIDENTS, WE HAD A LITTLE OVER 1000 VEHICLE AND PEDESTRIAN STOPS. SO IT'S A NORMAL PEDESTRIAN STOP FOR A CITIZEN. AND THE VEHICLE STOPS ARE GENERALLY FOR CARS THAT ARE PARKED WITH SOMEONE INSIDE OF THEM OR RELATED TO THAT PARKED VEHICLE. WE ALSO HAD 637 SECURITY CHECKS AND SPECIAL PATROLS. FOR CITATIONS, WE ISSUED A TOTAL OF 1291 CITATIONS FOR US. A CITATION IS ASSIGNED IS DEFINED AS AN OFFICIAL NOTICE TO APPEAR AT COURT RELATED TO A CRIMINAL CHARGE OR INFRACTION VIOLATION, USUALLY ISSUED BY LAW ENFORCEMENT OR CODE ENFORCEMENT OFFICER. OUR WORK PLAN FOR THE FIRST YEAR OF THIS CREW WAS FOCUSED ON TRAINING OUR NEW RANGER STAFF ON THE VARIOUS TRAIL CREW DISCIPLINES THAT ARE VITAL SKILL SETS FOR A DYNAMIC AND SKILLED TRADES GROUP. PROJECTS WERE CHOSEN WITH THAT SKILL BUILDING IN MIND, AND STARTED WITH A THREE MONTH PROJECT IN THE CHABOT TO GARIN TRAIL IN CULL CANYON PARK. CONTINUED IN THE SPRING WITH OUR TRAIL CREW LEAD TEACHING DRY STACKED STONE TECHNIQUES ON FIXING TRAILS ERODED FROM WINTER STORMS OF YEARS PAST, AND THEN TRANSITIONED TO OUR SUMMER TRAIL BUILDING AND TRAILS, CREEKS AND PONDS SEASON BY TACKLING A NEW NARROW TRAIL BUILD CONNECTING THE MCCOSKER PARCEL OF SIBLEY PARK WITH HUCKLEBERRY BOTANIC PRESERVE. SO, AS OUR FIRST MAJOR PROJECT AS A FUNCTIONAL TRAIL CREW, WE RESTORED AND IMPROVED A SECTION OF THE CHABOT TO GARIN TRAIL IN CULL CANYON. THE PROJECT CALLED FOR USING CONSERVATION CORPS SKILLED TRAIL CREW, STAFF AND EQUIPMENT OPERATORS TO ACCOMPLISH DIFFERENT PORTIONS OF THE PROJECT, BEGINNING AT THE TOP OF CULL CANYON SECTION OF THE CHABOT TO GARIN TRAIL. THE CREW REPAIRED A LARGE SLIDE FROM PREVIOUS STORM DAMAGE, BUILDING THE HILL BACK UP BY HAND USING FOUR INCH LAYERS OF GEOGRID STABILIZATION MATS, ULTIMATELY IMPORTING OVER 1500 CUBIC FEET OF ROCK AND SOIL, AND RAISING THE TRAIL BY ABOUT 12 TO 14FT TO ITS PREVIOUS ALIGNMENT. I'M ACTUALLY GOING TO BACK UP. AND IN THIS PICTURE YOU CAN SEE ON THE LEFT THE MEMBERS OF THE CREW STANDING IN THAT EXISTING SLIDE LOCATION AND ROUGHLY FIVE FEET ABOVE THEIR HEADS IS THE ORIGINAL TRAIL ALIGNMENT. SO THE PROJECT WAS CHOSEN BECAUSE WE HAD A LOT OF ISSUES WITH ACCESS THERE. THERE WAS A BOOTLEG ABOVE THAT WAS TOO STEEP AND TOO SLIPPERY DURING THE WINTER SEASON. AND SO WHEN WE KIND OF CLEARED UP ALL THE BRUSH, WE REALIZED THAT THIS SLIDE EXISTED FROM THE 2017 STORM SEASON, NOT FROM 2023 OR 2022. AND IT WAS IMPACTING THE QUALITY OF EXPERIENCE FOR OUR PUBLIC ON THE ENTIRE TRAIL SEGMENT BELOW IT. SO THEY REPAIRED THAT SECTION AS WELL AS SPENDING THE THREE CREW MEMBERS REMOVED AND REPLACED TWO INTERLOCKING WOOD CRIB WALLS, WHICH SUPPORTED OTHER SWITCHBACKS BELOW THE SLIDE AND WERE DAMAGED IN THE SAME STORM EVENT AND WORSENED BY HORSE AND PEDESTRIAN TRAFFIC. OUR CONSERVATION CORPS PARTNERS REHABILITATED A BOOTLEG ALIGNMENT AND PLACED NATIVE PLANTS ALONG THE CORRIDOR, AND CLEARED THE TRAIL CORRIDOR OF TEN YEARS OF OVERGROWTH TO BRING IT BACK WITHIN A MULTI-USE EQUESTRIAN HIKER STANDARDS. LASTLY, OUR NEW SINGLE TRACK DOZER, AS PART OF OUR FLEET, WAS EMPLOYED FOR THE FIRST TIME IN THE FIELD TO REGRADE AND IMPROVE DRAINAGE ON THE ENTIRE TOP THIRD OF THIS THREE MILE TRAIL. NOW, WHEN WE THINK OF SKILLED TRAIL WORK, AS YOU KNOW, WE THINK ABOUT PARKS. OUR MINDS OFTEN CONJURE IMAGES OF BEAUTIFUL STONE RETAINING WALLS, STAIRS, BRIDGE ABUTMENTS IN PLACES LIKE MUIR WOODS AND YOSEMITE AND BEYOND. HERE IN THE EAST BAY REGIONAL PARKS, WE HAVE SOME EXAMPLES OF THAT STONEWORK REMAINING FROM THE 30S AND 40S ERA CIVILIAN CONSERVATION CORPS PROJECTS. THESE ARE IN TILDEN AND SOME OF OUR OTHER ORIGINAL PARKS. BUT I THINK OVERALL, AS A SKILL SET AMONG PARK STAFF, IT'S SOMEWHAT ATROPHIED. AND SO WE AIM TO BRING THAT BACK, THAT SORT OF WORK, AND TO CREATE DURABLE, ESTHETICALLY PLEASING STRUCTURES THAT CAN LAST DECADES. BUILDING WITH STONE IS MORE TIME CONSUMING, MORE EXPENSIVE, AND MORE DIFFICULT TO MOVE MATERIAL INTO THE PROJECT LOCATIONS. SO WE ACTUALLY BUILT THESE RETAINING WALLS USING DRY STACK STONE TO TO PROVIDE A MORE SAFE ALIGNMENT FOR HIKERS. I THINK EQUESTRIANS ON THAT TRAIL, IF I'M NOT MISTAKEN. I'LL HAVE TO CHECK. AND ALSO BIKERS. VOLLMER PEAK IS ONE OF THE FEW TRAILS IN TILDEN WHICH ALLOWS BIKE ACCESS AND DOWNHILL. AS SPRING TRANSITIONS TO SUMMER, OUR FOCUS TURNS TO ACTIVITIES THAT ARE OFTEN RESTRICTED BY PERMIT WINDOWS AND THE NEED FOR BIOLOGICAL MONITORING, SUCH AS OUR TRAILS, CREEKS AND PONDS, PROJECTS AND NEW TRAIL CONSTRUCTION. ONE OF OUR STATED GOALS AS THE TRAIL CREW YEARLY WORK PLAN IS TO COLLABORATE ACROSS DEPARTMENTS WITH TRAILS DEVELOPMENT, WITH STEWARDSHIP AND DESIGN AND CONSTRUCTION STAFF TO BUILD SOME PORTION OF PERMITTED NEW NARROW NATURAL SURFACE TRAIL. AND THIS SUMMER WE ARE FOCUSING ON A 0.75 MILE CONNECTOR TRAIL FROM THE MCCOSKER STAGING AREA THAT'S AN AREA ON LOWER PINEHURST ROAD WHERE THERE WAS A MASSIVE STREAM DAYLIGHTING PROJECT. IT PROVIDES A BEAUTIFUL NEW, RESTORED HABITAT. IT'S KIND OF ON AN ISLAND, THOUGH, IN TERMS OF ACCESS. SO WE ARE NOW BUILDING THIS CONNECTOR ON LOWER PINEHURST THAT WILL CONNECT IT TO THE HUCKLEBERRY BOTANIC PRESERVE AND TO THE BAY AREA RIDGE TRAIL. THE ROUTE IS A TECHNICAL CHALLENGE, WINDING THROUGH OAK AND BAY WOODLANDS ON A STEEP SIDE SLOPE WITH ROCKS, ROOTS, WOODRAT NESTS, AND OTHER OBSTACLES TO NAVIGATE ALONG THE ENTIRE LENGTH. AND FOR THE FIRST TIME IN MY TENURE LEADING THIS CREW, WE'VE HAD THE ASSISTANCE OF A VERY EAGER HEAVY EQUIPMENT OPERATOR FROM ROADS AND TRAILS, A BRAND NEW HIRE YOU SEE IN THIS IMAGE HERE. HIS NAME IS CRUZ MEDINA. SO, YOU KNOW, YOU'RE WORKING ON 60 TO 70% SIDE SLOPES AND WORKING THROUGH ROCK, SANDSTONE AND SHALE. IT DOESN'T REALLY LEAVE A LOT OF ROOM FOR ERROR, BUT WITH SOMEBODY THAT REALLY APPRECIATES THE WORK AND TRYING TO BUILD THIS TRAIL PROPERLY, I WAS VERY, VERY PLEASED WITH THE QUALITY OF HIS WORK. THE WORK'S NOT FOR EVERYONE, BUT, YOU KNOW, VITAL TO CONSTRUCTING NEW NATURAL SURFACE TRAIL IN OUR PARKS. THE PROJECT ALSO SAW SIGNIFICANT CONTRIBUTIONS FROM OUR CIVICORPS CREW, BRUSHING THE WHOLE TRAIL AHEAD OF OUR EQUIPMENT, AND ALSO FROM THE SIBLEY PARK STAFF, WHO HELPED WITH HAZARD TREE REMOVALS AND BUILDING SOME ROCK RETAINING WALLS. THIS WORK IS CONTINUING AS WE SPEAK. WHAT I WAS WORKING ON YESTERDAY WITH SIBLEY PARK STAFF, AND WE HOPE TO HAVE IT COMPLETED BY THE END OF OCTOBER. SO OUR FIRST COMPLETED BRIDGE OF THIS YEAR IS A 24 FOOT REDWOOD STRINGER BRIDGE ON THE MEMORY TRAIL IN TILDEN THAT REPLACES A PREVIOUS 16 FOOT SPAN WHICH FELL INTO THE CREEK DURING LAST YEAR'S STORMS. A SIMILAR PROJECT IS UNDERWAY NOW ON JEWEL LAKE LOOP IN THE TILDEN NATURE AREA. AND OF SPECIAL NOTE, I THINK HOPEFULLY TO EVERYONE HERE. OUR FINAL PROJECT OF THE YEAR WILL BE AN AMBITIOUS REDWOOD LOG STRINGER BRIDGE AT THE STREAM TRAIL AND TRES SENDAS IN REINHARDT REDWOOD REGIONAL PARK USING THE REDWOOD TREE, WHICH CONVENIENTLY FELL ACROSS THE CREEK AT THAT SPOT. THIS BRIDGE WILL BE A HIGHLIGHT, I THINK, FOR HIKERS AND RUNNERS IN THE CANYON FOR DECADES TO COME. SO I'M REALLY PROUD OF THE WORK THAT OUR SMALL CREW HAS DONE, AND I REALLY WANT TO ACKNOWLEDGE THEM EACH BY NAME. SORRY, I DON'T KNOW WHY I'M GETTING CHOKED UP. SO WE HANDLE EVERYTHING FROM A NARROW SINGLE TRACK, WHICH WOULD LOOK MORE LIKE A HIKING TRAIL IN REDWOOD PARK TO SOMETHING LIKE A A SLIGHTLY WIDER TRAIL IN ANTHONY CHABOT OR TILDEN. ANYTHING THAT YOU CAN'T FIT A TRUCK ON THAT YOU HAVE TO BRING IN SPECIAL EQUIPMENT TO WORK ON. AND THAT'S ROUGHLY 300 MILES AT THE MOMENT IN OUR DISTRICT. [01:30:03] THAT'S REALLY HELPFUL TO HEAR. I HOPE WE CAN SOMEHOW SUMMARIZE THAT DEFINITION, ACTUALLY, JUST TO HAVE IT AVAILABLE, BECAUSE YOU KNOW, WHILE I MIGHT HAVE BEEN ABLE TO GET TO THAT POINT, IT MIGHT HAVE TAKEN ME A LITTLE BIT LONGER TO EXPLAIN IT THAT WAY. I THINK IT'S JUST SO IMPORTANT TO ARTICULATE AND TO REPEAT THAT AND THE DIFFERENT CHALLENGES THAT WE FACE YOU KNOW, ACROSS THESE, DIFFERENT TYPES OF TRAILS. AND, YOU KNOW, I THINK TO DIRECTOR COFFEY'S POINT. YOU KNOW, WE'RE REALLY EXCITED, YOU KNOW, TO BOTH LEARN AND OPEN NEW NARROW SURFACE TRAILS AND WORKING WITH, YOU KNOW, THE CONTRACTOR YOU KNOW, TO LEARN SOME BEST PRACTICES FROM THEM AND ALSO YOU KNOW, SEE HOW THAT PROCESS WORKS, I THINK IS A REALLY GOOD OPPORTUNITY FOR US RIGHT NOW. AND THEN ALSO JUST, YOU KNOW, FOR THE GENERAL PUBLIC TO BE AWARE. SO WITH THE NEW TRAIL BUILD, YOU KNOW, I THINK ACCORDING TO THIS PRESENTATION AND FEEL FREE TO CORRECT ME. SO IT LOOKS LIKE FOR US TO DO THE 0.7 MILES OF THE PACIFIC PEA TRAIL AT MCCOSKER CREEK, IT TOOK US ABOUT THREE MONTHS TO DO THAT. 0.7 MILE, 0.75 MILES SECTION, IS THAT CORRECT? WITH WORK STOPPAGES DUE TO SOME PERMIT CHALLENGES THAT THE CALENDAR START STOP TIME WOULD BE THERE, BUT WE WERE AVERAGING ROUGHLY 3 TO 400FT A DAY ON THAT PROJECT, IN SOME CASES MORE, IN SOME CASES LESS, BECAUSE OF THE CHALLENGING ROCK AND OTHER THINGS. SO IF I HAD TO, TO FIND HOW MANY WORKING DAYS WE WERE ON THE PROJECT, IT WOULD APPROACHING AT THE MOMENT, PROBABLY 25 TO 30 WORKING DAYS. RIGHT. BUT THERE'S A LOT OF PLANNING, LIKE YOU SAID, AND ALSO A PERMITTING PROCESS. AND, YOU KNOW, THINGS THAT WE HAVE TO TAKE INTO CONSIDERATION. AND I THINK THAT'S REALLY IMPORTANT, YOU KNOW, WHEN THINKING ABOUT YOU KNOW, THESE NATURAL, THESE NARROW NATURAL SURFACE TRAILS YOU KNOW, WITH THESE, YOU KNOW, WE DO HAVE TO THINK ABOUT THINGS LIKE, YOU KNOW, EROSION AND LANDSLIDES AND YOU KNOW, DIFFERENT EFFECTS FROM YOU KNOW, STORM EVENTS OR OTHER YOU KNOW, MOTHER NATURE RELATED EVENTS. AND, I THINK THAT THIS IS SOMETHING THAT, YOU KNOW, AT A BIGGER SCALE, YOU KNOW, IS ALL OVER THE NEWS RIGHT NOW. AND, YOU KNOW, MY POINT HERE IS THAT WHEN WE'RE THINKING ABOUT THESE NARROW, NATURAL SURFACE TRAILS, YOU KNOW, ALL THESE SAME PHENOMENA ARE POTENTIALLY SOMETHING THAT'S IMPACTFUL TO US. AND WE WANT TO MAKE SURE THAT WHEN WE HAVE A TRAIL OPEN TO THE PUBLIC, THAT IT'S A SAFE EXPERIENCE AND ALSO THE AMOUNT OF TIME THAT WE INVEST AS WELL AS, YOU KNOW, THE MONEY WE INVEST THAT, YOU KNOW, IT'S WORTHWHILE FOR US TO BUILD THESE TRAILS THAT THEY WILL LAST. YOU KNOW, THEY WILL LAST AND BE A SAFE PLACE FOR PEOPLE TO BE ABLE TO ENJOY THE OUTDOORS. SO THIS IS REALLY HELPFUL, AND IT'S GIVEN ME A LOT TO THINK ABOUT.
