WE'RE GOING TO BEGIN TODAY WITH THE LIFESAVING AWARD FOR OFFICER EPSTEIN AND THE DISTINGUISHED SERVICE AWARD FOR OFFICER GILKERSON. ON MAY 23RD, OFFICER EPSTEIN AND GILKERSON WERE ON SKYLINE BOULEVARD IN OAKLAND WHEN THEY WERE FLAGGED DOWN BY A NEARBY CIVILIAN ABOUT A SHOOTING IN PROGRESS AT A NEARBY HIGH SCHOOL. OUR OFFICERS WERE THE FIRST ON SCENE AND OBSERVED HUNDREDS OF PEOPLE FLEEING THE SCHOOL, AND POINTED TO VICTIMS THAT NEEDED HELP. OFFICER EPSTEIN UTILIZED HIS TRAINING AND HIS TRAUMA KIT TO ASSESS A VICTIM WHO HAD BEEN SHOT IN THE THIGH. OFFICER EPSTEIN APPLIED A TOURNIQUET TO THE VICTIM'S LEG, WHICH STOPPED FURTHER BLOOD LOSS. THE VICTIM'S CARE WAS TRANSFERRED TO OTHER RESPONDING RESOURCES, AND OFFICER EPSTEIN MOVED ON TO SEARCH FOR THE SHOOTER. OFFICER GILKERSON ENTERED THE SCHOOL GROUNDS ON HIS OWN WITHOUT HESITATION TO SEARCH FOR THE SUSPECT OR SUSPECTS. OFFICER GILKERSON ENCOUNTERED MULTIPLE ADDITIONAL VICTIMS AND WITNESSES DURING HIS SEARCH. HE SUCCESSFULLY FACILITATED THE TRANSFER OF CARE OF INJURED SUSPECTS OR, EXCUSE ME, INJURED SUBJECTS AND WITNESSES TO THE OAKLAND POLICE DEPARTMENT. DUE TO THEIR MERITORIOUS ACTIONS DURING THIS INCIDENT, OFFICER EPSTEIN IS PRESENTED WITH THE AWARD OF THE LIFESAVING MEDAL, AND OFFICER GILKERSON IS PRESENTED WITH THE DISTINGUISHED SERVICE AWARD. I'M GOING TO BE SPEAKING ABOUT THE LIFESAVING AWARD FOR SERGEANT STARK AND OFFICER HERLIHY ON JUNE 9TH, 2020, FOR SERGEANT STARK AND OFFICER HERLIHY ENCOUNTERED TWO MALE SUBJECTS IN DISTRESS WHILE ON MARINE PATROL AT LAKE DEL VALLE IN THE AREA OF HERON BAY. THE TWO HAD DRIFTED FROM THE RENTAL BOAT, WITH ONLY ONE WEARING A LIFE VEST, WHICH WAS NOT ENOUGH TO SUPPORT THEM BOTH. [00:10:04] OFFICER HERLIHY THREW A LIFE RING BUOY, BUT THE SUBJECTS WERE TOO EXHAUSTED TO REACH IT, AT WHICH TIME SERGEANT STARICK PULLED MARINE TWO NEXT TO SUBJECTS. OFFICER HERLIHY AND SERGEANT STARK SUCCESSFULLY RESCUED BOTH EXHAUSTED SUBJECTS, THUS PREVENTING A DROWNING. DUE TO THE LIFESAVING ACTIONS OF BOTH SERGEANT STARICK AND OFFICER HERLIHY THEY ARE PRESENTED WITH THE LIFESAVING AWARD. [APPLAUSE]. ON JUNE 30, 2024, SERGEANT CASTANEDA AND OFFICER BOYSEN WERE ON MARINE PATROL OF LAKE DEL VALLE WHEN THEY OBSERVED A DISTRESSED SWIMMER IN OPEN WATER THAT WAS NEAR DROWNING. USING THEIR TRAINING AND TEAMWORK, SERGEANT CASTANEDA AND OFFICER BOYSEN QUICKLY RESPONDED TO THE SCENE AND DEPLOYED LIFESAVING FLOTATION EQUIPMENT TO RESCUE THE 14 YEAR OLD VICTIM. THE JUVENILE VICTIM SURVIVED WITHOUT SERIOUS INJURY. DUE TO THE LIFESAVING ACTIONS OF BOTH SERGEANT CASTANEDA AND OFFICER BOYSEN THEY ARE PRESENTED WITH THE LIFESAVING AWARD. OFFICER DOWKE OBSERVED A STRUGGLING SWIMMER WHO WAS FRANTICALLY ATTEMPTING TO SWIM BACK TO THE BOAT DOCK. THE VICTIM WAS VISIBLY SHORT OF BREATH AND WAS PANICKED. OFFICER DOWKE QUICKLY RESPONDED TO THE AREA AND DEPLOYED LIFESAVING FLOTATION EQUIPMENT TO RESCUE THE 45 YEAR OLD VICTIM. WHEN RESCUED AND PULLED ABOARD THE PATROL VESSEL, THE VICTIM WAS PALE, SWEATING AND VOMITING. OFFICER DOWKE SUMMONED MORE ADVANCED EMERGENCY MEDICAL RESOURCES AND TRANSFERRED THE VICTIM TO THEIR CARE. DUE TO THE LIFESAVING ACTIONS OF OFFICER DOWKE, HE IS PRESENTED WITH THE LIFESAVING AWARD. [APPLAUSE] YOU MIGHT AS WELL STAY STANDING. SO I GAVE THE LAST ONE. NEVERTHELESS, NOT THE LEAST. OFFICER DOWKE SPENT 35 YEARS WITH THE SAN FRANCISCO POLICE DEPARTMENT AND SERVED WITH DISTINCTION AS A FOOT PATROLMAN, PLAINCLOTHES NARCOTICS DETECTIVE, AND MOST NOTABLY, A MEMBER OF SAN FRANCISCO P.D. SWAT TEAM FOR 24 YEARS. OFFICER DOWKE WAS A FIREARMS AND DEFENSIVE TACTICS INSTRUCTOR DURING HIS TENURE AT SAN FRANCISCO POLICE DEPARTMENT. IN APRIL OF 2016, OFFICER DOWKE CAME TO OUR AGENCY. HE HAS PERFORMED IN AN EXEMPLARY FASHION WHILE ON PATROL AND IS A MEMBER OF OUR SPECIAL ENFORCEMENT UNIT. OFFICER DOWKE HAS ALSO BECOME AN INTEGRAL PIECE OF OUR TRAINING CADRE AND A CONSISTENT FOUNDATIONAL LEADER WITHIN OUR DEPARTMENT. THIS SIGNIFICANT SETBACK RAISES SERIOUS QUESTIONS ABOUT THE PROJECT MANAGEMENT AND PLANNING OVERSIGHT RESPONSIBILITIES OF YOUR ACQUISITION, STEWARDSHIP AND DEVELOPMENT DEPARTMENT. SO THERE'S LOTS OF KIDS COMING TO THE PARK, AND THAT'S THEIR FORM OF RECREATION. AND HERE THEY ARE. THIS IS ONE GROUP. USUALLY HE DID SIX WEEKS OF TRAININGS. GENERALLY, HE SAID HE AVERAGED AROUND 20 PEOPLE PER GROUP OR PER CLASS. HAD A TOTAL OF 122 GOLFERS THIS SUMMER, WHICH WAS MORE THAN LAST YEAR. HE'S PROMOTING THE PROGRAM. HE HAS NUMBERS. THEY'RE ALL GOOD NUMBERS. OBVIOUSLY, PEOPLE COME FROM ANTIOCH. PEOPLE COME FROM SAN MATEO. HE'S HAD SOME PEOPLE COME FROM THEY STAY ALL DAY. HE'S PRETTY THOROUGH. HE UNDERSTANDS THE RELATIONSHIP WITH THE PARK DISTRICT, AND HE'S TRYING TO CULTIVATE THAT. I TELL HIM, GIVE ME SOME PICTURES OF NICE KIDS COMING TO PARKS, AND HE DOES THAT AND HE'S REALLY PROMOTED THAT. HE ALSO WAS SOPHISTICATED ENOUGH THIS YEAR TO I DON'T HAVE THE NUMBERS BECAUSE AMIRA HAS GOT MY PHONE, BUT HE SAID SOMETHING LIKE, AND WE KEEP THESE KIDS ALL DAY.
