OPEN LAND WILL BE INCREASINGLY DIFFICULT TO ACQUIRE AS TIME GOES ON. THUS, YOU MUST CONTINUE TO USE YOUR IMAGINATIONS AND BE WILLING TO EXPERIMENT. FOURTH, YOU CAN PROMOTE PARKS FOR INCREASED MID-WEEK AND EVEN WINTER USES. SUMMER ISN'T THE ONLY TIME PARKS SHOULD BE USED. THEY ARE THERE 12 MONTHS OF A YEAR. SO WHERE ARE THERE, SAY EQUESTRIAN FACILITIES OR PERHAPS EXISTING BICYCLE FACILITIES OR OTHER THINGS THAT ATTRACT A CERTAIN TYPE OF USE AND THEN OF COURSE, OUR RESERVABLE FACILITIES AND THEN BRINGING IN A LOT OF THE DEMOGRAPHIC DATA. SO WHAT IS THE WHAT IS THE CENSUS DATA FOR THOSE AREAS? ARE WE YOU KNOW, WHAT SORT OF SOCIAL BARRIERS DO WE HAVE? WHAT AREAS ARE ACCESSIBLE VIA TRANSIT, AND WE HAVE BEEN WORKING WITH THIS NEW DATA SET FROM A COMPANY PLACER THAT ACTUALLY PROVIDES CELL PHONE AGGREGATED DATA. THAT'S WHERE WE'RE SEEING THE MOST INTENSITY, AND THEN YOU CAN COMPARE THAT TO BELOW, WHERE ARE WE SEEING OUR SENSITIVE VEGETATION, AND YOU SEE, YOU KNOW, ALL OF OUR PARKLANDS HAVE SENSITIVE RESOURCES AND THEY REALLY, YOU KNOW, EXIST THROUGHOUT THE PARKLANDS. IT'S NOT THERE'S VERY FEW PARKS THAT WE CAN SAY ARE VOID OF ANY SENSITIVE RESOURCES, BUT WE CAN REALLY IDENTIFY, LIKE I SAY, WHERE MIGHT IT BE MOST APPROPRIATE TO PLAN FOR A NEW TRAIL OR PLAN FOR A NEW PICNIC AREA? WE WOULDN'T WANT TO PUT IT INTO ONE OF THOSE ONE OF THOSE RED BLOBS. YOU KNOW, AND I ALSO OFTEN JOKE THAT, YOU KNOW IF WE DID, YOU KNOW, MAYBE WE IDENTIFY WHERE WE WANT TO MOVE THOSE SENSITIVE SPECIES TO. THAT'S OF COURSE, NOT AN OPTION. SO CONTRA LOMA IS REAL POPULAR WITH, WITH THE YOUNGER WITH THE YOUNGER CROWDS, AND THEN AND THEN WE HAVE SOME OTHER PARKS THAT TEND TO ATTRACT MUCH SOME OF THE OLDER GENERATIONS. I MEAN, ONE OF THE YOU KNOW, SITES THAT WE'RE SEEING THE MOST RETURN VISITATION THE, THE MOST FOLKS WHO CONTINUE TO GO BACK TO THE SAME PLACE, THE PARKS THAT ARE VISITED MOST ROUTINELY IS BAY POINT SHORELINE, WHICH WOULD MAKE SENSE, NOT NECESSARILY. DOESN'T RISE UP TO THE TOP AS A REGIONAL DESTINATION FOR PERHAPS THE WHOLE EAST BAY, BUT IT'S REALLY IMPORTANT TO THOSE FOLKS WHO LIVE IN BAY POINT AND WEST PITTSBURG, AND THOSE ARE FOLKS WHO ARE GOING OUT THERE, YOU KNOW, A COUPLE TIMES A WEEK FOR THEIR NIGHTLY WALKS OR WHATNOT. SO WE CAN START TO GET SOME OF THAT DATA OUT OF HERE. OF COURSE, SOME OF THE DISADVANTAGED COMMUNITIES, THERE'S VARIOUS WAYS TO DEFINE THAT, AND WE LOOK AT IT A COUPLE DIFFERENT LENSES. ONE OF THEM IS THE CLASSIC, THE CALENVIROSCREEN. SO REALLY WHERE ARE THE COMMUNITIES THAT HAVE THE HIGHEST SCORES THERE. SO AGAIN ACCESS TO PARKLAND IS REALLY IMPORTANT THERE. AGAIN, THIS IS DIRECTOR COFFEY WARD AND WE CAN CERTAINLY SEE PITTSBURG, ANTIOCH, BAY POINT OR COMMUNITIES. THAT ACCESS TO PARKLAND IS REALLY IMPORTANT, AND THEN WE'VE TALKED BEFORE, BUT, YOU KNOW, ONE OF THE THINGS THAT THE PARK DISTR ICT DOES AND I THINK DOES WELL IS REALLY TRACKS A LOT OF THE, YOU KNOW, THE DEVELOPMENT ACTIVITIES THAT OCCURS AROUND OUR PARKLANDS. SO WE CAN WE'RE ALSO LOOKING AT INCLUDING INFORMATION THERE. SO WE CAN GET A SENSE OF REALLY WHAT, YOU KNOW, WHAT'S THE REGIONAL DEVELOPMENT THAT'S, THAT'S PROPOSED AROUND OUR PARKLANDS. THAT KIND OF GIVES US A BIT OF A SENSE OF THE, YOU KNOW, REGIONAL, REGIONAL PLANNING, LOOK AT THINGS. SO THAT'S SO THOSE ARE JUST, YOU KNOW, A COUPLE OF THE THINGS THAT WE'RE WORKING ON AGAIN BRINGING A CONSULTANT CONTRACT FOR IT IN THE SUMMER. I KNOW THE PAC HAS A LOT OF INTEREST IN ENGAGING WITH YOUR COMMUNITIES AND WITH ORGANIZATIONS THAT YOU'RE INVOLVED WITH. SO THERE WE'LL BE KICKING THAT OFF, LIKE I SAID, TOWARDS THE LATTER PART OF THIS YEAR, EARLY PART OF NEXT YEAR AND REALLY HOPING TO HAVE SOME GOOD TOOLS FOR YOU, LIKE THE WARD REPORT. SO YOU CAN REALLY YOU CAN BE INFORMED AS YOU'RE DOING THAT. SO THAT'S REALLY A LOT OF WHAT WE'VE BEEN WORKING ON. SO WITH THAT, I'M GOING TO DIVE INTO AGAIN, YOU KNOW, HOW HAVE WE DONE IN TERMS OF IMPLEMENTING THE 2013 MASTER PLAN. SO WE ARE, YOU KNOW, 11 YEARS INTO IT NOW. THAT QUESTION DID COME UP AT THE LAST MEETING I WAS HERE. IT CAME UP AT THE BOARD MEETING, TOO, AND, YOU KNOW, I THINK PART OF IT, IT'S A NATURAL QUESTION. WHY ARE WE UPDATING? WHY ARE WE DOING A NEW PLAN? HOW DID WE DO IN THE LAST PLAN? ARE WE DONE DOING WHAT WE NEEDED TO DO? I DID PROVIDE A PRESENTATION BEFORE THAT WAS SORT OF A HISTORY OF THE MASTER PLANS AT THE PARK DISTRICT, AND ONE OF THE THINGS THAT I EMPHASIZED WAS WE HAVE NOT DONE A COMPREHENSIVE PLAN FOR THE PARK DISTRICT SINCE 1973, I THINK IS THE DATE I MIGHT GET THAT DATE WRONG, BUT 1973, 1978, RIGHT IN THERE. WE HAVE NOT DONE A FULL COMPREHENSIVE PLAN UPDATE. EVERY UPDATE SINCE THAT TIME HAS BEEN AN JUST AN UPDATE, AND IT'S BEEN A RELATIVELY FOCUSED UPDATE, WHETHER IT'S BEEN AN UPDATE OF THE MAP OR A SPECIFIC POLICY. SO IN 2011, THE BOARD ADOPTED THIS RESOLUTION THAT SET OUT THESE SPECIFIC TOPICS FOR FOCUS IN THE MASTER PLAN UPDATE. SO THOSE TOPICS WERE PROVIDING A VARIETY OF TRAILS FOR ALL THAT WAS REALLY TO GET AT SOME OF THE QUESTIONS AROUND MOUNTAIN BIKE ACCESS AND NOT JUST MOUNTAIN BIKE, BUT MAKING SURE [00:50:10] THAT WE HAD GOOD HIKING TRAILS, TRAILS FOR ALL, AS IT SAYS HEALTHY PARKS. HEALTHY PEOPLE CONTINUE TO AFFIRM THE ROLE AND IDENTITY OF REGIONAL PARKS FUNDING PRIORITIES, BALANCING THAT, SUPPORTING THE SHIFT TO GREEN COMMUNITIES. SOME OF THESE ARE INTERESTING. WHEN WE LOOK BACK 11 YEARS AGO THAT, YOU KNOW, I WOULD I WOULD OFFER THAT TERM SUPPORTING THE SHIFT TO GREEN COMMUNITIES IS PROBABLY A LITTLE ANTIQUATED NOW BECAUSE WE KNOW WE KNOW A LOT MORE ABOUT WHAT WHAT IS A GREEN COMMUNITY, WHEREAS, YOU KNOW, TEN YEARS AGO, I THINK THE THINKING WAS A LITTLE DIFFERENT. DEVELOPING PRODUCTIVE PARTNERSHIPS, RESPONDING TO CHANGES IN DEMOGRAPHICS AND CREATED CONSERVATION AND MANAGEMENT STANDARDS FOR CULTURAL AND HISTORIC RESOURCES. SO I'M GOING TO RUN THROUGH QUICKLY BECAUSE WE DO HAVE AN EXERCISE, AND I WANT TO MAKE SURE WE HAVE TIME FOR THAT, BUT AND I'M HAPPY TO HAVE ANY FOLLOW UP CONVERSATIONS ON ANY OF THIS, BUT TRAILS FOR ALL. I THINK WE HAD CLOSE TO 50 OR 60 FOLKS FROM THE COMMUNITY OUT THERE, AND JUST A LOT OF REALLY GOOD, POSITIVE INPUT FROM REALLY USERS ALL ACROSS THE SPECTRUM EQUESTRIANS, HIKERS AND BIKERS. REGARDING THE BRIONES PILOT PROJECT. SO THAT WAS REALLY ENCOURAGING. CROCKETT HILLS, OF COURSE, WERE DEVELOPED, THE BIKE TRAILS THERE, AND THEN A LOT OF WORK ON OUR REGIONAL TRAILS. SO TRAILS HAVE BEEN A BIG FOCUS FOR THE PARK DISTRICT SINCE 2013, AND THEN, OF COURSE, WE'VE ALSO BEEN FOCUSED ON THE POLICY SIDE WITH THE E-BIKES, WHICH CAME THROUGH THE THROUGH THE PACK. YOU KNOW, WE'RE REALLY ON THE RECEIVING END OF CLIMATE CHANGE. WE'RE EXPERIENCING SEA LEVEL RISE. WE'RE EXPERIENCING EXTREME WILDFIRE EVENTS. WE'RE EXPERIENCING THE IMPACTS OF CLIMATE CHANGE. SO A LOT OF OUR FOCUS HAS BEEN ON DEVELOPING THOSE FUEL REDUCTION PROJECTS, DEVELOPING PLANS LIKE THE BAY TRAIL RISK ASSESSMENT AND ACTUALLY DOING THE SEA LEVEL RISE PLANNING AND MOVING FORWARD. A LOT OF THOSE PROJECTS, I THINK A LOT OF THAT IS ENCAPSULATED IN THE WORK THAT WE'VE DONE UNDER 30 BY 30, AND THE LEADERSHIP THAT THE PARK DISTRICT HAS PROVIDED IN THE 30 BY 30 INITIATIVES, AND JUST A LOT OF THE GOOD WORK THAT LISA AND ERICH AND THEIR TEAM DO, AND JUST ADVANCING VARIOUS STATE AND FEDERAL INITIATIVES RELATED TO CLIMATE CHANGE. SO, WE CONTINUE TO MEET THAT GOAL. AGAIN, WE'VE GOT A LOT OF PROJECTS TO POINT TO FUEL MANAGEMENT REDUCTIONS. OUR SOLAR PANEL PROJECTS AT SHADOW CLIFFS, THAT BASICALLY MAKES US A NET CARBON ZERO AGENCY THAT REALLY ZEROS OUT A LOT OF OUR FACILITIES AND THE AMOUNT OF ENERGY THAT WE USE AND THE RESTORATION PROJECTS THAT WE'VE DONE ALONG THE SHORELINES. THE DOTSON FAMILY MARSH CONTINUES TO BE LOOKED AT AS A MODEL FOR HOW WE DO NATURE BASED INFRASTRUCTURE, RESPONSE TO SEA LEVEL RISE AND HOW WE PROVIDE PUBLIC ACCESS, AND THEN JUST CONTINUING A LOT OF WORK ON OUR LANDS IN TERMS OF HOW WE SUPPORT THAT SHIFT TO GREEN COMMUNITIES. PARTNERSHIPS, I THINK, YOU KNOW, YOU'RE ALL FAMILIAR. WE WORK CLOSELY IN PARTNERSHIP WITH LOCAL COMMUNITIES. SO WE'VE TRIED TO SET IT UP TO WHERE THEY'RE REALLY WORKING WITH LOCAL ORGANIZATIONS AND TRYING TO EMPOWER THOSE AND ACTUALLY LOOKING AT PROVIDING SOME LEVEL OF A STIPEND AND SOME FINANCIAL ASSISTANCE TO BE ABLE TO ENSURE THAT LOCAL COMMUNITY ORGANIZATIONS CAN SORT OF TAKE THE LEAD OF FACILITATE THE PROCESS, AND SO THAT'S GOING TO BE PART OF THEIR FOCUS, AND THEN THEY'RE ALSO GOING TO BE TAKING GOING IN AND TAKING IN A LOT OF LOOKING AT THE DOING THE POLICY ANALYSIS, YOU KNOW, WHAT SORT OF POLICIES CONTINUE TO WORK FOR THE PARK DISTRICT? MAYBE THERE'S THINGS THAT NEED TO BE UPDATED. THERE'S THE GROUP THAT WE HAVE THAT WE'RE LOOKING TO MOVE FORWARD DOES HAVE A STRONG FINANCIAL SUBCONSULTANT THAT IS ON BOARD AS WELL, AND I'LL BE, YOU KNOW, I'LL BE TO BE FRANK OR BLUNT, YOU KNOW, REALLY THE PARK DISTRICT'S, YOU KNOW, WE'RE DEALING WITH CAPACITY ISSUES, DEALING FROM STAFFING. YOU KNOW, LIKE I SAID, THERE'S THE TENSION IN TERMS OF WE ALL AGREE, WE WANT TO CONTINUE TO PROTECT OPEN SPACE AND THE MOST PROTECTED OPEN SPACES, BUT WE ALSO AGREE THAT, YOU KNOW, WE WANT TO BE ABLE TO DEVELOP THE FACILITIES THAT, YOU KNOW, PEOPLE CAN GET OUT AND ENJOY OUR PARKLANDS AND SO THERE'S THAT, YOU KNOW, HOW MUCH, YOU KNOW, AND THEN WE HAVE ISSUES LIKE SEA LEVEL RISE AND WILDFIRE. I MEAN, WE HAVE SOME BIG TICKET ISSUES OUT THERE, AND SO HOW DO WE PRIORITIZE THOSE PROJECTS AND A STAFF? WE NEED TO BE ADDRESSING WILDFIRE. ABSOLUTELY. WE NEED TO BE PROTECTING HABITAT. WE NEED TO BE PROVIDING NEW TRAILS. WE NEED TO BE, AND IT'S YOU KNOW, SO THIS QUESTION OF HOW DO WE PRIORITIZE THAT AND PUT IT INTO A YOU KNOW, AN ACTIONABLE BUDGET FOR OUR BOARD AND FOR THE PAC TO RECOMMEND THAT, YOU KNOW, THIS IS THE PERCENTAGE OF YOUR PORTFOLIO THAT YOU REALLY SHOULD BE FOCUSING ON CLIMATE CHANGE AND SEA LEVEL RISE VERSUS EQUITABLE ACCESS. I MEAN, THAT'S ONE DIRECTION THAT THIS COULD GO. SO THAT WOULD BE KIND OF THE FINANCIAL COMPONENT OF IT AS WELL THERE, AND SO, SO THOSE ARE THOSE ARE KIND OF SOME OF THE BIG THINGS THAT THE CONSULTANT GROUP WOULD BE FOCUSED ON AS WELL AS YOU KNOW, MAKING IT VISUALLY ACCESSIBLE. I WAS TALKING TO WHETHER IT'S IGOR OR SOMEBODY EARLIER, JUST AND WE HAVE SO MUCH DATA.
