SO TODAY'S PRESENTATION WILL BE FOCUSED ON FOUR OF THOSE SWIM AREAS, SWIM FACILITIES.
STARTING WITH CONTRA LOMA, WHICH IS OUT IN ANTIOCH CULL CANYON DON CASTRO, AND ALSO ROBERT'S POOL.
ALL OF WHICH ARE OPEN CURRENTLY BESIDES CONTRA LOMA, WHICH WAS CLOSED DUE TO MAINTENANCE ISSUES.
AND JUST TO TOUCH ON REALLY QUICK PREVIOUSLY THOSE WERE ALL INCLUDED IN THE RECREATION AREAS UNIT.
AND THIS IS A MAP OF ALL THE PARKS THAT WERE IN THAT UNIT THAT I DID OVERSEE FOR THE LAST FEW YEARS.
COMMON THEMES FOR THAT UNIT WERE SWIM FACILITIES, ALL OF WHICH HAD A SWIM FACILITY, WHETHER IT WAS TEMESCAL LAKE OR A SWIMMING POOL OR AN ACTUAL CHLORINATED LAGOON.
KENNEDY GROVE AND SOBRANTE RIDGE WERE THE ONLY EXCEPTIONS TO THOSE.

WE HAVE THE GENERAL MANAGER, RICHARD TRUDEAU, OUT AT CONTRA LOMA DURING THE DEDICATION.

AS YOU MAY KNOW, CONTRA LOMA HAS A 80 ACRE FISHING RESERVOIR RIGHT ADJACENT TO THE SWIM LAGOON.
IT IS KIND OF BARRIERED BY A MAN MADE DOCK DIKE.
AND THAT SWIM FACILITY WAS BUILT IN ABOUT 2003.
IT TYPICALLY OPERATES APRIL THROUGH SEPTEMBER.
IT IS A CHLORINATED SWIM FACILITY WITH A SANDY BEACH.
AS YOU MAY KNOW, THE PLASTER FLOOR OF THAT LAGOON WAS RESEALED IN 2020, AND IT DID BEGIN TO FAIL WITHIN THE FIRST YEAR OF WORK. SO UNFORTUNATELY, THAT SWIM LAGOON WAS CLOSED 2020, 2023 AND ALSO 2024.
DESIGNS ARE IN THE WORKS AND THEY SHOULD BE PRESENTED TO THE FINANCE COMMITTEE IN JULY.
SO I'M EXCITED FOR YOU ALL TO GET THAT INFORMATION AND START MOVING FORWARD WITH THAT PROJECT.
HOPEFULLY OTHER MAINTENANCE ISSUES HAVE BEEN IDENTIFIED SINCE THE CLOSURE, INCLUDING A LEAK FROM THAT BACK DECK, THAT DIKE THAT I WAS SPEAKING ABOUT THAT DIVIDES THE LAGOON AND THE RESERVOIR THE EXPANSION JOINTS WERE ALSO EXPOSED CAULKING AROUND THE DECK.
AND THIS IS ALSO AN OPPORTUNITY TO REMOVE THE SAND FROM THE LAGOON, WHICH WILL AID IN FUTURE MAINTENANCE OF OKAY. ANYWAYS, SEVERAL OTHER MAINTENANCE ITEMS WERE DISCOVERED DURING THIS CLOSURE, SO IT'S A GREAT OPPORTUNITY TO LOOK AT THOSE AND PLAN FOR THOSE.
AND JUST HEADS UP THAT PARK STAFF IS CURRENTLY OPERATING AT BALANCING THE CHEMICALS.
THERE'S STILL MAINTENANCE TO BE DONE IN THAT AREA WHILE IT'S CLOSED.
THOSE WILL ADDRESS ALL THE MAINTENANCE ITEMS THAT I MENTIONED.

WE DID DO A FILTER MEDIA REPLACEMENT PROJECT IN 2023 WHICH DEFINITELY HELPED WITH THE EFFICIENCY OF THE FILTER, WHICH IS FILTERING ALL THE WATER THROUGHOUT THE DAY THROUGHOUT THE SEASON.
THIS PICTURE IN THE LOWER RIGHT IS A PICTURE OF ONE OF THE EMITTER OR THE SKIMMING BLOCKS.
YOU CAN SEE IT'S DILAPIDATED, IT'S MOVING.
SO THE EMITTER DOMES, WHICH ARE ABOVE, THERE ARE ALSO REALLY DILAPIDATED AND AGING.
AND SO THESE ARE THINGS THAT STAFF HAVE IDENTIFIED THAT COULD BE LOOKED AT VERY CLOSELY UPGRADED, AND IT WOULD BE A BETTER, MORE EFFICIENT SYSTEM OVERALL.

I DO WANT TO POINT OUT THERE'S NO POWER AT THE ENTRY KIOSK.
THERE IS A KIOSK SEPARATE AT THE SWIM FACILITY, AND THAT DOES HAVE POWER.
THERE'S NO MAJOR UPGRADES IN THE LAST 20 YEARS BESIDES A MEDIA REPLACEMENT PROJECT THAT WAS COMPLETED AT THE END OF 2023 AND SOME PUMP REPAIRS IN 2020 2010.

SO THE COMPLETE RENOVATION OF THE SWIMMING POOL WAS COMPLETED IN APRIL OF THIS YEAR.

SO WE DID A MASSIVE RECRUITMENT PROCESS IN FORMS OF JUST PHYSICAL TABLING, EMAILS, SOCIAL MEDIA, GETTING INTO THOSE SCHOOL DISTRICTS SPECIFICALLY WHICH GOT US BACK TO OUR PRE-PANDEMIC NUMBERS.
BUT WE SPENT PROBABLY THREE TIMES THE AMOUNT OF EFFORT TO DO THAT.
WE ALSO DID THEN UPGRADED OUR RECRUITMENT EFFORTS FOR OUR SECOND ACADEMY, WHICH WAS VERY HARD.
AND SO WE'RE GOING TO BE PROBABLY MOVING INTO A DIFFERENT TYPE OF RECRUITMENT, SPECIFICALLY MORE HOW WOULD YOU SAY IT? MORE BOOTS ON THE GROUND.
WE FOUND THAT THEY WERE HAVING A BETTER SUCCESS.

AND WE DID REACH OUT TO AMADOR VALLEY.

CURRENTLY THIS YEAR WE HAVE 15 FACILITIES, WHICH IS GOING TO BE THE TWO HIGH SCHOOLS, AMADOR VALLEY AND DEER VALLEY, ALONG WITH AMBROSE RECREATION AND PARK DISTRICT, CAMP ARROYO AND CROWN BEACH.
SOME OF THEM ARE SPECIFICALLY FULL SERVICES, WHICH IS CULL CANYON, AND DON CASTRO AND ROBERTS WERE OTHER ONES WERE JUST PROVIDING PROGRAMING OR RESERVATIONS NEEDS, SPECIFICALLY WITH CAMP ARROYO, WHATEVER THE TAYLOR FOUNDATION AND UCCR WANTS, WE PROVIDE THAT SUPPORT SO THAT OUR LIFEGUARD SERVICE IS STREAMLINED THROUGH THE TWO COUNTIES.
SO AGAIN, THAT'S KIND OF HOW WE MAKE SURE THAT WE ARE PROVIDING THAT LEVEL OF CONSISTENCY.

HERE AT THE REGIONAL PARKS, WE HAVE A RETENTION RATE OF 3.6 SEASONS.
SO WE'RE DOING QUITE WELL IN THAT REGARD.

SO THE IMMEDIATE CHALLENGE THAT WE HAVE IS WITH THE PANDEMIC, WE LOST A GOOD CHUNK OF YOUNG INDIVIDUALS IN THE JUNIOR GUARD PROGRAM JUST BECAUSE OF THE ISOLATION.
WE'RE WORKING HARD TO BRING THEM BACK.
THE BIGGEST CHALLENGE WE'RE SEEING RIGHT NOW IS THE MINIMUM QUALIFICATION TO PARTICIPATE IN THE JUNIOR GUARD PROGRAM, WHICH IS TO SWIM 25 YARDS AND DO A LITTLE BIT OF TREADING. WE FOUND THAT BECAUSE OUR JUNIOR GUARD PROGRAMS ARE AT BODIES OF WATER, NATURAL BODIES OF WATER, THAT YOU CAN'T SEE THE BOTTOM.
THAT'S BEEN A REAL TURNOFF FOR SOME OF OUR YOUNG YOUTH THAT ARE COMING IN.
SO THAT'S WHERE LAST YEAR WE PILOTED THE BAY ADVENTURE PROGRAM SPECIFICALLY TO PROVIDE CHILDREN THAT DON'T HAVE ANY ABILITY TO SWIM, THE OPPORTUNITY TO GET WATER SAFETY, EDUCATION, WATER SAFETY JUST AWARENESS AND COMFORTABILITY IN THE WATER, DOING ALL SORTS OF AQUATIC AND RECREATIONAL
