BOARD MATERIAL SAID THE MOVE TO EMPOWER WOULD SAVE PLAN MEMBERS OVER $200,000 A YEAR. AS PROOF, THEY SENT YOU A DOCUMENT COMPARING THE EXPENSES OF INDIVIDUAL FUND OPTIONS CURRENTLY BEING OFFERED BY EMPOWER TO THE FUND EXPENSES AND THE DISTRICT'S PREVIOUS CONTRACT WITH MISSION SQUARE. THE ONLY HONEST AND RELEVANT COMPARISON IS TO COMPARE THE PRICING AND EMPOWERS RFP FOR THE NEW CONTRACT TO THE PRICING CONTAINED IN MISSION SQUARE'S RFP FOR THE NEW CONTRACT. [00:10:02] THEY TRIED TO DISTRACT YOU BY SHOWING YOU A COMPARISON OF FUNDS EXPENSES OF INDIVIDUAL INVESTMENT OPTIONS, NOT A COMPARISON OF THE COST TO PARTICIPANTS. WE CAN PROVE THAT IF YOU COMPARE THE TOTAL COST TO PARTICIPANTS OF THE TWO RFPS, THE COST WOULD BE VIRTUALLY EQUAL, WITH NO CLEAR SAVINGS TO PARTICIPANTS. THEY REFUSE TO SHOW YOU THE TWO RFPS, WHICH IS THE ONLY WAY ANYONE CAN ACCURATELY COMPARE THESE COSTS. A THIRD VITAL ISSUE THEY WITHHELD FROM YOU IS THAT MISSION SQUARE SENT THE DISTRICT QUARTERLY REBATES EACH YEAR IN 2023. THOSE PAYMENTS RETURNED $101,286 TO THE DISTRICT. THIS REBATE ALONE CANCELS OUT MORE THAN HALF OF THE IMAGINARY $200,000 SAVINGS. IS THIS DISHONESTY OR GROSS INCOMPETENCE? FOR THE LAST 30 YEARS, WE HAD ONE MISSION SQUARE REPRESENTATIVE WHO KNEW AND TRUSTED, WHO WE KNEW AND TRUSTED AND WHO HANDLED ALL OF OUR ISSUES. NOW WE HAVE TO ENDURE A BUREAUCRATIC MAZE THAT REQUIRES COMPUTER ACCESS AND SKILLS THAT MANY OF OUR OLDER RETIREES DON'T HAVE. WHAT WILL YOU DO ABOUT THEM? AN EMPOWER REP TOLD ME THAT THEY'D AUTOMATICALLY CONTINUE SENDING MONTHLY REQUIRED MINIMUM DISTRIBUTION PAYMENTS THAT MISSION SQUARE PAID ME FOR YEARS. WHEN I ASKED HIM TO CHECK, HE FOUND EMPOWER HAD TERMINATED MY RMD PAYMENTS WITHOUT TELLING ME, WHICH PUTS ME IN AN IRS PENALTY SITUATION. THEY HAVEN'T PAID ME YET. THEY TOLD YOU THE PLAN MEMBERS RESPONSE TO THE CHANGES HAVE BEEN MOSTLY POSITIVE. RETIREES ARE HAVING SERIOUS PROBLEMS WITH EMPOWER. THEY VOTED UNANIMOUSLY TO SEND YOU THE LETTER OF PROTEST FROM THE RETIREES ASSOCIATION. NOT ONE MEMBER SAID THEY WERE SATISFIED WITH EMPOWER. MANY RETIREES REMOVED THEIR FUNDS FROM THE PLAN SINCE THIS MOVE BEGAN, THERE'S NO REASON NOT TO THINK THAT MANY OTHERS WILL FOLLOW SUIT. RETIREES OWN MOST OF THE PLAN FUNDS. THE DISTRICT WON'T TELL YOU HOW MANY RETIREES LEFT AND HOW MUCH PLAN MONEY THEY TOOK WITH THEM. U.S. PLAN FIDUCIARIES NEED TO KNOW ABOUT THIS PROBLEM. [INAUDIBLE] TIME. REDUCE I GOT. REDUCE PLAN FUNDS WILL INCREASE THE FEES EMPOWER WILL CHARGE REMAINING PLAN MEMBERS. AND THIS IS WHERE WE HAVE THIS HUGE PLUME OF FOREVER CHEMICALS, PFAS, PFAS. AND THERE IS AN EFFORT RIGHT NOW TO ASK THE LIVERMORE AIRPORT TO DO MORE SOIL TESTING IN REGARDS TO THIS CONTAMINANT. AND SO I DID LOOK AT MAPS OF SOME OF THE OTHER AIRPORTS, AND I DON'T THINK THEY'RE LOCATED NEAR, YOU KNOW, THE MAJOR, YOU KNOW, DRINKING WATER STORAGE AREA. THIS PROGRAM WILL TAKE PLACE OVER THAT SET PERIOD OF TIME, WITH A FORMAL REPORT AT THE END OF 2026. BUT REALLY, WHAT SERENDIPITOUS IN TERMS OF LAUNCHING THIS PROGRAM IS THAT WE HAVE AN OPPORTUNITY TO ALIGN IT WITH THE PARK DISTRICT'S 2ND CENTURY DISTRICT PLAN PROGRAM AND LEVERAGE THESE MEETINGS TO GATHER REGIONAL INPUT FROM MAYORS AND COUNTY SUPERVISORS ON THE 2ND CENTURY DISTRICT PLAN THROUGH A COORDINATED APPROACH. AND SO THIS FLOWCHART IS DESIGNED TO HELP US ALL UNDERSTAND AT A HIGH LEVEL, WHAT THE PROCESS IS GOING TO LOOK LIKE FOR STAFF IN SUPPORT OF THE BOARD OF DIRECTORS [01:50:03] IN THESE RELATIONSHIP BUILDING DISCUSSIONS. AND SO YOU KNOW, THERE'S JUST SO MANY DIFFERENT PARTNERS THAT AREN'T ON THIS LIST THAT COULD POTENTIALLY BE ON THE LIST. THERE'S SO MUCH TO TALK ABOUT. THEN WE HAD THE BOARD SITE VISIT THAT DIRECTOR ROSARIO MENTIONED OUT AT CARQUINEZ STRAIT. AND I REALLY WANT TO KIND OF JUST CALL OUT THE RESTORATION WORK THAT'S GOING ON OUT THERE AFTER THE FIRE THAT HAPPENED A FEW YEARS AGO. AND I TOOK THE OPPORTUNITY TO SPEAK TO THE CAPTAIN, THE FIRE CAPTAIN, ABOUT EXACTLY HOW THAT WAS FOUGHT AND HOW THAT DEVELOPED. AND IT WAS REALLY INTERESTING STORY ABOUT HOW WE HAD A STAFF MEMBER RIGHT AT THE POINT OF IGNITION WHEN IT HAPPENED. AND WE WERE ABLE TO MOBILIZE EQUIPMENT REALLY QUICKLY. AND THERE WAS JUST SO MUCH EXCITEMENT AND ENTHUSIASM AND REALLY ALL WE WERE DOING WAS PULLING WEEDS. BUT IT WAS FOCUSED WEED PULLING AND IT WAS FOR A GOOD CAUSE. IT'S LUZ GÓMEZ AND I GOT TO MEET HER. I HAD MET HER BRIEFLY AT THE EARTHFEST, BUT THEN I SAW HER AGAIN A COUPLE OF DAYS LATER. I WANT TO START WITH YESTERDAY AND THEN THE BEGINNING OF THIS REPORTING PERIOD APRIL 17TH, I ATTENDED MEETINGS OF THE MARSH CREEK WATERSHED COUNCIL ORGANIZATIONAL SESSIONS, AND I AM PART OF A BYLAWS SUBCOMMITTEE THAT AGAIN MET YESTERDAY AND MET ON THE 17TH OF APRIL. AND THE DISCUSSIONS ARE OF, AT THIS POINT, THE FUTURE GOVERNANCE OF A BRAND NEW WATERSHED COUNCIL FOR CONTRA COSTA COUNTY. AND THEY ARE PROPOSING A VERY INTERESTING ROLE IN SORT OF A PARENT ORGANIZATION OR IN THE NONPROFIT SECTOR OF A MEMBER OF A MEMBERSHIP NONPROFIT CORPORATION, AND THE PROPOSED MEMBER AGENCIES AS OVERSIGHT AGENCIES FOR THIS WATERSHED COUNCIL WOULD BE CONTRA COSTA COUNTY AND THE EAST BAY REGIONAL PARK DISTRICT, AS THE REGIONAL ORGANIZATIONS THAT ARE LARGE LAND HOLDERS OR INFLUENCERS IN THE MARSH CREEK WATERSHED. AND I'M GUESSING THAT OUR COUNCIL WILL WANT TO SEE THOSE PROPOSALS AND HAVE HAVE SOME INFLUENCE OVER THAT ROLE THAT THE PARK DISTRICT WOULD PLAY. THOUGH I AM VERY PROUD THAT IT IS BEING PROPOSED FOR THIS PARK DISTRICT AND REPRESENTING THE RESPECT AND REPUTATION OF THE PARK DISTRICT IN EASTERN CONTRA COSTA. ON THE 18TH I ATTENDED WELL, ACTUALLY, I WAS PRESENTING FOR THE ANTIOCH ROTARY CLUB AND SPOKE TO THE 90TH ANNIVERSARY AND THE 2ND CENTURY PLAN PROCESS. ALSO ON THE 18TH, I ATTENDED AN EVENT HONORING ANAMARIE AVILA FARIAS, WHO'S BASICALLY ASSEMBLY MEMBER ELECT TO REPLACE I'M SORRY, BUT I'M DISCOUNTING THE NOVEMBER ELECTION, BUT IT IS HIGHLY LIKELY THAT ANAMARIE WILL BE THE NEXT ASSEMBLY MEMBER IN TIM GRAYSON'S ASSEMBLY DISTRICT, REPRESENTING A LARGE PORTION OF CONTRA COSTA. AND SHE HAD AS HER GUEST, ROB RIVAS, THE NEWLY ELECTED SPEAKER OF THE CALIFORNIA STATE ASSEMBLY. AND I WAS ACTUALLY ABLE TO GET A FEW MINUTES WITH THE SPEAKER RIVAS, AND TALK ABOUT OUR INTEREST IN HAVING HIM CHAMPION A CLIMATE BOND MEASURE TO GET THROUGH THE ASSEMBLY AND HOPEFULLY ON THE BALLOT IN NOVEMBER. ON THE 19TH, I ATTENDED THE BOARD SITE VISIT TO THE CARQUINEZ SHORELINE AREAS. AND I'LL JUST ECHO THE REMARKS OF MY COLLEAGUES ON THE FASCINATING PRESENTATIONS MADE ALONG THE WAY BY OUR STAFF ON THE NORTHERN SHORELINE OF CONTRA COSTA IN WARD SEVEN. AND ON THE 20TH, I ALSO PULLED WEEDS, DIRECTOR BUT THIS, FOR MY PART, UP AT BIG BREAK ON THE DUNES. WE WERE WEEDING INVASIVE GRASS IN THE MORNING. IN THE AFTERNOON, I ATTENDED THE JOHN MUIR EARTH DAY, WHICH YOU ALSO MENTIONED DIRECTOR MERCURIO IN JOHN MUIR'S BACKYARD. IT'S AN ANNUAL EARTH DAY BIRTHDAY EVENT WITH MOST OF THE CONTRA COSTA ENVIRONMENTAL ORGANIZATIONS PARTICIPATING IN TABLING IN MUIR'S BACKYARD. ON THE 21ST YEAH, THERE WERE CONTRA COSTA, WEST CONTRA COSTA DEMOCRATIC CLUB, AND THE YOUNG DEMOCRATS OF CONTRA [02:45:06] COSTA HAD A PASTA FEED IN PINOLE. THAT WAS A GREAT JUST TO BE AMONG THOSE FOLKS. ON THE 26TH, I ATTENDED THE BOARD SURVEYS WORKSHOP. ON THE 27TH, I SORT OF WE SORT OF STARTED ON OUR WAY TOWARD TAHOE AND THE TRAILS AND GREENWAYS CONFERENCE AND STARTED AND STOPPED IN VALLEY SPRINGS FOR AN EVENT HONORING CONGRESSMAN GARAMENDI AT HIS RANCH UP IN VALLEY SPRINGS IN THE SIERRA FOOTHILLS. AND AFTER THAT, AFTER THAT, WE PROCEEDED UP TOWARD TAHOE. ON THE 29TH TO MAY 2ND, I DID ATTEND THE TRAILS AND GREENWAYS CONFERENCE UP AT EVERLINE RESORT IN WHAT USED TO BE SQUAW VALLEY. AND I, AGAIN, WILL ECHO MY COLLEAGUES ON SOME OF THE HIGHLIGHTS OF THAT CONFERENCE. I TOO, AS DIRECTOR WAESPI DESCRIBED, WERE VERY BOTH IMPRESSED AND TOOK A LOT OF PRIDE IN THE PRESENTATIONS BY BRIAN HOLT ON INCLUSION AND WELCOMING, INVITING ENVIRONMENTS IN PARK PLANNING AS HE DISCUSSED THE HISTORY OF THE PLANNING AND DEVELOPMENT OF THURGOOD MARSHALL REGIONAL PARK, HOME OF THE PORT CHICAGO 50, AND SEAN DOUGAN AND HIS TEAM PRESENTING ON THE BRIONES PILOT PROJECT TO A VERY ENGAGED ROOM STANDING ROOM ONLY CROWD AT THE CONFERENCE. HIGHLIGHTS ALSO FOR ME WERE THE PRESENTATIONS ON CURRENT TRAIL APPS, OF WHICH THERE ARE MANY AND TO VARYING USES AND USEFULNESS AND SUCCESS. AND THAT WAS VERY INFORMATIVE AS WAS A PRESENTATION BY MEMBERS OF RICHMOND'S URBAN TILTH ON THE RICHMOND GREENWAY PROJECT, ITS HISTORY AND DEVELOPMENT AND SUCCESS TO DATE. I ALSO WAS HAPPY TO SEE SCOTT [INAUDIBLE] BE RECOGNIZED BY THE CONFERENCE FOR HIS TRAIL ADVOCACY WORK WITH HIS AWARD. THE THERE WAS AN INTERESTING KEYNOTE SPEAKER FOR THE LUNCHEON ON WEDNESDAY FELLOW EARL HUNTER JR, WHICH I THINK MY COLLEAGUES WHO WERE THERE WILL RECALL. AND HIS ORGANIZATION IS BLACK FOLKS CAMP TOO. AND THE WAS SPEAKING TO HOW HIS ORGANIZATION IS BEING IS PARTNERING WITH LAND MANAGERS TO CHAMPION INCLUSIVENESS. AND I GOT TO SPEND ABOUT 10 TO 15 MINUTES WITH ARMANDO QUINTERO, THE DIRECTOR OF STATE PARKS, AS THEY WERE THE HOST OF THE CONFERENCE. AND I MANAGED TO GRAB HIM AS HE WAS WANDERING THE HALLWAYS AND TALKED ABOUT VARIOUS STATE PARK INTERESTS THAT ARE IMPACTING WARD SEVEN. THE OTHER MATTERS. LET ME SEE. I HAVE A COUPLE MORE. ALWAYS VERY IT WAS IN PERSON BOARD MEETING THIS TIME AND VERY REALLY GOOD TO MEET THE OTHER BOARD MEMBERS ON THE FOUNDATION IN PERSON AND JUST TALK A LITTLE BIT MORE ABOUT KIND OF THEIR THINKING AND WHERE THEY'RE HEADED AND, YOU KNOW, DIFFERENT WAYS THAT WE CAN PARTNER.
