I JUST WANTED TO GIVE AN INTRODUCTION WHILE THE PRESENTERS ARE COMING UP, AND JUST TO PROVIDE SOME CONTEXT ABOUT THIS ITEM IS THIS IS PART OF THE WORK PLAN, THE ANNUAL WORK PLAN TO GET AN UPDATE FROM THE INTERPRETATION AND RECREATION DEPARTMENT, AND SO TODAY WE HAVE KEVIN DAMSTRA.

SO HE'LL BE PRESENTING AND IT'S JUST AN INFORMATIONAL ITEM, BUT WE'RE SO LOOKING FORWARD TO THIS BECAUSE THIS PRESENTATION, I THINK, REALLY IS A GREAT EXAMPLE OF CONNECTING THE BOARD'S PRIORITIES AND SORT OF WHAT THEY'RE ACTUALIZED IN THE FIELD AND WITH THE COMMUNITY THAT WE SERVE. I AM THE SOUTHEAST WORK GROUP REGIONAL INTERPRETIVE AND RECREATION SERVICES MANAGER.

THE SOUTHEAST WORK GROUP CURRENTLY OVERSEES SIX OF OUR WORK GROUPS.

THE SOUTHEAST INTERPRETIVE SECTOR CURRENTLY OVERSEES SIX DIFFERENT WORK GROUPS.

INDICATED ON THIS MAP IS THE NORTHEAST, DELTA, SOUTHEAST, AND DEL VALLE WORK GROUPS.

AS WELL AS THE SOUTHWEST WORKGROUP, WHICH INCLUDES ARDENWOOD HISTORIC FARM AND THE VOLUNTEER AND COMMUNITY SERVICES WORKGROUP, WHICH IS OUR PARKS, TRANSPORTATION AND VOLUNTEER SERVICES.

THESE WORKGROUPS OVERSEE 11 LARGE PROGRAMMATIC AREAS, INCLUDING THE PROGRAMS THAT ARE DONE AT THE VISITOR CENTERS, AS WELL AS LARGER PROJECTS AND PROGRAMS SUCH AS THE VASCO CAVES TOURS, THE THURGOOD MARSHALL REGIONAL PARK PUBLIC ACCESS TOURS, A PARTNERSHIP WITH PEOPLE WHO CARE, WHICH IS A LONGITUDINAL AND DEEP ENGAGEMENT PROGRAM, AS WELL AS THE SECOND MOBILE VISITOR CENTER BASED OUT OF SHADOW CLIFFS, AND ALL OF THE DIFFERENT VOLUNTEER PROJECTS THAT HAPPEN ACROSS THE PARK DISTRICT.

THESE ARE CONDUCTED BY 39 PERMANENT STAFF MEMBERS AND APPROXIMATELY 25 SEASONAL STAFF, AND THESE STAFF ARE A CRITICAL LINK BETWEEN THE PUBLIC AND OUR PARK RESOURCES. THEY'RE CONTINUALLY MAINTAINING HIGH LEVELS OF PUBLIC SERVICE WHILE SIMULTANEOUSLY PILOTING NEW INITIATIVES TO, AND BUILDING STRONGER RELATIONSHIPS WITH INTERNAL AND EXTERNAL PARTNERS.

OUR STAFF IS CONTINUING TO GROW AND TO CHANGE, ALLOWING THIS TEAM TO BUILD STABILITY WHILE ALSO BRINGING IN NEW IDEAS AND EXPERIENCE FROM OUTSIDE THE PARK DISTRICT, AND MY SLIDE IS NOT MOVING FORWARD.

VERY QUICKLY, I WOULD LIKE TO GO THROUGH SOME OF THE DIFFERENT STAFF THAT WE HAVE AT OUR PARKS.

AT ARDENWOOD HISTORIC FARM, OUR STAFF HAS REMAINED FAIRLY CONSISTENT.

THERE ARE THREE DIFFERENT CURRENT VACANCIES RIGHT NOW.

THOSE ARE OUR GARDENER POSITION, ONE OF OUR FARMER II POSITIONS, AND OUR SUPERVISING NATURALIST POSITION IS CURRENTLY VACANT.

THOUGH WE DO HAVE SOMEBODY MOVING INTO THAT ROLE WHO WILL BEGIN NEXT WEEK.

SO WE WILL BE UPDATING THE BOARD ON THOSE POSITIONAL CHANGES HERE SOON.

BIG BREAK STAFF DOES REMAIN CONSTANT AND HAS MAINTAINED THEIR PROGRAMING THROUGHOUT THE THROUGHOUT THIS PAST YEAR.

OUR BLACK DIAMOND MINE STAFF.

OUR BLACK DIAMOND MINE STAFF, THIS SLIDE SAYS BIG BREAK THIS.

BLACK DIAMOND MINE STAFF HAS A NEW POSITION.

THIS IS ED TAYLOR AS OUR NATURALIST AIDE, WHO WILL BE WORKING UNDERGROUND IN THE GREAT HOUSE VISITOR CENTER AND ASSISTING WITH PROGRAMING, AND WE DO CURRENTLY HAVE A VACANCY AS A NATURALIST OUT THERE AS WELL.

DEL VALLE STAFF HAS ADDED JOSH [INAUDIBLE], OR ARMOSINO, MY APOLOGIES, AS OUR NEWEST NATURALIST, THIS IS THE SECOND NATURALIST POSITION THAT WAS ADDED IN 2023.

SO THAT'S THAT.

INTERPRETIVE PROGRAM STAFF HAS DOUBLED IN SIZE FROM JUST HAVING ONE NATURALIST TO HAVING TWO, AND THE SUNOL INTERPRETIVE STAFF HAS ALSO REMAINED FAIRLY CONSTANT.

SUPERVISING NATURALIST ASHLEY HOUTS IS OUT ON LONG LEAVE RIGHT NOW, WITH ACTING SUPERVISING NATURALIST NATALIE HURTADO CONTINUING IN THAT ROLE THROUGH AUGUST, WE BELIEVE.

COMMUNITY SERVICES AND VOLUNTEERS CURRENTLY ENCOMPASSES BOTH THE VOLUNTEER PROGRAM AND THE PARKS TRANSPORTATION PROGRAM . IN THE VOLUNTEER SERVICES PROGRAM, JESSICA SLOAN, WHO WAS MENTIONED EARLIER FOR THE WORK FOR EARTH DAY, IS OUR CURRENT ONLY SUPERVISOR. THOSE POSITIONS THAT SHE OVERSEES INCLUDE TWO RECREATION ASSISTANTS THAT HELP OUT WITH OUR VOLUNTEER PROGRAMING, AS WELL AS THE ENTIRE PARKS TRANSPORTATION DEPARTMENT, WHICH HANDLES ALL BUSSES FOR SCHOOLS, PUBLIC PROGRAMS AND OTHER NEEDS THAT THE PARK DISTRICT HAS.

THE STAFF THOSE 39 PERMANENT POSITIONS AND 25 SEASONAL POSITIONS CONTINUE TO PROVIDE THOSE IMPACTFUL PROGRAMS ACROSS THE ENTIRE PARK DISTRICT.

THESE PROGRAMS HELP TO BUILD AN ENVIRONMENTALLY AND HISTORICALLY LITERATE POPULATION.

THIS INCLUDES STUDENTS AS WELL AS MEMBERS OF THE PUBLIC.

IN ADDITION, THESE INTERPRETIVE PROGRAMS HELP TO SUPPORT DISTRICT INITIATIVES LIKE THE 30 BY 30 PROGRAMING THROUGH EDUCATION AND COMMUNITY SERVICE WORK LIKE OUR VOLUNTEER PROJECTS.

IN 2023, WE SERVED OVER 1500 CLASSES, REACHING OVER 44,000 STUDENTS BOTH IN-PERSON AND VIRTUALLY.

THE VAST MAJORITY OF THOSE WERE IN-PERSON.

IN OUR PARKS, OVER 228,000 PEOPLE ATTENDED OUR PUBLIC PROGRAMS. OUR VOLUNTEER SERVICES DEPARTMENT HELD OVER 100 DISTINCT VOLUNTEER PROGRAMS. THESE ARE THINGS LIKE THE RECURRING WEED PULLING PROGRAMS OR CLEAN-UP EVENTS THAT HAPPENED AT DIFFERENT PARKS.

THOSE INDIVIDUAL TYPES OF PROGRAMS OCCURRED OVER 1200 TIMES FOR NEARLY 4000 VOLUNTEERS, VOLUNTEERING OVER 20,000 HOURS. PARKS TRANSPORTATION PROVIDED BUSSES FOR 184 PROGRAMS IN 2023.

EACH ONE OF THOSE PROGRAMS FOR SCHOOLS MAY HAVE HAD UP TO FIVE CLASSES COMING ON IT, WHICH COULD BE AS MANY AS THREE BUSSES PER PROGRAM.

SOME HIGHLIGHTS FROM 2023 FOR THE SOUTHEAST UNIT INCLUDE THE THURGOOD MARSHALL PUBLIC ACCESS PROGRAMING AND THE PEOPLE WHO CARE PARTNERSHIP.

PEOPLE WHO CARE IS A LOCAL NONPROFIT LOCATED IN PITTSBURG, CALIFORNIA, THAT WE HAVE DEVELOPED A LONGITUDINAL AND DEEP ENGAGEMENT PROGRAM WITH AND BUILT OUT A YOUTH DEVELOPMENT PROGRAM, AS WELL AS SUPPORTED THEIR EFFORTS IN OTHER TYPES OF PROGRAMS THROUGHOUT THAT COMMUNITY.

AT BIG BREAK, OUR ALL ABILITIES DAY HOSTED ITS SIXTH YEAR OF THE ALL ABILITIES DAY PROGRAMING, WELCOMING PEOPLE OF ALL DIFFERENT.

ALL DIFFERENT, ALL ABILITIES, ALL DIFFERENT ABILITIES TO THE PARK TO BE ABLE TO ENGAGE WITH THE PARK IN THIS.

IN A VERY DELIBERATE WAY THAT MATCHES UP WITH OUR DEI INITIATIVES.

ON A MORE OPERATIONAL SIDE AT THE BEGINNING OF 2023.

AS YOU ALL KNOW, WE WERE IMPACTED HEAVILY BY THE HEAVY RAINS AND STORM DAMAGE, AND YOU'LL BE HEARING MORE ABOUT ABOUT THAT LATER.

AT ARDENWOOD AND DEL VALLE, WE HAD A LOT OF RECOVERY WORK ON OUR INTERPRETIVE FACILITIES TO DO.

ARDENWOOD LOST OVER 98 TREES THAT NEEDED TO BE CUT DOWN, NEEDED TO BE REMOVED FROM THAT AREA, AND DEL VALLE IN THE IN ADDITION TO ALL OF THE STORM DAMAGE THAT HAPPENED THROUGH THE PARK, THE NEW VISITOR CENTER WAS ALSO FLOODED, THOUGH SIGNIFICANTLY LESS THAN SOME OF THE OTHER BUILDINGS.

THERE HAS BEEN REPAIR WORK THAT HAS BEEN DONE TO THAT AND TO THE EXHIBITS TO BE ABLE TO GET US BACK INTO THE VISITOR CENTER BY THE SUMMER F OCUS IS OUR GOAL, AND THAT WORK CONTINUES.

CURRENTLY, OUR VOLUNTEER PROGRAM SUPERVISOR CONTRACTS WITH FIVE BUS COMPANIES AND 12 UNIFIED SCHOOL DISTRICTS FOR OUR PARKS TRANSPORTATION PROGRAM.

IN 2024, AS WE LOOK TO TRY TO SPLIT THIS POSITION, OR AS WE HAVE SPLIT THIS POSITION, WE HAVE CREATED A NEW VOLUNTEER SUPERVISOR TO OVERSEE PARKS TRANSPORTATION.

THE NEW POSITION WILL ALLOW THE WORKGROUP TO FOCUS ON EXPANDING OUR BUS SERVICES, AND TO PURSUE POTENTIAL ALTERNATIVES TO HELP TO ADDRESS THE PARK ACCESS NEEDS THAT WE KNOW EXIST.

IT WILL ALSO REMOVE THESE DUTIES FROM THE VOLUNTEER SERVICES SUPERVISOR, ALLOWING THAT POSITION TO FOCUS ON INCREASING OUR VOLUNTEER PROGRAMS AND OPPORTUNITIES ACROSS THE PARK DISTRICT.

THIS WILL ALLOW THAT VOLUNTEER SUPERVISOR TO BETTER SUPPORT OUR PARK OPERATIONS AND STEWARDSHIP DEPARTMENTS, AS WELL AS OTHERS IN VOLUNTEER PROJECTS THAT ARE GROWING AND DIVERSIFYING.

THE IDEA OF JUST HAVING VOLUNTEERS COME OUT TO DO A CLEANUP AT OUR BEACHES IS STILL ONE OF THE MAJOR VOLUNTEER PROJECTS THAT WE HAVE, BUT IS NOW ALSO BEING PARTNERED AND COUPLED WITH THINGS LIKE THE BRIONES PILOT PROJECT AND ALL SORTS OF OTHER MORE IN-DEPTH AND EVEN HIGHER SKILLED VOLUNTEER PROJECTS THAT CONTINUE TO GROW AND EXPAND.

THIS STAFF CONTINUES TO BE A CRITICAL LINK BETWEEN THE PUBLIC AND OUR PARK RESOURCES.

THE ADDITION OF THIS NEW POSITION WILL HAVE AN EXPONENTIALLY LARGE, LARGER IMPACT ON OUR SERVICE LEVELS.

THROUGH ITS DIRECT WORKLOAD OF ADDRESSING THE PARK'S TRANSPORTATION NEEDS, AND ALSO THROUGH THE INCREASED CAPACITY OF OTHER STAFF WITHIN VOLUNTEER SERVICES, PARK OPERATIONS, STEWARDSHIP, AND BEYOND.

DURING 2024, WE ARE FOCUSING OUR EFFORTS ON INTERNAL AND EXTERNAL SUPPORT FOR SERVICES.

WE KNOW THAT OUR STAFF DOES GREAT THINGS, AND IT'S OUR GOAL TO GIVE THEM THE TOOLS TO DO THIS WORK IN A HOLISTIC, COLLABORATIVE AND SUPPORTIVE WAY.

CURRENTLY WE WERE HERE LAST MONTH AND WE GAVE YOU AN UPDATE ON OUR THE RESTRUCTURING.

SO AS THIS IS PROBABLY ONE OF THE LAST ONES WHERE WE'LL SORT OF FOLLOW THE OLD PROCESS AND THEN MOVING FORWARD, YOU MAY SEE A COUPLE UNIT MANAGERS AS WE'RE SORT OF SHIFTING AROUND, BUT I DID JUST WANT TO GIVE A QUICK INTRODUCTION TO JUST SAY THAT WHILE DAVE HAS SEVERAL PARKS IN HIS UNIT THAT ALL HAVE LOTS GOING ON WE'RE FOCUSING TODAY ON GIVING AN UPDATE ABOUT DEL VALLE, IN PARTICULAR, BECAUSE WE WERE THERE AT THE BOARD SITE TOUR LAST YEAR.

SO. AN OVERVIEW, I WANTED TO TALK ABOUT ATTENDANCE TOTALS, STORM DAMAGE, STORM DAMAGE, REMEDIATION, THE CAMPGROUND UPDATE, THE WEST SIDE RESTROOM, COMPLETION OF THE THAT PROJECT, AND THE CONCESSIONAIRE UPDATE.

SO I WANTED TO GIVE A SLIDE ON THE NUMBERS COMPARING 2022 AND 2023.

AS YOU CAN SEE FROM THE STORMS IN LATE 2022, DECEMBER 31ST, WITH THE FLOODING STARTING, WE WERE ACTUALLY CLOSED FOR A GOOD THREE MONTHS BECAUSE OF FLOODING AND ALSO THE DEBRIS THAT WE HAD COME DOWN AND SUCCUMBED TO THAT WE HAD TO CLEAN UP BEFORE WE COULD MAKE IT SAFE FOR THE PUBLIC.

SO I JUST WANTED TO SHOW THAT YOU COULD SEE THE NUMBERS DECLINED EARLY ON IN JANUARY, FEBRUARY, MARCH IN MARCH, WE HAD OPENING AND CLOSING BECAUSE THERE'S A POTENTIAL OF FLOODING AGAIN.

MOVING INTO INTO APRIL, WE STARTED OPENING THINGS UP AGAIN AND THEN GOING INTO SUMMER FOCUS.

ONCE WE DID THE INITIAL CLEANUP, GETTING MOST OF THE PARK READY TO GO, MEANING OTHER THAN THE CAMPGROUND.

THE MAIN BODY OF THE PARK WATER QUALITY WAS IN OUR FAVOR THIS YEAR, OR LAST YEAR, EXCUSE ME, AND WE DIDN'T HAVE A PROBLEM WITH BLUE GREEN ALGAE AS WE HAD IN YEARS PAST. SO IT OPENED UP OPPORTUNITY FOR THE PUBLIC TO ACTUALLY RECREATE IN THE PARK FOR SWIMMING AND BOATING.

SO HERE'S A PICTURES OF SOME OF THE DAMAGE THAT WE'VE ENCOUNTERED.

DECEMBER 31ST, AS I SAID EARLIER, 2022 STORMS BROUGHT HIGH PRECIPITATION CAUSING CAUSING THE LAKE TO FLOOD. IT HASN'T FLOODED IN THE PARK FOR OVER 40 YEARS.

WE GOT UP TO 721FT, WHICH TYPICAL DURING WINTER.

WE'RE USUALLY AT 690 TO 680FT ELEVATION.

SO DURING THE WINTER AND EVEN NORMAL SUMMER, OPERATIONS WERE AT 703 ELEVATIONS.

SO WE'RE REALLY EVEN ABOVE OUR SUMMER FOCUS, AND HIGH WATERS BROUGHT DOWN A LOT OF THE RAIN AND PRECIPITATION BROUGHT DOWN A LOT OF DEBRIS AND AND SLASH I DON'T KNOW IF YOU GUYS REMEMBER, IN 2022, WE HAD THE SCU LIGHTNING COMPLEX.

THE WINTER OF 2020 AND 2021, THEY'RE FAIRLY LIGHT AS FAR AS PRECIPITATION GOES, LIKE A NORMAL YEAR WHERE WE ANTICIPATED A LOT OF THIS DEBRIS GETTING WASHED DOWN INTO THE LAKE AND THE SURROUNDING THE CAMPGROUND AS WELL, AND IT DIDN'T HAPPEN.

SO LATE 2022 WHEN WE HIT THESE PRECIPITATION, THE RAIN EVENTS AND THEY CARRIED ON THROUGHOUT THE WINTER.

ALL THIS DEBRIS WASHED DOWN, WHETHER IT WAS ASH.

IF YOU LOOK AT SOME OF THIS DEBRIS, YOU SEE THE BURN SCARRING ON THE TREES THAT CAME DOWN.

SO ALL THIS MATERIAL THAT WE'RE EXPECTING IN 2020-2021 NEVER CAME DOWN UNTIL 2022-2023, CAUSING ALL THE SILT AND DEBRIS COMING DOWN.

I THIS IS A SHOT.

I WANTED TO DO A COMPARISON BETWEEN THAT LAST SLIDE, WHICH IF YOU LOOK AT THE ARROW THERE ON THE LEFT PICTURE THERE, YOU COULD SEE THAT 'S THE TOP OF THE BUILDING AT OAK POINT.

THIS IS WHAT THE BUILDING LOOKS LIKE TODAY.

SAME BUILDING, AND IT HAD EXTENSIVE DAMAGE.

THE ROOF WAS WIPED OUT DUE TO THE FLOODING.

THE PARKING LOT TO THE RIGHT WAS THE MARINA PARKING LOT, AND THAT PICTURE THAT YOU SAW THE SLIDE BEFORE, IT WAS JUST COVERED WITH THAT DEBRIS I WAS TALKING ABOUT THAT WASHED DOWN FROM THE SURROUNDING AREA.

SO STAFF WAS VERY COMPREHENSIVE, AND CLEANING THIS UP, TRYING TO GET THIS OPENED UP AS FAST AS WE CAN WITH WITH WHAT WE HAD, AND IT WAS A BIG IMPACT ON, YOU KNOW, OUR BOATING AND OUR RECREATION.

SO, IT WAS A GROUP EFFORT THERE.

SO AGAIN, HERE'S THE MARINA.

THE MARINA SUFFERED EXTENSIVE DAMAGE.

THE SLIDE ON THE LEFT THERE.

THAT'S THE MARINA STORE.

WATER WAS ABOUT SIX FEET INSIDE THAT BUILDING WHICH CAUSED IT UNUSABLE TO WHERE WE HAD TO REMOVE THAT AS WELL AS THE [INAUDIBLE] DOCKS, WHICH YOU SEE TO THE RIGHT, AND IT COMPLETELY DESTROYED THEM WITH THE WITH THE FLOODS THAT WE HAD AND THIS IS WHAT IT LOOKS LIKE TODAY.

I THINK THE LAST TIME YOU GUYS WERE OUT.

LOOKED LIKE THE LAST PICTURE WHERE THE ARE FREE FLOATING.

THE BOATHOUSE IS ACTUALLY SPINNING IN A CIRCLE.

IT'S STILL ATTACHED TO SOME OF THE CABLING.

IT WAS A MESS. SO THANKS TO MAST, OUR PARK STAFF AND AND CONTRACTORS, WE WERE ABLE TO DO SOME OF THIS REMEDIAL WORK.

SO AGAIN, TALKING ABOUT THE DEBRIS THAT WASHED DOWN, PARK STAFF, IN THE EAST SIDE ALONE, WE HAD ROUGHLY ABOUT 40 DISTRICT STAFF WORKING ON REMOVING THE SILT AND DEBRIS, AS WELL AS CUTTING UP TREES AND CLEANING UP THE PARKING LOTS.

REMOVING THAT, WE HAD TWO CIVICORPS CREWS AS WELL, ASSISTING WITH THIS CLEANUP THROUGHOUT THE PARK AND MULTIPLE CONTRACTORS, AS WELL AS OUR MAST DEPARTMENT, WHICH INCLUDED WATER UTILITIES, OUR ROADS AND TRAILS DIVISION, AND OUR CARPENTRY WHETHER IT'S THE PLUMBERS, ELECTRICIANS AND CARPENTERS ALL HELPED US OUT WITH GETTING THIS WORK DONE, AS WELL AS DOING CONTRACTS FOR THE ROOFING OR ROOF REPAIRS FOR THE BUILDINGS.

WE REMOVED OVER 426 TONS OF MATERIAL FROM JUST THE EAST SIDE ALONE BETWEEN SILT.

THE BUILDING REMOVALS, AS WELL AS TREE DEBRIS AND SUCH.

SO I KIND OF BROKE THIS INTO TWO DIFFERENT AREAS.

ONE WAS THE PARK, THE COMMON AREA WHERE THE PUBLIC USE, AND NOW GOING INTO THE CAMPGROUND THE CAMPGROUND WAS HEAVILY SILTED MAINLY THE LOWER PHASE TWO, WHICH IS CLOSEST TO THE CREEK OR THE INLET INTO THE LAKE, AND WE HAD IN SOME AREAS UP TO A FOOT OF SILT IN SOME OF OUR CAMPING AREAS.

INITIALLY WE HAD ROADS AND TRAILS GO THROUGH THERE TO DEFINE THE ROADS SO WE CAN GET IN THERE AND ASSESS THINGS.

SO THANKS TO ROADS AND TRAILS, THEY CAME IN THERE, CLEARED OUT THE ROADS, REMOVED ALL THE SILT, AND WE WERE ABLE TO ASSESS THINGS AND WORK WITH THE CONTRACTOR TO FINISH THE REMEDIAL WORK, WHICH IS THEY WENT INTO EACH CAMPGROUND AND EACH PHASE OF THE CAMPGROUND, EXCUSE ME, LOWER PHASE TWO OF THE CAMPGROUND AND REMOVING OF THE SILT.

LIKE I SAID, IT'S UP TO LIKE 2 TO 12 INCHES OF SILT.

THEY REMOVED 1850 TONS OF SILT IN OCTOBER AND NOVEMBER OF LATE 2023.

EXCUSE ME. AT THAT POINT, WE ONLY HAD 25% OF THE CAMPGROUND OPEN.

WE STILL, EVEN THOUGH THEY REMOVED THE SILT, WE STILL HAD TO DO SOME DRAINAGE REPAIR AS WELL AS CULVERTS, WHICH I'LL SHOW YOU SOME SLIDES OF THAT NEXT AND LOWER PHASE THREE, WHICH IS THE CONNECTOR TO THE UPPER PHASE FOUR CAMPGROUND.

WE HAVE TWO FORD CROSSINGS, WHICH WERE DAMAGED.

HERE'S THE FORD CROSSING ON THE LEFT THERE.

THAT WAS THE ACCESS POINT WHERE IT CROSSES OVER THE CREEK FROM THE UPPER PHASE OF THE PARK, THE CAMPGROUND GOING INTO THE LOWER HALF OF THE CAMPGROUND GOING TOWARDS THE SOUTH END OF THE PARK, AND THE ROAD HAD ERODED OR THE ASPHALT FAILED TO, WHERE WE HAD TO GET A CREW IN THERE AND DO SOME OF THE WORK AND REPAIR THAT.

THIS IS SOME OF THE SHOTS THAT WE HAD TO DEAL WITH.

THE CULVERTS AND THE CAMPGROUND WERE PLUGGED UP AS WELL AS OTHER AREAS OF THE PARK CAUSING HEAVILY ERODED AREAS.

WE LOST SOME SOME OF OUR CAMPSITES, WHICH WERE PROBABLY NOT GOING TO BE ABLE TO BRING BACK, AND THEN ALSO WITH THE FLOODING THAT WE HAD, WE HAD EXTENSIVE EROSION THROUGHOUT.

WE LOST RETENTION PONDS FOR CATTLE AS WELL AS SOME STABILITY ISSUES WITH SOME OF OUR TRAILS, WHICH WE'RE STILL WORKING ON THAT TODAY. CAN I ASK A QUICK QUESTION WITH REGARD TO THE CAMPGROUND AREA, DOES IT HAVE A SPECIFIC NAME, THE ONE THAT WAS HIT ON THIS? I WOULD LOVE FOR IT TO HAVE SPECIFIC NAMES.

WHEN DEL VALLE WAS I'M JUST TRYING TO FIGURE OUT IN MY HEAD EXACTLY WHERE IT WAS.

WHEN DEL VALLE WAS DEVELOPED, IT WAS DEVELOPED IN FOUR STAGES.

FOUR STAGES. THE FIRST STAGE, MEANING THE MAIN BODY OF THE PARK, THE DAY USE AREA.

THE SECOND STAGE OF THE DEVELOPMENT IS THE CAMPGROUND.

SO UPPER PHASE TWO IS THE UPPER PART OF THE CAMPGROUND WHERE THE CAMP STORE IS.

LOWER PHASE TWO, WHICH WAS THE NEXT PART OF THE DEVELOPMENT, WHICH IS BELOW THAT WHERE THE CAMP STORE IS, AND THEN LOWER PHASE THREE, WHICH WAS THE NEXT PHASE, WHICH WAS TOWARDS THE SOUTH END OF THE CAMPGROUND, WHICH DROPS DOWN FROM THE UPPER PHASE TWO AND THEN PHASE FOUR, WHICH IS ABOVE PHASE THREE.

SO IT WAS ALL A DEVELOPMENT PROCESS, AND I'VE BEEN HERE FOR 28 YEARS, AND THAT'S HOW WE'VE ALWAYS LABELED THEM.

I WOULD LOVE TO CHANGE THAT TO WHERE WE ACTUALLY HAVE NAMES DEFINING EACH AREA, BUT LET'S WORK ON THAT.

I WOULD LOVE TO WORK ON THAT.

SO MOVING FORWARD WITH THE CLEANUP AS WELL AS REPAIRS THAT WE HAD TO DO IN ORDER TO OPEN UP THE CAMPGROUND. WE HAD TO GO THROUGH A PROCESS TO HAVE THE ROAD REPAIRED, WHICH OUR ROADS AND TRAILS WERE ON IT, AND THEY THEY MADE THE CONNECTOR FROM PHASE THREE, THE FORD CROSSING AGAIN, AS WELL AS SOME OF THE CULVERT REPAIRS THAT THEY DID.

YOU CAN SEE SOME OF THEIR NICE WORK WITH THE BUILDING, THE HEAD WALLS WITH THE RIPRAP AS WELL AS THEY HAD TO REMOVE.

I CAN'T RECALL THE NUMBER OF SILT THAT WE REMOVED OUT OF THERE, BUT THIS AREA WHERE YOU SEE THE WATER STANDING THERE WAS ABOUT SIX FEET OF SILT.

SO THEY REMOVED ALL THAT, REBUILT THE BANKS AND SEEDED AND DID EROSION CONTROL.

SO I JUST WANTED TO HIGHLIGHT SOME OF THE WORK THEY DID IN THE CAMPGROUND, AS WELL AS OUR STEWARDSHIP DEPARTMENT TO HELP US GET THIS PROCESS GOING.

SO IT WAS A GROUP EFFORT AND I APPRECIATE ALL THE WORK THEY DID.

I ALSO WANTED TO POINT OUT THE DURING THE CLEANUP THAT WE'RE DOING THERE.

WE ALSO HAD THIS PROJECT GOING ON, WHICH WAS THE VISITOR CENTER RESTROOM.

EXCUSE ME. YEAH, THE VISITOR CENTERS.

I DON'T KNOW IF YOU REMEMBER THE RESTROOMS THERE, WHICH WE HAVE A LOT OF THESE STRUCTURES STILL IN EXISTENCE.

THEY'RE THE OLD WOODEN OPEN AIR RESTROOMS THAT WE HAD, FIVE STALLS FOR THE MEN, FIVE FOR THE WOMEN.

THEY REMOVED ALL THOSE BUILDINGS.

WE WENT TO A BRICK AND MORTAR STYLE UNISEX BUILDING, WHICH IT PROVIDES ADA ACCESS, WHICH WE HAVE FOR ADA RESTROOMS IN THIS TEN COMPLEX RESTROOM, AND WE WERE ABLE TO OPEN IT UP THIS YEAR, AND WE DIDN'T SEE ANY LINES FORMING OUTSIDE THERE WAS GREAT.

I THINK IT WAS A GOOD DESIGN FROM OUR DECO DEPARTMENT, BRINGING THIS DESIGN FOR US AND WORKING THIS AREA IN A WAY FOR FUTURE FOOTPRINT FOR OTHER ITEMS, HOPEFULLY A VISITOR CENTER ADDITION FOR EDUCATION BUT THAT'S MORE TO COME ON THAT, BUT I WANTED TO SHOW THE FINISHED PRODUCT THAT WE HAVE MOVING FORWARD INTO THE,

OUR RENTAL OR OUR RESERVABLES THE DOCKS, THEY RELIED HEAVILY ON THE DOCKS BECAUSE THEY RENTED THE BOATS FOR THE PUBLIC TO USE.

DURING THIS PROCESS, WORKING WITH BUSINESS SERVICES, THE CONCESSIONAIRE AND CHIEF CASTILE, WE WORKED OUT A WAY TO GET A DOCK SYSTEM THAT WAS TEMPORARY GOING THROUGH THE STATE TO GET THE APPROVAL AS WELL AS DWR TO HAVE THIS THIS TEMPORARY DOCK SOLUTION FOR THEM TO ALLOW RECREATIONAL BOATING FOR RENTAL, ANOTHER AMENITY FOR US TO PROVIDE TO OUR PUBLIC.

PART OF IT, TOO, WAS THEIR BUILDING THEIR MARINA BUILDING.

I DON'T KNOW IF YOU REMEMBER THE PICTURE, BUT IT WAS UNDERWATER AND WE HAD TO BASICALLY DEMO' THAT.

SO THIS IS WHAT IT LOOKS LIKE TODAY.

THEY'RE ABOUT 50% CAPACITY OF THE RENTAL, WHICH IS NOT VERY, YOU KNOW, IT'S NOT GREAT, BUT, YOU KNOW, AT LEAST IT'S SOMETHING THAT WE CAN DO.

WE'RE STILL WORKING OUT WAYS TO ADD MORE BOATS FOR RENTAL.

SO WE LOOKED AT WHERE WE HAD THESE CAMPSITES, BRINGING THEM FORWARD CLOSER TO THE ROADWAY, HIGHER ELEVATION, AND TRYING TO MAKE IT ONE, HOPEFULLY FOR THE PUBLIC, IT'S EASIER FOR THEM TO GO INTO THE CAMPSITE WITHOUT, YOU KNOW, TREKKING, YOU KNOW, DEEP INTO SOME OF THESE AREAS, BUT WE'RE LOOKING AT HOW WE'RE DEFINING WHERE THE LAYOUT IS AND MAKE IT MORE USER FRIENDLY, NOT ONLY FOR THE PUBLIC BUT FOR OUR STAFF AS WELL, AND BRINGING IT HIGHER UP AND AND HARDENING IT A LITTLE.

IT MAKES IT A LITTLE EASIER FOR FUTURE.

SO WE'RE LOOKING AT THAT OPTION FOR THE MARINA BUILDING.

ONCE WE PUT THAT IN, MAKE IT MOBILE TO WHERE IN THE EVENT OF A FLOOD, WE COULD DISCONNECT, MOVE IT OUT OF HARM'S WAY AND PUT IT BACK ONCE EVERYTHING'S DONE. YEAH.

SO I KNOW WE WERE ABLE TO SAVE A LOT OF THE EXHIBITS IN THE BECAUSE THAT WAS ANOTHER GROUP EFFORT.

YEAH, SO THAT WAS GOOD.

EXCELLENT, AND THEN I'M CURIOUS ABOUT THE TREMENDOUS AMOUNT OF, ESPECIALLY WITH THE SCU DEBRIS COMING DOWN.

DO WE KNOW HOW MUCH SILT HOW THAT AFFECTED THE DEPTH OF THE LAKE? BECAUSE, YOU KNOW, THE MORE YOU TALK ABOUT THE WEST, I CAN'T TELL YOU THE COMPLETE TOPOGRAPHY OF THE LAKE ITSELF, BUT I KNOW FROM THE WATER HAS RECEDED IN THE WEST SIDE ALONE, THE SOUTH END OF THE LAKE, ACROSS WHERE THE SWIM BEACH IS, IS ROUGHLY UNDER EIGHT FEET OR SO WATER.

WE'RE GOING TO, WE TALKED TO PUBLIC SAFETY TO SEE IF WE CAN GET NEW DEPTHS ON THAT, BUT WE'RE IMAGINING IT'S ALMOST 6 OR 7FT OF SILT UNDERNEATH THAT WATER, SO IT MIGHT BE VERY SHALLOW WHERE IT WAS EIGHT FEET DEEP.

YEAH, I MEAN, IT COULD PLAY INTO HOW OFTEN AND WHERE BLUE-GREEN ALGAE POPS UP.

I DON'T KNOW WHERE IT'S POPPING UP IN THE LAKE.

IS IT MORE IN THE SHALLOW AREAS, WHICH I SUSPECT BECAUSE IT'S WARMER? HISTORICALLY, YES.

YEAH. SO WE'RE PROBABLY GOING TO, YOU'RE PROBABLY GOING TO SEE A LOT MORE BLUE GREEN ALGAE IN THOSE SHALLOW AREAS BECAUSE OF THE INCREASED DEPTH OR INCREASE.

INCREASE OR CAN I JUST JUMP IN ON REAL QUICK? YEAH, BECAUSE THAT BEACH, THAT SWIM BEACH THERE AT THE SOUTH END OF THE LAKE, ALSO THE WAY THE WIND TYPICALLY FLOWS IN THE WATER FLOWS TO THAT SOUTH END, AND SO WITH THAT, YOU KNOW, I HAD THE OPPORTUNITY TO BE THERE WITH ONE OF OUR WATER QUALITY TESTERS, AND THE THEORY IS BECAUSE EVERYTHING IS FLOWING THAT WAY FROM THE LAKE, THAT ALSO CAN THEN CREATE MORE OF A CONCENTRATION POTENTIAL FOR THE BLUE GREEN ALGAE TO FORM.

GREAT, AND THEN I THINK THIS IS MY LAST QUESTION.

WHAT HAPPENED TO ALL THAT SILT? I MEAN, A LOT OF THAT SILT, ESPECIALLY IN THE CAMPGROUND, LOOKED LIKE IT WAS RELATIVELY CLEAN.

THE PROBLEM WITH THE SILT IS IT'S NOT USABLE LIKE FOR FILL, BECAUSE WE PUT IT SOMEWHERE IT WOULD POTENTIALLY CAUSE LIQUEFACTION.

ONCE IT GOT WET WE ACTUALLY CONTRACTED THAT WORK OUT.

THE CONTRACTOR WAS.

IT'S PART OF THEIR CONTRACT TO FIND PLACES TO REPURPOSE THE FILL OR THE DIRT THAT WAS REMOVED, AND IT GOT TRUCKED OUT OF THERE.

THE EXTENT OF THE DAMAGE WAS PREDOMINANTLY IN THE EAST SIDE OF THE PARK AND THE TRAIL SYSTEMS THROUGHOUT, AND THEN MOSTLY THE CAMPGROUND, THE LOWER PHASE OF THE CAMPGROUND. SO THE IMPACTS WERE A LITTLE DIFFERENT THAN THE REST OF THE PARK.

YEAH, WE HAD WATER RISE AND IT GOT UP TO THE VISITOR CENTER, BUT WITH WHAT STAFF DID, YOU KNOW, PREEMPTIVE TO THE FLOOD GETTING THERE, YOU KNOW, SANDBAGGING, YOU KNOW, PUTTING UP PLASTIC TO KEEP AS MUCH AS THEY COULD WATER OUT OF THESE BUILDINGS AND, AND PROTECTING THEM.

I THINK WITH STAFF DOING THAT, IT WAS LOWER IMPACT ON, SAY, THE WEST SIDE OR EVEN THE CAMPGROUND.

WE HAD A PLAN OF WHAT WE WERE GOING TO DO WHICH HELPS A LOT DURING THIS.

AS YOU KNOW, WE DO HAVE A FLOOD PLAN.

ONE OF THE ARMY CORPS RELEASES INTO THE ARROYO THAT DAMAGED THAT PEDESTRIAN BRIDGE, WHICH THE CITY OF PLEASANTON STILL HASN'T YET FIXED, BY THE WAY, BUT MY POINT IS, IS THAT DOWNSTREAM YOU HAVE ENTITIES LIKE CITY OF PLEASANTON, EVEN SUNOL AND SFPUC THAT ARE ALSO VERY MUCH STAKEHOLDERS IN REGARDS TO THE FLOOD RELEASES FROM ARMY CORPS OF ENGINEERS, AND YOU KNOW, I THINK WE ALSO HAVE WITHIN OUR PORTFOLIO AND I BELIEVE WITHIN THE LAKES UNIT IS SHADOW CLIFFS, CORRECT? SO JUST ALONG THOSE LINES, I THINK WHAT DAVE WAS TRYING TO REITERATE IS THAT BASICALLY IT HIT RECORD LEVELS ABOUT 40 YEARS AGO OR ABOUT THAT TIME AT THE VISITOR CENTER WHERE IT ACTUALLY PUT THE VISITOR CENTER COMPLETELY UNDERWATER, BUT WITHIN EACH FLOOD AREA, WE CAN GET TWO TO THREE OR FOUR FLOODS WITHIN THAT SAME YEAR AND THAT'S REALLY WHAT HAPPENS.

THE WATER COMES IN, THE WATER GETS TO A CERTAIN LEVEL.

IT SITS THERE FOR A WHILE BECAUSE IT HAS TO BE HELD BECAUSE YOU CAN'T RELEASE IT DOWNSTREAM, AND THEN THE SEDIMENTATION DEBRIS FLOW, EVERYTHING SETTLES OUT, AND THEN THAT'S WHAT CREATES A LOT OF THE DAMAGE TO OUR RECREATIONAL AREAS FOR THAT BUT YEAH, EVEN WITHIN ONE SEASONAL STORM BETWEEN 22-23 OR WHAT WE RECEIVED IN 16-17, WE COULD HAVE FLOODED UP TO FIVE TIMES WITHIN THAT SAME DURATION PERIOD.

SO WITHIN THESE LAST ONES, WE COULD HAVE FLOODED, YOU KNOW, UP TO 8 TO 10 TIMES PER EVENT.

WELL, AND I CAN TELL YOU, YOU KNOW, WHAT HAPPENED IN 2017 FROM.

I GUESS FROM MY ZONE SEVEN EXPERIENCE, SO IT'D BE HELPFUL TO HEAR YOUR PERSPECTIVE ON THIS.

IN 2017, FROM WHAT I UNDERSTAND, THE ARMY CORPS OF ENGINEERS DID RELEASE A LOT OF THE WATERS PRETTY QUICKLY, PRETTY RAPIDLY, TO THE POINT THAT DOWNSTREAM, WHICH IS AROUND IT'S CALLED THE ARROYO DE LA LAGUNA, AND IT'S RIGHT AROUND WHERE THE LOWER GOLF COURSE IS FOR CASTLEWOOD COUNTRY CLUB.

THAT'S THE PART WHERE WE DID SEE A LOT OF THE RAPID FLOW, AND IT DID START TO TAKE AWAY SOME OF THE CREEK BANK AND GOT PRETTY CLOSE TO SOME PROPERTY OWNERS, PRIVATE SWIMMING POOL, AND THIS IS ALL OVER THE NEWS, AND SO BECAUSE OF WHAT HAPPENED IN 2017, THAT'S I THINK LED TO THE ARMY CORPS OF ENGINEERS BEING A LITTLE BIT MORE CAUTIOUS ABOUT THE FLOOD RELEASES BUT THEN THAT BECOMES A PROBLEM FOR US, BECAUSE IF LESS WATER IS RELEASED FROM DEL VALLE AND WE GET THESE SEQUENCES OF ATMOSPHERIC RIVERS, IT CAN THEN FLOOD SOME OF OUR RECREATIONAL FACILITIES.

SO AGAIN, I DON'T WANT TO GET TOO INTO THIS, BUT THIS BRINGS ME PERSONALLY BACK TO THE CHAIN OF LAKES, AND, YOU KNOW, WE'RE SHADOW CLIFFS IS LOCATED AS THAT POTENTIAL SOLUTION FOR THE AREA. YEAH.

DEPARTMENT OF WATER RESOURCES AND THE ARMY CORPS OF ENGINEERS AND THE OTHER WATER AGENCIES HAVE BEEN REALLY, REALLY COLLABORATIVE OVER THE LAST YEARS.

THEY'VE BEEN FANTASTIC TO WORK WITH, AND, YOU KNOW, IT'S A LEARNING CURVE, AND I WAS THERE FOR THE 17 STORMS, YOU KNOW, AND I KIND OF MADE THE MISTAKE WHEN I FIRST CAME IN WITH THE PARK DISTRICT, AND I SAW HOW LOW THE WATER LEVELS WERE, AND I SAID, MAN, DO WE EVER GET ANY WATER OVER HERE? THE END RESULT ON THAT ONE, I THINK FROM WATCHING IT WAS THE VOLUME THAT HIT THE WATERSHED.

I MEAN, IT WAS A DELUGE OF WATER THAT CAME IN THAT WAS UNPRECEDENTED.

YOU KNOW, AT THAT TIME.

IN 2017 YEAH, I THINK IT WAS A PERIOD OF EIGHT HOURS AND WE GOT OH, IT WAS JUST SO MUCH.

I WATCHED IT RAISE A COUPLE FEET IN A HALF HOUR.

YEAH. IT WAS SO FAST, AND WE REALLY TRIED TO DO RELEASES OUT THERE AND THEY WERE DOING THE RELEASES, BUT WE HAD TO STOP IT BECAUSE IT REALLY REACHED A THRESHOLD CAPACITY, LIKE YOU'RE MENTIONING, OF PAST 5000 CUBIC FEET PER SECOND DOWNSTREAM, AND THAT'S WHY WE HAD TO PUT THE BRAKES ON AND STOP IT, BECAUSE IT WAS GOING TO INUNDATE AND REMOVE THE, YOU KNOW, THE AREAS LIKE YOU'RE TALKING ABOUT.

SO IT WAS A WHOLE EVERYTHING WAS ALIGNED TO BASICALLY, YOU KNOW, THEY DID THE BEST THAT THEY COULD AND WE DID AS WELL COLLABORATIVELY, BUT IT WAS INEVITABLE THAT IT WAS GOING TO FLOOD ON THOSE YEARS. NOTHING WE COULD HAVE DONE.

SO I MEAN, WE I THINK TO OUR CREDIT, AS EAST BAY REGIONAL PARK DISTRICT, WE'VE REALLY BEEN IN THINKING ABOUT DEL VALLE SPECIFICALLY.

WE'VE REALLY BEEN IN SUCH A GREAT POSITION AS A STAFF TO RESPOND TO EXTREME DROUGHT, EXTREME HEAT.

THE SCU FIRE, I KNOW WAS RIGHT AT THE SHORELINE OF LAKE DEL VALLE AND THEN, YOU KNOW, WAS IT 13 ATMOSPHERIC RIVERS LAST YEAR? EVEN THIS YEAR WITH I THINK WE'RE PRETTY PREPARED FOR THE RAIN, BUT JUST HAVING TO DEAL WITH THIS, YOU KNOW, BACK AND FORTH OF MAJOR RAINSTORM AND THEN, OH, IT'S 80 DEGREES AND THEN, OH, WE'RE GOING TO GET RAIN AGAIN.

WHILE IT MIGHT NOT HAVE BEEN AS EXTREME AS LAST YEAR, IT STILL REQUIRES A LOT OF YOU KNOW, STAFF RESPONSES IN TERMS OF THAT CHANGE, AND I HAD THE OPPORTUNITY IN THE PAST WEEK, ACTUALLY, TO GO TO THE WEST BEACH WHERE THE NEW RESTROOMS ARE AND GOT TO SEE THE NEW RESTROOMS. THAT WAS GREAT. I SAW THE VISITOR CENTER WITH THE NICE NOTE THAT, YOU KNOW, IF YOU WANT TO COME MEET THE NATURAL STAFF, YOU KNOW, GO AND MEET AT THIS LOCATION, AND REALLY, I THINK MY POINT HERE THAT I WANT TO MAKE IS YOU WOULDN'T HAVE KNOWN THAT ALL THESE EVENTS HAD HAPPENED IN TERMS OF THE WEATHER EVENTS.

I MEAN, REALLY DEL VALLE'S BACK UP AND READY TO GO ASIDE FROM THE VISITOR CENTER, BUT I KNOW WE'RE GETTING CLOSE ON THAT, AND SO REALLY GREAT JOB, AND I THINK THERE'S STILL A LOT OF WORK TO DO GOING FORWARD, BUT I THINK HAVING THIS CONVERSATION TODAY IS HELPFUL AND WILL HELP US AS WE CONTINUE TO GO FORWARD.
