[00:00:02]
ALL RIGHT. LET'S GO AHEAD AND GET STARTED.
[Roll Call]
AND THE BOARD OPERATIONS COMMITTEE MEETING OF THE EAST BAY REGIONAL PARK DISTRICT.HERE WE GO ON WEDNESDAY, MARCH 20TH, BEGINNING AT A LITTLE BIT AFTER 10:30 A.M.
SO LET'S GO AHEAD AND DO ROLL CALL.
HERE. DIRECTOR CORBETT IS ABSENT.
HERE. TODAY'S MEETING IS BEING HELD PURSUANT TO THE BROWN ACT.
STAFF IS PROVIDING LIVE AUDIO AND VIDEO STREAMING.
MEMBERS OF THE PUBLIC WISHING TO MAKE A PUBLIC COMMENT MAY DO SO BY SUBMITTING AN EMAIL, LEAVING A VOICEMAIL, OR JOINING LIVE VIA ZOOM WITH A LINK PROVIDED ON THE AGENDA LOCATED ON THE DISTRICT WEBSITE.
IF THERE ARE NO QUESTIONS ABOUT THE MEETING PROCEDURES, WE WILL BEGIN.
[Approval of Minutes]
JANUARY 2024.ARE THERE ANY EDITS TO THE MINUTES? I DON'T HAVE ANY EDITS EITHER.
SO LET'S GO AHEAD AND I'LL MOVE THAT.
WE APPROVE. OKAY. AND I'LL SECOND.
WONDERFUL. LET'S GO AHEAD TO PUBLIC COMMENTS ON ITEMS, NOT ON THE AGENDA.
DO WE HAVE ANY PUBLIC COMMENTS? NO PUBLIC COMMENTS.
OKAY. SO I'LL OPEN AND CLOSE THAT PART OF THE AGENDA.
AND SO NOW WE'LL MOVE TO ACTION ITEMS.
[Action Items]
ITEM 4A.I'M GOING TO PULL UP MY PRESENTATION OR HAVE IT PULLED UP FOR ME.
THANK YOU. SO MY NAME IS RENEE PATTERSON.
SO I'M JUST GOING TO GIVE YOU A QUICK RUN THROUGH OF THE RECOMMENDATION.
SO WE ARE HERE TO APPROVE OR GET YOUR APPROVAL OF A TELECOMMUNICATIONS SITE AGREEMENT WITH PINNACLE TOWERS, LLC, CROWN CASTLE INTERNATIONAL, FOR THE OPERATION OF A COMMUNICATIONS FACILITY LOCATED IN MISSION PEAK REGIONAL PRESERVE FOR ONE 10 YEAR PERIOD, WITH THE OPTION FOR AN EXTENSION FOR ONE 10 YEAR PERIOD, WITH A MONTHLY REVENUE OF $15,121.16, AND AN ANNUAL INCREASE BASED ON CONSUMER PRICE INDEX AND ADDITIONAL INCOME FROM ANY SUBLICENSES AT THE SITE.
SO A LITTLE BIT OF AN OVERVIEW.
THIS SITE THAT IS ON THE PICTURE HERE IS THE ACTUAL LOCATION.
AND ONE OF THE NEAT THINGS ABOUT THIS SITE IS IT WAS ONE OF THE FIRST SITES THAT THE DISTRICT MANDATED THAT THEY REBUILD TO BE LOW PROFILE.
THE ANTENNA OBVIOUSLY IS THERE, BUT THE BUILDING IS PRETTY LOW PROFILE TO THE GROUND.
SO WE'RE GOING TO THE OVERVIEW.
WE'RE GOING TO GO LOOK AT THE LOCATION, WHAT KIND OF ACCESS THEY HAVE TO THEIR SITE.
A LITTLE BIT OF BACKGROUND ON THIS PARTICULAR SITE, THE TERM THAT WE WANT TO OFFER THEM FOR THEIR NEXT AGREEMENT AND THE RECOMMENDATION. SO HERE'S MISSION PEAK REGIONAL PRESERVE, WHERE THE RED CIRCLE IS, IS WHERE THE ACTUAL LOCATION OF THE SITE IS. SO IT'S IN THE SOUTHERN PART OF MISSION PEAK, CLOSER TO AT LEVIN PARK.
[00:05:10]
AND THE SITES THAT ARE THE PICTURES THAT ARE ON THESE TWO SITES.ONE IS THE PG&E BLACK DIAMOND SITE, AND THEN THE OTHER ONE IS A REGULAR CELL SITE AT VASCO HILLS. AND THE REASON THAT I PUT THESE PICTURES ON THERE IS BECAUSE A LOT OF TIMES WHEN WE'RE TALKING ABOUT COMMUNICATION SITES IN OUR HEAD, WE ALL HAVE A DIFFERENT VISION OF WHAT THAT MEANS.
AND SO SOME PEOPLE THINK TELECOM SITE BIG, HUGE, GIGANTIC TOWERS WITH A GREAT BIG BUILDING.
AND YOU KNOW, THEY'RE NOT ALL THAT WAY.
SOME OF THEM LIKE THIS CELL SITE, IS JUST A COUPLE OF EQUIPMENT BOXES AND SOME DIFFERENT, YOU KNOW THEY'RE STILL CALLED A TOWER, BUT IT'S MORE LIKE A POLE WITH SOME SOMETIMES IT HAS ONE ROUND SATELLITE DISH, SOMETIMES IT HAS THESE LONG, SKINNY THINGS AND THAT KIND OF THING.
SO FOR THE PARK DISTRICT, WE HAVE 24 DIFFERENT LEASE AGREEMENTS.
SO SOME SITES HAVE MULTIPLE AGREEMENTS.
SO ONE SITE AND ONE SITE ONLY IS BELONGS TO THE PARK DISTRICT.
THE REST OF THEM WE OWN THE LAND AND SOMEBODY ELSE OWNS THE SITE AND THE EQUIPMENT THERE.
SO THERE'S TWO SITES THAT ARE PUBLIC ENTITY.
ONE IS THE BRAND NEW CONTRA COSTA SITE WHERE THEY HAVE THEIR COMMUNICATIONS, THEIR OWN COMMUNICATIONS THERE, AND THEY SHARE IT WITH ONE OF OUR LEASES, WHICH IS KQED.
AND THEN THE OTHER ONE IS THE BAY AREA AIR QUALITY MANAGEMENT DISTRICT, AND THAT'S AT LAKE CHABOT.
SO AS FAR AS THE COMMUNICATION SITE POLICY GOES, IT WAS APPROVED BY THE BOARD IN 1994.
IT HASN'T BEEN UPDATED IN ANY WAY TO INVOLVE NEW TYPES OF COMMUNICATIONS, INCLUDING CELL.
USUALLY WE DON'T USE THAT SITE OR THAT POLICY TOO MUCH BECAUSE WE HAVEN'T HAD VERY MANY NEW SITES THE LAST 20 YEARS.
AND THEN THE OTHER ONE WAS THE CONTRA COSTA COUNTY SITE.
MOST OF THE SITES THAT WE HAVE COME THROUGH LAND ACQUISITION.
SO THEY'RE AS IS WE BOUGHT THE PROPERTY AND THEY ALREADY HAD A CELL SITE THERE.
AND WE HONOR THOSE WHEN WE PURCHASE THE LAND.
WE NEVER SAY, OH, NOW IT'S OURS.
WE, YOU KNOW, HONOR WHATEVER EXISTING LEASE THEY HAVE, EVEN IF IT'S A 50 YEAR LEASE.
AND THEN WHEN THEY COME UP FOR RENEWAL OR THEIR LICENSE EXPIRES WE IN GENERAL HAVE LET THEM, YOU KNOW, PROPOSE STAYING OR MAYBE THEY WANT TO GO AWAY BECAUSE THEY DON'T WANT TO PAY THE FEE ANYMORE, AND MAYBE THEY DON'T NEED THAT SITE ANYMORE.
THAT IS ACTUALLY HAPPENING AT TWO SITES.
IT HAPPENED ONCE LAST YEAR, AND IT'S HAPPENING AT TWO SITES THIS YEAR WHERE THEY'RE GOING AWAY.
SO AS I SAID EARLIER, THERE'S KIND OF DIFFERENT SIDES AND SOME OTHER AGENCIES HAVE DIVIDED THEM INTO WE DON'T CURRENTLY DO THIS, BUT IF I WAS PUSHED TO SORT OF TELL THE DIFFERENCE BETWEEN DIFFERENT SITES, IT'S A GOOD WAY OF KIND OF DESCRIBING THEM AS MACROCELL, MINICELL AND MICROCELL.
AND THAT JUST SORT OF GIVES YOU A VISUAL OF MACRO OF COURSE IS A BIGGER SITE, A MINICELL IS A TINY SITE, AND THEN A MICRO SITE IS TEENY TEENY TINY. AND WE DON'T HAVE ANY MICRO SITES.
USUALLY THERE ARE LESS THAN 300FT², AND EVEN IF ON THE AGREEMENT IT SAYS 200FT, WE STILL WOULDN'T CONSIDER IT MICRO BECAUSE IT IS STILL STANDING UP LIKE EIGHT FEET TALL AND THINGS LIKE THAT, OR MAYBE 12FT TALL FOR THE ANTENNA.
MOST MICRO SITES ARE JUST EQUIPMENT ON A TELEPHONE POLE.
[00:10:04]
NOWADAYS. AND BECAUSE OF THAT WE NEED THESE SITES.THEY PROVIDE, YOU KNOW, CONNECTIVITY.
AND THEN OBVIOUSLY THERE'S A PRETTY GOOD REVENUE STREAM THAT DOESN'T REQUIRE TOO MUCH OF PARK DISTRICT STAFF TIME TIED TO IT.
SO IN THAT RESPECT, IT'S A PRETTY GOOD REVENUE.
AND THIS IS THE BAY AREA QUALITY MANAGEMENT SITE.
THE SITE ON A WELL, I DON'T KNOW IF IT'S THE LEFT OR RIGHT, BUT THE TALL TOWER THERE WITH THE GUY STANDING AT THE BOTTOM, THAT'S THE BAY AREA QUALITY SITE . THIS IS A SATELLITE PICTURE OF THE SITE THAT WE'RE REVIEWING TODAY.
THEY HAVE BEEN THERE SINCE 1963.
THE NEW LOW PROFILE SITE WENT IN, IN 1995.
THEY HAVE A TOTAL OF ONE ACRE.
AND THEY ARE RESPONSIBLE FOR MAINTENANCE AT THE SITE.
THEY CURRENT AGREEMENT, WHICH WAS AMENDED IN 1999, WILL END IN MAY OF THIS YEAR. AND PREVIOUS TO THIS, THEY WERE PAYING A FLAT FEE OR 13% OF THEIR GROSS RECEIPTS, WHICHEVER WAS GREATER.
SO WITH THE RENEWAL, WE'RE GOING TO WE WANT TO GIVE THEM TEN YEARS WITH AN ADDITIONAL TEN YEARS, AND WE'LL START AT $15,121.16 PER MONTH, WITH AN ANNUAL CPI INCREASE, WITH ADDITIONAL MONEY OF 5% OF THEIR GROSS RECEIPTS COMING FROM THEIR SUBLICENSES.
AND JUST IN CASE, THIS IS KIND OF JUST AN INFORMATIONAL PART OF THIS, IS THAT IN GENERAL, WHEN WE LOOK AT THESE CON SITES, WE REFER TO MARKET RATES WHICH ARE PRETTY HARD TO GET.
BUT I HAVE GOTTEN WHAT INFORMATION I CAN, ALONG WITH HOW LONG THEIR TERMS ARE AND WHAT KIND OF INCREASE THEY HAVE ON THEIR REVENUE OVER THE YEARS.
AND ALSO WHEN I JUST SHOW A LIST OF MARKET RATES, IT'S KIND OF ALL OVER THE PLACE BECAUSE THESE SITES ARE DIFFERENT SIZES, THEY HAVE DIFFERENT AMOUNTS OF EQUIPMENT, THEY HAVE DIFFERENT AMOUNTS OF SUBLICENSES AND THINGS LIKE THAT.
SO THE CURRENT MARKET RATES THAT I LOOK AT IS 36 COMPARISONS WITH OUR SITES AND OTHER AGENCY SITES, AND THAT INCLUDES THE STATE OF CALIFORNIA.
WHOOPS. IT SHOWS ON MINE, BUT NOT ON THIS.
OH, THERE IT GOES. OKAY, IT'S A LITTLE SLOW.
THIS IS JUST A GRAPH TO SHOW WHAT THIS PARTICULAR SITE MAKES IN REVENUE IN COMPARISON TO ALL THE OTHER MARKET RATES THAT I HAVE, INCLUDING OUR OWN SITES.
THE GREEN LINE THERE IS JUST TO SHOW THE AVERAGE OF THE TOP TEN SITES.
SO IT'S WELL ABOVE THE AVERAGE OF THE TOP TEN SITES.
THE CROWN CASTLE IS THE BLACK LINE AT THE END OF THE LEFT SIDE OF THE GRAPH.
SO WE WOULD LIKE TO HAVE A RECOMMENDATION FOR APPROVAL OF A TELECOMMUNICATIONS SITE AGREEMENT WITH PINNACLE TOWERS, LLC.
CROWN CASTLE INTERNATIONAL, FOR OPERATION OF A COMMUNICATIONS FACILITY LOCATED IN MISSION PEAK REGIONAL PRESERVE FOR 110 YEAR PERIOD AND AN EXTENSION OF ONE 10 YEAR PERIOD, WITH REVENUE OF $15,121.16 PER MONTH, AND AN ANNUAL INCREASE BASED ON THE CONSUMER PRICE
[00:15:06]
INDEX, WITH AN ADDITIONAL 5% OF GROSS BILLINGS PAID TO THE LICENSEE FOR SUBLICENSES OF THE SITE.AND SO TODAY, OF COURSE, WE HAVE LISA GOORJIAN, WHO'S THE AGM AND THE ACTING BUSINESS SERVICES MANAGER, RUBY TUMBER AND THE BUSINESS SERVICES MANAGER.
OH MY GOD, I FORGOT YOUR NAME, TIFFANY MARGULICI.
[LAUGHTER] AND THEN ON THE PHONE WE HAVE TERRY NOONAN, WHO'S THE UNIT MANAGER.
AND OF COURSE WE HAVE STEVE CASTILE HERE, WHO'S AGM OF OPERATIONS, I MEAN, CHIEF OF PARKS.
YES. SO IF YOU HAVE ANY QUESTIONS.
GREAT. ARE THERE ANY OTHER STAFF COMMENTS LIKE FROM TERRY OR FROM LISA IN REGARDS TO THIS ITEM? WELL, I JUST WANT TO THANK RENEE PATTERSON.
SO IT DOES SEEM A LITTLE BIT LIKE, WHY IS THIS COMING TO YOU? SO JUST AGAIN, THAT'S THAT CONTEXT.
WE CERTAINLY APPRECIATE THIS BECAUSE IT IS.
THIS IS NOT AN AREA WHERE INFORMATION IS ESPECIALLY TRANSPARENT.
WE CERTAINLY COME TO THIS MEETING PER OUR BOARD OPERATING GUIDELINES.
WE ANTICIPATE COMING TO THE FULL BOARD WITH THIS, THE FIRST MEETING IN MAY.
SO THAT'S SORT OF THE TRAJECTORY OF THIS ITEM.
SO WHAT WE'RE DOING TODAY MORE IS MORE OF A RECOMMENDATION TO THE FULL BOARD.
PERFECT. AND THEN I DON'T KNOW IF YOU HAVE ANY COMMENTS, TERRY, THAT YOU WANTED TO SHARE REAL QUICK.
I MEAN THIS IS A REALLY COMPREHENSIVE PRESENTATION, SO THANK YOU.
I KNOW A LOT OF WORK WAS PUT INTO THIS AND I CAN EVEN SHARE, YOU KNOW, WHEN YOU EVEN SHOWED YOUR RESEARCH ON THE MARKET RATES, I'M SURE THAT THERE'S SOME, YOU KNOW, THIRD PARTY CONSULTING FIRM THAT CAN SELL THIS DATA TO US.
BUT IT MIGHT ALSO NOT BE COST EFFECTIVE FOR US TO PURCHASE THAT.
AND I WAS PRETTY IMPRESSED WITH THAT.
I WILL SHARE DO YOU HAVE ANY QUESTIONS? COMMENTS? I HAVE A FEW, BUT I'LL WAIT TILL AFTER YOU GO.
ALL MY QUESTIONS GO AROUND THE ACCESS ROAD IS THAT IS THAT ROAD NATURAL SURFACE OR IS IT ROCK? OR PAVED OR MAYBE A COMBINATION? THAT'S A GOOD QUESTION.
THERE IS NO PAVEMENT UP THERE.
I BELIEVE A PORTION OF THAT ROAD HAS BEEN ROCKED.
IT COULD BE DESCRIBED AS ALL WEATHER, BUT IT IS A GRAVEL ROAD, TYPICAL OF INTERIOR PARK ROADS.
YEAH. AND ALSO REFERRING TO THE ROAD, I DON'T SEE IT SAYS THE ACCESS IS AT WELLER ROAD.
WHERE IS THAT ON THE MAP? I DON'T KNOW IF RENEE HAS THE MAP.
OKAY. SO IT GOES ALONG BAY AREA RIDGE TRAIL? CORRECT. A PORTION OF IT IS THE BAY AREA RIDGE TRAIL.
AND SO I JUST WANTED TO MAKE SURE THAT WE DIDN'T HAVE ANY PROBLEMS WITH MAINTAINING THE ROAD, AND ALSO THAT THE INCOME THAT WE GET IS SOME OF THAT BEING PUT INTO OUR MEANING SEQUESTERED SO THAT WE CAN ACTUALLY GO TOWARDS THIS.
OKAY. OKAY, SO I GUESS SOUNDS LIKE WE I GUESS WE THAT ROAD SURVIVED THE STORMS OF THE PREVIOUS YEARS AND HAD HASN'T HAD ANY MAJOR MAINTENANCE ISSUES THERE.
[00:20:07]
IT'S STILL THERE.YEAH. [LAUGHTER] THAT'S GREAT.
ONE IS, YOU KNOW, WE HAVE SUCH BEAUTIFUL NATURAL RESOURCES IN THE BAY AREA.
AND THEN THE OTHER IS THAT WE'RE THE TECHNOLOGY CAPITAL OF THE WORLD.
AND YOU KNOW, THESE COMMUNICATION SITES OR THESE TELECOMMUNICATION SITES ARE REALLY IMPORTANT, AS YOU MENTIONED, WITH THE PUBLIC BENEFIT AND EVERYBODY WITH, YOU KNOW, A SMARTPHONE OR ALMOST EVERYBODY WITH A SMARTPHONE.
AND I DO KNOW THAT THERE'S SOMETIMES SOME CONTROVERSY AS WELL.
THAT'S A REALLY LONG TIME. SO I CERTAINLY SUPPORT THIS.
AND IF ANYTHING, I THINK KEEP, YOU KNOW, A BOOKMARK ON THIS PRESENTATION BECAUSE I DO BELIEVE, YOU KNOW, AFTER WE REVIEW THE UPCOMING IT SERVICES STRATEGIC PLAN, THERE MAY BE ANOTHER CONVERSATION ABOUT THIS.
I KNOW THAT SOME OF OUR PARKS DON'T HAVE TELECOMMUNICATIONS WIDELY AVAILABLE.
YOU KNOW, I THINK OF, YOU KNOW, DEL VALLE AS AN EXAMPLE.
YOU KNOW, IT'S KNOWN THAT WHEN YOU GO THERE, YOUR CELL PHONE DOESN'T WORK.
YOU'RE NOT REALLY ABLE TO COMMUNICATE WITH OTHERS.
AND, YOU KNOW, THERE MAY BE A CONVERSATION, YOU KNOW, MAYBE NOT IN THE IMMEDIATE NEAR TERM, BUT MAYBE IN THE LONGER TERM TO THINK ABOUT SOME OF OUR PARKS THAT DON'T HAVE THE TELECOMMUNICATIONS ACCESS AND WHAT WE'RE GOING TO DO.
AND SO I THINK IT'S HELPFUL TO SEE WHERE WE HAVE THESE SITES IN OTHER PARKS.
SO I WOULD RECOMMEND BOOKMARKING THIS FOR WHENEVER WE GET TO THAT POINT.
BUT OTHERWISE, I MEAN, TO ME THIS SEEMS PRETTY STRAIGHTFORWARD.
YES. DO YOU HAVE A COMMENT REAL QUICK? WELL, I DID WANT TO I THOUGHT YOU MIGHT FLAG THAT AS A TOPIC AREA.
AND SO WE ARE OPERATIONS IS AND PUBLIC SAFETY ARE IN COMMUNICATION ABOUT THAT EXACT TOPIC.
THAT'S GOOD TO HEAR. ON OUR COVERAGE.
YEAH. THANK YOU FOR BOOKMARKING THAT.
YEAH. YEAH. NO I FIGURED WE ARE I KNOW THIS IS SOMETHING THAT'S ON OUR MIND.
AND SO I GUESS REAL QUICK, I JUST WANT TO SEE IF THERE'S ANY PUBLIC COMMENT ON THIS PARTICULAR ITEM.
IF I MAY ASK, IS THERE ANYBODY IN THE ZOOM ROOM THAT HAS WOULD LIKE TO RAISE THEIR HAND AND MAKE A COMMENT? I SEE NOTHING.
OKAY, THEN I'LL GO AHEAD AND MAKE THE MOTION TO APPROVE THIS, SINCE I KNOW IT'S MISSION PEAK.
AND THEN. DO YOU WANT A SECOND? OKAY, SO THIS IS A MOTION TO APPROVE A RECOMMENDATION TO THE FULL BOARD TO SUPPORT THIS LEASE AGREEMENT.
THANK YOU EVERYONE. THIS IS REALLY GREAT.
ALL RIGHT. LET'S MOVE ON TO OUR INFORMATIONAL ITEM 5A.
[Informational Items]
ALL RIGHT. GOOD MORNING, EVERYBODY.STEVE CASTILE, CHIEF OF PARK OPERATIONS HERE TO GIVE AN OPERATIONAL UPDATE ON THE 2024 PARK OPERATIONS REORGANIZATION PLAN THAT WE'VE BEEN WORKING ON. SO JUST A LITTLE BACKGROUND.
THE LAST TIME THAT A REORG HAD BEEN DONE WAS IN 1986.
AND THAT WAS DONE BY THE GENERAL MANAGER.
YOU KNOW, BASICALLY REORGANIZED THE PARK OPERATIONS DEPARTMENT WITH THAT.
THE PREVIOUS MODEL AND SOME MAY REMEMBER THAT IT WAS BASED UPON EIGHT GEOGRAPHIC AREAS.
OTHER THINGS THAT CAME INTO PLAY TOO WAS MEASURE AA WAS PASSED IN 1988, MEASURE CC IN 2008, WHICH BROUGHT IN ADDITIONAL REVENUE OR BOND MEASURE MONEY TO BRING FOR FINANCING DIFFERENT ACQUISITIONS FOR THE PARK DISTRICT.
AND BASICALLY NOW WE HAVE GROWN TO OVER 126,000 ACRES WITH 73 PARKS ACROSS TWO COUNTIES.
SO WHAT'S CHANGED? 33 NEW PARKS, 80,000 ADDITIONAL ACRES.
[00:25:02]
WE'VE ALSO SEEN A SIGNIFICANT INCREASE IN THE BAY AREA POPULATION.IT'S BASICALLY JUST EXPLODED OVER THE LAST DECADE AND EVEN LAST 15 YEARS.
PARK VISITATION USAGE HAS SIGNIFICANTLY INCREASED.
MORE SPECIFICALLY, WITH THE LAST THREE YEARS WHEN WE WENT OR ACTUALLY FOUR YEARS NOW.
WITH THE INCIDENT WITH COVID THAT HIT, OUR PARKS REMAINED OPEN FOR USE.
AND A LOT OF PEOPLE FOUND OUR PARKS AND USED THEM AS YOU KNOW, BASICALLY A WAY TO RECREATE FOR HEALTHFUL ACTIVITY LIFESTYLES. SO THAT IN TURN PUT HIGHER DEMANDS ON OUR PARKS, OF COURSE.
SPAN OF CONTROL IS ALSO ONE WITH THAT INCREASED DRIVE TIME, GETTING OUT TO THE PARKS AND MAKING SURE THAT THEY'RE TOUCHING BASE WITH THEIR STAFF OUT THERE AND KEEPING AN EYE ON EVERYTHING MAKES IT INCREASINGLY DIFFICULT.
THE ACTS, [INAUDIBLE] TO ASSESS ISSUES AND PROBLEM SOLVE AND THEN ALSO CONDUCTING FUEL MANAGEMENT AROUND THE PARK DISTRICT HAS ALSO BECOME A BIG ONE IN THE MOST RECENT YEARS.
WHEN WE'RE ACTUALLY HAVING INCREASED DEMANDS ON HOW WE MANAGE THE FUEL LOADS WITH THE ERADICATION OR BASICALLY NONUSE OF GLYPHOSATE ACROSS THE PARK DISTRICT. SO, PLANNING FOR THE FUTURE? ONE OF THE THINGS THAT I DID WHEN I CAME INTO THE PARK DISTRICT WAS MEET WITH MY UNIT MANAGERS AND STAFF OUT THERE AND LISTEN TO THEIR PROBLEMS, LISTEN TO WHAT'S GOING WELL, WHAT'S NOT GOING WELL.
AND ONE OF THE THINGS THAT ACTUALLY CAME TO A HIGHER LEVEL WAS, YOU KNOW, THINKING ABOUT HOW WE ARE CURRENTLY STRUCTURED AS PARK OPERATIONS. SO WE HAD MANY DIFFERENT MEETINGS OVER THE LAST, YOU KNOW, SEVEN AND A HALF YEARS ON HOW THEY WERE DOING THEIR OPERATIONS, THE PARK LOCATIONS.
WE TOOK A LOOK AT THE STAFFING MODELS.
IT VARIED FROM AREA TO AREA DEPENDING ON WHAT THE FUNCTIONALITY OR ACTIVITY WAS FOR EACH UNIT.
AND THEN OF COURSE, THAT AFFECTS SPAN OF CONTROL AS WELL.
DOES IT MAKE SENSE? TAKE A LOOK AT, YOU KNOW, THE WORKSITE LOCATIONS AND THEN, YOU KNOW, IF IT DOES MAKE SENSE WITH ALL THAT, TAKING A LOOK AT HOW WE CAN GET THERE AND THEN SEE HOW IT MIGHT BE POSSIBLE TO IMPLEMENT IT.
SO WHAT THAT ENTAILED THEN, IS REORGANIZING THE CURRENT OPERATIONS BASED UPON A GEOGRAPHIC BASED MODEL, VERY SIMILAR TO THE 1 IN 19 PRIOR TO 1986. WE'RE NOT GOING TO GO TO EIGHT UNITS, BUT WE'RE BASICALLY PROPOSING TO GO TO SEVEN UNITS.
AND THE INTENT WITH THAT, TOO, IS TO EQUIP OUR PARKS TO THE DEMANDS AND THE NEED OF THE INCREASED USAGE, WHAT THE DEMANDS ARE FOR STAFF TO KEEP THEM CLEAN, TO BRUSH BACK YOUR TRAILS, AND TO MAKE A REALLY ENJOYABLE EXPERIENCE FOR OUR PUBLIC.
SO TAKING A LOOK AT THE SEVEN UNIT AREAS, THIS IS WHAT'S BEING PROPOSED.
BROKEN IT DOWN INTO UNIT ONE BASICALLY, WHICH IS STARTING DOWN IN THE SOUTH AREA, WHICH IS IN BROWN UNIT TWO, BASICALLY, WHICH IS RIGHT AFTER THAT, THREE WOULD BE THE ONE IN PURPLE, FOUR WOULD BE THE GREEN, FIVE WOULD BE THE BLUE.
AND OF COURSE SIX IS ORANGE AND SEVEN.
ONE THING THAT WE REALLY TOOK INTO CONSIDERATION IS THE WAY THAT THESE ARE NUMBERED.
BASICALLY IT'S IN A CLOCKWISE.
THOSE ARE GOING TO REMAIN STATIC FOR THE MOST PART FOR THE GEOGRAPHICAL BASE WHERE WE'RE SEEING THE MOST FUTURE POTENTIAL FOR EXPANSION AND THE NEED TO BREAK OFF AND REORGANIZE AGAIN WOULD BE UNIT SIX AND SEVEN.
[00:30:01]
SO UNIT SEVEN WOULD BE BLENDING INTO UNIT SIX A LITTLE BIT, AND THEN SEVEN WOULD BECOME BASICALLY ITS OWN AND THEN POTENTIALLY ADD AN EIGHTH UNIT DOWN THE LINE.SO THIS IS A ONE AND DONE DEAL FOR THE MAJORITY OF THE UNITS.
SO IT'S GOING TO BE A MODEL THAT WON'T NEED TO BE MODIFIED ANYTIME SOON.
THE AREAS IN GREEN ARE BASICALLY THE AREAS WHICH WILL CONTINUE TO REPORT, MEANING PARK SUPERVISORS AND PARKS TOO THE SAME UNIT MANAGER THAT'S CURRENTLY IN PLACE. THE ONES IN ORANGE ARE THE ONES THAT WILL BE AFFECTED BASICALLY, THAT WILL BE REPORTING EITHER TO A BRAND NEW UNIT MANAGER OR TO ANOTHER UNIT MANAGER, DEPENDING ON THE GEOGRAPHIC GROUPINGS.
RIGHT NOW, YOU COULD HAVE ANYWHERE FROM 5 TO 9 PARK SUPERVISORS REPORTING TO ONE UNIT MANAGER.
WITH THIS NEW MODEL, YOU'RE BASICALLY BREAKING IT DOWN INTO A RATIO OF 4 TO 6 PERSONS OR PARKS REPORTING SO FOR SPAN OF CONTROL AND BASICALLY FOR ACCESSIBILITY AND FUNCTIONALITY TO HOW THE PARKS ARE GOING TO BE MANAGED, IT JUST MAKES MORE SENSE. ON THE UNIT ONE BASICALLY, YOU MAY NOTICE THAT YOU'VE GOT FOUR THERE, FOUR PARKS TO THAT ONE UNIT MANAGER.
BUT IF YOU TAKE A LOOK AT THE SIZE OF THE PARKS, THE STAFFING LEVELS, THE EQUIPMENT, THE RESPONSIBILITY YOU'VE GOT BASICALLY DEL VALLE, PLEASANTON RIDGE, SHADOW CLIFFS, AND THEN SUNOL [INAUDIBLE].
THOSE ARE FOUR HUGE PARKS WHICH TAKE A LOT OF TIME IN RELATION TO THE SECOND UNIT, WHICH WAS BASICALLY NEWLY REDONE, WHICH WILL HAVE BASICALLY TRAIL SYSTEMS, TWO AQUATIC FACILITIES AMONGST THAT.
WHAT'S NEXT? WELL, THIS IS QUITE AN UNDERTAKING.
OF COURSE, AS YOU CAN IMAGINE BEHIND THE SCENES.
THIS HAS BEEN A LOT OF YEARS IN THE WORKS.
SO WITH THAT, WE'VE HAD TO, YOU KNOW, WORK WITH OUR HUMAN RESOURCES DEPARTMENT.
WE'VE BEEN THROUGH THE MEET AND CONFER PROCESS WITH AFSCME LOCAL 2428.
WE ALSO ARE CURRENTLY IN THE PROCESS OF RECRUITING FOR A NEW UNIT MANAGER FOR THE NEW AREA.
AND THEN ALSO TO GET BETTER REALIGNMENT.
WE HAD AN AREA THAT WAS TOGETHER AT THIS POINT, BUT THEN BROKE OFF INTO TWO DIFFERENT UNITS, BUT THEY WERE SHARING THE SAME OFFICE ASSISTANT.
SO WHAT WE DID, WE BASICALLY REALIGNED THAT POSITION TO ONE LOCATION AND THEN BROUGHT IN THROUGH THE BUDGETARY PROCESS, ANOTHER OFFICE ASSISTANT TO SUPPORT THE NEW PARK SO THAT WE HAVE A CLEAR DIVISION FOR REALIGNMENT ON THAT ONE.
FINANCE, THEY'VE BEEN REALLY HELPFUL IN TRYING TO MAKE THIS HAPPEN.
IF YOU THINK ABOUT IT, BASICALLY THAT'S GOING TO AFFECT HOW THEY'RE PAID, HOW EVERYONE'S DONE.
IT'S A LOT OF FOOTWORK BEHIND THEIR EXCEL SPREADSHEETS.
AND I CAN'T SAY THANKS ENOUGH TO MY RIGHT HAND PERSON ON THAT ONE, WHICH IS QUINN [INAUDIBLE].
HE'S DONE AN AMAZING AMOUNT OF WORK ON THAT TO HELP, YOU KNOW, NAVIGATE THOSE.
IT'S JUST BEEN QUITE AN UNDERTAKING.
WE'RE ALSO GOING TO NEED TO DO THE CHANGE FORMS TO GO ALONG WITH EACH ONE OF THOSE UNIT AREAS AND THEN SETTING UP A NEW SPACE FOR THE UNIT MANAGER, WHICH IS GOING TO BE BASED AT THIS TIME OUT AT SHADOW CLIFFS.
[00:35:03]
IMPLEMENTATION IN MAY IS THE TARGET DEADLINE RIGHT NOW.AND WITH THAT, I'LL TAKE ANY QUESTIONS.
THANKS SO MUCH. THIS WAS A GREAT OVERVIEW.
ARE THERE ANY OTHER STAFF COMMENTS? LISA, REAL QUICK BEFORE WE DO BOARD COMMENTS AND QUESTIONS.
YEAH, I WOULD JUST SAY STEVE'S DONE A GREAT JOB WITH THIS.
THIS AS HE MENTIONED, SOMETHING THAT HAS BEEN CONTEMPLATED AND THOUGHT ABOUT FOR A LONG TIME.
AND WE'RE SO HAPPY TO BE ABLE TO GIVE THIS UPDATE TODAY.
STEVE DID SHARE AN UPDATE TO THE ENTIRE OPERATIONS DEPARTMENT.
AND THEN WE WE SHARED IT OUT EARLIER.
I'M TRYING TO THINK WHAT MONTH IT IS.
SO I THINK IT WAS EARLIER THIS MONTH.
WE HAD GREAT COMMUNICATION WITH OUR PARTNERS, OUR LABOR PARTNERS.
THEY WERE I THINK IT WAS VERY POSITIVE.
AND SO WHAT'S BEEN NICE IS NOW BEING ABLE TO SHARE OUT.
AND WHAT STEVE DIDN'T MENTION, I THINK, IS THAT AS PART OF THIS TRANSITION AND MAYBE YOU DID, JUST HAVING OUR EXISTING UNIT MANAGERS STARTING TO SHADOW IF THEY'RE GOING TO BE MOVING AROUND AND GETTING NEW PARKS, NEW SUPERVISORS AND STARTING TO BUILD THOSE RELATIONSHIPS EVEN NOW. SO, YOU KNOW, SO EVEN THOUGH IT SAYS SORT OF IMPLEMENTATION IS HAPPENING, YOU KNOW, IN APRIL AND MAY, IT'S REALLY ALREADY BEEN HAPPENING.
AND SO THAT'S I THINK CHANGE MANAGEMENT CHANGE IS ALWAYS HARD.
I COULDN'T HAVE DONE THIS WITHOUT THEM.
AND THIS IS DEFINITELY WITH THEIR INPUT ON HOW TO, YOU KNOW, MAKE THIS HAPPEN.
WHAT WORKS? WHAT DOESN'T WORK.
THEY'RE JUST VERY COLLABORATIVE.
I REALLY, REALLY ENCOURAGE THAT AND PROMOTE THAT.
AND WITH THAT, YOU KNOW, WITH THE UNDERSTANDING THAT WE WERE GOING TO HAVE THIS TRANSITION TO MAKE IT A LITTLE BIT EASIER WAS TO START, YOU KNOW, TAKING TOURS OF EACH OTHER'S PARKS ON WHERE THEY WERE GOING TO, YOU KNOW, TAKE OVER BASICALLY DOWN THE LINE SO THAT IT'S NOT JUST HITTING AROUND, YOU KNOW, THE GROUND RUNNING ON THAT, THAT THEY WOULD ALREADY HAVE SOME EXPERIENCE AND UNDERSTAND THE ISSUES AND, YOU KNOW, WHAT'S GOING ON IN THE PARKS SO THAT THEY'D ALREADY BE, YOU KNOW, KIND OF AHEAD OF THE CURVE.
SO IT'S NOT GOING TO BE TOO HARD ON STAFF WHEN THEY MAKE THOSE ADJUSTMENTS.
THE OTHER THING I'LL BE DOING TOO, IS MAKING ROUNDS WITH THE DIFFERENT UNIT MANAGERS AND GOING TO THEIR MEETINGS WITH THEIR PARK SUPERVISORS AND HAVING DISCUSSIONS WITH THEM AS WELL TO SEE IF THERE'S ANY QUESTIONS, CONCERNS OR ANYTHING LIKE THAT.
AND THEN JUST BUILDING ON THAT JUST COMMUNICATION, STEVE MENTIONED WITH FINANCE AND IS BUT CERTAINLY OUR COLLEAGUES IN ASD AND PUBLIC SAFETY.
AND SO YOU KNOW THIS IS KIND OF A ROAD SHOW.
SO YOU KNOW DEFINITELY WHO WORKS WHERE IS ALWAYS A GOOD TOPIC OF CONVERSATION.
AND I'M ALSO IMAGINING THAT IN GENERAL STAFF'S PROBABLY LOOKING AT THIS AND SAYING IT JUST MAKES SENSE IN TERMS OF THE REORGANIZATION AND THE CHANGES. SO I'M HOPING THAT THAT'S THE CASE.
SO LET'S GO AHEAD AND DO BOARD COMMENTS AND QUESTIONS.
AND I'M HAPPY TO SEE DIRECTOR CORBETT HAS JOINED US.
THANK YOU. DO YOU WANT TO START OFF OR DO YOU WANT DIRECTOR ROSARIO TO GO FIRST? I'M FINE WITH HIM GOING.
OKAY. SO I AM VERY HAPPY TO SEE THIS REORG.
THIS IS WHAT I WAS RAISED ON GEOGRAPHIC.
IT JUST MAKES SO MUCH SENSE IN TERMS OF SHARING EQUIPMENT, STAFF AND THEN JUST THE UNIT MANAGERS BEING ABLE TO HAVE BEING ABLE TO COMMUNICATE AND SEE ALL OF THEIR DOMAIN IN LESS THAN AN HOUR.
YEAH. [LAUGHTER] THAT'S GOING TO BE A GAME CHANGER FOR US.
[00:40:06]
JUST HOW YOU'VE NUMBERED THE UNITS YOU'RE THINKING OF FUTURE GROWTH.AND I'M REALLY HAPPY TO SEE THIS JUST BECAUSE I THINK IT GIVES OUR PEOPLE ON THE GROUND, AN OPPORTUNITY TO NOT ONLY FEEL MORE OF A CAMARADERIE AMONGST THEMSELVES GEOGRAPHICALLY AND THEN ALSO THAT THEY CAN, THEY'LL BE ABLE TO SHARE AMONGST THEMSELVES EVEN BETTER.
AND YEAH, THEY'LL BE MORE OF A KIND OF A UNIT COHESIVENESS.
YEAH. THAT IT BUILDS IT GIVES MORE OF THAT.
WELL BACK THEN WAS WHEN WE WERE SMALLER.
IT'S THAT'S A GREAT GRAPHIC, BY THE WAY, SHOWING HOW WE'VE GROWN SINCE 1986.
JUST, YOU KNOW, MORE OF A FAMILY FEEL AN OPPORTUNITY FOR THAT.
AND I'M VERY, VERY HAPPY TO SEE THIS, AND I'M VERY HAPPY TO SEE ALL THE WORK THAT WENT BEHIND IT.
AND BEFORE YOU LAUNCH IT, IT'S FANTASTIC.
I'M SURE. AND I THINK DIRECTOR WAESPI FEELS THE SAME.
WE BOTH GOT RAISED UNDER THE GEOGRAPHIC SYSTEM.
YEAH, WELL, WE TRIED OUT THE OTHER FUNCTIONALITY, WORKED FOR A WHILE.
BUT NOW WITH THE TRAFFIC AND COMMUNICATION BEING MORE VITAL IT JUST NEEDED TO BE DONE.
YEAH. I'M JUST GOING TO AGREE WITH WHAT WAS JUST SAID AND SAY THANK YOU FOR YOUR THOUGHTS AND JUST PUTTING IT TOGETHER TO WORK IN EVEN MORE POSITIVE WAY. IT'S NOT NECESSARILY EASY TO DEAL WITH ALL THESE PIECES ALL THE TIME.
IT'S A LOT OF MOVING PIECES LIKE YOU'RE SAYING.
BUT THANK YOU VERY MUCH FOR PUTTING IT TOGETHER AND SHARING WITH US.
SO I JUST HAVE A FEW COMMENTS. YEAH.
OVERALL, I ECHO EVERYTHING THAT BOTH DIRECTORS ROSARIO AND CORBETT JUST SHARED.
AND I WOULD ACTUALLY ALSO MAYBE AS AN ASTERISKS BECAUSE I KNOW WE'RE NOT COMPLETELY TRACKING CARBON EMISSIONS YET WITHIN THE PARK DISTRICT, BUT I ALSO THINK LESS MILES TRAVELED POTENTIALLY WILL RESULT IN A REDUCTION OF CARBON EMISSIONS.
AND I THINK THAT THAT'S JUST SOMETHING LONGER TERM.
I'D LIKE TO SEE THE PARK DISTRICT START TO THINK ABOUT.
AND I THINK THAT THIS REORGANIZATION COULD POTENTIALLY ALSO LEAD TO THAT OUTCOME.
AND YOU KNOW, THE DRIVE TIME FROM PARK TO PARK, I CAN RELATE.
SO WITHIN WARD FIVE BOTH COYOTE HILLS AND DEL VALLE IS WITHIN WARD FIVE.
AND I WANTED TO TRY THIS ONE TIME, AND I DID DRIVE FROM COYOTE HILLS TO DEL VALLE ON EARTH DAY LAST YEAR, AND WITH TRAFFIC PATTERNS, IT REALLY TOOK AN INCREDIBLY LONG TIME.
WHEREAS FROM WHERE I LIVE, I ACTUALLY KIND OF LIVE RIGHT IN THE MIDDLE OF BOTH.
AND JUST IT DEPENDS ON THAT 680 SOUTH TRAFFIC.
BUT IF THERE'S NO TRAFFIC ON 680 SOUTH FROM WHERE I LIVE IN PLEASANTON, I CAN ACTUALLY GET TO COYOTE HILLS IN THE SAME AMOUNT OF TIME IT TAKES ME TO GET TO DEL VALLE, BUT THEN TO GO FROM THAT PARK TO THE OTHER PARK CAN TAKE A LONG TIME.
SO IT'S VERY INTERESTING TO ME THE DIFFERENT TRAFFIC PATTERNS AND HOW THAT CAN IMPACT.
AND I THINK THAT THAT'S SOMETHING TO CONSIDER.
AND THAT'S WHY I ALSO LIKE THIS REORGANIZATION.
IN FACT, I'LL EVEN SHARE SOMETIMES.
IT USED TO BE THAT I, YOU KNOW, IT WASN'T THAT DIFFICULT TO DRIVE TO DUBLIN, BUT DEPENDING ON THE TIME OF DAY, IT CAN ACTUALLY TAKE A REALLY LONG TIME TO DRIVE JUST FROM PLEASANTON TO DUBLIN.
AND SO I KNOW THIS PAST YEAR, DUBLIN WAS NAMED THE FASTEST GROWING CITY IN CALIFORNIA.
AND SO THAT JUST GIVES YOU A SENSE IN TERMS OF, YOU KNOW, THE LOCAL TRAFFIC PATTERNS.
YOU KNOW, I'M LOOKING AT THE NUMBERING.
AND THE ONLY THING I THOUGHT OF WHILE YOU WERE REVIEWING THIS.
SO THIS NICE MAP WITH THE DIFFERENT COLORS IS ABOUT THE NAMING.
IT GETS KIND OF CLOSE IN A WAY, BUT THEN THE NUMBERS DON'T LINE UP.
SO THAT'S SOMETHING TO CONSIDER.
IT'S NOT REALLY A BIG DEAL, BUT THAT'S JUST SOMETHING I NOTICED WHILE LOOKING AT THIS.
AND THEN IT LOOKS LIKE I JUST HAVE A QUICK QUESTION ABOUT ALAMEDA CREEK TRAILS WHICH I BELIEVE CURRENTLY INCLUDES, YOU KNOW, THE TASSAJARA RIDGE, TASSAJARA CREEK AND IRON HORSE TRAIL IN ALAMEDA COUNTY.
CORRECT. AND I JUST WANT TO CONFIRM THAT BECAUSE I SEE THE COLORING ALIGNS WITH THAT.
AND SO THAT WOULD THEN PUT THAT IN WHAT'S UNIT TWO ON THIS MAP.
[00:45:04]
OTHERWISE, I MEAN, I THINK IT SEEMS STRAIGHTFORWARD.I DON'T REALLY HAVE ANY OTHER QUESTIONS BESIDES THAT.
I KNOW THIS IS INFORMATIONAL, BUT IN GENERAL, I THINK YOU HEARD PRETTY STRONG SUPPORT FOR THIS IDEA, AND I KNOW THIS WILL COME TO THE FULL BOARD.
NO, IT'S NOT COMING TO THE FULL BOARD.
OKAY. IT'S ALREADY BEEN APPROVED.
ALL RIGHT. I GUESS THEN MY ONLY COMMENT WOULD BE FOR THE REST OF THE BOARD.
YEAH, ABSOLUTELY. WHICH I'M SURE.
IF YOU HAVE A PUBLIC COMMENT, WOULD YOU PLEASE RAISE YOUR HAND IN THE ZOOM ROOM? THANK YOU. NO PUBLIC COMMENT.
ONE THING YOU SHOULD PROBABLY KEEP YOUR EYES ON IS UNIT FOUR.
BECAUSE THAT 880 CORRIDOR IS REALLY IS REALLY TOUGH.
AND IN THE PAST THE UNITS WENT EAST WEST.
SO JUST KEEP YOUR EYES ON THAT AND SEE HOW DIFFICULT THAT IS.
SO. BUT OTHERWISE VERY WELL THOUGHT OUT.
THANK YOU DIRECTOR. YOU'RE WELCOME.
ALL RIGHT, THEN I THINK THAT THAT'S GREAT.
AND I THINK WE'RE MOVING RIGHT ALONG TO ITEM SIX ANNOUNCEMENTS.
I DON'T BELIEVE WE HAVE ANY ANNOUNCEMENTS.
SO I GUESS REAL QUICK FOR MEMBERS OF THE BOARD, DO YOU HAVE ANY ANNOUNCEMENTS BEFORE WE ADJOURN? ALL RIGHT, THEN OUR OPERATIONS COMMITTEE MEETING IS ADJOURNED.
THANK YOU.
