THE DISTRICT OPERATES A STATE PARK UNDER AN OPERATING AGREEMENT THAT WAS RENEWED IN 2013 WITH THE STATE OF CALIFORNIA FOR ANOTHER 30 YEAR TERM, AND MOST IMPORTANTLY, YOU KNOW, THE GENERAL PLAN PROVIDES REALLY THE GUIDANCE FOR PROJECT ELEMENTS THAT WILL BE CONSIDERING FOR THIS PLANNING PROCESS. A COUPLE OF COMMENTS JUST ABOUT THE BAY TRAIL RAPP AND AGAIN, THAT'S THE RISK ASSESSMENT AND ADAPTATION PRIORITIZATION PLAN. IT REALLY LOOKED AT SEA LEVEL RISE VULNERABILITY ALONG OUR SHORELINE PROPERTIES, AND THEN THE IMAGE THAT'S SHOWN HERE IS A RENDERING OF THE NORTH BASIN STRIP AREA INCORPORATING SOME OF THOSE ELEMENTS THAT WERE INCLUDED IN THE ORIGINAL GENERAL PLAN. THE RAPP WAS LED BY WRT, WHO WAS OUR LEAD CONSULTANT FOR THIS PROJECT, AND REALLY, THEY LOOKED AT PRIORITIZING NATURE BASED ADAPTATION PROJECTS THAT ADVANCE ECOLOGICAL RESTORATION, RECREATION, CRITICAL MOBILITY, AND ALSO BUILDING IMPORTANT INTERPRETIVE EDUCATIONAL OPPORTUNITIES. IN 2022, WE APPLIED FOR A GRANT FROM THE SAN FRANCISCO BAY RESTORATION AUTHORITY THAT WAS AWARDED FOR $600,000, AND THE DISTRICT IS CONTRIBUTING $100,000 TO FULFILL OUR GRANT REQUIREMENTS. IN 2023, THIS PAST FALL, WE ISSUED A REQUEST FOR PROPOSALS, AND WE RECEIVED PROPOSALS AND INTERVIEWED TWO FIRMS THAT WERE BOTH WELL QUALIFIED. THE TEAM WAS THE HIGHEST RANKED, BUT BOTH TEAMS WERE REALLY WELL QUALIFIED AND WOULD PRODUCE WHAT WE FELT WERE WOULD BE HIGH QUALITY WORK PRODUCTS, BUT WHAT REALLY STOOD OUT WAS THEIR ABILITY TO ARTICULATE A WELL CONSIDERED AND LAYERED PUBLIC OUTREACH PLAN AND THEIR FAMILIARITY WITH THE SITE AND STAKEHOLDER GROUPS FROM THEIR PARTICIPATION IN THE ORIGINAL GENERAL PLAN BACK IN 2002, IN FACT, AND THEN THEIR ABILITY TO ASSEMBLE A PROGRAMMATIC RECREATION AND PUBLIC ACCESS PLAN. THEIR TEAM ALSO INCORPORATES AND INCLUDES SOME PIONEERING MEMBERS OF THE RESTORATION COMMUNITY THAT WILL LOOK AT NATURE BASED, RESILIENT SHORELINE DESIGN OPTIONS, AND REALLY THE PURPOSE OF THE PROJECT IN THIS PRE-DESIGN PHASE IS TO DEVELOP A PRELIMINARY DESIGN THAT CREATES A RESILIENT SHORELINE THAT IS RESPONSIVE TO SEA LEVEL RISE, AND THAT'S COUPLED WITH PUBLIC ACCESS THAT'S ROOTED IN THE GUIDANCE FROM THE GENERAL PLAN. SPECIFICALLY, SOME OF THE THINGS THAT WE'LL BE TOUCHING ON ARE THE TECHNICAL STUDIES LISTED HERE LOOKING AT SEA LEVEL RISE, BIOLOGICAL AND CULTURAL RESOURCES, GEOTECHNICAL AND HAZARDOUS WASTE CONSIDERATIONS, AND THEN THE UTILITY SYSTEM CAPACITY. THE PHOTO ON THIS SLIDE IS OF THAT SOUTH PORTION OF THE PROJECT AREA ON THE VIRGINIA STREET EXTENSION. THIS WAS TAKEN EARLIER THIS YEAR DURING A KING TIDE, AND JUST ILLUSTRATING THAT, YOU KNOW, WE'RE SEEING BAY WATERS COMING UP TO AND CROSSING THE EXISTING TRAIL THERE. THIS SLIDE IS AGAIN PULLED FROM FROM THE GENERAL PLAN, AND WHAT WHAT THIS ILLUSTRATES IS SOME OF THE ELEMENTS IN THE GENERAL PLAN THAT WILL BE CONSIDERING. I'LL JUST HIGHLIGHT THEM QUICKLY, BUT, YOU KNOW, AT THE BOTTOM OF THE PAGE, WE SHOW THE POTENTIAL OF REGRADING OR EVEN INSTALLING BENEFICIAL FILL TO IMPROVE HABITAT ALONG THAT SHORELINE AND TO ADAPT, OBVIOUSLY TO, TO SEA LEVEL RISE, AND THEN ON THE SOUTHEAST SIDE THERE WAS CONSIDERATION AND WILL BE CONSIDERING DAYLIGHTING SCHOOLHOUSE CREEK, WHICH DRAINS FROM THE CITY OF BERKELEY AND THEN WITHIN THAT NORTH [00:25:06] BASIN STRIP AREA. THERE'S CONSIDERATION FOR PUBLIC FACING FACILITIES, INCLUDING PARKING AND OTHER RECREATIONAL AMENITIES. THIS IS OUR TENTATIVE PUBLIC REVIEW PROCESS. SO IF YOU'RE LOOKING OUT THROUGH THE PERIMETER OF THE BLUE CIRCLE, YOU'LL SEE THE YELLOW CIRCLES THERE AGAIN WITH THE ARROWS ATTACHED TO THEM, AND WE WANT PEOPLE TO GET OUT INTO THE PARK. SO YOU'RE HAVING PHYSICAL CONNECTIONS, VISUAL CONNECTIONS, SENSORIAL SENSORY CONNECTIONS TO THESE PLACES TO GET OUT, ENJOY THE WATERSHED, GO OUT AND LOOK AT THE TRAILS. CHECK OUT THE LITTLE FARM. SO WE REALLY WANT PEOPLE TO GET OUT AND EXPLORE ABOUT. SO ALL OF THESE, THE THEMES, THE RELATIONSHIPS, THESE ADJACENCIES ARE ALL DEVELOPED IN CONCERT WITH THE ARCHITECTS AND THE LANDSCAPE ARCHITECTS. THIS HAS BEEN A REALLY REFRESHING VIEW THE DISTRICT HAS TAKEN IS THAT INSTEAD OF HAVING A BUILDING AND THEN DEVELOPING EXHIBITS AND INTERPRETIVE PROGRAMS TO GO INSIDE THAT BUILDING, WE'VE WORKED WITH EHDD, APA AND CMG, OUR LANDSCAPE ARCHITECTS, TO PUT ALL THOSE IDEAS TOGETHER AT THE VERY BEGINNING, AND THAT REALLY MAKES FOR A MUCH MORE SEAMLESS EXPERIENCE. JUST ASSUMING THAT THIS IS SOME SORT OF DISTRICT OFFICE SPACE OR RESEARCH CENTER OR SOMETHING THAT HAS NOTHING TO DO WITH THE PUBLIC, AND ONE OF OUR GOALS IS TO CHANGE THAT EXPERIENCE. SO NOW I'M GOING TO ENTER INTO THE. FOR SCHEME. SCHEME ONE, ALSO NICKNAMED THE EDDY SCHEME. THIS IS A SCHEME WHERE YOU. WELL, MAYBE I'LL SITUATION ONCE AGAIN. THE COW BARN. YOU ENTER THE BUILDING AND THIS HAS A STRONG VISUAL CONNECTION. WE'VE LOCATED ALL THE ENTRIES IN THIS GENERAL VICINITY, SO IT HAS A STRONG VISUAL AND PHYSICAL CONNECTION TO THE LITTLE FARM. HERE. THIS ONE, YOU SORT OF DISCOVER NEW SPACES AS YOU AS YOU WALK THROUGH IT, AND THERE AND THE EXHIBIT SPACES ARE IN MORE DISCREET SPACES. IT'S A LITTLE BIT MORE SEPARATED AND NOT ALL SORT OF MIXED TOGETHER AS MUCH. CONTINUING TO THE LEFT ONCE AGAIN IS THE ADMINISTRATION, AND ONCE AGAIN, WITH THIS SCHEME, THE SECURITY RESIDENCE IS MAINTAINED. SO IT WOULD BE RENOVATED BUT NOT DEMOLISHED AND REPLACED. THIS SCHEME ALSO HAS. YOU CAN SEE THAT THERE WOULD BE THE WINDOWS FACING OUT TO THE TO THE ACTUAL SPECIFIC, ONCE AGAIN, SPECIFIC INTERPRETIVE AREAS OUTSIDE THAT RELATE TO THE EXHIBITS INSIDE. THIRD AND FINAL SCHEME IS THE CLUSTER SCHEME. ONCE AGAIN YOU ENTER AT THE RED ARROW, SIMILAR LOCATION IN THE PREVIOUS SCHEMES. THE TO YOUR RIGHT IS THE MULTI-PURPOSE ROOM AND TO YOUR LEFT IS THE RESTROOMS. EXHIBIT AREAS WHICH OPEN OUT TO SORT OF A DECK AREA THAT OPENS OUT TO THE MEADOW AND THE WOODED FOREST. SIMILAR IN THE SCHEME OF THE ADMINISTRATION IS TO THE LEFT, AND THEN IN THIS SCHEME, THE SECURITY RESIDENCE WOULD NEED TO BE DEMOLISHED AND REPLACED WITH A NEW STRUCTURE. I'M GOING TO SHOW YOU THIS NOW THAT WE'RE GOING TO LOOK AT THE SCHEMES OVERLAID WITH THE LANDSCAPE PLANS. ONE OF THE THINGS I'D LIKE TO COMMUNICATE TO ALL OF YOU IS THAT THE LANDSCAPE PLANS ARE INTERCHANGEABLE WITH THE BUILDING PLANS. ONE OF THE BIGGEST ISSUES YOU MAY RECALL WHEN I CAME HERE PREVIOUSLY FROM THE FEASIBILITY STUDY AND THEN ALSO FROM THE PRE-DESIGN, WE REALIZED WE HAVE AN ADA ACCESSIBILITY ISSUE FROM THE PARKING LOT TO THIS FACILITY. IF YOU LOOK ON THE SCHEME IN THE UPPER RIGHT HAND CORNER, YOU'LL SEE A CIRCLE THAT IS THE ROUNDABOUT IF YOU'RE FAMILIAR. NOW YOU COME TO THE PARKING LOT. AT THE END OF THE PARKING LOT IS A ROUNDABOUT TURNAROUND THAT. THAT IT MAY NOT WHEN YOU TALK ABOUT IT, YOU MAY NOT REALIZE IT, BUT IT'S SLOPED. IT SLOPES TOO MUCH, AND SO THERE IS GOING TO NEED TO BE SOME GRADING WORK DONE IN THAT AREA TO ACTUALLY BRING IT TO AN ACCEPTABLE ADA GRADE. THIS SCHEME PRESENTS THE IDEA OF A NEW PEDESTRIAN BRIDGE, A NEW ENTRY TO THE PARK, AND THAT'S THAT BROWN LINE COMING OUT OF THE CIRCLE HEADED DIRECTLY TOWARDS THE VISITOR CENTER. THAT WOULD BE A SOME SORT OF TRESTLE BRIDGE THAT WOULD SPAN OVER WHAT'S CURRENTLY THE SILTATION POND AREA. THIS HAS THE ADVANTAGE OF HAVING THE LEAST DROP AND RISE FOR SOMEONE COMING TO THE PARK. YOU DON'T HAVE TO THAT I'LL SHOW YOU OTHER SCHEMES. YOU HAVE TO GO DOWN TO THE CREEK AND THEN COME BACK UP TO THE VISITOR CENTER. THIS ONE WOULD ALMOST LAND. YOU LEVEL WITH THE JUST A FEW FEET BELOW THE VISITOR CENTER LEVEL. THE SCHEME, THE CURRENT EXISTING PEDESTRIAN BRIDGE IS ELIMINATED AND THE IS REPLANTED WITH NATURAL PLANTING AND ONLY TO THE FAR RIGHT OF THE CIRCLE. YOU CAN STILL SEE THE ROAD THAT SERVICE ROAD FIRE ROAD THAT LEADS INTO LEADS YOU TO DOWN TO WILDCAT CREEK AND THE SERVICE ENTRY FOR THE PARK. THIS SCHEME ALSO FOCUSES AS MUCH OF THE PEDESTRIAN TRAFFIC AS POSSIBLE TOWARDS THE VISITOR CENTER AND LITTLE FARM, AND BRINGS YOU TO SORT OF A PLAZA AREA THAT WE COULD THEN ORIENT PEOPLE TO THE DIFFERENT AMENITIES IN THE PARK. ONE OF THE OTHER THINGS YOU'LL SEE ON THIS SCHEME IS THERE'S A NUMBER OF SIX YELLOW CIRCLES WITH LINES HASH THROUGH THEM. THOSE ARE GROUP AREAS, AND AS YOU ALL KNOW, THIS FACILITY HAS A HUGE NUMBER OF STUDENTS THAT COME HERE. BUSLOADS COME, AND WHAT THE STAFF HAS TO DO IS BREAK THOSE STUDENTS UP INTO SMALLER GROUPS WITH NATURALISTS THAT THEN CAN ROTATE THROUGH THE VISITOR CENTER EXPERIENCE BECAUSE THEY CAN'T POSSIBLY BRING THEM TOGETHER ALL AS ONE LARGE GROUP, AND THAT'S ONE OF THE PURPOSES OF THESE DEVELOPING THESE NODES FOR THE VARIOUS GROUPS. ANOTHER ISSUE THAT WE NEED TO DISCUSS IS THE LAWN. YOU KNOW, CURRENTLY THE VISITOR CENTER SITS ON A LARGE TURF LAWN AREA, WHICH IS NOT THE MOST ENVIRONMENTALLY SENSITIVE SOLUTION. SO BUT WE ALSO IT'S VERY POPULAR LAWN AREAS WITH THE TODDLERS THAT COME TO THE LITTLE FARM. SO THE IDEA IS TO RESTRICT THE LAWN AREA TO SPECIFIC LOCATIONS WHERE PEOPLE WILL BE ABLE TO ENJOY THEM, BUT NOT TO HAVE THEM TAKING UP THE ENTIRE GROUND PLANE. SO THIS ONE IS AN EXAMPLE WHERE THE LAWN IS SPLIT, SOME IS IN THE BACK IN THE MEADOW AREA TO THE BETWEEN THE MEADOW AND THE VISITOR CENTER, AND THEN ALSO [01:15:09] BETWEEN THE VISITOR CENTER AND THE WILDCAT CREEK RIPARIAN CORRIDOR. THERE'S THOSE TWO GREEN DARK GREEN OVALS. WE ALSO HAVE LOOP TRAILS. THIS IS ONE OPTION WITH LOOP TRAILS THAT CONNECT THE VISITOR CENTER TO THE DIFFERENT TRAILS THAT LEAD OUT. THIS IS THE LANDSCAPE PLAN B. THIS ONE WAS A SCHEME THAT SUGGESTED THE IDEA OF WE WOULD ELIMINATE THE PEDESTRIAN BRIDGE, OR THE PEDESTRIAN PATH THAT CURRENTLY EXISTS, AND FOCUS ALL THE PEDESTRIAN TRAFFIC ONTO THAT ROAD, THAT SERVICE ROAD. THE IDEA CREATING A SERVICE ROAD AND ADJACENT TO A VERY DEFINED PEDESTRIAN EXPERIENCE. THE REASON THE CONSULTANT SUGGESTED THIS IDEA WAS THAT THEY WANTED. CURRENTLY, WHEN SOMEONE'S NEW TO THE PARK COMES THERE, THERE'S IT'S A BIT CONFUSING. THERE'S MULTIPLE PATHS LEAVING FROM THE ROTUNDA IN DIFFERENT DIRECTIONS, AND IT CAN BE A BIT CONFUSING. SO THEIR IDEA WAS IF YOU LOOK AT THE ROTUNDA, YOU WOULD ACTUALLY BUILD A GATEWAY THROUGH THE ROTUNDA, MAYBE A BOARDWALK THROUGH THE OAK TREES THAT ARE IN THE ROTUNDA, CREATING A GATEWAY THAT THEN FOCUSES ALL THE PEOPLE COMING DOWN FROM THE PARKING LOT TO ONE POINT AND THEN DOWN THAT ONE POINT DOWN TO THE SORT OF CREEK LEVEL, AND THEN BACK UP TO THE VISITOR CENTER. ONCE AGAIN, THIS HAS A REQUIRE MORE GRADING FOR THE ADA PATH BECAUSE YOU'RE DROPPING DOWN LOWER.
