AND AS YOU CAN SEE FROM THIS PHOTO, THIS IS A VERY BEAUTIFUL PHOTO OF A PRISTINE, PERFECT POOL.
I WILL ASSURE YOU IT DOES NOT LOOK LIKE THAT TODAY.
THE LITTLE HILLS POOL IS LOCATED AT 1801 THREE BOLLINGER CANYON ROAD IN SAN RAMON.
IT IS A RESERVATION ONLY SITE, MEANING THAT IT'S NOT OPEN TO THE GENERAL PUBLIC FOR POOL USE, IN THE SAME WAY THAT ROBERT'S POOL OR OTHER POOL AND LAGOON FACILITIES ARE.
SO CORPORATE EVENTS, CHURCH PICNICS, AND THEN VERY POPULARLY AS A WEDDING VENUE.
HERE'S A PHOTO KIND OF OF THE LAYOUT OF LITTLE HILLS.
AND ONE THING OF NOTE HERE IS THAT THE POOL ITSELF IS ONLY 50FT AWAY FROM BOLGER CANYON CREEK, WHICH IS A CRITICAL FACT HERE. FOR SOME BACKGROUND, SINCE THE POOL HAS BEEN UNDER THE MANAGEMENT OF PALMDALE ESTATES, IT'S BEEN VERY UNDERUTILIZED SINCE THEY TOOK ONLY SINCE THEY TOOK OVER.
I THINK GENERALLY IF YOU'RE HAVING A WEDDING, YOU PROBABLY DON'T WANT TO USE A POOL.
THERE'S ALSO A VERY HIGH COST OF MAINTENANCE.
OBVIOUSLY, WHEN YOU'RE NOT UTILIZING A POOL, THERE'S STILL THE COST OF POWERING THE POOL, BUYING THE POOL CHEMICALS, MAKING SURE THAT IT'S ON, AND MAKING SURE THAT THE WATER IS CLEAN SO THAT THAT'S A RATHER HIGH COST.

SO THESE WERE HIGHLIGHTED AND INFORMED TO THE DISTRICT.AND WE HAD TO BRING THOSE THINGS UP TO CODE IN ORDER FOR US TO EVEN MAKE THE POOL USABLE.
TO BETTER INFORM OUR LONG-TERM DECISION OF THE USE OF THE POOL.
THE DESIGN AND CONSTRUCTION DEPARTMENT CONTRACTED ROGERS, STRINGER AND MCCLELLAND TO DO A FACILITY ASSESSMENT TO EVALUATE THE CONDITION OF THE POOL, AND THEY DETERMINED THAT THERE WOULD BE A LOT OF UPGRADES REQUIRED TO BRING THE POOL INTO CODE COMPLIANCE.
MINIMUM OF $700,000 WAS THE INITIAL ASSESSMENT, BUT CHANCES ARE IT COULD BE MORE.
THESE REQUIREMENTS INCLUDED REPLASTERING OF THE POOL, UPDATING THE STEPS AND THE DECK, AND IMPROVING THE OVERALL DRAINAGE, FILTRATION, AND PIPING SYSTEM OF THE POOL. THEY ALSO FOUND THE STUDY ALSO FOUND THAT THE ADJACENT SYSTEMS, SUCH AS THE EVAPORATION POOL, WERE ALSO INSUFFICIENT AND THERE WAS NO SANITARY SEWER. AND THEN ONE POINT, AS I ALLUDED TO BEFORE, IS THE FACT THAT THE POOL ITSELF IS LOCATED A MERE 50FT FROM BOLLINGER CANYON CREEK.
SO THERE'S A LITTLE BIT OF AN OVERFLOW HAZARD HERE.
AFTER CONDUCTING THE ASSESSMENT, RS&M FOUND THAT THERE WOULD BE A RATHER HIGH COST TO PERFORM ALL OF THIS WORK IN EITHER RENOVATING OR REPLACING THE POOL ENTIRELY.
THE ENVIRONMENTAL CONCERNS OF THE POOL BEING LOCATED TO THE CREEK OR OF COURSE, SIGNIFICANT.
AND THE COUPLED WITH THE FACT THAT THERE IS A LACK OF USE AND THIS OVERALL COST OF REPAIR AND RENOVATION WOULD EXCEED THE COST OF DEMOLITION, THAT THAT WOULD PROBABLY BE THE BEST STEP.
AND AT THIS JUNCTURE, THAT IS WHAT STAFF ARE RECOMMENDING.
IT GOES STRAIGHT UP TO THE GENERAL MANAGER AND ASSUMING THAT THE DEMOLITION FORM IS COMPLETED AND APPROVED, WE WILL MOVE FORWARD IN DEMOLITION AND THE PRE-DESIGN PROCESS. THE PRE-DESIGN PROCESS INCLUDES, YOU KNOW, PERMITTING, COSTING, SCOPING, ALL OF THE ALL THE FUN STUFF THAT GOES AHEAD OF A PROJECT OF THIS CALIBER.
WE WILL THEN SEEK AWARDS, SEEK BIDS, AND AWARD A CONTRACT FOR THE DEMOLITION.
AND THEN EVENTUALLY THERE'S A FEW POSSIBILITIES OF NEXT STEPS, BUT THERE ARE ADJACENT PROJECTS THAT ARE OCCURRING NEARBY THAT COULD POTENTIALLY BE COUPLED WITH THE DEMOLITION OF THE POOL, RESULTING IN SOME COST SAVINGS.
SO, OUR HOPE IS TO MAYBE EVENTUALLY CONVERT THIS POOL INTO AN EVENT SPACE OR A DANCE AREA SO THAT SURFACE AREA CAN BE UTILIZED AS ADDITIONAL EVENT SPACE AT THE VENUE.

AND GENERALLY THOSE RESERVATIONS ARE FOR NOT TO SAY THEY'RE NOT UTILIZED.
THEY DON'T UTILIZE THE POOL, BUT MOSTLY IT'S A WEDDING VENUE.

THE OTHER THING IS THE CHEMICAL BUILDING AND THE TWO FILTERS FOR THE THAT SERVICE, THE POOL, ARE CLOSER THAN 50FT TO THE CREEK, AND THEY'RE ACTUALLY AT SIT AT THE TOP OF BANK.
YEAH. I MEAN, THIS IS A SERIOUS TOPIC RIGHT NOW, I KNOW.
IN BETWEEN SONOMA AND FREMONT, WE HAVE A REALLY IMPORTANT STATE HIGHWAY 84 ALONG NILES CANYON.

THAT IS WOULD BE QUITE INCONVENIENT.

LOOK AT OUR MEETINGS AND REVIEW OUR MEETINGS WELL AFTER THE FACT THAT THEY'RE HELD IF YOU LOOK AT THE NUMBERS ON, ON YOUTUBE.SO I ACTUALLY THINK OUR EXISTING SCHEDULING OF COMMITTEES AND BOARD MEETINGS IS OPTIMAL IN TERMS OF PUBLIC PARTICIPATION AT THIS POINT.
AND, YOU KNOW, MY EXPERIENCE WITH THE EVENING BUDGET THE HEARING THAT WE HAVE ONCE A YEAR IS I JUST HEAR COMPLAINTS FROM PEOPLE WHO DON'T WANT TO COMMUTE AND HEAR, AND THEY'RE GOING TO WATCH ON ZOOM OR YOUTUBE ANYWAY.
SO I JUST THAT THE THE SUGGESTION OF CHANGING OUR COMMITTEE SCHEDULES OR OUR DAYTIME MEETINGS WILL GOOD.
