THE DISTRICT DOES NOT MANAGE THE BOARDING AGREEMENT WITH THE CUSTOMERS OR THE BOARDERS. THAT IS A RELATIONSHIP MANAGED BETWEEN THE OPERATOR AND THE BOARDER, AND WE ENCOURAGE COMPLAINANTS TO FOLLOW THE PROCESS OUTLINED IN THE BOARDING AGREEMENT. IN THE PAST 18 MONTHS, THE PARK DISTRICT HAS NOT RECEIVED ANY SUBSTANTIATED COMPLAINTS VIA THIS PROCESS. SO TODAY, THE ITEM BEFORE YOU IS TO AWARD A CONCESSION CONTRACT TO RUN THE LAS TRAMPAS STABLES. AS YOU MAY RECALL, WE CAME TO THE BOARD OPERATING COMMITTEE LAST FALL TO ENTER INTO AN INTERIM AGREEMENT WITH KEYSTONE AFTER THE CONCESSION LEFT ON VERY SHORT NOTICE PRIOR TO THEIR CONTRACT ENDING. WE BELIEVE WITH THAT, WITH SOME OF THE ISSUES THAT ARE COMING UP AROUND THIS TRANSITION STEM FROM MORE STRUCTURE BEING IMPOSED [00:05:03] BY KEYSTONE IN COMPARISON TO THE PREVIOUS CONCESSIONAIRE. FOLLOWING THE EXIT OF THE PRIOR CONCESSIONAIRE, THE DISTRICT ADVERTISED AN RFP, AND A NEW CONTRACT IS WHAT IS BEING RECOMMENDED TODAY. I DO WANT TO HIGHLIGHT THAT THE LAS TRAMPAS THAT LAS TRAMPAS IS A DISTRICT OWNED FACILITY, AN ASSET THAT IS MANAGED BY A CONCESSIONAIRE AGREEMENT. THE DISTRICT HAS STATED OBJECTIVES TO FOREMOST PROVIDE AND WHERE POSSIBLE, INCREASE PUBLIC ACCESS AND TO HAVE A CONCESSIONAIRE THAT IS FISCALLY ACCOUNTABLE AND HAS DEMONSTRATED EXPERIENCE AS A BUSINESS OPERATING WITHIN THE STRUCTURE OF THE PUBLIC SECTOR. I'M GETTING OVER A COLD FOR THIS PRESENTATION TODAY, I'LL PROVIDE A BRIEF BACKGROUND ON THE LOCATION OF LAS TRAMPAS STABLES, AS WELL AS A GENERAL BACKGROUND ON THE SITUATION WHICH AGM GOORJIAN ALLUDED TO. I'LL PROVIDE AN OUTLINE FOR THE REQUEST FOR PROPOSAL AND THE TIMELINE PROCESS, AS WELL AS OUR ULTIMATE RECOMMENDATION FOR THE CONCESSIONAIRE. OUR REVENUE PROJECTIONS AND OUR STAFF RECOMMENDATION. LAS TRAMPAS STABLES IS LOCATED IN LAS TRAMPAS WILDERNESS REGIONAL PRESERVE. THE CONCESSION HAS OVER EIGHT ACRES THAT IT OVERSEES WITH ABOUT 50 STALLS, OVER 50 STALLS ALTOGETHER, COVERED PADDOCKS, SEGMENTED PASTURES AND INDOOR ARENA. A LARGE BARN, A SHAVING SHED, A MANURE SHED AS WELL AS TWO ON SITE RESIDENCES. THE OPERATION INCLUDES HORSE BOARDING GROUP AND INDIVIDUAL INSTRUCTION FOR ADULTS AND YOUTH, AS WELL AS OTHER PROGRAMS. THESE CAN INCLUDE HORSE CLINICS, SHOWS, EDUCATIONAL AND INSTRUCTIONAL PROGRAMS. IN JULY OF LAST YEAR, WE RECEIVED WORD THAT THE FORMER CONCESSIONAIRE WOULD BE LEAVING, AND WE RECEIVED A 30 DAY NOTICE OF HER DEPARTURE. DURING THAT TIME, WE ENGAGED IN DIRECT NEGOTIATIONS WITH KEYSTONE MANAGEMENT COMPANY, AND THEY CAME IN AS THE INTERIM OPERATING CONCESSIONAIRE AT LAS TRAMPAS STABLES. DURING THAT TIME, WE BEGAN FORMULATING AN RFP TO GO OUT TO BID LAST FALL. THIS IS A BRIEF OUTLINE OF THE PROPOSAL TIMELINE. ON WEDNESDAY, OCTOBER 18TH OF LAST YEAR, WE OPEN REQUESTS FOR PROPOSALS AND WE DID A MANDATORY SITE WALK AT THE END OF OCTOBER. PROPOSALS WERE DUE ON DECEMBER 4TH, AND WE CONDUCTED INTERVIEWS IN THE EARLY PART OF DECEMBER WITH THE INTERESTED PARTIES. WE ARE NOW HERE TODAY SEEKING A RECOMMENDATION THAT WE HOPE TO BRING TO THE BOARD OF DIRECTORS IN MID-FEBRUARY. AT THE SITE VISIT, WE RECEIVED ATTENDANCE FROM TEN DIFFERENT PEOPLE, BUT THEY WERE FROM THREE DIFFERENT COMPANIES AND WE ULTIMATELY GOT THREE SUBMISSIONS FROM EACH OF THEM. THEY WERE A KEYSTONE MANAGEMENT COMPANY, TRILOGY EQUESTRIAN SERVICES LLC, AS WELL AS SADDLE UP ACADEMY. AFTER CONDUCTING A THOROUGH ANALYSIS OF EVERYONE'S PROPOSALS AS WELL AS INTERVIEWS, WE HAVE DECIDED TO SELECT KEYSTONE MANAGEMENT COMPANY FOR THE CONTINUED OPERATION AT LAS TRAMPAS STABLES. WE SELECTED THEM BECAUSE OF THEIR STRONG WORKING HISTORY, WITH THE DISTRICT BEING BOTH RESPONSIVE AND RESPONSIBLE. THEY HAVE RUN THE OPERATIONS AT ANTHONY CHABOT EQUESTRIAN CENTER SINCE 2021, AND THEY HAVE HAD A POSITIVE INFLUENCE AT LAS TRAMPAS IN THEIR SHORT STAY. THE STABLES THERE WERE IN A STATE OF DISREPAIR WHEN THEY FIRST CAME IN, AND THEY HAVE SINCE WORKED TO CLEAN UP THE AREA AND HAVE DONE REPAIRS. AS [INAUDIBLE] MENTIONED EARLIER, WE SOUGHT A CONCESSIONAIRE THAT WAS WILLING TO PROVIDE MORE EQUESTRIAN OPPORTUNITIES TO THE GENERAL PUBLIC, RATHER THAN BOARDERS. THEY WILL BE OFFERING A RANGE OF SERVICES SUCH AS TRAIL RIDES, HORSE CAMPS AND ONSITE CLINICS TO THE SAN RAMON AREA, AND THEY WANT TO DEVELOP THEIR LESSON PROGRAM, COMMUNITY INVOLVEMENT AND EQUESTRIAN EDUCATION THROUGH VARIOUS COLLABORATIONS, INCLUDING POTENTIALLY PARTNERING WITH THE NEIGHBORING LITTLE HILLS TO OFFER EQUESTRIAN ENGAGEMENT FOR THE SPECIAL EVENTS THAT THEY HOLD THERE. [00:10:04] ANTHONY CHABOT, EQUESTRIAN THEY HAVE BEEN THE ANTHONY CHABOT EQUESTRIAN CONCESSIONAIRE. AS I MENTIONED SINCE 2021, THEY HAVE PROVEN SKILLS OF WORKING WITH PARK STAFF AND THEY HAVE A PROVEN RECORD OF FISCAL RESPONSIBILITY. AS I MENTIONED EARLIER, THEY HAVE BEEN THE INTERIM OPERATOR AT LAS TRAMPAS STABLES, AND PER THE ANNUAL FEE SCHEDULE PROCESS, KEYSTONE RECOMMENDED A BOARD INCREASE TO BEGIN IN 2024. AS YOU MAY RECALL, THIS WAS RECOMMENDED TO THIS COMMITTEE AND APPROVED BY THE FULL BOARD OF DIRECTORS LAST YEAR AND CAME INTO EFFECT IN 2024. A LOT OF THESE CHANGES WERE IN RESULT TO THE HIGH COST OF FEED AND HAY, AS WELL AS COMPETITIVE LABOR IN THIS REGION. BASED ON THOSE FEE INCREASES, WHICH HAVE GONE UP FROM 650 TO 765 PER MONTH, WE ARE PROJECTING AN ANNUAL REVENUE OF ABOUT $411,000 A YEAR, AND WILL BE COLLECTING 5% FOR THEIR CONCESSION FEE AND 5% INTO THE CMF, WHICH, AS YOU KNOW, THE CONCESSION MAINTENANCE FUND GOES BACK INTO THE REHABILITATION, UPKEEP AND MAINTENANCE OF THE FACILITY. WITH THAT SAID, STAFF RECOMMENDS THAT THE BOARD OPERATIONS COMMITTEE APPROVE AND RECOMMEND TO THE FULL BOARD THE SELECTION OF KEYSTONE MANAGEMENT COMPANY AS A CONCESSIONAIRE OF THE LOST TRUMPET STABLES CONCESSION, WITH A THREE YEAR TERM BEGINNING MARCH 1ST OF THIS YEAR AND A POSSIBLE SEVEN YEAR TERM AT THE PARK DISTRICT SOLE DISCRETION. EXPECTED REVENUE IS UP TO 20,000 PER YEAR BASED ON A PERCENTAGE OF GROSS RECEIPTS AND I WILL TAKE QUESTIONS. ALL RIGHT. SO THAT WAS SOMETHING THAT WAS SOMETHING WE WERE KEENLY AWARE OF DURING THE PROPOSAL PROCESS AND LOOKED AT SPECIFICALLY. AND YOU BELIEVE WITH THE NEW OPERATOR, YOU'LL BE ABLE TO TAKE CARE OF SOME OF THOSE SITUATIONS YOU WERE CONCERNED ABOUT. YES. THEY'VE ONE WAY IN WHICH THEY'VE DONE THAT ALREADY WAS THROUGH THE FEE SCHEDULE PROCESS. YES, ABSOLUTELY. SO, AS AGM GOORJIAN SAID EARLIER, WE TAKE EVERY GRIEVANCE SERIOUSLY AND MAKE NOTE OF IT IN THE RECORD AND THERE IS PROPOSED LANGUAGE IN THE CONCESSION AGREEMENT IF AWARDED THAT PERMITS THE DISTRICT TO NOTIFY THE CONCESSIONAIRE THAT IT MUST REASSIGN OUT OF THE DISTRICT'S FACILITIES ANY EMPLOYEES THAT ARE ACTING OBJECTIONABLY AND WE USE OUR OWN REASONABLE JUDGMENT OF WHETHER OR NOT THE CONCESSIONAIRE MEETS THE CRITERIA OF BEING COMPETENT, DISORDERLY, DISCOURTEOUS, OR OBJECTIONABLE, AND WE WOULD CONSIDER FAVORITISM TO BE OBJECTIONABLE BEHAVIOR. BUT WE CAN ALSO INSERT ADDITIONAL LANGUAGE TO SAFEGUARD AGAINST, YOU KNOW, POTENTIAL COMPLAINTS IN THE FUTURE AND HOW TO ADDRESS THESE SITUATIONS AND SOME OF THESE MAY BE A LITTLE BIT REPETITIVE OF WHAT WAS PRESENTED, BUT I THINK IT'S JUST GOOD TO ALWAYS, YOU KNOW, REVIEW SOME OF THESE TYPES OF QUESTIONS. SO THE CONCESSION AGREEMENT REQUIRES THAT THE CONCESSIONAIRE COMPLY WITH ALL COMMERCIAL, REASONABLE COMMERCIAL STANDARDS FOR A SAFE AND SANITARY EQUINE ENVIRONMENT. IF THERE'S ANYTHING THAT CAUSES ALARM, ANY GRIEVANCE THAT COMES THROUGH RELATED TO THE HORSE'S SAFETY OR HEALTH IN GENERAL OF THE HORSE, THE STABLES, WE HAVE THE RIGHT TO HIRE A CONSULTANT AND KIND OF PERFORM AN AUDIT TO ENSURE SAFEGUARD THE HEALTH AND WELL-BEING OF THE HORSES AND DOES THE CONTRACT REQUIRE THE CONCESSIONAIRE TO HAVE A WRITTEN PROCESS FOR ITS WAIT-LIST AND BORDER SELECTION? YES. THEY PROPOSE THEIR WAIT LIST PROCESS TO US, AND WE DOCUMENT IT ON OUR END AND THESE PROCESSES, WE CAN'T STRESS THIS ENOUGH, HAVE TO BE EQUITABLE AND NONDISCRIMINATORY. SO EVERY FALL THE RECOMMENDATIONS COME THROUGH THIS COMMITTEE AND THIS COMMITTEE RECOMMENDS THEM TO THE FULL BOARD OF DIRECTORS FOR RATIFICATION FOR THE FOLLOWING YEAR AND IF I RECALL CORRECTLY, LAST YEAR WE ALSO REVIEWED WE'RE DOING A COMPREHENSIVE FEE STUDY WHERE WE'RE LOOKING AT ALL OF THE FEES AND ANALYZING THAT ACROSS THE DISTRICT FOR ALL THE DIFFERENT CONCESSIONAIRES THAT WE WORK WITH. THE FEE STUDY SCOPE AT THIS POINT IS LOOKING AT THE FEES THAT WE CHARGE. SO SWIMMING ENTRY, THINGS LIKE THAT. BUT IT CAN CERTAINLY BE AN ASPECT OF A FUTURE PHASE. IT WAS RECENTLY DEVELOPED INTO A CAMPGROUND, PROVIDING THE PUBLIC OVER 60 RV SITES, PICNIC AREAS AND AMPHITHEATER, SHOWER AND RESTROOMS, AND A CAMP STORE. AS YOU MAY KNOW, THIS WAS AN ACTIVE QUARRY FROM THE 1950S THROUGH 2007. ROCK AND GRAVEL EXCAVATED FROM THIS QUARRY HELPED CONSTRUCT VARIOUS INFRASTRUCTURE PROJECTS IN OUR REGION, INCLUDING SAN FRANCISCO AND OAKLAND, INTERNATIONAL AIRPORTS, LOCAL HIGHWAYS, AND OTHER PROJECTS IN ITS LIFESPAN. THE QUARRY PRODUCED 15,000,000YD³ OF ROCK, CREATING A MASSIVE EXCAVATION SITE THAT WAS 320FT BELOW SEA LEVEL. THE QUARRY WAS PLANNED FOR FUTURE RESTORATION PER PAST RECLAMATION PLANS, AND THE ULTIMATE INTENT OF THE QUARRY WAS TO BE RESTORED. IN 2012, THE PARK DISTRICT AND DUNBARTON QUARRY ASSOCIATES BEGAN DEVELOPMENT OF A CAMPGROUND AS PER THE RECLAMATION PLANS. THE CAMPGROUND CONSTRUCTION IS A WHOLE BODY OF WORK THAT IS MANAGED BY OUR DESIGN AND CONSTRUCTION DEPARTMENT, AND I DO HAVE ARCHITECT JIM DEVLIN HERE FOR ANY SPECIFIC QUESTIONS RELATED TO THAT. I WANT TO SHARE WHERE WE USE THE INATURALIST APP TO HELP PUT IN PHOTOS OF SOME OF THE DIFFERENT PLANT AND ANIMAL WILDLIFE THAT WE ENCOUNTERED ON THE TRAIL AND OUR YOU KNOW, OUR SUNOL VISITOR CENTER DID SUCH A GREAT JOB IN REGARDS TO THE BIOBLITZ AND ORGANIZING THAT ACTIVITY. SO, FOR EXAMPLE, WE HAD TWO TRAIL SIGNS THAT WERE ALMOST COMPLETELY UNDER UNDER DIRT BECAUSE OF THE EROSION AND THE DIRT THAT HAD BEEN MOVED DURING THE STORMS AND I KNOW THOSE ARE JUST TWO SIGNPOSTS, BUT THAT'S ONE EXAMPLE AND THEN ALSO THE FACT THAT THE TRAIL AND THE GROUND HAD BEEN RAISED SO SIGNIFICANTLY TO ALMOST COVER THE TWO SIGNPOSTS AND THEN THERE'S A FEW CROSSINGS ON THE TRAIL THAT WE WENT ON WHERE WE HAD TO CROSS OVER THE CREEKS AND THEY WEREN'T THEY WERE FINE TO CROSS OVER, BUT IT WAS HELPFUL TO HAVE YOU KNOW, OUR NATURALISTS WITH US TO MAKE SURE THAT WE WERE TAKING THE SAFEST ROUTES ACROSS THE CREEKS AND IT MAY BE THAT IF YOU'RE ON YOUR OWN, IT MIGHT NOT ALWAYS BE OBVIOUS WHAT THE SAFEST ROUTE IS AND SO WHILE THESE MIGHT NOT BE AS SUBSTANTIAL AS SOME OF THE OTHER WINTER STORM DAMAGE I KNOW I SAW PHOTOS OF, AND I KNOW THAT WE WORKED ON, I THINK SOME OF THESE ASPECTS OF THINGS SHOULD ALSO BE INCLUDED IN THIS WINTER STORM REPORT. IT'S SUCH A SEVERE AND STRANGE AND HORRIBLE CRIME AND MY POINT IN SHARING THIS IS, YOU KNOW, THAT'S ONE THING I THOUGHT OF WHEN I WAS IN WHAT WE CALL THE CHAIN OF LAKES AREA, WHICH SHADOW CLIFFS IS A PART OF IS WITH THESE CAMERAS.
