[00:00:05]
THE BOARD EXECUTIVE COMMITTEE MEETING OF THE EAST BAY REGIONAL PARK DISTRICT ON WEDNESDAY, JANUARY 17TH, 2024, BEGINNING AT 10:37 A.M.
AND I JUST NEED TO MENTION THAT I HAVE COMPLIED WITH THE PROVISIONS OF AB 2449 REGARDING MY REMOTE APPEARANCE TODAY.
UNFORTUNATELY, MY DAUGHTER IS SICK, AND I NOTIFIED THE CLERK'S OFFICE OF THAT THIS MORNING AND SAID THAT I NEEDED TO APPEAR REMOTELY AND WILL KEEP MY AUDIO AND VISUAL ON THROUGHOUT THE MEETING.
AND THERE ARE NO INDIVIDUALS 18 YEARS OF AGE IN MY ROOM.
I'D LIKE TO ASK OUR RECORDING CLERK TO PLEASE TAKE THE ROLL.
[Roll Call]
YES, PRESIDENT.GENERAL MANAGER LANDRETH HERE.
GENERAL COUNCIL BOURGAULT HERE.
YEAH. PRESIDENT ECHOLS PRESIDENT REMOTELY.
DO YOU WANT ME TO READ THAT PART? YES, IF YOU WOULD, PLEASE.
OKAY. TODAY'S MEETING IS BEING HELD PURSUANT TO THE BROWN ACT.
WE ARE PROVIDING LIVE AUDIO AND VIDEO STREAMING.
THIS INFORMATION IS NOTED ON THE AGENDA AND IF THERE ARE NO QUESTIONS ABOUT THE MEETING PROCEDURES.
PRESIDENT ECHOLS, ON TO THE MEETINGS MEETING.
OKAY, CAN YOU JUST CONFIRM THERE ARE NO PUBLIC COMMENTS ON ITEMS, NOT ON THE AGENDA? FIRST, THERE ARE NO THERE ARE NO PUBLIC COMMENTS.
GREAT. OKAY, SO WE WILL PROCEED WITH OUR FIRST AGENDA ITEM, WHICH IS THE REBUILDING AMERICAN
[Action Items]
INFRASTRUCTURE WITH SUSTAINABILITY AND EQUITY GRANT APPLICATION.KATIE HORNBECK GRANTS MANAGER.
I'M HERE PRESENTING ON THE RAISE GRANT APPLICATION.
SO WHAT IS RAISE? SO RAISE WAS PREVIOUSLY OR INITIALLY KNOWN AS THE TIGER GRANT TRANSPORTATION INVESTMENT GENERATING ECONOMIC RECOVERY DISCRETIONARY GRANT.
THEN IT WAS LATER CHANGED TO THE BUILD PROGRAM BETTER UTILIZING INVESTMENTS TO LEVERAGE DEVELOPMENT.
THIRD TIME'S A CHARM REBUILDING AMERICAN INFRASTRUCTURE WITH SUSTAINABILITY AND EQUITY.
EXCUSE ME? RAISE PROJECT CRITERIA ARE LISTED HERE.
THIS IS WHAT THEY ARE MEASURING.
ARE THE APPLICATIONS AGAINST IS IT REDUCING.
ARE THE PROJECTS REDUCING POTENTIAL SERIOUS INJURIES.
IS THIS ARE THE PROJECTS REDUCING TRANSPORTATION RELATED POLLUTION.
IS IT CONNECTING PEOPLE TO JOBS AND SERVICES, EDUCATION AND PROVIDING ADDITIONAL MEANS OF TRANSPORTATION? GETTING PEOPLE OFF ROADS.
THE READINESS IN 20% MATCH CRITERIA DOWN THERE.
SO THOSE ARE BOTH CRITERIA THAT ARE, THAT ARE GRADED ON THE FROM THE DOT REVIEWERS, AS WELL AS SOMETHING WE INTERNALLY ARE CONSIDERING AS WE PREPARE OUR APPLICATIONS.
SO READINESS IS DETERMINED, AS YOU KNOW, CAN THIS PROJECT BE COMPLETED IN THE NEXT FEW YEARS? DO WE HAVE WHERE ARE WE WITH RIGHT OF WAY? IS THAT IS THAT REQUIRED? IS WHERE ARE WE WITH ENVIRONMENTAL PERMITTING, WHERE WE ARE IN THE DESIGN PROCESS? DO WE HAVE THE MATCH FUNDING? CAN WE HAVE THE MATCH FUNDING? SO THOSE ARE ALL QUESTIONS WE'RE ASKING OURSELVES INTERNALLY AS WE DECIDE WHICH PROJECTS TO PUT FORWARD IN AN APPLICATION.
[00:05:05]
AND THEN ON THE DOT REVIEW SIDE, IT IS REQUIRED THAT WE HAVE 2,020% MATCH EITHER SECURED OR PENDING AND THEN READINESS. THEY WANT TO KNOW.SO IN THAT REGARD, PLANNING PROJECTS TEND TO BE SEEN AS RISKIER.
THERE'S NOT AS MUCH FUNDING AVAILABLE IN THE POT FOR PLANNING PROJECTS.
SO, WE ARE WE TEND TO PUT FORWARD OR HAVE HISTORICALLY BEEN PUTTING FORWARD CONSTRUCTION PROJECTS.
SO, IN THIS ROUND OF RACE FUNDING IN FISCAL YEAR 2024, THERE WILL BE 1.5 BILLION AVAILABLE.
AND IN REGARDS TO WHAT IS GOING TO WHAT WILL BE AVAILABLE FOR OUR PROJECTS.
THE MINIMUM GRANT AWARD IS 5 MILLION NOT TO EXCEED 25 MILLION.
AND THERE IS A HISTORY OF APPLICANTS PUTTING IN, YOU KNOW, REQUESTING, LET'S SAY, 24 MILLION WITH SEVERAL PROJECTS AND THE DEPARTMENT OF TRANSPORTATION COMING BACK SAYING, WE'LL GIVE YOU HALF OF THAT, OR A THIRD OF THAT AND SOME NEGOTIATION ON WHAT PROJECTS WILL GET FUNDED.
THAT'S WHAT HAPPENED TO US IN TIGER 2 IN 2010.
AND THEN THE LAST THING TO NOTE IS THE FUNDS MUST BE EXPENDED BY 2033 APPLICATION HISTORY.
SO JUST IN THESE LAST FEW YEARS.
SO MOST RECENTLY WE, BEGINNING IN 2019 STAFF AT THE TIME MET WITH BOARD MEMBERS AT THE TIME, AS WELL AS OUR LOCAL PARTNERS, REGIONAL PARTNERS, INTERNAL STAFF TO CREATE A LIST OF POTENTIAL PROJECTS THAT WOULD BE IN ALIGNMENT AND BE POSSIBLY CONSIDERED COMPETITIVE AGAINST THE RAISE PROGRAM CRITERIA.
WE CAME UP WITH A LIST OF 20 REGIONAL PROJECTS.
WE OUR APPLICATION WAS APPROXIMATELY 24 MILLION.
WE WERE NOT SELECTED FOR A GRANT AWARD, OBVIOUSLY.
WE WANTED TO GROUND TRUTH WHAT WAS GOOD, WHAT NEEDED IMPROVEMENT IN OUR APPLICATION.
SO, WE DID THAT. THEY RESPONDED STRONGLY TO THAT APPLICATION.
THEY HAD SUGGESTED POSSIBLY REMOVING THE PLANNING PROJECT.
IT WAS SLIGHTLY RISKIER PERHAPS NARROWING DOWN EIGHT PROJECTS TO FEWER REALLY JUST PUTTING THOSE FORWARD THAT WERE THIS THE STRONGEST OR MOST COMPETITIVE. SO WE TOOK ALL OF THAT INFORMATION AND THEN IN 2023 SUBMITTED ANOTHER RAISE APPLICATION WITH FIVE PROJECTS.
THE ASK WAS 18.9 MILLION AGAIN, NOT AWARDED.
WE HAD MORE IMMEDIATE FEEDBACK FROM DEPARTMENT OF TRANSPORTATION.
AND SO WE AGAIN WENT, SIFTED THROUGH THEIR FEEDBACK AND DECIDED INTERNALLY WE WANTED TO SUBMIT JUST ONE PROJECT IN THIS NEXT ROUND OF FUNDING, WHICH IS WHAT I'LL GET TO HERE NOW.
INTERNALLY, IT'S ALSO BEEN REFERRED TO AS THE POINT PINOLE TO WILSON POINT PROJECT.
THE RENAMING, AT LEAST IN THE GRANT APPLICATION, IS DUE TO JUST PROVIDING A LITTLE BIT MORE GEOGRAPHIC CONTEXT AND ORIENTATION TO THOSE FOLKS WHO AREN'T OBVIOUSLY FROM THE BAY AREA. AND HERE IT IS NOTED ON THE MAP.
THIS PROJECT WAS SUBMITTED BOTH IN THE 2021 PACKAGE AND THE 2023 PACKAGE.
THIS IS A BRIEF PROJECT DESCRIPTION.
CONSTRUCTION OF A 0.9 MILE PAVED CLASS ONE MULTI-USE EXTENSION OF THE SAN FRANCISCO BAY TRAIL.
WHAT WE REALLY LIKE ABOUT THIS PROJECT, BOTH WHERE IT'S LOCATED.
ESTIMATED TOTAL PROJECT COST IS CURRENTLY 8 MILLION.
SO WE ARE GOING TO WE WILL BE REQUESTING 80% OF THAT TOTAL PROJECT COST.
[00:10:03]
SO 6.4 AND OUR MATCH REQUIREMENT WILL BE 1.6.THE APPLICATION IS DUE AT THE END OF FEBRUARY, AND THEN ANNOUNCEMENTS WILL BE MADE IN THE FALL.
SO GO AHEAD AND CLOSE MY PRESENTATION.
JUST READING THE RECOMMENDATION IN FULL.
STAFF RECOMMENDS THAT THE BOARD EXECUTIVE COMMITTEE SUPPORT THE GENERAL MANAGER'S RECOMMENDATION TO THE BOARD OF DIRECTORS FOR THE SUBMISSION OF A GRANT APPLICATION TO THE US DEPARTMENT OF TRANSPORTATION'S RAISE PROGRAM FOR THE CONSTRUCTION OF THE RICHMOND BAY TRAIL GAP CLOSURE PROJECT IN THE AMOUNT OF 6.4 MILLION.
AND AT THIS TIME, I'M HAPPY TO ANSWER ANY QUESTIONS.
GREAT. THANK YOU SO MUCH FOR THE PRESENTATION.
I'M SURE WE HAVE SOME COMMENTS ON THAT AND QUESTIONS.
SO, DIRECTOR CORBETT OR DIRECTOR WAESPI, DO YOU HAVE ANY ANYTHING YOU'D LIKE TO ASK? I JUST HAVE A QUICK, QUICK COMMENT ON THIS.
CAN YOU HEAR ME? OKAY, THIS LOOKS LIKE A REALLY GOOD PROJECT.
IS IT POSSIBLE TO MAYBE IT'S ON THIS AND I JUST DON'T SEE IT TO SEE WHAT SOME OF THE OTHER PROJECTS WERE THAT WERE POSSIBLY REQUESTED OR MIGHT BE IN THE FUTURE. CERTAINLY, YES.
I CAN PROVIDE YOU BOTH THE INITIAL LIST THAT WAS CREATED BACK IN 2020, AND THEN I CAN ALSO SHOW YOU HOW IN WHAT WE SUBMITTED IN 2021 AND 2023, AND THEN WHERE WE'RE AT TODAY.
SO, THEY'RE ALL PULLING FROM THAT THAT MAIN LIST.
OKAY. AND WERE THOSE STRICTLY CHOSEN BY THE BY STAFF OR DID THE BOARD GET A CHANCE TO PUT A WORD IN ON WHICH PROJECTS LOOKED GOOD IN EACH ROUND? WE CAME TO THE BOARD, BOTH AT EITHER THE EXECUTIVE COMMITTEE OR THE LEGISLATIVE COMMITTEE, BEFORE GOING TO THE FULL BOARD AND THEN BEFORE SUBMITTING THE APPLICATION.
SO IT WAS A COLLABORATIVE EFFORT AND INPUT AND DIRECTION ON WHAT TO SUBMIT.
OKAY. AND WHEN WAS THE LAST TIME THAT WAS DONE THAT THE TRAIL LIST WAS GENERATED OR CREATED DID THE BOARD WAS ASKED WHAT THEIR OPINION WAS ON, ON THE PROJECTS.
THAT WOULD HAVE BEEN 2019 OR 2020 WHEN THAT LIST WAS CREATED.
OKAY. VERY GOOD. AND YOU CAN SHARE THAT LIST WITH ME.
KATIE. I LOOK FORWARD TO THIS SUBMITTING THIS GRANT AND LOOK FORWARD FOR SOME SUCCESS.
SO WE HIRED A CONSULTANT, AND I KNOW THAT IT'S I'M SURE OUR EVERYTHING IS DONE PERFECTLY.
I REMEMBER WHEN WE WENT TO THE DEPARTMENT OF TRANSPORTATION IN 2018 OR 2019, WHENEVER IT WAS, AND MET WITH THOSE FOLKS, AND THEY HAD SOME PRETTY STRICT, STRINGENT CRITERIA THAT HAD MORE TO DO WITH TRAFFIC AND TRANSPORTATION THAN IT DID WITH PARKS.
BUT I THINK WE'VE HONED IT DOWN REALLY, REALLY WELL.
YOU MADE THE YOU MADE THE GOD FORBID I WON'T REPLY.
YOU DIDN'T YOU MADE THE SECOND POOL OR SOMETHING LIKE THAT.
BUT DID THEY GIVE ADVICE ON HOW TO GET THERE? AND IS THERE A STRATEGY AND MAYBE IS THERE ANY DISCUSSION? SEAN, I DON'T WANT TO PUT YOU ON THE SPOT, BUT YOU WERE AROUND FOR TIGER, AND I KNOW THAT WAS A MILLION YEARS AGO AND A WHOLE DIFFERENT SET OF CRITERIA, BUT WE WERE REALLY, REALLY SUCCESSFUL THAT I KNOW WE WORKED REALLY HARD TO GET THE TIGER GRANT, BUT IS THERE? I GUESS, WHAT AM I TRYING TO SAY? I HOPE WE LOOK INTO THE HISTORY OF THAT, AND I HOPE WE, YOU KNOW, CAN FILL IN THE BLANKS THIS TIME.
AND YES, FORTUNATELY WITH THIS, THE LAST ROUND FOR THE 2023 FEEDBACK WE RECEIVED, THEY ACTUALLY WENT THROUGH EACH CRITERIA METRIC AND TOLD US WHAT OUR SCORE WAS.
AND SO WE SO WE NOW KNOW WHAT SPECIFIC AREAS WE NEED TO SPEND MORE TIME IN.
AND THEY GAVE A COUPLE SOME SPECIFIC POINTS TO TOUCH ON.
SO WHEN YOU HAVE, YOU KNOW, EIGHT PROJECTS, YOU CAN ONLY SPEND SO MUCH TIME.
SO YOU'RE TRYING TO SAY AS MUCH AS YOU CAN IN A SMALL SPACE AS POSSIBLE.
WE CAN HAVE CONCEPTUAL RENDERINGS, LIKE ALL OF THOSE THINGS THAT WE SORT OF HAVE TO LEAVE OFF.
[00:15:03]
SO, THE CRITERIA THERE, WHEN THEY GRADED YOU ON THE OTHER PROJECTS, THIS RICHMOND PROJECT IS GOING TO BE THE CLOSEST TO THE CLOSEST TO THE BEST IN THE MOST LIKELY TO SUCCEED.AND OH, SO THEY DO ROUNDS OF THESE EVERY YEAR? BILLION AND A HALF A YEAR.
OR AS CLOSE TO THAT, UP TO 12.3, 14 ROUNDS.
OKAY. DO THEY DID THEY PUBLISH? I MEAN, WHO WON IN OUR NEIGHBORHOOD LAST YEAR? THEY DO. IN THE YEARS PAST. THEY DO PUBLISH THE LIST.
IT'S AVAILABLE ON THEIR WEBSITE.
EVERY STATE IS REQUIRED TO BE THE RECIPIENT OF ONE AWARD.
I BELIEVE LAST YEAR, THE LAST ROUND, THERE WERE 5 OR 6 THAT WERE AWARDED TO CALIFORNIA.
I'D HAVE TO DOUBLE CHECK THAT NUMBER, BUT IT WAS A HANDFUL OF THEM.
BUT JUST AS DISTRIBUTION, THEY EVERY STATE DOES NEED TO GET AN AWARD.
SO IF I MAY, JUST FOR REFERENCE, I BELIEVE ONE OF THE LARGEST WAS FOR INFRASTRUCTURE IN OAKLAND RELATED TO BUILD OUT OF THE HOWARD TERMINAL. OH, OKAY.
THANK YOU VERY MUCH. GOOD LUCK.
KATIE, THANKS SO MUCH FOR THE UPDATE.
WAIT, CAN YOU GUYS HEAR ME? YEAH. YES, YES.
YEAH. SO, ANYWAY, THANK YOU SO MUCH FOR THE UPDATE.
KATIE. I AM THRILLED TO HEAR THAT THIS IS THE ONE THAT WAS CHOSEN TO GO FORWARD THE CLOSING THE GAP FROM POINT PINOLE TO POINT WILSON IN THE SAN FRANCISCO BAY TRAIL HAS BEEN ONE OF MY HIGHEST PRIORITIES SINCE I FIRST GOT ONTO THE BOARD.
AND I THINK IT'S REALLY A GREAT, GREAT CANDIDATE FOR THIS AWARD THAT IF WE CAN CREATE A BICYCLE, PEDESTRIAN CORRIDOR THERE, PEOPLE CAN COMMUTE FROM UP NEAR HERCULES DOWN TO THE POINT PINOLE DISTRIBUTION CENTERS AND OTHER JOB OPPORTUNITIES IN THAT AREA.
IT'S ALSO NEAR SOME LOWER INCOME AREAS.
IT'S READY TO GO AND JUST GOT TO GET THAT MONEY.
SO THANK YOU. THANKS FOR YOUR WORK ON THIS.
ALL RIGHT. SO OKAY, SO I REALIZED WE SKIPPED OVER THE APPROVAL OF THE MINUTES.
[Approval of Minutes]
SO, BEFORE WE GO TO OUR INFORMATIONAL ITEM, LET'S GO AHEAD AND TAKE CARE OF THAT.WE HAVE THREE SETS OF MINUTES FROM THE EXECUTIVE COMMITTEE LAST FALL.
IF ANY. DOES ANYONE HAVE QUESTIONS OR IS SOMEONE WOULD SOMEONE LIKE TO MAKE A MOTION TO.
I WOULD MOVE APPROVAL OF ALL THREE OF THEM.
AND I DO HAVE A QUICK LITTLE QUESTION.
BUT WE'LL NEED A SECOND FROM SOMEONE.
[Informational Items]
AND NOW WE CAN MOVE ON TO OUR INFORMATIONAL ITEM OF THE EXECUTIVE COMMITTEE 2024 LOOK AHEAD.I WOULD MOVE APPROVAL TO FORWARD THIS TO THE FULL BOARD.
YEAH. DO I HAVE A SECOND? I COULD SECOND THAT. THANK YOU.
SO, ALL IN FAVOR? AYE. OPPOSED? SO, THE MOTION PASSES UNANIMOUSLY.
THANK YOU. DID YOU SAY AYE? YOLANDE. I CAN'T HEAR YOU.
SHE WAS ASKING IF YOU HAD SAID AYE.
GOT MY FINGER. DID YOU? YEAH, YEAH, FOR THE RECORD.
ALL RIGHT, THANK YOU, I YES, DIRECTOR ECHOLS, THIS IS LYNNE BOURGAULT.
ALSO, WHEN THERE IS A REMOTE PARTICIPANT SUCH AS YOURSELF, IT.
[00:20:01]
TECHNICALLY WE'RE SUPPOSED TO DO THE VOTES BY ROLL CALL.YOU DON'T HAVE TO DO IT BY ROLL CALL WHEN EVERYONE'S PRESENT IN THE BOARD CHAMBERS.
OH, OKAY. WELL, I JUST THOUGHT I'D GET US STARTED OFF ON THE RIGHT FOOT HERE.
YEAH. DO YOU WANT ME TO GO BACK AND CAPTURE? NO, YOU DON'T NEED TO.
I THINK IT'S FINE, BUT JUST A REMINDER.
ALL RIGHT, SO LET'S MOVE TO THE LOOK AHEAD CALENDAR.
THANK YOU SO MUCH. DIRECTOR ECHOLS, DEPUTY GENERAL MANAGER.
PERTAINING TO THE 2024 LOOK AHEAD CALENDAR, WHICH IDENTIFIES AGENDA ITEMS, PROPOSED AGENDA ITEMS IN CONSIDERATION OF THE BOARD EXECUTIVE COMMITTEE IN 2024.
THIS IS INTENDED TO BE A PLANNING TOOL BOTH FOR STAFF AND BOARD MEMBERS, AS IT PROVIDES A PREVIEW OF THE BUSINESS ITEMS THAT WILL BE BROUGHT FORWARD FOR CONSIDERATION TO THE FULL BOARD IN 2024, OR BUSINESS THAT MAY BE CONDUCTED BY THE BOARD EXECUTIVE COMMITTEE PERTAINING TO HOUSEKEEPING ITEMS. IN PRESENTING THIS INFORMATIONAL PIECE, I DO WANT TO SHARE WITH YOU THAT IT IS A BALANCED PROPOSAL FOR THE BOARD.
EXECUTIVE COMMITTEE 2024 LOOK AHEAD CALENDAR.
IT HAS ABOUT THE SAME AMOUNT OF ITEMS AS WE ACCOMPLISHED IN 2023.
IT SHOULD ALSO BE NOTED THAT THE BOARD EXECUTIVE COMMITTEE DID A LOT OF WORK POLICY WORK IN 2023 WHICH IS PHENOMENAL IN 2024, WE HAVE AN OPPORTUNITY TO FOCUS ON OTHER ADDITIONAL ITEMS THAT ARE NOT NECESSARILY PERTAINING TO POLICY.
BUT JUST TO RECAP WHAT WE WERE ABLE TO ACCOMPLISH IN 2023 PERTAINING TO POLICY WORK.
IF YOU REMEMBER, WE WERE ABLE TO BRING FORWARD THE NEW SPONSORSHIP POLICY FOR THE PARK DISTRICT.
YOU ALSO GOT A LITTLE BIT OF A PREVIEW OF A CLIMATE EQUITY ASSESSMENT THAT WAS CONDUCTED BY AN INTERN FROM TUFTS UNIVERSITY TO THE BEGINNING OF POLICY WORK IN CONSIDERING WHAT IS THE RIGHT CRITERIA IN IN CONDUCTING CLIMATE EQUITY ASSESSMENTS ALONG A SHORELINES IN THE BAY AREA.
AND THEN ALSO YOU SAW THE DESIGN AND BUILD POLICY AS WELL AS HEARD FROM DIFFERENT CASE STUDIES FROM THE LAND DEPARTMENT PERTAINING TO THE LAND USE ACQUISITION CRITERIA.
2024 LOOKS A LITTLE BIT DIFFERENT.
WHAT WE SEE IN THE ITEMS BEFORE YOU AND LET ME GO AHEAD AND GET THAT TO YOU ON THE SCREEN.
YOU HAVE THEY FALL INTO IN SIX CATEGORICAL AREAS.
AND STARTING WITH ABOUT 10% OF THE ITEMS ARE HOUSEKEEPING ITEMS. DO YOU WANT TO MAKE IT A LITTLE SMALL? THANKS.
THANK YOU FOR THE ASSISTANCE ON TECHNOLOGY.
THE SIX CATEGORICAL ITEMS THAT WE HAVE THAT FOR THE ITEMS THAT FALL INTO FOR 2024, IT STARTS WITH HOUSEKEEPING ITEMS AND THE HOUSEKEEPING ITEMS. THAT'S ABOUT 10% OF THE PROPOSED 35 ITEMS THERE.
YES. IS THERE A WAY FOR YOU TO ZOOM IN ON THE DOCUMENT? I THINK IT'S HARD TO READ.
IT'S ALSO IN YOUR AGENDA PACKET THAT I LEFT RIGHT THERE FOR YOU.
HERE. IS THAT BETTER? YEAH, IT'S MUCH BETTER.
THANK YOU. NO. YOU'RE WELCOME.
WELL, CAN WE PROCEED, DIRECTOR CORBETT.
READY? I'VE BEEN READY ALL ALONG.
AND BEFORE I GO INTO DIVE DEEPLY INTO THE CATEGORIES, I ALSO WANT TO ACKNOWLEDGE THAT THE PROPOSED 2024 LOOK AHEAD WAS CREATED IN COLLABORATION WITH MEMBERS OF THE EXECUTIVE TEAM, WHICH ARE HERE, JOINING US TODAY.
AND THERE WILL BE AVAILABLE TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE.
SO, I'D LIKE TO ACKNOWLEDGE THE PRESENCE OF THE AGM OF ASD KINOSAKI.
THE AGM OF OPERATIONS LISA COHEN AND THE AGM OF PUBLIC AFFAIRS SUSAN SHIU.
AND WE ALSO HAVE THE CHIEF OF PLANNING HERE AS WELL, BRIAN HOLT.
SO, WITH THAT, IN THE FIRST CATEGORICAL AREA IS HOUSEKEEPING.
AND WHEN I SPEAK OF HOUSEKEEPING, IT REALLY IT'S ABOUT AGENDA PLANNING TOOLS.
SO, YOU WILL FIND THAT IN THE LOOK AHEAD.
WE HAVE A COUPLE OF HOUSEKEEPING ITEMS STARTING WITH THE 2024 LOOK AHEAD CALENDAR.
[00:25:07]
SO, YOU WILL FIND THAT ITEM TWICE IN THE LOOK AHEAD, SO THAT WE HAVE AN OPPORTUNITY TO IDENTIFY THE DATES FOR ALL PUBLIC MEETINGS OF THE ELECTED OFFICIALS OF THE EAST BAY REGIONAL PARK DISTRICT AS PART OF THE 2025 BOARD MASTER CALENDAR.ALSO, ABOUT 10% OF THE ITEMS FALL UNDER THE CATEGORY OF GRANTS, WHICH YOU HEARD ONE OF THEM TODAY.
WE DO HAVE FOR THE BOARD OPERATING GUIDELINES.
THE BOARD EXECUTIVE COMMITTEE IS REQUIRED TO HEAR AND CONSIDER ITEMS PERTAINING TO THE SUBMISSION OF NOT ALL OF THE GRANTS, BUT CERTAINLY VERY SPECIFIC GRANTS THAT WILL BE IN FRONT OF YOU.
AND I WOULD LIKE TO HIGHLIGHT THAT ON THE SECOND QUARTER OF THIS YEAR, AS WELL AS ON THE FOURTH QUARTER OF THIS YEAR OR IN THE MONTH OF MAY, AS WELL AS IN THE MONTH OF OCTOBER. THE PLANNING DEPARTMENT IS COMING FORWARD TO TOUCH BASES WITH THE BOARD EXECUTIVE COMMITTEE ON THE SECOND CENTURY PLAN.
SO, 2024 WILL BE REALLY A BIG YEAR IN TERMS OF A PLANNING PROCESS.
AND YOU WILL BE ABLE TO TOUCH BASES WITH OUR CHIEF OF PLANNING, BRIAN HOLT, WHO IS LEADING THIS EFFORT IN COLLABORATION SUPPORT WITH AGM OF ASD KEN WYSOCKI THE NEXT CATEGORICAL AREA, WHICH IS ABOUT 20% OF THE PROPOSED CALENDAR, OR SEVEN ITEMS, SPEAKS TO REPORTING OUT TO THE BOARD EXECUTIVE COMMITTEE ON SPECIFIC ITEMS THAT HAVE BEEN OF INTEREST IN THE PAST OR ITEMS THAT HAVE BEEN REQUESTED IN THE PAST BY BOARD EXECUTIVE COMMITTEE MEMBERS.
AND I WOULD LIKE TO HIGHLIGHT THE TYPE OF TYPE OF REPORTING.
NOW THAT YOU WILL FIND IN 2024, WE WILL BE HEARING FROM THE REGIONAL PARKS FOUNDATION ON THEIR ANNUAL REPORT FOR 2023, WHICH IS COMING TO YOU IN FEBRUARY AT THE NEXT BOARD MEETING.
AND ALSO, I WOULD LIKE TO POINT OUT THAT OUR AGM OF PUBLIC AFFAIRS WOULD LIKE TO ADD ONE MORE ITEM TO THE CALENDAR TO HAVE TO HAVE YOU LISTEN TO HAVE AN UPDATE ON THE CREATIVE DESIGN GROUP.
AND SO, SHE WILL BE SUSAN, SHE WILL BE ABLE TO COME HERE AND PROVIDE US WITH AN UPDATE.
THANK YOU. THE NEXT TWO CATEGORICAL AREAS HOLD THE MAJORITY OF THE ITEMS. PRETTY MUCH THE SAME.
ONE IS ON CAPITAL AND THE SECOND ONE IS ON PARTNERSHIPS AND AGREEMENTS.
IN TERMS OF CAPITAL, WHICH IS ONE OF THE PRIMARY FUNCTIONS OF THE BOARD.
EXECUTIVE COMMITTEE PER YOUR BOARD OPERATING GUIDELINES IS TO UNDERSTAND NOT ALL OF THE CAPITAL ITEMS, BUT CERTAINLY THE SIGNIFICANT AND MOST THE MOST SIGNIFICANT PIECES THAT THE PARK DISTRICT IS CARRYING ON ITS CAPITAL PORTFOLIO.
SO I WOULD LIKE TO HIGHLIGHT THAT IN 2024, WE DO HAVE THE PERALTA OAKS NORTH PROJECT COMING TO YOU.
JUST AS IMPORTANT AS THE FEMA PROJECTS, WHICH ARE ALSO SLATED TO COME TO YOU IN 2024, AND THE TILDEN ENVIRONMENTAL EDUCATION CENTER, THERE ARE OTHER CAPITAL PROJECTS THAT HAVE BEEN IDENTIFIED BY THE CHIEF OF DESIGN AND CONSTRUCTION, RENNE BATES, THAT HE IS PROPOSING TO BRING FORWARD TO YOU.
AND WE HOPE TO HEAR HOW THE STAFF IS PROGRESSING ON THAT, THOSE CAPITAL PROJECTS.
AND THEN THE LAST CATEGORICAL AREA IS ALSO 23% OF THE ENTIRE 2024 BAR BOARD.
LOOK AHEAD. IT SPEAKS TO THE CATEGORICAL AREA OF PARTNERSHIPS AND AGREEMENTS.
SO, PER THE BOARD OPERATING GUIDELINES, YOU ARE REQUIRED AS BOARD EXECUTIVE COMMITTEE MEMBERS TO CONSIDER ANY AGREEMENTS THAT FOR JOINT POWERS OF AUTHORITY OR AGREEMENTS WITH OTHER LOCAL JURISDICTIONS, GOVERNMENTAL JURISDICTIONS.
AND THEN THERE'S OTHER TYPES OF PARTNERSHIPS THAT THE PORT DISTRICT HAS ENHANCED AND ENTERED INTO TO BE ABLE TO CONDUCT OR DELIVER ON OUR MISSION ON A REGIONAL LEVEL.
ONE OF THE TWO SPOTLIGHTS, ONE OF THE PARTNERSHIPS THAT WILL BE COMING IN FRONT OF YOU TO GIVE YOU AN UPDATE ON THE WORK THAT THEY'VE BEEN ABLE TO ACCOMPLISH, IS TO GET THE BAY AREA. WE SHOULD BE COMING TO YOU THIS YEAR, AND ALSO, WE WILL HAVE AN UPDATE ON THE BAY RESTORATION REGULATORY INTEGRATION TEAM
[00:30:01]
THE BREADTH PROGRAM.IF YOU RECALL, THE BRIDGE PROGRAM WAS ESTABLISHED THROUGH THE SAN FRANCISCO BAY RESTORATION AUTHORITY BACK IN 2019, AND THE EAST REGIONAL PARK DISTRICT IS A KEY MEMBER OF BRETT THAT HAS BEEN ABLE TO ACCELERATE BAY RESTORATION WORK THROUGH THE INTEGRATION OF REGULATORY PERMITTING AGENCIES AT THE FEDERAL AND STATE LEVEL.
SO WE WILL BE RECEIVING AN UPDATE FROM STAFF IN TERMS OF HOW WELL THE PARK DISTRICT HAS DONE WITH THAT PROGRAM AND WHAT THE PROGRAM'S FUTURE GOALS WILL BE AS WE MOVE FORWARD IN 2024 AND 2025.
SO WITH THAT DIRECTOR, ECHOLS AND BOARD MEMBERS, THAT IS THE PROPOSED 2024.
LOOK AHEAD FOR THE BOARD EXECUTIVE COMMITTEE.
RIGHT. WELL, THANK YOU SO MUCH FOR THE PRESENTATION.
DIRECTOR WAESPI OR DIRECTOR CORBETT.
DO YOU HAVE ANY QUESTIONS OR COMMENTS? ONE MINUTE, PLEASE.
NUMBER THREE. NO, SEPTEMBER NUMBER TWO.
THANK YOU. I THINK THIS IS A GREAT, GREAT PLAN FOR US IN THE FUTURE.
MY ONLY QUESTION IS IF SOMETHING COMES UP, IS THERE A WAY WE COULD BOARD MEMBERS OR STAFF MEMBERS OR ANYBODY? WHAT IS THE PROCESS FOR ADDING AN ITEM TO THIS? AND IN CASE SOMETHING COMES UP, YOU CAN CERTAINLY SHARE YOUR INTEREST TODAY.
THAT'S THE REASON WHY WE'RE HERE TODAY.
THE LOOK AHEAD CALENDAR IS A IT'S A RELATIVELY NEW TOOL FOR THE PARK DISTRICT, AND IT'S INTENDED TO GIVE US AN OPPORTUNITY TO SEE WHAT THE WORKLOAD THAT'S COMING FORWARD FOR THE ITEM.
BUT IT'S NOT RESTRICTING US OR LIMITING US IN ANY WAY.
WE WELCOME YOUR THOUGHTS TEN MINUTES FROM NOW.
THANK YOU. I WAS JUST A GENERAL QUESTION.
IS THERE A WAY TO MOVE ANY OF THESE ITEMS UP? THE ONE I'M CONCERNED ABOUT IS THE PERALTA OAKS NORTH BUILDING UPDATE.
WHICH ITEM DIRECTS UNDER SEPTEMBER NUMBER TWO, PERALTA OAKS NORTH BUILDING AND UPDATE.
AND THE UPDATE THERE WHERE WE ARE RIGHT HERE, BY THE WAY, WHERE WE'RE SITTING.
IS THERE ANY CHANCE THAT CAN BE MOVED UP? I'M CONCERNED THAT IT MIGHT SLIDE BACK.
IT MIGHT GO SLOW FROM WHERE IT IS, WHICH TOSSES IT INTO THE NEXT YEAR.
SO IS THERE ANY WAY TO MOVE THAT UP AS TO THE PLACEMENT OF THE ITEMS ON THE PROPOSED CALENDAR? IT'S REALLY BASED ON THE READINESS OF THE PROJECT.
SO TO ANSWER YOUR SPECIFIC QUESTION, I WOULD HAVE TO LOOK TO ASD.
YES. SO MY QUESTION IS, IS THERE A WAY OF MOVING THAT PROJECT FORWARD? AND, YOU KNOW, YOU'RE TELLING ME YOU'RE LETTING US KNOW WHERE IT IS NOW? IT'S BEEN TAKING MANY YEARS TO GET GOING.
I THINK SOME OF US EXPECTED IT TO START A LITTLE SOONER THAN IT DID AS IT MOVED ALONG.
IS THERE A WAY TO MOVE ITEMS FURTHER AHEAD? BECAUSE I KNOW EVEN IF WE MOVE IT FURTHER AHEAD, IT COULD SLIDE A LITTLE.
YEAH, I THINK THERE'S A COUPLE OF THINGS ON THAT.
AND THANK YOU FOR THE QUESTION.
SO CERTAINLY, WE CAN IT'S YOU KNOW, WE PUT SEPTEMBER AS A PLACEHOLDER.
SO IF THERE IS AN UPDATE THAT DECO HAS SOONER THAN THAT, WE WILL BRING IT FORWARD.
I KNOW WE ARE BRINGING THE FINANCING PLAN TO YOU VERY SOON.
I CAN'T REMEMBER IF IT'S THIS MONTH OR NEXT MONTH, SO THERE WILL BE AN OPPORTUNITY FOR THE FULL BOARD TO TO GET AN UPDATE ON THE FINANCING PLAN, WHICH WILL REALLY HAVE AN UPDATE ON THE PROJECT. A LOT OF THE, YOU KNOW, IT DOES TAKE A LONG TIME FOR A PROJECT LIKE THIS.
[00:35:04]
I KNOW THAT WE WERE DELAYED A LITTLE BIT WITH THE PERMIT PROCESS WITH THE CITY WHICH IS TAKING AN EXTRAORDINARY AMOUNT OF TIME.SO STAFF'S WORKING AWAY IF WE HAVE AN UPDATE SOONER THAN SEPTEMBER, THAT IS NEW.
WE'LL BRING IT FORWARD. BUT YOU WILL SEE THE FINANCING PLAN VERY, VERY SOON.
MY CONCERN IS THAT IT'LL SLIP SOME MORE JUST AS IT HAS.
YEAH, IT'S A NICE WAY TO PUT IT.
I'M SORRY, REAL QUICK DIRECTOR CORBETT.
BUT THE ITEM IN FRONT OF THE BOARD YESTERDAY, YOU DID APPROVE, I BELIEVE IT WAS THE F AND E.
SO THEY'RE DOING MANY THINGS IN PARALLEL TRYING TO GET THIS GOING AS QUICKLY AS POSSIBLE.
YEAH, YEAH. TO HAVE A PLACE WHERE YOU CAN PUT THAT FURNITURE.
I'D LIKE TO SEE IT MOVE FORWARD.
I DON'T KNOW IF ANYBODY ELSE HAS THAT OPINION.
YEAH, I CERTAINLY I WOULD LIKE TO HEAR ABOUT THAT PROJECT AS EARLY AS FEASIBLE AS WELL.
SO, IF THERE IS SOMETHING NEW, I HOPE THAT STAFF CAN BRING IT FORWARD BEFORE SEPTEMBER.
I LOOK FORWARD TO SEEING THE FINANCING PLAN.
THANK YOU. YEAH. AND I ALSO JUST WANTED TO CONCUR WITH DIRECTOR WAESPI.
SO DEFINITELY WANT TO ALLOW FOR THAT FLEXIBILITY.
AS WELL AS, YOU KNOW, ANYTHING THAT THE COMMITTEE MEMBERS THEMSELVES FEEL WE NEED TO DISCUSS.
ABSOLUTELY. WELL, THANK YOU VERY MUCH FOR THE PRESENTATION AND FOR GIVING US A PREVIEW OF THE YEAR.
LOOKS LIKE IT'S GOING TO BE A GOOD YEAR.
THANK YOU. ALL RIGHT, SO SINCE THIS IS AN INFORMATIONAL ITEM, WE DON'T NEED TO TAKE ANY VOTES HERE.
[Announcements]
OH, ACTUALLY, I DIDN'T ASK FOR I'M ASSUMING WE DON'T HAVE ANY PUBLIC COMMENT.OKAY. ALL RIGHT, SO LET'S MOVE ON TO ANNOUNCEMENTS, IF ANY.
ANYTHING ELSE FROM OUR COMMITTEE MEMBERS? IF NOT, I JUST WANT TO SAY IT'S VERY NICE TO BE ON THIS COMMITTEE BEING ASKED TO MOVE FORWARD ON IT.
AND WELL, THANK YOU AND I'M VERY MUCH LOOKING FORWARD TO IT.
THANK YOU. WELCOME, DIRECTOR CORBETT OR SAY, VICE PRESIDENT CORBETT.
AND WE ARE NOW ADJOURNED AT 11:16.
THANK YOU. THANK YOU.
