LISA BALDINGER, LEGISLATIVE AND POLICY MANAGEMENT ANALYST, AND I WILL BE PRESENTING ON THE PROPOSED PARK ADVISORY 2024 OBJECTIVES TODAY.

ALL RIGHT.

SO TO BEGIN THIS THIS PROPOSAL IS PART OF AN ANNUAL UPDATE ON THE PARK ADVISORY COMMITTEE'S WORK PLAN TO SET CLEAR GOALS AND OBJECTIVES FOR WHERE THEY'RE GOING TO FOCUS THEIR TIME AND PRIORITIES NEXT YEAR.

THESE OBJECTIVES HAVE BEEN REVIEWED WITH THE PARK ADVISORY COMMITTEE.

THEY PROVIDED ROBUST FEEDBACK THAT WAS INTEGRATED INTO THE PROPOSAL.

GOING INTO DRAFTING THESE OBJECTIVES, WE REALLY WANTED TO ROOT IT IN THE UPDATED ROLE STATEMENT THAT ERICH PFUEHLER AND THE BOARD WORKED ON AND SOLIDIFIED IN 2021.

AND THAT ROLE STATEMENT IS TO PROVIDE COMMUNITY PERSPECTIVES AND ADVICE TO STAFF AND TO THE BOARD ON THE ISSUES, PROJECTS AND POLICIES OF THE PARK DISTRICT AND SO GROWING.

FROM THERE, WE REFLECTED WITH A STAFF TEAM, WITH THE GENERAL MANAGER AND WITH THE PARK ADVISORY COMMITTEE ON HOW WE WANTED TO ACTIVATE THAT IN ALIGNMENT WITH WHAT THE PARK DISTRICT IS WORKING ON IN THE COMING YEAR.

AND SO I'LL WALK US THROUGH OUR SIX PROPOSED OBJECTIVES AND HAPPY TO HAVE A DISCUSSION.

SO WE DO HAVE SIX OBJECTIVES.

THESE ARE NOT IN RANKING ORDER, BUT RATHER THEY ARE JUST SIX THAT WE'RE HOPING TO MOVE FORWARD IN THE CALENDAR YEAR.

THE FIRST IS TO PROVIDE COMMUNITY PERSPECTIVES ON THE PARK DISTRICT'S SECOND CENTURY DISTRICT PLAN.

AND WE'LL DIVE INTO EACH OF THESE A LITTLE BIT DEEPER ON THE FOLLOWING SLIDES.

THE PAC ALSO WANTS TO EXPAND THEIR UNDERSTANDING OF THE EAST BAY'S BIODIVERSITY, AND THE ROLE OF PARK DISTRICT SERVES IN PROTECTING NATURAL AND CULTURAL RESOURCES.

THE PAC WILL WORK TO MAINTAIN AN UNDERSTANDING OF AND ENGAGEMENT ON THE PARK DISTRICT'S ACTIVE CAPITAL PROJECTS, AS WELL AS OUR VARIOUS PROGRAMS. MAINTAIN AN UNDERSTANDING OF THE PARK DISTRICT'S FUNDING PROGRAMS. THE PAC WILL CONTINUE TO PROVIDE OVERSIGHT OF THE PARK DISTRICT'S LOCAL FUNDING MEASURES AND INITIATIVES AND THEN AS SORT OF A CATCH ALL AND CONTINUATION OF THEIR ROLE, THE PSC WILL PROVIDE GUIDANCE AND RECOMMENDATIONS ON PARK DISTRICT POLICIES AND PRACTICES.

AND SO TO FRAME EACH OF THESE IN WHAT WE'RE EXPECTING IN 2024.

ON THE FOLLOWING SLIDES, WHICH HAVEN'T CHANGED UP ON THEIR.

THEY'RE ALMOST.

SO OBJECTIVE NUMBER ONE IS PROVIDING COMMUNITY PERSPECTIVES ON THE PARK DISTRICT'S SECOND CENTURY DISTRICT PLAN.

THIS IS ONE THAT WE'RE HOPING TO ACTIVATE EARLY ON IN THE YEAR, WITH A PRESENTATION FROM CHIEF OF PLANNING BRIAN HOLT AT THE JANUARY MEETING.

AND INTEGRATE THE PC INTO THE PARK DISTRICT'S PLAN FOR INTEGRATING COMMUNITY PERSPECTIVES.

WHO TO CONTACT IN THE COMMUNITY REALLY BEING THAT COMMUNITY LIAISON AS PART OF THE DEVELOPMENT PROCESS WITH THE GOAL THAT THE PARK ADVISORY WILL HELP PROVIDE COMMUNITY VALUES AND PRIORITIES WITHIN THE UPDATED PLAN.

OUR SECOND PRIORITY IS EXPANDING UNDERSTANDING OF THE EAST BAY'S BIODIVERSITY AND THE ROLE THE PARK DISTRICT SERVES IN PROTECTING NATURAL AND CULTURAL RESOURCES.

THIS WILL BE DONE PREDOMINANTLY THROUGH INFORMATIONAL PRESENTATIONS AND CONVERSATIONS WITH OUR STEWARDSHIP AND CULTURAL RESOURCES STAFF.

WHAT WE'RE SEEKING TO GET HERE IS ENSURING THAT ALL PAC MEMBERS HOLD A CLEAR UNDERSTANDING OF THE PARK DISTRICT'S ROLE OF OUR ACTIONS AND OUR ACTIVITIES SO THAT AS THEY'RE RETURNING TO THEIR COMMUNITIES HOLDING CONVERSATIONS, THEY HAVE THE MOST UP TO DATE INFORMATION.

AND SO THESE WOULD BE INFORMATIONAL PRESENTATIONS WITH AN OBJECTIVE OF THE ALL PARK ADVISORY COMMITTEES LEAVING THE TABLE WITH A DEEPER UNDERSTANDING SO THAT THEY CAN LIAISE WITH THEIR COMMUNITIES ON THE ISSUES OF INTEREST.

AND IT WILL ALSO GIVE THEM A FOUNDATIONAL UNDERSTANDING OF OUR PRACTICES THAT CAN HELP GUIDE RECOMMENDATIONS ON POLICY DECISIONS.

THE THIRD PROPOSED OBJECTIVES FROM THE PARK ADVISORY COMMITTEE IS MAINTAINING AN UNDERSTANDING OF AND ENGAGEMENT ON THE PARK DISTRICT'S ACTIVE CAPITAL PROJECTS AS WELL AS OUR PROGRAMS. SO CAPITAL PROJECTS ARE FAIRLY STRAIGHTFORWARD AS DEFINED IN OUR PRIORITIZATION MATRIX.

BUT IT'S A PROJECT THAT HAS A START AND AN END POINT.

TYPICALLY LARGE IN FUNDING IN THE PARK, ADVISORY COMMITTEE WILL HAVE A ROLE IN DISCUSSING WITH OUR DESIGN AND CONSTRUCTION TEAM AS THOSE PROJECTS MOVE FORWARD ON THEIR PLANS AND IMPACT. WE ALSO HEAR THE PARK DISTRICT HAVE A NUMBER OF ONGOING PROGRAMS OUR FUELS MANAGEMENT FOR WILDFIRE MITIGATION EFFORTS, OUR TRAIL EXPANSION PROJECTS AND OTHERS.

AND SO HOPING FOR PRESENTATIONS FROM STAFF TO THE PARK ADVISORY COMMITTEE ON THOSE VARIOUS PROGRAMS. SO THAT WAY THEY HAVE AN UNDERSTANDING OF WHAT TOOLS WE'RE USING TO ADDRESS FUELS MANAGEMENT IN OUR PARKS, WHAT RESOURCES ARE WE ACTIVATING.

AND THEY CAN AGAIN CONTINUE TO REPRESENT US WITHIN THEIR OWN COMMUNITY.

OUR FOURTH OBJECTIVE IS MAINTAINING AN UNDERSTANDING OF THE PARK DISTRICT FUNDING PROGRAMS. THIS IS THE COMMUNITY SERVING A SUPPORTING ROLE.

WE'VE SEEN MORE AND MORE ON GRANT APPLICATIONS AND THROUGH DIRECT FUNDING REQUESTS.

FOLKS ARE WANTING TO SEE COMMUNITY VOICES WHO ARE ENGAGED, ACTIVATED AND SUPPORTIVE OF THE WORK.

AND SO WE'VE BEGUN DOING THIS SLOWLY IN RECENT YEARS, AND WE HAVEN'T FORMALIZED IT AS PART OF THE PAC'S WORK PLAN.

BUT MORE AND MORE, THE PARK ADVISORY COMMITTEE IS BEING INVITED TO AND PARTICIPATING ON GRANT SITE VISITS AND OTHER FORMAL OUTINGS TO LEND THEIR VOICE AND SUPPORT TO THE WORK OF THE PARK DISTRICT.

THEY'VE ALSO PROVIDED SOME LETTERS OF SUPPORT, INITIALLY FOR GRANT APPLICATIONS WHEN APPROPRIATE, AND SO ENSURING THAT THEY HAVE A STRONG UNDERSTANDING OF OUR FUNDING PROGRAMS. THE PROJECTS AND THE OPPORTUNITIES FOR ENGAGEMENT AND SUPPORT IS IMPORTANT AS PART OF THEIR WORK PLAN.

OUR FIFTH ONE IS FORMALIZED IN OUR MEASURES IN THE LANGUAGE OF THE MEASURES, THE PARK ADVISORY COMMITTEE, BY WAY OF REMINDER, SERVES AS THE COMMUNITY OVERSIGHT ON LOCAL FUNDING MEASURES CC, MEASURE FF, MEASURE AA, AND MEASURE WW, AND SO, AS PART OF THEIR WORK PLAN, WE PLAN TO CONTINUE HAVING THE ANNUAL UPDATE PRESENTATION ON THE IMPLEMENTATION OF THESE VARIOUS MEASURES TO THE PARK ADVISORY COMMITTEE, AS THEY ARE THE FORMAL COMMUNITY OVERSIGHT.

AND THEN THIS IS ALSO WHERE SHOULD THE PARK DISTRICT? WELL, THE PARK DISTRICT WILL CONTINUE ITS VOTER SURVEY PROGRAM, AND THIS WILL FIT INTO THIS CATEGORY AS WELL OF UPDATING THE PARK ADVISORY COMMITTEE ON THE VOICES AND ATTITUDES AND PERSPECTIVES OF EAST BAY VOTERS.

AND THEN OUR SIXTH AND OUR FINAL OBJECTIVE IS TO PROVIDE GUIDANCE AND RECOMMENDATIONS ON PARK DISTRICT POLICIES AND PRACTICES.

THIS IS A RATHER HOLISTIC OBJECTIVE AND REFLECTIVE OF THE PAC'S CONSISTENT ROLE OVER THE YEARS.

SO THIS IS SHOULD LAND USE PLANS BUDGET PROCESS ORDINANCE 38.

ANY CHANGES MOVE FORWARD.

THOSE WILL COME BEFORE THE PAC.

ANY POLICY CHANGES WILL COME BEFORE THE PAC FOR REFLECTION AND COMMUNITY INPUT.

AND THEN ONE SENTENCE THAT'S BOLDED ON THIS SLIDE THAT WE WOULD LIKE THE COMMITTEE TO VOTE ON, TO INCLUDE IN THE OBJECTIVES.

THAT'S NOT IN YOUR PACKET.

THIS CAME OUT OF A CONVERSATION WITH THE PAC LEADERSHIP AND THE GENERAL MANAGER ON MONDAY.

HOWEVER, WE WANTED TO REALLY INCLUDE IT IN THAT ACROSS ALL POLICIES AND PRACTICES, THE PAC WILL WORK TO ENSURE THAT DIVERSITY EQUITY, INCLUSION WORK IS PRIORITIZED.

AND SO WE WOULD HAVE INTEREST IN INCLUDING THAT IN WHAT YOU TAKE ACTION ON TODAY.

AND IT REALLY FORMALIZES THE ROLE OF THE PAC AS HELPING TO SUPPORT THE PARK DISTRICT IN OUR DEI WORK.
