MY NAME IS MIKE MORAN. I'M ONE OF THE REGIONAL INTERPRETIVE RECREATION SERVICES MANAGERS.
AS PART OF THEIR LEASE AGREEMENT OAKLAND STROKES PROVIDES A ONCE A YEAR UPDATE ON THEIR ACTIVITIES IN THE COMMUNITY, AND I'M HAPPY TO INTRODUCE EXECUTIVE DIRECTOR DANA HOOPER TO PROVIDE THAT UPDATE.
IT'S NICE TO BE BACK IN PERSON.
I THINK IT'S BEEN SINCE WHAT, 2019 SINCE WE STOOD HERE.

SO JUST GIVE YOU A LITTLE BIT OF FACTS ABOUT THE OAKLAND STROKES.
SO WE'RE A YOUTH ROWING CLUB WITH PROGRAMS FOR HIGH SCHOOL AND MIDDLE SCHOOL STUDENTS.
WE CURRENTLY SERVE ABOUT 275 ATHLETES IN THE EAST BAY.

ALL 60 GET ON THE FIELD, SO TO SPEAK, RIGHT? SO THAT'S A REAL IMPORTANT PART OF OUR DNA.WE PROVIDE ROBUST FINANCIAL AID.
WE DRAW STUDENTS FROM ALL OVER THE EAST BAY REGIONAL PARK DISTRICT AND BEYOND.
SO I JUST DID A LITTLE SCROLL THROUGH OUR ROSTER, AND WE HAD STUDENTS FROM AS FAR AWAY AS EL CERRITO IN THE NORTHWEST, FREMONT IN THE SOUTHWEST, PLEASANT HILL IN THE NORTHEAST, AND PLEASANTON IN THE SOUTHEAST.
SO WE HAVE A REALLY WIDE DRAW AREA.
SO WE'RE REALLY EXCITED ABOUT THAT.
AND WE HAVE A STRONG HISTORY OF SUPPORTING OUR ATHLETES INTO COLLEGES.
AND THAT IS, OF COURSE, WHAT I'M HERE TO TALK TO YOU ABOUT TODAY.
[INAUDIBLE] OKAY, SO WHAT THIS IS, IS A MAP THAT SHOWS THE OAKLAND STROKE SERVICE AREA. SO THIS SERVICE AREA IS DEFINED BY OUR LEASE WITH THE EAST BAY REGIONAL PARK DISTRICT.
AND SO WHAT YOU SEE ARE SORT OF TWO SHAPES THERE.
AND THOSE ARE DEFINED AS THE DRAW AREAS OF THE FREMONT HIGH SCHOOL AND CASTLEMONT HIGH SCHOOL.
RIGHT. SO IN THE SORT OF NORTHWEST AREA THAT HAS THE FRUITVALE DISTRICT AS WELL AS INTO OVER TO, TO A LITTLE BIT BEYOND HIGH STREET, THAT'S THE FREMONT HIGH SCHOOL DRAW AREA.
AND THEN THE OTHER AREA THERE IS THE CASTLEMONT HIGH SCHOOL AREA THAT EXTENDS DOWN TO SAN LEANDRO.
AND SORT OF, FUNNILY ENOUGH, ALSO THE OAKLAND AIRPORT.
AND THEN YOU CAN SEE WHERE OUR ACTIVE PROGRAMS ARE.
SO OUR ACTIVE PROGRAMS AND OUR ACTIVE PARTNERS COME FROM THROUGHOUT THAT DISTRICT AND ARE ALL FAIRLY CLOSE TO THE BOATHOUSE TIDEWATER AQUATIC CENTER, SHOWN THERE IN ORANGE.
WE KIND OF GROUP OUR COMMUNITY PROGRAMS INTO TO KIND OF TWO CATEGORIES.
THE FIRST CATEGORY IS COMMUNITY ENGAGEMENT.
AND THEN WE ALSO RUN LEARN TO ROW PROGRAMS. IDEALLY THOSE ARE TRIPS TO TIDEWATERS, BUT WE ALSO GO AND VISIT SCHOOLS TO JUST TRY TO SPREAD THE WORD AND TOUCH AS MANY STUDENTS AS POSSIBLE TO SHOW THEM WHAT THESE, THESE OPPORTUNITIES ARE.
AND THEN WE HAVE OUR PARTICIPATORY PROGRAMS. AND SO THOSE ARE THE, THE LONGER TERM PROGRAMS WHERE WE'RE BRINGING IN STUDENTS AND EMBEDDING THEM INTO THE OAKLAND STROKES IN SOME WAY, SHAPE OR FORM AND HOPEFULLY, YOU KNOW, SORT OF SEEDING THE BUG OF ROWING THAT THAT GOT ME INTERESTED AS A HIGH SCHOOLER AND IS RESPONSIBLE FOR, FOR OUR BOARD MEMBERS BEING HERE AS WELL.
AND SO THE TWO THAT I'M GOING TO HIGHLIGHT TODAY ARE RISE HIGH SCHOOL ROWING ENRICHMENT PROGRAM, WHICH IS A SEMESTER LONG CLASS FOR STUDENTS AT A PARTNER HIGH SCHOOL IN FRUITVALE. AND THEN THE OTHER ONE IS OUR STEM TO STERN MIDDLE SCHOOL ROWING PROGRAM, WHICH IS A TEN WEEK PROGRAM THAT'S INTEGRATED WITH OUR MIDDLE SCHOOL PROGRAM.
AND THAT ALSO GOES ON TO ADDRESS SOME OF THE MOST IDENTIFIED BARRIERS TO YOUTH ROWING.
SO IN OUR COMMUNITY ENGAGEMENT WE DO GO TO A LOT OF COMMUNITY EVENTS IN EAST OAKLAND.
AND THE IDEA HERE IS THAT WE WANT TO TALK TO PARENTS.
WE WANT TO GET LITTLE KIDS INVOLVED.
AND IDEALLY, WHAT THAT MEANS IS IF A STUDENT COMES HOME FROM SCHOOL AND SAYS, HEY, I WANT TO GO ROW THEIR PARENTS HAVE HEARD ABOUT IT, RIGHT? OR MAYBE THEY TALKED TO SOMEONE WHO'S HEARD ABOUT IT.
AND SO IT DOESN'T SEEM LIKE SUCH A FOREIGN THING.
AND YOU CAN SEE THERE'S A LONG LIST OF PROGRAMS THAT WE ATTENDED IN THE LAST FISCAL YEAR.
THE WELO SUNDAYS IN THE PARK IS HIGHLIGHTED THERE BECAUSE THAT'S AN ONGOING COMMITMENT.
AND WE'VE TALKED ABOUT THAT IN PAST YEARS.

BUT WELO IS A PROGRAM THAT'S FOCUSED ON YOUTH IN OAKLAND.SO THEY STARTED A PROGRAM IN BROOKDALE PARK THERE OFF OF HIGH STREET.
AND THAT'S BEEN ONGOING EVERY SUNDAY SINCE THE FALL OF 2020.
AND WE'VE BEEN THERE MORE OR LESS EVERY WEEKEND.
THE OTHER THINGS THAT WE'VE GONE TO ARE LISTED UP THERE.
THE OTHER PART OF OUR COMMUNITY ENGAGEMENT ARE OUR LEARN TO ROW PROGRAMS. SO THESE ARE FREE, 1 TO 2 DAY SESSIONS WHERE STUDENTS ARE INTRODUCED TO LEARN TO ROWING AND REALLY KIND OF TAKE A LEARN BY DOING METHODOLOGY.
SO WE WORK TO GET THEM ON THE WATER AS FAST AS POSSIBLE.
IT'S AN ONGOING PROGRAM, AND WE TRY TO HAVE A SESSION EVERY 1 TO 2 MONTHS.
IN 2022-23, WE HAD SIX SESSIONS AND 58 ATHLETES DOWN AT TIDEWATER.
WE HAD PROGRAMS WITH THEM BEFORE, BUT IN 2021, THEY CREATED THEIR COMMUNITY BASED LEARNING PROGRAM.
AND WE'VE BEEN A PROGRAM PROVIDER IN THAT SINCE THE FALL OF 2021.
OUR 2022-23 PROGRAM STATISTICS INCLUDE 25 WEEKS OF PROGRAMING, 50 HOURS OF INSTRUCTION.
AND THEN WHAT WE'VE BEEN DOING IS WORKING ON ENCOURAGING THOSE STUDENTS TO JOIN OUR SUMMER CAMPS, OUR HIGH SCHOOL PROGRAM, SO THAT THEY CAN KEEP ROWING. AND SO WE'RE GOING TO HIGHLIGHT THREE ROWERS THAT DID THAT THIS LAST SUMMER.
WE TOOK THESE THREE ATHLETES, ALEJANDRO ON THE LEFT, GUILLERMO IN THE MIDDLE AND JOEL ON THE RIGHT.
FROM TIDEWATER ROWD THEM OUT UNDERNEATH THE BAY FARM ISLAND BRIDGE AND SAW SAN FRANCISCO.
IT WAS A REALLY NEAT EXPERIENCE FOR THEM.
ROWING HOME WAS LESS NEAT BECAUSE WE HAD A SCHEDULE TO MEET AND WE WERE A LITTLE BIT BEHIND.
BUT, YOU KNOW, THESE THINGS HAPPEN.
SO FOR THREE WEEKS THEY WERE DOING TWO AND A HALF ROWING HOURS A DAY, FIVE DAYS A WEEK OF ROWING WITH OUR HIGH SCHOOL TEAM, AND THEN AN ADDITIONAL 2.5 HOURS A DAY, FIVE DAYS A WEEK OF CAMP COUNSELING WITH OUR MIDDLE SCHOOL CAMPS.
SO HELPING THE MIDDLE SCHOOLERS LEARN HOW TO ROW, CARRY BOATS, CARRY EQUIPMENT.
AND THAT WAS REALLY SUCCESSFUL AND JUST A REALLY GOOD WAY TO KEEP THESE THREE ATHLETES ROWING.
MOVING ON FROM THERE WE'RE GOING TO TALK ABOUT OUR STEM TO STERN MIDDLE SCHOOL ROWING PROGRAM.
THIS IS A PROGRAM THAT WE'VE BEEN RUNNING SINCE THE FALL OF 2021.
AND THE THREE PILLARS OF STEM TO STERN ARE ROWING INSTRUCTION, SWIMMING LESSONS AND STEM EDUCATION.
AND THAT'S HIGHLIGHTED IN THOSE THREE PHOTOS.
WITHIN STEM TO STERN, WE ALSO INCLUDE TRANSPORTATION TO AND FROM PRACTICE, PRE AND POST PRACTICE, NUTRITIONAL STACKS AND SCHOLARSHIPS TO COVER PROGRAM FEES. STEM TO STERN IS A PROGRAM HAS A NOMINAL REGISTRATION FEE, BUT THEN THERE ARE NO PROGRAM COSTS BEYOND THAT INITIAL LOW FEE. WHAT WE FOUND IS WITH THAT, WITH THAT REGISTRATION FEE, IT SORT OF REMOVES THE STIGMA OF A FREE PROGRAM.
AND IT'S HELPED OUR ATTENDANCE SINCE WE MOVED TO THAT MODEL.
THE THING THAT I FEEL IS THE MOST IMPORTANT PART OF STEM TO STERN IS WE'RE PROVIDING THESE THINGS LIKE TRANSPORTATION, SNACKS SCHOLARSHIPS.
BUT ONCE THE ATHLETES ARE AT THE BOATHOUSE, THEY'RE JUST A MIDDLE SCHOOL ROWER.
SO THEY'RE EMBEDDED IN OUR MIDDLE SCHOOL ROWING PROGRAM.
THE COACHES DON'T KNOW WHO'S IN STEM TO STERN.
NONE OF THE ATHLETES KNOW WHO'S IN STEM TO STERN.

IT'S JUST THEY'RE THERE AS A MIDDLE SCHOOL ROWER.AND I THINK THAT'S REALLY IMPORTANT TO US THAT THEY NOT BE HELD OUT AS A DIFFERENT PERSON.
RIGHT. AND SO IN OUR 2022, 2023 PROGRAM, WE HAD 20 WEEKS OF PROGRAMING, 80 HOURS OF ROWING INSTRUCTION, TEN HOURS OF SWIMMING INSTRUCTION, TEN HOURS OF STEM INSTRUCTION.
WE HAD 19 ATHLETES IN THE STEM TO STERN PROGRAM, AND AN ADDITIONAL THREE ALUMNI STEM TO STERN ATHLETES WERE ROWING IN OUR UNDER 15 ADVANCED PROGRAM, SO WE'RE REALLY EXCITED ABOUT THAT.
YOU KNOW, ONE IS TO PROVIDE SWIM LESSONS THAT CAN BE A BIG BARRIER FOR FOR ENTRY.
IT ALLOWS US TO BRING IN INSTRUCTORS AND STAFF THAT ARE MORE REPRESENTATIVE OF THE COMMUNITY.
YOU KNOW, OBVIOUSLY ROWING IS A BIG PART.
THERE'S A COUPLE ROWING PHOTOS THERE.
SO, YEAH, IF, WE CAN, WE'RE LOOKING, TO TAKE THE LESSONS THAT WE'RE LEARNING THERE AND APPLY THEM TO OUR OTHER PROGRAMS TO IMPROVE THOSE PROGRAMS. SO JUST A LITTLE BIT OF BEHIND THE SCENES LOOKING AT STAFFING AND COSTS AND THOSE KINDS OF THINGS.
AND CURRENTLY WE'RE PRETTY HEAVILY INTO THE OPERATING EXPENSES.
WE'RE LOOKING TO EXPAND OUR ABILITY TO APPLY FOR GRANTS AND FIND INDIVIDUAL DONORS SO THAT WE CAN CONTINUE TO GROW OUR PROGRAMS. IN 2022-23, WE HAD 2000 STAFFING HOURS, 250 VOLUNTEER COACHING HOURS A LITTLE LESS THAN 64,000 IN STAFFING COSTS, A LITTLE MORE THAN $40,000 IN SCHOLARSHIPS AND FINANCIAL AID.

IN TERMS OF SOME OF THE, I APPRECIATED YOU SHARING THE OPERATING EXPENSES.
SO DOES THAT HELP FUND SOME OF YOUR ORGANIZATION? CORRECT. YEAH. OUR OPERATING EXPENSES ARE OUR PROGRAM FEES.

SO YEAH, THEY WERE THERE WITH THE LARGER GROUP.

AND THEN A RECAP OF EVERYTHING WE'VE DISCUSSED TODAY.
SO WHAT IS A PUBLIC SAFETY DRONE? A DRONE IS A UAV.
IT'S AN UNMANNED AERIAL VEHICLE THAT'S OPERATED BY A PERSON WHO HAS A REMOTE CONTROL DEVICE.
IT'S A SMALL DRONE UNDER 55 POUNDS.
IT'S PORTABLE AND FIELD DEPLOYABLE.
SO THEY'LL BE CARRIED IN A CASE, TYPICALLY IN THE BACK OF A POLICE VEHICLE OR A FIRE RIG.
AND IT HAS SEVERAL DIFFERENT CAPABILITIES AS FAR AS CAMERA GOES.
SO THEY HAVE NORMAL CAMERAS, INFRARED CAMERAS AND THERMAL OPTIONS.
SO FIRE MAY REQUIRE A DIFFERENT CAMERA THAN POLICE UNITS MAY REQUIRE.
AND THEY'RE USED FOR MANY DIFFERENT THINGS IN THE PUBLIC SAFETY SECTOR, USED FOR SEARCH AND RESCUE, DETECTING HOTSPOTS ON FIRES, LOCATING SUSPECTS, WHICH I'LL TOUCH INTO A LITTLE BIT LATER AND FUELS MANAGEMENT AS WELL.
AND THEY WILL BE GOING I'M NOT SURE HOW LONG THE CLASSES.
I BELIEVE IT'S ABOUT A WEEK OR SO.
SO WE'LL BE WORKING MONTHLY WITH OPERATORS WITHIN THE REGION TO MAKE SURE THAT WE'RE UP TO DATE WITH TRAINING AND THAT SKILLS, THE PERISHABLE SKILLS, DON'T FALL TO THE WAYSIDE, AND THAT OUR OPERATORS ARE DILIGENT IN THEIR TRAINING AND USAGE OF THE DRONES.
SO HAVING THE DRONES THEMSELVES, THE FLIGHT CONTROLS AND MAKING SURE THAT WE HAVE BATTERIES THAT ARE OPERATIONAL READY IN CASE WE'RE OUT IN A, YOU KNOW AN INCIDENT WHERE THERE MIGHT BE A FIRE THAT REQUIRES A LOT OF MAPPING AND WE'D HAVE TO SWAP OUT BATTERIES TO ACCOMPLISH THE MISSION, OR WE'RE SEARCHING FOR SOMEBODY OUT IN THE WILDERNESS AND NEED TO SWITCH OUT BATTERIES OR SWITCH OUT DRONES, FOR THAT MATTER.

SO WE'RE ABLE TO TELL A LOT MORE OF OUR STORY OF HOW MUCH WORK WE'RE DOING WITH THOSE NEW ANGLES AND MORE ACCURATE DEPICTIONS, SEARCH AND RESCUE NIGHTTIME OPERATIONS WITH THERMAL CAMERAS TO RAPIDLY SEARCH FOR VICTIMS IN A VARIETY OF CONDITIONS TOO DANGEROUS FOR HELICOPTERS.
IT'S NIGHTTIME. WE CAN'T GET ANY ROTOR WING AIRCRAFT IN, BUT WE CAN USE SOME OF THE THERMAL IMAGING WITH DRONES TO BE ABLE TO GET THAT BIRD'S EYE VIEW, TO GET OUR RESCUERS TO THE VICTIM AS QUICKLY AS POSSIBLE.
THIS IS ONE OF THOSE THINGS, RIGHT? I'VE HAD OTHER FIRE DEPARTMENTS TELL US THAT WE TAKE MOP UP TO A WHOLE OTHER LEVEL THAT WE WE ALWAYS TAKE, TAKE CARE OF BUSINESS.
HERE ARE SOME EXAMPLES OF WHAT THOSE THERMAL CAMERAS CAN DO.
AS YOU CAN SEE IN THE NORMAL VISUAL PICTURE, YOU SEE BASICALLY ONE SMOKER AND MAYBE SOME SOME WHITE ASH IN THE AREA. WHEREAS YOU TURN ON THAT THERMAL, YOU CAN SEE THOSE ORANGE DOTS BEING THE HEAT THAT'S STILL THERE.
WE STILL NEED FIREFIGHTERS TO GET OUT THERE AND MOP ALL THAT UP.
SO THAT'S ONE OF THOSE TOOLS THAT WE CAN REALLY, REALLY USE TO HELP MAKE SURE WE PUT EVERYTHING OUT.

AND WE HAVE OUR TACTICAL FLIGHT OFFICERS AS WELL BEING ABLE TO OFFER A DRONE OPERATOR SPECIALTY TO SOMEBODY COMING FROM, LET'S SAY ANOTHER DEPARTMENT HAS A COUPLE YEARS ON ELSEWHERE AND WANTS TO TRY SOMETHING NEW, I THINK THAT THAT OPPORTUNITY THAT EXISTS THERE IS VERY SPECIAL FOR US TO HAVE HERE AT THE DISTRICT. THAT'S GREAT.
AND THEN ONE OF THE ADVANTAGES OF EAGLE IS THAT WHEN WE'RE IN A DENSE CANOPY SITUATION WHERE THEY CAN'T SEE AND WE HAVE TROUBLE ON THE GROUND GETTING OUT WITH THE RADIO, THEY KIND OF PROVIDE A CONE OF COMMUNICATION THAT WE CAN DIRECT.
