WHEN I RETURNED THAT EVENING, MY TENT HAD BEEN BENT, BRUISED AND BROKEN, CUT FROM THE LINES, AND I THOUGHT, WELL, IT MUST HAVE HAD A REAL BAD STORM.

SO IT WAS LATE AT NIGHT.

IT WAS ALMOST DARK.

SO I JUST PUT THINGS TOGETHER AS BEST I COULD AND WENT TO BED, BUT WHEN I GOT UP IN THE MORNING, I SAW THAT THE LINES HAD BEEN CUT.

THERE WAS GREASE ON THE TENT AND SO ON.

SO I ASKED MY NEIGHBORS IF THEY'D SEEN ANYTHING, AND WHAT THEY TOLD ME WAS THAT THE PARKS PEOPLE AT THE ANTHONY CHABOT HAD COME, TAKEN MY TENT, CUT IT FROM THE LINES AND THREW IT IN THE BACK OF THE PICKUP TRUCK, DROVE IT AWAY, DID WHATEVER THEY DID WITH IT, THEN CAME BACK.

THREW IT OUT OF THE BACK OF THE TRUCK BACK INTO MY CAMPSITE AND DROVE AWAY.

SO ANYWAYS I WENT DOWN TO THE OFFICE AND AT THAT POINT THEY SAID THAT THEY HAD I THOUGHT IT WAS AN ABANDONED TENT, WHICH I WAS SURPRISED, AND ANYWAYS, THEY OWNED UP TO ONLY AFTER I HAD DONE MY INVESTIGATION.

THEY OWNED UP TO WHAT HAD HAPPENED.

THERE WAS NO NOTE LEFT ON MY TENT.

NO, NOTHING.

THEN BUT ANYWAY, SO THEY SAID, WE'LL GIVE YOU A FORM AND YOU CAN FILL IN THE FORM AND FILE A CLAIM AND YOU CAN GET A REPLACEMENT TENT.

SO I DID EXACTLY THAT, AND SUBMITTED IT AND THEN THEY HIT ME WITH ADDITIONAL FORMS. SO I ASKED THEM IS THERE GOING TO BE MORE AND THEY DIDN'T RESPOND, AND THEY'RE GETTING QUITE

I'M ONE OF THE 50 OR SO MEMBERS OF THE ALBANY HIGH SCHOOL MOUNTAIN BIKE TEAM, AND I'M JUST HERE TO KIND OF TALK ABOUT, LIKE, WHY I AM, WHY I REALLY WANT THE WILDCAT FLOW TRAIL PROJECT TO HAPPEN.

SO FOR THE PAST YEAR OR SO, I'VE KIND OF BEEN WORKING FOR THE WILDCAT FLOW TRAIL ADVOCACY TEAM, WORKING WITH THE SIERRA SIERRA CLUB, AND ALONG WITH THAT, I'VE BEEN VOLUNTEERING AT THE BRIONES, LIKE PILOT PROJECT AT THE INFORMATION BOOTHS AND STUFF LIKE THAT, AND I THINK JUST, I GUESS SOMETHING THAT'S KIND OF COME UP OVER THIS TIME OF JUST WORKING WITH THE SIERRA CLUB EVEN IF WE MIGHT HAVE OPPOSING VIEWS AT TIMES, I THINK WE'VE BOTH KIND OF COME TO AN AGREEMENT THAT TRAIL WORK IS A BIG ISSUE.

IN TILDEN, WHERE I RIDE LIKE 2 TO 3 TIMES A WEEK, AND I THINK TWO COACHES HAVE BEEN TRYING TO KIND OF BRING IT UP AND SET UP VOLUNTEER TRAIL WORK IN TILDEN FOR THE PAST YEAR, BUT IT SEEMS LIKE STAFF HAVE BEEN UNWILLING TO ACCOMMODATE.

SO I THINK THAT IS THAT IS SOMETHING THAT I AND I KNOW A LOT OF TEAM PEOPLE, A LOT OF TEENAGERS JUST LIKE ME, WOULD LOVE TO PARTICIPATE IN I PERSONALLY VOLUNTEER AT LIKE, THE OAKLAND PUMP TRACK AT CHINA CAMP.

I'VE BEEN RIDING BIKES SINCE I WAS ABOUT FIVE YEARS OLD ON THE TRAILS IN WILDCAT, AND I REGULARLY SPEND ABOUT TEN HOURS IN TILDEN A WEEK WITH THE ROUGHLY 100 OTHER PEOPLE ON MY MOUNTAIN BIKE TEAM, BERKELEY HIGH, AND YEAH, I'VE ALSO I'VE DEFINITELY NOTICED THE INCREASE IN THE USE OF THE TRAILS, AND I THINK THAT THERE ARE LIKE, WAYS TO COMBAT THIS, AND YES, THE MORE TRAIL WORK, ESPECIALLY LIKE, LIKE WELL ORGANIZED TRAIL WORK BECAUSE I KNOW THAT A LOT OF HIGH SCHOOL MOUNTAIN BIKE TEAMS HAVE A LOT OF PEOPLE ON THEM THAT WOULD BE VERY HAPPY TO HELP, AND WE DO.

I HAVE GONE WITH MY TEAM BEFORE TO PLACES LIKE CHINA CAMP, WHERE WE'VE DONE A LOT OF WORK AS A TEAM.

SO I THINK THAT WOULD REALLY HELP THE PARK AND ALSO THE IMPLEMENTATION OF THE WILDCAT FLOW TRAIL IN THE WILDCAT REGIONAL PARK WOULD HELP TAKE STRAIN OFF OR HELP REDUCE HOW CROWDED IT IS ON A LOT OF THE OTHER TRAILS UNTIL THEN, LIKE AND WILDCAT, LIKE HAVEY OR SOUTH PARK SINGLETRACK, WHICH ARE BASICALLY OUR ONLY OPTIONS DURING THE WEEK.

I'M ALSO THE SAFE ROUTES TO SCHOOL COORDINATOR FOR MY SCHOOL.

I PLAN LIKE THINGS LIKE BIKE TO SCHOOL DAY AND STUFF, AND THROUGH THAT, I'VE DEFINITELY NOTICED AN INCREASE IN PEOPLE BIKING AND LIKE RIDING BIKES, AND I THINK THAT LIKE HAVING OPTIONS TO MOUNTAIN BIKE IS LIKE REALLY HELPING WITH THAT AND HELPING GET MORE PEOPLE INTO BIKING IN GENERAL, WHICH IS JUST I MEAN, I THINK IT'S A GOOD THING TO HELP PROMOTE THAT.

SO INCREASED TRANSPARENCY, I HOPE THAT IS COMING THROUGH IN THE BUDGET BOOKS.

A LOT OF YOU ARE FAMILIAR WITH THIS, BUT WE'LL GO THROUGH IT ANYWAY.

SO WE ARE ON A CALENDAR YEAR, WHICH IS VERY DIFFERENT FROM MOST OTHER PUBLIC AGENCIES THAT ARE ON A THEIR THEIR BUDGET CYCLE IS ON THAT JULY 1ST THROUGH JUNE 30TH, BUT WE'RE JANUARY 1ST THROUGH DECEMBER 31ST.

SO OUR BUDGET PROCESS STARTS DURING THE SUMMER.

SO FIRST STEPS, WE START DEVELOPING OUR REVENUE EXPECTATIONS.

I'LL GET INTO MORE DETAIL ON ON FUTURE SLIDES, BUT JUST WALKING YOU THROUGH THIS RATHER QUICKLY.

REVENUE EXPECTATIONS IN JULY AND AUGUST LOOKING AT WHAT OUR BUDGETARY NEEDS ARE GOING TO BE BUILDING OUR BASE BUDGET IS WHAT WE CALL IT, AND ALSO DURING THAT SUMMER TIME PERIOD, WE'RE COLLECTING BOARD AND DIVISION AND COMMUNITY INPUT AND TRYING TO FIGURE OUT WHAT ARE THE PRIORITIES THIS YEAR.

WHAT DO WE NEED TO MAKE SURE IS GETTING INTO THE NEW BUDGET? THEN WE TURN IT OVER TO THE DEPARTMENTS.

THEY HAVE AN OPPORTUNITY TO ENTER INTO THE FINANCE ENTERPRISE SYSTEM, ALL OF THEIR BUDGET REQUESTS, AND THEN THEY HAVE A CHANCE TO PRESENT THAT TO THE GENERAL MANAGER.

SO THE AGMS HAVE MEETINGS AND THEY WALK THROUGH, HEY, THESE ARE MY TOP PRIORITIES, AND HERE'S WHY.

FROM THAT THEN THE BUDGET TEAM KICKS INTO ACTION.

WE CREATE THAT PROPOSED BUDGET BOOK.

IT GOES TO THE BOARD IN DECEMBER TWICE.

SO THIS FIRST MEETING IS A PUBLIC HEARING, AND THEN IT'LL BE HOPEFULLY ADOPTED ON THE 19TH, AND THEN WE HAVE OUR NEW BUDGET FOR JANUARY 1ST, AND THEN WE DO IT

ALL AGAIN. SO THE FIRST FIRST HALF OF THE YEAR, WE'RE JUST LOOKING AT OUR REVENUES AND OUR SPENDING, AND THEN WE'RE STARTING THAT PROCESS ALL OVER AGAIN.

SO AS WE'RE GOING THROUGH OUR BUDGET PROCESS, OF COURSE WE'RE KEEPING IN THE FOREFRONT OUR MISSION STATEMENT AND ALL OF OUR BUDGET DECISIONS REALLY HAVE TO BE BASED ON THIS FRAMEWORK, AND SO NOW I'M GOING TO DIVE A LITTLE MORE DEEPLY INTO EACH ONE OF THOSE LITTLE CIRCLES THAT I WAS SHOWING YOU EARLIER.

SO BUILDING OUR REVENUE BUDGET.

SO WHAT DO WE LOOK AT. FIRSTLY, PROPERTY TAXES.

SO 90% OF THE GENERAL FUND BUDGET COMES FROM PROPERTY TAXES, AND ROUGHLY 80% OF OUR TOTAL REVENUES ARE TAXES AND ASSESSMENTS.

SO THE WAY WE FIGURE THIS OUT IS, AGAIN, BECAUSE WE'RE ON THIS CALENDAR YEAR, BUT THE COUNTIES ARE ON A FISCAL YEAR.

WE ONLY HAVE INFORMATION KNOWN FROM THE COUNTIES FOR THE FIRST HALF OF 2024, AND THEN WE USE AN ECONOMICS FIRM,, BEACON ECONOMICS, TO PROVIDE US WITH A PROJECTION FOR THE SECOND HALF OF THE YEAR.

SO WE TAKE THOSE TWO PIECES, WHAT WE HAVE FROM THE COUNTY AND OUR PROJECTION WE GET FROM BEACON ECONOMICS, PUT IT TOGETHER TO FIGURE OUT WHAT'S OUR REVENUE EXPECTATION FOR 2024.

SO THIS YEAR THE EXPECTATION IS A 6% INCREASE.

ANOTHER SIGNIFICANT REVENUE SOURCE IS FEES AND CHARGES, AND SO WE GET THAT INFORMATION PRIMARILY FROM THE OPERATIONS TEAM.

THIS YEAR YOU MIGHT HAVE NOTICED OUR REVENUE EXPECTATIONS FOR FEES AND CHARGES IS COMING DOWN A LITTLE BIT.

WE ARE UNDERTAKING A BIG MASTER FEE SCHEDULE REVIEW RIGHT NOW, AND SO THAT'S GOING TO BE COMING FORWARD.

SO WE WANTED TO LEAVE A LITTLE BIT OF SPACE FOR THAT AND NOT BE TOO AGGRESSIVE, AND WE ALSO HAVE A COUPLE SWIMMING FACILITIES THAT ARE GOING TO BE CLOSED EITHER FOR SOME OR ALL OF THE YEAR, AND LASTLY, OTHER FUNDS.

SO WE HAVE LOTS OF OTHER FUNDS IN ADDITION TO OUR GENERAL FUND WHERE ALL THAT PROPERTY TAX REVENUE GOES INTO.

WE HAVE SPECIAL REVENUE FUNDS AND INTERNAL SERVICE FUNDS AND DEBT SERVICE FUNDS.

SO WE'RE DOING ALL OF OUR REVENUE PROJECTIONS FOR THOSE AS WELL.

ON THE EXPENDITURE SIDE, WE'RE BUILDING OUR BASE BUDGET.

SO WE TAKE ALL OF OUR EXISTING EMPLOYEE COSTS AND WE BUILD IN ANY KNOWN SALARY INCREASES, ANY KNOWN BENEFIT INCREASES, AND THIS YEAR A SIGNIFICANT ONE WAS WE HAD SOME KAISER INCREASES OF 10% FOR OUR KAISER MEDICAL PREMIUMS. WE ACCOUNT FOR ANY BASE BUDGET INCREASES THAT WERE PLUGGED IN IN PRIOR YEARS.

MAKE SURE THEY'RE CARRIED FORWARD.

WE'RE LOOKING AT WHAT OUR DEBT SERVICE AND OTHER OBLIGATIONS ARE FOR THE FOR THE 2024, BUT WE'RE ALSO LOOKING LONGER TERM.

SO WHAT'S GOING TO BE HAPPENING IN IN YEARS OUTLYING.

SO FOR EXAMPLE, WE KNOW THAT WE'RE GOING TO HAVE SOME SIGNIFICANT CONSTRUCTION COSTS FOR PERALTA OAKS NORTH, AND SO LOOKING AT SOME NEW DEBT ISSUANCE THAT WILL BE COMING THERE AND THAT WE NEED TO BE PLANNING FOR THAT, AND AGAIN, TAKING INTO CONSIDERATION THAT WE WANT THE DISTRICT TO BE HERE FOR 100 MORE YEARS.

ALL RIGHT. THE NEXT LEVEL IS COLLECTING OUR INPUT FROM THE BOARD, FROM DIVISIONS AND FROM THE COMMUNITY.

SO ONCE WE HAVE ALL THOSE PIECES, WE PUT TOGETHER A MEMO THAT GOES TO THE DIVISIONS AND DEPARTMENTS, AND IT LAYS OUT THE EXPECTATIONS.

SO WE LET EVERYBODY KNOW THIS YEAR THAT IT WAS GOING TO BE A MORE MODERATE BUDGET YEAR IN COMPARISON TO HOW WE HAD HAD SOME PRETTY BIG BUDGET YEARS IN THE PAST COUPLE OF YEARS.

SO WE WANTED PEOPLE TO HAVE REALISTIC EXPECTATIONS.

SO EVERYONE ENTERS IN THEIR BUDGET REQUESTS INTO OUR FINANCE SYSTEM, AND THEY WRITE A BUDGET MEMO, AND THEN THEY PRESENT THEIR REQUEST TO THE GENERAL MANAGER, AND SO THERE THEN WE HAVE ALL THIS DATA, AND WE'RE TRYING TO FIT IT ALL TOGETHER TO FIGURE OUT WHAT SHOULD BE PRIORITIZED, HOW IS IT GOING TO FIT INTO THE AVAILABLE REVENUE THAT WE HAVE, AND THEN THE BUDGET TEAM GETS TO WORK.

WE PUT TOGETHER THOSE TWO BUDGET BOOKS WITH ALL THE PROPOSALS IN THEM, AND IT GOES TO THE FINANCE COMMITTEE FIRST IN NOVEMBER, AND THEN IT GOES TO THE BOARD TWICE IN DECEMBER, AND IDEALLY WE'LL HAVE A NEW BUDGET ON JANUARY 1ST.

AS DEB MENTIONED, WE TAKE THE INPUT FROM OUR COMMUNITY SURVEY, WHICH WAS CONDUCTED IN JULY, AND WE DID PRESENT ON THAT HERE, AND I KNOW WE'RE GOING TO SPEND SOME MORE TIME NEXT YEAR DIGGING INTO A SPECIAL STUDY SESSION IN THE SPRING AFTER WE HAVE THE RESULTS BACK FROM OUR NEXT SURVEY, WHICH IS GOING TO ALSO INCLUDE SOME FOCUS GROUPS AN ALSO IN OTHER LANGUAGES AS WELL.

SO WE'LL HAVE A LOT MORE DATA AS WE GO INTO NEXT YEAR'S BUDGET AS WELL, BUT AS YOU ALL KNOW, THERE WERE SOME THEMES THAT CAME OUT OF THAT COMMUNITY SURVEY NAMELY LOOKING AT OUR IMPROVING ACCESS, THE PERCEPTION OF SAFETY, AND THEN TRAILS AND TRAILS AND TRAILS.

AND THEN JUST TO SAY, FOR THE FIFTH TIME, MAYBE THE INPUT FROM THE BOARD STUDY SESSIONS WE HAVE FOUND INTERNALLY WITH THE EXECUTIVE TEAM, THESE HAVE BEEN REALLY USEFUL SO THAT WE CAN HEAR FROM EACH OF YOU, NOT JUST PRIORITIES THAT YOU HAVE WITHIN YOUR WARD, BUT EACH OF YOU REALLY HAS BEEN ABLE TO GIVE US SOME INSIGHT INTO YOUR PRIORITIES ARE, YOU KNOW, FOR THE DISTRICT WIDE, WHICH WE REALLY APPRECIATE, AND SO THERE WERE SOME THEMES THAT CAME OUT OF THOSE STUDY SESSIONS THAT WE'VE HIGHLIGHTED HERE, AND I KNOW CLAIRE DID A GREAT JOB OF TRYING TO CATEGORIZE THOSE FOR YOU, AND WE REALLY REFERENCED THOSE QUITE A BIT AS WE WENT THROUGH ALL THE PROPOSALS FROM THE AGM'S TO MAKE SURE WE WERE TRYING, THAT WE WERE CAPTURING AS MANY AS WE COULD, AND WE WERE CONSISTENT WITH YOUR PRIORITIES.

SO INFRASTRUCTURE TRAILS CULTURAL AND ENVIRONMENTAL RESOURCE CONSERVATION.

THERE IS QUITE A BIT OF AN INCREASED INVESTMENT THAT WE'RE PROPOSING TO MAKE THERE, OBVIOUSLY, WILDFIRE PREVENTION AND THEN EXPANDING PUBLIC ACCESS FOR ALL.

SO JUST TO RUN THROUGH A COUPLE OF PROPOSED BUDGET HIGHLIGHTS HERE ON INFRASTRUCTURE MAINTENANCE, WE ACTUALLY ARE PROPOSING A NEW PROJECT THERE FOR EMERGENCY REPAIRS, KIND OF THINKING ABOUT IN THE PARK DISTRICT WE HAVE THE ANTICIPATED UNANTICIPATED, RIGHT EVERY SINGLE YEAR, AND AS WE'RE DEALING WITH THE CHANGE IN CLIMATE, WE'RE GOING TO HAVE MORE AND MORE OF THESE.

THIS YEAR WE HAD 12 ATMOSPHERIC RIVERS, AS YOU ALL ARE AWARE, AND WE ALSO HAD SOME EXTREME HEAT DAYS.

YOU KNOW, WE DIDN'T HAVE THE DROUGHT THAT WE HAD IN PRIOR YEARS, BUT WE HAVE THE EMERGENCY TREE ISSUES THAT WERE THE COMBINATION OF THE DROUGHT AND THEN THE STORM.

SO WE HAVE A PROPOSAL HERE TO START REALLY A NEW PROJECT AND REALLY WANT TO CONTINUE TO INVEST AND PUT MORE DOLLARS INTO THIS EVERY YEAR, WHERE THE DIVISIONS ARE ABLE TO BE VERY NIMBLE AND ARE ABLE TO ADDRESS THESE EMERGENCY REPAIRS WITHOUT NECESSARILY HAVING TO COME TO THE BOARD FOR, FOR SOME OF THESE THINGS.

ALSO, LOOKING AT INCREASING THE DOLLARS THAT HAVE BEEN SET ASIDE GENERICALLY FOR OUR SWIM FACILITIES, AS YOU ALL ARE AWARE, AGING INFRASTRUCTURE, THEY'RE GOING TO REQUIRE SOME VERY LARGE INVESTMENTS LONGER TERM, BUT WE HAVE WE'VE CONTINUED TO TRY TO PUT SOME DOLLARS, SET ASIDE SOME DOLLARS THERE FOR REPAIRS.

ALSO A LARGE REPAIR THAT IS NECESSARY AT LAKE ANZA ON THE DAM SOME INCREASED DOLLARS FOR CULVERT REPLACEMENTS GOING TO CONTINUE TO BE SOMETHING THAT WE HAVE TO EXPAND IN TERMS OF OUR RESOURCES AND ALSO SOME INVESTMENTS ON OUR REVENUE GENERATION.

AND THAT INCLUDES NETWORK CONNECTIVITY AND SECURITY FOR REMOTE PARK LOCATIONS AND MANY, MANY, MANY OTHER LINE ITEMS WHICH WE WILL BE COMING TO YOU, I BELIEVE, IN THE FIRST QUARTER OF NEXT YEAR TO REPORT OUT ON THE STRATEGIC PLAN.

SO WE'RE WORKING WITH DAVID RUSTING ON FINALIZING THAT REPORT.

ALSO, WE ARE WORKING ON THE TRANSITION TO THE NEW DEFERRED COMP PLAN ADMINISTRATOR, WHICH YOU'VE ALREADY ADOPTED OR APPROVED RATHER, AND SOME JUST DOING SOME GOOD GOVERNANCE AND HAVING OFFICE SERVICES TAKE ON THE CENTRALIZED MANAGEMENT OF OUR UTILITIES.

AND BREAKING THIS DOWN INTO THERE'S VARIOUS WAYS WE CAN BREAK IT DOWN.

SO FIRST I'LL LOOK AT IT BY FUND TYPE.

SO ABOUT TWO THIRDS OF THAT BUDGET IS GENERAL FUND MONEY, 8.9 MILLION SPECIAL REVENUE FUNDS, 32 MILLION IN PROJECTS, 34 MILLION IN OUR INTERNAL SERVICE FUNDS, AND ABOUT 39 MILLION IN OUR DEBT SERVICE FUNDS, AND YOU CAN ALSO BREAK IT DOWN BY TYPE OF EXPENDITURE.

SO ABOUT A LITTLE OVER HALF OF OUR EXPENDITURES ARE FOR PERSONNEL COSTS.

SO SALARIES AND BENEFITS 22% FOR SUPPLIES AND SERVICES 12.4% DEBT SERVICE, AND THEN WE HAVE INTRA-DISTRICT CHARGES, 9.4% CAPITAL OUTLAY, 4.1%, AND THEN A TINY LESS THAN 1% FOR INTER-AGENCY AGREEMENTS, AND NOW FLIPPING OVER TO THE REVENUE SIDE, WE HAVE 291.9 MILLION IN IN TOTAL REVENUES BUDGETED.

THE NEXT LARGEST REVENUE SOURCE IS FEES AND CHARGES AND THEN PROPERTY USAGE.

MISCELLANEOUS IS COMING IN AT 3.6, AND ACTUALLY 2 MILLION OF THAT IS FROM THE PENSION TRUST, WHICH YOU MAY RECALL WE'VE SET UP IN PRIOR YEARS, AND WE'RE BEGINNING TO WELL, WE STARTED LAST YEAR DRAWING DOWN ON THAT.

SO WE'RE DRAWING DOWN 2 MILLION FROM THE PENSION TRUST TO RECOVER THE COSTS OF OUR CALPERS MISCELLANEOUS PENSION, AND THEN IT LOOKS LIKE A VERY SMALL AMOUNT FOR GRANTS AND INTER-AGENCY RESOURCES.

WE ACTUALLY RECEIVED QUITE A BIT OF GRANT FUNDING, BUT AS YOU KNOW, THAT COMES IN DURING THE YEAR AS GRANTS ARE APPROVED BY DIFFERENT GRANTING AGENCIES, AND SO WE DON'T PUT THEM INTO THE BUDGET NOW, WE PUT THEM IN AS THOSE GRANT AGREEMENTS ARE SIGNED AND THE MAJORITY GO FOR PROJECTS, AND THIS IS JUST A VISUAL REPRESENTATION OF THAT.

SO 82% TAXES AND ASSESSMENTS AND CHARGES FOR SERVICES IS THE NEXT LARGEST, AND AFTER THAT EVERYTHING IS REALLY SMALL PERCENTAGES.

I'M NOW GETTING INTO THE FTE SECTION OF THE BUDGET.

SO WE'RE PROPOSING ADDING 15.25 NEW ADDITIONAL FTES, WHICH WILL BRING US TO 978.5 TOTAL FTE STANDS FOR FULL TIME EQUIVALENT

BECAUSE PART OF THIS PROGRAM, I KNOW THAT THEY TEACH YOU KNOW, THESE YOUNG ADULTS HOW TO USE THE LOCAL BUS SYSTEM, THE LIVERMORE, AMADOR VALLEY TRANSIT AUTHORITY, THE WHEELS BUS SYSTEM, AND WE HAVE A BUS STOP IN FRONT OF SHADOW CLIFFS THAT THE FREQUENCIES EVERY 15 MINUTES ARE SUPPOSED TO BE EVERY 15 MINUTES, AND SO I THINK, YOU KNOW, IN TERMS OF IDENTIFYING THE GAPS, YOU KNOW, HOW CAN WE BE A PARTNER WITH SOME OF THESE OTHER PROGRAMS THAT ARE OUT THERE? AND THEN TO THE EARLIER POINT, WE HAD THE PRIORITIES WORKSHOP.

THAT BEING SAID, THERE ARE SOME THINGS THAT WE HAVE CONCERNS ABOUT.

WE LOOK AT THE NEW POSITIONS, THE CYBERSECURITY ADMINISTRATOR, SANITATION LEADER, AND FINANCIAL ANALYST.

WHEN WE MET WITH THE DISTRICT ON THOSE, THERE WERE NO EXTERNAL COMPARISONS DONE FOR EITHER THE JOB DESCRIPTIONS OR THE COMPENSATION LEVELS.

YOU KNOW, A CURSORY REVIEW ON OUR END SHOWS THAT THE FINANCIAL ANALYSTS, PARTICULARLY THE JOB DESCRIPTION, ISN'T REALLY IN LINE WITH OTHER FINANCIAL ANALYST POSITIONS AND IS ALSO QUITE LOW IN THE COMPENSATION LEVEL.

SO WE'RE WORKING ON GOING THROUGH ALL THREE OF THOSE POSITIONS AND CONTINUED DISCUSSIONS WITH THE DISTRICT ON THOSE, AND THEN WHEN WE LOOK AT WE JUST RECEIVED JOB DESCRIPTIONS ON SOME OF THE NEW MANAGEMENT POSITIONS, SO WE HAVEN'T BEEN ABLE TO DETERMINE IF WE BELIEVE THAT THERE'S ANYTHING IN THE AFSCME THAT BEING INAPPROPRIATELY CLASSIFIED IN THE MANAGEMENT FROM THE AFSCME THAT SHOULD BE ASKED ME BARGAINING WORK IT WOULD BE BENEFICIAL IF WE GOT NOTICED EARLIER ON THOSE UNFORTUNATELY WE'RE HAVING A CONTRACT ISSUE OVER THAT.

REALLY, ALL WE'RE ASKING FOR IS NOTICE IF THERE'S NEW POSITIONS AND IT'S DETERMINED THAT THEY'RE NOT IN THE BARGAINING UNIT.

SO LET'S SEE THE BOARD MEETING ON THE 21ST, AND THEN ON NOVEMBER 27TH I WAS INVITED TO TOUR A HIGH SCHOOL IN OAKLAND CALLED CRISTO REY DE LA SALLE EAST BAY HIGH SCHOOL, AND THIS WAS THIS HAPPENED BECAUSE OF MY RECENT APPOINTMENT TO THE EAST BAY LEADERSHIP COUNCIL AND THAT REPRESENTED US FROM THAT CAMPUS CAME AND SPOKE TO THE BOARD, AND THEY GAVE SUCH A WONDERFUL PRESENTATION OF THE PROGRAM THAT THEY OFFER THERE.

THIS HIGH SCHOOL HAS A PROGRAM THERE FOR 400 STUDENTS.

IT'S IN A FORMER CATHOLIC HIGH SCHOOL.

IT IS A CATHOLIC SCHOOL, BUT ONE THAT CLOSED, AND THEN THEY OPENED IT UP AGAIN AS THIS OTHER KIND OF PROGRAM THING.

IT'S IN THE FRUITVALE DISTRICT, AND WHAT THEY DO IS THEY.

THE STUDENTS AT THE SCHOOL SOPHOMORE, FRESHMAN THROUGH SENIOR ALL PARTICIPATE IN A WORK PROGRAM.

SO COMPANIES AND AGENCIES ALL AROUND THE BAY AREA BECOME INVOLVED IN THIS, AND THEY OFFER A POSITION AND IT'S A REAL POSITION.

IT'S NOT AN INTERN POSITION, AND THEN FOUR DIFFERENT STUDENTS WORK ROTATE THROUGH THAT EACH WEEK.

SO ON A MONDAY, SOMEBODY GOES, TUESDAY SOMEBODY ELSE GOES, THE SCHOOL GIVES RIDES TO THE LOCATIONS.

AND THESE STUDENTS GET FOUR YEARS OF ONE DAY A WEEK EXPERIENCE UNDER THEIR BELTS BEFORE THEY GRADUATE, AND I NOTICED THAT THERE WERE SOME PUBLIC AGENCIES IN THEIR PORTFOLIO, AND I WANTED OUR AGENCY TO HAVE A CRACK AT GETTING INVOLVED IN THAT.

SO I'VE REFERRED THEM TO OUR FOLKS TO TALK THAT OUT AND SEE HOW THAT MIGHT HAPPEN, BUT I WAS VERY MUCH IMPRESSED.

AT THE LOOK OF IT, AT THE ENTHUSIASM OF THE STUDENTS.

I TALKED WITH ANNIE NGUYEN AND ASHLEE GUTIERREZ THERE, AND THEY HAD ME CONVINCED THAT IF WE COULD AT ALL MANAGE THIS I WOULD LOVE TO HAVE US BE PART OF THAT.

ON THE 29TH OF NOVEMBER, I WAS AT THE NATURAL AND CULTURAL RESOURCES COMMITTEE MEETING ON THE 30TH I HAD THE PRIVILEGE AND PLEASURE OF TOURING PART OF MY WARD WITH SEAN DOUGAN AND SUZANNE WILSON TO LOOK AT POTENTIAL TRAIL PROJECTS. GOSH, WHO WOULDN'T WANT TO DO THAT? SO WE WENT TO FOUR DIFFERENT LOCATIONS, AND WE AND I SHOWED THEM SOME OF THE POSSIBILITIES THAT WE MIGHT BE ABLE TO DO, ONE OF WHICH WAS THE PROJECT THAT I MENTIONED HERE A FEW MINUTES AGO ABOUT GETTING ACCESS UP INTO SOUTH OF BAILEY WITHOUT DRIVING A CAR, BASICALLY IS WHAT WE'RE TRYING TO DO THERE.

ALSO ON THE 30TH, LATER ON, I WENT TO THE SAVE MOUNT DIABLO DONOR APPRECIATION EVENT WHICH IS REALLY MORE THAN A DONOR APPRECIATION EVENT.

IT'S ALSO KIND OF A YEAR END REPORT FOR WHAT SAVE MOUNT DIABLO HAS DONE FOR THE YEAR, AND EVEN THOUGH I FOLLOW THEM PRETTY CLOSELY

THAT THEY REALLY HAD SOME GREAT THINGS TO, TO CROW ABOUT, YOU KNOW, AND TO TALK ABOUT ACQUISITIONS AND OTHER THINGS THAT THEY'VE DONE. ON DECEMBER 3RD, I WAS WITH SOME OF YOU AT THE TYLER RANCH STAGING AREA GRAND OPENING.

THAT WAS GREAT. DIDN'T GET A CHANCE TO GO ON A HIKE, SO I GOT TO GO BACK, PROBABLY ON A WEEKDAY AND DO THAT.

YESTERDAY, I WENT OVER TO THE PUBLIC SAFETY BUILDING AND MET WITH CHIEF AND ASSISTANT CHIEF JUST TO GET A NICE BRIEFING ON.

WHAT THEY DO AND HOW THEY DO IT KIND OF A THING, AND THE TWO HOUR MEETING WENT ALMOST 2.5 HOURS.

IT WAS VERY INTERESTING.

I HAVE GREAT RESPECT AND FOR THEM AND I HAVE EVEN MORE NOW TO JUST TO UNDERSTAND WHAT THEY'RE TRYING TO DO AND.

YOU KNOW WHAT THEY'VE BEEN DONE IN THE PAST, AND THEN THIS MORNING I HAD GOTTEN SOME, SOME COMPLAINTS, COMMENTS, WHATEVER FROM CITY OF CONCORD ABOUT STUFF GOING ON THE IRON HORSE TRAIL.

IN THE NORTHERN PART OF CONCORD REGARDING UNHOUSED PEOPLE AND THEIR PRESENCE ALONG THE TRAIL.

AND WHEN I WAS FINISHED WITH THAT, WE HAD SEVERAL POLICE OFFICERS.

STEVE CASTILE WAS THERE DAVE KENDALL AND CARLOS, WHICH WHOSE NAME LAST NAME I FORGOT.

WE WERE ALL THERE, AND WE WALKED THERE ALONG THE WAY AND TOOK A LOOK AT WHAT WAS GOING ON, AND IT SOUNDS LIKE OUR FOLKS ALL WORK TOGETHER REALLY WELL, YOU KNOW, PUBLIC SAFETY AND MAINTENANCE, AND THEY'RE DOING ALL THEY CAN DO WITH THEIR RESPONSIBILITY, WHICH REALLY IS REALLY ONLY 20FT, YOU KNOW, AND THERE'S STUFF GOING ON ALL OVER THE PLACE, AND SO I GUESS THERE'S SOME FOLKS OUT THERE THAT THINK THAT WE'RE RESPONSIBLE FOR THE WHOLE CORRIDOR AND WE'RE NOT.

SO I THINK WHAT CAME OUT OF THAT MEETING WAS THEY MENTIONED THAT THE COOPERATION BETWEEN THE OTHER AGENCIES, THE SHERIFF, THE CITY OF CONCORD AND OTHER AGENCIES, THE FLOOD CONTROL DISTRICT.

KIND OF WAXES AND WANES OVER THE YEARS ACCORDING TO WHO'S ON BOARD AND WHO'S RETIRED AND WHAT'S GOING ON.

SO I ENCOURAGE THEM TO MEET MORE OFTEN WITH WITH EVERYBODY THAT'S INVOLVED IN, IN DEALING WITH THAT ISSUE IN ORDER TO KEEP THE CONNECTIONS FRESH AND TO SHARE INTEREST.

IT'S THE ONE THING THEY DID MENTION IS OUR FOLKS DO ROUTINELY ENGAGE, YOU KNOW, WITH IN AN INFORMAL WAY WITH THE FOLKS LIVING OUT THERE, AND THEY FIND.

SO THAT'S GOOD, AND ONE OF THE THINGS THAT DID COME UP, YOU KNOW, THAT WE HAD SOME MEMBERS OF THE PLEASANTON CITY COUNCIL THERE, AND I KNOW THAT THE BOARD HAD RECEIVED A MEMO FROM THE PLEASANTON CITY COUNCIL PRIOR TO ME JOINING THE BOARD HERE, BUT I'M AWARE OF THAT MEMO IN REGARDS TO THE GARMS PROPERTY, AND SO THAT WAS A CONVERSATION I HAD LAST NIGHT ABOUT THE LIAISON MEETING, AND I'D REALLY LIKE TO SEE US TRY TO GET THAT SCHEDULED MAYBE IN THE FIRST THREE MONTHS OF 2024, AND I THINK THAT THERE'S A LOT OF ENTHUSIASM, ENTHUSIASM ON THE CITY COUNCIL SIDE IN PLEASANTON.
