SO, GUILD TRACT FARM IS A SMALL URBAN FARM UP IN ALBANY, NORTH OF BERKELEY.

ABOUT ONE ACRE. AND IT WAS A CREATED IN 2012 BY THE COMMUNITY THERE.

AND IT'S STILL RUN BY THE COMMUNITY IN PARTNERSHIP WITH UC BERKELEY, AS WELL AS SEVERAL OTHER COMPONENTS SUCH AS THE CITY OF ALBANY AND THE ALBANY SCHOOL BOARD. SO, I'VE HAD THE PLEASURE OF AN HONOR OF REPRESENTING THE FARM AS PART OF MY GRAD WORK, GRAD STUDENT WORK AS A UC BERKELEY GRAD STUDENT A FEW YEARS BACK, AND ALSO CONTINUING TO VOLUNTEER THERE.

I WANTED TO JUST TALK A COUPLE OF MINUTES TODAY ABOUT SOMETHING I'VE BEEN THINKING ABOUT A LOT, WITH SOME EXCITEMENT IN PREPARATION FOR NEXT YEAR, AND I UNDERSTAND YOUR PRESENTATION ON THE RENEWED MASTER PLANNING PROCESS IS GOING TO TAKE PLACE IN JANUARY OR THEREABOUTS.

BRIAN HOLT, OUR CHIEF PLANNER CAME TO THE EXECUTIVE COMMITTEE OF THE BOARD OF DIRECTORS NOVEMBER 1ST.

SO, I WOULD RECOMMEND THAT, FOLKS TAKE A LOOK AT THE ZOOM RECORDING OF THE BOARD EXECUTIVE COMMITTEE OF NOVEMBER 1ST TO SEE BRIAN'S PRESENTATION SO THAT YOU'LL HEAR IT ONCE AGAIN AND BE MORE ATTUNED TO THE DETAILS, BECAUSE IT'S A VERY DETAILED REPORT.

WHEN IT COMES TO THIS BODY IN JANUARY I GOT TO PARTICIPATE IN PREPARATION OF THE PARK DISTRICT'S 2013 MASTER PLAN.

AND IN 2012 AND 2013, MY MEMORIES, IT WAS PRETTY MUCH A TWO-YEAR PROCESS OF REPORTING FROM THE PLANNERS AND ATTENDING PUBLIC HEARINGS AND PUBLIC INPUT SESSIONS, AND ULTIMATELY VOTING AT THE PAC LEVEL ON APPROVAL.

AFTER MANY OPPORTUNITIES FOR PUBLIC INPUT AND PAC INPUT BEFORE IT WAS ADOPTED.

AND OF COURSE, THEY'RE DESIGNED FOR ABOUT A TEN-YEAR SHELF LIFE.

THESE MASTER PLANS, THEY ARE OUR GUIDANCE, OUR CONSTITUTION, OUR MAIN SOURCE OF WHAT THE DISTRICT'S HOPING TO ACCOMPLISH OVER ITS THE COURSE OF ITS NEXT TEN YEARS OR SO. THERE ISN'T A DATE CERTAIN APPLIED TO IT.

THE 2013 PLAN IS NOT OUT.

SO OUT OF DATE THAT WE DON'T LOOK AT IT.

I LOOK AT IT ALL THE TIME AND IT CONTINUES TO BE USEFUL.

BUT WE'RE GOING TO START THAT PROCESS.

OF COURSE, WE'VE ALREADY STARTED THAT PROCESS TO SOME DEGREE, BUT IN EARNEST NEXT YEAR.

SO, KNOWING THIS, IT'S JUST SOMETHING THAT CROSSES HAS CROSSED MY MIND FOR A COUPLE OF YEARS NOW OF WHAT OPPORTUNITIES THAT PRESENTS FOR THOSE OF US ON THE BOARD OF DIRECTORS AND THOSE OF US AT THE PAC IN PARTICULAR SINCE THE PAC WILL HAVE A LOT OF VERY IMPORTANT ROLES IN THE PROCESS. I RECALL HAVING THAT ROLE IN 2013.

AND FROM WHAT I'M READING PLAN, THE PLANNERS ARE ANTICIPATING EVEN MORE PAC MEMBER PARTICIPATION IN THE PROCESS THIS TIME AROUND.

AND IT'S GOING TO BE QUITE A DIFFERENT TYPE OF PROCESS.

WHAT I'VE BEEN TOLD, KIND OF CASUALLY BY THE PLANNERS AND THE GENERAL MANAGER, IS THAT THEY LEARNED THAT MUCH OF THE MASTER PLANNING THAT HAS GONE ON WITH THE PARK DISTRICT FOR THE PAST SEVERAL DECADES HAS BEEN WHAT YOU WOULD CALL UPDATE PLANNING.

IN OTHER WORDS, WE HAVE THIS THICK DOCUMENT.

IT'S DOWN THERE ON THE ON THE TABLE, AND WE GO THROUGH IT, AND WE UPDATE IT.

SO, BEFORE 2013, THERE WAS A 97 PLAN.

AND FROM WHAT I GATHER, AND I HAVE THUMBED THROUGH SOME OF THESE PAST PLANS, THEY ALL LOOK ALIKE IN OUTLINE AND IN TOPICS AND MUCH OF THE TEXT BECAUSE.

WITH THE PARK DISTRICT.

OUR PLAN TO ACCOMPLISH A, B, C, OR D WITHIN THE NEAR FUTURE ALWAYS EXTENDS OUT TO THE NEXT NEAR FUTURE AND THE NEXT NEAR FUTURE.

SO, THEY DO LOOK ALIKE WITH UPDATES FOR CHANGES IN WHAT'S OCCURRED IN THE VARIOUS FACETS OF THE MASTER PLAN.

THEY DON'T WANT TO DO THAT THIS TIME, THEY, BEING OUR PLANNERS, BRIAN HOLT IN PARTICULAR, WHO'S LEADING THIS PROCESS? THE FIRST INDICATION IS HE HAS COME TO US IN THE PLANNING DEPARTMENT, HAS COME TO US WITH WHAT THEY ARE CHARACTERIZING AS DEVELOPMENT OF A, QUOTE, NEW SECOND CENTURY DISTRICT PLAN.

SO, WE'RE GETTING AWAY FROM THE CONCEPT OF MASTER PLANNING, AND WE'RE LOOKING FORWARD TO THE DISTRICT'S SECOND CENTURY.

NEXT YEAR IS OUR 90TH ANNIVERSARY, AND THEY PLAN TO TAKE THIS OPPORTUNITY TO WORK WITH ALL OF US.

TO START A NEW PLAN AND NOT JUST TAKE THE OLD PLAN, THE 2013 PLAN AND GO THROUGH IT AND UPDATE IT.

AS BOB'S BEEN A MAYOR AND A COUNCILMAN, AND CARLIN KNOWS THE CONCEPT OF ZERO-BASED BUDGETING.

YOU JUST START OUT AT ZERO WITH EVERYTHING AND GROW FROM THERE RATHER THAN JUST UPDATING WHATEVER YOUR BUDGET WAS LAST YEAR.

THAT'S WHAT THEY PLAN TO DO WITH THE MASTER PLAN AND OR I'M SORRY, THE DISTRICT'S SECOND CENTURY PLAN.

THEY ARE IN THE PROCESS OF HIRING PLANNING CONSULTANTS TO DO THIS.

WE'VE ALL BEEN INTERVIEWED BY A CONSULTANT WHO HELPS US HIRE THE CONSULTANT.

THAT'S HOW IT WORKS.

BELIEVE IT OR NOT. AND THAT ALL TOOK PLACE OVER THE LAST MONTH.

AND BOARD MEMBERS WERE ASKED SEVERAL QUESTIONS.

AND SO, IN TOTAL WE ARE EXPECTING APPROXIMATELY A 6% INCREASE IN PROPERTY TAXES THIS YEAR.

WE THE SECOND LARGEST SOURCE OF REVENUE FROM THE PARK DISTRICT IS FEES AND CHARGES.

AND THAT MAINLY THAT INFORMATION COMES FROM THE OPERATIONS DIVISION.

AND SO THEY KNOW WHAT YOU KNOW, WHAT NEW FACILITIES MIGHT BE COMING ONLINE OR WHAT MIGHT BE GOING OFFLINE TEMPORARILY FOR RENOVATION OR WHATEVER.

AND THAT ACTUALLY IS THE CASE THIS YEAR.

WE HAVE SOME SWIMMING FACILITIES THAT ARE GOING TO BE OFFLINE FOR A LITTLE BIT.

SO, WE HAD TO REDUCE OUR REVENUE EXPECTATIONS IN FEES AND CHARGES JUST A TAD.

ANOTHER IMPORTANT THING I'LL NOTE IS THAT WE ARE GOING THROUGH A MASTER FEE SCHEDULE REVIEW THIS YEAR.

AND SO, WE ARE ALSO SORT OF LEAVING SPACE FOR THAT FEE SCHEDULE TO BE POSSIBLY REVISED DURING THE YEAR.

SO, WE DIDN'T WANT TO BE TOO AGGRESSIVE WITH THOSE FEE PROJECTIONS.

AND THEN LASTLY, WE LOOK AT OUR OTHER FUNDS.

WE HAVE INTERNAL SERVICE FUNDS THAT HAVE EXPENDITURE AND REVENUE NEEDS.

WE HAVE MANY SPECIAL REVENUE FUNDS THAT ARE FOR SPECIFIC AREAS.

WE LOOK AT THOSE REVENUE EXPECTATIONS AND THEN DEBT SERVICE OBLIGATIONS AND WHAT THE REVENUE REQUIREMENTS ARE TO MEET THOSE BOND OBLIGATIONS.

SO, IMPROVING EQUITABLE ACCESS TO AND WITHIN THE PARK'S PERCEPTION OF SAFETY IN PARKS AND THIRDLY, INCREASING ACCESS TO PARKS AND TRAILS.

THOSE WERE THE THREE KEY INPUTS FROM THAT COMMUNITY SURVEY.

AND THEN FROM OUR BOARD STUDY SESSIONS, THERE WERE MANY, MANY TOPICS THAT CAME UP, BUT THERE WERE SOME THAT REALLY LIKE PEOPLE COALESCED AROUND.

WILDFIRE PREVENTION CONTINUES TO BE A VERY HIGH PRIORITY FOR EVERYONE.

AND THEN EXPANDING PUBLIC ACCESS FOR EVERYONE.

SO, TAKING ALL THOSE UNDERLINED ITEMS. NOW HIGHLIGHTING SOME OF THE PROJECTS AND PROPOSALS THAT ARE, THAT ARE MOVING FORWARD THAT FALL INTO THOSE CATEGORIES.

SO, FOR INFRASTRUCTURE MAINTENANCE.

$1 MILLION IS BEING SET ASIDE INTO A NEW PROJECT THAT IS INTENDED FOR EMERGENCY REPAIRS.

SO, FOR EXAMPLE, IN THIS PAST YEAR, AT THE END OF 2022 AND THE BEGINNING OF 20 2023, WE HAD A REALLY SIGNIFICANT STORMS THAT CAME THROUGH AND DAMAGED A LOT OF OUR PARKS AND TRAILS AND REALLY REPRIORITIZED WHAT PROJECTS WERE BEING WORKED ON BY OUR DESIGN AND CONSTRUCTION, BY OUR MAST TEAMS. AND SO, WE REALIZED THAT WE NEED TO HAVE SOME FUNDING SET ASIDE SO THAT WHEN WE KNOW THIS WILL HAPPEN AGAIN, IT'S NOT A MATTER OF IF, IT'S JUST WHEN IS IT GOING TO HAPPEN. WE HAVE VARIOUS SWIMMING FACILITIES THAT ARE AT VARIOUS STAGES OF NEEDING WORK DONE.

AND SO PUTTING THIS MONEY ASIDE WILL ALLOW US TO PRIORITIZE THOSE WHEN THAT TIME IS RIGHT.

ANOTHER MILLION FOR THE LAKE ANZA DAM, WHICH IS IDENTIFIED AS NEEDING EMERGENCY REPAIR BY THE STATE.

IN PUBLIC SAFETY. THEY ARE CONTINUING THEIR EFFORTS TO FILL THEIR VACANT POSITIONS, AND I KNOW THEY MADE A LOT OF PROGRESS THIS YEAR, BUT STILL HAVE 14 SWORN OFFICER VACANCIES AND FIVE DISPATCHER VACANCIES IN THE FIRE DEPARTMENT.

THEY'RE CONTINUING THEIR FUEL REDUCTION TREATMENTS.

I ALREADY TALKED ABOUT THAT A LITTLE BIT, BUT THEY HAVE THE 1500 ACRES IN THE EAST BAY URBAN INTERFACE AND THE 365 ACRES IN ANTHONY CHABOT AND THEN 35 ACRES IN TILDEN THAT THEY'RE WORKING ON RIGHT NOW.

AND THE LIFEGUARD TEAM IS WORKING ON TRANSITIONING TO A PARTNERSHIP WITH ANTIOCH UNIFIED TO PROVIDE BETTER WATER SAFETY PROGRAMING IN THE SCHOOL DISTRICT. OKAY, NOW WE'RE GETTING INTO THE NUMBERS.

AND SO THE UPDATED ROLE STATEMENT OF THE PARK ADVISORY COMMITTEE IS TO PROVIDE COMMUNITY PERSPECTIVES AND ADVICE TO STAFF AND TO THE BOARD ON ISSUES, PROJECTS AND POLICIES OF THE PARK DISTRICT.

AND SO WE'RE REALLY SEEING THAT AS THE CORE GOAL.

THE CORE PURPOSE OF THE PARK ADVISORY COMMITTEE IN THE SIX OBJECTIVES ARE DESIGNED TO SUPPORT IMPLEMENTING THAT IN PRACTICE.

SO THE SIX OBJECTIVES THAT WE HAVE FOR CONSIDERATION TODAY, THE NUMBER ONE IS PROVIDING COMMUNITY PERSPECTIVES ON THE PARK DISTRICT'S SECOND CENTURY DISTRICT PLAN.

THIS IS A TEN YEAR UPDATE TO THE AGENCY WIDE STRATEGIC PLAN.

THIS IS CALLED SECOND CENTURY BECAUSE IT IS TAKING US INTO OUR 100 YEARS.

IT WILL NOT BE A 100 YEAR PLAN.

SO WE'RE EXCITED ABOUT THE PAC PARTICIPATING AS PART OF THAT PROCESS, AND WE'RE HOPING TO MAKE THAT OUR KICKOFF PRESENTATION IN JANUARY.

OUR NUMBER TWO COMES TO US FROM OUR ACQUISITION, STEWARDSHIP AND DEVELOPMENT DEPARTMENT.

THIS IS A CORE GOAL FOR THEM, AND THEY WANT THE PAC TO BE INCLUDED IN IT, WHICH IS EXPANDING OUR UNDERSTANDING OF THE EAST BAY'S BIODIVERSITY AND ROLE THE PARK DISTRICT SERVES IN PROTECTING NATURAL RESOURCES.
