ALL THOSE IN FAVOR SAY AYE. AYE, AYE. EXCELLENT. THANK YOU. AND NOW WE HAVE PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA. DO WE HAVE ANY COMMENTS, PLEASE? EXCELLENT. THANK YOU. AND WITH THAT WE GO TO ITEM NUMBER FOUR INFORMATIONAL ITEMS WHICH LOOKS LIKE WE HAVE NONE. IS THAT CORRECT. AND THEN ITEM NUMBER FIVE ACTION ITEMS, FIVE A, RECOMMENDATION TO APPROVE SPECIAL USE AGREEMENT WITH THE OYSTER BAY DISC GOLF [Action Items] CLUB. SHARE SCREEN. WE'RE SHARE SCREEN. THIS ONE. THIS IS STILL. THIS IS THE PROUD THING. IT'S STILL LIKE IT'S NOT ON THE SLIDESHOW. OKAY. OKAY. OKAY. SORRY ABOUT THAT. THANK YOU FOR YOUR PATIENCE. MY NAME IS RENEE PATTERSON. I'M AN ADMINISTRATIVE ANALYST TWO AND THE BOARD AND I'M HERE TODAY TO PRESENT AN ITEM TO THE BOARD OPERATIONS COMMITTEE TO FOR A RECOMMENDATION TO APPROVE THE SPECIAL USE AGREEMENT WITH OYSTER BAY DISC GOLF CLUB. AND I JUST WANT TO MENTION THAT THERE'S A GROUP OF PEOPLE HERE TODAY THAT ARE FROM THE CLUB. I'LL LIST ALL THEIR NAMES AT THE END OF THE PRESENTATION, BUT THEY ARE AVAILABLE FOR QUESTIONS AT THE END OF THE PRESENTATION. SO AS WE DO FOR ALL SPECIAL USE AGREEMENTS, WE DO THIS OVERVIEW OF WHAT IS A SPECIAL USE. I SHOW YOU THE LOCATION, WE DO A LITTLE BIT OF BACKGROUND AND THEN A LITTLE BIT OF DETAIL ABOUT THE AGREEMENT. [00:05:02] AND THEN I'LL ASK FOR THE RECOMMENDATION. SO SPECIAL USE AGREEMENTS MUST MEET THE DISTRICT'S OBJECTIVES WITH APPROPRIATE PUBLIC BENEFIT AND PRIORITY. SO SPECIAL USE AGREEMENTS ARE DEFINED AS ANY ONGOING RECREATIONAL DEVELOPMENT ACTIVITY, SERVICE OR LAND USE THAT IS PROVIDED FOR GROUP OR GENERAL PUBLIC BENEFIT BY CLUBS, ASSOCIATIONS OR SIMILAR GROUPS OPERATING AS A NONPROFIT ENTITY WITH MEMBERSHIP OPEN TO THE PUBLIC. THEY DON'T HAVE TO BE A 50 1C3. THEY JUST HAVE TO BE A NONPROFIT ENTITY, AND THEY MUST BE OPEN TO ANY MEMBERS OF THE PUBLIC. RIGHT NOW WE HAVE 28 SPECIAL USE AGREEMENTS, AND THEY'RE FOR A BUNCH OF DIFFERENT TYPES OF GROUPS, THAT INCLUDE SWIMMING, ARCHERY, HORTICULTURAL GROUPS, THINGS LIKE THAT. SO HERE'S THE LOCATION. THE SATELLITE MAP SHOWS YOU THE GENERAL AREA THAT IT IS LOCATED IN OYSTER BAY. AND THEN ON THE LEFT HAND SIDE, IT SHOWS YOU THE BROCHURE MAP WITH THE RED KIND OF, I DREW THE OUTLINE OF THIS, SO IT'S NOT EXACT IN RED OF THE WHERE THE COURSE IS ON THE IN THE PARK. AND THIS MAP SHOWS ALL THE DIFFERENT T'S IN THE DIRECTIONS IN WHICH YOU THROW THE DISC. THIS IS GENERATED BY THE CLUB ITSELF, SO IT'S PRETTY EXACT. AND A LITTLE BIT OF BACKGROUND. WHIRLWIND DISC GOLF WAS THE DESIGNER OF THE COURSE. WE CONTRACTED WITH WHIRLWIND IN 2017. THEY DESIGNED IT AND THEY INSTALLED ALL THE BASKETS AND THE TEES WITH VOLUNTEERS. AND THE WORK THEY HAVE WORK CREWS THAT FOLLOW UNDER THE DIRECTION OF, FOR THE MOST PART, LEONARD MUCIE, WHO IS WHIRLWIND DISC GOLF QUARTERLY WORK DAYS. THE CLUB WAS FORMED IN 2021 AND IT PROMOTES THE SPORT OF DISC GOLF WITH AN EMPHASIS ON OUTREACH AND ALSO TO GET VOLUNTEERS TO MAINTAIN THE DISC GOLF COURSE IN GOOD PLAYABLE CONDITION. SO THEY ARE A NONPROFIT CORPORATION AND THEY'VE BEEN REGISTERED WITH THE STATE OF CALIFORNIA. THE PUBLIC BENEFIT THAT THEY OFFER IS THAT THEY ARE OPEN TO THE GENERAL PUBLIC. AND ALSO THEY DO OUTREACH WITH DIFFERENT KINDS OF GROUPS. SO THE FIRST TWO YEARS THAT THEY WERE ACTIVE THERE WE RAN IT AS A PILOT AGREEMENT, AND THIS WAS MOSTLY TO WORK OUT THE KINKS OF, YOU KNOW, HOW THEY WERE GOING TO GET THEIR WORK GROUPS THERE AND HOW THEY WERE GOING TO DO THE WORK AND HOW THEY WERE GOING TO WORK WITH THE PARK SUPERVISOR AND HOW WELL THAT TURNED OUT. AND YOU KNOW GENERALLY TRY TO FIGURE OUT BECAUSE IT WAS A BRAND NEW, NOT JUST A BRAND NEW USE AT OYSTER BAY, BUT ALSO A BRAND NEW COURSE AND HOW THE GENERAL PUBLIC WAS GOING TO USE IT AND KIND OF THE CONSEQUENCE OF HAVING THIS NEW USE THERE WITH DIFFERENT TYPES OF USER WALKING THROUGH THAT AREA. SO WE ALSO MET A COUPLE OF TIMES WHILE DURING THIS PILOT PROGRAM, TWO YEAR PROGRAM TO SORT OF IRON OUT THE KINKS OF HOW THE MAINTENANCE WAS HAPPENING, NOT JUST ON THE CLUB'S PART, BUT ALSO ON PARK STAFF'S PART. SO THIS SPECIAL USE FOR THE CLUB WILL BE NON EXCLUSIVE. THERE IS NO WAY THAT THEY CAN EXCLUSIVELY USE THIS AREA. IT'S COMPLETELY OPEN TO THE PUBLIC AT ALL TIMES. SO THERE IS NO ON SITE STORAGE. THEY DON'T KEEP ANY EQUIPMENT THERE. THERE'S NO SHEDS OR ANYTHING THERE. THEIR OBLIGATION IN THIS HAVING THIS AGREEMENT IS THAT THEY MAINTAIN THE COURSE IN A GOOD PLAYABLE CONDITION WITH DISTRICT'S ASSISTANCE. AND BY THAT I MEAN PARK STAFF. [00:10:02] AND ALSO THAT THEY FOLLOW THE GUIDELINES OF THE PARK SUPERVISOR FOR WHAT THEY'RE DOING THERE. THEY GENERALLY DO THEIR INSPECTION OF THE COURSE. THEY'RE LOOKING AT THE BASKETS AND THE TEES AND THINGS LIKE THAT TO SEE IF ANYTHING'S BROKEN. SO FAR, THEY HAVE HAD A COUPLE OF BASKETS GET VANDALIZED AND THINGS LIKE THAT. THE DISTRICT IS RESPONSIBLE FOR PAYING FOR THE REPLACEMENT, BUT THEY DO THE ACTUAL WORK OF THE REPLACEMENT. THEY'RE ALSO ALLOWED TO HAVE UP TO FIVE EVENTS PER YEAR FOR WHICH WE DO NOT CHARGE THEM A SPECIAL EVENT PERMIT FEE. AND THEY CAN ALSO SELL ITEMS THERE TO FUND ACTIVITIES. AND WE ASK THEM WHAT THE USE WAS DURING THE PILOT PERIOD, AND THEY HAVE ESTIMATED THAT IT WAS APPROXIMATELY BETWEEN 80,000 TO 100,000 ROUNDS OF DISC GOLF DURING THAT PERIOD. THE WAY THAT THEY REACH THAT NUMBER IS THEY USE SOME KIND OF USE APP AND THAT'S WHERE THEY GOT THE NUMBERS FROM. SO THE LAST TIME THAT WE MET WITH THEM WENT PRETTY WELL. RUBY WAS IN CHARGE OF THAT MEETING, AND WE ALSO MET WITH THE PARK SUPERVISOR AND YOU KNOW, FOR THE MOST PART THINGS WENT REALLY WELL. THE ONLY THING THAT WE CHANGED WAS THAT THEY HAD A PUTTING BASKET NEAR A PICNIC AREA THAT WE ASKED THEM TO MOVE, AND THEY PROMPTLY MOVED IT TO ANOTHER AREA THAT WAS CLOSER TO THE COURSE. SO THAT'S TAKEN CARE OF. THEY'VE HAD A FEW EVENTS IN THE TWO YEAR PERIOD. THIS ONE PICTURE I GOT ONLINE, SO THERE WAS SOME KIND OF NIGHTTIME EVENT WHERE THEY USE GLOW IN THE DARK DISCS AND THINGS LIKE THAT. THEY'VE HAD A COUPLE OF DIFFERENT GROUPS THAT THEY'VE WORKED WITH. THEY HAVE HAD CLINICS WHERE THEY INVITE, YOU KNOW, ANY LEVEL, AGE LEVEL AND LEVEL OF ATHLETICISM ARE WELCOME TO JOIN IN. THEY TEACH THEM THE BASICS. IT'S LIKE A FOUR HOUR CLINIC AND THEY PLAY THROUGH FOUR OF THE HOLES. I THINK IF YOU HAVE QUESTIONS ABOUT THE EVENTS, THERE PROBABLY BE BETTER TO GET IT FROM CLUB MEMBERS THAN ME. SO, YOU HAVE QUESTIONS ABOUT THAT, YOU CAN ASK THEM. THEY DO HAVE A COUPLE OF DAYS WHERE THEY HAVE TOURNAMENTS WHERE, YOU KNOW OF COURSE, LIKE I SAID, THIS ISN'T A FENCED IN AREA, SO THEY CAN'T EXCLUDE MEMBERS OF THE PUBLIC, BUT THEY ASK THE PUBLIC NOT TO PLAY THROUGH WHILE THE TOURNAMENT IS GOING ON. AND THE TOURNAMENT IS A FEE TOURNAMENT. IT'S, YOU KNOW, A VERY FORMALLY DONE. THEY, FEE COVERS THE PLAYERS PACK AND SHIPPING OF THE PLAYERS PACK AND $5 GOES THROUGH GOES TO OF THE FEE GOES TO PRIZES, $5 DONATION TO THE DISC CLUB. AND THEN THERE'S $2 THAT COVER THE COSTS. SO FOR $45 THEY DO A TOURNAMENT. AND I DON'T KNOW HOW MANY PEOPLE, FOR INSTANCE, DID THIS TRILOGY CHALLENGE THAT WAS TOOK PLACE IN AUGUST. SO IF YOU HAVE QUESTIONS ABOUT THAT, YOU CAN ASK THEM. SO THE RECOMMENDATION IS PARK DISTRICT STAFF RECOMMENDS THAT THE BOARD OPERATIONS COMMITTEE RECOMMEND TO THE FULL BOARD APPROVAL OF A SPECIAL USE AGREEMENT WITH THE OYSTER BAY DISC GOLF CLUB FOR A FIVE YEAR TERM, WITH THE POSSIBILITY OF A FIVE YEAR EXTENSION AND A $100 ANNUAL FEE. SO TODAY WE HAVE LEONARD MUISE WITH US. HE'S WHIRLWIND DISC GOLF. HE'S THE DESIGNER OF THE OF THE COURSE. WE ALSO HAVE ERIC LIVAK HALE, PERRY SMITH, CALEB RANCOURT AND ROXANNE LANDRY OR SOMETHING LIKE THAT. ROXANNE. [00:15:02] AND THEN, OF COURSE, RUBY TUMBER. SHE'S THE ACTING BUSINESS SERVICES MANAGER. LISA BROTMAN, THE PARK SUPERVISOR, AND JEFF MANLEY, THE UNIT MANAGER. SO IF YOU HAVE ANY QUESTIONS, WE'RE ALL HERE TO HELP. THANK YOU AND WELCOME. I'LL TURN TO MY COLLEAGUES ON THE BOARD. THANK YOU. DIRECTOR SANWONG. SO, A FEW QUESTIONS. I GUESS MY FIRST QUESTION IS FOR US HERE AT THE PARK DISTRICT. KNOWING THAT THIS IS A RELATIVELY NEW RECREATIONAL ACTIVITY WITHIN THE DISTRICT. YOU KNOW, WHAT ARE OUR THOUGHTS IN REGARDS TO HAVING THIS AS PART OF OUR PORTFOLIO OF RECREATION ACTIVITIES? WHAT HAVE WE HEARD? HAVE WE RECEIVED ANY FEEDBACK FROM MEMBERS OF THE PUBLIC? ALONG THE LINES OF, YOU KNOW, IS IT GOOD, IS IT BAD? IS IT A NEUTRAL COMMENT? I KNOW WHEN I DO THESE PRESENTATIONS, I LOOK ONLINE A LOT. I LOOK AT FACEBOOK, I LOOK AT INSTAGRAM YELP, YOU KNOW, WHATEVER I CAN FIND ONLINE, NOT JUST FOR PICTURES, WHICH OF COURSE, I DO GET A LOT OF PICTURES ONLINE. BUT I READ THE COMMENTS BECAUSE I DO WANT TO ADDRESS THAT WITH THE PARK SUPERVISOR AND THE CLUB WHEN WE MEET. AND FOR THE MOST PART, PEOPLE SEEM TO LIKE IT. YOU'RE ALWAYS GOING TO HAVE PEOPLE WHO DON'T LIKE IT. AND THE MOST COMMENTS, THE MOST NEGATIVE COMMENTS THAT I SAW WASN'T ABOUT THE USE OF A DISC GOLF COURSE THERE. THEY WERE JUST UPSET THAT ANYTHING WAS DEVELOPED THERE BECAUSE THEY SAW IT AS THEIR LOCAL PARK, YOU KNOW, LIKE, OH, TEN YEARS AGO. I WALKED MY DOG THERE EVERY DAY, AND NOW, YOU KNOW, YOU GO THERE AND THEY'RE PLAYING DISC GOLF, YOU KNOW. SO I MEAN, THAT KIND OF THING IS GOING TO HAPPEN NO MATTER WHAT IN A DEVELOPED PARK, I THINK. SO I NEVER SAW ANY COMMENTS THAT WERE DIRECTED AGAINST ANY OF THE GOLF CLUB EVENTS. OR ANYTHING LIKE THAT. I NEVER SAW COMMENTS ABOUT, OH, THOSE DISC GOLF PLAYERS, YOU KNOW. SOMETHING BAD. I JUST NEVER SAW ANYTHING LIKE THAT. I HAVEN'T HEARD ANYTHING. AND THEN MY NEXT QUESTION IS, SO THIS IS OUR ONLY DISC GOLF WITHIN THE EAST BAY PARKS PORTFOLIO. ARE THERE ANY OTHER DISC GOLF SITES THROUGHOUT THE EAST THROUGHOUT THE TWO COUNTIES, ALAMEDA AND CONTRA COSTA COUNTY THAT WE'RE FAMILIAR WITH? AND YES, THERE'S I KNOW OF AT LEAST SIX IN, IN PUBLIC AGENCY. PARKS. I DON'T KNOW ABOUT, YOU KNOW, LIKE PARVAT, LIKE, THERE'S SOME GOLF COURSES THAT WILL SET UP A DISC GOLF COURSE WITHIN THEIR GOLF COURSE. OKAY. BUT I DON'T KNOW THE EXACT NUMBER. IT APPEARED. IT APPEARS LEONARD DOES. IF YOU WANT TO GET THAT INFORMATION. YEAH, I'D LOVE TO HEAR JUST A LITTLE BIT MORE ABOUT DISC GOLF ACROSS ALAMEDA AND CONTRA COSTA COUNTY, EAST BAY, AND MAYBE THE BAY AREA IN GENERAL. IF YOU HAVE THOSE TALKING POINTS TO SHARE. SURE. I'M LEONARD MUISE, WHIRLWIND DISC GOLF DESIGNED AND COORDINATED THE INSTALLATION OF THE OF THE COURSE AT OYSTER BAY. RESPONSIBLE FOR A DOZEN COURSE DESIGNS AROUND NORTHERN CALIFORNIA. I DON'T HAVE THE EXACT NUMBER, BUT I'D SAY BETWEEN THE TWO COUNTIES, IT'S ROUGHLY 20 RIGHT NOW. AND WE'RE ADDING, ON AVERAGE, ABOUT 1 OR 2 A YEAR. THE THE SPORT HAS GROWN FASTER THAN BEFORE. IT WAS ALWAYS HEALTHY, BUT SINCE COVID, IT GREW MORE QUICKLY AND AS A RESULT, WE'RE SEEING A PROPORTIONATE INCREASE IN THE NUMBER OF COURSES AS WELL. I HAVE THREE IN THE PIPELINE IN THE BAY AREA THAT ARE PROBABLY OPEN IN THE NEXT FEW MONTHS. SO IT'S GROWING QUICKLY. AND THE GREATER BAY AREA SEVEN COUNTY, BAY AREA, MAYBE 50. OKAY, SO QUITE A FEW IN 400 PLUS IN THE STATE. AND IN TERMS OF COSTS. SO RIGHT NOW YOU BRING YOUR OWN DISCS TO THIS PARK AND YOU'RE ABLE TO PLAY WITHOUT HAVING TO PAY A FEE TO. CORRECT. THAT'S THAT'S TYPICAL. MOST OF THE VAST MAJORITY OF OUR COURSES ARE IN PUBLIC PARKS, WHERE ACCESS IS FREE AT MOST. YOU PAY PARKING TO GET INTO THE PARK, BUT THE COURSE ITSELF HAS NO ADDITIONAL FEES. RENEE MENTIONED GOLF COURSES. THERE ARE A FEW THAT HAVE BASKETS ON THEM, AND IN THOSE CASES, WE PAY GREEN FEES LIKE ANY OTHER USER, INCLUDING MONARCH BAY. [00:20:05] THAT'S RIGHT AROUND THE CORNER FROM OYSTER BAY. OKAY, BUT THAT'S STILL LESS THAN 10% OF OUR COURSES. THE MAJORITY ARE STILL IN IN PUBLIC COURT, PUBLIC PARKS, TYPICALLY MULTI-USE PARKS WHERE THERE'S OTHER ACTIVITIES. IT'S NOT A DEDICATED SPACE. AND SO WE SHARE THE SPACE WITH DOG WALKERS OR WHOEVER ELSE MIGHT WANT TO BE PART OF THE SAME ACREAGE THAT WE'RE USING TO THROW DISCS. AND FOR THIS SPECIFIC COURSE THAT WE'RE TALKING ABOUT TODAY, WHAT SOME OF THE FEEDBACK YOU'VE HEARD FROM SOME OF THE ACTIVE USERS, HAS IT BEEN PRETTY GOOD FEEDBACK, FOR EXAMPLE, I GUESS LOOKING AT THIS FROM THE DISC GOLF PERSPECTIVE, DO THEY HAVE GOOD FEEDBACK SAYING THAT'S A GOOD COURSE, THAT THEY ENJOY PLAYING ON IT? YEAH. FROM A DISC GOLF PERSPECTIVE, IT'S THE SECOND BUSIEST COURSE IN THE IN THE BAY AREA. OH WOW. WHICH IS EXTRAORDINARY GIVEN THAT IT'S A LANDFILL. AND INITIALLY THANKS TO THE DISTRICT IT HAS. WE PLANTED ROUGHLY 300 TREES. BUT TREES ARE ESSENTIAL TO GOOD DISC GOLF BECAUSE WE NEED OBSTACLES TO THROW AROUND. SO LACKING TREES. IT'S AMAZING THAT IT'S AS POPULAR AS IT HAS BEEN. SO THAT I THINK SPEAKS FOR ITSELF. IT ALSO, THERE'S SOME DETAILS AROUND IT. IT'S A BIGGER COURSE THAN WE HAVE IN OTHER PARTS OF THE BAY AREA, WHICH IS APPEALING. IT'S IT SEPARATES ITSELF FROM A LOT OF THE SMALLER COURSES THAT PEOPLE LIKE TO BE ABLE TO PLAY 18 HOLES INSTEAD OF NINE, AND I THINK THAT'S A BIG PART OF IT. AND THE VIEWS ARE GREAT. THE INSTALLATION TURNED OUT REALLY WELL. THE DISTRICT GAVE US A LOT OF RESOURCES TO DO CUSTOM INSTALLATION ELEMENTS THERE THAT I THINK IS PART OF THE BIG APPEAL THERE. SO YEAH, FROM A DISC GOLF PERSPECTIVE, IT'S IT'S BEEN I TRY TO SET EXPECTATIONS THAT IT WOULD BE OKAY. PROBABLY BETTER THAN AVERAGE, BUT IT'S A LANDFILL AND I DID NOT EXPECT IT TO BE GOING AS WELL AS IT HAS. SO I'M VERY PLEASED WITH THAT. AS FAR AS OTHER USERS, IT'S THE INTEGRATION, THE INTERACTION WITH OTHER USERS HAS BEEN GREAT. I INTENTIONALLY MADE SURE THAT THE DISC GOLF AREA REMAINED OFF LEASH. IT'S FINE TO HAVE DOGS OFF LEASH IN OUR COURSE, AND A LOT OF OUR PLAYERS HAVE THEIR DOGS OFF LEASH. AND SO THAT THAT POTENTIAL IMPACT TO THE SORT OF MAIN BODY OF USERS WAS MITIGATED IN THAT FASHION. I'VE HEARD A LOT OF POSITIVE COMMENTS THAT NOW THERE'S MORE FOLKS OUT THERE, AND SO THEY FEEL MORE COMFORTABLE BEING OUT IN THIS BIG PARK WHEN THERE'S OTHER, YOU KNOW, PURPOSEFUL USERS OUT THERE. AND FRANKLY, OVER TIME, I THINK ALL THOSE TREES ARE GOING TO GROW. AND THIS WILL BE ONE OF THE PRETTIEST PARTS OF THE PARK AS WELL. AND THAT WILL, I THINK, BE A POSITIVE TO ALL USERS, NOT JUST THE DISC GOLFERS. AND THEN I KNOW WE HAD THE OPPORTUNITY TO VISIT ON A BOARD OF DIRECTORS SITE TOUR OVER THE SUMMER TIME, AND WE HEARD THAT, YOU KNOW, WE DID HAVE HISTORIC RAIN THIS PAST YEAR, AND THAT LED TO WEED GROWTH. AND I GUESS THAT WAS A LITTLE BIT OF AN ISSUE IN REGARDS TO THE DISC GOLF COURSE, AS WELL AS SOME OF OUR MAINTENANCE IN THIS AREA. AND I DON'T KNOW IF YOU'RE ABLE, IF YOU'RE ABLE TO SPEAK TO THIS, OR MAYBE IF OUR PARK SUPERVISOR OR STAFF MIGHT WANT TO SPEAK TO IT A LITTLE BIT ABOUT THE WEED SITUATION, BUT I WOULD JUST BE CURIOUS TO HEAR A FEW POINTS, YOU KNOW, DID THAT, DID THAT. I KNOW WE MADE AN EFFORT TO REMOVE THE WEEDS, BUT DID THAT BECOME AN ISSUE FOR YOUR USERS? YEAH, I WILL SAY THAT IF ANYONE'S MONITORING THE SOCIAL MEDIA, UDISC IS THE APP THAT'S PRETTY UNIVERSAL IN THE SPORT. AND IT'S LIKE YELP WITH RATINGS. AND THE RATINGS TOOK A HIT WHEN WHEN THE THISTLES AND MUSTARD GOT REALLY HIGH AND IT AND IT MADE IT MADE IT NOT A GREAT EXPERIENCE TO BE OUT THERE AND DURING THOSE TIMES. BUT, YOU KNOW, MOTHER NATURE IS GOING TO BE WHAT IS GOING TO BE. AND THE PARK STAFF DID WHAT THEY COULD. BUT I THINK OVER TIME, I MEAN, WE WE WORKED ON THE INSTALLATION FOR A LONG TIME AND IT IMPROVED. THAT ASPECT IMPROVED GREATLY OVER THE COURSE OF THE SEVERAL YEARS OF INSTALLATION. SO I'M CONFIDENT IT'LL IT'LL GET BETTER OVER TIME. BUT THAT WAS REALLY THE ONLY SORT OF NEGATIVE THEME FROM THE PLAYING COMMUNITY'S PERSPECTIVE, IS THAT SOMETIMES THE COURSE WAS A LITTLE ROUGH BECAUSE THAT STUFF HAD GROWN AND PARK. THE STAFF HADN'T BEEN ABLE TO GET TO IT YET. BUT THAT'S. THAT'S THE ONLY THING. THANK YOU. YES. DIRECTOR STEVE CASTILE HERE. SO JUST A LITTLE BIT ON THAT ONE, TWO BEING THAT WE HAD 13, YOU KNOW, SIGNIFICANT RAINSTORM IMPACTS TO THE PARK DISTRICT, ESSENTIALLY YOU KNOW, WE HAD LATE GROWING SEASON WITH THAT MUCH SATURATION, THE DELAYED, ALL THE MOWING. WE STARTED MOWING EARLY IN THE SEASON. THE RAINS CAME, GERMINATED ALL THE NEW SEED, MADE THE GRASS PUSH AGAIN. [00:25:03] AND SO YOU KNOW, EVEN IN SOME AREAS WE'RE STILL MOWING TO THIS DATE. SO THAT IMPACTED NOT ONLY OYSTER BAY, BUT THE ENTIRE PARK DISTRICT AS A WHOLE. AND THE ONE THING ABOUT THE SOILS OUT THERE, AND IT'S PRETTY AMAZING EVERY TIME THAT I GO OUT THERE TO OYSTER BAY, I HAVE TO REALIGN MYSELF TO WHERE I'M AT BECAUSE THEY'RE STILL DOING A LOT OF SOIL MOVING AROUND THERE. BUT WITH THAT, YOU KNOW, LEONARD AND THE VOLUNTEER STAFF THAT, YOU KNOW, HE'S HAD OUT THERE HAS DONE A GREAT JOB, YOU KNOW, DOING THE MAINTENANCE AND THE HAND WORK AROUND THE TEAS THEMSELVES. AND THEN I KNOW OUR STAFF BASICALLY WERE BRINGING IN POTENTIALLY NEW EQUIPMENT AS WELL FOR THIS NEXT COMING YEAR. HOPEFULLY TO HELP FACILITATE, YOU KNOW, THE, THE WEED ERADICATION OUT THERE IN ADDITION TO POTENTIALLY PUTTING THEM PRE-EMERGENCE ALSO. SO THAT'S GOING TO LIMIT THE AMOUNT OF ADDITIONAL WEED GROWTH POTENTIALLY. SO WE'RE, WE'RE WE'RE WORKING TOGETHER ON A PLAN FOR IT. I THINK THOSE ARE ALL MY QUESTIONS ANYWAY, SO GO AHEAD WITH YOUR QUESTIONS AND COMMENTS. I JUST I HAVE SOME OTHER QUESTIONS TOO. BUT WITH REGARD TO THIS ISSUE, WITH THE, YOU KNOW, WEEDS AND THE PROPERTY ANYBODY WHO'S BEEN AT THAT PARK A SUBSTANTIAL NUMBER OF DAYS KNOWS THE WORK THAT'S BEING DONE IS IS PRETTY HARD AND PRETTY AWESOME, ACTUALLY. THERE'S NO DOUBT THAT THERE'S SOME ISSUES TO TAKE CARE OF, BUT IT'S BEEN OUTSTANDING. THE WORK THAT OUR EMPLOYEES HAVE BEEN DOING TO TAKE OUT MILES AND MILES AND MILES OF OF YOU KNOW, WEEDS IN THAT LAND AREA, AND THAT LAND AREA WAS JUST IT WAS JUST A WEED. IT WAS IT WAS A GARBAGE DUMP. RIGHT. AND IT WAS DONATED TO THE PARK DISTRICT, AND OVER THESE YEARS, WE'VE BEEN IN THERE DOING WHAT NEEDS TO BE DONE TO IMPROVE IT. AND SO MUCH, ESPECIALLY RECENTLY, ALLOWING AND BRINGING IN MORE SOIL TO DEAL WITH. SOME OF THOSE ISSUES THAT WERE TOUGH ISSUES ARE NOW BEING TAKEN CARE OF. AND THERE'S NO DOUBT THERE'S MANY, MANY ACRES OF LAND THAT NEEDS TO BE CARED FOR. BUT I JUST WANTED TO SAY, EVEN THOUGH IT'S NOT LIKE PERFECT EVERY SECOND, THERE'S NO DOUBT ABOUT THE FACT THAT THE DISTRICT REALLY, THE STAFF WORKS REALLY HARD TO GET THAT GOING. IF YOU'D SEEN IT ABOUT YOU KNOW, A YEAR AGO OR SO, YOU WOULD HAVE A DIFFERENT OPINION. I MEAN, A LOT OF GOOD STUFF IS BEING DONE. THAT'S ALL I HAD TO SAY. IT'S NOT PERFECT. BUT IF YOU'VE BEEN IN THERE, IF YOU'RE SOMEONE THAT GOES IN AND OUT AND TAKES A LOOK, IT'S BEEN BEEN IMPROVING QUITE A BIT. AND IT ISN'T EASY STUFF TO DO, BECAUSE WHEN YOU HAVE THE THINGS TO PLANTS TO REMOVE, YOU HAVE INSECTS TO DEAL WITH TOO. AND WILDCATS THAT DECIDE TO RUN AROUND IN THERE AND AND EVERYTHING ELSE. BUT I WOULD SAY OUR EMPLOYEES ARE WORKING VERY DILIGENTLY TO TRY TO MAKE THAT LOOK BETTER AND BETTER. AND I'M GLAD TO SEE YOU SMILING OUT THERE, BECAUSE I KNOW HOW HARD YOU GUYS WORK. SO THANK YOU FOR THAT. AND THEN I JUST HAVE A FEW QUESTIONS. THE PERSON WHO WAS THERE AT THE MICROPHONE EARLIER, I WAS JUST WONDERING, AREN'T THERE SOME OTHER PLANTS OR PLACES OF NEARBY VERY NEARBY? ISN'T THERE ANOTHER SPOT THERE IN THE PARK, THE OAKLAND PARK THAT IS RIGHT NEXT TO OUR PARK AT THE END OF THE LAKE, LAKE CHABOT? SAN LEANDRO, THE CITY OF SAN LEANDRO WHAT WE CALL LITTLE CHABOT PARK. IT'S IT'S A CITY OF SAN LEANDRO PARK. IT'S AT THE ENTRANCE, SORT OF THE HIKING ENTRANCE TO THE CHABOT DAM, LAKE CHABOT DAM. AND THERE'S A NINE HOLE COURSE THERE THAT RECENTLY GOT REFURBISHED. THEY PUT IN CONCRETE TEES AND NEW BASKETS THERE. YES, THAT'S RIGHT. AND THAT'S DONE. THE CITY HAS PUT THAT IN, BUT THERE'S NO DOUBT ABOUT THE FACT THAT THERE'S ANOTHER PLACE IN WITHIN THE SAN LEANDRO AREA FOR THIS TO BE. ABSOLUTELY, THIS HAS BECOME KIND OF A HOTBED OF MAYBE THE HIGHEST CONCENTRATION OF DISC GOLF IN THE BAY AREA RIGHT NOW. YEAH, THERE'S ALSO THE GOLF COURSE, THE GOLF COURSE AT MONARCH BAY THAT I MENTIONED BEFORE. AND THEN LAKE CHABOT GOLF COURSE HAS A BIG 18 HOLE LAYOUT, BUT ALSO A SMALL NINE HOLE LAYOUT. AND ON THAT NINE HOLE LAYOUT, WE ALSO HAVE BASKETS THERE. SO WITHIN A RELATIVELY SMALL AREA WE'VE GOT FOUR COURSES. I HAVE TWO MORE IN THE PIPELINE THAT ARE KIND OF WITHIN THAT FOOTPRINT TOO, BUT I HATE TO JINX IT BY SAYING SO UNTIL IT HAPPENS, BUT THEY'RE VERY BOTH VERY CLOSE TO HAPPENING. SO IT YEAH. AND THE DEMAND SEEMS TO KEEP PACE WITH THE SUPPLY. WE, WE, WE HAVE BUSY COURSES IN EVERY CASE. AND ARE THERE PLACES UP IN THE OAKLAND HILLS TO NONE AT THIS TIME. BUT THERE WERE WEREN'T THERE SOME UP IN THE THERE'S THERE'S NEVER BEEN AN OFFICIAL COURSE. THERE'S SOME UNOFFICIAL COURSES THAT KIND OF POP UP AND PERSIST OVER TIME. THERE'S ONE NEAR MERRITT COLLEGE RIGHT NOW. [00:30:02] I WANT TO SAY TOO MUCH, BUT CITY OF OAKLAND AND I ARE TALKING ABOUT STUFF SO THAT THAT MAY CHANGE SOON. AND I'D LIKE TO KNOW YOU DON'T HAVE TO ANSWER THIS QUESTION, BUT I WAS JUST WONDERING IF THERE'S MUCH OF A CHALLENGE BECAUSE OF THE WEATHER SITUATION CLOSE TO THE BAY. IF THERE'S ANYTHING ELSE SPECIAL THAT NEEDS TO BE PAID ATTENTION TO IN MAKING SURE THAT THAT FACILITY IS IS GOOD AND USABLE. ARE YOU WEATHER SITUATION? ARE YOU THINKING CLIMATE CHANGE? I'M NOT SURE WHAT YOU JUST BY THE BAY. I MEAN I DON'T KNOW IF THERE'S LIKE A WIND EXTRA WINDY THERE. DO YOU HAVE ISSUES WITH THAT AT ALL? I'M JUST WONDERING BECAUSE IT CAN GET VERY WINDY OUT THERE. YEAH, I MEAN THAT THAT'S PART OF WHY I WAS PLEASANTLY SURPRISED AT THE AMOUNT OF PLAY AT OYSTER, BECAUSE IT IS RIGHT ON THE BAY AND SO IT'S NOT PROTECTED. AND THEN THE LACK OF TREES TO, YOU KNOW, BLOCK THE WIND AT ALL AS WELL. AND IT CAN BE PRETTY FEROCIOUS OUT THERE. AND. DISC GOLFER. YOU KNOW, IT'S NOT A GREAT TIME TO PLAY IF IT'S BLOWING 25 MILES AN HOUR, BUT THAT'S PART OF THE GAME. SO IT'S NOT REALLY A NEGATIVE. IT'S JUST A VARIABLE. AND I'D ALSO LIKE TO KNOW WHAT SORT OF THINGS ARE YOU DOING TO PROMOTE THIS TYPE OF, YOU KNOW THIS SORT OF WORK OF ELIGIBLE, EXCUSE ME, AVAILABLE TO TO THE COMMUNITY. AND IT'S IT'S AN OPEN THING. AND YOU CAN TEACH THIS TO KIDS AND FAMILIES WHO ARE INTERESTED IN LEARNING MORE ABOUT THIS, THIS, THIS SORT OF SPORT. I THINK I THINK TO ANSWER THIS QUESTION, I'D LIKE TO SUGGEST THAT CARTER MAYBE SPEAK TO IT. HE'S THE PRESIDENT OF THE CLUB, OKAY. AND I'M A SUPPORTER OF THE CLUB, BUT I DON'T HAVE A LEADERSHIP POSITION IN THE CLUB RIGHT NOW. OKAY, MR. PRESIDENT. TELL US A LITTLE BIT MORE ABOUT WHAT YOU'RE DOING. IT'D BE NICE TO KNOW. IT'S A FAMILIES, WHAT'S THE AGE GROUP? WHO'S ALL WORKING THERE? I MEAN, I'VE SEEN KIDS PLAY AS LOW AS SIX. MY DAD'S 95. HE STILL PLAYS TWICE A DAY. THAT'S GREAT. THE IN THE AREA HERE, WE'VE HAD A COUPLE OF CLINICS. WE HAVE NOT HAD AS MUCH AS WE REALLY WANTED TO HAVE. SO I THINK THAT WE STILL HAVE THERE'S A LOT OF INTEREST AND OUT THERE AND UNPERCEIVED DEMAND, PERHAPS BECAUSE I THINK PEOPLE DON'T ALWAYS RECOGNIZE IT. BUT WHEN WE HAVE PUBLICIZED IT THAT WE HAD A, YOU KNOW, CLINICS AVAILABLE, WE HAD A PRETTY GOOD TURNOUT ON OUR BIRTHDAY BASH ON, ON OUR BAG TAG DAY. AND SO WE'VE HAD WHAT IS IT, TWO, THREE CLINICS. I THINK WE WOULD DEFINITELY LIKE TO HAVE MORE. WE'VE DONE SOME THINGS FOR SOME OF THE VOLUNTEERS FOR THE EAST BAY PARK, SOME OF THE PEOPLE WHO ARE PLANTING TREES. THAT WAS SUCH A FUN CLINIC. A BUNCH OF HIGH SCHOOLERS THROWING DISCS, NOT HITTING EACH OTHER. IT WAS GREAT. AND CAN YOU THINK OF, ARE THERE OTHER WAYS TO PROMOTE THIS TO PEOPLE WHO DON'T KNOW ABOUT THIS SPORT YET? SURE. YOU KNOW, WE'RE PRESENT ON FACEBOOK. WE HAVE THE WEBSITE AND PROMOTION. A LOT OF PEOPLE I HAVE FOUND FIND OUT ABOUT IT BY WALKING THROUGH IT, WHETHER THEY'RE WALKING THEIR DOGS OR JUST TAKING A HIKE. I'VE MET SEVERAL PEOPLE WHO SAID, OH, I JUST SAW THESE GUYS THROWING THE DISCS AROUND. I THOUGHT WE'D TRY IT. AND THE LAST TWO GUYS I SAW WERE IN THEIR 50S. JUST DECIDED TO TRY IT AND THEY HAD A BLAST. BUT, YOU KNOW, ONE OF THE THINGS WE'VE TALKED ABOUT DOING IS TRYING TO GET INTO SOME OF THE SCHOOLS. THERE'S A REAL THERE'S A SCHOOL VERY CLOSE. OH YES, JUST DOWN THE STREET. WE HAVE MORE WORK TO DO ON THAT. WHAT DO YOU PROPOSE YOU'LL DO? THAT'S THE PART I'M WORKING ON. YOU KNOW, WE NEED TO CONTACT SOMEONE IN SCHOOL TO TALK ABOUT SOME OF THAT. OH, SORRY. OKAY. THAT'S FINE. I'M A CLUB MEMBER, HAS BEEN DOING MORE OF THE OUTREACH. OKAY, LET'S HEAR ABOUT YOUR OUTREACH. HI. MY NAME IS CALEB RANCOURT AND I'M PART OF THE OYSTER BAY DISC GOLF CLUB. SO ONE INITIATIVE THAT I'VE BEEN EXCITED ABOUT, BUT I GUESS BEEN HAVING TROUBLE FINDING SUCCESS IN, IS THE BOYS AND GIRLS CLUB IN THE SAN LEANDRO AREA. BECAUSE IN MY OPINION, IT'S THE PERFECT AFTER SCHOOL ACTIVITY. AND IT CAN BE DONE WITH, YOU KNOW, KIND OF THE CHAPERONS OF THAT AGE GROUP AS WELL AS THE KIDS THEMSELVES. AND THE THING THAT EXCITES ME MOST ABOUT THAT OPPORTUNITY IS THE TRANSITION FROM PEOPLE WHO ARE PART OF THE BOYS AND GIRLS CLUB INTO SORT OF THE FREE TIME TIME PERIOD OF THEIR LIFE. AND DISC GOLF HAS PROVIDED ME AN AMAZING COMMUNITY TO BE A PART OF, AND THAT'S SOMETHING THAT THEY'LL GET EXPOSED TO JUST BY TAKING ADVANTAGE OF THIS RESOURCE THAT WE HAVE OUT AT OYSTER BAY. AND IT'S SOMETHING POSITIVE THAT THEY CAN DO WHEN THEY HAVE MORE AUTONOMY OVER WHAT THEY DO WITH THEIR TIME. SO I'VE BEEN REACHING OUT AND TRYING TO GET IN CONTACT WITH THE CORRECT PEOPLE AT THOSE ORGANIZATIONS WITH LIMITED SUCCESS. BUT PERSISTENCE BREAKS THE LARGEST STONE SO. WHAT ARE YOU LOOKING FOR SPECIFICALLY? AS FAR AS THE BOYS AND GIRLS CLUB IS CONCERNED? MY IDEA AND WHAT I'VE BEEN PROPOSING IS HAVING CLUB MEMBERS FACILITATE SOME SORT OF CLINIC EXPERIENCE WHERE WE PROVIDE EQUIPMENT AND OPPORTUNITY TO COME OUT [00:35:04] IN SOME DIRECTION BOTH FOR THE STUDENTS AND THE CHAPERONS, JUST TO TRY TO INTRODUCE THEM TO AN ACTIVITY THAT'S AVAILABLE TO THEM NEARBY. JUST TO KIND OF KEEP THAT OPTION OPEN. I THINK OTHER OPPORTUNITIES AS A CLUB THAT WE HAVE TO SUPPORT OTHER PROGRAMS WOULD BE LIKE THE SUMMER CURRICULUM THAT EITHER OTHER MUNICIPALITIES OR THE EAST BAY REGIONAL PARK DISTRICT PUT ON. THAT'S SOMETHING THAT WE'D BE EXCITED TO BE INVOLVED IN AND ANY OTHER KIND OF AFTER SCHOOL OR WEEKEND TYPE PROGRAMS, LIKE REALLY ANYTHING THAT WE COULD DO TO HELP SUPPORT THE BROADER MISSION OF THE EAST BAY REGIONAL PARK DISTRICT OR THESE OTHER GROUPS IS SOMETHING WE'RE EXCITED ABOUT. WE JUST HAVEN'T QUITE FIGURED OUT HOW TO DO THAT MOST EFFECTIVELY ON OUR OWN. OKAY, BUT YOU'D LIKE TO TALK TO THOSE ORGANIZATIONS A LITTLE BIT MORE. YEAH. SO I'VE BEEN REACHING OUT AND TRYING TO GET PEOPLE TO RESPOND TO ME AT THE BOYS AND GIRLS CLUB, FOR EXAMPLE. AND I THINK EVERYONE'S BUSY. SO THAT'S PART OF THE CHALLENGE. BUT YEAH, IF YOU GUYS HAVE ANY IDEAS OR WAYS THAT WE CAN SUPPORT YOU IN YOUR GOALS AND MISSIONS AS IT RELATES TO ENGAGING THE COMMUNITY AND HEALTHY OUTDOOR ACTIVITIES, IS THERE A COST TO THESE OTHER ACTIVITIES, OTHER FOLKS THAT WOULD WORK WITH YOU? I MEAN, WOULD THEY HAVE TO PAY SOMETHING? YOU JUST WANT TO WORK WITH THIS ORGANIZATION THAT ALSO WORKS WITH THE YOUNG PEOPLE, CORRECT? YES. AND WE WOULD PROVIDE THE EQUIPMENT AND THE KIND OF, I GUESS, EXPERT PLAYERS OR COACHES TO HELP FACILITATE THAT EXPERIENCE AND HAVE YOU SET UP LIKE JUST A MEETING WITH THAT GROUP. I HAVEN'T I EXCHANGED SOME EMAILS WITH THE CEO OF THE SAN LEANDRO BOYS AND GIRLS CLUB AND GOT PASSED OFF TO SOMEONE ELSE, AND THEN IT JUST KIND OF FIZZLED OUT. SO I'M HOPING WE'LL JUST KEEP TRYING. YOU'RE ALL. YOU'RE ALL REALLY BUSY. EXACTLY. YEAH. SO I'M JUST GOING TO THINK THEY'RE VERY POSITIVE. I THINK YOU SHOULD YOU SHOULD CONTINUE TO DO THAT. IF I BUMP INTO THEM, I WILL SAY SOMETHING AS WELL. COOL. ALL RIGHT. THANK YOU. AND SOMEONE ELSE HAD SOMETHING TO ADD, IT LOOKS LIKE. THANKS. MY NAME IS PERRY SMITH. I'M THE PART OF THE BOARD AND WE'VE DONE SOME BEGINNER CLINICS AND STUFF. WE ADVERTISE IT AT OUR BIRTHDAY BASH LAST YEAR. WE PLAN ON DOING THAT AGAIN IN JANUARY, AND WE SENT OUT ON SOCIAL MEDIA A LOT OF CONTACTS EVERYWHERE TO TRY TO GET PEOPLE TO SHOW UP THERE AND STUFF. AND WE'VE ALSO DONE THROUGH EARTH TEAM IN EAST BAY REGIONAL PARKS. THEY HAD PEOPLE OUT THERE WORKING ON THE COURSE, AND WE DID A BEGINNER CLINIC WITH THEM, WHICH I THINK CALEB MENTIONED, THE HIGH SCHOOLERS OUT THERE. AND ALSO FEDEX DID A LARGE CLEANUP OR EARTH TEAM EVENT OUT THERE, AND WE HAD LIKE, I THINK IT WAS 50 TO 70 PEOPLE OUT THERE, AND WE DID A CLINIC FOR THEM ALSO. SO WE'RE LOOKING FOR DIFFERENT WAYS TO TRY TO IMPROVE THAT. YOU KNOW, WORKING WITH EAST BAY REGIONAL PARKS AND DOING OUR OWN RESEARCH AND ADVERTISEMENT AND STUFF. SO HOPEFULLY THAT HELPS, YOU KNOW, THE CAUSE THERE. GREAT. WELL, THANKS FOR ALL YOUR GOOD HARD WORK. AND I DON'T KNOW IF THERE'S ANYTHING ELSE. DO YOU HAVE ANYTHING ELSE TO ADD? I'M OKAY. OR TO MY TURN. YEAH. THANK YOU. I THINK THIS IS ANOTHER WHAT I CALL GATEWAY ACTIVITY THAT WILL ATTRACT PEOPLE TO THE PARKS. AND ONCE THEY DISCOVER THE. IF THEY'RE THERE, DRAWN BY THE ACTIVITY THEY DISCOVER THE PARK AND THEY BECOME BIG FANS NOT ONLY OF THE ACTIVITY, BUT ALSO OF THE PARKS. SO I THINK THIS IS A GREAT THING. I JUST HAVE A COUPLE OF QUESTIONS. FOR OUR STAFF, IS THE HUNDRED DOLLAR ANNUAL FEE IS THAT STANDARD FOR A GROUP LIKE THIS? IT'S STANDARD FOR SPECIAL USE AGREEMENTS THAT DON'T HAVE. SORT OF AN ONGOING PRESENCE AT THE PARK. SO FOR INSTANCE, IF YOU HAVE A SPECIAL USE AGREEMENT TO. I'M TRYING TO THINK OF ONE. MY MIND IS BLANK. IF YOU HAVE A SPECIAL USE AGREEMENT TO HAVE DOG CLUB ACTIVITIES AT A PARK, AND YOU GET TO LEAVE YOUR BOAT THERE, AND YOU HAVE A LITTLE SHED THAT KEEPS EQUIPMENT AND STUFF LIKE THAT, THEN WE'RE EXPECTING YOU TO PAY MORE FOR YOUR SPECIAL USE BECAUSE YOU'RE NOT REALLY. THERE'S TWO ELEMENTS TO THAT YOU HAVE, LIKE THIS PHYSICAL PRESENCE THERE, YOU KNOW, THAT OTHER PEOPLE DON'T GET TO HAVE AND YOU HAVE SORT OF THIS EXCLUSION TO WHAT YOU'RE DOING BECAUSE YOU WHILE YOU MAY WELCOME OTHER PEOPLE TO THIS DOG ACTIVITY AT THE [00:40:01] PARK OR WHATEVER, IT'S SORT OF A SPECIFIED USE THAT NOT ANYONE CAN JUST COME UP AND SAY, OH, I WANT TO DO THAT WITH MY DOG, TOO. I MEAN IT, THAT KIND OF THING. SO THEY END UP PAYING A USE FEE THAT'S HIGHER THAN THIS CLUB'S USE. SO I'M JUST TRYING TO THINK OF ANOTHER ONE THAT'S $100 AND I CAN'T. BUT THAT AMOUNT IS JUST WHAT WE HAVE ALWAYS CHARGED FOR GROUPS THAT ESSENTIALLY ARE DOING A LOT. AT THE LOCATION AND NOT GETTING A PHYSICAL PRESENCE THERE. OKAY. CAN YOU GET US A LIST OF AFTER THE MEETING? OF COURSE. SURE. OF THOSE AS EXAMPLES. THAT'D BE GREAT. AND THEN ALSO SO YOU'RE WAIVING THE BASICALLY WAIVING THE SPECIAL EVENT FEE. YES. AND DO WE DO THAT FOR OTHER NONPROFITS? BECAUSE I KNOW WE HAVE NONPROFITS THAT HAVE RACES AND FOOT RACES. ALMOST EVERY SPECIAL USE AGREEMENT WE HAVE HAS A NUMBER OF FREE SPECIAL EVENT PERMITS. INCLUDED IN THEIR AGREEMENT. OKAY. AND IT MAY NOT BE FIVE. IT MIGHT BE THREE OR 4 OR 2. YEAH, GREAT. I JUST WANT TO MAKE SURE EVERYTHING'S EQUITABLE. AND THEN FOR STAFF IS A. IS THERE ANOTHER POSITION IN THE PIPELINE SLATED FOR OYSTER BAY? TO BECAUSE WE'RE ADDING ANOTHER IT LOOKS I MEAN, 100,000, I FORGET THE IT WAS A PRETTY BIG NUMBER OF VISITS. AND THEN I THINK THESE THESE SPECIAL EVENTS THAT THEY'VE HAD HAVE BEEN VERY WELL ATTENDED AND I THINK IT'S GOING TO BE ADDED IMPACT. AND I JUST WANTED TO MAKE SURE THAT WE'RE ADEQUATELY STAFFED TO TAKE CARE OF THAT EXTRA LOAD. WE, DIRECTOR ROSARIO, WE ACTUALLY ALWAYS TAKE THAT IN CONSIDERATION. WE'VE ADDED ADDITIONAL STAFF AS WE ARE OPENING UP VARIOUS AREAS OF THE PARK. SO OVER THE LAST 5 TO 6 YEARS AS PART OF THE PIPELINE PROCESS. AND WE DEFINITELY AS MORE AREAS COME ON BOARD WITH ADDITIONAL PARKING, WITH ADDITIONAL ACTIVITIES, WE'LL CONTINUE TO LOOK AT THAT AND DETERMINE THE AMOUNT OF RESOURCES THAT ARE NEEDED TO MAINTAIN THE PARK YOU KNOW, FOR THE SAFE USE OF THE PUBLIC. ABSOLUTELY. OKAY, GREAT. YES. DIRECTOR CORBETT HAS ANOTHER QUESTION. I DON'T MEAN TO SOUND RUDE. WE APPRECIATE WHAT YOU'RE DOING AND THE WORK YOU'RE DOING. IT JUST SEEMS LIKE $5 FOR FIVE YEARS. SEEMS LIKE A PRETTY LOW AMOUNT THAT WE'RE CHARGING FOR THE USE OF THE PARK. I KNOW OBVIOUSLY YOU HAVE COSTS AS WELL, BUT WOULD YOU EVER WANT TO PAY A LITTLE BIT MORE THAN A THAN A DOLLAR PER YEAR? IT'S $100 A YEAR. IT'S $100 A YEAR. IT'S $100 A YEAR. YEAH. AND I THINK THAT THERE'S A LOT OF MAINTENANCE. EXCUSE ME. I DID KEEP 100 PER YEAR. I DID SEE THAT, BUT IT'D BE 500 FOR THE FIVE YEARS. BUT STILL, IT SEEMS LIKE A LOW AMOUNT FOR THE AMOUNT OF AREA THAT IS TAKEN CARE OF BY OUR PARK DISTRICT. SURE. I'M ERIC LAVACA, I'M THE TREASURER OF THE OYSTER BAY GOLF CLUB. I CAN BE VERY FRANK ABOUT THE FINANCES. IT'S KIND OF A SHOESTRING. I MEAN, WE BASICALLY OPERATE MOSTLY ON DONATIONS. WE SELL WHAT ARE CALLED BAG TAGS, WHICH ARE JUST MEMBERSHIPS IN THE CLUB THAT HAVE A NUMBER. AND PEOPLE LIKE TO COMPETE FOR THE HIGHEST, YOU KNOW, THE LOWEST NUMBER, THE BEST NUMBER. BUT WE TAKE IN IN A YEAR, MAYBE, MAYBE $4,000 OR SO, THE BULK OF WHICH GOES TO THE INSURANCE THAT THE SPECIAL USE AGREEMENT REQUIRES US TO CARRY. SO YES, WE WOULD LOVE TO, TO SUPPORT THE PARK MORE. BUT THE INSURANCE EATS UP KIND OF MOST OF THE MONEY THAT WE BRING IN FROM DONATIONS AND THE REMAINDER, YOU KNOW, WE WOULD LIKE TO BE ABLE TO DIRECT TOWARDS SOME OF THE OUTREACH ACTIVITIES CALEB WAS TELLING YOU ABOUT PROVIDING EQUIPMENT FOR, FOR STUDENTS WHO, YOU KNOW, MIGHT NOT OTHERWISE HAVE ACCESS AND, AND THINGS LIKE THAT. YEAH, I UNDERSTAND THAT. I'M NOT TRYING TO BE REALLY PUSHY ABOUT RAISING THE COST, BUT, YOU KNOW, IT IT COSTS US A LOT TO TAKE CARE OF THAT PART, TOO. ABSOLUTELY. IT COSTS US MORE THAN AND THE THE INSURANCE SIDE OF THINGS IS ACTUALLY SOMETHING I'D BE CURIOUS TO HAVE A CONVERSATION ABOUT, JUST TO UNDERSTAND, YOU KNOW, WHAT, YOU KNOW, IF THERE'S ANY ROOM THERE BECAUSE, YOU KNOW, IF THE MONEY'S ALL JUST GOING TO AN INSURANCE COMPANY THAT DOESN'T BENEFIT THE PARK OR THE CLUB. I MEAN, YOU KNOW, THERE'S THE INSURANCE COVERAGE IS THE BENEFIT, BUT YOU KNOW WHAT I MEAN? SO IF WE COULD IF THERE IS IF THERE'S ANY ROOM THERE TO, TO HAVE DIFFERENT REQUIREMENTS IN THE FUTURE, I MEAN, NOT WE DON'T HAVE TO EDIT THE AGREEMENT. NOW, I'M NOT SAYING THAT, BUT, YOU KNOW, JUST TO HAVE A CONVERSATION ABOUT WHAT THOSE REQUIREMENTS LOOK LIKE AND WHAT THEY'RE INTENDED TO COVER, YOU KNOW, [00:45:01] BECAUSE IF THAT IF THE COST OF THAT INSURANCE CAN COME DOWN, THEN THAT FREES UP MORE ROOM IN OUR BUDGET TO TO SUPPORT OTHER THINGS. YEAH, BUT IT IS IT'S IT'S GREAT THAT WHAT YOU DO AND BUT IT ALSO COSTS A LOT FOR US TOO. YEAH, YEAH. AND I MEAN, THAT'S WHAT WE DO. YEAH. WE'RE ALL VOLUNTEERS, OBVIOUSLY. WE'RE A NONPROFIT. WE ARE A 501C3. I KNOW THAT'S NOT A REQUIREMENT, BUT WE DID GO TO THAT STEP. YEAH. YEAH. THANK YOU. THAT'S VERY HELPFUL INFORMATION I APPRECIATE THAT. YES. I'LL SHARE. YOU KNOW, I DO SUPPORT THIS. I THINK THAT WHAT YOU THE VALUE ADD THAT YOUR ORGANIZATION BRINGS TO THIS PARK IS A REALLY IMPORTANT ONE. AND SO THANK YOU SO MUCH FOR THE TWO YEAR PILOT. I THINK THAT THE FIVE YEAR TERM WITH THE POSSIBLE FIVE YEAR EXTENSION IS, IS A FAIR ONE. AND I REALLY LIKE TO CONTINUE TO EXPLORE, YOU KNOW, THE INSURANCE QUESTION, FOR EXAMPLE. AND THEN RUBY, I MIGHT HAVE A QUESTION FOR YOU. I KNOW YOU WERE DOING THE USER FEE STUDY. IS THIS GOING TO BE PART OF THAT COMPREHENSIVE STUDY THAT WE'RE GOING TO BE EMBARKING ON? WILL THE SPECIAL USE AGREEMENT ALSO BE A PART OF THAT? I THINK YOUR OMNISCIENT DIRECTOR, SANWONG, BECAUSE WE WERE JUST TEXTING EACH OTHER ON THAT SAME TOPIC SO. WE ARE ENGAGED IN A DISTRICT WIDE USER FEE STUDY TO ASSESS ALL OF THE FEES IN THE DISTRICT. AFTER WE LOOK AT YOU KNOW, OUR COST ALLOCATION WHEN IT COMES TO STAFF AND ALL OF THAT, AND THEN DO A FULL ASSESSMENT ON FEES, DOING A DEEPER DIVE ON OTHER ASPECTS WHERE WE CHARGE, SUCH AS SPECIAL USE AGREEMENTS, WILL BE ANOTHER ASPECT OF THAT PROJECT THAT WILL FOLLOW. YEAH, THAT'S GREAT TO HEAR BECAUSE SEPARATE FROM THIS, I KNOW I ACTUALLY HAD BEEN APPROACHED TOTALLY DIFFERENT TYPE OF BUSINESS MODEL, BUT THERE WAS SOMEONE WHO WAS LEADING, YOU KNOW I GUESS YOU COULD SAY CORPORATE TEAMS, MOSTLY FROM SILICON VALLEY ON WALKS IN SUNOL REGIONAL PARK. AND THEN I GUESS THERE WERE SOME ISSUES BECAUSE THERE WASN'T ANY SORT OF SPECIAL USE AGREEMENT BETWEEN OUR PARK DISTRICT AND THIS ORGANIZATION. BUT THAT IT WAS REALLY VALUED BY THE PERSON'S CLIENTS MOSTLY, YOU KNOW, SILICON VALLEY TECH COMPANIES LOOKING FOR, YOU KNOW, TEAM BUILDING TYPE OF ACTIVITIES. AND SO MY ONLY POINT THERE MIGHT BE OTHER SPECIAL USE CASES, YOU KNOW, THAT THAT COULD BE OUT THERE AND THAT COULD EXIST. SO WHENEVER WE GET TO THAT POINT, I'D LOVE TO SHARE SOME OF THAT INSIGHT THAT I HAD RECEIVED FROM SOMEONE. YEAH, ABSOLUTELY. WE WE HAVE A PRETTY DEFINED PROCEDURE ON HOW WE ENTERTAIN NEW SPECIAL USE. SO IF THEY HAVE A PROPOSAL WE WOULD ABSOLUTELY ENTERTAIN LOOKING AT IT. THANK YOU SO MUCH. I WANT TO DEFER TO DIRECTOR CORBETT TO MAKE THE MOTION. SINCE THIS IS IN HER DISTRICT. SO LONG AS. YES. OH, YES. OKAY. YEAH. WE'RE NOT DONE YET. ALONG THAT ALONG THE ALONG WITH THAT OVERVIEW OF THE SPECIAL ENCROACHMENTS WE SHOULD LOOK AT MAKING SURE THAT THESE ARE COST NEUTRAL, BECAUSE I DON'T KNOW WHAT THE COST TO REPLACE A BASKET IS. SO WHEN WE LOOK AT THAT IN THE FUTURE COLLECT THE DATA. HOW MANY BASKETS ARE WE HAVING TO REPLACE? HOW MUCH DOES IT COST AND AND MAKE MAKE THESE ACTIVITIES AS COST NEUTRAL AS POSSIBLE. AND THEN THE OTHER THING IS YOU KNOW, I RECOMMEND YOU GO TO SOME OF THE LOCAL ELEMENTARY AND MIDDLE SCHOOLS IN THE AREA BE A GREAT INTERSCHOLASTIC ACTIVITY, YOU KNOW, CREATE TEAMS NOT JUST, YOU KNOW, JUST BETWEEN SCHOOLS AND BETWEEN BOYS AND GIRLS CLUBS. AND YOU COULD YOU COULD BE LIKE A CREATE HIGH SCHOOL TOURNAMENTS AND STUFF. SO IT'S SOMETHING I WOULD RECOMMEND. SO I WAS JUST THINKING OF MY OLD DAYS IN ELEMENTARY SCHOOL WITH FLAG FOOTBALL. SO WITH THAT ANY MORE QUESTIONS? OH, I WAS GOING TO ASK STAFF IF THEY WANTED TO SAY, OH, YES, PLEASE. IS THERE ANYTHING ELSE STAFF WANTED TO RECOMMEND OR. WE WANT TO HEAR WHAT YOU HAVE TO SAY ABOUT THE BEAUTIFUL PARK. JEFF. YEAH. WELL, JEFF'S COMING TO THE PODIUM. JUST TO RELAY THAT, IN MY EXPERIENCE OUT THERE WORKING WITH LEONARD MUISE OVER THE LAST SEVEN YEARS, HE'S BEING VERY GRACIOUS. IT'S TAKEN A LOT OF TIME AND EFFORT ON THEIR PART. IT ORIGINALLY STARTED OUT AS A SMALLER COURSE, AND IT EVOLVED OVER TIME WITH COLLABORATION WITH THE PARK DISTRICT. SO THIS WAS A LONG TIME COMING, AND IT REALLY DID A LOT TO ACTIVATE THE SPACE, MAKE PEOPLE KNOW ABOUT THE PARK, LET THEM ENJOY IT. AND JUST IT'S BEEN A REALLY POSITIVE WORKING COLLABORATION OVER THE YEARS. JEFF. RIGHT. OH, THERE WE GO. THANK YOU. THOUGHT MY VOICE COULD CARRY. [00:50:02] YEAH. JUST A FEW THINGS ABOUT OYSTER BAY. I MEAN, JUST SEEING THE, I THINK JUST ECHOING KIND OF WHAT STEVE WAS SAYING, TOO, AS THE PARK EVOLVES, IT'S ONE THING TO REALLY PUT OUT THERE IS IT'S STILL EVOLVING. YOU KNOW, WITH WE GOT THE DISC GOLF COURSE UNDERWAY A FEW YEARS IN THE MAKING AND YEAH, VERY SUCCESSFUL GOOD COLLABORATION. THANK YOU SO MUCH FOR ALL YOUR HELP AND ASSISTANCE. AND, AND LISA WITH HER STAFF, WE REALLY COLLABORATED WELL, BECAUSE LAST YEAR AND THE YEAR BEFORE, OF COURSE, WE WANT TO GET THE MOWING. MOWING IS THE BIGGEST THING. YOU KNOW, WE WANT TO GET ALL THAT OUT OF THE WAY SO PEOPLE CAN FIND THEIR DISCS WHEN THEY'RE PLAYING AND NOT HAVE TO TREK THROUGH ALL THIS BRUSH. BUT OF COURSE, WE'RE EITHER WE HAVE A TOO MUCH RAIN, TOO LITTLE RAIN OR FIRE RESTRICTIONS. SO WE KIND OF HAVE THIS BALANCING ACT THAT WE DO EVERY YEAR. BUT WE'RE JUST GRATEFUL, WITH YOUR SUPPORT ON THE BUDGET PROCESS AS WELL AS WE'VE GOTTEN NEW EQUIPMENT, WE HAVE A SKID STEER. WE HAVE SOME IN THE MAKING, SOME OTHER EQUIPMENT THAT WE HOPE TO GET IN FUTURE BUDGET CYCLES THAT WILL HOLD UP. IT'S NOT LIKE MOWING A NICE TURF LAWN AREA OUT THERE. TAKES A LOT OF TIME, A LOT OF ACREAGE, AND NOTHING'S LEVEL. YOU KNOW, IT'S JUST THE EQUIPMENT HAS TO BE SERVICED A LOT MORE. SO AGAIN, WE APPRECIATE IT'S IT'S AN EFFORT OF A OF A LOT OF FOLKS OUT THERE AND ALSO WITH STEWARDSHIP AND OTHER FOLKS BECAUSE WE HAVE TO IT'S A OLD LANDFILL THAT WE HAVE COLLABORATIONS WITH WASTE MANAGEMENT AS WELL, BECAUSE THEY HAVE TO GET ON THE PROPERTY TO CHECK THE WELLS. WE HAVE TO CLEAR OUT CERTAIN DRAINAGES, PER ALAMEDA COUNTY ENVIRONMENTAL HEALTH. SO IT'S A BIG OPERATION THAT A LOT OF THE PUBLIC DOESN'T SEE WHAT WE DO OUT THERE. SO AGAIN, IT'S SUCCESSFUL. AND WE'RE GOING TO CONTINUE AS WE GO INTO NEW PHASES. THIS ISN'T WE WE DON'T JUST HAVE THE DISC GOLF IN PLACE AND WE'RE DONE. YOU KNOW, THERE'S DIFFERENT PHASES GETTING DEVELOPED AND DIRT MART IS STILL BRINGING DIRT IN. SO IT'S KIND OF A, YOU KNOW, I SEE FIVE, TEN, 15 YEARS OUT THERE THAT, YOU KNOW, WE'LL SEE SOME MAJOR, MAJOR CHANGES OUT THERE THAT'LL BRING MORE OPPORTUNITY TO THE PUBLIC. SO AGAIN, I THANK YOU FOR YOUR SUPPORT. GREAT. WITH THAT. I'LL ENTERTAIN A MOTION TO RECOMMEND THE AUTHORIZATION AND FULL TO RECOMMEND TO THE FULL BOARD OF SPECIAL USE AGREEMENT WITH THE OYSTER BAY DISC GOLF CLUB FOR A FIVE YEAR TERM, WITH A POSSIBLE FIVE YEAR EXTENSION WITH $100 ANNUAL FEE. YES, AND I WILL MAKE THAT MOTION. BUT I HAVE ONE MORE LITTLE COMMENT TO MAKE. AND THAT IS JUST THAT IF PEOPLE JUST LOOK A LITTLE OF THE HISTORY OF THIS PLACE, YOU KNOW, IT REALLY WASN'T MUCH OF ANYTHING FOR MANY YEARS. AND SO MANY THINGS HAVE BEEN DONE TO MAKE IT LOOK LIKE PARKLAND AND HAVE PARKLAND AND HAVE WORK, LIKE THE WORK YOU GUYS ARE DOING TO BRING IN THIS WONDERFUL PLACE WHERE PEOPLE CAN COME IN AND HAVE A GOOD TIME PLAYING SPORTS, RIGHT? NONE OF THAT WAS AVAILABLE BACK WHEN AFTER WE GOT THIS FREE PARKLAND. I SHOULDN'T SAY IT LIKE THAT, BUT IT WAS FREE PARKLAND AND IT'S QUITE. THERE'S SO MUCH TO DO TO TAKE CARE OF IT. SOME OF IT'S ALREADY BEEN MENTIONED, SO I WON'T DO THAT AGAIN. BUT IT'S GETTING BETTER AND BETTER AND IT'S SO MUCH BETTER THAN IT WAS JUST A FEW YEARS AGO. AND SO THANK YOU. AND FOR THAT REASON, I WILL MAKE THE MOTION. I'LL SECOND. ALL RIGHT. WE HAVE A MOTION AND A SECOND. ALL THOSE IN FAVOR? AYE. AYE. PASSED UNANIMOUSLY. CONGRATULATIONS. THANK YOU. THANK YOU ALL. THANK YOU. WE'LL SEE YOU SOON. INVITE US OVER FOR THE NEXT EVENT. THANK YOU. OKAY. THANK YOU. OKAY. WITH THAT WE HAVE ITEM FIVE B, RECOMMENDATION TO ESTABLISH A FINE SCHEDULE TO ADMINISTRATIVE CITATIONS AND NUISANCE ABATEMENT CITATIONS. OH, HERE IT IS. MEMBERS OF THE BOARD, STEVE CASTILE, CHIEF OF PARK OPERATIONS. I'M HERE WITH LIEUTENANT CHAVEZ TODAY. TO BASICALLY COME UP WITH A RECOMMENDATION TO ESTABLISH A FINE SCHEDULE FOR THE ADMINISTRATIVE CITATIONS AND NOOSES NUISANCE ABATEMENT. SO THE RECOMMENDATION STAFF RECOMMENDS THAT THE BOARD OPERATIONS COMMITTEE RECOMMEND TO THE BOARD OF DIRECTORS ADOPT A RESOLUTION ESTABLISHING THE FINES, SCHEDULE AND INTEREST [00:55:09] RATE FOR UNPAID FINES FOR ADMINISTRATIVE CITATIONS AND NUISANCE ABATEMENT CITATIONS ISSUED PURSUANT TO CHAPTER TEN OF THE EAST BAY REGIONAL PARK DISTRICT'S ORDINANCE 38. A LITTLE BACKGROUND IN SEPTEMBER 23RD, 2021, AB 959 ENABLED PARK DISTRICTS TO BASICALLY ADOPT AN ORDINANCE ESTABLISHING THAT AN ENCROACHMENT ONTO DISTRICT LANDS CONSTITUTES A NUISANCE. WITH THAT, ON OCTOBER 4TH, 2022, THE BOARD OF DIRECTORS ADOPTED AN ORDINANCE ADDING CHAPTER TEN TO THE ORDINANCE 38. ADMINISTRATIVE FINES WOULD ALSO BE ALLOWED AND AUTHORIZED BY STATE LAW. AND THE BIGGEST THING ABOUT THAT IS THAT STAFF BASICALLY CANNOT IMPLEMENT ADMINISTRATIVE CITATIONS AT THIS POINT UNTIL THE BOARD ADOPTS A RESOLUTION WHICH DOES ESTABLISH CIVIL FINES, LATE CHARGES, AND INTEREST AMOUNTS. SO THE IMPLEMENTATION. SO THE BOARD RESOLUTION WILL SET ADMINISTRATIVE FINES. THE FINES CAN ESCALATE FOR REPEAT OFFENSES ON THE SAME VIOLATION WITHIN ONE YEAR OR 12 MONTHS OF THE INITIAL CITATION. AND THE FINES ARE PROPOSED ARE PURSUANT TO GOVERNMENT CODE 36 900 B, WHERE EVERY VIOLATION DETERMINED TO BE AN INFRACTION IS PUNISHABLE BY THE FOLLOWING. SO THE FIRST ONE IS A FINE NOT EXCEEDING $100 FOR THE FIRST VIOLATION, $200 FOR A SECOND VIOLATION, AND NOT EXCEEDING $500 FOR EACH ADDITIONAL VIOLATION OF THE SAME ORDINANCE WITHIN THE 12 MONTH PERIOD OR ONE YEAR. STAFF RECOMMENDS THAT THE ADMINISTRATIVE FINE FOR ORDINANCE 38 VIOLATIONS BE SET AT $100 FOR NUISANCE VIOLATIONS SUCH AS ENCROACHMENTS. STAFF RECOMMENDS AN INITIAL FINE OF 100, 200, OR $500 FOR EACH ADDITIONAL VIOLATION WITHIN ONE YEAR, AS PREVIOUSLY AFOREMENTIONED. AND ABORT ACTION AGAIN IS REQUIRED TO ADOPT THE FINE SCHEDULE. SO, PENDING THE BOARD ADOPTION OF A FINE SCHEDULE, ADMINISTRATIVE NUISANCE ABATEMENT PROCEDURES ARE ESTIMATED TO BE IMPLEMENTED BEGINNING IN JANUARY 2024. AND WITH THAT, I'LL PASS IT OVER TO LIEUTENANT CHAVEZ. GOOD AFTERNOON. MEMBERS OF THE BOARD, LIEUTENANT JORGE CHAVEZ WITH THE REGIONAL PARKS POLICE DEPARTMENT. SO OUR IMPLEMENTATION OF THE ADMINISTRATIVE CITATIONS IS A COUPLE OF DIFFERENT ASPECTS I'D LIKE TO TOUCH ON. WE'RE GOING TO BE USED PRIMARILY FOR VIOLATIONS THAT DO NOT INVOLVE RISK OF INJURY OR ENVIRONMENTAL ECOLOGICAL HAZARDS. WITH THE PACKET YOU HAVE ATTACHED ARE THE DIFFERENT ORDINANCES THAT WE DO PLAN ON UTILIZING ADMINISTRATIVE CITATIONS FOR. IT WOULD PROVIDE ADDITIONAL OPTION FOR OUR OFFICERS TO CORRECT BEHAVIOR OF THE PUBLIC AT A SIGNIFICANTLY REDUCED COST. THAT MEANS THAT THEY WOULDN'T HAVE TO PAY FOR THE COURT FEES, WHICH USUALLY MAKE CITATIONS A LOT MORE HEAVIER UP FRONT WHEN WHEN THEY'RE ISSUED, WHEN THEY HAVE TO GO THROUGH THE WHOLE RIGMAROLE OF OUR JUDICIAL PROCESS THE LEVEL OF ENFORCEMENT. SO IT FITS IN BETWEEN A SIMPLE WARNING AS WELL AS AN INFRACTION TYPE CITATION. SO IT'S RIGHT IN THE MIDDLE. IT'S LIKE A PARKING CITATION. AND RATHER THAN BEING CRIMINAL, THE VIOLATOR WOULD NOT HAVE TO APPEAR IN COURT. AND AS I STATED BEFORE, THE APPLICABLE FINE IS SUBSTANTIALLY CHEAPER THAN A REGULAR INFRACTION CITATION. IT'S A TRADITIONAL INFRACTION. CITATIONS COST THE VIOLATOR ABOUT $280, AND THAT DEPENDS ON THE ACTUAL ORDINANCE VIOLATION ITSELF. SO SOME VIOLATIONS COSTS A LOT MORE THAN OTHERS. AND THE WAY TO BE UTILIZED IS THE SAME WAY AS WE USE PARKING TICKETS WITH THE DATA TICKET VENDOR WHICH WE CONTRACT WITH. THEY WILL BE THE FIRST LEVEL OF APPEAL. AND THEY'LL ALSO SERVE AS AN ARBITRATOR. SO OUR OFFICERS WILL NOT HAVE AND OUR STAFF WOULD NOT HAVE TO GET INVOLVED IN THAT ASPECT OF DEALING WITH WITH ANYONE WHO'S ARGUING A CITATION. SO THAT REDUCES STAFF TIME WHEN THE VIOLATIONS OCCUR. AND IT'S ALSO A WAY OF CORRECTING BEHAVIOR AT A DIFFERENT LEVEL. THANK YOU, LIEUTENANT CHAVEZ. SO FOR THE PARK OPERATIONS, WE PRIMARILY GET TO DEAL WITH THE NUISANCE. NUISANCE ABATEMENT. WHICH WOULD PROVIDE AN ADMINISTRATIVE TOOL FOR ENFORCEMENT OF THE ENCROACHMENTS. THINGS THAT WE'RE SEEING OUT THERE YOU KNOW, FROM PARK STAFF OVER THE MANY, MANY YEARS, BASICALLY WOULD BE UNAUTHORIZED DEPOSITS OF SOIL, YARD WASTE, DEBRIS. BELIEVE IT OR NOT, VEHICLES FURNITURE OR OTHER MATERIALS, YOU KNOW, BASICALLY ON PARK PROPERTY. WE SEE EVERYTHING ALSO FROM INSTALLATION OF FENCING, BUILDING MATERIALS, PAVERS, STRUCTURES AND PLANTING. ACTUALLY, WE JUST ADDRESSED THAT RECENTLY ON ONE OF THE DIFFERENT AREAS WHERE THEY WERE PLANTING ILLEGALLY ON THE PROPERTY. [01:00:01] THEY ALSO HAVE POTENTIALLY NEIGHBORING ADJACENT PROPERTIES, HAVE EXPANDED THEIR YARD ONTO OUR PARKS. THE BIGGEST ONE THAT I'VE SEEN AND MOST RECENT YEARS AS ONE OF THE PRIMARY EXAMPLES WAS, WOULD BE THE DIVERSION OF WATER FROM OR ONTO PARK PROPERTY. THIS HAS CREATED A SIGNIFICANT EROSION AND CREATED A LOT OF ISSUES FOR THE PARK OPERATIONS DIVISION MAST AND EVERYONE ELSE TO TRY TO REMEDIATE THESE PROBLEMS. AND SO WHAT THIS WILL ENABLE EVERYBODY WHAT THIS WILL ENABLE US TO DO BASICALLY, IS PROVIDE A TIMELY RESOLUTION TO THE ENCROACHMENTS. AND I'D JUST LIKE TO GIVE A BIG THANK YOU TO OUR LEGAL DEPARTMENT AND PUBLIC SAFETY AND OPERATIONS. BASICALLY EVERYBODY WHO'S HAD AN INTERACTION WITH THIS PROCESS, IT'S BEEN LONG. BUT IT'S SOMETHING THAT'S BEEN NEEDED FOR A VERY LONG TIME TO HELP US, TO HELP EVERYBODY OUT IN THE FIELD. SO WITH THAT, THE RECOMMENDATION STAFF RECOMMENDS THAT THE BOARD OPERATIONS COMMITTEE RECOMMEND THE BOARD OF DIRECTORS ADOPT A RESOLUTION ESTABLISHING THE FINE SCHEDULE AND INTEREST RATE FOR UNPAID FINES FOR ADMINISTRATIVE CITATIONS AND NUISANCE ABATEMENT CITATIONS ISSUED PURSUANT TO CHAPTER TEN OF THE EAST BAY REGIONAL PARK DISTRICT ORDINANCE 38. EXCELLENT. AND WITH THAT, WE'LL TAKE ANY QUESTIONS. GREAT. I'LL LEAVE IT TO MY COLLEAGUES. DO YOU WANT TO GO AHEAD? CORBETT. THANK YOU VERY MUCH. SO JUST TO UNDERSTAND THIS NEW PROCESS. DO WE? MAYBE. CAN YOU EXPLAIN IT A LITTLE MORE? WE DON'T HAVE THESE TYPE OF WE'RE NOT GETTING PEOPLE WHO ARE DUMPING, YOU KNOW STUFF IN OUR ON OUR LANDS. WE'RE NOT TICKETING THEM OR HOW DOES THIS HOW DOES HELP EXPLAIN HOW THIS WORKS WILL WORK NOW COMPARED TO WHAT WE DO NOW? GOOD AFTERNOON. JASON ROSENBERG, ASSISTANT GENERAL COUNSEL. I'VE BEEN WORKING ON THIS FROM THE BEGINNING WITH THE LEGISLATION, SO I'M HAPPY TO ANSWER YOUR QUESTION, DIRECTOR CORBETT. SO PRIOR TO THIS LEGISLATION THAT ASSEMBLY MEMBER NOW CONGRESSMAN MULLEN SIGNED INTO LAW A SPONSORED FOR US, WE WOULD HAVE TO RESORT TO EITHER A CIVIL PROCEEDING OR A CRIMINAL PROCEEDING. BOTH ARE LENGTHY AND TIME CONSUMING AND NOT REALLY ADEPT AT KIND OF GETTING TO THE ISSUE OF COMPLIANCE AND ADDRESSING THE THE NUISANCE ON OUR PROPERTY. SO ONCE WE GOT THAT LEGISLATIVE ABILITY, AS YOU RECALL, WE BROUGHT THIS TO THE BOARD FOR ADOPTION OF THIS ADMINISTRATIVE PROCESS. SO NOW WE HAVE JUST AN ADDITIONAL TOOL IN OUR TOOL BELT TO KIND OF EFFECTIVELY AND QUICKLY ADDRESS ENCROACHMENTS ON OUR PROPERTY. WE HAVE YET TO UTILIZE THIS PROCESS BECAUSE THE BOARD NEEDS TO ADOPT THIS FINE SCHEDULE AS THE LAST KIND OF BOARD ACTION NECESSARY BEFORE WE CAN IMPLEMENT THIS PROCESS. THE PLAN IS TO START IN JANUARY WITH WE HAVE, YOU KNOW, UNFORTUNATELY, WE HAVE A NUMBER OF TEST CASES THAT ARE READY TO GO THAT HAVE INSTANCES OF UTILIZING PARK DISTRICT PROPERTY FOR FOR PRIVATE INDIVIDUALS. THIS AGAIN, ALSO IS NOT GOING TO BE ONES THAT ARE LIKE URGENT LIFE SAFETY ISSUES, THOSE FOR URGENT MATTERS. WE CAN RESORT TO CRIMINAL PROCEEDINGS. WE CAN RESORT TO SUMMARY ABATEMENT PROCESS. THIS IS MORE OF ONES WHERE WE WHERE STAFF IS IN THE FIELD. THEY IDENTIFY PROBLEMS AND THEY SEEK COMPLIANCE WITH THE PROPERTY OWNERS. ALWAYS VOLUNTARY COMPLIANCE IS ALWAYS THE FIRST APPROACH. UNFORTUNATELY, IF THEY DO NOT COMPLY, THAT'S WHEN WE CAN ESCALATE AND UTILIZE THIS ABATEMENT PROCESS. DOES THAT ANSWER YOUR QUESTION? KIND OF HAPPY TO NARROW IN IF THERE'S A SPECIFIC. YEAH. I'LL JUST BE PAYING ATTENTION TO THINGS THAT HAPPEN AND SEE HOW IT WORKS. YEAH, I MEAN, A LOT OF THIS WILL HAPPEN AT THE ADMINISTRATIVE LEVEL AND THAT'S THAT'S THE INTENT. TO ALLOW FOR FOR SPEEDY ENFORCEMENT AND RECTIFYING OF THE ISSUES OF THE PROBLEMS THAT WE IDENTIFY. AND TICKETING WILL HAPPEN IN A DIFFERENT WAY THAN NOW TO IS THAT PART OF SO SOMEONE JUST GETS A TICKET AND THEN THEY HAVE TO PAY. IS THAT HOW YOU KNOW, WHAT'S THE DIFFERENCE WITHOUT THE ADDITIONAL YOU KNOW, HEARINGS AND MEETINGS AND THOSE SORTS OF THINGS? YEAH. SO THE ACTION BEFORE YOU IS TO ADDRESS THE NEED FOR A FINE SCHEDULE FOR TWO DIFFERENT PROCESSES. SO THE WHAT WE ARE CALLING THE ADMINISTRATIVE CITATION PROCESS IS PUBLIC SAFETY WILL BE THE PRIMARY ENFORCEMENT DIVISION FOR THAT WHERE THEY IDENTIFY, YOU KNOW, THE MAJORITY OF THOSE ON THE LIST RIGHT THERE. RIGHT. VIOLATIONS OF ORDINANCE 38. INSTEAD OF HAVING TO GO TO THE DA'S OFFICE OR HAVING THE LEGAL DIVISION FILE A CIVIL ACTION, THIS ADMINISTRATIVE CITATION IS A VERY QUICK WAY [01:05:09] TO GET COMPLIANCE. SO THAT'S ONE PART OF ENFORCEMENT. THE OTHER PART IS THIS NUISANCE ABATEMENT WHERE SO SORRY. LET ME ANSWER THAT. SO WITH ADMINISTRATIVE CITATIONS IT'S GOING TO HAPPEN THROUGH DATA TICKET. SO THEY'LL WRITE UP A TICKET AND ISSUE IT. IF THERE'S NO APPEAL THEY HAVE TO PAY IT. IF THERE'S AN APPEAL DATA TICKET WILL HANDLE IT. FOR NUISANCE ABATEMENT. IT'S GOING TO BE HANDLED PRIMARILY THROUGH THE OPERATIONS DIVISION, WHERE SITES, HIS FIELD FIELD STAFF WILL BE. WORKING WITH THE PROPERTY OWNERS, SEEKING COMPLIANCE. IF THEY'RE UNABLE TO REACH COMPLIANCE, THEN THEY'LL ISSUE A NUISANCE ABATEMENT CITATION AND THAT WILL HAVE AN OPPORTUNITY TO CORRECT. IF THAT IS NOT ADDRESSED, THEN THERE'LL BE AN ORDER TO CLEAN UP AND A PENALTY WILL BE ATTACHED TO THAT. AS YOU KNOW, BASICALLY A PENALTY FOR FAILURE TO COMPLY WITH THE ORDER. BUT AGAIN, THE NUMBER ONE OBJECTIVE WITH STAFF WITH THESE CITATIONS IS TO GET THE PROPERTY CLEANED UP AND RESTORED TO ITS ORIGINAL CONDITION. WILL THIS CREATE ADDITIONAL WORK? YOU KNOW, JUST DAY TO DAY WORK FOR OUR STAFF TO GET THROUGH WITH THIS, AS YOU'VE BEEN EXPLAINING HOW THEY'RE GOING TO BE LOOKING AT. I MEAN, YES, THERE WILL BE MORE WORK FOR OPERATIONS STAFF TO ADDRESS THIS, BUT FROM ANECDOTALLY, STAFF IS ALREADY DEALING WITH THESE PROBLEMS, BUT NOW IT GIVES US A TOOL TO ADDRESS IT AS OPPOSED TO JUST WRITING LETTERS SEEKING VOLUNTARY COMPLIANCE. A LOT OF THE TIMES VOLUNTARY COMPLIANCE ADDRESSES IT. AND IT'S THAT'S THE BEST CASE SCENARIO. IT'S WHEN THOSE FEW PROPERTY OWNERS WHO IGNORE STAFF'S REQUESTS TO CLEAN UP THE DEBRIS, TO MOVE THE FENCE LINE OR GO UN UNHERALDED. THAT'S WHEN WE WOULD BE ABLE TO USE THIS PROCESS TO SPEEDILY GET COMPLIANCE WITH. ULTIMATELY, IF WE ISSUE A CITATION, A NUISANCE ABATEMENT CITATION AND THEY IGNORE IT, WE WOULD HAVE THE ABILITY TO GO IN OURSELVES AND CLEAN IT UP AND THEN COLLECT THE COSTS OF ENFORCEMENT. THAT'S KIND OF THE MAIN TOOL AT THE AT THE BACK END OF THIS, WHICH HOPEFULLY WE DON'T HAVE TO USE, BUT IT'S THERE. YEAH. OKAY. ALL RIGHT. THANK YOU VERY MUCH. WILL WE HAVE SOME SORT OF REPORT IN A YEAR ON HOW THIS IS WORKING KIND OF THING? KIND OF NICE TO SEE HOW THAT'S POSSIBLE. YEAH. WE DON'T HAVE ANY STATS YET, BUT WE CAN DEFINITELY. WE'LL BE TRACKING IT. SO THAT'LL BE BE EASY TO PRODUCE. SO WE'LL DO STATS IN A YEAR, YOU THINK? SURE. OKAY. ALL RIGHT. THANK YOU. SO ARE ALL OF THESE GOING TO BE SO THIS CHART THAT WE HAVE. IS THIS ALL NEW THEN THIS DISTINCTION BETWEEN THE INFRACTION AND MISDEMEANOR VERSUS THE ADMINISTRATION CITATION FEE? OR IS THIS ADDING ON TO SOMETHING THAT WAS ALREADY EXISTING? AND I'LL LOOK TO LIEUTENANT CHAVEZ TO CORRECT ME IF I MISSTATE ANY OF THIS. THESE ARE ALL OF THE ORDINANCE VIOLATIONS THAT PRIOR, WE DID NOT HAVE THE ABILITY TO ISSUE ADMINISTRATIVE CITATIONS FOR. SO NOW WE THE STAFF HAS GONE THROUGH METICULOUSLY THROUGH ALL OF THE ORDINANCE 38 VIOLATIONS AND IDENTIFIED THE ONES THAT ARE APPROPRIATE FOR THE NUISANCE. SORRY, FOR THE ADMINISTRATIVE CITATION PROCESS. AND THAT'S IF YOU'RE LOOKING ON THAT CHART. IT SAYS PAGE ONE. SOME WILL SAY INFRACTION AND MISDEMEANOR ONLY AND SOME WILL SAY ADMIN CITATION FEE. SO WHAT? THE BOARD ACTION THAT WE NEED HERE IS THE ABILITY TO HAVE A FEE ATTACHED TO THE ONES WHERE IT SAYS 100, 100, 100. THAT'S THE ONES THAT WE'RE SEEKING AUTHORITY TO ISSUE FINES AND PENALTIES FOR. IF WE IDENTIFY A VIOLATION IN THE PARKS, AND THEN WITH THE INFRACTION AND MISDEMEANOR, SOMETIMES THAT COULD CARRY A LARGER COST FOR THE VIOLATOR. IS THAT CORRECT? THAT IS CORRECT. DO YOU WANT TO JUST SHARE LIKE A FEW TALKING POINTS? BECAUSE I HAVE SOME FAMILIARITY WITH THIS, BUT IT'D JUST BE HELPFUL TO HEAR FROM YOU, LIEUTENANT CHAVEZ, AGAIN WITH THE POLICE DEPARTMENT. SO YES, IF IT IS AN INFRACTION OR A MISDEMEANOR CITATION IS ISSUED, THERE ARE DIFFERENT STEPS YOU CAN GO. AN INFRACTION CITATION WILL LEAD DOWN TO COURT. THEN COURT FEES WILL BE APPLIED, WHICH WOULD MAKE IT SIGNIFICANTLY MORE EXPENSIVE FOR THE VIOLATOR. IF WE GO DOWN TO MISDEMEANOR ROUTE, THAT COULD POTENTIALLY GO TO CRIMINAL COURT DEPENDING ON WHAT THAT COURT'S PROCESSES ARE. WHICH IS WHY WE WANT TO HAVE ADD THIS ADDITIONAL WAY OF DEALING WITH THESE ISSUES. ANOTHER TOOL TO OUR TOOL BELT THAT OUR OFFICERS CAN UTILIZE OUT IN THE FIELD. OKAY. AND THEN I GUESS THE TWO THAT SO THIS SCHEDULE IS NEW. [01:10:02] BUT IN TERMS OF OUR ORDINANCE, THIS IS ALREADY SPELLED OUT WITHIN ORDINANCE 38. SO THESE ARE NOT NEW. YES THAT'S CORRECT. LAWS OR VIOLATIONS. THESE ARE THINGS YOU KNOW SOMETHING. THE FIRST ONE RIGHT OFF THE BAT. RULES AND REGULATIONS. YOU KNOW, WE ALWAYS EXPECT PEOPLE THAT COME TO THE PARK TO TO FOLLOW OUR RULES AND REGULATIONS. SO THIS JUST GIVES US ANOTHER, I THINK, TOOL TO TALK ABOUT, AS YOU'RE SAYING, TO MAKE SURE THAT PEOPLE ARE FOLLOWING OUR RULES AND REGULATIONS THROUGH THE ADMINISTRATIVE CITATION FEE PROCESS, BECAUSE WE CAN'T ALWAYS MAKE IT AN INFRACTION OR MISDEMEANOR, OR EVEN WHEN WE ASK FOR VOLUNTARY COMPLIANCE. SOMETIMES THAT DOESN'T ALWAYS HAPPEN. BUT WE HAVE THESE RULES FOR A REASON. YES. YOU KNOW, I THINK IT'S SOMETHING LIKE LITTERING. I CIRCLED IT, BUT NOW I CAN'T FIND IT ON HERE. YOU KNOW THERE WAS A SECTION THAT HAD LITTERING AND THEN ALSO THEN SHOWED IF IT WAS LIKE INDUSTRIAL WASTE. HERE WE GO. IT'S ON THE SECOND TO LAST PAGE 900.2 AND 900.3. SO OF COURSE WE HAVE A RULE AND REGULATION, NO LITTERING. AND IF SOMEONE YOU KNOW DOESN'T FOLLOW THAT, BUT IT MIGHT BE, YOU KNOW, MAYBE THEIR WRAPPERS FROM, LIKE, LUNCH, THAT WOULD BE A $100 ADMINISTRATION ADMINISTRATIVE CITATION FEE, BECAUSE THAT'S REALLY NOT AN INFRACTION OR MISDEMEANOR. SO IT HELPS US DELINEATE BETWEEN THAT VERSUS IF SOMEONE BROUGHT A WHOLE BUNCH OF YOU KNOW, PAINT CANS AND DUMP THEM AT ONE OF THE PARKS, YOU KNOW, THAT THAT IS A MUCH MAJOR, MUCH MORE MAJOR VIOLATION THAN, YOU KNOW, THE SANDWICH WRAPPER BAG OR A CHIP BAG OR SOMETHING ALONG THOSE LINES. SO THAT THAT GIVES US A LITTLE BIT MORE OF AN OPPORTUNITY TO DISTINGUISH BETWEEN YOU KNOW, THESE VIOLATIONS. ABSOLUTELY, YES. AND THEN THERE'S ALSO THE OFFICER'S DISCRETION TO, BASED ON WHAT THEY SEE AT THE SCENE. AND THAT WOULD HELP THEM EVALUATE WHETHER THEY ISSUE THE INFRACTION CITATION OR THE ADMIN CITATION. OKAY, OKAY. AND THEN THE OTHER ONE THAT CAUGHT MY EYE, THERE'S A LOT OF FEES NOW THAT ARE GOING TO BE ADDED IN REGARDS TO DOGS IN OUR PARKS. WHICH OVERALL, I THINK IT'S GREAT THAT WE ALLOW DOGS YOU KNOW, PEOPLE TO BRING THEIR DOGS INTO THE PARK. AND I THINK THAT THAT'S SO IMPORTANT. AT THE SAME TIME, THERE'S THERE IS A TRADE OFF IN THAT BECAUSE I KNOW I'VE ACTUALLY RECEIVED RECENTLY SOME COMPLAINTS ABOUT EXCESSIVE DOG FECES AT SHADOW CLIFFS PARK. AND SO LOOKING AT THIS, THIS MIGHT HELP US YOU KNOW, IF THIS REALLY, TRULY IS AN ISSUE AND WE WE START TO SEE SOME, YOU KNOW, PEOPLE WHO ARE WALKING THEIR DOGS AND NOT CLEANING UP AFTER THEIR DOGS AT SHADOW CLIFFS, FOR EXAMPLE. THEN WE WOULD BE ABLE TO GO TO THIS TO THEN YOU KNOW, ISSUE THIS ADMINISTRATIVE CITATION FEE AND HOPEFULLY THAT CAN HELP CLEAR UP SOME OF THE ISSUES THAT SOME OTHER PEOPLE THAT MAYBE DON'T WANT TO WALK ON THE TRAILS AND SHADOW CLIFFS AND HAVE TO, YOU KNOW, BE ON THE LOOKOUT FOR DOG FECES AND MAYBE NOT HAVE THE THE BEST EXPERIENCE BECAUSE OF THAT. THEN WE HAVE A WAY TO WE HAVE A MECHANISM NOW TO FOLLOW UP ON THAT. ABSOLUTELY. OKAY. THAT'S HELPFUL. THANK YOU. I KNOW THERE'S A LOT OF QUESTIONS, BUT YOU KNOW, THOSE ARE THESE ARE TWO OF THE THINGS THAT I HEAR ABOUT A LOT IS YOU KNOW, LITTER AND DOGS. AND THEN MY OTHER QUESTION, SO THIS ISN'T NECESSARILY FOR YOU. SO THANK YOU FOR ANSWERING THOSE QUESTIONS. SO MY NEXT QUESTION IS GOING BACK. THIS MIGHT BE FOR YOU, JASON. GOING BACK TO THE ASSEMBLY MEMBER MULLINS SPONSORSHIP OF THIS BILL AB 959. DO YOU DO YOU RECALL, DID WE WORK WITH ASSEMBLY MEMBER MULLEN TO, YOU KNOW, PUT FORWARD THIS BILL ON OUR BEHALF, OR WAS THIS SOMETHING THAT WAS BEING PROPOSED IN ANOTHER SCENARIO? I YOU KNOW, I WASN'T A PART OF THE BOARD OF DIRECTORS. I THINK WHEN ALL OF THIS WAS GOING THROUGH THE STATE ASSEMBLY. SO I'M JUST CURIOUS A LITTLE BIT MORE ABOUT SOME OF THE HISTORY OF THIS BILL. YEAH, THAT WAS A COLLABORATIVE EFFORT BETWEEN THE LEGAL DIVISION AND LEGISLATIVE AFFAIRS. WE IDENTIFIED THIS NEED AND DRAFTED THE LEGISLATION, AND WORKED WITH ASSEMBLY MEMBER MULLEN AND MIDPEN TO SPONSOR THE LEGISLATION. AND THEN WE WORKED WITH HIS OFFICE. THROUGH THE LEGISLATIVE COMMITTEE. WE SAILED THROUGH ASSEMBLY AND THEN IT HIT SOME CHALLENGES AT SENATE, BUT WE WERE ABLE TO WORK THROUGH THAT AND GOT IT ADOPTED AND THEN SIGNED BY THE GOVERNOR. AND I WAS CLOSELY WORKING WITH THAT THROUGHOUT. OKAY. THAT'S FAIR. SO THIS IS SOMETHING THAT WE REALLY WANTED. SO THIS IS US NOW PUTTING IT INTO ACTION. AND WE ALREADY PUT A LOT OF RESOURCES AND, YOU KNOW, TIME AND ENERGY INTO MAKING THIS POSSIBLE. YES, THAT IS CORRECT. WE REALLY THIS WAS IDENTIFIED EARLY ON AS. BY VIRTUE OF BEING A SPECIAL DISTRICT, A PARK DISTRICT, NOT BEING A CITY, AND NOT BEING A COUNTY. A LOT OF THE NUISANCE ABATEMENT LAWS KIND OF GIVE AUTHORITY TO A CITY, OR A COUNTY MAY DO X, MAY DO Y, AND BY VIRTUE OF BEING A SPECIAL DISTRICT, WE WEREN'T SPECIFICALLY CALLED OUT IN SOME OF THE AUTHORITY. AND WE RECOGNIZE THE NEED TO HAVE THOSE THOSE TOOLS. [01:15:01] SO THAT WAS THE BEGINNING OF IT. AND WE'VE YOU KNOW, IT'S BEEN A PROCESS. OKAY. THAT'S HELPFUL TO HEAR. THANK YOU FOR SHARING THAT BACKGROUND. AND THEN MY NEXT QUESTION IS, SO I KNOW THIS IS GOING TO BE OUR FIRST TIME IMPLEMENTING THIS. YOU KNOW, HOW WILL WE LOOK AT THIS AND REVIEW IT TO SEE IF IT'S IF IT'S WORKING WELL OR NOT WORKING WELL? HOW MIGHT WE ALSO PROVIDE AN OPPORTUNITY FOR SOME FEEDBACK FROM MEMBERS OF THE PUBLIC? I'M SURE YOU KNOW, SOMEONE AGAIN, WALKING THEIR DOG AND VIOLATING OUR RULE IN TERMS OF NOT PICKING UP AFTER THEIR DOG IN REGARDS TO FECES, AND THEN THEY GET THE $100 FEE. THEY MAY GO TO SOCIAL MEDIA AND COMPLAIN ABOUT THAT. YOU KNOW, WHAT ARE SOME OF THE THINGS THAT WE MIGHT DO IN TO PREPARE IN RESPONSE TO THAT? YEAH. NO, THANK YOU FOR THAT QUESTION. I MEAN, I THINK IN TERMS OF YOUR FIRST QUESTION ABOUT SUCCESS, THAT'LL DEFINITELY BE THROUGH STAFF IN THE FIELD, THE FIELD OFFICERS AND THE PARK RANGERS THAT ARE THE ONES OUT THERE DOING THE WORK WILL KIND OF GIVE US SOME INITIAL FEEDBACK ABOUT WHETHER THIS IS WORKING AND WHATNOT. THE ADVANTAGE OF THIS IS THE ORDINANCE WAS ADOPTED BY THE BOARD. THE IMPLEMENTATION NOW IS AT ADMINISTRATIVE LEVEL. SO WE HAVE THE ABILITY TO MODIFY AND TWEAK PROCEDURES IF WE'RE RECOGNIZING THAT WE ARE NEEDING THAT. AND THEN IN TERMS OF, YOU KNOW, GETTING THE WORD OUT, WE'LL DEFINITELY WORK WITH PUBLIC AFFAIRS TO MAKE SURE THAT WE, YOU KNOW, ARE ABLE TO MESSAGE THIS APPROPRIATELY, SO PEOPLE KNOW THAT REALLY, THESE ARE TOOLS TO PROTECT OUR RESOURCES AND PROTECT THE PARKS. AND ALSO BALANCE OUT THE DIFFERENT TYPES OF USERS IN OUR PARKS, RIGHT? SO SOMEONE WHO DOESN'T HAVE A DOG AND WANTS TO WALK AT SHADOW CLIFFS, YOU KNOW, THEY HAVE A RIGHT TO BE ABLE TO WALK THERE WITHOUT HAVING TO STEP IN THE DOG FECES. YES. SO THANK YOU. THAT'S REALLY HELPFUL. I DO LIKE THE IDEA OF MAYBE SOME SORT OF REVIEW, AND I WOULD IMAGINE THAT WOULD PROBABLY BE REVIEWED ANYWAYS, IF NOT EXACTLY A YEAR, MAYBE A YEAR AND A HALF DOWN THE ROAD. IT'D JUST BE HELPFUL TO HEAR HOW IT'S GOING AND MAYBE HEAR FROM OUR STAFF AS WELL, IF THEY LIKE IT OR DON'T LIKE IT. I'M SURE ISSUING A $100 CITATION FEE ISN'T ALWAYS EVERYONE'S FAVORITE. BUT AGAIN, SOME OF THESE THINGS ARE IMPORTANT, WHETHER IT'S LITTER OR DOGS. THOSE ARE THE TWO THAT I LOOKED AT SPECIFICALLY AS EXAMPLES. SO THANK YOU AGAIN, AND I'M HAPPY TO SUPPORT THIS, BUT I KNOW DEE ALSO HAS SOME QUESTIONS TO ASK. DIRECTOR CORBETT HAS ANOTHER QUESTION. GO AHEAD. IS THERE ANY PARTICULARLY PARTICULAR, IN PARTICULAR, ANY OF THESE CRIMES OR, YOU KNOW, ISSUES? WE SEE MORE OF THEM THAN OTHERS. SO IT VARIES FROM PARK TO PARK. WHICH CRIMES ARE HAPPENING WHERE DOGS OFF LEASH ARE A HUGE ISSUE THROUGHOUT THE DISTRICT. SO THAT'S SOMETHING THAT CAN HELP US CURTAIL THAT ISSUE. LIKE DIRECTOR SANWONG SAID, WE WANT TO MAKE SURE THAT WE'RE PROVIDING EQUITY ACCESS TO ALL THE PARK USERS, AND THEY'RE ALL ABLE TO ENJOY IT IN THE DIFFERENT WAYS THAT THEY SEE FIT FOR THEMSELVES AND FOR THEIR LIFESTYLE. SO IT REALLY DEPENDS, BUT DOGS OFF LEASH IS DEFINITELY AT THE TOP. WE DO ALSO GET A LOT OF LITTERING AND WHATNOT. BUT I MEAN, THE ORDINANCES THAT WE USE, THEY GET ADDED ALMOST, I BELIEVE EVERY YEAR OR TWO YEARS THERE HAVE THEY COME UP AND THEY GET ADDED TO OUR ORDINANCE AS VIOLATIONS BECAUSE WE SEE NEW TRENDS THAT ARE HAPPENING IN THE PARK. SO THEY'RE ALWAYS CHANGING. BUT FOR SOME REASON, PARK DOGS OFF LEASH HAS BEEN A CONSTANT. YEAH. IT WOULD BE NICE TO GET SOME INFORMATION ON HOW MANY OF THESE OCCUR, HOW MANY TYPES OF THESE, AND LET LET US KNOW WHO'S WHO'S NEEDING TO GET THERE, YOU KNOW, NEEDING TO BE TOLD TO STOP DOING WHAT THEY'RE DOING. AND I'M ASSUMING THAT YOU KNOW, USUALLY IF IT LOOKS LIKE SOMEONE WHO'S DONE SOMETHING ONCE, THEY OFTEN SAY, YOU KNOW, NEXT TIME, RIGHT? AND KEEP TRACK OF THAT. YES. SO IN OUR, IN OUR CAD SYSTEM, IF A VIOLATOR IS WARNED, IT WILL BE DOCUMENTED. SO WHEN WE RUN THEM OUT AGAIN WITH THEIR INFORMATION THAT THEY PROVIDE OUR OFFICERS, WE'LL BE ABLE TO EASILY IDENTIFY IF THEY'VE BEEN WARNED BEFORE FOR THAT SAME TYPE OF VIOLATION. OKAY. SO THEY CAN JUST FIND IT ON THE LITTLE CAP. YOU KNOW, THE LITTLE PROGRAMMER THAT THEY'RE WORKING ON TO. YES, DO THAT. AND YOU'LL SEE THIS HAS HAPPENED ALREADY TO THIS INDIVIDUAL. YES. OH VERY GOOD. THANKS. THANKS FOR LETTING ME KNOW THAT. THANK YOU. ALL RIGHT, MY TURN. AND THEN CAN YOU TELL ME HOW THAT I THINK YOU I THINK YOU ALLUDED TO HOW WE COLLECT THE FEES. SO JASON ROSENBERG, ASSISTANT GENERAL COUNSEL. HOW WE COLLECT FEES DEPENDS ON THE TYPE OF ACTION. ADMINISTRATIVE CITATIONS WILL BE PROCESSED THROUGH DATA TICKET AND COLLECTED THAT WAY. IT'LL JUST BE AN AMENDMENT TO OUR EXISTING CONTRACT WITH DATA TICKET. THEY'RE ALREADY OUR VENDOR FOR CITATIONS FOR PARKING CITATIONS. SO THAT WILL BE PRETTY SEAMLESS. IT'LL JUST BE, YOU KNOW, ADDITIONAL PROCESSING OF CITATIONS FOR DATA TICKET. FOR THE NUISANCE ABATEMENT. WE WILL BE HANDLING THAT IN HOUSE FOR NOW, WHERE WE WILL BE SENDING LETTERS TO THE PROPERTY OWNER, INVOICING THEM FOR THE COSTS OF CLEANUP [01:20:10] AND ANY NUISANCE ABATEMENT, CITATION FINES. AND IF THEY DON'T PAY YOU KNOW, THEY HAVE NUMEROUS OPPORTUNITIES TO PAY. AND IF THEY DON'T, ULTIMATELY WE WOULD WE WOULD BE FORCED TO SEEK A NUISANCE COLLECTION ACTION AND ULTIMATELY LEANING THE PLACING A LIEN ON THE PROPERTY IF THEY'RE UNABLE TO RESPOND TO OUR REQUESTS FOR PAYING THE INVOICES. BUT THAT WILL BE HANDLED IN HOUSE FOR NOW. AND IF IT BECOMES UNWIELDY, WE'LL WE'LL LOOK AT THAT POINT WHETHER AN RFP FOR A VENDOR IS APPROPRIATE. BUT AT THIS POINT, WE'RE GOING TO TRY TO HANDLE IT IN HOUSE. COOL. YEAH I DON'T THINK THERE THAT TOO MANY. BUT YEAH, THAT'S THE HOPE. THERE ARE FEW. YEAH. AND THEN OH DOES AN OFFICER HAVE TO WITNESS THE THE INFRACTION? I MEAN, IN THE PAST, I'VE. I KNOW I'VE A PARK RANGER OR PARK EMPLOYEE NOTICES SOMETHING OR SEES SOMETHING. OFFICER COMES UP. THAT PERSON IS NO LONGER DOING THE ACTIVITY. I KNOW I'VE TESTIFIED IN COURT AS A PARK RANGER AND PARK SUPERVISOR TO THINGS I'VE WITNESSED. IS THAT STILL. YES. SO FOR ANY CRIME, THAT'S A MISDEMEANOR BELOW HAS TO BE WITNESSED BY AN OFFICER. OKAY. UNLESS IF IT'S A MISDEMEANOR WE CAN DO A CITIZEN'S ARREST. AND THE PERSON WHO IS THE VICTIM AT THAT POINT WOULD HAVE TO SIGN A CITIZEN'S ARREST FORM. YEAH, THAT'S THAT'S WHAT I'VE DONE IN THE PAST. SO THAT'S STILL AN OPTION? YES. EXCELLENT. GOOD. I THINK AS A TEST BALLOON, THIS, I THINK THIS IS A THIS IS A LONG TIME COMING. I THINK WE'LL GET DEFINITELY GIVES US A TOOL TO ADDRESS SOME OF THESE THINGS AND HOPEFULLY CHANGE BEHAVIOR. I'M AGAIN, IT'S NOT TO MAKE MONEY. IT'S TO DISCOURAGE BEHAVIOR AND OR ALTER BEHAVIOR. SO I THINK THIS IS A GREAT THING. I THINK DEFINITELY A REVIEW WITHIN A YEAR IS REASONABLE. STATISTICS ARE IN THE CAD, RIGHT? WE CAN EASILY PULL THOSE OUT. SO YEAH. SO WITH THAT, I WILL ENTERTAIN A MOTION. I'D BE HAPPY TO MAKE THE MOTION TO ACCEPT THE STAFF RECOMMENDATION HERE TO THAT, WE'RE GOING TO RECOMMEND THIS TO THE BOARD OF DIRECTORS TO ADOPT THE RESOLUTION RESOLUTION ESTABLISHING THIS FINE SCHEDULE AND INTEREST RATE FOR UNPAID FINES FOR ADMINISTRATIVE CITATIONS AND NUISANCE ABATEMENT CITATIONS ISSUED PURSUANT TO CHAPTER TEN OF THE EAST BAY REGIONAL PARK DISTRICT ORDINANCE 38. SECOND. EXCELLENT. ALL THOSE. AND WE HAVE A MOTION AND A SECOND. ALL THOSE IN FAVOR SAY AYE. AYE. PASS UNANIMOUSLY AND THEN, THANK YOU. CONGRATULATIONS. THANK YOU. WITH THAT, BEFORE WE GO TO OUR NEXT ITEM, CAN WE TAKE A FIVE MINUTE BREAK? YEAH. EXCELLENT. WE ARE NOW AT WELL, RECONVENING AND WE ARE AT FIVE C, RECOMMENDATION TO AUTHORIZE CONTRACT TO REPLACE THE HELICOPTER MAIN GEARBOX WITH ADVANCED HELICOPTER SERVICES. BOARD OPERATIONS COMMITTEE, OR AIR SUPPORT UNIT AND GO OVER A REQUEST FOR OUR. THANK YOU. GOES TOO FAST. SO THE OBJECTIVE OF THIS IS REQUIRED SCHEDULE MAINTENANCE OF EAGLE SEVEN'S MAIN GEARBOX AND A COUPLE OF OTHER COMPONENTS. THE MAIN GEARBOX IS BASICALLY THE TRANSMISSION OF THE HELICOPTER. WE ALSO NEED TO REBUILD THREE OF THE HYDRAULIC SERVOS THAT ENABLE CONTROL OF THE HELICOPTER AND THE REPLACEMENT OF THE STARFLEX ASSEMBLY, WHICH IS THE ROTOR HUB OF THE HELICOPTER. THESE ARE REQUIRED BY THE MANUFACTURER MAINTENANCE SCHEDULE, WHICH ALSO MAKES THEM REQUIRED BY FEDERAL REGULATION AND EAGLE SEVEN, WHICH WAS ORIGINALLY PUT INTO SERVICE IN 2008, IS COMING UP ON THE 6000 HOUR TIME LIMIT FOR THIS. THIS IS JUST A PEEK AT THE FEDERAL REGULATION THAT MAKES THE MAINTENANCE SCHEDULE FROM THE MANUFACTURER A MANDATORY OPTION OR MANDATORY TO COMPLY WITH. EXCUSE ME. AND THERE'S A PEEK AT THE MAIN GEARBOX, WHICH IS THE TRANSMISSION. THAT'S WHERE IT'S HOUSED IN THE HELICOPTER. IT'S JUST A CLOSER LOOK HERE. I JUST WANTED TO MENTION THAT OUR DIRECTOR OF MAINTENANCE, MIKE DUNCAN, HAS DONE A SUPERB JOB OF KEEPING THIS 2008 HELICOPTER IN FANTASTIC CONDITION. [01:25:10] BUT, OF COURSE HELICOPTERS ARE SUBJECT TO WEAR AND TEAR LIKE ANY OTHER VEHICLE. AND, OF COURSE, BECAUSE THEY'RE SUBJECT TO SUCH HIGH STRESSES AND TEMPERATURES, THEY DO NEED TO BE MAINTAINED. SO THIS IS JUST A LOOK AT WHAT GOES ON INSIDE THAT MAIN GEARBOX. IF YOU TAKE A LOOK HERE, YOU'LL SEE THE MAIN TRANSMISSION IS DRIVEN FROM 6000 RPM DOWN TO ABOUT 1700 AND THEN REDUCED EVEN FURTHER TO DRIVE THE BLADES AT ABOUT 394. BUT YOU SEE, ALL THOSE GEARS INSIDE THAT MAIN GEARBOX ARE SUBJECT TO EXTREMELY HIGH STRESSES, AND THEY RUN AT ABOUT 175°F ALL THE TIME. SO IF YOU SUBJECT THAT TO 3000 HOURS OF USAGE, OF COURSE YOU WANT TO MAINTAIN THAT AND MAKE SURE THAT THOSE GEARS ARE ALWAYS GOING TO BE RELIABLE. THE MAIN SERVOS ALSO HAPPEN TO BE ATTACHED TO THE MAIN GEARBOX, AND THESE ENABLE CONTROL OF THE HELICOPTER BY HYDRAULICALLY BOOSTING THE PILOT'S FINITE INPUTS AT ALL TIMES. SO WITHOUT THE HYDRAULIC SERVOS, OF COURSE, YOU WOULDN'T BE ABLE TO CONTROL THE SURFACES OF THE HELICOPTER FOR FLIGHT. IT'S LIKE POWER STEERING. AND THEN OF COURSE, THE LAST COMPONENT IS THE STAR FLEX, WHICH IS LET'S SEE IF I CAN HIGHLIGHT IT HERE. IT'S THIS MAIN SECTION OF THE ROTOR HUB, THIS PORTION HERE, WHICH BY THE WAY, WE ALREADY HAVE THIS PART IN STOCK. IT'S JUST A MATTER OF HAVING IT INSTALLED DURING THIS MAINTENANCE THAT WE'RE IS REQUIRED. AND THIS IS BY THE WAY, THAT STAR FLEX IS AN AMAZING COMPOSITE MATERIAL THAT'S SUBJECT TO THESE STRESSES. IF YOU TAKE A LOOK HERE, IT IS CONSTANTLY FLEXING UP AND DOWN AND TWISTING AT EVERY ROTATION OF THE BLADE AT 394 REVOLUTIONS A MINUTE. SO YOU CAN IMAGINE THAT AS A COMPOSITE IT NEEDS TO BE REPLACED UPON SERVICE REQUIREMENTS. SO THE FISCAL IMPACT IS THAT WE ALREADY HAVE THE MONEY BUDGETED AND IN THE MAINTENANCE BUDGET AT $116,000. $116,845. THE VENDOR WE'VE CHOSEN IS ADVANCED HELICOPTER SERVICES. THEY CONSTANTLY DEAL WITH OUR MAINTENANCE NOW, AND THEY ARE REGIONALLY LOCAL, AND THEY'RE PROVEN AND VERY RELIABLE AND DO EXCELLENT WORK. SO THE RECOMMENDATION IS THAT THE STAFF RECOMMENDS THAT THE BOARD OPERATION COMMITTEE APPROVE AND RECOMMEND TO THE FULL BOARD THE PURCHASE AND INSTALLATION OF THE MECHANICAL SYSTEMS AND COMPONENTS AT A TOTAL COST TO THE DISTRICT. OF THE ALREADY BUDGETED $116,845 FOR THE EAST BAY REGIONAL PARK DISTRICT'S AIR SUPPORT UNIT. EAGLE SEVEN HELICOPTER. SO THANK YOU FOR LETTING ME PRESENT THAT TO YOU, AND I'M HAPPY TO ANSWER ANY QUESTIONS IF YOU HAVE THEM. GREAT. OPEN UP TO QUESTIONS FROM THE BOARD. YEAH, I HAVE A FEW QUICK QUESTIONS. AT THE BEGINNING OF THIS YEAR, I BELIEVE WE APPROVED. I BELIEVE IT WAS FOR THIS HELICOPTER. I GUESS THAT'S WHY I WANT TO CONFIRM IT WAS EAGLE SEVEN. WE APPROVED SOME ADDITIONAL EQUIPMENT TO MAKE EAGLE SEVEN AVAILABLE FOR FIGHTING WILDFIRES AND TRANSPORTING WATER. PERFORMANCE. RIGHT. YEP. AND SO THAT THAT WAS EAGLE SEVEN. THAT WAS EAGLE SEVEN, YES. OKAY, SO THEN THIS WILL JUST ALLOW US TO CONTINUE TO I GUESS, RECOGNIZE THE VALUE OF WHAT WE HAD ALREADY AGREED OR WHAT WE HAD ALREADY VOTED ON AND APPROVED IN REGARDS TO THAT ADDITIONAL EQUIPMENT FROM EARLIER IN THE YEAR. RIGHT. SO THE REQUEST EARLIER IN THE YEAR WAS FOR A RETROFIT OF EAGLE SEVEN TO INSTALL A BLR FAST FIN, AND ALSO TO HAVE IT BASICALLY MADE IDENTICAL TO EAGLE EIGHT EXCEPT FOR THE ENGINE DIFFERENCES. SO IT GAVE A BOOST IN PERFORMANCE, ESPECIALLY FOR FIREFIGHTING CAPABILITY IN THE HELICOPTER. THIS ONE IS SEPARATE BECAUSE IT'S INTERNAL COMPONENTS OF THE ENGINE, AND THEY WEREN'T NEEDED AT THAT TIME. BUT WE'RE COMING UP ON THE LIMIT NOW. IF WE DON'T ADDRESS IT BEFORE THE LIMIT, OF COURSE THE HELICOPTER WOULD BE GROUNDED AND THEN WE WOULDN'T HAVE IT TO USE. BUT YES, IT'S A IT WAS SEPARATE, BUT THEY'RE BOTH IMPROVING AND NOW MAINTAINING THE SAME HELICOPTER. YEAH. AND SO I DON'T KNOW IF THAT'S IN HERE, BUT THAT MIGHT BE A GOOD POINT TO ALSO INCLUDE IN YOU KNOW, WHEN THIS GOES TO THE BOARD PACKET FOR THE ENTIRE BOARD TO REVIEW. AND THEN WE ALREADY HAVE THIS BUDGETED BECAUSE WE ANTICIPATED THAT WE WOULD HAVE.. CORRECT.. THE MAINTENANCE NEEDS. SO TO ME, THAT SEEMS PRETTY STRAIGHTFORWARD. I THINK IT'S REALLY IMPORTANT FOR US TO HAVE BOTH HELICOPTERS AVAILABLE AS MUCH AS POSSIBLE. I GUESS IN THE ANALYSIS SECTION OF THIS, YOU JUST SAID THAT THE LOSS WOULD REMOVE A VALUABLE PARK DISTRICT ASSET. COULD YOU JUST MAYBE PROVIDE A FEW TALKING POINTS AROUND THAT? YOU KNOW, IF WE DON'T HAVE EAGLE SEVEN, I KNOW THAT WE HEARD THIS A LITTLE BIT AT THE BEGINNING OF THE YEAR WHEN WE TALKED ABOUT INVESTING IN THE EQUIPMENT TO MAKE IT SIMILAR [01:30:06] TO EAGLE EIGHT, BUT IT JUST MIGHT BE HELPFUL TO HEAR IT AGAIN. SURE. SO IF WE WEREN'T TO ADDRESS IT IN A TIMELY MANNER, OF COURSE THE HELICOPTER WOULD BE GROUNDED, WOULD NOT BE CONSIDERED AIRWORTHY. THAT WOULD LEAVE US WITH THE ONE REMAINING HELICOPTER, EAGLE EIGHT, WHICH WOULD THEN ACCELERATE ITS OUR USAGE, WHICH WOULD PUT US CLOSER TO ITS MAINTENANCE DATES ALSO. SO NOT ONLY WOULD WE NOT BE ABLE TO ROTATE THE HELICOPTERS USAGE AND THEREFORE SPREAD OUT THEIR USE OVER MUCH MORE TIME PERIOD, IT WOULD ALSO PUT ALL THE STRESS ON EAGLE EIGHT, AND WITH REGULAR MAINTENANCE SCHEDULES FOR EAGLE EIGHT, EVERY TIME IT WERE DOWN, WE WOULD NOT HAVE EAGLE SEVEN TO USE, SO IT WOULD LIMIT THE FLIGHT TIME THAT THE DISTRICT WOULD HAVE WITH THE AIR UNIT. YEP, THAT MAKES SENSE. SO REDUNDANCY MIGHT BE ANOTHER ASPECT BECAUSE, YOU KNOW, WHEN ONE'S DOWN, IT'S ALWAYS GOOD TO HAVE THE OTHER AS A BACKUP. TO ME THIS SEEMS PRETTY STRAIGHTFORWARD IN TERMS OF MY SUPPORT. I GUESS WHEN THIS COMES FORWARD TO THE FULL BOARD, MAYBE THOSE TALKING POINTS COULD ALSO BE HELPFUL TO INCLUDE. THANK YOU. THANK YOU. GREAT, DIRECTOR CORBETT. I WAS JUST WONDERING WHEN IS THE LAST TIME THAT THIS WAS LOOKED AT OR HOW HOW OFTEN IS THE MAINTENANCE REQUIRED? IT'S AN EXCELLENT QUESTION. IT'S EVERY 3000 HOURS FOR THE TRANSMISSION FOR THE MAIN GEARBOX. IT WAS LAST DONE IN 2016 WHEN IT APPROACHED THAT 3000 HOUR MARK. OKAY. SO THE NEXT TIME IT'LL BE NEEDED WILL BE IN ANOTHER YEAR AND A HALF OR SO, DEPENDING ON OUR FLIGHT TIME, WHICH IS VARIABLE. AND AS WE IMPROVE OUR STAFFING, WE WILL BE FLYING MORE. SO IT MAY NOT BE SUCH A LONG GAP IN TIME BEFORE THE NEXT TIME IT'S REQUIRED. HOWEVER, THIS HELICOPTER IS DUE FOR RETIREMENT IN FOUR YEARS ANYWAY. OKAY. ALL RIGHT. THANK YOU VERY MUCH. YOU'RE WELCOME. THANK YOU. GREAT. DIRECTOR CORBETT ASKED MY QUESTION. GOOD JOB. AND THEN HOW LONG IS HOW LONG WILL IT BE OUT OF SERVICE FOR THIS RETROFIT? IS THAT TWO WEEKS, ERNIE? YEAH. SO I BELIEVE IT WAS. IT WOULD BE DOWN FOR TWO WEEKS. THAT IS AGAIN VARIABLE DEPENDING ON HOW MUCH WORK THEY NEED TO GET INTO ONCE THE MAIN GEARBOX IS OPEN AND THE WORKLOADS AT ADVANCED HELICOPTER. SO I WOULD COUNT ON AT LEAST 2 TO 3 WEEKS OF IT BEING UP THERE, BUT WE WOULD HAVE EAGLE EIGHT TO COVER IN THE MEANTIME. EXCELLENT. AND ONE THING YOU KNOW THAT I DON'T THINK I SHOULD STRESS THAT I SHOULD HAVE FROM THE VERY BEGINNING, IS THE FACT THAT THIS TYPE OF REQUIRED MAINTENANCE IS ABSOLUTELY IMPERATIVE FOR SAFETY. YEAH. THAT'S. THAT'S WHY THEY GROUND HIM IF YOU EXCEED IT. SO THANK YOU VERY MUCH. I WILL ENTERTAIN A MOTION TO APPROVE OR RECOMMEND TO THE FULL BOARD. OKAY, OKAY, I'LL MAKE THE RECOMMENDATION OR I'LL MAKE THE MOTION TO APPROVE THE RECOMMENDATION. FROM STAFF FOR US TO RECOMMEND THIS TO THE FULL BOARD OF DIRECTORS. TO AUTHORIZE THE CONTRACT WITH ADVANCE HELICOPTER SERVICES TO PERFORM THE MAINTENANCE ON HELICOPTER ECHOLS SEVEN, AT A TOTAL COST OF $116,845. SECOND. OKAY, WE HAVE A MOTION AND A SECOND. ANY OTHER DISCUSSION? SEEING? NONE. ALL THOSE IN FAVOR SAY AYE. AYE. AYE. PASSES UNANIMOUSLY. THANK YOU VERY MUCH. THANK YOU FOR YOUR TIME. THANK YOU. THANK YOU FOR YOUR WORK. ARE WE. ARE WE? I ACTUALLY HAVE FOUR INTERESTED CANDIDATES NOW, AND WE'RE WORKING ON OTHER OPTIONS FOR PERHAPS STAFFING IN THE FUTURE BY ENCOURAGING OUR OWN OFFICERS. GREAT. THANK YOU. SEE. OH, YOU KNOW WHAT I FORGOT TO, AFTER EACH OF THE ITEMS. I FORGOT TO ASK FOR A PUBLIC COMMENT, BUT I CAN ASK NOW. THERE ARE NO PUBLIC COMMENTS. OKAY, GREAT. THANK YOU. AND WITH THAT, ANY ANNOUNCEMENTS? [Announcements] JUST TO LET EVERYBODY KNOW THAT RIGHT NOW, THE PARK OPERATIONS DIVISION IS GEARING UP FOR THE NEXT SET OF STORMS THAT ARE COMING UP. EVERYBODY'S WORKING VERY HARD, DILIGENTLY TRYING TO COORDINATE WITH OUR DIFFERENT DIVISIONS TO MAKE SURE THAT WE'RE READY FOR THE UPCOMING SEASON. YEAH. COMING SOON. COMING SOON NEAR YOU. YEAH. AND THANK YOU, BECAUSE IT'S COMING UP. AND THEN THERE'LL BE A GAP OF TIME AND THEN THERE'LL BE SOME MORE. THAT'S RIGHT. THE NEXT COUPLE DAYS. RIGHT. YEAH. ALL RIGHT. ANYTHING ELSE? ANYTHING FOR THE GOOD OF THE ORDER. THEN WE. I JUST WANT TO THANK EVERYONE FOR THEIR PRESENTATIONS. WONDERFUL. AND WELL DONE. AND WE ARE ADJOURNED. THANK YOU VERY MUCH. * This transcript was compiled from uncorrected Closed Captioning.
